The study investigated the current knowledge and practice of female sex workers on HIV/ADIS risk reduction options in woldia Town, Ethiopia. The study employed descriptive research design. The quantitative survey involved 140 female sex workers were selected by using simple random sampling techniques. Ethical approval was taken that adopted from EBSS (2005) questionnaire was used for data collection. Frequency, percentage and binary logistic regression were used to analyse the data. The finding of the study shows that looking for a job, disagreement in the family, death of parents, peer pressure and attracted by town life were indicated as a major pulling and pushing factors for sex worker engagement. Majority of respondents have aware about of HIV/ADIS and practices HIV/ADIS risk reduction options. Moreover, age, alcohol use, difficulty to negotiate with clients to use condom and disapproval of clients to use condom were significantly predictors of consistent condom uses of FCSWs. Current study recommended that life skills training and existing strategies that enable sex workers to develop skills that help them resist the pressures that come from their clients and to help to support themselves needs to be part of the intervention programs. Abstract This opinion updates the information included in the previous EFSA Scientific Opinion concerning the in planta control measures for Xylella fastidiosa, with a systematic review and critical analysis of the potential treatment solutions that have been published against this pest so far. The output of this opinion focuses on the application of chemical or biological treatments on living plants. In vitro studies, hot water treatments, use of resistant varieties and vector control are excluded from the review. The use of antibiotics is not considered due to the risk of antimicrobial resistance development. The use of weakly virulent or avirulent strains of X. fastidiosa is covered in this review, although this organism is an EU quarantine plant pest and its introduction in the EU territory is banned. Experiments were recently conducted to assess the effect of application of zinc, copper, and citric acid biocomplex, of N‐acetylcysteine, and of ‘diffusible signal factor’ (and of its homologs). Their results showed that these control measures were sometimes able to reduce symptoms caused by X. fastidiosa. Recent experiments also showed that several species of endophytic microorganisms, some bacteriophages and inoculation of weakly virulent/avirulent strains of X. fastidiosa could offer some protection against the Pierce's disease. However, based on the reviewed results, the Panel concludes that, although several published experiments show some effects in reducing symptoms development, the tested control measures are not able to completely eliminate X. fastidiosa from diseased plants. The Panel confirms as previously stated that there is currently no control measure available to eliminate the bacteria from a diseased plant in open field conditions.

Abstract EFSA was asked to update the 2015 EFSA risk assessment on Xylella fastidiosa for the territory of the EU. In particular, EFSA was asked to focus on potential establishment, short‐ and long‐range spread, the length of the asymptomatic period, the impact of X. fastidiosa and an update on risk reduction options. EFSA was asked to take into account the different subspecies and Sequence Types of X. fastidiosa. This was attempted throughout the scientific opinion but several issues with data availability meant that this could only be partially achieved. Models for risk of establishment showed most of the EU territory may be potentially suitable for X. fastidiosa although southern EU is most at risk. Differences in estimated areas of potential establishment were evident among X. fastidiosa subspecies, particularly X. fastidiosa subsp. multiplex which demonstrated areas of potential establishment further north in the EU. The model of establishment could be used to develop targeted surveys by Member States. The asymptomatic period of X. fastidiosa varied significantly for different host and pathogen subspecies combinations, for example from a median of approximately 1 month in ornamental plants and up to 10 months in olive, for pauca. This variable and long asymptomatic period is a considerable limitation to successful detection and control, particularly where surveillance is based on visual inspection. Modelling suggested that local eradication (e.g. within orchards) is possible, providing sampling intensity is sufficient for early detection and effective control measures are implemented swiftly (e.g. within 30 days). Modelling of long‐range spread (e.g. regional scale) demonstrated the important role of long‐range dispersal and the need to better understand this. Reducing buffer zone width in both containment and eradication scenarios increased the area infected. Intensive surveillance for early detection, and consequent plant removal, of new outbreaks is crucial for both successful eradication and containment at the regional scale, in addition to effective vector control. The assessment of impacts indicated that almond and Citrus spp. were at lower impact on yield compared to olive. Although the lowest impact was estimated for grapevine, and the highest for olive, this was based on several assumptions including that the assessment considered only Philaenus spumarius as a vector. If other xylem‐feeding insects act as vectors the impact could be different. Since the Scientific Opinion published in 2015, there are still no risk reduction options that can remove the bacterium from the plant in open field conditions. Short‐ and long‐range spread modelling showed that an early detection and rapid application of phytosanitary measures, consisting among others of plant removal and vector control, are essential to prevent further spread of the pathogen to new areas. Further data collection will allow a reduction in uncertainty and facilitate more tailored and effective control given the intraspecific diversity of X. fastidiosa and wide host range.

