The present work aims to analyze the impacts on political parties (and on democracy itself) of the ban on coalitions in proportional elections stipulated in Brazilian legislation through Constitutional Amendment 97/2017. To this end, it examines some of the most significant issues related to the subject, notably: the relationship between democracy, representativeness and parties; the majoritarian and proportional systems; and the trend towards fewer parties. In methodological terms, it relies mainly on bibliographic research. In the final part of the article, it is also supported by a quantitative survey of data provided by the Superior Electoral Court (TSE), with the aim of presenting a concrete example of an election. It is anticipated that, in addition to the barrier clause, the ban on coalitions could result in the elimination of smaller parties, compromising the logic of the representative system and the constitutional guarantee of multi-partyism and representativeness. The results show that there is a risk that the reduction in the number of parties will not succeed, and that the participation of parties representing minorities will be strangled, maintaining the presence of larger groups, less ideologically committed parties. The conclusion is that the reform introduced by the constitutional amendment needs to be further developed if the aim is to invest effectively against the reproduction of parties that are not committed to representativeness. Este trabajo busca caracterizar a la judicatura como poder representativo democrático, identificando cinco aspectos de la representación y sus modalidades. Se analiza la representación no-electiva, especialmente la ejercida por agentes gubernamentales, y se concluye que el poder judicial sí es un poder representativo, aunque su estricta identificación burocrática y la subsistencia de la concepción del enjuiciamiento como silogismo, problematizan su representatividad descriptiva. Esta dimensión descriptiva es perfectamente compatible con la independencia judicial, pero no así la concreción del diseño constitucional que la persigue mediante un sistema de designación parlamentaria para algunos de los miembros del Consejo General del Poder Judicial. The study of electoral disputes and the transformation of power structures has been notably lacking in the historiography of republican universities during the first half of the 19th century. This article delves into the experiences of faculty members elected through the vote, which played a significant role in reshaping leadership and expanding intellectual culture at Universidad del Magdalena e Istmo between 1827 and 1840. During this period, somewhat uniquely, enlightened republicans established universities at the departmental (provincial) level in what is now the Republic of Colombia. However, there has been limited examination of the trajectories and selection processes of the educated elite from the standpoint of intellectual history. This article argues that the use of the electoral mechanism, in addition to determining representativeness and the rise of representative government in universities, was a pivotal factor in the affirmation of an education and a secular power. This, on one hand, eroded the clerical influence in higher education and, on the other, displaced ecclesiastics from positions of authority. The advent of the university within the framework of representative democracy also led to the emergence of other types of intellectuals, linked to humanistic knowledge, medicine, and even military education in the navy. Methodologically, the goal is to explore the political journeys of these intellectuals who managed to enter the university in the context of electoral disputes that reshaped academic leadership roles. Los cambios sociales, políticos y culturales de fines del siglo XX han facilitado en la historiografía la comprensión y estudio de identidades colectivas previas al siglo XIX, basadas en los parámetros de solidaridad colectiva propios de la baja edad media y confrontadas con los retos abiertos en los siglos modernos. La estructura política y social de la Corona de Aragón erige Cataluña en un excelente caso de estudio desde el siglo XII hasta el colapso institucional a inicios del siglo XVIII, en el que destacan la percepción externa, la asunción interna y, de modo destacado, la representatividad y el desarrollo institucional.

The paper has as a theoretical framework the diversity management and cultural competence. It aims to identify ways of managing diversity in a public library in the interior of the state of São Paulo, establishing a theoretical reflection between this management and the development of cultural competence in the organization. The relations between the purposes of organizational planning and the actions developed by the library team, was evaluated. The importance of information and communication to promote diversity was identified, and the perception of conflicts in the library was also evaluated. Cultural diversity and cultural competence were considered in the organizational processes. The Case Study research method was applied. The findings consist of the following: the library has a management approach aligned with the goal of being a cultural reference locally for the various cultures, experiences, and subjectivities; library staff itself indicates the library's diversity perception and the importance of representativeness for the development and execution of intercultural projects; the information and communication between the library and the public assist with the commitment of diversity; the library aims to promote activities that help different social groups. The survey concluded that the development of competences at the individual and organizational levels is the solution to achieve coexistence and integration of multicultural groups. Thus, cultural competence demands actions that involve efficient information and communication flows between groups of distinct individuals; this can enhance the diversity management in organizations. Afro-Brazilian religions are important religious and cultural manifestations that allows the afrodescendant to see and build himself as a subject in a community. Umbanda, more Brazilian and mixed, is classified by some as “whitish”, but is still a way for the black subject to manifest his origin, an origin that for centuries was tried to erase, after the diaspora of coming to Brazil. Based on references from Cultural Studies, the emergence of the Templo Escolas, particularly the Templo Escola Beira Mar, in Santa Cruz do Sul - RS, is studied as quite significant, as a way of democratizing and spreading the Umbanda religion. The study was bibliographically based, also consisting of interviews and unsystematic observation. The movement, in addition to disseminating knowledge, brings visibility to historically marginalized segments of society, that is, blacks, indigenous and the poor in general. [ABSTRACT FROM AUTHOR]

