The master’s thesis focuses on diplomatic relationships between Ukraine and Germany the context of national development priorities. The main factors which affect on the influencing on international business. The main aim of this research is to recommendations to improve the relationships and bussines between Ukraine and Germany. Магістерська робота присвячена дипломатичним відносинам між Україною та Німеччиною в контексті пріоритетів для національного економічного розвитку. Основною метою даного дослідження є рекомендації щодо покращення відносин та бізнесу між Україною та Німеччиною.

У роботі досліджено значимість конкурентоспроможності національної економіки в умовах сучасних торгівельних відносин між країнами. Проведено кількісний та якісний аналіз внутрішніх та зовнішніх факторів, які впливають на позиції у світовій економіці та визначають подальший економічний розвиток. Основною метою цього дослідження є розробка рекомендації щодо підвищення конкурентопроможності в умовах сучасних викликів та загроз. Об’єктами дослідження є процес управління сталим розвитком промислових підприємств. Предметом дослідження – удосконалення теоретико-методичних та науково-практичних засад формування інструментів управління сталим розвитком промислових підприємств. Теоретико-методичну базу дисертаційної роботи склали загальнонаукові положення економічної теорії, теорії управління підприємством, наукові праці провідних вчених. У роботі використано загальнонаукові методи: абстрактно-логічний і діалектичний – для уточнення категоріального апарату управління сталим розвитком підприємств; аналізу й синтезу – для розробки методичних положень щодо оцінки якості управління розвитком на прикладі коксохімічних підприємств; спеціальні методи (статистичний, індексний, регресійний аналіз, економіко-математичне моделювання) – для формування інструментів управління капіталізацією доходів, змішаного бюджетування витрат, оцінки соціальної відповідальності підприємства. У першому розділі проаналізовано наукові джерела з проблем теорії управління підприємствами та сталим розвитком, що дозволило сформувати науково-теоретичну основу дисертаційного дослідження. Запропоновано класифікацію інструментів управління сталим розвитком, яка базується на чотирьох складових (економічній, соціальній, екологічній й енергетичній) та враховує функції підприємства (інформаційно-правова, виробнича, соціальна, маркетинг-менеджмент). Доведено, що інструменти управління базуються на теоретичному та функціональному підходах. Теоретичний підхід дозволяє чітко встановлювати суб’єкт, об’єкт, мету дослідження, а функціональний – завдання, функції підприємства та його взаємодію з рівнями управління (мезо- та макро-) через відповідні інституції. На основі зарубіжного досвіду щодо інструментів управління підприємствами (Bain & Company), здійснено їх систематизацію за функціями та напрямами розвитку. Інструменти умовно розподілено на дві групи – інформаційно-технічні та аналітико-розрахункові. Перша група фіксує зміни у нормативно-законодавчих аспектах управління суб’єктами господарювання, а друга зосереджує увагу на методичних особливостях їх практичного застосування. Такий підхід дозволяє побудувати управління підприємством на чітко визначеній системній основі. У другому розділі дисертаційній роботі уточнено поняття "процес управління розвитком підприємств", що здійснюється за чотирма складовими – економічною, соціальною, екологічною та енергетичною. Встановлено, що на складові впливають фактори зовнішнього середовища та сфери діяльності. При цьому до загальновідомих (економічна, соціальна та екологічна) додано енергетичну складову. Економічна складова охоплює виробничо-технологічну, інвестиційну та організаційно-управлінську сфери діяльності. До соціальної складової, окрім організаційно-кадрової сфери діяльності, додано економіко-енергетичну забезпеченість та екологічну захищеність персоналу. Екологічна складова базується на кількісно-якісних показниках, що характеризують дії підприємства за видами охорони навколишнього середовища та поводження з відходами, а також фінансово-інноваційну діяльність. Енергетична складова показує забезпеченість підприємства первинними джерелами енергії й водними ресурсами та використання вторинних джерел енергії й оборотного водопостачання. На всі визначені складові через відповідні індикатори зовнішнього середовища впливають макро- та мезо- рівні управління. За допомогою системи індикаторних оцінок, інтегрального показника та шкали оцінювання, визначено рівні управління розвитком промислових підприємств (на прикладі коксохімічних підприємств). Індикатори є відносними показниками, оскільки показують зміни у якості управління розвитком підприємств. Новизна полягає у комплексному вирішенні проблеми встановлення показників за чотирма складовими та сферами діяльності, які враховують вплив зовнішнього середовища (макро- та мезорівень) на кожну складову. У третьому розділі дисертаційної роботи уточнено