In this study, we built a basic scenario for risk assessment of the introduction of Xantomonas citri (X. citri), an agent of bacterial citrus canker, through international trade activities. According to the international phytosanitary authority European Food Safety Agency (EFSA), X. citri is currently included in the European Union A1 list (quarantine pests not present in the area) of the European and Mediterranean Plant Protection Organization (EPPO). Therefore, at the moment, to counter the spread of X. citri, some pest-specific phytosanitary requirements are foreseen in the case of citrus fruit commercial activities. One possible introduction route is through some ornamental Rutaceae, which are widely cultivated in Mediterranean countries, where they are economically important and have a social impact on the employees involved and the related industries. To assess the risk of introducing X. citri, we distinguished the import and export territories and the type of import material, and formulated a basic hypothesis linked to the positive correlation between commercial dependence on citrus imports from countries of the Mediterranean Basin and potential risk of invasion.

Abstract Following the 2014 EFSA's Panel on Plant Health scientific opinion on the pest categorisation of the spider mite Eotetranychus lewisi, the European Commission requested the Panel to perform a pest risk assessment and evaluate the risk reduction options. A stochastic model was used to assess entry, establishment and spread and related uncertainties. In the EU, E. lewisi has only been reported to occur in Portugal (Madeira). Entry pathways assessed were strawberry plants for planting from the USA, poinsettia and raspberry plants for planting, and orange and lemon fruits from third countries. Entry is most likely via poinsettia. Under current EU phytosanitary requirements, there is around a one in ten chance that E. lewisi will establish outdoors over the next 10 years. Although unlikely, establishment would most likely occur in southern Europe where environmental conditions, temperature and host density, are most suitable. If E. lewisi did establish, pest spread is expected to be mainly human assisted, most likely the mite being transported long distances on plants for planting. Nevertheless, while remaining a regulated pest, spread would be slow and most likely confined to one NUTS 2 area after 10 years. Under a scenario with enhanced measures (pest free place of production) at origin, the Panel's assessment indicate that it is extremely unlikely that E. lewisi would establish within 10 years hence spread is also extremely unlikely. The absence of trade of host plants from Madeira to other parts of the EU could explain why E. lewisi has not spread to other EU Member States. E. lewisi is reported as reducing yield and quality of peaches and poinsettia and is regarded as a growing concern for strawberry and raspberry growers in the Americas. The Panel concludes that should E. lewisi be introduced in the EU similar impacts could be expected.

Abstract Following a request from the European Commission, the EFSA Plant Health (PLH) Panel performed a risk assessment for Atropellis spp. in the EU focusing on the risk of entry, the host range and the potential impacts. Atropellis is a fungal pathogen of several Pinus spp. in North America. The pathogen has not been reported from Europe and is a quarantine pest regulated in Annex IIAI of Council Directive 2000/29/EC on plants (other than fruit and seeds), isolated bark and wood of Pinus. The main pathways of entry considered were Pinus plants, wood and isolated bark. Given the ban of importing Pinus plants from outside Europe into the EU and the lack of information on EU imports of isolated Pinus bark, only the wood pathway was assessed quantitatively. The conclusion of the assessment of entry for scenario A0 (current regulatory situation) is that the risk of entry of Atropellis spp. is close to zero. This conclusion is expected to apply also in the case of removing the specific Atropellis regulations, because of the remaining generic Pinus requirements, as well as in a scenario with additional risk reduction options. The uncertainty associated with this assessment is relatively limited, given that all the quartiles of the estimated distribution of the number of potential founder populations are close to zero. For the North American Pinus spp. known to be susceptible and widely planted in the EU (mainly P. contorta and P. strobus), the damage observed in North America (loss of wood quality, stem deformations, mortality in young stands, environmental consequences) is expected in the EU to a similar (or higher) degree, should the pathogen be introduced. Similar impacts are expected on the European Pinus spp. known to be host of Atropellis spp. These include widespread and locally abundant species such as P. nigra, P. sylvestris and P. pinaster. There are, however, large uncertainties associated with this impact assessment due to the unknown susceptibility of several other Pinus spp. present in Europe. There is a need for research on the susceptibility to Atropellis spp. of those European Pinus spp.

