This article examines the encounter of activists from the Anti-Imperialist League of the Americas (LADLA) with African, African American, and Asian anticolonial intellectuals through the League Against Imperialism (LAI), founded at the 1927 Brussels Congress. Drawing from LADLA’s newspaper El Libertador, letters from LADLA leaders, and speeches and resolutions in the LAI archive, it studies how exchanges begun in Brussels influenced debates in radical circles in the Americas. The article builds on extant scholarship and makes two primary interventions. First, it argues that a closer look at LADLA’s participation in the LAI shifts the traditional understanding of interwar Latin American regionalist ideologies, which LADLA rejected in favor of drawing connections to anti-imperialist movements around the world. Second, it argues that the exchange in Brussels influenced LADLA to eventually expand its initial focus on Indigenous struggles to think more critically about Black communities, including Black migrant labor, in political organizing.

Biodiversity research is essential for addressing the global biodiversity crisis, necessitating diverse participation and perspectives of researchers from a wide range of backgrounds. However, conservation faces a significant inclusivity problem because local expertise from biodiversity‐rich but economically disadvantaged regions is often underrepresented. This underrepresentation is driven by linguistic bias, undervalued contributions, parachute science practices, and capacity constraints. Although fragmented solutions exist, a unified multistakeholder approach is needed to address the interconnected and systemic conservation issues. We devised a holistic framework of collective responsibility across all research participants and tailored strategies that embrace diversity and dismantle systemic barriers to equitable collaboration. This framework delineates the diverse actors and practices required for promoting inclusivity in biodiversity research, assigning clear responsibilities to researchers, publishers, institutions, and funding bodies. Strategies for researchers include cultivating self‐awareness, expanding literature searches, fostering partnerships with local experts, and promoting knowledge exchange. For institutions, we recommend establishing specialized liaison roles, implementing equitable policies, allocating resources for diversity initiatives, and enhancing support for international researchers. Publishers can facilitate multilingual dissemination, remove financial barriers, establish inclusivity standards, and ensure equitable representation in peer review. Funders must remove systemic barriers, strengthen research networks, and prioritize equitable resource allocation. Implementing these stakeholder‐specific strategies can help dismantle deep‐rooted biases and structural inequities in biodiversity research, catalyzing a shift toward a more inclusive and representative model that amplifies diverse perspectives and maximizes collective knowledge for effective global conservation. 4. Actores sociales construyendo visiones comunitarias en el sur global.

Propósito: Identificar los aspectos que los Actores Sociales consideran en la construcción de futuros compartidos en las comunidades. En su aplicación en los países emergentes, especialmente en el Sur Global, a menudo se pasan por alto las particularidades socioculturales de las comunidades y los actores, generando fricciones o conflictos sociales. Este artículo presenta dos elementos críticos que contribuyen al debate: a) la importancia de entender a los Actores Sociales dentro de un modelo de generación de futuros comunitarios en los países emergentes; b) los factores relevantes que influyen en los actores en un ejercicio de construcción de futuros en las comunidades. Diseño/metodología/enfoque: A partir de la investigación cualitativa, se utilizó un estudio de caso de prospectiva comunitaria del futuro: El futuro de Puerto Gaitán 2037 (Meta, Colombia). Se aplicó un método de recolección de información a partir de la observación de los participantes y el análisis de la documentación. El método de análisis fue el DQA (Análisis Cualitativo Deductivo). Hallazgos: La participación de Los Actores Sociales presenta un modelo de cinco elementos relevantes que influyen en los actores para la construcción exitosa de futuros en las comunidades. Los primeros cuatro factores, revelados por la teoría, existen en la realidad. Asimismo, se demuestra un quinto factor: el Pensamiento a Largo Plazo, que se evidencia en un Modelo de aplicación de Estudios de Futuros para el contexto específico, aplicable al caso de comunidades en países del Sur Global. Originalidad/valor: Si bien existen ejemplos aislados de recomendaciones respecto a estudios para generar el futuro de las comunidades, este es el primer estudio que presenta factores concretos que contribuyen a orientar la construcción de futuros comunitarios desde Actores Sociales, especialmente en países del Sur Global como Colombia. Osorio (2022) afirma, retomando a Quijano (1992), que la colonialidad del ser, el poder y el saber ha existido desde la época de la conquista y la colonia, misma que ha trascendido hasta nuestros días y que de hecho se ha fortalecido en el marco de una capitalismo recrudecido en su vertiente neoliberal. En este sentido, Quijano (1992) puntualiza que la colonialidad se manifiesta como la relación de dominación directa, económica, política, social y cultural de Occidente sobre los conquistados de todos los continentes.