сутність поняття «капіталізація доходів промислового підприємства», яка характеризує процес покращення стану фондів (виробничих, природоохоронних), нематеріальних активів, матеріалів (сировини, палива, енергії), умов праці, витрат, доходів, прибутків з метою збільшення доходів. Побудовано логічну модель та інструмент управління сталим розвитком підприємств за рахунок капіталізації доходів, який базується на покращенні стану виробничих та природоохоронних фондів, що призводе до зростання середньорічної виробничої потужності та обсягів реалізації продукції. Прогнозування доходів від проведення капіталізації засновано на визначені груп факторів та показників, що впливають на величину доходів. За допомогою Парето відсіювання обрано найбільш важливі показники та складено багатофакторну регресійну модель. Апробацію моделі зроблено на прикладі ПрАТ "Авдіївський КХЗ", ПрАТ "Запоріжкокс" та ПрАТ "Южкокс". Розрахунки свідчать про те, що параметри регресійних моделей мають високий рівень коефіцієнту детермінації та значимості за критерієм Фішера. Запропоновано методичні рекомендації щодо формування інструменту управління сталим розвитком за методом змішаного бюджетування, яке полягає у поєднанні бюджетного (непрямі витрати) та безбюджетного управління (прямі витрати) промисловими підприємствами. При цьому вони одержують резерви економії, за рахунок яких знижується собівартість продукції. У роботі наведено процедуру узгодження бюджетування і безбюджетного управління витратами та схему їх взаємодії. Розроблено економіко-математичну модель лінійного програмування мінімізації собівартості продукції на прикладі коксохімічних підприємств. Модель сформовано за допомогою теорії міжгалузевого балансу, яка враховує зниження витрат на: матеріальні ресурси (вугілля за марками та шахтами), паливно-енергетичні (природний газ, електроенергія, теплоенергія) та водні (зворотне водопостачання) ресурси. Визначено економію прямих витрат за рахунок використання вторинних ресурсів. Уточнено поняття «соціальна відповідальність підприємства» (СВП), відмінністю якого від раніше існуючих є управління соціальною відповідальністю конкретного підприємства та не є внутрішньою соціальною відповідальністю, оскільки вирішує питання забезпечення не тільки працівників підприємства, а й мешканців регіону, де працює суб’єкт господарювання. Оцінка СВП в рамках сталого розвитку здійснюється шляхом розрахунку загального інтегрального показника, який складається з показників впливу зовнішніх стейкхолдерів на економічну складову (перший рівень оцінки) та економічної на екологічну, енергетичну та соціальну складові (другий рівень оцінки). При цьому враховуються показники, які характеризують діяльність підприємства щодо покращення умов життя мешканців регіону, де працює підприємство. Методичний підхід базується на використанні індексного методу, відрізняється від існуючих тим, що визначено показники за стейкхолдерами, та за складовими (економічна, соціальна, екологічна та енергетична) сталого розвитку. Апробацію здійснено на прикладі ПрАТ "Авдіївський коксохімічний завод", ПрАТ "Запоріжкокс" та ПрАТ "Южкокс" та встановлено шкалу оцінки рівня СВП для коксохімічних підприємств. This thesis further improves and develops theoretical and methodical positions, scientific and methodical recommendations for the formation of sustainable development management tools for industrial enterprises. The object of study is the process of managing the sustainable development of industrial enterprises. The subject of study is the improvement of the theoretical and methodological, and scientific and practical foundations for the formation of management tools for the sustainable development of industrial enterprises. The theoretical and methodological framework of the thesis paper consists of general scientific provisions of economic theory, theory of enterprise management, scientific works by leading scientists. The work employs general scientific methods: abstract-logical and dialectical approaches to clarify the categorical apparatus for managing sustainable development of enterprises; analysis and synthesis approaches to develop the methodological guidelines for assessing the quality of development management on the example of coke-tar plants; special methods (statistical, index, regression analysis, economic and mathematical modeling) to formulate tools for managing the capitalization of returns, mixed budgeting of expenses, assessing the social responsibility of an enterprise. Section 1 analyzes the scientific sources on the issue of the enterprise management and sustainable development theory, allowing to form a scientific and theoretical basis for the thesis research. The classification of sustainable development management tools is proposed, which is based on four components (economic, social, environmental and energy) and takes into account the functions of an enterprise (information and legal, production, social, marketing