BackgroundHealth and social sector organizations are increasingly working together to mitigate socioeconomic adversity within their communities. We sought to learn about the motivations, experiences, and perspectives of organizations engaged in these collaborations.MethodsWe conducted semi-structured, 60-minute interviews with 34 leaders from 25 health and social sector organizations between January-April 2021. Interviews explored motivations, benefits and challenges, and ways in which health sector organizations can most effectively address community-level socioeconomic adversity. Interviews were audio recorded and transcribed; themes were coded using Dedoose software.ResultsPartnerships were primarily motivated by mission-driven organizations and key health sector leaders who were interested in addressing root causes of poor health; policies such as certificate of need laws and value-based care incentives that aligned community-level investments with health sector organizations' financial interests facilitated these efforts. While partnerships were mostly regarded as mutually beneficial ways to increase impact (for the health sector) and resource access (for the social sector), social sector organizations voiced frustrations regarding the outsized expectations, unsustained interest, and lack of partnership from their health sector collaborators. Despite these frustrations, both health and social sector interviewees supported the health sector's continued involvement in community-level socioeconomic initiatives and expansion of policy and systems efforts.ConclusionsCross-sector, community-level socioeconomic initiatives were mutually beneficial, but social sector organizations experienced more frustrations. Policy and organizational changes within the health sector can further mobilize and sustain support for these efforts.

An enduring legacy of the 2007–2009 financial crisis is the growth of "social" and "impact" investing, markets dedicated to the use of financial capital to achieve social good. This paper examines one key manifestation of these markets: the social impact bond, a financial device which uses private capital to fund social programs. While social impact bond (SIBs) have been viewed as a testament to the power of finance and the "financialization" of the social sector, the paper instead highlights the struggles and limits of the SIB enterprise. Informed by a multi-year study of SIBs in Canada, the USA, and UK, and the theoretical lens of the social studies of assetization combined with an ecological approach, these struggles are conceived in terms of the challenge of operationalizing SIBs' financial imaginary and managing the gaps between finance and the social sector as distinct ecologies. Particular emphasis is placed on three valuation devices—liquidity, risk, and rigor—which are central to this effort. Rather than "hinges" connecting these worlds, these devices have emerged as points of conflict, revealing a distinctly spatial politics which helps to explain the limits not only of SIBs but also other forms of financialization at the frontiers of (social) finance. The digital public sector differs significantly from the „classical“ public sector. Its virtual existence makes its association with real phenomena and processes particularly difficult, and with that, its theoretical understanding is also difficult. This necessitates a strategic view to understand the processes, shaping the still emerging digital public sector. For this purpose, through a descriptive, comparative, and rationalistic approach, a group of interrelated notions and the change as a result of digitalization in the relations between them are examined, which necessitates the need for a new understanding of what they actually mean in the new conditions. The publication presents part of the scientific results of the research project „Digital Public Sector“ (NID 21-2020, UNWE), also parts of various previous studies by the same authors. Amidst growing signs of inequality, poverty, and marginalization, there have been calls for a new approach to funding the social sector organizations tasked with addressing these challenges. Rather than paying for services, governments and philanthropists are being encouraged to fund programs based on their 'outcomes.' This paper explores this growing movement around 'outcomes-based funding' (OBF) suggesting that outcomes in this context embody a distinctly financial logic and reflect an effort to turn the work of charities and nonprofits into a type of pseudo asset. The paper teases out these dynamics and their implications based on one particular form of OBF, the social impact bond, a financial instrument which uses private capital to fund social programs and calculates returns based on program outcomes. While SIBs have struggled as a market, the operations underlying these projects and informing the production of outcomes as investable assets have been carried forward into non-SIB work informing flows of public and philanthropic capital and embodying the practices of the larger OBF ecosystem. As a window into the new, outcomes-based nonprofit funding regime, the paper offers a unique lens and set of critical tools for exploring the relationship between capital, the social sector, and poverty governance. This paper assesses the drivers of water conservation practices among opinion leaders in a water-scarce district of Ghana. It was found that the majority of the respondents have a positive attitude towards conservation of water and also felt hurt to see water go to waste. The majority do engage in water conservation practices. Age, environmental concern, income, perceived behaviour control, gender, and emotion were important drivers of water conservation practices. Social norm was found to exert no significant effect on water conservation. Policymakers should involve opinion leaders in the promotion of water conservation behaviour. [ABSTRACT FROM AUTHOR]

