2. Who Deserves Credit? Banks for the Virtuous in Rural China.

While cities piloting China's Social Credit System attract attention, rural areas in China are experimenting with reputation-based credit systems called 'banks of virtue'. These local institutions unlock cheap loans and other benefits for citizens who prove virtuous character. Based on empirical data, this article investigates how banks of virtue combine techniques of metrics known from capitalist credit systems with an inherently localized and personal evaluation procedure. As hybrid forms of organizing access to credit, this article argues, banks of virtue offer an alternative, rural answer to the 'right to credit' that emerged in debates concerning capitalist economies. While they combine multiple goals of the national rural revitalization and Social Credit System strategies, such as the creation of a 'civilized' rural society and the allocation of credit to small businesses and households, their reliance on citizen participation casts doubts over their capacity to achieve these goals. This study presents an innovative approach to evaluate the implementation effects of the Rural Revitalization Strategy R2S, utilising the robust capabilities of the wavelet analysis algorithm. The proposed methodology integrates the strength of wavelet transform, an advanced mathematical tool for signal processing, with the entropy weighting method and the Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS) model. This integration creates a comprehensive framework for assessing the multifaceted impacts of rural revitalisation initiatives. The wavelet analysis algorithm is the cornerstone of this approach, enabling the decomposition of complex rural development data into different frequency components, thus facilitating a more nuanced analysis. The entropy weighting method contributes by objectively determining the weights of various evaluation indicators, ensuring that the most relevant factors in rural revitalisation are emphasised in the assessment process. The TOPSIS model complements this by clearly ranking the analysed strategies based on their proximity to an ideal solution, thereby enabling decision-makers to identify the most effective strategies for rural development. Together, these techniques form a powerful tool for evaluating the effectiveness of rural revitalisation strategies, offering critical insights for policy formulation and implementation in rural areas. 7. 兵团乡村振兴水平评价指标体系构建与实证分析.

- Abstract
Based on the sample data of 14 divisions of Xinjiang Production and Construction Corps (hereinafter referred to as the Corps) from 2010 to 2020, the evaluation index system of 5 first-level indicators and 20 corresponding second-level indicators suitable for the evaluation of the Corps' rural revitalization level was constructed, and the entropy method and comprehensive weighted TOPSIS model were used to measure and rank the 14 divisions. It is used to evaluate the implementation effect of the XPCC rural revitalization strategy. The results show that the rural revitalization level of the XPCC is generally low, but it shows an increasing trend with the change of time series. The proximity ranking of the 14 divisions fluctuated greatly in the five first-level indicators of industrial prosperity, ecological livability, village style civilization, effective governance and rich life, and the development level of rural revitalization of each division was in an unbalanced state. All divisions of the XPCC need to promote the formulation and implementation of the distinctive development plan, create a distinctive industrial system, improve the human resources system, improve the company's governance level, and promote regional revitalization according to local conditions. Industrial revitalization, as the core support of pastoral revitalization, is an important foundation for building a strong agricultural country. Based on the perspective of rural revitalization, combined with the current situation of pigeon industry development in southern Xinjiang, the study focuses on exploring the mode of pigeon industry revitalization, pointing out the problems of pigeon industry revitalization, and proposing countermeasures and suggestions to promote the development of pigeon industry. The results of the study show that there are mainly six types of modes in the development process of pigeon industry in southern Xinjiang: industrialization mode, "five unification" mode, base breeding mode, joint production mode, agricultural enterprise cooperation mode and courtyard pigeon breeding mode; the main bodies involved in different types of pigeon industry development modes are also different; the pigeon industry in southern Xinjiang still exists in the process of development. In the process of pigeon industry development in Southern Xinjiang, there are still problems such as unstable development situation, high breeding cost and different brands of pigeon products. Based on this, countermeasures to revitalize the pigeon industry are proposed in terms of establishing a healthy pigeon breeding industry chain, upgrading pigeon breeding production technology, focusing on brand building of high-quality pigeon products, and increasing support for pigeon farmers. The economic development in Gansu region is relatively backward, but it has abundant red cultural resources, which can be used to develop red tourism and promote rural revitalization. Analyzed the problems in the development of the red cultural tourism industry in Gansu region, including fragmented red cultural resources, insufficient spatial connections, low level of development and utilization, insufficient policy guidance, lack of industrial innovation, low publicity efforts, and single models. In response to the existing problems, countermeasures for the development of red cultural tourism in Gansu under the background of rural revitalization have been proposed. It is suggested to integrate fragmented resources, strengthen spatial connections, deeply explore the connotation of red culture, strengthen brand building, government leadership, coordinate the overall development of the tourism industry, innovate red culture, promote new models of rural revitalization development, enrich publicity forms, expand the popularity of scenic spots and other effective measures to further assist rural revitalization and consolidate poverty alleviation. 10. Coupling and Coordination Analysis of High-Quality Agricultural Development and Rural Revitalization: Spatio-Temporal Evolution, Spatial Disparities, and Convergence.