management). It is proved that the management tools are based on theoretical and functional approaches. The theoretical approach allows to clearly establish the research subject, object, objective, while the functional approach defines the tasks, functions of an enterprise and its interaction with the levels of management (meso- and macro-) through relevant institutions. Based on foreign expertise in enterprise management tools (Bain & Company), they are systemized by functions and areas of development. The tools are conditionally divided into two groups: information & technical and analytical & calculation. The first group records changes in the regulatory and legislative aspects of management of economic entities, and the second one deals the methodological features of their practical application. This approach allows to build enterprise management on a clearly defined system basis. Section 2 of the thesis clarifies the concept of an “enterprise development management process” to be implemented by four components: economic, social, environmental and energy. It is established that the components are influenced by environmental factors and areas of activity. Moreover, the energy component is added to the well-known ones (economic, social and ecological). The economic component touches upon production and technology, investment, organization and management aspects of activity. In addition to the organizational and HR area of activity, the social component is supplemented with economic and energy security as well as ecological protection of employees. The ecological component is based on quantitative and qualitative indicators that characterize the actions of the enterprise by types of environmental protection and waste management as well as financial and innovative activities. The energy component shows how the company is provided with primary energy sources and water supply as well as how secondary energy sources and circulating water supply are used. All the identified components are affected by macro- and meso-levels of management, which is manifested through the relevant indicators of the external environment. A system of indicator assessments allows to determine an integrated indicator and an assessment scale, the levels of development management of industrial enterprises (on the example of by-product coke enterprises). Such indicators are relative figures, since they show changes in the quality of enterprise development management. The novelty is envisaged in a comprehensive solution to the issue of establishing indicators for the four components and areas of activity that take into account the impact of the external environment (macro- and meso-level) on each component. Section 3 of the thesis goes deep into the essence of the concept of “capitalization of industrial enterprise income”, which features the process of improving the state of funds (production & environmental), intangible assets, materials (raw materials, fuel, energy), working conditions, costs, income, profits in order to increase income. A logical model and tool are built for managing the sustainable development of enterprises through capitalization of revenues, based on improving the state of production and environmental funds, resulting in an increase in average annual production capacities and sales. Income from capitalization is forecast based on certain groups of factors and indicators that affect the volume of income. Using the Pareto chart, the most important indicators are selected and a multifactor regression model is compiled. The model is tested on the example of PJSC “Avdiivka Coke Plant”, PJSC “Zaporizhkoks” and PJSC “Yuzhkoks”. Calculations show that the parameters of regression models have a high level of determination and significance coefficient according to Fisher's criterion. This thesis proposed methodical recommendations for the formation of a tool for sustainable development management by the mixed budgeting method, which is a combination of budget (indirect costs) and non-budget management (direct costs) of industrial enterprises. In addition, enterprises receive savings reserves, reducing the cost of production. This paper presents the procedure for coordination of budgeting and non-budget expenditure management as well as their interaction model. An economic and mathematical model of linear programming to minimize the cost of production on the example of coke plants has been developed. The model is formed by using the theory of inter-sectoral balance, which takes into account the reduction of costs for: material resources (coal by brands and mines), fuel and energy (natural gas, electricity, heat) and water (reverse water supply) resources. The savings of direct costs through the use of secondary resources are determined. The concept is specified of “social responsibility of an enterprise” (SRE) is proposed, which differs from those previously existing is management of the social