This paper explores data management strategies aimed at enhancing fiscal control, beginning with a bibliometric study to underscore the relevance of this research. The study reviews existing data capture techniques that facilitate fiscal oversight, addresses the challenges of data storage in terms of its nature and the potential for contributing to this goal, and discusses data processing methods that yield actionable insights for analysis and decision-making. Additionally, the paper deals with data interoperability, emphasizing the importance of these practices in ensuring accurate and reliable analysis, especially given the diversity and volume of data within government operations. Data visualization is highlighted as a crucial component, enabling the detection of anomalies and promoting informed decision-making through clear and effective visual representations. The research concludes with a case study on the modernization of fiscal control in Colombia, focusing on the identification of user requirements for various data-related processes. This study provides valuable insights for modern audit and fiscal control entities, emphasizing that data capture, storage, processing, interoperability, and visualization are integral to the effective supervision of public expenditure. The world of smart prisons is gaining momentum despite receiving limited attention due to the ability to maintain social order and reduce crime rates. Therefore, this research aims to synthesize the current knowledge of smart prisons, identify barriers to trend technologies, and provide valuable insights for practitioners, and policymakers. The systematic literature review (SLR) method by Kitchenham was used to collect data from Scopus from 2007 to 2023, which comprised 59 articles in the final phase. The high cost of smart technology, ineffective technology design, poor management, aging facilities, increased violence, ethical concerns, and lots more, were some of the barriers associated with the topic. The study highlights the need for targeted strategies, such as cost‐benefit analyses, phased implementation, and comprehensive staff training, to overcome these barriers. The study also reveals varied approaches to smart prison adoption across countries, influenced by differences in economic resources and policy frameworks. The study emphasizes the importance of continuous evaluation, international collaboration, and adherence to ethical standards to sustain smart prison development. An information and knowledge society creates value by gathering, processing, evaluating, and sharing digital products and services. Knowledge society relies on emerging technologies with intelligence and automation for information and communication processes between governmental institutions, private companies, and citizens to facilitate and support better planning and decision-making. Relying on advanced information and communication technologies demands new ways of smart government with data-driven, citizen-centric, and performance-focused governance. The main objectives of the Special Issue are as follows: first, to share the theoretical advances and practical cases of smart government applied in the academic and public sectors, as well as industry; second, to discuss the progress and challenges in innovative smart government service design, implementation, and delivery pipelines. The overarching vision of Society 5.0 seeks to integrate technology to enhance quality of life and address social issues, with the primary goal of creating human-centered communities, which nowadays represent the inhabitants of smart cities. In this context, this work addresses the design of a modular strategic platform for the smart supervision of public expenditure, to be used by the Directorate of Information, Analysis, and Immediate Reaction (DIARI) of the General Comptroller of the Republic (CGR) of Colombia as a significant contribution towards the country's transition into Society 5.0. The design was performed by conducting a detailed literature review on fiscal control; performing a comprehensive analysis of the legal, organizational, and technological aspects of the country and the CGR; and developing six functional modules focused on topics such as continuous learning, strategic decision making, distinctive value, strategic achievements, capacity building, and organization, within a three-year implementation plan, through a participatory approach. This plan aims to integrate the platform to enable real-time monitoring, early detection of irregularities, and increased transparency in the management of data and public resources; since the start of the operation of the strategic platform in 2024, the DIARI increased the number of alerts generated by 29% over a three-month period with respect to the year 2023. The strategic platform for the DIARI of the CGR is useful for smart cities and the transition into Society 5.0 since it ensures efficient public expenditure management, enhancing transparency and citizen empowerment through modern technologies, data analytics, and active participation in governance processes. The purpose of this paper was to analyze the functionality of the GILS standard in the development of the smart government. This research was conducted using documentary and observation methods. The statistical population of this research was the metadata elements of the GILS as well as the components of the smart government. A survey tool was used to collect the required data for the research. The findings of this research showed that the main components of the smart government are grouped into 18 axes with 75 partial components. To create a smart government, components like information technology, cyber security, transparency and access, digital identity, privacy and data security, interoperability, ethical and legal considerations, and digital empowerment have been proposed. The elements used in the GILS standard are placed in eight general categories, which are: simple description elements, subject description elements, URIs, resource formats and technical features, administrative details, administrative metadata, source/reference and access/copyright conditions. Each of these categories consists of several main and sub-elements. the findings of the research revealed that the GILS can be used in the development of a smart government in various dimensions. One of the strengths of this standard, which increases its functionality in the smart government, is the use of appropriate descriptive and management metadata to access government data. Determining and describing the required metadata. using metadata, storing metadata, managing and maintaining metadata, determining access and permissions are among the most important applications of the Government Information Locator Service in the smart government.