- Abstract
The coupling and coordination of high-quality agricultural development (HQAD) and rural revitalization is an inevitable choice to accelerate the realization of Chinese-style agricultural and rural modernization. Based on system theory, this study reconstructs the indicator systems of both and conducts measurements by applying the improved AHP–entropy weight method. This study has extended the analytical methods of kernel density estimation, Dagum Gini coefficient, σ convergence, and spatial β convergence to further investigate the spatio-temporal evolution, regional disparities, and convergence effect of the coupling coordination degree (CCD) of HQAD and rural revitalization in China from 2010 to 2020. The results show that the CCD has a tendency to increase year by year, presenting the characteristics of 'high coupling degree–low comprehensive development level–low coupling coordination degree', and also has the spatial distribution pattern of 'high in the east and low in the west'. In addition, most of the provinces have a tendency to jump to a higher stage of coupling coordination; the overall trend of the kernel density curves is favorable; the results of Dagum's Gini coefficient show that inter-regional disparities contribute the most to regional spatial disparities; and there is a significant tendency towards σ convergence and spatial β convergence of the CCD in China and the four regions. 11. The Effect of Urban–Rural Fringe Landscape Environment Enhancement on the Settlement Intentions of Young Talents.

- Abstract
As new urbanization and rural revitalization strategies are implemented, the relationship between urban and rural areas is rapidly changing. Accordingly, rural landscape design is becoming increasingly important for promoting rural development. Located at the intersection of urban and rural areas and offering unique geographic characteristics and developmental potential, urban–rural fringe villages offer a valuable setting for assessing how rural transformation and landscape improvement influence the settlement intentions of regional talents. Drawing upon the Landscape Affordance Theory and the Stimulus–Organism–Response Theory, this study develops a model to evaluate how enhancements in comfort, convenience, safety, and aesthetics within rural landscapes influence the perceptions of livability and settlement intentions of young rural talents. The research utilizes a survey of residents aged 16 to 45 in representative urban–rural fringe villages in Nanjing, Jiangsu Province, collecting 230 valid responses. Data analysis was performed using SPSS 26 and AMOS 28 to assess the impact of these landscape attributes on livability perceptions and settlement intentions. This study demonstrates that Perceived Convenience (PCV) and Perceived Aesthetics (PA) have significant positive effects on Design Satisfaction (DS) and Perceived Livability (PL). The research identifies the positive impacts of the four characteristics of rural landscape enhancement on PL, ranking them in order of influence: PCV > PA > Perceived Safety (PS) > Perceived Comfort (PC). Similarly, the positive effects on DS are ranked as follows: PCV > PA > PC. PL is identified as having the strongest impact on Talents' Intention to Stay (TIS), indicating that improving livability perceptions is crucial for enhancing both design satisfaction and settlement intentions. Our findings demonstrate that improvements to the convenience, comfort, aesthetics, and safety of the landscape environment can significantly affect the settlement intentions of young talents in rural areas. Through field research and empirical data validation, this study highlights the positive effect of enhancements in four key areas of landscape design on the perceived livability and settlement intentions of young talents in rural settings, offering clear guidance for rural planning and design initiatives. - Abstract
Through an analysis of the natural ambience, spatial layout, cultural essence, and environmental elements of the Sichuan-West Forest Plateau and Western Sichuan gardens,this paper reveals a close intrinsic connection between them. Taking the Three Fish and Sprout Lion Cultural Village as an example, the paper elaborates on how the garden art of Western Sichuan, from the design philosophy of “harmony with nature” to the preservation and creation of local culture, is applied in detail to the meticulous landscape construction of mountains, water, plants, and buildings in the protective development of the Sichuan-West Forest Plateau. This demonstrates that the garden art of Western Sichuan, through inheritance and development, can be applied to the protective development of the Sichuan-West Forest Plateau. Through essential cultural integration studies between Western Sichuan gardens and the Sichuan-West Forest Plateau, it provides a new path and method for exploring the rural expression of park cities, ultimately constructing a park city system with a beautiful ecological environment and integrated urban-rural development. 16. From Solo to Cluster Governance: An Empirical Study of Transforming Rural Management in Guiyang, China.