Abstract Following a request from the European Commission, the EFSA Panel on Plant Health (PLH) performed a quantitative analysis of the risk posed by the Flavescence dorée phytoplasma (FDp) in the EU territory. Three scenarios were analysed, one with current measures in place (scenario A0), one designed to improve grapevine propagation material phytosanitary status (scenario A1) and one with reinforced eradication and containment (scenario A2). The potential for entry is limited, FDp being almost non‐existent outside the EU. FDp and its major vector, Scaphoideus titanus, have already established over large parts of the EU and have the potential to establish in a large fraction of the currently unaffected EU territory. With the current measures in place (A0), spread of FDp is predicted to continue with a progression of between a few and ca 20 newly infested NUTS 2 regions during the next 10 years, illustrating the limitations of the current control measures against spread. FDp spread is predicted to be roughly similar between scenarios A1 and A2, but more restricted than under scenario A0. However, even with reinforced control scenarios, stabilisation or reduction in the number of infested NUTS 2 regions has only relatively low probability. Under scenario A0, FDp has a 0.5–1% impact on the overall EU grapes and wine production, reflecting the effectiveness of the current control measures against impact. Under both scenarios A1 and A2, FDp impact is predicted to be reduced, by approximately one‐third (A1) to two‐thirds (A2) as compared to A0, but the associated uncertainties are large. The generalised use of hot water treatment for planting material produced in infected zones has the most important contribution to FDp impact reduction in scenario A1 and has high feasibility. Both increased eradication and containment measures contribute to impact reduction under scenario A2 but the overall feasibility is lower.

As requested by the European Commission, the EFSA Panel on Plant Health (PLH) Panel assessed the risk of Diaporthe vaccinii in the EU, focusing on entry, establishment, spread and impacts on cultivated and wild Vaccinium species, the principal hosts being American and European cranberry and blueberry. Several outbreaks occurred in the EU since 1956, but most were eradicated except in Latvia. The Panel considered entry via fruits and plants for planting. The risk of establishment from discarded infected berries is much lower than from infected plants for planting, of which, potted plants and cuttings pose the greatest risk, while plug plants, derived from tissue culture and grown in pest free structures, pose a low risk. Nine per cent of the EU is highly suitable for establishment of the pathogen, mostly in the SE and NE. Following establishment, the pathogen could spread naturally over short range, and by human assistance over long range. Calculations with an integrated model for entry, establishment and spread, indicate that with current regulations, over a period of 5 years, a few hundred cultivated Vaccinium plants and several thousand Vaccinium plants in natural ecosystems would contract the disease. The associated loss of commercial production is small, less than one tonne of berries per year. On natural vegetation, the median impact after 5 years was estimated to be negligible affecting a negligible proportion of the natural Vaccinium population (2 × 10-8). However, the uncertainty of this estimate was high, due to uncertainty about the rate of spread; in a worst-case scenario (99th percentile), almost 1% of plants in natural areas would become infected. Complete deregulation (scenario A1) was predicted to increase the impact substantially, especially in natural areas, while additional measures (scenario A2) would effectively eliminate the entry of infected plants for planting, further reducing the impacts below the current situation. The Panel on Plant Health performed a pest risk assessment on Radopholus similis, the burrowing nematode for the EU. The quantitative assessment focused on entry, establishment, spread and impact on tropical and subtropical ornamental host plants, the main pathways for entry of R. similis into the EU. Infested consignments are expected to enter the risk assessment area on ornamentals under all scenarios. For citrus, which is a closed pathway for entry, outdoor establishment was assessed. Establishment may only take place after successful transfer from ornamental plants to citrus production systems. This event is called ‘shift’ in this assessment, to indicate that this is an unusual transfer. It has been estimated that establishment of this nematode in the open field in the EU citrus production areas under current temperatures is possible in most parts of the citrus production area in the EU. Temperature conditions will prevent the nematode from establishing only in the northernmost citrus areas and at higher altitudes in the south. Host plants for planting originating from infested places of production (greenhouses) within the risk assessment area are considered the main pathway for spread within the risk assessment area. Under current climatic conditions, the population of R. similis is not expected to reach damaging population levels in the open field. In case of increased temperatures due to global warming, the nematode population may reach damaging levels in very few places outdoors. Currently, main impact is considered for ornamental greenhouse production in the risk assessment area. Impact will