En un proyecto piloto para la futura capital Bantustán en Siyabuswa, el estado sudafricano de la era del apartheid financió la investigación y construcción de 59 viviendas básicas entre 1977 y 1978, antes de frenar el esquema completo. Diseñado dentro del Instituto Nacional de Investigación en Construcción por el arquitecto emigrante argentino Jorge Luis Arrigone, el proyecto fue su intento inicial de introducir silenciosamente las ortodoxias de autoayuda del Centro Interamericano de Vivienda y Planeamiento (CINVA) y las Naciones Unidas para apoyar a las comunidades rurales desplazadas. La historia del proyecto y los prototipos de vivienda de Siyabuswa, su nacimiento y represión provocan nuevas formas de evaluación de los roles que cumplieron las periferias del sur global en la arquitectura global.

El presente artículo aborda la creciente práctica del litigio climático como herramienta vital para enfrentar la crisis climática global, especialmente enfocada en la justicia climática y la intersección con los derechos humanos. A pesar de los esfuerzos internacionales, las emisiones de gases de efecto invernadero continúan aumentando, poniendo en riesgo los objetivos del Acuerdo de París. Este contexto ha llevado a una movilización legal, denominada litigio climático, que busca presionar a gobiernos y corporaciones para que adopten medidas más ambiciosas contra el cambio climático. Los casos emblemáticos en diversas jurisdicciones han comenzado a marcar precedentes importantes, evidenciando el papel de los tribunales en la promoción de políticas climáticas justas y efectivas. Además, el artículo destaca cómo el litigio climático, enmarcado en los derechos humanos, representa una estrategia emergente en el Sur Global, donde la paradoja de sufrir desproporcionadamente las consecuencias del cambio climático sin ser los principales emisores de GEI subraya la necesidad de una justicia climática genuina. La conclusión resalta la importancia de un enfoque colaborativo y basado en los derechos en la lucha contra el cambio climático, subrayando la necesidad de políticas onozcan las disparidades en la contribución y vulnerabilidad al cambio climático entre las naciones.

This article aims to examine the specificities of scientific cooperation in the Global South, with a focus on Latin America and the Caribbean, Africa, and Arab States. The first section develops a theoretical discussion that contrasts the dominant concept of internationalization (Knight; De Wit) with recent critical studies in this field (Stein; Marginson; Teferra). It questions the applicability of the hegemonic conception of internationalization to the Global South and examines the unequal power relations and resource access disparities between countries and institutions. The second section, utilizing secondary statistical data and qualitative reports, provides a concise overview of the state of higher education and internationalization in these regions, highlighting key challenges. Finally, to illustrate alternatives models for a more autonomous and self-centered South-South internationalization, the article discusses the experience of the Knowledge Network on the Right to Education in the Global South (REGS), a cooperative initiative established among scientific associations in Latin America, Africa, and Arab States from 2021 to 2023. This article examines the state, future configuration and ways of managing the international order, as well as Latin America's place in that order, to understand where it is now and reflect on what it might be like and how it might develop in the future. To do so, we employ the notion of "non-hegemonic order", which has no start date because it stems from a combination of processes of varying duration and effects. We argue that the order taking shape will have two main fault lines: a breach between two opposing and different Norths - North 1 and North 2 - and another breach between the two Norths and a Global South diverse in resources and power configurations, of which Latin America forms part (with its own specificities). We address the singular position of the Latin American region which in a bid to consolidate its autonomy maintains a complex triangular Latin America-United States-China dynamic. 14. The scope of empowerment for conservation and communities.