As China shifts from urbanization to rural revitalization within its rural governance strategy, devising appropriate governance programs becomes crucial for the effective implementation of overarching strategies. This paper explores the policy pathway of the rural revitalization strategy via the lens of village relational governance. This paper builds a relational network of village governance using the Newtonian gravity model and proposes an effective relational governance policy by analyzing the impact of village cluster patterns under different policy rules. Empirical research was conducted in Guiyang County, Hunan Province, China. The findings of this paper are as follows. (1) Rural development in Guiyang County heavily relies on location advantages and natural resources, and there is an urgent need to reinvent the path of rural governance to foster potential rural clusters. (2) A comparative analysis of the relational networks shows that the assignment-based network has more high-clustering groups and fewer low-clustering clusters than the merit-based network, and it has more cluster types, resulting in a more balanced and diverse network structure. In contrast, the merit-based network has fewer cluster types and tends to have a centralized structure. (3) The assignment-type network has greater advantages in terms of agricultural productivity, preserving local culture, and protecting the environment. Simultaneously, its network path has the potential to boost the intrinsic vitality of rural areas and attract more groups to contribute to its development. This path is feasible due to the high level of organization within the Chinese villages. Consequently, this study recommends that the county government should actively decentralize power to villages and grant villages equal development rights to encourage villages to build network clusters with unique competitive advantages. 17. Research on the Impact Mechanism and Empirical Study of the Digital Economy on Rural Revitalization in the Yangtze River Economic Belt.

- Abstract
As a new engine of China's economic development, the digital economy is playing an important role in rural revitalization. Due to the impact of the novel coronavirus epidemic, there is a lack of recent empirical research on the digital economy and rural revitalization and development of the Yangtze River Economic Belt. Based on the provincial panel data of 11 provinces in the Yangtze River Economic Belt from 2014 to 2022, this paper calculates the comprehensive development level of the digital economy and rural revitalization and conducts a benchmark regression on their relationship. The results of the heterogeneity analysis show that the impact of the digital economy on rural revitalization in the upper and middle reaches of the Yangtze River is stronger than that in the lower reaches. Then we adopt the Moran index and spatial Durbin model for further regression analysis, and find that there is a spatial autocorrelation between the digital economy and rural revitalization. The digital economy of the Yangtze River Economic Belt has a spatial spillover effect on rural revitalization. To effectively harness the digital economy's role in advancing rural revitalization, it is crucial to tailor resource allocation to local conditions, implement targeted policies, and establish a robust monitoring and evaluation system. This strategy aims to facilitate the seamless integration of the digital economy with rural revitalization, thereby achieving synergistic effects and promoting comprehensive, sustainable development in both economic and social dimensions. This study dissects tourism consumption willingness into dimensions—namely, consumption ability, security, vision, and concept—drawing from 2018 data on urban and rural family tourism in developed eastern China (Jiangsu, Zhejiang, and Shanghai) from the China Family Panel Studies (CFPS). By matching explanatory variables within CFPS, the study employs independent sample t-tests and multiple regression equations to examine and discuss relevant findings. Results indicate significant impacts of select variables within consumption ability and security dimensions on tourism expenditures among residents of Jiangsu, Zhejiang, and Shanghai. Similarly, variables within the consumption vision dimension demonstrate substantial influence, whereas those within the consumption concept dimension show negligible impact on tourism expenditures in these regions. This underscores the predominant influence of consumption ability, security, and vision over consumption concept on tourism expenditures. Notably, consumption vision emerges as the most influential dimension affecting tourism expenditures among residents of Jiangsu, Zhejiang, and Shanghai. Based on these insights, the study proposes a policy framework aimed at encouraging active participation of urban and rural families in integrating cultural tourism, thereby fostering urban-rural integration and advancing rural revitalization strategies. 22. Spatial restructuring and development characteristics of villages and the revitalization path: a case study of the X County of Zhejiang Province in China.