This literary review examines the current state of research in the field of e-recruitment within the framework of smart government and its implementation in the context of modern public services. We elucidate the concepts of "smart government" as a concept of efficient, technologically supported public administration, and "electronic recruitment" as a process utilizing digital tools in the search and acquisition of suitable candidates for job vacancies. The objective of this review is to provide a brief overview of the current state of smart government, e-HRM (electronic human resource management), and e-recruitment, and analyze their interconnection. The selection of relevant sources followed the PRISMA method. In the context of defining the key functional module of e-HRM, the Grounded Theory Method (GTM) was employed. The final part of the methodological approach involved designing a research problem for future research. Specifically, the review focuses on defining the key functional module of e-HRM and proposes an orientation for future research that should concentrate on the impacts of e-recruitment on the efficiency of human resources within public services. The notion of the smart city offers significant benefits to citizens and enterprises alike. To realize these benefits, however, the city's organizations and working processes need to undergo a digital transformation (DT) which reshapes work practices and demands a new mindset from city employees. The readiness of these employees to accept such a DT has an effect on the extent to which the city's residents and businesses benefit from being in a smart city context. This raises the question of which factors have the most influence on employees' acceptance of DT—a question that has thus far received limited attention from researchers. This study introduces a model that examines various influencing factors, using data collected from a survey of 1180 employees in 10 smart cities in Saudi Arabia. The factors examined take a variety of forms, including external elements such as management provision for employees and process complexity, which can lead to resistance to change, as well as internal elements, such as perceived advantages and inertia. The findings of the study show that management support for employees and the perceived advantages of DT have a positive relationship with acceptance by employees, while process complexity and inertia have a negative relationship with employees' acceptance. These findings contribute to the growing body of literature concerning DT acceptance in a smart city context and will provide organizations with insights on which to base strategies for encouraging employee adaptation to evolving digital landscapes. Financial Management Information Systems (FMIS) are essential for efficient and transparent management of financial resources in the public sector. Due to the scarcity of publications on this topic in Colombia, this article aims to provide a contribution to academia and professionals who work in public finance by examining the importance of systems such as SIIF, CHIP, SIRECI, ÉPICO, SIA Observa, the DNP Investment Map, and the new PIIP platform, among others. Topics such as Smart Public Management (SPM), digital government, the fight against corruption, interoperability, cybersecurity, artificial intelligence (AI) and public marketing are also addressed. The research used an interpretative perspective, based on a theoretical, documentary, descriptive and purposeful type. It also used a qualitative and quantitative approach, which included the application ofa survey as an instrument of data collection. At the end of the article, the challenge of improving the interoperability and security of FMIS in the Colombian State is raised, highlighting the importance of training officials in information and communication technologies (ICT), as well as promoting websites and platforms related to state public finances to strengthen transparency and encourage citizen participation. Objective: Intelligence in public management is recognized as an innovative approach that leverages technologies to enhance decision-making processes and facilitate democratic planning by establishing formal structures, engaging public servants and managers, and fostering social involvement for efficient data and information management. Despite its innovative potential, intelligence in public management requires legitimacy within government spheres. The objective of this study is to validate a model for the institutionalization of intelligence in public management, grounded in a theoretical framework encompassing ten dimensions of intelligence categorized into organizational structure, technological infrastructure, human capital, and social engagement. Methods: Employing quantitative research, data were collected through a survey conducted among managers and civil servants in the Brazilian context. Results: The results demonstrate a positive impact of the analyzed categories on the institutionalization of intelligence in public management, with human capital emerging as the most influential factor. Conclusions: This study underscores the significance of adopting an institutional perspective in structuring intelligence processes within public management, thereby offering avenues for theoretical advancement in the field and suggesting pathways toward establishing legitimacy for intelligence activities within government frameworks.