be either caused by direct plant growth reductions or loss due to phytosanitary measures applied on regulated plants. Pine wood nematode ( PWN), Bursaphelenchus xylophilus, is a threat for pine species ( Pinus spp.) throughout the world. The nematode is native to North America, and invaded Japan, China, Korea, and Taiwan, and more recently Portugal and Spain. PWN enters new areas through trade in wood products. Once established, eradication is not practically feasible. Therefore, preventing entry of PWN into new areas is crucial. Entry risk analysis can assist in targeting management to reduce the probability of entry. Assessing the entry of PWN is challenging due to the complexity of the wood trade and the wood processing chain. In this paper, we develop a pathway model that describes the wood trade and wood processing chain to determine the structure of the entry process. We consider entry of PWN through imported coniferous wood from China, a possible origin of Portuguese populations, to Europe. We show that exposure increased over years due to an increase in imports of sawn wood. From 2000 to 2012, Europe received an estimated 84 PWN propagules from China, 88% of which arose from imported sawn wood and 12% from round wood. The region in Portugal where the PWN was first reported is among those with the highest PWN transfer per unit of imported wood due to a high host cover and vector activity. An estimated 62% of PWN is expected to enter in countries where PWN is not expected to cause the wilt of pine trees because of low summer temperatures (e.g., Belgium, Sweden, Norway). In these countries, PWN is not easily detected, and such countries can thus serve as potential reservoirs of PWN. The model identifies ports and regions with high exposure, which helps targeting monitoring and surveillance, even in areas where wilt disease is not expected to occur. In addition, we show that exposure is most efficiently reduced by additional treatments in the country of origin, and/or import wood from PWN-free zones. The EFSA Panel on Plant Health performed a pest risk assessment on Ditylenchus destructor, the potato rot nematode, for the EU. It focused the assessment of entry, establishment, spread and impact on two crops: potato (Solanum tuberosum) and tulip (Tulipa spp.). The main pathways for entry of D. destructor into the EU and for spread of this nematode within the EU are plants for planting, including seed potatoes and flower bulbs. These commodities are also the main targets for the assessment of the impact. A modelling approach was used to quantitatively estimate entry, spread and impact. Literature and expert judgement were used to estimate model parameters, taking into account uncertainty. A baseline scenario with current pest-specific phytosanitary regulations was compared with alternative scenarios without those specific regulations or with additional risk reduction options. Further information is provided on the host range of D. destructor and on survival of the nematode in soil in the absence of hosts. The Panel concludes that the entry of D. destructor with planting material from third countries is small compared to the yearly intra-EU spread of this nematode with planting material. Changes in pest-specific regulations have little influence on entry of the pest as other non-specific regulation already lead to a good level of protection against the introduction of the nematode into the pest risk assessment (PRA) area. It is also concluded that the whole PRA area is suitable for establishment of D. destructor, but there is insufficient information to make a statement on the persistence of newly introduced populations in the entire PRA area. Abstract Following a request from the European Commission, in this scientific opinion the EFSA Panel on Plant Health evaluates the risk of entry into the European Union of harmful organisms associated with soil or growing medium attached to plants for planting, as commodities, and as contaminants on imported consignments. The Panel compared several definitions of soil and growing media and used, in this opinion, the current definition for growing media of the International Plant Protection Convention. In Council Directive 2000/29/EC, no specific definition of soil and growing media is provided but growing media are described in two different ways. From the soil and growing media and/or components thereof identified through extensive literature searches, the Panel distinguished eight groups of soil and growing media and assessed the probability of association of these groups with harmful organisms. A total of 207 scientific publications were reviewed by the Panel in order to identify and rate the effectiveness of options that could reduce the risk of entry of pests posed by the import of soil and growing media. A detailed description and evaluation of the requirements for soil and growing media laid down in current EU legislation on plant health and in a few other regions of the world is provided. The Panel found that the ‘prohibition of import’ is the only phytosanitary measure with a very high effectiveness and a low uncertainty. The effectiveness of the phytosanitary measures ‘pest free production site and preparation of consignment’ is rated as moderate to high with an uncertainty rated as medium to high. Although several phytosanitary measures in these categories of risk reduction options could be highly effective, EU legislation does not provide clear formulation and guidance on their implementation.