China-Pakistan Economic Corridor (CPEC) is a mega-investment project that has accelerated Pakistan's socio-economic growth. Pakistan's higher education sector is one key area to be upgraded under CPEC. Since the conclusion of CPEC agreement in 2015, Sino-Pakistan collaboration in higher education is expanding. Beijing is offering scholarships, vocational training and Chinese language courses to Pakistani youth and providing opportunities for academic and research collaboration. This study is an attempt to examine China's effective employment of higher education as a soft power tool to increase its influence and prestige in Pakistan. It argues that growing educational cooperation is fostering intercultural linkages as well as faculty and students' mobility between Pakistan and China. The article suggests that Islamabad needs to expand cooperation with Beijing in areas such as faculty development, emerging fields of science and technology, industry-university linkages and digital collaboration of technology in higher education sector. Energy poverty is a complex challenge, particularly in developing countries. Energy access is a prerequisite for economic development, and its absence perpetuates economic, health, and environmental disparities. The United Nations created SDG 7: "Ensure access to affordable, reliable, sustainable and modern energy," to guide efforts toward achieving universal energy access. This article assesses the channels through which microfinance impacts SDG 7, identifying three main channels: funding and infrastructure, financial services, and microenterprise development. Each impact channel is supported by case studies of institutions that have utilised microfinance platforms to achieve energy development goals. [ABSTRACT FROM AUTHOR]

The successful completion of projects is a major challenge due to the lack of leadership competencies combined with inadequate support from senior management. In the case of the success of social sector projects, there is a research gap in the extant literature. Therefore, this study aims to investigate the moderating effect of multi-dimensional senior management support on the relationship between leadership competencies and the success of social sector projects. The study employed cross-sectional design and the stratified random sampling technique to collect survey data from 232 project managers and project directors of social sector projects in Pakistan. The findings reveal a significant impact of leadership competencies on the success of social sector projects. Furthermore, the findings demonstrate significant moderating effects of communication, power, expertise, and structural arrangements, while there is an insignificant moderating effect of providing resources on the relationship between leadership competencies and the success of social sector projects.

This article identifies factors of NGO interventions that enable an escape from the poverty trap, through in-depth analysis of the life courses of at-risk youths engaged with an NGO in the Philippines slums. Applying the Trajectory Equifinality Model for interview analysis, the study found the following crucial factors: a mentor role based on continuous support between youths and NGO staff; comprehensive intervention for children, family, and community focusing on children's career and life planning; peer educators; and transitional work opportunities. The findings demonstrate lessons for the development community in policy formulation and the implementation of programmes to effectively tackle child poverty. [ABSTRACT FROM AUTHOR]

The literature on financial sustainability is scattered in such a way that a synthesis is indispensable. The present study on an annotated bibliography of financial sustainability seeks to fill this particular gap by presenting a collation of published literature in the sphere. The sectorial analysis depicted that ability to cover the costs from its own resources and ability to pay debt were the key dimensions to measure financial sustainability. The majority of the studies were found in the public sector covering local governments and central governments particularly in such European countries as Spain, Italy and England. Earning enough resources, asset sustainability and the ability to repay obligations are the three dimensions to assess financial sustainability. The study also pointed out the key research areas, variables and analytical tools among other trends in the literature. The present study assists the future researchers in reviewing the literature on financial sustainability and developing research methodology.

Education is a powerful weapon and an essential component of the social sector. Education can change the social stigmas attached to society through the process of learning. It has an ancient tradition in India, and the ancient roots of education in India can be traced back to the times of the Vedas, from 1500 to 500 BC. Education expenditure has been regarded as an asset because it acts as an investment in human capital. The increasing demand for education in India, coupled with a lack of public expenditure on education, has been resulting in increasing private expenditure on education, which in turn has far-reaching consequences for access and affordability to education. In developing countries like India, since its independence, the government of India has given more importance to education and educational sectors to uplift its people. The future of the budding generations around the world is dependent on education and educational bits of knowledge. In the present study, an attempt is made to analyze the government's expenditure on education in different states of India. In the state of Karnataka, it is found that the per capita expenditure on education gradually increased, but after some years, the expenditure pace changed and increased rapidly. The per capita expenditure on education in states like Sikkim, Goa, Arunachal Pradesh, Nagaland, Uttarakhand, and NCT Delhi has been higher compared to the lowest expenditure states like Bihar, Jharkhand, Telangana, and Madhya Pradesh. The study found a noticeable regional imbalance among the Indian states in per capita expenditure on education has been found, but the trend remains the same over the years. [ABSTRACT FROM AUTHOR]

As the largest country, India faces several social issues, and all governments— central or states, have supported several welfare and developmental programmes and schemes. Unfortunately, many of these programmes were politicised and resulted in politicising interest and farewell to welfare. As a result, the social sector expenditure has grown just 7.7% of the GDP between 2015 and 2019, and of the total 7.7% GDP expenditure, 3.1% went to education, 1.6% to healthcare and the rest to other social services segments. India has a large social sector compared to many other countries having around 3.9 million NGOs and a substantial social service workforce. While India has announced its vision 2030 to become and is poised to become a five trillion-dollar economy in the next five years, it needs to emphasise that a healthy, strong and vibrant social sector is essential necessity to ensure its citizens' quality of life and happiness.