responsibility of a particular enterprise, which is not an internal social responsibility, since it solves the issue of security not only for the employees of such enterprise, but also for the residents of the region in which the enterprise operates. Assessment of SRE within the framework of sustainable development is carried out by calculating the general integral indicator of the SRE assessment, consisting of indicators for assessing the impact of external stakeholders on the economic component (first level of assessment) and the impact of the economic component on the environmental, energy and social components (second level of assessment). At the same time, indicators characterizing the activities of the enterprise aimed at improving the living conditions of the inhabitants of the region in which the enterprise operates, are taken into account. The methodological approach is based on the use of the index method, which is different from those existing in the fact that the indicators are determined by stakeholders and components (economic, social, environmental and energy) of sustainable development. The approbation was performed through the example of CJSC “Avdiivka Coke and Chemical Plant”, CJSC “Zaporizhkoks” and CJSC “Yuzhkoks” and a scale for assessing the SRE level of coke-tar plants was established. The practical significance of the results obtained lies in the fact that the theoretical, methodological and methodic provisions, conclusions and recommendations of the thesis paper are brought to the level of practical developments and introduced into the activities of such enterprises and organizations as: CJSC “Avdiivka Coke and Chemical Plant” (MEMORANDUM dated 17.06.2018), SE “Ukrainian State Research Institute for Carbochemistry” (USRIC) (MEMORANDUM dated 03.03.2020), NTU “KHPI” (Memorandum dated 25.06.2020).

We put forward the key thesis on the necessity of a systematic approach to strategic planning and management, such approach defines the requirements for the degree and quality of Government interference in the processes of knowledge and technology creation. Our research of the role of Government structures in the newly adopted strategy of Russia scientific and technological development have revealed several gaps in functional and structural aspects of Government involvement in executing a strategy of economy upgrading and creating innovative capacity.

The article substantiates the expediency of the legislative allocation of million-plus cities by giving them a special status. The article provides the author's typology of cities in Russia according to administrative and functional basis. The article substantiates the need to use a qualitatively new approach to the management of potential socio-economic system of regions to achieve sustainable development. The structure of the economic levels of the region. Analyzed opinions of various scholars concerning the approach to the interpretation of the concepts «potential» and offered his own definition. Characterized the structure of the socio-economic potential of the region as a socio-economic system, which brings together the local potentials, which are intended to promote the implementation of the basic resource potentials. They include the employment, logistical, scientific innovation, social infrastructure, budgetary, investment, export and import potentials. Characterized a number of problems that become an obstacle to the formation and development of an effective mechanism for management of potential socio-economic system. To solve these problems formulated in the governance potential of the region as a socio-economic system and the basic aspects of the formation mechanism of the potential of the region as a socio-economic system.

В условиях экономического кризиса и необходимости повышения конкурентоспособности национальной экономики на основе инновационного развития приобретает актуальность рассмотрения современных факторов, оказывающих влияние на трансформацию экономической системы. Today corporations have become the locomotive of social and economic development due to the concentration of capital, the organization of scientific and technical activities, and the planning of their own development. The initial stage in the existence of a new system of economic relations is the transitional period, during which the institutional foundations of a modern system of economic relations are being formed. The foundations of the innovative economic system are energy-saving technologies, alternative energy sources, information and communication technologies, intellectual capital, science-intensive production. The socio-economic problem of small business in Russia is that the attitude of many managers are still regarded as the source of the budget. Социально–экономическая проблема малого бизнеса в России заключается в том, что отношение многих руководителей по-прежнему рассматривается как источник бюджета.