This virus is widely distributed both within and outside Europe and the same applies to its main vector, the strawberry aphid, Chaetosiphon fragaefolii. At-risk hosts (Fragaria spp.) occur widely in Europe. Plants for planting were identified as the most significant entry pathway and the probability of entry is rated as unlikely to moderately likely with high uncertainty. The probability of establishment is rated very likely with low uncertainty. The probability of local spread by natural means is moderately likely to likely, with medium uncertainty, whereas that of human-assisted long-distance spread is unlikely, with medium uncertainty. The potential consequences are rated as minimal to minor with medium uncertainty. Prohibition and restricting import or intra-EU trade to certified materials or to materials originating from pest-free areas or pest-free places of production are the options with highest effectiveness against the risks of introduction or against the risks of further spread. Prohibition and certification are also among the options of high or very high feasibility. In addition, it should be noted that the combination of options (cultural practices, certification, exclusion conditions, tolerant varieties) has an overall high to very high level of effectiveness and feasibility. The current legislation has few weaknesses: the reliance on inefficient visual inspection as well as the exceptions or derogations offered to some countries in which SMYEV is present. If the current legislation were removed, no major consequences would be expected unless the industry simultaneously ceased its widely adopted certification activity, which seems unlikely given the potential consequences.

The Panel conducted a pest risk assessment for Xanthomonas campestris (all strains pathogenic to Citrus) for the EU territory and an assessment of the effectiveness of present EU requirements against Xanthomonas strains pathogenic to citrus. The risk assessment was conducted under the scenario of absence of the current specific EU plant health legislation and the assumption that citrus-exporting countries apply measures to reduce yield and quality losses. Risk reduction options were systematically identified and evaluated. The strains of X. campestris pathogenic to citrus have been reclassified as four distinct infraspecific taxa within two species: X. citri and X. alfalfae. Only two pathovars (X. citri pv. citri and X. citri pv. aurantifolii) are responsible for the citrus bacterial canker thatpresents a major risk for the citrus industry in the EU. Seven entry pathways have been identified and evaluated. The likelihood of entry was rated unlikely for fruit, very likely for fruit plants for planting, moderately likely for ornamental plants for planting and unlikely for leaves and twigs. The uncertainty of probability of entry was rated as high. The probability of establishment was rated as moderately likely to likely with a medium uncertainty because host plants are widely present in EU areas where environmental conditions are suitable. Once established, spread would be likely with a low uncertainty. The impact of the disease, even if control measures are applied, was rated as moderate to major with a medium uncertainty. The disease would cause yield losses in areas where citrus is the main crop, increase the need for control measures and create environmental problems.The combined EU regulations have been shown to be effective in preventing the introduction of X. citri pv. citri or X. citri pv. aurantifolii in the EU, as no outbreaks of citrus canker in the EU territory have been reported.

A bstract Following a request from the European Commission, in this scientific opinion the EFSA Panel on Plant Health evaluates the risk of entry into the European Union of harmful organisms associated with soil or growing medium attached to plants for planting, as commodities, and as contaminants on imported consignments. The Panel compared several definitions of soil and growing media and used, in this opinion, the current definition for growing media of the International Plant Protection Convention. In Council Directive 2000/29/EC, no specific definition of soil and growing media is provided but growing media are described in two different ways. From the soil and growing media and/or components thereof identified through extensive literature searches, the Panel distinguished eight groups of soil and growing media and assessed the probability of association of these groups with harmful organisms. A total of 207 scientific publications were reviewed by the Panel in order to identify and rate the effectiveness of options that could reduce the risk of entry of pests posed by the import of soil and growing media. A detailed description and evaluation of the requirements for soil and growing media laid down in current EU legislation on plant health and in a few other regions of the world is provided. The Panel found that the 'prohibition of import' is the only phytosanitary measure with a very high effectiveness and a low uncertainty. The effectiveness of the phytosanitary measures 'pest free production site and preparation of consignment' is rated as moderate to high with an uncertainty rated as medium to high. Abstract Following a request from the European Commission, EFSA was asked to provide urgent scientific and technical assistance on the plant pathogenic bacterium Xylella fastidiosa. X. fastidiosa was detected in olive trees in Lecce province in Apulia, Italy, in October 2013. This is the first outbreak of X. fastidiosa under field conditions in the European Union. EFSA reviewed the host range and vectors, the pathways for entry and spread and the risk reduction options. Known hosts include many cultivated and spontaneous plants common in Europe, however a range of European wild plant species would meet this bacterium for the first time, increasing uncertainty on the host range. All xylem‐fluid feeding insects in Europe should be regarded as potential vectors of X. fastidiosa and identification of the vector in the Apulian outbreak is pending. The main entry pathway for X. fastidiosa is the movement of plants for planting. Infective vectors of X. fastidiosa transported on plant consignments are also of concern. The only route for natural spread of X. fastidiosa is by insect vectors that generally fly short distances up to 100 metres, but can be transported by wind over long distance. The movement of infected plants for planting is the most efficient way for long‐distance dispersal of X. fastidiosa. There is no record of successful eradication of X. fastidiosa once established outdoors due to the broad host range of the pathogen and of its vectors. Strategies for prevention of introduction from areas where the pathogen is present and for containment of outbreak should focus on the two main pathways and be based on integrated system approach combining, when applicable, the most effective options.