This study examines the challenge of balancing the social and economic benefits of community-based water supply due to the introduction of water meters. One hundred and fifty-four questionnaires were disproportionately administered to users and 20 in-depth interview discussions were conducted with water stakeholders. Resistance to and destruction of water meters coupled with irregular monthly contributions towards operation and maintenance of the water system was identified. The introduction of water meters is seen by some as a money-making venture contrary to community-driven development norms. The inability of the State to address social problems such as poverty in all its ranges, unemployment, and the difficult access to education and health services, to mention just a few, has led to the institutionalization of the social sector in Mexico, which implies an increase in social entrepreneurship initiatives within the entrepreneurial ecosystem. Therefore, the need to analyze and rate the financial evaluation techniques of initiatives of this nature is of great importance to determine if the enterprise is really solving a social problem. In this research, social entrepreneurship is contemplated and conceptualized, emphasizing the social enterprise, while exploring its development in Mexico and then addressing the areas of opportunity in the use of the social return on investment (SROI) as a measure with a strong financial vocation in the management of social entrepreneurship initiatives.

Adaptive Case Management (ACM) is an approach for the management of knowledge-intensive processes. “Case Management Model and Notation” (CMMN) is an industry standard that can be used as a notation for process models in the context of ACM. However, CMMN only specifies a notation. Methods for process elicitation and management have not been well addressed by scientific investigations. This work assesses the method support and the feasibility of ACM on the example of a social care company. This company, on the one hand, represents a typical environment for ACM application and, on the other hand, contains some characteristics that are common for the social care industry. Thus, future development directions, a combined process and case approach for the social care company and an evaluation of existing and proposed methodology are provided in a qualitative way.

Objective: to identify the features in distribution of residual property rights in the social sector of the economy by the example of higher education.Methods: literature analysis, methods and models of new institutional economic theory, primarily contract theory.Results: the existing models of social sector management are reviewed. The strategies of employees’ behavior, set by these models, are shown. On this basis, various options for the distribution of residual property rights in the higher education management system are analyzed. It is shown that even with the dominant role of the state, a part of these rights can be delegated to other subjects - the professional community or consumers of educational services. It is concluded that the reforms currently implemented in Russia contribute to the consolidation of residual rights in the Ministry of Science and Higher Education with the possibility of their partial subsequent transfer to employers.Scientific novelty: models of the social sector management are considered from the viewpoint of distribution of residual property rights, which allows in each case to allocate subjects that can influence the process of producing socially significant goods. Practical significance: the results obtained can be used in assessing the effectiveness of the state policy in the field of education.

In the modern world the level of living in the state, as a rule, is defined by the level of social and economic development. In article the description of social and economic development, a level of living and needs of the state is given. Influence of requirements on social and economic development of the state is considered and conclusions about interrelation of requirements and social and economic development of the state are drawn. The author pays special attention to interrelation of net income as indicator of social and economic development and requirements, noting cyclic interrelation between growth of the income and growth of needs of separately taken person.

Spending upon different social sectors from the government's exchequer has been one of the priority agendas of any country or province since it affects growth and human development. In this juncture, this study investigates the linkages between social sector's spending and HDI in individual as well as panel of states in India for the period 1995–2016. Using cointegration, causality and error correction mechanism for the individual and panel of states, the study observes that there are long-run relations between the two for a small number of states but no one produces error correction results. Most of the states in the North Eastern Region produce bilateral causality between two. Further, the panel data results through VECM show that both the indicators have long-run associations but errors are not again corrected. Social policies such as conditional cash transfer programmes (CCTs) have technical and measurable outcomes which are favourable for countries in the Global South, where development impact on health and education matters. This paper presents grounded narratives of women beneficiaries of the Philippines' Pantawid Pamilyang Pilipino Program (4Ps), and outlines how conditionalities have reconfigured beliefs and conduct among these women. Using the concept of governmentality, the process of meeting programme conditions presents itself as a form of exercising power to configure the habits and beliefs of the population. This paper presents an analysis of social mobilisation and community engagement in contexts where traditional relations of power are elite-based and exclusionary. Informed by contemporary critiques of community development, it takes the Pakistan-based Rural Support Programme Network's (RSPN) "three-tier social mobilisation strategy" as a case study and asks whether and how it has transformed traditional relations of power. The study reveals that despite a strategic focus upon transforming community relations and reducing social inequities, RSPN's specific mobilisation strategy, in practice, enables traditional elites to exploit newly formed community organisations in ways that reproduce traditional, exclusionary, elite-based relations of power. This article uses the case study of a network of NGOs involved in peace work in the Philippines to uncover the taken-for-granted reality of funding eligibility requirements – that they evade the question of who can strategically do peace work by defaulting to NGOs with the organisational structure to respond to donors' accountability requirements, and that these requirements shape the relationships of NGOs on the ground. Theoretically seen as the global imposition of technocracy on the local, this study expands on existing knowledge by capturing the dynamics in a blurred global-local demarcation and by showing agency, thereby refuting the narrative of a technocratic straitjacket.