Este ensayo trata de la evolución de las instituciones políticas en la civilización humana, presentando la evolución del «poder político» de la Revolución Neolítica hasta nuestros días, siguiendo los siguientes hitos: el pensamiento arcaico de la teocracia como fundamento original de la legitimidad de la autoridad, pasando a la «excepción» helénica con su democracia no-teocrática, de allí a la concepción agustiniana de la relativa autonomía de la ciudad de los hombres frente a la ciudad de Dios, preludio de la sociedad secular de la modernidad, establecida en la Paz de Westfalia. Abordamos la consolidación del liberalismo decimonónica y la reacción conservadora-autoritaria del siglo veinte, que se consolida en la pérdida de credibilidad de la institucionalidad democrática en el surgimiento de la pandemia del Covid-19. Repasamos a algunos pensadores actuales y establecemos un futuro incierto que depende de las reconversiones institucionales que se realicen en la etapa pospandemia, a partir de un decálogo de Sartori.

En octubre de 2019, el rechazo a la política económica en Ecuador impulsó la movilización de organizaciones indígenas y de otros segmentos poblacionales. El Gobierno promovió procesos judiciales contra indígenas, estudiantes y trabajadores, quienes fueron detenidos y procesados penalmente, acusados de actos terroristas. La defensa de los procesados solicitó las consideraciones de interculturalidad que el caso ameritaba, a través de una pericia de antropología cultural que permitiese comprender los elementos implícitos en los hechos relacionados con el proceso penal por sabotaje y terrorismo. El artículo aporta con un análisis antropológico, en el contexto del proceso judicial, desde una mirada etnográfica, cuya interpretación se ancla en los elementos históricos y sociales analizados, que exponen un vínculo entre la construcción y reconstrucción de la etnicidad indígena y el rechazo a políticas públicas que afectan a la economía de la población de bajos ingresos económicos.

This study reflects on the relationship between racism in Brazil and the curriculum of universities, presenting real cases of racism. The problem is that the curriculum is a social reflection, so that there is a low number of black authors, generating implications for representation. Therefore, the guiding question is: how is it possible to reduce racist acts in universities, even with a low representation of black authors? It is hypothesized that identity can be configured/reconfigured by representativeness, illustrated by antiracist speeches of some authors present in the curricula of the sociology courses, so that, even with a low number, they provide the creation of spaces for speaking and listening against racism, since they enable emancipation. The foundations are anchored in the notion of curriculum by Sacristán (2000) and Silva (1998); representativeness by Woodward (2000) and Arroyo (2015); identity by Hall (2003), as well as emancipation in the spaces of speech and listening, in the perspective of Freire (1987). This study is justified, since the incidence of racist acts affects more than half of the black Brazilian population. The methodology is bibliographic and exploratory. The general objective is to present how the theories and speeches of some authors help in the formation of black representativeness. The results indicate that it is possible to emancipate oneself in spaces of speech and listening. It is expected to produce reflections to combat racism. [ABSTRACT FROM AUTHOR]