Rural development and restructuring are critical steps toward achieving optimal spatial adjustment for regional and rural revitalization. Using the rural regional system and the TOPSIS model supported by the entropy value method, this study analyzed the model of rural development and spatial restructuring in the study area from 2000 to 2020. The study examined the exchange and change and discussed the internal logical correlation and role relation among them. The results indicated that: (1) During the study period, the level of rural development in the study area increased considerably. The rural regional function shifted from a lower level of homogenous development to a higher level of diversified development, which are important features of the evolution of economic and social development levels. (2) Spatial restructuring was characterized by temporal continuity and non-linearity of stages. The overall shape transformed from "dispersion-homogeneity-differentiation." (3) The coupling coordination degree of the two subsystems showed a constant rise to a low level, with apparent temporal heterogeneity. The type of coupling coordination became a benign optimizing direction with a significant level of heterogeneity. Rural revitalization depends on the coupling and coordination among economic, social, ecological, and spatial systems. China's reform began in the countryside, and rural reform began in Anhui. This study uses Anhui Province, China as an example in analyzing the impact of agricultural science and technology innovation resource allocation on rural revitalization, particularly by constructing an econometric model. Results indicate that the allocation of agricultural science and technology innovation resources has a steady positive impact on rural revitalization. Improvements in the allocation of agricultural science and technology innovation resources can effectively promote the development of rural revitalization and the spatial spillover of rural development, thereby facilitating the promotion of the spillover of neighboring areas to local rural development. A nonlinear relationship exists between allocation of agricultural science and technology innovation resources and rural revitalization. Lastly, rural revitalization can only be promoted substantially when the allocation of agricultural science and technology innovation resources reaches a certain condition. [ABSTRACT FROM AUTHOR]

Based on the new Pasteur’s quadrant theory, this paper focuses on the the prevailing problems existing in the hardware, software and orgware of the current planning and construction of agri-food industrial park, and puts forward the planning and construction concept innovation of agri-food industrial park from four aspects, including concept positioning, main force, strategic path and long-term mechanism. Finally, combined with the example of the overall plan of Zhongguancun modern food nutrition valley, this concept and approach will be integrated throughout the entire process of this project, in order to provide certain reference and guidance for the planning, construction, and operation of future agricultural and food industry parks. As an important part of building a strong livestock country, the construction of Chinese feed grain supply chain system is a crucial lever for achieving the prosperity of rural industries and increasing the income of farmers. From the perspective of animal husbandry power, the construction of Chinese feed grain system is an important measure to comply with the new requirements of high-quality agricultural development, promote the new direction of rural industry revitalization strategy, and fit the new situation of Chinese path to modernization. The article constructs a Chinese feed grain supply chain system from three aspects: core layer, key layer, and support layer, and analyzes the core functions, key elements, and operating mechanisms of the construction of the Chinese feed grain supply chain system. On this basis, it is proposed to actively layout the construction of digital infrastructure and consolidate the basic support of the feed and grain supply chain. Increase investment in technological innovation and transform the kinetic energy support of the feed and grain supply chain system. Establish a feed and grain capital chain management system to strengthen the financial support of the feed and grain supply chain system. The comprehensive land consolidation, which regards the regional land space as an organic whole, focusing on the overall protection, systematic restoration, and comprehensive management of all elements such as mountains, rivers, forests, fields, lakes, grass and villages, has positive practical significance for changing the “scattered and disorderly” rural land use and supporting the land elements for rural revitalization. In this paper, the internal mechanism of comprehensive land consolidation to ensure the land elements for rural revitalization are analyzed, which is manifested in the systematic coordination of rural revitalization goals with the “mountains, rivers, forests, fields, lakes, grass and villages”, the effective integration of engineering construction and institutional innovation to ensure land supply, and the improvement of targeted land use security by solving practical problems. 29. 乡村振兴视角环海湾民宿集聚的公共设施匹配研究: —浙江象山县蟹钳港案例.

As a new mode of rural revitalization, the coordination of rural lodging and public facilities is of great significance to the sustainable development of the countryside. Based on the POI data of homestay and public facilities in the Xieqian bay area of Xiangshan County in Ningbo, Zhejiang, the analysis methods of kernel density, buffer zone and spatial correlation are used to quantitatively portray the spatial characteristics and matching status of homestay and their coordination with four types of public facilities in the rural town s hip of the Xieqian bay. It is found that: (1) Homestay and cultural facilities have the most uneven distribution in the three townships, both of which are more distributed in Xinqiao Township; followed by the distribution of living facilities, which also tends to cluster towards Xinqiao Township, and transportation facilities and medical facilities are more evenly distributed in the three townships compared with other types of facilities. (2)The Xieqian bay area lodging and four types of public facilities have more obvious gathering area, the degree of aggregation from high to low in the following order: transportation > medical > life > culture > lodging; lodging and four types of public facilities in the highway entrance and exit and the jurisdiction of the popular tourist attractions near the high proportion of agglomeration will become the core of the future industrial layout around the Xieqian bay. (3) The distribution of lodging and the distribution of roads around the Xieqian bay has strong positive correlation, the spatial correlation characteristics of accommodation and the four types of public facilities and their correlation with the road network are different; the hydrophilicity of accommodation and the four types of public facilities is not enough, and the positive spatial correlation with the cultural facilities is significant. The bivariate LISA distribution of homestay and four types of public facilities shows that the homestay around the Xieqian bay should spread outward. [ABSTRACT FROM AUTHOR]