Conservationists increasingly position conservation that is mutually beneficial to people and biodiversity on the promise of empowerment of people through participatory discourse, metrics, processes, and outcomes. Empowerment represents multidimensional concepts and theories that permeate the interlinking levels of power, from the psychological to the political, and social scales in which conservation operates. The multifaceted nature of empowerment makes it challenging to understand, pursue, and evaluate as a central philosophical commitment and goal‐oriented practice in conservation. Moreover, definitional and methodological uncertainty may disempower interested and affected groups because they can foster conceptual assumptions that reinforce institutionalized barriers to systemic changes. Despite these complexities, there are no targeted reviews of empowerment in conservation. We conducted a scoping review of the conservation literature to synthesize the meanings and uses of
empowerment in the field. We reviewed 121 of the most cited conservation articles that invoked or assessed empowerment from 1992 to 2017 to document geographic, conceptual, and methodological trends in the scales and theories of empowerment deployed by conservationists. Research claiming or assessing empowerment through conservation often focused on communities in the Global South. Most studies relied on qualitative and mixed methods (78%) collected largely from male or non‐Indigenous participants. Few studies (30%) defined the 20 types of empowerment they referenced. Fewer studies (3%) applied empowerment theories in their work. Our findings show that empowerment discourse of local and Indigenous communities permeates the discourse of people‐centered conservation. Yet, overreliance on empowerment's rhetorical promise and minimal engagement with theory (e.g., postcolonial theory) risks disempowering people by obscuring empowerment's foundational value to conservation and communities and oversimplifying the complex realities of people‐centered conservation. Lasting change could come from more meaningful engagement with empowerment, including coproducing definitions and measures with and for disempowered social groups to tackle widespread power disparities in conservation today. Considering the claims for "de-Westernizing" Communication and Media studies, we examine the publication trends of BRICS-based researchers between 2012 and 2021. The article compares SciVal and SJR data concerning 7,938 articles to understand the circulation of such academic communities in top-ranked outlets. The results reveal a remarkable productivity growth in all BRICS countries, striking differences within the group in the number of research articles, the emergence of China as the bloc's leading hub, and the lack of cooperation among such five countries. Lo que podemos decir sobre la idea de patrimonio responde a la propagación de ciertos principios promovidos por agencias internacionales como la Unesco. Estos principios se centran en defender el valor “intrínseco” del patrimonio cultural mediante justificaciones universalistas. En este sentido, el presente artículo busca evidenciar que las lecturas autorizadas sobre el legado cultural tienden a promover visiones que homogeneizan las discusiones internacionales en esta materia. Además, se examinará cómo las reglas del juego en relación con el patrimonio son establecidas unilateralmente por los actores estatales y las redes tecnocráticas de expertos. De esto se deriva una pregunta de reflexión sobre las posibilidades de armonizar una narrativa única sobre el patrimonio con los Objetivos de Desarrollo Sostenible, que aspiran tener un impacto global en la mejora de la calidad de vida de miles personas en todo el mundo. Dentro de las estrategias de análisis propuestas se encuentran, por un lado, ofrecer una vista panorámica de la literatura más relevante sobre el tema del patrimonio. Por otro lado, proponer, a partir de una metodología genealógica, el desvelamiento de las relaciones de poder presentes en la construcción y reproducción del discurso dominante sobre el patrimonio. Por último, en la sección final del trabajo, se propone esclarecer la relación entre la protección del patrimonio cultural y el cumplimiento de la Agenda 2030 para el Desarrollo Sostenible.

The articles presented in this special issue explore the relationship between politics and law in the context of the Global South. While some of the contributions examined this relationship through the symbolic power of the law, others focused on how violence is embedded into the relationship between law and politics. The first group, which focused on the symbolic dimension of power relations, dug into struggles to either accommodate political projects into the existing law or whenever such interpretation was not possible, to propose new legislation consistent with those political goals. Meanwhile, the other group of contributions, those who paid special attention to the association between law and violence, described how the relationship between politics and law is centred disputed legitimacy of law in those societies. This introduction discusses how these two approaches complement each other and offer us a better understanding of the particular role law plays in societies in the Global South. Los artículos reunidos en este número especial exploran la relación entre política y la ley en el contexto del Sur Global. Mientras que algunas de las contribuciones examinaron esta relación a través del poder simbólico de la ley, otras se centraron en cómo la violencia está incrustada en la relación entre la ley y la política. El primer grupo de artículos, que se centró en la dimensión simbólica del poder, profundizo su análisis en luchas para lograr canalizar proyectos políticos en la ley existente o, cuando tal interpretación no era posible, para proponer una nueva legislación coherente con esos objetivos políticos. El otro grupo de contribuciones a este número especial, aquel que examino el lugar que ocupa la violencia en el derecho, dirigió su mirada a la disputa de legitimidad del derecho en sociedades periféricas. Esta introducción analiza cómo estos dos enfoques se complementan entre sí y nos ofrecen una mejor comprensión del papel particular que desempeña el derecho en las sociedades del Sur Global.

