This narrative review addresses the integration of health education into school curricula in South Tyrol, an Italian province with significant cultural and linguistic diversity. This review's objective is to analyze current health education initiatives and propose a strategic framework to enhance school-based health education, aiming to improve student well-being post-pandemic. The review synthesizes global examples and recent local studies, highlighting the importance of comprehensive teacher training, mindfulness-based interventions, culturally sensitive health education, and community engagement. The key findings indicate that current health education programs in South Tyrol are insufficient to meet immediate public health needs, such as low vaccine uptake and mental health challenges exacerbated by the COVID-19 pandemic. The proposed strategic framework seeks to align educational strategies with the diverse needs of South Tyrol's student population, thereby improving health literacy and behavior and strengthening the region's public health infrastructure. 7. Enhancing risk governance by addressing key risk communication barriers during the prevention and preparedness phase in South Tyrol (Italy).

Different European policies emphasise that good risk governance can only be achieved through effective communication between the different risk governance actors. It is well known, that effective risk communication should be set up as part of risk prevention and risk preparedness, long before a potentially hazardous event or process occurs. To address this issue, our paper, as part of the results of the Interreg project RiKoST, presents an exploratory study to identify what types of challenges and barriers can be recognised in risk communication related to risk prevention in South Tyrol, Italy. As a first step we identified a wide range of key actors, who, in different ways, already have or could potentially have a role in risk communication. Subsequently, we undertook 20 semi‐structured interviews with institutional actors, key informants, and practitioners. Our main findings could inform both policy recommendations and academic research to improve risk communication, acting on risk training/education and risk culture as aspects to be addressed to enhance risk governance in the prevention and preparedness phase. The development of better, more reliable and more efficient susceptibility assessments for shallow landslides is becoming increasingly important. Physically based models are well‐suited for this, due to their high predictive capability. However, their demands for large, high‐resolution and detailed input datasets make them very time‐consuming and costly methods. This study investigates if a spatially transferable model calibration can be created with the use of parameter ensembles and with this alleviate the time‐consuming calibration process of these methods. To investigate this, the study compares the calibration of the model TRIGRS in two different study areas. The first study area was taken from a previous study where the dynamic physically based model TRIGRS was calibrated for the Laternser valley in Vorarlberg, Austria. The calibrated parameter ensemble and its performance from this previous study are compared with a calibrated parameter ensemble of the model TRIGRS for the Passeier valley in South Tyrol, Italy. The comparison showed very similar model performance and large similarities in the calibrated geotechnical parameter values of the best model runs in both study areas. There is a subset of calibrated geotechnical parameter values that can be used successfully in both study areas and potentially other study areas with similar lithological characteristics. For the hydraulic parameters, the study did not find a transferable parameter subset. These parameters seem to be more sensitive to different soil types. Additionally, the results of the study also showed the importance of the inclusion of detailed information on the timing of landslide initiation in the calibration of the model. 9. What can be done with today's budget and demand? Scenarios of rural public transport automation in Mühlwald (South Tyrol).

Rural public transport is typically limited in its coverage, frequency and service period. This is often linked to a low and dispersed demand, which makes the provision of competitive transport services often financially unsustainable. Autonomous vehicles (AVs) might change this condition, allowing for an upgrade of public transport in rural areas. Nevertheless, current studies are mostly focused on urban areas, while the potential for rural applications remains underexplored. This paper contributes to this research line by developing a set of so-called AV scenarios for a potential upgrade of public transport in the rural study area of Mühlwald (South Tyrol, Italy). These scenarios are designed following three core principles. First, line-based and on-demand applications of AVs are not only individually tested, but even combined over space and time in different manners to exploit their synergy. Second, the performances of the scenarios are quantified by assuming the today´s agency cost budget, public-transport demand and peak-hour system capacity to be fixed parameters to comply with. Third, the uncertainties regarding the impacts of AVs on the agency costs are taken into account by defining optimistic, neutral and pessimistic variants of each scenario. Results indicate that the full replacement of current bus lines with a system of on-demand shared taxis might provide the highest performance improvements with the same budget as today, but only with a much bigger fleet. At the same time, the combination of bus lines and on-demand services over time (and space) might provide similarly competitive results while keeping the needed fleet size, service distance and service time relatively low. With this study, policy makers may get insights into the potential improvements of rural public transport that might be initially obtained with different uses of AVs, given a fixed agency cost budget and demand. Situated within the local turn in migration studies, this contribution analyzes the development of policies towards migration, integration, and asylum in South Tyrol from their inception in 1998 to 2021. An Italian province with German and Ladin-speaking population and a sophisticated autonomy to protect their language/culture, South Tyrol witnessed the increasing arrival of migrants and more recently of asylum seekers. By looking at the evolution of South Tyrolean policies, the article highlights issues of continuity and changes in the developments of migration and integration policies at the sub-state level. The analysis reveals the evolution, contradictions and challenges of policies dealing with governance of migration at the local level. In particular, it traces: the intersection between migration issues and the politics of substate nationalism; the conflicts between levels of governance that emerged over time; and the links and common traits between the evolution of migration and integration policy and the development of asylum-related policy. 11. Sociolinguistic awareness as a key factor in reducing linguistic unease: Experiences of migrants in complex multilingual environments of South Tyrol, Andorra and Vasa.

