This study was performed as part of an essential task of accumulating and developing regional human capital in the digital economy. In this age of uncertainties, risks, and scarcity of resources, regional leadership faces the task of the optimal allocation of available financial resources among strategic projects that directly or indirectly affect the development of regional human capital. The aim of this study was to develop and test the economic and mathematical method of forming the optimal portfolio of strategic projects to maximize progress towards achieving the target values of key indicators of regional development through the development of human capital using a fuzzy approach. A fuzzy model is proposed, and its objective function is an integrated index that takes into account the degrees of achievement of strategic indicators of the social and economic development of a region. The information base of the study is composed of statistical data from official information resources. The model is a fuzzy mathematical programming problem in which the uncertainty and lack of information are modeled using a fuzzy approach. The variables used for the optimization are the Boolean variables of the inclusion of a project in a particular investment area at a certain point in time in a project portfolio. The transition from a fuzzy optimization problem to a crisp one is performed by setting confidence levels for the objective function and constraints. The choice of a certain confidence level allows, to some extent, one to take into account the uncertainty, which in turn affects the structure of the investment allocation. For the Primorsky Region, an example of the formation of an optimal portfolio of projects is considered by each year of a given planning period, which allows for maximum progress towards achieving the targets of development for the region.

The research is made as part of the actual scientific and practical task, which is the accumulation and development of human capital in Russian regions. In conditions of risk and limited resources, the regional management is faced with the problem of optimal financial resources distribution concerning the human capital development and improving the life quality. The purpose of the research is to design and test on the example of Primorsky region a dynamic optimization model for the financial resources distribution in the areas of investment in human capital. The multi-period economic and mathematical model describes in recurrence dependencies format the influence of volumes and structure of state and private investments on regional human capital. The target function of the model is an integral indicator showing how targets in regional human capital were reached. The model is one of the math programming tasks, and optimization variables are the shares of the investment resources distribution by investment areas and years. In terms of practice the proposed model is a management tool to find the optimal structure for distribution of investments in human capital by investment areas and time periods. Based on the results of modeling and numerical calculations on the example of Primorsky region in dynamics over the years, the investment structure advancing as much as possible get the human capital targets was proposed and described. It is concluded that in the long term, a more equable investment structure in areas will contribute to the achievement of targets: along with education and healthcare, it is advisable to increase investments to other areas, principally to national politics, national security, public order protection, and social policy.

