Kick-off EU project PREMIUM_EU: Workpackage 4; the regional development effects module (RDEM)

Nationale opgaven zoals het woningbouwbeleid, de energietransitie en klimaatadaptatie zijn vraagstukken die door regionale instanties concreet moeten worden gemaakt in samenhang met de vraagstukken van de regio zelf. De regio, het niveau tussen de gemeenten en de provincie, heeft meestal geen duidelijke bestuurlijke grens en geen formele plaats in het Nederlandse bestuur. In het proefschrift is gezocht naar de invloed van de provincie als regionale gebiedsautoriteit in een omgeving waarin diverse publieke en private partijen samenwerken en maatschappelijke organisaties hun stem laten horen. Het onderzoek is gericht op gebieden tussen grote steden waar een aanmerkelijke verstedelijking, ingebed in groen- en waterstructuren, was voorzien. Plannen en planprocessen zijn geanalyseerd, net als het handelen van de provincie in drie regio’s: de regio Rotterdam-Zoetermeer-Gouda, het gebied tussen Arnhem en Nijmegen en de regio Eindhoven-Helmond.Het proefschrift laat onder meer zien dat planologische sturing een zwakker instrument is dan financiële sturing. Na de decentralisatie van ruimtelijke ordening en landinrichting is de invloed van de rijksoverheid op regionale gebiedsontwikkeling groot gebleven. Voorts blijkt dat planconcepten in de praktijk flexibel zijn. Als de uitvoering aan de orde komt neemt het risico toe dat het planconcept uit elkaar valt. Het onderzoek toont aan dat de provincie haar rol als regionale gebiedsregisseur actiever zou kunnen invullen. De Omgevingswet zou dat mogelijk moeten maken.

This thesis aims to answer what is happening to inequality in Indonesia for the past years. This empirical research consists of two parts, first, how is the relationship between inequality and development in Indonesia along with various aggregation levels; second, whether the accessibility to basic public services is the implication of inequality. The key messages of the first part of this thesis are as follows: over the last decades relatively high economic growth in Indonesia is associated with rapidly increasing income inequality. Regional convergence of inequality across islands and provinces is driven by the fact that incomes of the rich in poor regions grow faster than those of the poor in rich regions. In other words, the middle class and especially the top incomes seem to benefit most from the economic growth dynamics in Indonesia. In relation to urbanization, our examination shows that if the current trend of increasing average agglomeration size continues, we can expect that inequality will further go up. Further, high inequality in the past will increase the subsequent growth, this high growth is then associated with high inequality in the current period. If this current inequality is too high, then the change in inequality will be positive and large enough to reduce growth in the future. In other words, the impact of high inequality in the past is associated with the slowing down economic growth and worsening existing inequality. It seems that our results support the Piketty (2014) argument that inequality keeps increasing as societies accumulate wealth. With regards to the institutional quality, the type of institutional quality plays a significant role in shaping the association with economic growth in the future. This role looks more important if we interact with the initial inequality suggesting that a combination of a certain degree of inequality and institutional quality is required to boost the economic growth. The key messages of the second part of this thesis are as follows: given the health reform promoting inclusiveness in health access and given the complexity of connecting all people including from all the relatively small islands with huge disparities in terms of income and geography, insured people behave differently than uninsured people, and within the insured group, the subsidized people behave differently from the non-subsidized people. Ex ante moral hazard exists in insured and subsidized groups. The disparity in access to electricity and its supply is high across Indonesia. Despite the fact that electrification already started more than one hundred years ago, the electrification ratio remains low and the speed of technology diffusion is slow. Population density as an internal factor and power supply availability as an external factor contribute to increasing the electrification ratio at the province level. This external factor can be translated as island barrier. Hence, the heterogeneity at the province level contributes in shaping the diffusion patterns.

Inleiding bij Innovatiewerkplaats EDRiT voor studenten die hun afstudeer onderzoek hier verrichten gekoppeld aan het thema leefbaarheid

In het proces in de Hanzehogeschool om meer en betere verbindingen te krijgen met de regio zijnde het stedelijk veld Groningen is een intern proces ingericht teneinde samenwerking te bevorderen tussen de inmiddels 100 Innovatiewerkplaatsen binnen de Hanze en de wens om te schakelen op de agenda van de regio. Om dit complexe probleem communiceerbaar te maken is door het lectoraat DCO een video gemaakt. Deze video wordt uiteindelijk geschakeld met een grootschalig subsidieprogramma voor Noord- en Oost Groningen

Op uitnodiging van Rotary Hogeland in Groningen waar vooral de meer kennisgerichte boerenstand in vertegenwoordigd is. Deze spreekbeurt is onderdeel van een offensief naar MKB in de regio en lokale overheden om te participeren in de bouw en ontwikkeling van een regionaal gericht kennis ecosysteem.