This article addresses key issues related to diverse cases of migration to complex multilingual environments within Europe. Data came from three case studies carried out within the scope of the MIME project: (ex-)Yugoslavian refugees to South Tyrol (Italy); Portuguese work migrants to Andorra; and international managers in Vasa (Finland). Data were elicited using qualitative methods (biographical narrative interviews and focus groups) and thematically analysed to identify emic causes of 'linguistic unease', the speakers' perception that their linguistic repertoire is inadequate for communicating with others and the consequent fear that their linguistic performance will be met with judgemental and negative attitudes. Our results show that in all situations, irrespective of the diverse conditions that exist prior to migration or in the destination country, the complex linguistic environment of the recipient society is puzzling for mobile people. In all cases, numerous migrants target the language that they perceive to be easier and most accessible to them, but this also exposes them to some level of linguistic unease. Crucially, migrants' learning choices rub salt in the wounds of old conflicts that have roots in the historical dynamics of multilingualism of the recipient societies. We argue that raising sociolinguistic awareness about this is crucial to mitigate unease and discrimination in the most vulnerable sections of the migrant population. [ABSTRACT FROM AUTHOR]

The article examines the effects of the South Tyrol conflict on Austrian and German right-wing extremism/right-wing terrorism. Basedon the observation that the work of right-wing extremists in South Tyrol has so far been analyzed in research primarily within the conflict itself, the article asks about the repercussions on the Austrian and German right-wing extremist scene. The importance of the South Tyrol conflict for right-wing extremists north of the Brenner Pass is highlighted. Terrorism in South Tyrol was influential in many respects for later right-wing extremist/right-wing terrorist developments: firstly through transnational cooperation, secondly through the passing onof knowledge of violence, thirdly through the manifestation of hatred of foreigners as the motive for the crime, and fourthly through the embedding of right-wing extremist terrorism in conservative parts of society. The intersection of gender and ethnicity or race lies at the root of structural discrimination and racist practices for accessing the labor market and in the workplace. This discrimination is particularly evident for women and LGBTQIA+ individuals who either belong to ethnic minorities or are migrants. However, numerous other social drivers (e.g., age, class, origins) and external factors (e.g., prejudices, gender‐based violence) further hinder their participation in the work domain and their attainment of fair labor conditions. This article explores how gender, ethnicity, and race intersect and operate with other conditions and factors to perpetuate the precarity and exploitation of women and LGBTQIA+ individuals who find themselves at the nexus of varied intersectional axes. The discussion centers around two neoliberal substate units in the Global North (South Tyrol, in Italy, and Catalonia, Spain) that register low unemployment rates and high rates of migration and that are home to historical, linguistic, and ethnic minorities. This empirical article provides for an informed debate on the lived experience of precarity and exploitation of women and LGBTQIA+ workers, and an analysis of how neoliberal substate units’ labor and gender policies could be reformed.