Sustainable village development is currently supported by the development of information technology which continues to increase in realizing an integrated digital village ecosystem. This community service activity is carried out with partners PT Jekom which is a Smart Government application development company as a digital community service platform. The problem faced by Ambulu Village is that the village community has not been optimal in using this application. These obstacles are due to the lack of knowledge of the Ambulu people and socialization regarding the existence and use of the Smart Government application. As well as not maximally utilizing the features contained in the application. Activities are carried out using survey methods, in-depth interviews and FGDs, then action & communication stages through outreach and assistance to the local government and Ambulu Village community, as well as evaluation of the results of activities. As a result of this activity, the Ambulu village community gained knowledge about the integrated digital village ecosystem and the benefits of using the Smart Government application. There is an increase in the use of the application and from the constraints on the use of this application it becomes a recommendation for the village government and PT. Jekom partners in developing applications and using applications that are effective and efficient in realizing an integrated digital village ecosystem.

The Internet of things (IoT) has given exceptional changes to all contexts in our lives, as the data can be collected and informed by smart devices in a real-time. E-government appears to be one of the many IoT application settings that can greatly benefit from the use of IoT, reforming and enhancing public services. The adoption of IoT in e-government encompasses a number of risks and challenges, including technological and non-technological issues that have to be resolved in order to create effective services and applications. This paper aims to propose a framework for smart government (SG) based on IoT usage. Also, it offers an inclusive overview of the key challenges and opportunities accompanying these new communications technologies in various disciplines. The findings indicate that IoT has a wide range of potential advantages, which suggests that IoT facilitates efficient knowledge management, sharing, and collaboration across domains at all levels of the organization. Smart government aims to provide intelligent and agile personalized public services to government stakeholders. Over the past few years, governments seek to employ innovative technologies, such as blockchain, analytics, artificial intelligence (AI), Internet of Things (IoT), cloud computing, robotics process automation, and machine learning (ML), to improve citizens' experiences and quality of life as well as government decision-making processes. They also aim to increase the efficiency of business processes and to transform the delivery of public services. However, the extant e-government literature lacks an inclusive digital government maturity model that can be used as a unified reference for guiding public organizations through the journey to smart government. Accordingly, the main aim of this paper is to develop a smart government maturity model by extending and revising the extant literature related to e-government. The developed model is then used to empirically evaluate the smart government initiative in the United Arab Emirates (UAE). We applied the model on 41 UAE federal governments' websites/portals and measured their maturity level using 73 indicators. The findings indicate that the UAE is quite advanced with regard to smart government, as the majority of governmental entities scored "High" and above on the use of innovative and disruptive technologies in various domains. The concept of the smart city is well-established, and governments across the world are either planning, or already implementing, strategies to transform existing cities to smart status. However, governments cannot act alone. If the implementation of these smart city strategies are to be successful, public engagement is a key factor. This raises the question of how best to ensure public engagement. Currently, the various external factors that influence willingness to support, and actively participate in, the development of smart cities are not well-understood, as there are few studies which examine the issue. This is of significance across the globe, but is of particular significance in Saudi Arabia, which has announced an ambitious smart city development plan. The aim of this research is to explore this issue—that is, it seeks to identify the key variables that influence the intention to participate in smart city development, and explores how they ultimately affect engagement behaviours. To achieve this, the study used a quantitative methodology, based on data from residents of 10 Saudi cities, each of which is part of the Kingdom's 2030 smart city plan. The data were analysed, using structural equation modelling (SEM), in order to test the reliability and predictive value of a model which hypothesised a positive relationship between five external variables: information availability, perceived benefits, social norms, behaviour management, and social responsibility and engagement behaviour. The results showed that information availability has a direct and positive effect on an individual's engagement behaviour, while perceived benefits, responsibility and social norms have an indirect effect on engagement, by positively impacting the attitude of residents. Practical implications, based on these findings, are discussed. The study contributes important insights to the literature, as it is one of the few studies to explore such a model in the context of smart cities. It therefore acts as a useful foundation for further research. However, the focus on Saudi cities may be considered a limitation in terms of generalisability, and other external variables could usefully be explored in future research. [ABSTRACT FROM AUTHOR]

