The U.S. Panel Study of Income Dynamics (PSID) made a planned transition to a web-first mixed-mode data collection design in 2021 (web and computer-assisted telephone interviewing [CATI]), following nearly five decades of collecting data primarily using CATI with professional interviewers. To evaluate potential effects of mode on fieldwork outcomes, two sequential mixed-mode protocols were introduced using an experimental design. One protocol randomized sample families to a “web-first” treatment, which encouraged response through an online interview, followed by an offer of telephone to complete the interview; a second protocol randomized sample families to a “CATI-first” treatment until the last phase of fieldwork when the option to complete a web interview was offered. This paper examines the comparative effects of the two protocols on fieldwork outcomes, including response rates, interviewer contact attempts, fieldwork duration, and cost. Comparisons are also made with fieldwork outcomes and characteristics of non-responding sample members from the prior-wave when a traditional telephone design was used. We found that the web-first design compared to the CATI-first design led to comparably high response rates, and faster interview completion with lower effort and cost. With some notable exceptions, compared to the prior wave, the mixed-mode design reduced effort and had generally similar patterns of non-response among key respondent subgroups. The results provide new empirical evidence on the effects of mixing modes on fieldwork outcomes and costs and contribute to the small body of experimental evidence on the use of mixed-mode designs in household panel studies.

This study investigates the impact of different modes and tailor-made response enhancing measures (TMREM)—such as bilingual interviewers with a shared ethnic background and translated questionnaires—on the measurement of substantive variables in surveys among minority ethnic groups in the Netherlands. It also provides insight into the ability to detect mode measurement effects of a recently developed method for disentangling mode measurement and mode selection effects, as well as into the tenability of the assumptions underlying this method. The data used in this study come from a large-scale survey design experiment among the four largest non-Western minority ethnic groups in the Netherlands comparing single-mode computer-assisted personal interviewing (CAPI) and sequential computer-assisted web interviewing, computer-assisted telephone interviewing, and CAPI-MM. The number and intensity of the TMREM varied among the four ethnic groups. The results show that mode measurement effects occur among all ethnic groups and are the result of a combination of the presence or absence of an interviewer and TMREM. Mode measurement effects occur more often on sociocultural questions, but also, on occasion, on more sociostructural or background questions. The method used to disentangle mode measurement and mode selection effects can be applied to detect mode measurement effects, but one should be cautious in interpreting them. This article compares the quality of response samples based on a single mode CAPI survey design with the quality of response samples based on a sequential mixed-mode (CAWI-CATICAPI) survey design among four non-Western minority ethnic groups in the Netherlands. The quality is assessed with respect to the representativity of the response samples and the estimated potential for nonresponse bias in survey estimates based on auxiliary variables and the response rate. This article also investigates if these designs systematically enhance response rates differently among various sociodemographic subgroups based on auxiliary variables. Also, costs and cost-related issues particular to this sequential mixed-mode design are discussed. The results show that sequential mixed mode surveys among non-Western ethnic minorities in the Netherlands lead to less representative response samples and show more potential for nonresponse bias in survey estimates. Furthermore, the designs lead to systematic differences in response rates among various sociodemographic subgroups, such as older age groups. Both designs also cause some of the same sociodemographic subgroups to be systematically underrepresented among all non-Western ethnic minority groups.