14. Erhebung von Zikaden (Hemiptera: Auchenorrhyncha) in Kräuteranbauflächen Südtirols

Im Kräuteranbau kommen verschiedene Arten von Zikaden (Auchenorrhyncha) vor, die als Pflanzensaftsauger, vor allem an Lamiaceaen, Schäden verursachen. Da es in Südtirol noch keine Daten über die Zikadenfauna im Arznei-und Gewürzpflanzenanbau gibt, wurde vom Versuchszentrum Laimburg (Südtirol, Italien) 2020-2021 eine Erhebung der dort vorkommenden Zikadenarten durchgeführt. Über zwei Vegetationsperioden wurde mittels Streifnetz (Kescher) verschiedene Pflanzenarten beprobt: Zitronenmelisse (Melissa officinalis L.), Pfefferminze (Mentha x piperita L.), Salbei (Salvia officinalis L.), Rosmarin (Rosmarinus officinalis L.), Brennessel (Urtica dioica L.) und Origano (Origanum vulgare L.). Von 1.615 gekescherten Adulttieren konnten 1.317 auf Artniveau identifiziert und 15 Arten zugeordnet werden. Auf Zitronenmelisse wurden insgesamt zehn Arten nachgewiesen, wobei Eupteryx curtisii (Flor, 1861), Eupteryx atropunctata (Goeze, 1778) und Emelyanoviana mollicula (Boheman, 1845) zu den Hauptarten zählten. Acht Zikadenarten wurden auf Pfefferminze identifiziert, hier waren Em. mollicula und E. atropunctata und Eupteryx decemnotata (Rey, 1891) am häufigsten vertreten. E. decemnotata war auf Rosmarin von den wenigen detektierten Arten mit Abstand die häufigste. Auf Salbei wurden sechs Arten nachgewiesen, wie auch für Pfefferminze kamen vor allem Em. mollicula, E. atropunctata und E. decemnotata vor.An Origano- und Brennnesselpflanzen wurden generell nur wenig Zikaden-Individuen ermittelt. Zur genaueren Untersuchung ihres Fressverhaltens werden die Zikaden auf das Vorhandensein von pflanzlicher DNA untersucht. Die gewonnenen Erkenntnisse sollen als Grundlage für weitere Forschungsarbeit zum Thema ökologische Schädlingsbekämpfung dienen.

17. No return to the borders of the past? : cross-border nationalism and European integration in times of crises

This study examines how kin-minority parties respond to European integration. Kin-minority parties are political parties that claim to represent a national minority in the state where the minority lives (the host-state). At the same time, kin-minority parties claim that "their" minority is part of a larger nation that constitutes the national majority in a neighbouring state (the kin-state). The status of a kin-minority is not a priori given but is constituted by kin-minority parties' continuous interactions with other actors in the kin-state and in the host-state. European integration affects these interactions in three ways. It disperses sovereignty away from state centres; it perpetuates the geographical location of state borders and makes borders less disruptive to cross-border interaction; and it can modify collective identities by making them less antagonistic. Crises of European integration can partially reverse these processes. Kin-minority parties have three broad options for responding to these dynamics. They may adopt border-shifting, border-transcending or border-crossing approaches. Border-shifting parties reject the effects of European integration because it prevents them from pursuing the kin-minority's territorial integration into the kin-state. Border-transcending parties endorse European integration because it facilitates the kin-minority's accommodation within the host-state and cross-border cooperation with the kin-state. Border-crossing parties adopt a mixed approach, endorsing open state borders but rejecting other effects of European integration. This study compares the dynamics of European integration and kin-minority parties' responses in South Tyrol and Northern Ireland. It arrives at two key findings. Firstly, all kin-minority parties endorse European integration's border-opening effects. Since the 1990s, border-crossing approaches have superseded border-shifting ones. Border-transcending parties' endorsement of open state borders has been reinforced. This even holds true despite multiple crises of European integration. Secondly, the dispersion of sovereignty and the modification of collective identities do not significantly alter kin-minority parties. Border-transcending parties endorse these effects because of their pre-existing inclination towards cooperative politics. Border-crossing parties remain critical of these effects.