Today, the concepts of the smart city and smart government are well established, and have become key in dealing with the challenges faced by rapidly increasing urbanisation across the world. One of the many ways in which smart cities and government can help meet these challenges is by empowering citizens to take more and better control of their own decisions, by giving them access to open (i.e., public and unrestricted) data via online portals. These portals can enable citizens and professionals to make more informed decisions across a wide variety of areas, from health and traffic issues to developing new businesses. They can also encourage citizens to become more involved in the making of more effective social policy. Open data is increasingly seen as a key enabler in designing and implementing knowledge-based solutions for more sustainable urban development. For these reasons, as well as others, OGD (Open Government Data) portals are already being implemented in many countries. However, if smart cities are to maximise their potential, OGD portals must be understood, accepted and—crucially—used by the public. The extent to which this is the case is not clear, as there have been few studies that have specifically examined the impact of open data in a smart city context. This is particularly true in the GCC (Gulf Cooperation Council) countries. This research uses a mixed methods (questionnaires and interviews) approach to examine this issue by carrying out a comparative study of the use of portals across the region and, therefore, whether these countries are making optimum use of open data. An existing evaluation framework was used with a group of evaluators representing professional users who are not experienced in using data portals. The findings of the research suggest that these countries are not yet realising the full potential of their portals, and more effective support for the transition to smart cities could be achieved with fuller and better cross-national cooperation. The article discusses key insights gained from a webinar series that the authors of this article launched when founding the "Centre for African Smart Public Value Governance" (C4SP). As a research centre that aims to improve the quality of public governance approaches in Africa, C4SP invited international scholars and practitioners to talk about their perspectives on "Public Value Governance", "Unpacking the African Context", and "Smart Government" during four webinars, taking place between April 2021 and March 2022. The discussions revealed that: i) Smart Public Value Governance (SPVG) is a promising approach to tackle grand challenges; ii) local particularities might hamper the implementation of SPVG approaches in African countries; iii) it exists as a necessity to "listen" deeply to Africa. On this basis, we provide an outlook for future research on SPVG by suggesting studies that can be conducted along three guiding questions that can be addressed by a people-oriented or a concept-oriented research approach. In the digital age, the use of advanced technology is becoming a new paradigm in police work, criminal justice, and the penal system. Algorithms promise to predict delinquent behaviour, identify potentially dangerous persons, and support crime investigation. Algorithm-based applications are often deployed in this context, laying the groundwork for a 'smart criminal justice'. In this qualitative study based on 32 interviews with criminal justice and police officials, we explore the reasons why and extent to which such a smart criminal justice system has already been established in Switzerland, and the benefits perceived by users. Drawing upon this research, we address the spread, application, technical background, institutional implementation, and psychological aspects of the use of algorithms in the criminal justice system. We find that the Swiss criminal justice system is already significantly shaped by algorithms, a change motivated by political expectations and demands for efficiency. Until now, algorithms have only been used at a low level of automation and technical complexity and the levels of benefit perceived vary. This study also identifies the need for critical evaluation and research-based optimization of the implementation of advanced technology. Societal implications, as well as the legal foundations of the use of algorithms, are often insufficiently taken into account. By discussing the main challenges to and issues with algorithm use in this field, this work lays the foundation for further research and debate regarding how to guarantee that 'smart' criminal justice is actually carried out smartly. Advanced technology is not only transforming the public sector in general but is also increasingly transmuting the criminal justice system. Smart applications are designed to predict crimes, automate