The dependences of the processes of social and economic development of the territorial and spatial sys-tems and ways of their planning are defined. The forms of influence of domestic state policy on changes of priori-ties of the territorial and spatial development of the cities are demonstrated. It is determined that the evolution of social and economic systems is defined by consecutive change of imperatives of the state policy, and in domestic town planning it is reflected in stable appearance of new concepts of development of city systems. Characteristic stages of evolu-tion in the system of the territorial planning, which are different in ways of re-production of its spatial component, are revealed. The author shows that when changing the stages of evolution ade-quate solutions concerning planning of principles of spatial organization are developed and that causes stable appearance and updating of innovative spatial forms of the organization and territory use. As the result of the revealed dependences of formation of town planning forms the hypothesis of the devel-opment of the city as integration interaction of social and spatial factors, on the basis of which proposed regulations of modern methodology of territorial plan-ning are constructed, is formulated. On the basis of the applied research results in Astrakhan region the author revealed a regional profile of complex issues related to security, house building quality, the level of provision and the cost of housing and utility services. Three-quarters of Astrakhan inhabitants are the owners of the property that is the result of macro-economical shift in the Russian Federation during the last two decades — the transition from state ownership to private, which manifestation was the privatization of the housing stock. In Astrakhan region about one third of the population lives in dilapidated and outworn housing stock and about 60 % of them need an improvement of living conditions. In this case, most categories of citizens, who need an improvement of their living conditions, do not have financial possibility to do this neither with their own financial resources, nor participating in the programs of mortgage lending. Thus, housing is both expensive and unaffordable for most in need. Planned housing is in the first place in the hierarchy of Astrakhan citizens’ needs — the construction of private housing (39—42 %), which reflects the current understanding of the global trends of livability. Only 15—19 % of citizens plan to purchase a separate apartment, which reveals the requirements to the quality of constructing multi-storey buildings and to the quality of their service by housing and operating companies. Only about 7 % of respondents are satisfied with the activities of housing and managing companies in the field of housing in the region. About 40 % of respondents face violations of their rights in the construction and housing sector, only 11—15 % of the population could assert their rights, 8—13 % did not try to defend their violated rights, about 15 % could not defend their rights. Occasionally or frequently, every third or fourth respondent faced the facts of extortion, bribery and corruption in the spheres of construction and housing and communal services. It is shown that the dissatisfaction of Astrakhan citizens, both in terms of acquisition of property and in terms of its intended use, leads to destructive practices of emigration of the most active part of the working population of the region.

в работе представлен анализ теоретико-методологических основ управления организациями как социальными и экономическими системами. Сегодня очевидно, что для выживания на рынке и сохранения конкурентоспособности организации должны вносить изменения в свою хозяйственную деятельность. В этой связи необходимо больше внимания уделять повышению эффективности управления социально-экономическими системами отрасли, в которой они функционируют. Принципиально важным является вопрос, как организация может противостоять изменениям внешней среды, возникающим часто, но нерегулярно и практически непредсказуемо; с помощью каких предварительных мер сохранять свою жизнеспособность и достигать намеченных целей. Практика показала, что жизнедеятельность организации более устойчива, если она постоянно следит за основными компонентами окружающей среды, умеет переосмыслить типовые, стандартные и принять неожиданные управленческие решения в контексте эффективности управления социально-экономическими системами отрасли. Поэтому на первый план экономического развития организаций выходят задачи пересмотра и переосмысления основ управления социально-экономическими системами., in the given above work the analysis of the theorist – methodological bases of management of the organizations as social and economic systems is submitted. Today it is obvious that for a survival in the market and preservations of competitiveness of the organization they have to make changes to the economic activity. In this regard it is necessary to pay more attention to increase of effective management of social and economic systems of branch in which they function. The question as the organization is essentially important can resist to the changes of environment often arising, but irregularly and is almost unpredictable; by means of what preliminary measures they keep the viability and achieve the planned objectives. As the practice showed that activity of the organization is steadier if it constantly watches the main components of environment, is able to rethink standard and to make unexpected administrative decisions in the context of effective management of social and economic systems of branch. Therefore to the forefront of economic development of the organizations there are problems of revision and reconsideration of bases of management of social and economic systems.