The paper seeks to show that the use of dialect literature in the teaching of German as a Foreign Language (DaF) can be very enriching for students. It argues that this practice creates awareness that the German language is not homogeneous across German-speaking countries, but is characterised by variety (the pluricentricity of German). In addition, working with dialect texts allows learners to be immersed in the everyday reality of their target language by experiencing the diglossia that is prevalent in most German-speaking areas. In this way, the texts help students realise that there is not just one standardised form of expression in German that is correct and permissible. The unadulterated tone and idiosyncrasies of literary works in dialect also offer an insight into the emotional world of the people who use the language and into their unique culture and mentality. This is illustrated with the help of two dialect poems ("Drei Vëigl fliagn" and "Die 5 Johreszeitn") by the South Tyrolean author Maridl Innerhofer (1921-2013). [ABSTRACT FROM AUTHOR]

This paper presents a comprehensive development plan for advancing precision medicine in the autonomous province of South Tyrol, Italy, a region characterized by its bilingual population and unique healthcare challenges. This study highlights the need to address the shortage of healthcare professionals proficient in language for person-centered medicine, the lag in healthcare sector digitalization, and the absence of a local medical university, all within the context of an initiated pharmacogenomics program and a population-based precision medicine study known as the "Cooperative Health Research in South Tyrol" (CHRIS) study. The key strategies for addressing these challenges and integrating CHRIS study findings into a broader precision medicine development plan are discussed, including workforce development and training, investment in digital infrastructure, enhanced data management and analytic capabilities, collaboration with external academic and research institutions, education and capacity building, securing funding and resources, and promoting a patient-centered approach. This study emphasizes the potential benefits of implementing such a comprehensive development plan, including improved early detection, personal ized treatment, and prevention of chronic diseases, ultimately leading to better healthcare outcomes and overall well-being in the South Tyrolean population. 21. Understanding old herbal secrets: The renaissance of traditional medicinal plants beyond the twenty classic species?

The use of traditional medicinal plants plays an important role especially in remote rural and marginalized landscapes at different latitudes. In the development of nature conservation strategies based on local knowledge and sustainable resource management, medicinal herbs have been hypothesized to be cultural key stone species. Environmental education is a crucial driver for fostering environmental literacy and preserving local knowledge across generations. We conducted semi-structured interviews with stakeholders in the Autonomous Province of Bozen-South Tyrol (N Italy) to gain insights into, and reflections on, the cultural value of traditional medicinal plants and their interplay within the local landscape, nature conservation and their role in environmental education and knowledge transfer across generations. We also used a combination of purposive and snowball sampling to identify relevant actors. The different voices collected in the study clearly highlight the role of medicinal herbs in healthcare, for cultural identity of local communities and demonstrate a growing commercial market niche that maintains the local economy and services, including widespread offers related to environmental education, that have not, unfortunately, been used yet in the formal curricula of local schools. The latter is crucial for a holistic approach taking medicinal plants as an ideal vehicle to connect especially children with nature and history of South Tyrol, strengthening health education and overall environmental literacy, including species knowledge. However, the revival of herbal medicine and related knowledge do not prevent the continuous loss of local traditional knowledge regarding medicinal plants, recipes and use. More species and their uses are being forgotten due to superficialisation of knowledge and of mainstreaming and homogenization of the global market of herbal medicine. Safeguarding the natural and cultural treasures of South Tyrol for future generations is in the hands of the local communities. [ABSTRACT FROM AUTHOR]