Taking the households of urban and rural residents in Zhejiang Province as the research object in 2020, an indicator system for rural development and urbanization is constructed from the four aspects of ecological environment, public services, grassroots governance and quality of life, using entropy method and Coupling Coordination Degree Model, Theil index and other methods to summarize the urban-rural development experience and problems of different counties and cities in Zhejiang Province, and explore the urban-rural coupling mode and implementation path. The results show that: ①Based on the analysis of different spatial scales, the urbanization and rural have regional imbalances in development, with obvious gradient changes from east to west and little difference between sub-regions. About 80% of the overall difference in urban-rural development in Zhejiang comes from differences within sub-regions, and another 60% comes from the internal differences between southwestern Zhejiang and southern Zhejiang. At the county level, the urbanization and rural development index presents a spatial pattern of "high in the northeast and low in the southwest". ②Based on the analysis of the degree of urban- rural coupling and coordination in Zhejiang Province, four urban-rural coupling modes are summarized: independent parallel coupling, urban-rural partial benefit interactive coupling, urban-rural symmetrical reciprocal coupling, and urban-rural integration symbiosis coupling. ③ Based on the rural revitalization strategy, the implementation path summarized from ecological livability, public services, grassroots governance and quality of life is characterized by ecological integration, green development, spatial integration, shared development, governance integration, good rural governance, factor integration, and common prosperity. Addressing the re-employment problem for women returning to their hometowns in China is fundamental to implement the strategy of rural vitalization. The re-employment for female returnees is essential for promoting the harmonious development of local society and the local economic development in their hometowns. By reviewing the development history of intangible cultural heritage industrialization in Taijiang County, Guizhou Province, we have conducted field research on the Miao embroidery industry supported by the public welfare program "Mothers' Production", which mainly involves female returnees in this area. After sorting out the positive effects of "Mothers' Production" on female returnees'income, family care, participation in local affairs, cultural self-confidence, etc., we clarify the role of female returnees and "Mothers' Production" in promoting the social economy and cultural development of rural areas, aiming to provide a referential experience for linking the group of female returnees and the intangible cultural heritage industry to support rural revitalization. Over the last several decades, cities have seen concentrated development and population increase. It is a global process, still unfinished, that has simultaneously generated strong territorial imbalances because of socioeconomic backwardness and depopulation of rural areas. The alternative proposed by all institutions is a polycentric urban system, so that cities contribute to decentralizing this development towards their respective areas of influence, thus stabilizing the populations in them. Extremadura is a paradigmatic example, since it has a polycentric system of small cities that have been able to retain half of the population in rural areas. The objective of this article, first, is to define the urban structure and, based on this, typify the range, the hierarchy of the system and its territorial distribution, for which a multivariate analysis is applied. Secondly, a series of isochrones and displacement ranges are defined to analyze urban accessibility, which is key to determining the degree of decentralization of development and population stability. 37. Effects of Entrepreneurial Activities on Rural Revitalization: Based on Dissipative Structure Theory.

Entrepreneurial activities are crucial for activating the endogenous power of the countryside, promoting integrated urban and rural development, and achieving comprehensive rural revitalization. This paper empirically examines the mechanisms through which entrepreneurial activities influence rural revitalization by incorporating the theory of dissipative structures into the research paradigm of rural revitalization. Using interdisciplinary analysis methods, it deeply analyzes the underlying logic of entrepreneurial activities affecting rural revitalization, relying on panel data from 2045 counties from 2011 to 2020. The study finds that entrepreneurial activities attract negative entropy flows, such as information and materials, into the rural revitalization system by increasing employment opportunities and promoting capital agglomeration. This fosters a stable and orderly dissipative structure within the system, thereby empowering comprehensive rural revitalization. The heterogeneity test indicates that the promotion effect of entrepreneurial activities on rural revitalization is more pronounced in the eastern region and non-e-commerce demonstration counties. Further research reveals that the facilitating effect of entrepreneurial activities on the rural revitalization system is particularly evident in four dimensions: ecological viability, a civilized rural culture, effective governance, and an affluent life. 38. Revitalizing Overseas Chinese Villages: Exploring the Role of Overseas Chinese Architectural Heritage as Tourist Attractions—Characteristics and Challenges—An Empirical Study of Five Villages in Taishan, Guangdong Province Based on the Actor-Network Theory