The fragmentation of the sub-Andean Forest is worrying, both for its intrinsic value and for the ecosystem services it provides. Passive restoration is presented as an option to counteract this situation. This research presents information on the variation in the richness of the frugivorous bird community in relation to the natural regeneration time of the forest for the biennial periods I (2012-2013), II (2014-2015) and III (2016- 2017). Bird records were made at six observation points for each of the defined scenarios (early restoration, advanced restoration, and paddock), of the PNN Munchique, department of Cauca. In total, 50 species of frugivorous birds from 15 families were recorded, where the Thraupidae family represented 44% of the richness of the bird community. Of the total species, 43 were small frugivores and seven were medium and large frugivores. The richest period was III with 36 species and the lowest was I with 15. After several years of natural succession, there is evidence of a temporary increase in the richness of small frugivorous bird species, with the minority incorporation of some medium and large frugivorous species towards the end of the observation period. Este trabajo se centra en el tratamiento de la variación léxica en el ámbito de la enseñanza del español como segunda lengua. En él se revisan oposiciones diatópicas del léxico hispánico y se ensaya una nueva metodología de aproximación al fenómeno de la representatividad. El objetivo último del análisis es proponer una renovación y actualización de las ‘Nociones específicas’ del Plan Curricular del Instituto Cervantes (PCIC) incluyendo: (a) panhispanismos, (b) americanismos y (c) españolismos. El trabajo propone un nuevo índice de representatividad léxica y analiza los resultados del cálculo, comparándolos con los de modelos anteriores. Para la presentación de resultados se presenta una herramienta de acceso gratuito con mapas interactivos de geosinónimos. El estudio aporta una perspectiva lingüística plural, policéntrica y ecolingüística al inventario léxico del PCIC y compensa la restricción que supone describir el vocabulario únicamente a partir de la norma centro-norte peninsular española.

La firma del nuevo pacto contra el trasfuguismo y dos sentencias del Tribunal Supremo ponen de nuevo en cuestión la figura de la no adscripción. La posición de los partidos políticos pone el foco del problema en la alteración de la representatividad ya que los casos de trasfuguismo afectan a los partidos y a la gobernabilidad. Por el contrario, el trasfuguismo es más un problema que golpea las políticas locales y a la política local antes que a los partidos. Esa realidad no ha tenido entrada en el debate sobre la no adscripción, como tampoco lo ha tenido la realidad de comprobar que tanto los no adscritos como los trásfugas no tienen la obligación o la oportunidad de explicar ante el resto de representantes que motivos han pesado en la toma de la decisión que los convierte en trásfugas. Así, esa rendición de cuentas solo se evidencia por la exclusión o la inclusión en unas listas electorales bloqueadas y cerradas, desvirtuando así la responsabilidad interelectoral. Así se analizan los elementos que rodean la no adscripción, tales como la representatividad, la representación, el mandato representativo, los grupos municipales y el propio pacto todo ello en el gobierno local.

The present study aimed to investigate the knowledge of professors and graduate students of a public university about the meanings of the letters that make up the monogram of the LGBTQIAPN+ movement, with the purpose of fostering dialogues and debates that arouse their interest in the defense of socio- educational issues related to the Human Rights of the group's components, giving them conditions to know that each monogram represents much more than a sexual orientation or gender identity: it represents lives silenced by prejudice and homophobia. In a restricted way, the intention was to clarify mismatches and lack of knowledge about the defense of having in the monogram the inclusion of all those excluded from the socio-educational conviviality. The study was carried out through applied research (online questionnaire), with demographic variables and four questions were applied. The instrument was applied to 27 professors from a Faculty of Education, with 19 responses, and 20 graduate students in Education, with 15 responses, totaling 34 respondents. The results showed that some participants were not aware of the trait that marks the LGBTQIAPN+ group; they recognized only part of the LGBTQIAPN+ movement; the need to bring issues related to diversity to the debate and, also, clarify the constitution of the group, as well as the significance of each of the letters of the monogram. Conclusively, issues related to gender identity, sexuality, homophobia, diversity and sexual orientation require the adoption of public educational policies with broad debate and clarification on diversity and difference. Los informantes, además de ser participantes clave que condicionan la calidad de las muestras de habla, proporcionan el índice de representatividad en el caso de la elaboración de una herramienta lingüística con visos de ser de utilización pública. En los corpus de lenguas visogestuales, la recogida de las muestras de habla es visual y esta particularidad obliga a una revisión de los planteamientos de los lingüistas para salvaguardar la confidencialidad de los contenidos y la privacidad de los informantes. Nuestro estudio se centra en la adaptación a las necesidades lingüísticas y a la realidad de los informantes del corpus de lengua de signos CORALSE teniendo presente las premisas de respeto a las lenguas y los informantes establecidas por Nikolaus Himmelmann (2005) y la portabilidad de las lenguas de Bird y Simons (2003) en la descripción y difusión de los resultados.