The aim of the article is to identify the components of social and economic systems life cycle. To achieve this aim, the article describes the traits and characteristics of the system, determines the features of social and economic systems functioning and is applied a systematic approach in the study of their life cycle. The results of the analysis. It is determined that the development of social and economic systems has signs of cyclicity and is explained methodologically by the axiomatics, rules and laws. Understanding circular patterns has been formed long ago and now is recorded by scientists monitoring the properties of natural and artificial environment of human activity. During the study, it was found out that in scientific literature there is no unified description of the life cycle elements of social and economic systems at personal, micro, meso, macro and global levels. The paper investigates the cyclical patterns in multilevel social and economic systems for a human, employee, family, product, company, city, industry, elite, macroeconomic indicators, humanity, global processes, global economic system and the Universe. It is noted that at grass-roots administrative levels of the global environment of a human life activity system, a thesis about the cyclicity of development and the stages of the life cycle is considered by a wide circle of scientists and is doubtless. On hierarchically higher management levels of the global environment of human activity system, the scientists noticed the similar patterns of the cyclical nature. Problematic and discussion questions about cyclic development of social and economic systems are identified: the uncertainty of the driving force source of repeated changes; the vague distinction between systemic (internal) and off-system (external) influence on development; the lack of a unified description of development nature at different managerial levels; the use of different descriptive terms for the same constituent elements of repeated changes (period, stage, phase, wave, cycle); the uncertainty of the number of repeated changes constituent elements; the absence of an identification mechanism of the exact time of changes in the constituent elements of repeated changes; the surface description of out-of-system period of the subjects activity (“before-system” period of creation and “after-system” period of liquidation); attaching more importance to primary and less importance to ultimate component elements of the repeated changes; the lack of a reliable mechanism for predicting and forecasting the dynamics of constituent components of repeated changes. It is noted that all social and economic systems develop within repeated changes and they have the same attributes of cyclicity: the fluctuation of indicators is marked that characterize the condition of the subject; the presence of system (from creation to liquidation) and out-of-system (creation – “design” and liquidation – “disposal”) periods are noted; the subjects are created by the actions of other subjects (that is, subjects do not arise “out of nowhere”, but are the result of the actions of other subjects – “constructors”); after cessation of subjects functioning, their resources are used by other subjects (that is, the subjects do not disappear “nowhere”, and they are transformed into the resources of other subjects – “recovery”); a unidirectional life cycle from “birth” to “death” is observed in the subjects; the subjects do not have to undergo the whole life cycle (each time might be the last); the subjects display similar changes of the indicators during their activity; ascending, peak and descending fluctuations of indicators are observed in the subjects; minor fluctuations occur in the constituent elements; the subjects have individual nature of indicator fluctuations and duration of activity. The scientific novelty of the study is identification structure of the life cycle of social and economic system with definitions of: common (“before-system state”, “growth”, “stabilization”, “reduction”, “after-system state”) and specific (“creation”, “slow growth”, “rapid growth”, “growth stabilization”, “short stabilization”, “rapid reduction”, “slow reduction”, “liquidation”) constituent elements of repeated changes; marginal borders of indicators; dynamics of the constituent elements of the life cycle; key points of the changing nature of the indicators dynamics. Conclusions and directions of further researches. У статті розглянуто ознаки системи, особливості соціально-економічних систем та системного підходу. Враховано вплив аксіоматики, закономірностей та законів на розвиток систем. Досліджено циклічні закономірності у різнорівневих соціально-економічних системах. Визначено проблемно-дискусійні питання та спільні системні ознаки циклічності. Ідентифіковано структуру життєвого циклу соціально-економічної системи із визначенням загальних та конкретних складових елементів повторюваних змін за позасистемними та системними показниками В статье рассмотрены признаки системы, особенности социально-экономических систем и системного подхода. Учтено влияние аксиоматики, закономерностей и законов на развитие систем. Исследованы циклические закономерности в разноуровневых социально-экономических системах. Определены проблемно-дискуссионные вопросы и общие системные признаки цикличности. Идентифицирована структура жизненного цикла социально-экономической системы с определением общих и конкретных составляющих элементов повторяющихся изменений по внесистемным и системным показателям. The aim of the article is to identify the components of social and economic systems life cycle. To achieve this aim, the article describes the traits and characteristics of the system, determines the features of social and economic systems functioning and is applied a systematic approach in the study of their life cycle.