The revitalization of Overseas Chinese villages in China is closely tied to the preservation and utilization of their architectural heritage, which serves as a crucial tourist attraction. However, existing research has inadequately explored the multifaceted role that Overseas Chinese architectural heritage plays in the rejuvenation of these communities. Based on a comprehensive 45-day field investigation across 20 Overseas Chinese villages, this study methodically selected five representative villages in Taishan City, Guangdong Province, and classified them into three categories based on the impetus of human engagement: self-organized, dual-drive, and multi-linkage. Using the actor-network theory as a framework, this study yielded the following findings: (1) The three types of Overseas Chinese villages exhibit distinct characteristics in the production and key actors associated with Overseas Chinese heritage. First, in the self-organized villages, the living and symbolic overseas Chinese property is the primary attraction of discrete tourism, and the revitalization efforts cater to the life and emotional sustenance of villagers and Overseas Chinese community. Key actors include villagers, Overseas Chinese, and the Overseas Chinese Federation, which plays an important role in coordinating efforts both locally and abroad. Second, in the dual-drive villages, Overseas Chinese heritage is leveraged by local governments as part of demonstration projects. The village committees actively cooperate to promote these villages as model tourism destinations, creating brand identity for government efforts. Village committees and the government are the key actors in this type of Overseas Chinese village. Third, in the multi-linkage villages, the productive and profitable overseas Chinese products, developed and operated as mass tourist attractions, drive economic growth for various stakeholders. Enterprises and their operators play a key role here, managing and capitalizing on these economic opportunities, ensuring that the development of the village meets the evolving demand for economic benefits. (2) The difficulties faced by self-organized, dual-drive, and multi-linked Overseas Chinese villages are "the struggle for the right to speak in construction," "the diaspora of Overseas Chinese property ownership," and "the conflict over Overseas Chinese property income rights," respectively. A critical factor in the revitalization process is the role Overseas Chinese brokers, particularly in dual-drive multi-linkage villages. These brokers bridge the gap between various stakeholders, including the government, entrepreneurs, villagers, experts and scholars, Overseas Chinese relatives, overseas Chinese families, and the complex of the multiple identities above. The article points out to the importance of paying attention to the development and utilization chain of Overseas Chinese resources, which is "Overseas Chinese-Overseas Chinese property brokers-actual users of Overseas Chinese houses." Future research should focus on evolving the role of Overseas Chinese heritage as a discrete tourist attraction, the needs of Overseas Chinese people as tourists, and the dynamics of power conflicts related to property rights in Overseas Chinese houses.

39. Quantifying future smart village transformation: an assessment of Zhejiang’s future villages under carbon peaking and carbon neutrality goals

The global climate change caused by carbon emissions presents obstacles to the sustainable development of villages around the globe. In China, the world’s greatest carbon emitter, the construction of villages generates substantial carbon emissions. This study employs quantitative and qualitative methods to evaluate the efficacy of future smart villages by developing a model under the “Carbon peaking and carbon neutrality” objective. Based on the indicators provided in the local government documents and normative documents at all levels and in conjunction with the “Carbon peaking and carbon neutrality” objective, this study establishes a system for evaluating the efficacy of the implementation of the future smart village construction using an analytical hierarchy process and fuzzy comprehensive evaluation method with 10 criteria levels and 60 program levels. The research team obtained the necessary information and data through questionnaires and in-depth interviews with local administrative cadres, pertinent professionals, and villagers. The results indicate that intelligent future village construction can reduce the village’s carbon emissions. The “Industry” indication is the most essential element. The term “Industry” is essential to the development of intelligent future villages as well as to the carbon reduction of villages. “Low carbon and energy” is the second factor. Industrial modernization, low-carbon development, and the use of renewable energy in the villages have significantly contributed to reducing carbon emissions and the viability of the villages. As the Future smart village is currently being implemented, the research indicates that there are few samples and data available. Consequently, future research must continue to increase sample size and data.” This research can scientifically and rationally evaluate the construction of the Future smart village and provide a strategy for optimizing the construction model for rural revitalization.