Este trabajo examina el papel del método comparativo en la investigación urbana, prestando atención a su utilidad en la generación de teoría, y a las particularidades de las comparaciones entre ciudades de distintas regiones. Para ello, se realiza una revisión de la literatura al respecto y se propone un agrupamiento en líneas temáticas que, sin la intención de ser muy rígido, contribuye a identificar las características de estos estudios. También se presentan reflexiones que emergen de la revisión de los estudios comparativos de una de las autoras del artículo, y de su lectura en paralelo con investigaciones más recientes que incorporan dicho método. Las conclusiones señalan algunos rasgos relevantes que influyen en las características de los estudios comparativos y sugieren que éstos seguirán siendo pertinentes en la investigación urbana mientras eviten visiones deterministas o esencialistas sobre las ciudades.

Los ministros de Asuntos Exteriores de la Unión Europea recordaban en la reunión de principios de octubre de 2023 en Kiev, que Rusia es una amenaza existencial y que la victoria de la guerra depende de la cooperación con Europa. Mientras que los antiguos integrantes del bloque soviético perciben la amenaza rusa como inmediata y existencial, los países mediterráneos, sienten que su foco inmediato de atención está en la Frontera Sur y en el llamado Sur Global. La necesidad de cambiar el enfoque de la Unión Europea hacia los países en desarrollo es fundamental para la supervivencia, como actor geopolítico, de una Europa que no logra superar la visión eurocéntrica y occidental del mundo, y que sigue considerando el reordenamiento global en curso como complicado, pero no imposible de manejar.