The purpose. The work is dedicated to determin of basic problems for effective implementation of international and regional standards of quality management at the enterprises of railway transport. Methods. There was applied a systematic approach to investigate the problems of this class in the work. The Results. The basic problems of quality standarts implementation and source of their origin are investigated. Scientific novelty. There found out the main problems of quality standards implementation process at the enterprises of railway transport, and based that their solution is possible providing there are simultaneous economic and social transformations at the micro- and macrolevels with regard to the world market tendencies. The practical significance. Using the above investigation materials will allow pricipals and managers of all levels to accept scientifically-reasonable decisions in relation to optimization of quality management at the enterprises of railway transport., Цель. Работа посвящена определению основных препятствий эффективному внедрению международных и региональных стандартов менеджмента качества на предприятиях железнодорожного транспорта. Методика. Для определения основных проблем внедрения стандартов в работе предложено рассматривать процесс управления качеством в рамках системного подхода. Результаты. В работе исследованы основные проблемы внедрения международных и региональных стандартов качества и некоторые источники их возникновения. Научная новизна. Разработана проблематика внедрения международных и региональных стандартов менеджмента качества на предприятиях железнодорожного транспорта и обосновано, что процесс их решения возможен при условиях одновременных экономико-социальных трансформаций на макро- и микроуровнях с учетом тенденций мирового рынка. Для визначення основних проблем впровадження міжнародних та регіональних стандартів менеджменту якості в роботі запропоновано розглядати процес управління якістю в рамках системного підходу. Результати. У роботі досліджено основні проблеми впровадження міжнародних та регіональних стандартів менеджменту якості та визначено джерела їх виникнення. Наукова новизна. Розроблена проблематика впровадження стандартів менеджменту якості на підприємствах залізничного транспорту й обґрунтовано, що процес їх вирішення можливий за умов одночасних економіко-соціальних трансформацій на макро- та мікрорівнях з урахуванням міжнародних тенденцій світового ринку. Практична значимість. Використання наведеної проблематики дозволить керівникам усіх рівнів приймати науково обґрунтовані рішення щодо оптимізації менеджменту якості на підприємствах залізничного транспорту.

The sense, role and some types of crises in social and economic systems is shown in this paper. The comparative analysis of concept and a role of crisis in economic systems from the point of view of the standard economic theory (classical and Keynesian approaches, dynamic models, etc.) and concept of crises in social and economic systems from the point of view of the theory of self-organization are carried out. The difference of concepts of sustainability of system in the specified theories is also shown. Showing that in the existing economic theory crisis is considered as the undesirable phenomenon and, therefore, the primary method of work in this direction are attempts to prevent or suppress crisis. In the theory of self-organization crisis is considered necessary and an unavoidable stage of development of open system. Therefore some of the development trends of the social and economic policy should be: taking the necessity of crisis into account; preparation of the system to the crisis; moving social and economic processes into necessity direction during manifested crisis. The social and economic crises which became frequent recently convincingly testify to need to change of methodological approaches for the analysis of behavior of social and economic systems. New approaches have to consider not only the current stage of development of the system and consider it in dynamics, but also consider structure of the system, and also structure of the processes proceeding in it. The main results of presented research can be useful in further developments of researches in the field of the self-organizing systems, and also to development of some directions of social and economic policy of the state.