Rural transformation development (RTD) is crucial for achieving sustainable development in poverty-stricken rural areas. The Garze-Ngawa-Liangshan (GNL) region, an impoverished minority area in Southwest China, has undergone significant RTD in recent decades. This study establishes a comprehensive evaluation index model encompassing economy, population, land use and land cover, society, and ecology to explore the spatiotemporal variations of RTD and the differences in the transformation mechanisms in the GNL region. The results reveal that RTD in the GNL region exhibited notable spatiotemporal variation from 2000 to 2019. Despite considerable heterogeneity in spatial distribution, regional disparities in RTD have decreased, partly due to policy implementation. Importantly, the speed and magnitude of RTD, often overlooked in previous studies, are critical indicators for assessing its reasonableness. The ecological environment is particularly significant for RTD assessment, especially in China’s ecologically fragile mountainous rural areas. Our findings suggest that promoting balanced regional development is essential in poverty-stricken areas. This study provides valuable theoretical references for planners and policymakers in implementing rural revitalization strategies.

41. Revitalizing traditional villages through Bookstore-led Rural Tourism: a case study of three Bookstore villages in Rural China

Rural tourism has been used to revitalize traditional villages by integrating creative tourism service facilities. This paper focuses on the role of physical bookstores as a significant tourism service facility in rural China. In urban settings, physical bookstores have faced numerous challenges, leading them to evolve into new forms and offer immersive experiences to visitors. Bookstores have also ventured into traditional Chinese villages that leads to rural revitalization. Despite the evidence of rural tourism initiated by bookstores, it received little attention in academia. This paper aims to propose the concept of bookstore-led rural tourism, investigates its tourism development process and impacts on rural communities. Three bookstore villages were selected as case studies and the research was conducted using qualitative and inductive approaches. The findings confirm that (1) rural bookstores play a leading role in the rural tourism development process through the three stages; (2) bookstore-led rural tourism also revitalizes traditional Chinese villages at the material, social, and spiritual levels, with rural bookstores playing a crucial role in shaping rural identity. This paper recommends that the application of bookstore-led rural tourism to revitalize traditional villages using a holistic approach should be valued in future research studies and real-life practice.

Cultivating high-level composite applied professional postgraduates with master's degree is not only an inevitable need for building first-class universities and disciplines, but also a significant way to actively serve the implementation of rural revitalization strategies. As a backbone of the development of "agriculture, countryside and farmers", it is particularly important to explore the collaborative training mechanism for professional postgraduates in the context of "rural revitalization" in the new era. Based on the new requirements of higher education reform and the guidance spirit of the national agricultural professional postgraduates of education guidance committee for the master's degree related agriculture, this article explores the collaborative training mechanism of food related master's degree. On the basis of analyzing the differences and promotion channels of connotation construction in the current professional master's education, it is proposed to take "rural revitalization" as an opportunity currently, which is an important manifestation of the "sublimation" of food professional master's education. Meanwhile, combined with the approach of collaborative innovation training, a leapfrog "one-three-three" collaborative training system is proposed, and a collaborative training mechanism of "practice driven, multi-dimensional integration, and innovation leading" is further constructed with the "four modernizations" to serve as the main line. This collaborative training mechanism fully integrates educational resources in the new era which plays a vital role in leveraging the human resource value of food postgraduates, assisting rural revitalization, and achieving multidimensional development of education and society.

43. A policy analysis of China’s sustainable rural revitalization: integrating environmental, social and economic dimensions.