This contribution investigates the intersection between macro-level political narratives on diversity and micro-level lived experience of social inclusion and everyday interaction. The case studies for analysis comprise of two regional sub-state nationalist contexts, Scotland and South Tyrol, Italy. Scotland is a nation state that defines itself vis-a-vis the rest of the UK and where a discourse has emerged that Scottish nationalism is both civic and inclusive. South Tyrol is an autonomous province in northern Italy which remains a liminal space between Austria and Italy and is presented as a model to protect minorities. We argue for developing a critical stance on diversity narratives identified in these two-regions. Based on in-depth narrative interviews with young adult migrants, we use an ontological security framework to examine the relationship between macro-narratives and micro-level lived experiences of everyday social interactions. Firstly, we address how macro-level national identity discourses manifest themselves in micro-level everyday interactions. Secondly, we look at how young adults interpret these narratives when retelling their everyday experiences, sometimes to the point of excluding their own experiences of discrimination. This paper describes the macro-regional governance framework behind the climate adaptation policies that are currently in place in the Alpine area. Through this discussion, it specifically considers the implications of the regional governance of South Tyrol and Lombardy as case studies. Despite rising concern at the European level, there are still no specific guidelines in place for climate change governance at the macro-regional level. Macro-regions encompass multiple regions that have certain shared morphological characteristics. To address climate changes that occur here, they adopt optional larger-scale strategies without adequately considering territorial and governmental specificities at the regional level. Each individual region adopts specific climate adaptation strategies to deal with the challenges of the territories they govern, without considering the effects on their neighbours, decentralises climate policies to the lowest tiers of government, and encourages participation from individuals and non-governmental organisations. The Alpine macro-region is governed by three separate international/transnational institutions at the macro-regional level and is subject to different regulations from each of the 48 regions/autonomous provinces. One of these regions is Lombardy, which is particularly exposed to the effects of climate change due to having the highest values for land consumption and pollution in Italy. From the administrative point of view, it is an ordinary region, which means that it has the same legislative competences of the other Italian regions. South Tyrol is entirely mountainous. Being an autonomous province, it benefits from greater legislative autonomy than ordinary regions. Based on documental analysis of climate adaptation strategies, findings demonstrate that the preferred governance structure involves the presence of a coordinating institution (such as the province in South Tyrol or the region in Lombardy) that decides climate action, along with several other local institutions and stakeholders that have less decision-making power. Its preferred mechanism for addressing specific climate challenges is the definition of specific regulations and the draft of regional and mono-sectoral plans. These regulations do not relate strongly to wider-scale strategies at the macro-regional level, but are inspired by their principles and priorities. At both definition and implementation levels, the participation of local organisations is limited and not incentivised. Administratively, South Tyrol enjoys greater autonomy, whereas Lombardy must comply more closely with state regulations that limit its decision-making freedom. [ABSTRACT FROM AUTHOR]

It is estimated that between 25,000 and 30,000 German-speaking South Tyroleans served in the German armed forces during World War Two, including up to 5,000 in the Waffen-SS. There is also talk of 8,000 fallen soldiers. Meanwhile, the number of South Tyrolean deserters was last estimated at 400. Based on the literature and with recourse to the extensive collection of material of the South Tyrolean project funded by the South Tyrolean Provincial Archives, the article first highlights the (structural) history of the mobilization and assignment of German-speaking (and also Ladin-speaking) South Tyroleans. An attempt is then made to classify the case histories documented so far in the project with regard to acts of refusal according to certain central factors and characteristics. For this purpose, archival sources that have been unused to date will also be consulted. In conclusion, the negotiation of the phenomenon of "refusal" in the region after the end of the war will be examined against the background of the region-specific history and post-history of National Socialism and in relation to the German and Austrian examples. In mountain basins, sediment supply to the fluvial system occurs mainly through episodic geomorphic processes—such as debris flows and other landslide types—whose effectiveness is strongly influenced by the structural connectivity within a catchment. This paper presents a novel data‐driven approach to identify and map areas that are simultaneously susceptible to debris flow initiation and structurally connected to the main channel network (i.e. relevant sediment source areas for predicting and mitigating flood hazards in the river channels). The presented approach comprises: (i) the visual interpretation, delineation, mapping and classification of event‐specific connected and disconnected debris flow areas in three catchments of the Italian Alps; (ii) the development of data‐driven debris flow release susceptibility models that are combined with quantitatively classified index of connectivity (IC) maps; and (iii) a thorough evaluation of the approach, including an assessment of its spatial transferability across the catchments. The main results show: (i) quantitative IC thresholds to discriminate connected from disconnected debris flow release areas; (ii) statistically well‐performing and geomorphically plausible debris flow release susceptibility models for the three basins; (iii) diverse joint debris flow connectivity–susceptibility maps that allow identifying zones which are differently relevant in terms of debris flow connectivity. This work also highlights the spatial transferability of the approach, associated benefits and potential drawbacks, as well as the utmost importance of a thorough combined quantitative and qualitative (i.e. geomorphic plausibility) evaluation of the underlying results. The proposed approach is rather simple and requires few basic input data, and can therefore be applied over vast areas (e.g. to support regional‐scale hazard assessments or sediment management plans). In the global context, where many minority languages are threatened by globalization and socio-political pressures, the preservation of these languages is crucial for maintaining cultural diversity and heritage. This research explores the intricate relationship between the Ladin language and the Ladin community in Val Gardena, highlighting their inseparability. Initially perceived as intertwined yet distinct entities, it became evident through this study that the language and community are essentially one, shaped significantly by geographical isolation not only from other Ladin-speaking villages but also from neighbouring valleys. This isolation has fostered unique perceptions of identity and belonging within the community.This research centers on a case study examining the Ladin community in Val Gardena. Local voluntary organisations are key in preserving the Ladin language. These organizations, which include cultural associations and educational institutions, play a great role in fostering a sense of community and belonging among Ladin speakers. This approach to language preservation emphasizes the importance of local initiatives in countering the forces of globalization and standardization, demonstrating the Ladin community's response to these challenges.The objectives of the research constituted of understanding the local context of Ladinia and the peculiarities of the linguistic policies in the area and understanding how the language is being preserved and promoted locally and how the local voluntary organisations are impacting this reality. The outcome of the research contains patterns identified in the local communities' way of life and how their communal voluntary groups and associations greatly impacted the situation in which Ladin among other endangered languages is found.