A causa de la guerra en Siria se han multiplicado las llamadas que, desde hace varios años, se levantan pidiendo la reforma del Consejo de Seguridad. Algunos países y algunos dirigentes han comenzado a mostrar un desacuerdo más nítido que hace unas décadas tomando decisiones o haciendo declaraciones que afectan a dimensiones esenciales del mismo. Temas como la representatividad equitativa, el aumento del número de sus miembros o la cuestión del veto son algunos de los que llevan tiempo debatiéndose en ámbitos como el Open Ended Working Group o las Intergovernmental Negotiations. En este artículo presentamos, en una primera parte, una descripción de las propuestas de reforma, intentadas desde hace 25 años hasta el momento, en su afán de mejorar algunos aspectos del Consejo de Seguridad y ofrecemos, en una segunda parte, unas consideraciones finales que se desprenden de lo expuesto.

Objetivo: El objetivo de este artículo es tratar de demostrar si en la XIII Legislatura en España, la más paritaria de Europa, existe una relación entre la representación de las diputadas españolas con su participación pública a través de la formulación de preguntas orales en las dos sesiones plenarias que se celebraron.Diseño/metodología: La investigación se ha articulado en un doble enfoque. En primer lugar, la cuantificación del número de diputadas en la XIII Legislatura en comparación con las preguntas orales elaboradas por sexo y Grupos Parlamentarios a través de la información del Congreso de los Diputados y del Diario de Sesiones. Por otro lado, con entrevistas en profundidad que amplían el debate sobre la representación de las mujeres en el poder, así como su comunicación política.Resultados: Los resultados invitan a cuestionar si la representación política de las mujeres está alineada a su participación pública y la demostración de que siguen existiendo obstáculos para la participación política de las mujeres.Limitaciones/implicaciones: Se ha dejado al margen el número de mujeres que han presentado preguntas orales por grupo parlamentario, ciñéndose este artículo a la participación de las diputadas en general, centrándose en la representación por sexo y representación social y no por grupo parlamentario.Originalidad/contribución: Si bien la presencia de la mujer española en el espacio público ha ido en aumento, el demostrar su participación pública a través de la formulación de preguntas orales en las sesiones plenarias en un momento en el que España fue noticia por ser el más paritario en Europa, demuestra que el reto no sólo es que haya más diputadas, sino que puedan participar e influir. Pasar de la percepción a la realidad ofrece la oportunidad de reducir las brechas de género.

El presente articulo versa sobre la alta función pública a la luz de la reforma de la misma que en la actualidad se desarrolla en Francia, extrayendo las enseñanzas pertinentes para el caso español. El análisis se centra en responder a las siguientes preguntas de investigación: ¿debe la alta función pública parecerse a la sociedad a la que sirve? y ¿en qué medida la reforma francesa desprende buenas prácticas importables a nuestra alta función pública? Y todo ello enmarcado en la hipótesis de que una sesgada selección de altos funcionarios representa no solo un problema técnico, sino de democracia. Uno de los principales hallazgos del trabajo sugiere la importancia de la alta función pública no solo por lo que hace, sino como instrumento para que los ciudadanos, con independencia de sus recursos, puedan tener un acceso equitativo a las funciones políticas, dada la interpenetración de la alta burocracia con la política y los políticos.

El estudio de la Biología reproductiva del mangle rojo (Rhizophora mangle L.) en Puerto El Morro, Provincia del Guayas, Ecuador, tiene por objetivo determinar que la especie es hermafrodita, describiendo sus órganos reproductivos, su estado y proceso de maduración en la flor, desde capullo hasta la antesis, estableciendo las características morfológicas y tamaño de estos. Además, de clasificar el estado reproductivo con respecto a las otras especies de mangle rojo en los manglares de Puerto El Morro, que al momento mantiene pocos árboles de R. mangle florecidos y una relación baja de representatividad en los manglares de Puerto El Morro. Para tal efecto, se realizaron dos parcelas correspondientes a 0,25 ha., tanto a la entrada del canal como a la salida del canal de El Morro, lo cual permitió establecer la morfología de R. mangle, su densidad y volumen en cada parcela y en relación con las otras especies de mangles rojos presentes.