We conducted two studies to investigate the contingent role of regional human capital quality (i.e., the knowledge, skills, and abilities of the collective workforce in a region) in the relationship between firm-level human resource (HR) practices (i.e., practices focusing on employees’ human capital development) and firm performance in China. Drawing upon human capital theory, we hypothesized that the human capital–enhancing HR practices and regional human capital quality have a substitutive effect on firm performance. Study 1 uses a World Bank survey of 9,125 firms in 30 provinces. We found that the human capital–enhancing HR practices relate more strongly to firm performance when regional human capital quality was lower than when it was higher. Study 2 used a sample of 203 firms across seven provinces. We found similar results. We further hypothesized and found that the substitutive effect of regional human capital quality was stronger when a firm adopted an innovation strategy. Our findings provide new evidence for the contingency perspective of strategic HR management and highlight the importance of matching HR practices with local labor quality conditions and the business strategy of the firm. Устойчивый экономический рост требует опоры на университеты, являющиеся стратегическим ресурсом в наращивании человеческого капитала региона. Разрыв между регионами в уровне благосостояния и качества жизни снижает привлекательность территории для проактивной молодежи, рассматривающей регионы как пространство возможностей с целью получения высшего образования, развития профессиональных траекторий и социальной жизни. Такая ситуация провоцирует отток лучших абитуриентов вузов от периферии к центрам притяжения. Актуальным является исследовательский вопрос, как качество региональных вузов связано с притоком абитуриентов и удержанием молодых специалистов, что в перспективе поддерживает развитие промышленных предприятий в регионе. Научный интерес представляет изучение межрегиональной мобильности абитуриентов и выпускников университетов. Предложены подходы к оценке мобильности на основе анализа данных опросов абитуриентов и выпускников как агентов социально-экономических изменений региона, дополненных статистическими данными (Мониторинг эффективности вузов РФ, Росстат). Для обработки информации использованы методы классификации, сопоставления данных. Результаты исследования показали, что в Уральском регионе центрами притяжения для абитуриентов из других регионов являются вузы Свердловской и Тюменской областей (приток российских абитуриентов в регион за 2015-2019 гг. составляет 4,1 % и 13,2 % соответственно). В то же время крупнейшие вузы региона с высоким потенциалом предоставления качественного образования обеспечивают подготовку кадров для него (до 87 % выпускников УрФУ из числа трудоустроенных работают в Уральском регионе). Результаты могут быть использованы для совершенствования деятельности вузов и служб занятости в части разработки инструментов привлечения и удержания проактивной молодежи, доработки механизмов изучения послевузовской миграции с целью улучшения привлекательности территорий. Universities, comprising a strategic resource in building up a region's human capital, play a key role in ensuring sustainable economic growth. For proactive young people seeking opportunities to obtain higher education, develop professional trajectories and enhance their social connections, Russian regions lacking such facilities are seen as less attractive. This situation provokes an outflow of the most promising university candidates from the peripheral regions to the various centres of attraction. Thus, a relevant research question concerns the relationship between the quality of regional universities and the retention of young specialists, who may be expected to support the future development of industrial enterprises in the region. The assessment of interregional mobility carried out by the present study is based on an analysis of responses from applicant and graduate surveys supplemented with statistical data (Monitoring the Effectiveness of Russian Universities, Rosstat). In order to process this information, classification and data comparison methods were used. The results of the study showed that the Sverdlovsk and Tyumen oblasts are the primary centres of attraction for university entrance candidates from other Russian regions to the Urals, with the inflow of such applicants to these oblasts comprising on average 4.1 % and 13.2 %, respectively, of 18 year olds enrolling in these institutions during the 20152019 period. At the same time, the largest universities provide relevant training for the region's industrial base (up to 87 % of employed Ural Federal University graduates work in the Ural Region). The research results can be used to enhance the activities of universities and employment services in terms of developing tools for attracting and retaining proactive youth, improving the mechanisms for studying postgraduate migration in order to increase the region's attractiveness.

В настоящее время состояние человеческого капитала все в большей степени предопределяет темпы экономического развития и научно-технического прогресса. Человеческий капитал является системным социально-экономическим явлением, которому присуща определенная структура как совокупность составных элементов и отношений между ними, среди которых можно выделить капиталы образования, профессионального обучения, здоровья, информации, мобильности, воспитания и др. В статье рассматриваются вопросы качественной и адекватной условиям региональных социально-экономических систем оценки уровня развития регионального человеческого капитала. Дается краткая характеристика четырех основных методов, используемых при оценке регионального человеческого капитала – представительный, индексный, затратный и доходный. Предлагается при разработке комплекса индикаторов оценки человеческого капитала региона использовать систему сбалансированных показателей (ССП), отражающую ориентацию на достижение целевых установок регионального развития в контексте обеспечения воспроизводства человеческого капитала территории., At present, the state of human capital increasingly determines the pace of economic development and scientific and technological progress. Human capital is a systemic socio-economic phenomenon, which is characterized by a certain structure as a set of constituent elements and relations between them, among which one can distinguish the capitals of education, vocational training, health, information, mobility, education, etc. The article deals with the issues of qualitative and adequate assessment of the level of development of regional human capital to the conditions of regional socio-economic systems. A brief description of the four main methods used in the assessment of regional human capital – representative, index, cost and income-is given. When developing a set of indicators for assessing the human capital of the region, it is proposed to use a system of balanced indicators (SBS) that reflects the orientation towards achieving the goals of regional development in the context of ensuring the reproduction of the human capital of the territory.