A little over ten years ago, the anthropological academy of the global North baptized with the name "multispecies" a mode of study and writing that de-centers the human and that, in research, pays attention to the socio-cultural and affective force of multiple bodies and materialities. However, these kinds of multiple and diverse relationalities have been a constitutive part of many peoples in the global South, subalternized peoples whose historical, situated, and embodied experience account for epistemologies and ways of life obliterated by the modern-racist-colonial system. In other words, these peoples have been able to recognize and name our fragile and precarious condition, which requires more-than-human beings to become possible, in intimate affectation and interdependence, and in collaborative survival; so "multispecies" is just one more word, among others, to refer to the intricate space of relationships that give shape and content to what we call "society", "culture", and "nature". In the time of the Anthropocene, this era of life annihilation driven by rapacious capitalism-speciesism, it is necessary to acknowledge our vital connections with multiple human, animal, plant, mineral, and other kinds of bodies - and their particular ways of being named - in order to propose politics of collaboration and interdependence from which it might be possible to imagine other, more-thanhuman futures; futures that, in fact, might already be imagined and contested right now, from and in the South. So, the objective of this anthropological essay-manifesto is, drawing from Robin Wall Kimmerer, to think about "multispecies grammars of the animated" as an alternative to these times of ruin and necessary creativity to converse with other forms of life and non-life and to reorient ourselves from other epistemologies situated in the margins and embracing that other world that walks with us towards plural futures beyond the Anthropo-capitalocene. In September 2020, Xi Jinping announced China's commitment to reaching maximum carbon emissions by 2030 and carbon neutrality by 2060. This work aims to analyze the objectives and scope of these announcements, focusing not only on China's intention to present itself as a global leader in environmental matters, but also as a spokesperson for emerging and developing countries. At the same time, this announcement will be framed as the continuity of a state policy on environmental matters carried out since the 1990s, in line with the rise of China's international prominence. To do this, official documents and sources will be used, and it will be contrasted with the literature on the subject. The Global South has increasingly become a recurring research agenda, often originating in the Global North. There is a need to understand what these research agendas consist of and what role Latin America and the Caribbean play in defining and/or reproducing them. The purpose of this study is to understand the agendas of the Global South supported by northern agencies, based on a methodological proposal that combines lexicometric analysis of abstracts, grant data-based content analysis on scientific production, and funding data. The study identified four central agendas in the literature: (1) State role and the strength of non-western countries cooperation; (2) Decolonial research, citizen, and feminist perspectives; (3) Academic Collaboration and Education in circuits of science production and (4) Developmentalism in underdeveloped Global South countries. We identified different types of northern organizations, such as non-departmental public bodies, philanthropic and charitable foundations, guiding an agenda based on precariousness, poverty, and underdevelopment, while Latin America and the Caribbean reinforce an agenda taking the South as an example that can be applied in the North. This World Affairs 2023 special issue contains six contributions, including this one, exploring some of the key political consequences of traditional beliefs such as magic and superstition in the developing societies of the Global South as well as in certain industrially advanced societies of the Global North. To show why traditional beliefs matter, we provide an explanation in this introduction for why traditional beliefs exist in developing countries, why they survive in developed countries, and why they may become more popular over time. By utilizing a simple game theoretic approach, we explain why rational people can sometimes increase their payoffs by subscribing to a superstition while superstitious people never gain by switching to rationality. In fact, the superstition—which has no causal connection with the natural course of events—may even yield better results, not only for the individual but also for the group. This is the reason why, in the framework of evolutionary stable equilibrium, superstitious people can demographically dominate an entire population over time. In addition to explaining the existence and the persistence (or the popularity) of traditional beliefs, we highlight the key findings presented in the articles included in this special issue. All of them underline a cardinal point: traditional beliefs matter. They shape electoral behavior, they shape attitudes toward democratic governance, and they influence voters' assessment of political figures and historical events. Precisely because traditional beliefs have such extensive implications for a country's political life, we believe that in the future scholars will have to pay greater attention to such beliefs to have a better understanding of political phenomena and trends. En el marco de la transición colombiana, que implica la obligación de estabilizar una paz incluyente, es inaplazable abrir el camino a preguntas que permitan dotar de un sentido culturalmente adecuado a los bienes jurídicos afectados por los crímenes atroces que han aumentado el riesgo de exterminio de los pueblos indígenas colombianos. Este artículo hace una primera aproximación a esa discusión, aferrado a la fuerza de las teorías jurídicas del sur global, para encontrar en la gramática del derecho penal, el lugar debido al conocimiento indígena y conjurar su sometimiento y consecuente extinción.