Spätestens seit der Veröffentlichung des KI-basierten Chatbots ChatGPT im November 2022 sind Debatten rund um den Einfluss künstlicher Intelligenz auf verschiedene Bereiche des gesellschaftlichen Zusammenlebens entstanden (Von Graevenitz 2023, S. 2). So auch im Bildungsbereich. Da Veränderungen in der Gesellschaft in direkter Korrelation mit sich verändernden Aufgaben von Schulen stehen (Sigmund 2023, S. 1), gibt eine KI-beeinflusste Lebens- und Arbeitswelt Anlass zur Untersuchung, inwiefern Schulen sich ihrer Funktion der Vorbereitung von Schüler:innen auf eine solche Welt bewusst sind und wie speziell Lehrer:innen diese veränderten Anforderungen einer Bildung 4.0 aktuell wahrnehmen (González-Pérez und Ramírez-Montoya 2022, S. 25–26). Ziel vorliegender Masterarbeit ist es, die aktuelle Rolle von KI-Tools in der Lehre in Schulen zu untersuchen und zu eruieren, inwiefern KI-Tools das Lehren im Sinne einer Bildung 4.0 verändern. Dafür werden im Rahmen des theoretischen Teils Erkenntnisse aus der internationalen Literatur aufgearbeitet, wobei der Fokus vor allem auf den deutschsprachigen Bildungsraum gelegt wird. Im empirischen Teil wird der Blick hingegen konkret auf den Südtiroler Bildungsraum gerichtet. Durch das Abgleichen des aktuellen Forschungsstandes zu Künstlicher Intelligenz in der Literatur mit den neun Tiefeninterviews mit Lehrer:innen von maturaorientierten Oberschulen in Südtirol sowie einem Experteninterview mit einem Schulinspektor konnte festgestellt werden, dass KI sowohl auf Lehrer:innen- als auch auf Schüler:innenseite bereits Eingang in die schulische Lehre gefunden hat. Es besteht Konsens darüber, dass es im Zeitalter von KI in der Lehre vor allem darum geht, den Schüler:innen den Umgang mit den Tools zu lehren. Since changes in society are directly correlated with the changing tasks of schools (Sigmund 2023, p. 1), an AI-influenced living and working environment gives rise to an investigation into the extent to which schools are aware of their function of preparing students for such a world and how teachers in particular currently perceive these changed requirements of Education 4.0 (González-Pérez and Ramírez-Montoya 2022, pp. 25-26). The aim of this master's thesis is to examine the current role of AI tools in teaching in schools and to determine the extent to which AI tools are changing teaching in the sense of Education 4.0. To achieve this goal the theoretical section reviews findings from the international literature, focusing primarily on the German-speaking education sector. The empirical part, on the other hand, focuses specifically on the South Tyrolean educational area. By comparing the current state of research on artificial intelligence in the literature with the nine interviews with teachers from secondary schools in South Tyrol and an interview with a school inspector, it was possible to determine that AI has already found its way into school teaching on both the teacher and student side. There is a consensus that in the age of AI in teaching, the main thing is to teach students how to use the tools. Therefore it is necessary to use AI tools in a didactically justified manner in all subjects and to teach the skills of recognizing, understanding, operating, critically questioning, implementing, co-developing, safe and goal-oriented use of AI tools and, last but not least, interacting with AI tools. 32. Enhancing risk governance by addressing key risk communication barriers during the prevention and preparedness phase in South Tyrol (Italy)