Item nonresponse occurs when sample units do not provide information on a particular variable, problem that may affect the representativeness of the sample and the reliability of the estimates. Efforts to reduce the item nonresponse rate do not necessarily improve the quality of the information. Besides the nonresponse rate, representativeness indicators can be used to measure the quality of the collected data. This paper analyzes the wage nonresponse mechanism of a household survey in Colombia and evaluates the quality of the wage information in two different periods of time (2008:4 and 2017:4). The results show a low but increasing nonresponse rate whose behavior does not seem to be associated with the set of observables considered. This result is of value since the selection of the adequate imputation method relies on the assumptions on the missing data mechanism. [ABSTRACT FROM AUTHOR]

El análisis tafonómico permite conocer el origen y las posibles causas de la preservación diferencial en restos óseos. Este conocimiento resulta de suma utilidad para abordar análisis bioarqueológicos, ya que proporciona información clave sobre los procesos de formación del registro bioantropológico y de las condiciones ambientales del pasado. Este trabajo se centra en el estudio de los procesos y agentes post-depósitacionales de origen no antrópico que actuaron en el sitio Médano Petroquímica, un sitio con entierros prehispánicos (entre 419 ± 46 AP y 363 ± 45 AP) ubicado al sudoeste de la provincia de La Pampa, Argentina. Se realizaron análisis tafonómicos en restos óseos humanos correspondientes a 19 individuos recuperados de un entierro primario simple y tres entierros secundarios múltiples. Se contabilizaron 4179 especímenes correspondientes a 1829 elementos. Los resultados muestran que los entierros múltiples fueron afectados de manera similar por las distintas variables consideradas. Aunque la meteorización fue la variable registrada con mayor frecuencia, la acción de raíces habría sido la que mayormente afectó la integridad de los elementos. Esta experiencia pretende destacar la importancia del análisis tafonómico en los entierros humanos para obtener información acerca de la influencia del ambiente en el registro bioarqueológico.

Desde el restablecimiento del sufragio universal masculino en 1890 hasta las elecciones a de 1923, las últimas de Diputados a Cortes de la Restauración, los partidos políticos dominantes en la España de la época continuaron asegurándose el reparto del poder por medio del encasillado. La práctica, aunque no era nueva, se había institucionalizado de tal manera al principio de este periodo, que su confección prácticamente reflejaba el futuro retrato del parlamento antes incluso de los comicios. Aquellos cuyo nombre apareciera en las listas del gobierno representarían con probabilidad a los distritos que, en teoría, les habrían respaldado. Ahora bien, ¿eran los candidatos encasillados aquellos a los que apoyaban y escogían las fuerzas políticas y sociales locales, y por tanto los legítimos representantes del distrito, o no? Basado el análisis en la provincial de Valencia, se procura aquí dilucidar esta cuestión de vital importancia, por cuanto que su respuesta refleja la extensión de la representatividad del parlamento durante la Restauración.

El inventario de la flora de las 59 áreas protegidas que hacen parte del sistema de Parques Nacionales Naturales (PNN) de Colombia no está completo, ya que se desconoce el número de especies y la composición de plantas que alberga. Compilamos información disponible de colecciones de herbario y literatura para establecer una lista preliminar de especies de plantas vasculares que se encuentran en los PNN. Esta lista fue confrontada con el Catálogo de plantas y líquenes de Colombia y se establecieron valores porcentuales del número de especies con respecto a las cifras nacionales. Estimamos que el inventario de la flora del sistema de PNN se encuentra en un 70 %. Lo conocido en PNN hasta el momento representa el 39.1 % de las especies de plantas vasculares conocidas para el país. El 18.2 % de las especies endémicas de Colombia y el 56 % de las especies categorizadas en algún grado de amenaza se encuentran en PNN. Planteamos el uso de estas cifras como índices de representatividad de la flora colombiana para complementar otros índices, como el de porcentaje del territorio nacional bajo conservación, y enfatizamos que los parques nacionales asociados a los Andes son los más determinantes para mejorar la representatividad de estos indicadores de la flora.

Los modos en que los sindicatos construyen sus prácticas democráticas no ha sido núcleo de gran interés historiográfico reciente. Por ello nos proponemos explorar los sentidos y los alcances de la democracia en dos sindicatos de servicios públicos de Córdoba: el Sindicato de Luz y Fuerza y el Sindicato del Personal de Obras Sanitarias, protagonistas de largos procesos de resistencia a las políticas privatizadoras. El análisis se concentra en los estatutos que regularon la vida colectiva de estas organizaciones desde la salida de la última dictadura hasta el inicio de las reformas neoliberales. Mostramos aquí distintas pautas de participación individual y deliberación colectiva sometidas a controles múltiples e indisociables del poder obrero construido en los espacios de trabajo. La relevancia del tema se vincula al papel de esa arquitectura institucional, en la resistencia a las reformas neoliberales.