Small hive beetle (SHB) and Tropilaelaps are bee diseases considered exotic in the EU. SHBis a flying coleopteran that can be attracted to the odours of bees and bee products. In addition, SHB can survive and reproduce on a variety of ripe fruits. Tropilaelaps is an ectoparasite that does not survive long without honey bee brood and cannot fly by itself. The methodology used to assess the risk of entry of these pests in this scientific opinion was adapted from a pest risk assessment for entry used in the field of plant health. A qualitative risk assessment was performed taking into account current legislation but excluding the implementation of risk reduction options. This approach allowed the assessment of the worst case scenario for each risk factor. The risk pathways with a high risk of pest entry are ‘import of bee products (use in apiculture)’ for SHB and ‘accidental import of bees’ (unintended presence of bees in a non-bee consignment) for both pests. The other risk pathways are associated with a moderate or low risk of SHB or Tropilaelaps entry into the risk assessment area. Risk reduction options were assessed separately from the risk assessment. Examples of risk reduction options with a high effectiveness and a high technical feasibility are the use of health certificates to guarantee pest freedom of consignments and keeping consignments without honey bee brood. Options with a high effectiveness and technical feasibility were identified in all risk pathways except ‘accidental import of bees’ and ‘dispersal of the pest via natural means and/or flight’. The AHAW Panel identified the need for validated rapid detection methods and for handling and sampling of imported bees in insect-proof environments. Education and training could help to monitor the pest distribution and to prevent pest entry by improving awareness, skills and expertise.

Under current phytosanitary measures, but with voluntary certification and sanitation practices in place, consequences for carnation are minimal since no carnation crop losses have been reported in the last 25 years. The risk reduction options with best effectiveness and feasibility are those addressing the sanitary status of the propagation material. However, although the prevalence of D. dianthicola on carnation is low at present, current EU measures appear to have some potential weaknesses, particularly because of lack of details on the testing of mother plants. If the current regulation were to be removed, no major consequences or changes in the potential impact of D. dianthicola are expected provided the current general hygiene practices applied in the European voluntary certification schemes are maintained. If, on the other hand, the current legislation were removed and a voluntary certification scheme was not maintained, contamination of carnation crops by D. dianthicola is expected, with ensuing detrimental effects. Additional risk reduction options to reduce the probability of entry, establishment, spread and impact were identified. Uncertainties on the assessment are discussed.