Different European policies emphasise that good risk governance can only be achieved through effective communication between the different risk governance actors. It is well known, that effective risk communication should be set up as part of risk prevention and risk preparedness, long before a potentially hazardous event or process occurs. To address this issue, our paper, as part of the results of the Interreg project RiKoST, presents an exploratory study to identify what types of challenges and barriers can be recognised in risk communication related to risk prevention in South Tyrol, Italy. As a first step we identified a wide range of key actors, who, in different ways, already have or could potentially have a role in risk communication. Subsequently, we undertook 20 semi-structured interviews with institutional actors, key informants, and practitioners. Our main findings could inform both policy recommendations and academic research to improve risk communication, acting on risk training/education and risk culture as aspects to be addressed to enhance risk governance in the prevention and preparedness phase.

33. The 1939 Option Agreement and the ‘consistent ambivalence’ of fascist policies towards minorities in the italian new provinces

- Abstract
The 1939 Option Agreement between Italy and Germany concerning South Tyrol was the first population transfer agreement in western European history. Its analysis offers a unique opportunity to shift the focus of the historiography on interwar minority questions from eastern to western Europe, thus challenging the lingering view of eastern Europe as a land of endemic ethnic heterogeneity and conflict. Furthermore, the 1939 Option illuminates a form of ‘consistent ambivalence’ that problematizes dominant analytical frameworks concerning the management of ethnic differences. Italian fascists consistently affirmed the inevitable assimilation, and therefore inclusion, of minorities within the Italian nation, but they also deeply distrusted them. As this ambivalent attitude reached a climax in the 1939 Option, in order to understand fascist behaviour during the implementation of the agreement we need to consider the longer history of fascist attempts to homogenize the new provinces. Three features structured these attempts: a belief that the assimilation of these minorities would be inevitable; the absence of means to carry out radical solutions; and a deep-seated distrust of the minorities. Minority groups are often the subject of studies dealing with sovereignty and European integration. A now also common topic in political science is the rise of populist movements. Scholars study both of these issues extensively, but little research has been done on their nexus. Against this background, this article looks at the current sovereignty discourse in the minority area of South Tyrol. Even though three linguistic groups peacefully co-exist in the Italian province, various calls for dual citizenship have arisen. The possibility of acquiring an Austrian passport became a salient topic, especially since the övp / fpö government of Austria. Using the discourse-historical approach, the authors contextualize medial discourses with social-cultural context information. Results suggest that local media are disseminating a discourse regarding dual citizenship that largely differs from the opinion of the majority of the population, but corresponds to that of the populist actors who seem to fuel the issue. 40. Entrepreneurial ecosystems in tourism: An analysis of characteristics from a systems perspective.

This paper transfers the concept of entrepreneurial ecosystems (EEs) to tourism. First it investigates the characteristic of an EE in tourism by comparing it to an existing model. Second, the sector-specificity of the EE in tourism is discussed by referring to the system’s boundaries, operations and purposes, thus linking research on EEs in tourism more strongly to key concepts of systems theory. This is done by evaluating 19 interviews from South Tyrol in a qualitative approach using GABEK (Holistic Processing of Linguistic Complexity), which includes rulebased coding of interviews and visualisation of results in a network graph. Results show that the evaluated EE in tourism shares features familiar to EEs in other business sectors. This is an elevated role of long-standing entrepreneurs, social networks, governance, shared knowledge and learning. However, there are also tourismspecific features, such as culture and landscape, which directly provide resources for entrepreneurship. Governance does not emerge from the interaction of entrepreneurs, but from public bodies. The system’s output is not ambitious entrepreneurship, but innovative, sustainable and collective entrepreneurship. - Abstract
This study discusses the South Tyrolean problem, which refers to a disputed region between Italy and Austria, in the context of Italy's irredentist policies. An answer to the question of how and by which tools Italy's irredentist policies developed in line with the conditions of the period and the political climate was sought. The historical analysis method was adopted and the Italian irredentism and its reflections on South Tyrol were evaluated on two grounds. First, the formation of the irredentist policies of the Fascist administration in Italy towards the region after the annexation were examined. Second, the policies to protect Italy's gains in South Tyrol in the post-World War II period were studied. It was concluded that Italy acted according to the balance of power in international politics and carried out the annexation on a realistic basis. As a post irredentist term, after the Second World War, Austria, increased its effectiveness, brought the problems in the region to the international arena, which led the Italians to adopt a protective position. This paper studies what it was like to grow up in the German-speaking South Tyrol between 1922 and 1939, a time period that was significantly characterized by Italian Fascism. More specifically, one key focus was the analysis of how childhood models, ideals and concepts were recontextualized by the stakeholders of all relevant socialization authorities as well as state and Fascist institutions. A second focus was on the actions of the children themselves in dealing with the contrasting expectations and confrontations directed at them. The paper delivers an analysis of individually remembered and experienced aspects of childhood on the basis of the sources available.