Rural decline has become a global challenge threatening sustainable development. Many countries have explored rural revitalization strategies, but systematic research on policy mechanisms and optimization paths is lacking. This study collected 74 rural revitalization policy texts in China from 2018 to 2024 through stratified sampling. Combining qualitative coding and quantitative modeling, including grounded theory, LDA topic model, sentiment analysis and semantic network analysis, this study constructed an integrated analytical framework to examine policy themes, emotional expression and logical relationships. The results identified the “Five Revitalizations” framework focusing on industrial, talent, cultural, ecological and organizational revitalization, as well as the “Four Supports” of institutional innovation, input guarantee, technological support and legal protection. The policy texts exhibit an increasingly optimistic tone, with traditional themes of deepening rural reform and increasing agricultural investment coexisting with emerging themes of urban-rural integration and digital countryside construction. Semantic network analysis further revealed the intrinsic linkages among policy themes. Comparative analysis with international rural revitalization cases yielded the following optimization paths: improving urban-rural integration mechanisms, strengthening diversified input guarantee, enhancing technological and talent support, and innovating rural governance models. The report of the 20th National Congress of the Communist Party of China pointed out the importance of "comprehensively promo- ting rural revitalization". To achieve rural revitalization, proper planning and talents are crucial. To meet the demands of the times, the course Rural Planning Principles has been reformed with the goal of cultivating applied planning professionals who can serve the major strategic needs of rural revitalization. By analyzing the current status and problems of urban and rural planning education, the focus is on breaking through the pain points through the integration of ideological and political education, textbook compilation, practical training, and comprehensive evaluation. A "focused and precise" ideological element system is constructed, and a "three-linkage" model of integrating ideological and political education is implemented to cultivate students' ability to solve practical problems in rural development. The students' love for agriculture, rural areas, and farmers is nurtured, and they are encouraged to fulfill their responsibility of "promoting agricultural development and strengthening the country", contributing their youth to the national rural development. This study takes five villages along the S229 Puyin Highway in the Eryinshan District of the Loess Plateau in central Gansu as the research area to evaluate the impact of village livelihood capital at different development levels on farmers' livelihood activities, aiming to find ways to achieve high-quality and sustainable development in impoverished rural areas. The results indicate that with the promotion of rural revitalization strategy and the input of a large amount of capital and technology from the country, the material and economic capital of each village has significantly increased, but the weight of human capital, economic capital, social and cultural capital, and psychological capital is not high. Therefore, the Eryinshan District should take advantage of its cold and frigid advantages, actively develop plateau summer vegetables, lilies, and authentic Chinese medicinal herbs, create a characteristic industrial development chain, and enhance the financial capital level of farmers; strengthen technical training for local farmers with labor capabilities, encourage humanities and policies to attract migrant workers, local elites, and capable individuals to return to their hometowns for entrepreneurship, and increase human capital; excavate distinctive folk culture and innovate social and cultural capital; on the basis of improving daily life and developing the economy, we aim to create a favorable rural living atmosphere, continuously enhance the happiness of the masses, improve the psychological capital of farmers, and achieve the beautiful aspirations of rural industry prosperity, ecological livability, rural civilization, effective governance, and a prosperous life. 47. 乡村振兴背景下菏泽市土地退化演变及治理措施研究.

- Abstract
Based on GEE (google earth engine), the data of land use types in 2001, 2010 and 2020 were obtained. With the help of GIS environment, the land use change in Heze City in different periods, the land use change in each county and district, and the characteristics of the map of land use change were analyzed. The results showed that from 2001 to 2020, the cultivated land area in Heze City decreased gradually, and the reduction (255.73 km²) was large; construction land area continued to increase, increased by 105.13 km² in 20 years. In each land use type, the transfer area of cultivated land was the largest. There were great differences in land use change among counties and districts. The decrease of cultivated land area (51.19 km²) and the increase of construction land area (22.59 km²) in Mudan District were the largest. Combined with the situation of Heze City, this paper analyzed the reasons for the prominent contradiction between human and land, the aggravation of land degradation, and the prominent contradiction between cultivated land and urban construction land in Heze City, and proposes the scientific countermeasures to reverse the reduction of cultivated land area, protect wetland and reverse the trend of land degradation. - Abstract
Talent is the key to rural revitalization. In recent years, governments at all levels have issued a series of policies for rural talents, which play a positive role in guiding, supporting and guaranteeing the construction of rural talents. Through text mining method, this paper analyzes the contents of 52 rural talent policy texts released by the central government, constructs a rural talent policy evaluation index system containing 9 first-level variables and 39 second-level variables, selects 10 representative policies to build a PMC index model, calculates its PMC index, and draws a PMC surface map for visualization. The results indicate that:Two policies were rated as excellent, six as good, and two as pass. The research shows that the overall design of the rural talent policy in our country is reasonable, but there are still deficiencies in the prescription, incentive and function of the policy. The paper puts forward some suggestions on the timeliness of the policy, strengthening the legal guarantee of the policy and attaching importance to the construction of the agricultural discipline. With the rapid development of the digital economy, it plays an important role in promoting the integration and development of rural primary, secondary, and tertiary industries, and assisting rural revitalization. The existing problems of digital economy promoting the integration of rural industries were analyzed:firstly, the integration of rural industries is low and lacks external support;the second is the backwardness of rural infrastructure, which restricts large-scale development;the third is the lack of a sound structural mechanism, which affects the enthusiasm of the subject to participate;the fourth is the insufficient application of the digital economy, and the integration of subjects is not tight;the fifth reason is that rural industries are underdeveloped and there are significant regional differences in e-commerce. In view of the practical difficulties and new challenges of integrated development, starting from the problems, this paper proposes countermeasures and suggestions for information technology, digital finance, Internet and e-commerce, smart agriculture, and innovative service industries to jointly promote industrial integration and extend the rural industrial integration chain, so as to promote the comprehensive application of digital economy in the integrated development of primary, secondary, and tertiary industries in rural areas.