Ornamental plants, in addition to beautifying, have medicinal, melliferous, entomological and environmental utility; however, the studies carried out in this group are not very representative. The objective was to evaluate the diversity and social perception of the ornamental flora present in suburban farms in Santiago de Cuba and its potential to generate goods and services at a community scale. Selected the farms, samplings were carried out to establish the composition and diversity of ornamental evaluating the Richness of Species, Dominance of Simpsons and General Diversity. Then interviews were applied to people related to the production or use of ornamental plants. 6 778 individuals belonging to 36 families, 52 genera and 57 species were found. The botanical composition was variable, tending to increase from one period to the next, being the families Amaryllidaceae, Asteraceae, Araceae and Euphorbiaceae the ones that contributed the most. The richness varied between 1 and 24 species, the highest being reported in the farm La Esperanza for both periods. The dominance values were within the established range, although de trend was to increase with the arrival of the rain, influenced by 26.31% of the species that were the most abundant. The general diversity varied between 0 and 2.7720 decreasing with the change of period; however, in Tres Palmas, La Juliana and La Sorpresa farms, values were not obtained within the established range. Human society is marked by cooperation. From the evolution of their needs, the human being incorporated this activity as a means of subsistence, in order to obtain benefits in a communitarian and plural way. The transformation of this process into what we know today as cooperativism, a movement that has at its root democratic principles and the goal of mutual development, has taken place gradually. Of European origin, the cooperative wave spread to the rest of the globe, reaching Brazil between 1960 and 1970. From the legal framework of cooperativism in our country there were numerous adaptations. The historical course, therefore, is of utmost importance to understand the movement's movement, its representativeness and form of legal and social organization. This article aims to expose the path of cooperativism in the Brazilian legal system, considering that there is a need for a multidisciplinary approach between them. The main hypothesis is that cooperativism is a major driver of development in southwestern Paraná. Through an exploratory research, conducted together with the collection of information through an interview with the Advisor of UNICAFES (Union of Family Farming Cooperatives and Solidarity Economy) Alcidir Mazzutti Zanco, it was possible to bring to light the urgencies of cooperativism in Brazil. Faced with the characteristic plurality of this movement, the lack of changes that began in the legislative sphere remained evident. Se analizó la validez ecológica de tres juegos representativos de los problemas tácticos (conservar, avanzar y margar gol), para evaluar el rendimiento de juego de 21 futbolistas sub-10. Se estudiaron los datos en función del año de categoría sub-10 de los jugadores (primero o segundo) y el nivel de pericia. El rendimiento de los del segundo año fue significativamente superior en las decisiones del desmarque (U = 33, p = .051, r = .44), y en las decisiones del pase para conservar en el juego de avanzar (U = 33, p = .044, r = .42). El nivel de pericia correlacionó significativamente con el rendimiento en las decisiones (rho = .573, p = .007) y ejecuciones (rho = .620, p = .003) del desmarque para conservar en el juego de conservar, y en las ejecuciones del desmarque para avanzar en el juego de marcar gol (rho = .480, p = .028). Los jugadores de menor pericia presentaron una frecuencia significativamente superior en la conducta “jugador espectador” en el juego de marcar gol (rho= –.521, p = .015). Se discuten los hallazgos en relación con la validez ecológica de los juegos para evaluar el aprendizaje y el talento deportivo.

El presente artículo tiene por objetivo dar cuenta de las implicancias del actuar de las mujeres de India en la arena política del país. Para ello, se describió el estado de situación actual en la región de Asia del Sur y se abordaron los antecedentes en la historia de India sobre la participación de las mujeres. La historia revela que las mujeres tuvieron un rol importante en la lucha por la Independencia y, tres décadas después de ser una nación libre, su Primer Ministro fue mujer, Indira Gandhi. Sin embargo, la participación de ellas continuó siendo baja, dado que la dominación masculina predominó en el sector político. Seguidamente, se analizaron los fundamentos y las exigencias impuestas en la Constitución Nacional del país que establecieron una discriminación positiva o cupos a fin de propiciar el involucramiento de las mujeres en los Consejos Locales o Panchayats. Finalmente, se discutió si las normativas legales lograron su cometido en cuanto a participación política de las mujeres o si aún persisten dificultades u obstáculos que impiden esta condición. En efecto, el proyecto de ley que propone la reserva de escaños para mujeres en los niveles estatal y nacional, que fue presentado en el año 1996, aún persiste sin ser aprobado. Para la elaboración del presente trabajo, se empleó la técnica consistente en el análisis de documentos, registros y material oficial y público, documentos organizacionales, intercambios académicos e informes gubernamentales.