legal proceedings, and predict recidivism. We argue that such use of intelligent technology to optimize police work, criminal justice, and law enforcement is ultimately serving to establish a "smart criminal justice." However, not every use of technology is intelligent or "smart," per se. Based on a literature analysis, we explore the meaning of "smartness" from a descriptive and normative perspective, in order to develop a catalog of decisive criteria. We identify the use of technology as a basic prerequisite, and efficiency, effectiveness, and participation as normative criteria for any smart initiative in the public sector. Considering the specifics of the criminal justice system, these criteria can be expanded by claims related to legality, equality, and transparency. In sum, this article presents and discusses guidelines for assessing the usefulness and legitimacy of technical innovations in the criminal justice system. The catalog developed here will facilitate practitioners and policy-makers in determining when the use of technology in criminal justice is actually smart, and more importantly, when it is not. Points for practitioners: Advanced technology is increasingly being used in the public sector in general and the criminal justice system in particular, bringing opportunities as well as substantial risk. The use of technology has to adhere to normative principles to be considered as "smart criminal justice." This article presents a list of normative criteria that can be used in practice to assess whether technology in criminal justice is used smartly. Today, smart cities offer many significant benefits. As a result, the smart city is usually described in highly benign terms, and it is often uncritically assumed that its implementation must lead to widescale improvements, at all levels of society. Yet, while smart cities undoubtedly offer advantages, they also carry associated risks and dangers which could outweigh the benefits. This raises the important question of to which extent the ordinary citizen is aware of these risks and dangers. This study sets out to examine this question. While the 'downsides' of smart cities have been the subject of research over the past few years, there have been no studies which explore the perception of smart city disadvantages among citizen-stakeholders in the GCC countries. This study seeks to fill this gap in the literature, by examining the perspectives of a representative sample of citizens from the GCC. The results show that, despite the 'whitewashing' effect of public messaging, the study's participants have a range of significant concerns about smart cities which could affect their acceptance of such initiatives. The selection of relevant sources followed the PRISMA method. In the context of defining the key functional module of e-HRM, the Grounded Theory Method (GTM) was employed. The final part of the methodological approach involved designing a research problem for future research. Specifically, the review focuses on defining the key functional module of e-HRM and proposes an orientation for future research that should concentrate on the impacts of e-recruitment on the efficiency of human resources within public services. The results of this study can serve as a foundation for future research aimed at optimizing and utilizing e-recruitment in the specific field of smart government.

The research work looked at the relationship between various dimensions of smart government which are citizen centricity, efficiency, effectiveness and the dimensions of smart governance being strategic dimension, networking and collaboration between institutions. This study made use of a quantitative analytical cross-sectional design. The study made use of the Stakeholder theory. It also made use of the purposive, convenience and simple random sampling technique. A survey was designed for the respondents which was inclusive of one hundred and thirty (130) postgraduate students of Covenant University, Ota, Ogun state and the Statistical package for social sciences was used in running the analysis. According to the findings of this study, smart government could be regarded a foundation for establishing governance by utilizing advanced information and technology for good governance, which is characterized by multiple interrelationships between individuals, government and other decision makers. The sample size and analyses focused majorly on the Postgraduate students of Covenant University. From the findings, the students assert that the governments use of ICT platforms has been able to enhance the resilience of the government and organisations as they have been able to develop a means to cope, adapt and adjust to this global change. The efficient and effective use of ICT, allowed for networking and collaborative interaction between government and other state and the governments and organizations. This implies that governments ability to take smart and strategic actions in the face of unforeseen and unpredictable challenges through the use of ICT has proven a candid means for the government to efficiently and effectively run any nation state. The findings focus on examining the effect of smart government on governance. The paper is significant in giving insightful directives on the realities of running government in a continuous dynamic environment which factors are unpredictable and gives a guide on how government should be run in the face of untold challenges.