South Tyrol, which is situated on the border between Austria and Italy, has been considered a 'peace model' by many nation-states since the creation of the province's autonomy statutes. The objective of these statutes was to allow for minority protection of the German- and Ladin-speaking communities while also permitting Austria to be the 'protector' of South Tyrol even though the province is situated in Italy. Another bi-product of these statutes was the creation of the 'separate but equal' education system, which allowed the German-, Italian- and Ladin-speaking communities to have individual schools in order to protect their culture and language identity. In the past several decades, there has been an increase in 'mixed' marriages with members of differing language groups producing bilingual children. Additionally, civil service positions now require that all applicants have a mandatory comprehension of the L2, or in some cases L3, in order to apply for certain posts. As the education system tries to adjust to local concerns regarding the insufficient teaching of the L2 in monolingual education, the concept of South Tyrol as a 'peace model' is brought into question. In this thesis, I examine how the South Tyrolean school system is reflective of society at large as its divided education mirrors the current fissures existent amongst the language communities. With parents looking for alternative measures to instruct their children in the L2, some residents would prefer a bilingual schooling option to encourage inter-group assimilation. Furthermore, I discuss, outside of education, external social factors in the region which impact L2 learning creating language learning 'blocks' and 'victim' versus 'conqueror' mentalities. The objective of this research is to try and understand how South Tyrol continues to be in transition as the province adjusts to more bilingualism despite the historical need to preserve the language minorities.

Because of the COVID-19 pandemic, religious services worldwide were forced to migrate online. This phenomenon is still yet to be properly investigated, especially in the context of religious and ethnic minorities: a research gap that this paper aims to address. Herein, 18 semi-structured in-depth interviews with members of the Russian community in South Tyrol served as methodological tool to explore: (1) the role of the Orthodox religion and (2) of digital media for the community and, finally, (3) how its members enacted religion during the COVID-19 pandemic. Empirical results show how community members, despite being highly familiar with digital tools and technology-based solutions, deliberately chose not to use digital media to search for religious content or to attend religious services. Against the backdrop of a global pandemic and an increasingly digitised world, the specific example of the Russian community in South Tyrol helps to better understand how migrant communities live and enact religion. The present study aims at contributing to the emerging field of the study of (digital) religion and embodiment of religion from a minority perspective. [ABSTRACT FROM AUTHOR]

After centuries of discussion about inheritance models and their advantages and disadvantages, it is now generally accepted that the traditional dichotomy of partible and impartible inheritance cannot represent the existing spectrum of inheritance practices and their effects. This article analyses two regions with partible inheritance to illustrate the range of ways in which this inheritance practice could be realised and how different the potential consequences could be as a result. Early modern Schlanders is contrasted with medieval Lambach to examine differences in legal basis, practical implementation, but also in the basic concept of equality between heirs. The example of Schlanders shows how even in a region declared as partible inheritance many logics traditionally associated with impartible inheritance can exist. Lambach, in turn, illustrates how even in the case of widespread division of land, effects such as fragmentation could be counteracted. The analysis makes it possible to identify factors that can have a particularly strong impact on the economic, but also social consequences of this inheritance practice. These are to be found both in the way the inheritance is divided and in other institutional factors, especially the matrimonial property regime. The results of the analysis underline that the inheritance practice of a region should neither be viewed through the lens of traditional schemes nor isolated from local socio-economic conditions.