Narrativizing water conditions in hill settlements only through the optic of water scarcity hides more than it reveals. This piece has employed fragment as a trope to understand and read the different modes through which water intertwines with the quotidian, policy, and governance framework in Kalimpong, India. Here fragment has acted as a critique of a whole; whole as sameness, ubiquity, and undifferentiated spatiality. The first one looks into the question of water governance as unconventional, nonrepresentative, and partisan. The second one looks at citizens' absence of effective claim making as one of the markers of the water question. The third fragment intrigues the distributive aspect of water that can never be essentialized into a coherent and immediately comprehensible form. The last fragment reads the different shades of water in a community at the city fringe that entangles historical relocation, parastatal powers, and intracommunity differences. Based on ethnographic and archival engagement, we explore studying a differentiated waterscape in place of looking at the town through the singular optic of water paucity. The International Studies Association (ISA) is widely recognized as an American-European-centric professional organization, with Global South scholars traditionally representing a minority of its membership. This pattern largely reflects the development of the International Relations (IR) discipline and its publication trends. In this Forum, we examine the progress made in the representation of Global South scholars within the IR discipline over the past decade, specifically focusing on the ISA as the primary professional body for IR scholars. We tackle some issues the Global South Task Force (GSTF) highlighted to a more assertive representativeness of the Global South within the ISA. Our analysis concentrates on ISA's journals data tracking to capture the current state of affairs and foster dialogue on developing inventive solutions to enhance diversity, intellectual plurality, and scholarly cultures within the IR discipline. The second decade of the 21st century has seen some unexpected twists in the world order. Europe, which has gotten accustomed to an extended era of peace, now confronts a war in its heart. If Russia's aggression against Ukraine has revived the idea of an East-West conflict, the close alignment between Moscow and Beijing has reinforced it. Meanwhile, the devastating impact of the COVID-19 pandemic and the Ukraine war on developing countries has brought the forgotten North-South contradictions to the fore. This essay unpacks some of the complexities underlying the "Global South" narrative by looking at India's recent surprising championship of the idea. It argues that today's Global South debate is very different from the one that dominated the global discourse in the 1960s and 1970s. According to conventional wisdom, organized criminal activity is perpetrated primarily by non-state, private actors who are occasionally [or not] protected by corrupt government officials. From this perspective, a hard distinction is made between those who provide protection to criminals (e.g., politicians or law enforcement officials) and the criminals themselves (e.g., smugglers or producers of counterfeit goods). It further treats the involvement of state-affiliated actors as a byproduct of corruption in public office, rather than, in some places, a feature of it. This article builds on emerging evidence that state representatives play a far more direct role in supervising, organizing and sometimes managing crime than assumed in the majority of the literature. It shows that there are inherent theoretical, policy-level biases that misguide the analytical thinking about organized crime in the Global South, and argues that there is a need to reconsider existing approaches to develop more accommodative definitions of organized crime. Una mirada hacia lo cotidiano, hacia lo típico, situado en dos contextos diferentes. Superponer las miradas. Encontrar las similitudes y las diferencias. Estas acciones marcan el punto de partida de la oficina tailandesa-japonesa Bangkok Tokyo Architecture (BTA), quienes basan su práctica en encontrar lo genérico que se esconde en aquello que es profundamente local. Conversamos con BTA sobre las condiciones en las que opera la arquitectura en contextos del sur global, acostumbrados a las restricciones, apuntando a una arquitectura cuya familiaridad difumine la figura del autor y posibilite que sus habitantes la puedan reproducir, adaptar y transformar. Una oficina que escapa de lo especial, poniendo en valor detalles comunes y corrientes mediante el ensamblaje de esa variedad de elementos, definiendo una arquitectura lo suficientemente abierta para que se pueda completar a lo largo del tiempo.

A partir de una reflexión profunda en torno al papel que cumplen las utopías en los proyectos políticos que intervienen en las relaciones internacionales, este artículo tiene como objetivo analizar el cambio de rumbo de la política exterior de Brasil en el periodo 2003-2022. Ello implica observar la transformación sufrida por la acción internacional del país, de una posición de defensor del Sur Global, a otra de adalid de Occidente. Para este fin, esta propuesta se valdrá de la triangulación de información ofrecida por fuentes primarias —documentos y discursos oficiales de la presidencia y del ministerio de Relaciones Exteriores— y secundarias —análisis de publicaciones académicas—. Con ello en mente, se hará una introducción teórica a través de la cual se abordará genealógicamente el pensamiento utópico en la disciplina de las Relaciones Internacionales y el campo del Análisis de la Política Exterior. Posteriormente, serán definidas dos estrategias discursivas, que aluden a proyectos antagónicos de inserción internacional asentados en imaginarios utópicos opuestos, y que han guiado a la cosmovisión brasileña de la realidad internacional en las dos primeras décadas del siglo xxi: el Brasil del Sur Global y el Brasil de Occidente. A modo de cierre, se trazarán algunas reflexiones finales, destacando el rol que cumplen ambas representaciones en la proyección doméstica e internacional de Brasil de cara al periodo de gobierno que inició en 2023. Se entiende que ambas cosmovisiones tienen su origen en la tradición de pensamiento internacional de Brasil, pero incorporan, además, variables que remiten a proyectos utópicos transnacionales.

The discussion on producing urban peripheries in Chile has focused on the capital. An understanding of this process is proposed for San Pedro de la Paz, a city in the Metropolitan Area of Concepción in the country's south. The hypothesis is that housing policy has been the most relevant actor in producing peripheral urbanisms. It is a territory where center-periphery relations are hybrid and strongly influenced by the relationship built with the landscape and nature. The methodology combined geographical analysis of land cover and use, documentary and normative analysis, and observation of different social housing complexes built at different times. The results show how the territory has historically been shaped as a peripheral and suburban area, which is consolidated by the action of the State, producing a diffuse space dominated by the values promoted by the middle classes.