The rapid expansion of new technologies and services significantly affects society's development and initiates significant changes within public administration. Many have decided to implement citizen-centric, data-driven, and performance-focused governance and prepare to transform the existing e-government system into a smart government. Along the way, they have encountered problems such as flaws in existing legislation and in the integration of heterogeneous infrastructure from technical, financial, and privacy perspectives. We propose a new approach to information system modeling that introduces an integration layer for existing databases and services and suggests the application of several innovative technologies to achieve better problem-solving, optimal utilization of resources, and policy innovation. To test the effectiveness of the proposed solution, we have used corresponding weighted digraph models to confirm that the proposed solution achieves the desired effects. We have used the time required to collect documents to measure similarity. A smart city is where existing facilities and services are enhanced by digital technology to benefit people and companies. The most critical infrastructures in this city are interconnected. Increased data exchange across municipal domains aims to manage the essential assets, leading to more automation in city governance and optimization of the dynamic offered services. However, no clear guideline or standard exists for modeling these data flows. As a result, operators, municipalities, policymakers, manufacturers, solution providers, and vendors are forced to accept systems with limited scalability and varying needs. Nonetheless, it is critical to raise awareness about smart-city cybersecurity and implement suitable measures to safeguard citizens' privacy and security because cyber threats seem to be well-organized, diverse, and sophisticated. This study aims to present an overview of cyber threats, attacks, and countermeasures on the primary domains of smart cities (smart government, smart mobility, smart environment, smart living, smart healthcare, smart economy, and smart people). It aims to present information extracted from the state of the art so policymakers can perceive the critical situation and simultaneously be a valuable resource for the scientific community. This study conducts a systematic literature review on several aspects regarding the success of initiatives of digital transformation in the public sector (DTPS), focusing on case studies, processes, and success factors of the DTPS projects. The research was carried out using several scientific databases and indexers (such as ACM Digital Library, IEEE Xplore, and ISI Web of Science). The literature review process enabled the identification of a total of 38 case studies, four processes, and 51 success factors, all of which are presented and discussed, contributing both to theory and practice, to minimizing risks and improving the success of DTPS projects. Digital transformation is now inevitable for anyone, individually and organizationally, including village government organizations. Therefore, the village government must be ready to transform into a smart village. The smart village component consists of smart government, smart environment, smart economy, smart mobility, smart people, and smart living. This study aims to analyze the readiness of local communities for smart villages. This research uses quantitative methods, where the population is local people. Kalikidang Village, located in Sokaraja, Banyumas regency, was used as a case study. The number of respondents was 20, taken through proportional random sampling techniques. Data analysis techniques use decision trees that are processed through Rapidminer software. The price gouging or price hike is a worldwide issue, and it is related to inflation. Because of rising prices, people in various countries cannot afford nutritious food or proper treatment. Sometimes shops, restaurants, and transportation service providers charge more than the prescribed product price from buyers. In addition, unauthorized VAT or Tax is taken on products that the government exempts. Another reason for price hikes is bribery, and it occurs in transporting and delivering goods. This article introduces a blockchain-based Internet of Things model to monitor product price hikes and corruption from the Industry 4.0 and blockchain 5.0 point of view. Industries produce and package different products. Wholesalers and retailers purchase products from industrial companies. The primary goal of this article is to propose a blockchain mechanism for monitoring price hikes and corruption where the government can monitor buying and selling between buyers and industrial companies. Here, we have established blockchain-integrated remote database model where blockchain relates to a relational database management system that uses remote database access protocol and Cloud server. This article presents the brief evolution of blockchain and industry generations. Finally, this article provides a next generation blockchain model. The article presents a rethinking of the results of research in the field of smart city management based on publications in Spain and the Netherlands. Three areas of research have been identified. The first one offers scientific studies of smart city management and recommendations for improving the effectiveness of smart management based on a clear understanding of the degree of legitimacy of decision-making. The author considers these processes in comparison with the Russian scientists approaches, and focuses on the important conclusion of foreign scientists that technology alone will not make the city smarter: the construction of a smart city requires a political understanding of technology, a process approach to management, an emerging smart city, and a focus on both economic benefits and other public values. The second group of articles, considered by the author, presents a more comprehensive view of the concepts of smart cities, with smart governance, combining, presumably, innovative structures and new technologies, new communication channels aimed at the constant functioning of the city management system and the environment for cooperation and citizen engagement. The third group of publications deals with critical aspects of the development of smart governance in practice and the resulting consequences, in particular, the reassessment of the ability of the private sector to develop and implement intelligent technologies, the predominance of a technocratic approach to decision-making, the inability to ensure impartiality and objectivity, the lack of the ability to analyse urban data, cloud computing on digital platforms to stimulate production in a collaborative environment. Their conclusion about the need for “smart management” to pay attention to the processes of socio-spatial development is quite correlated with the conclusions of Russian scientists.