For Finland and Sweden, protected zone under the 2000/29/EC Annex IB legislation, the probability of establishment is rated unlikely to moderately likely. Spread can occur through the activity of thrips vectors and through trade of infected hosts. The probability of spread in Member States under Annex IIAII provisions is evaluated as likely, with low uncertainty. In Finland and Sweden, spread is rated as unlikely to moderately likely, with medium uncertainty. Since TSWV may cause both yield and quality losses in a wide range of hosts, a major impact is predictable in the absence of appropriate control measures, with medium uncertainty. The risk reduction options evaluated by the Panel are those addressing either the sanitary status of the propagation material (including the provisions of 2000/29/EC Annex IIAII and Annex IB, statutory certification system and the use of voluntary industry standards) or those addressing the control of TSWV epidemic development through actions directed at the virus or at its vectors (including cultural methods to reduce crop infestation and chemical or biological control of thrips vectors). The Panel conducted a pest risk assessment for Xanthomonas campestris (all strains pathogenic to Citrus) for the EU territory and an assessment of the effectiveness of present EU requirements against Xanthomonas strains pathogenic to citrus. The risk assessment was conducted under the scenario of absence of the current specific EU plant health legislation and the assumption that citrus-exporting countries apply measures to reduce yield and quality losses. Risk reduction options were systematically identified and evaluated. The strains of X. campestris pathogenic to citrus have been reclassified as four distinct infraspecific taxa within two species: X. citri and X. alfalfae. Only two pathovars (X. citri pv. citri and X. citri pv. aurantifolii) are responsible for the citrus bacterial canker that presents a major risk for the citrus industry in the EU. Seven entry pathways have been identified and evaluated. The likelihood of entry was rated unlikely for fruit, very likely for fruit plants for planting, moderately likely for ornamental plants for planting and unlikely for leaves and twigs. The uncertainty of probability of entry was rated as high. The probability of establishment was rated as moderately likely to likely with a medium uncertainty because host plants are widely present in EU areas where environmental conditions are suitable. The EFSA Panel on Plant Health conducted a risk assessment of Didymella ligulicola (current name Stagonosporopsis chrysanthemi) for the European Union territory, identified risk management options and evaluated their effectiveness in reducing the risk to plant health posed by the organism. The Panel also evaluated the effectiveness of the present EU requirements (Council Directive 2000/29/EC) against this organism. S. chrysanthemi causes ray blight of Chrysanthemum × morifolium and is present in the EU. The Panel conducted the risk assessment considering the current EU plant health legislation in place and reached the following conclusions. The probability of entry of S. chrysanthemi into the EU on the Chrysanthemum × morifolium plants for planting pathway and the cut flowers pathway is unlikely with a medium uncertainty. The probabilities of establishment and spread of S. chrysanthemi in the EU are very likely with low uncertainties, as the host is extensively grown in the EU and the climatic conditions are suitable for infection, sporulation, spread and survival of the pathogen. The damage caused by the pathogen in the EU is currently minor because of the existing agricultural practices applied to chrysanthemum crops. No negative environmental impacts are foreseen. The effectiveness of the current EU requirement of visual inspection of host plant material in reducing the risk of introduction into, and spread within, the EU of the pathogen is low with a high uncertainty, as it is not possible to distinguish the effect of the legislation from that of the voluntary certification schemes currently used for the production of chrysanthemum plant propagation material. If the current EU regulations regarding the pest were to be removed and the voluntary certification schemes remained in place, there would be no great effect on the risk of introduction, spread and impact of S. chrysanthemi in the EU territory. The Panel on Plant Health conducted a pest risk assessment for Bemisia tabaci and the viruses it transmits, including an evaluation of risk reduction options and an assessment of the effectiveness of the special requirements linked to B. tabaci and the viruses listed in Council Directive 2000/29/EC. B. tabaci and a large number of viruses transmitted by this polyphagous insect occur in subtropical and tropical climates around the world. Five entry pathways for B. tabaci and associated viruses were identified, with the plants for planting pathway being most significant and rated for entry of insects and viruses as likely and moderately likely, respectively. The most invasive B. tabaci species and several of its associated viruses responsible for severe diseases in major European food crops are established outdoors in coastal Mediterranean regions. Because of similar climate requirements and host plant preferences, B. tabaci and associated viruses currently not present in Europe are likely to establish within the temperature limits set for B. tabaci. Trade between European Member States allows B. tabaci to reach greenhouses in northern Europe, including those in areas with protected zone status. Because of the cool climate, establishment and spread outdoors of B. tabaci is rated unlikely for northern Europe. This situation is likely to continue even under a climatic scenario with an increase in temperature of +2 °C. B. tabaci -transmitted viruses cause severe diseases with major negative impact on crop production when risk reduction measures are not used. Locally reported discharges from sewer systems (>100,000 persons connected) were used to simulate the potential microbial loads into the Göta älv river, Sweden. Using Monte Carlo simulations, the median and 95% percentile (i.e. worst case) of total microbial load from wastewater treatment plants, sewer network overflows and emergency discharges were assessed and presented for dry and wet weather conditions. Wastewater treatment plants with secondary