How to drive regional development using a cooperative perspective

De Regio Zwolle Monitor 2019 omvat drie pijlers: (1) ‘Staat van het bedrijfsleven’, (2) ‘Regionale kerngegevens’ en (3) ‘Ondernemen en werken in de platformeconomie’. Een pijler omvat een aantal indicatoren waarmee inzicht wordt gegeven in de ontwikkeling van verschillende facetten van de regionale economie. Elk jaar wordt in de derde pijler stilgestaan bij een specifiek thema. Onder de titel ‘Ondernemen en werken in de platformeconomie’ wordt dit jaar aandacht besteed aan de veranderingen die de opkomst van de platformeconomie teweeg brengt. Digitale platformen stellen ondernemers en werknemers voor nieuwe vraagstukken en uitdagingen. Zonder daarbij volledig en uitputtend te willen (en te kunnen) zijn, gaan we in op de betekenis van digitale platformen voor ondernemers en werknemers. Gegeven de trends en ontwikkelingen staan we stil bij de (strategische) keuzes waarvoor bedrijven mogelijkerwijs komen te staan. Ook heeft platformisering gevolgen voor de arbeidsmarkt. Werk wordt flexibeler: wat betekent dit voor de werkende? Met het schetsen van wat de opkomst van digitale platformen kan betekenen, wordt een vertrekpunt gemarkeerd voor het gesprek over nieuwe vraagstukken en uitdagingen waarvoor Regio Zwolle zich nu en in de toekomst gesteld ziet.

This paper presents an analytical and intervention model that introduces new vocabulary to explore, describe and build collective futures through shared understanding of complexities facing local and regional developments. This new vocabulary builds on evolutionary and complexity approaches applied to regional studies and is captured as a cluster emergence model that reflects interconnected dynamics of regional developments. The vocabulary and the model were developed through a systematic study of regional innovation systems and evolutionary economic geography as well broader cluster studies and the application of complex adaptive systems approach. The framework was applied to a series of case studies that offered enhanced insights into systemic developments of clusters facing increasing complexity in their contexts. The new framework allows systemic mapping of local and regional developments by capturing interconnected developments through stakeholder interviews. The introduction of new perceptions and vocabulary to describe new complexities facing local communities and economic clusters also allows new dialogue and collective sense making processes to take place. The collective sense making process is important to help stakeholders, including policy makers, deal with the increasing complexity and in their search for new horizons. The paper will present examples from the case studies to show how the new vocabulary facilitates new strategies for regional growth.

De monitor presenteert het karakter van het bedrijfsleven, regionale kerngegevens en de regionale arbeidsmarkt. De regio blinkt uit in enkele specifieke sectoren. In 2014 hebben de gemeenten Bellingwedde en Vlagtwedde (provincie Groningen) het keurmerk Cittaslow toegekend gekregen. De ambities ten aanzien van Cittaslow Westerwolde hebben beide gemeenten vastgelegd in een visiedocument. Vanaf 2015 heeft de nadruk gelegen op het werven van supporters. In 2017 heeft een evaluatieonderzoek plaatsgevonden voor de effecten die Cittaslow Westerwolde heeft gehad onder en door de supporters. Geconcludeerd kon worden dat de supporters in voldoende mate zijn geinformeerd over Cittaslow, maar onvoldoende zicht hebben op wat de gemeenten in het kader van Cittaslow van hen verwachten. Initiatieven en onderlinge samenwerking zijn nauwelijks tot stand gekomen, waardoor ook effecten op sociaaleconomisch terrein nog niet aan te wijzen zijn. In het onderzoek zijn aanbevelingen gegeven om het concept Cittaslow binnen en buiten de gemeentelijke organisatie te verhelderen, zodat belanghebbenden duidelijker weten wat hun positie en rol is binnen Cittaslow Westerwolde.