treatment represented a major source of E. coli, norovirus, Giardia and Cryptosporidium. During wet weather, comparably high microbial loads were found for sewer overflows due to heavy rains. Substantial loads were also associated with an incident of the emergency discharge of untreated wastewater. Simulated river water concentrations of faecal indicators (E. coli, sulfite reducing clostridia, somatic coliphages) and pathogens (norovirus, Giardia, Cryptosporidium) were confirmed by river sampling data, suggesting that urban wastewater is the major microbial source for this river. In this study, we built a basic scenario for risk assessment of the introduction of Xantomonas citri (X. citri), an agent of bacterial citrus canker, through international trade activities. According to the international phytosanitary authority European Food Safety Agency (EFSA), X. citri is currently included in the European Union A1 list (quarantine pests not present in the area) of the European and Mediterranean Plant Protection Organization (EPPO). Therefore, at the moment, to counter the spread of X. citri, some pest-specific phytosanitary requirements are foreseen in the case of citrus fruit commercial activities. One possible introduction route is through some ornamental Rutaceae, which are widely cultivated in Mediterranean countries, where they are economically important and have a social impact on the employees involved and the related industries. To assess the risk of introducing X. citri, we distinguished the import and export territories and the type of import material, and formulated a basic hypothesis linked to the positive correlation between commercial dependence on citrus imports from countries of the Mediterranean Basin and potential risk of invasion. This opinion updates the information included in the previous EFSA Scientific Opinion concerning the in planta control measures for Xylella fastidiosa, with a systematic review and critical analysis of the potential treatment solutions that have been published against this pest so far. The output of this opinion focuses on the application of chemical or biological treatments on living plants. In vitro studies, hot water treatments, use of resistant varieties and vector control are excluded from the review. The use of antibiotics is not considered due to the risk of antimicrobial resistance development. The use of weakly virulent or avirulent strains of X. fastidiosa is covered in this review, although this organism is an EU quarantine plant pest and its introduction in the EU territory is banned. Experiments were recently conducted to assess the effect of application of zinc, copper, and citric acid biocomplex, of N‐acetylcysteine, and of 'diffusible signal factor' (and of its homologs). Their results showed that these control measures were sometimes able to reduce symptoms caused by X. fastidiosa. Recent experiments also showed that several species of endophytic microorganisms, some bacteriophages and inoculation of weakly virulent/avirulent strains of X. fastidiosa could offer some protection against the Pierce's disease. However, based on the reviewed results, the Panel concludes that, although several published experiments show some effects in reducing symptoms development, the tested control measures are not able to completely eliminate X. fastidiosa from diseased plants. EFSA was asked to update the 2015 EFSA risk assessment on Xylella fastidiosa for the territory of the EU. In particular, EFSA was asked to focus on potential establishment, short‐ and long‐range spread, the length of the asymptomatic period, the impact of X. fastidiosa and an update on risk reduction options. EFSA was asked to take into account the different subspecies and Sequence Types of X. fastidiosa. This was attempted throughout the scientific opinion but several issues with data availability meant that this could only be partially achieved. Models for risk of establishment showed most of the EU territory may be potentially suitable for X. fastidiosa although southern EU is most at risk. Differences in estimated areas of potential establishment were evident among X. fastidiosa subspecies, particularly X. fastidiosa subsp. multiplex which demonstrated areas of potential establishment further north in the EU. The model of establishment could be used to develop targeted surveys by Member States. The asymptomatic period of X. fastidiosa varied significantly for different host and pathogen subspecies combinations, for example from a median of approximately 1 month in ornamental plants and up to 10 months in olive, for pauca. This variable and long asymptomatic period is a considerable limitation to successful detection and control, particularly where surveillance is based on visual inspection. Modelling suggested that local eradication (e.g. within orchards) is possible, providing sampling intensity is sufficient for early detection and effective control measures are implemented swiftly (e.g. within 30 days). Modelling of long‐range spread (e.g. regional scale) demonstrated the important role of long‐range dispersal and the need to better understand this. Reducing buffer zone width in both containment and eradication scenarios increased the area infected. Intensive surveillance for early detection, and consequent plant removal, of new outbreaks is crucial for both successful eradication and containment at the regional scale, in addition to effective vector control. The assessment of impacts indicated that almond and Citrus spp. were at lower impact on yield compared to olive. Although the lowest impact was estimated for grapevine, and the highest for olive, this was based on several assumptions including that the assessment considered only Philaenus spumarius as a vector. If other xylem‐feeding insects act as vectors the impact could be different. Since the Scientific Opinion published in 2015, there are still no risk reduction options that can remove the bacterium from the plant in open field conditions. Short‐ and long‐range spread modelling showed that an early detection and rapid application of phytosanitary measures, consisting among others of plant removal and vector control, are essential to prevent further spread of the pathogen to new areas. Further data collection will allow a reduction in uncertainty and facilitate more tailored and effective control given the intraspecific diversity of X. fastidiosa and wide host range.
