- Abstract
Both the redistribution of resources and the efficient provision of public goods and services are undoubtedly two of the main functions of the public sector in today’s market economies. The success of the policies developed to perform these functions requires both the availability of sufficient financial resources and the best possible use of funds allocated. In this sense, the efficiency of public spending is an essential element in assessing the quality of public finances. This is particularly relevant for regional governments, as the resources that must finance their competencies do not depend exclusively on their own taxes, but also come from horizontal and vertical transfers. After setting out the fundamentals of this issue, in this paper we use the Spanish Autonomous Communities as an illustrative case study. The results obtained show that ignoring the fact that the levels of harnessing of each euro allocated may be different for each policy, period and autonomous community not only prevents the full use of the resources taken from society, but also violates the principle of horizontal equity in the financing of public services, based on the territory in which citizens reside, pay their taxes and receive their public spending benefits., Tanto la redistribución de recursos como la provisión eficiente de bienes y servicios públicos constituyen sin duda dos de las principales funciones del sector público en las economías de mercado actuales. El éxito de las políticas desarrolladas para realizar estas funciones requiere tanto disponer de recursos financieros suficientes como hacer el mejor uso posible de los fondos asignados. En este sentido, la eficiencia del gasto público constituye un elemento esencial a la hora de evaluar la calidad de las finanzas públicas. Esto es especialmente relevante en el ámbito de los gobiernos regionales, en la medida que los recursos que deben financiar sus competencias no dependen exclusivamente de sus propios impuestos, sino que proceden además de las transferencias horizontales y verticales de los sistemas de nivelación fiscal. Después de exponer los fundamentos de esta cuestión, en este trabajo usamos como caso de estudio ilustrativo el de las comunidades autónomas españolas. Los resultados obtenidos muestran que obviar que los niveles de aprovechamiento de cada euro asignado pueden ser distintos para cada política, periodo y comunidad autónoma no sólo impide un aprovechamiento pleno de los recursos detraídos de la sociedad, sino que vulnera el principio de equidad horizontal en cuanto a la financiación de los servicios públicos, por razón del territorio en el que los ciudadanos residen, pagan sus impuestos y reciben sus prestaciones de gasto público.

The study of data on access to funding constitutes a support and monitoring tool for the entities funding providers, as well as being an important piece of information about the economic growth of the area: we are faced, therefore, with a snapshot of the entrepreneurial initiative and industrial structure of the territory. The report aims to delve into some aspects of the companies in Friuli Venezia Giulia that have had access to specific regional or European funding (H2020 or FP7) for activities related to innovation, research and development. The analyses presented in this report were conducted thanks to Innovation Intelligence FVG (I2FVG), an integrated platform that test and validate a new approach to collecting, filtering, processing and querying data from capital firms in the Friuli Venezia Giulia region. This tool was entirely developed by Area Science Park together with its partners.

The Spanish Constitution of 1978 shares the power between the State and the Autonomous Communities. Over the past three decades, the principle of this "compound state" has become reality. A large amount of social, economical or environmental responsabilities have been transfered to the autonomous communities, which have built strong peripherical powerships. In this general frame, the article analyses the last period (2004-2010) of the commmunitie’s political emancipation and hightlights president Zapatero’s strategy at two different (and interconnected) levels : from one part, the renewal of the « statutos » (the fundamental law governing autonomous communities) ; from the other part, the choice of criterias ruling the distribution of regional financement. This long and conflictual process gives the opportunity to reconsider the question of the spanish institutional and territorial organization through the concept of fragmentation.

11. From Local Roots to Global Screens: Shane Meadows' Positioning in the Ecology of Contemporary British Film.

This article provides a case study of the ecology of British independent film, as illustrated through the continuing career of Shane Meadows. I focus on the intersection between the practices of economic independence and creative independence, ameliorated by low-budget, local films that exploit festival showcasing and critical buzz to achieve international exhibition in a range of markets. While Meadows' earlier films exemplify the reliance on television funding that has characterised British and continental European cinema since the 1980s, and the emerging significance of regional and Lottery-based funding in the 1990s, they also correspond to the local/international model of much low-budget European realist art cinema, best identified with the Dogme 95 films or those of the Dardenne brothers. Yet since Once Upon a Time in the Midlands (2002), Meadows has deviated from the established trajectory of recognised British auteurs, Mike Leigh and Ken Loach, instead utilising co-production funding to reduce his budgets to ensure maintaining artistic control. Akin to post-Dogme rule-based production manifestoes such as 'Industrial Film DK', Meadows has developed and revisited his own rules: film what you know - focusing on a particular local community, localised identities, and restricted locations - in addition to improvisational approaches to acting. Since the Lisbon Process, the EU has changed its function from a mere economic common market into a social union. The EU addressed its future policy also to sustainability with increasing employment and better jobs, and greater social cohesion. That implies the acknowledgment of social inclusion and solidarity. The key words are convergence and improving competitiveness. The EU's regional policy therefore addresses less developed regions. Furthermore, leaving the existing regional disparities in place would lead to unwanted migration: the less developed regions would be deprived through the brain drain and would lack a qualified workforce for their own future investments and for economic progress. On the other hand, migration to highly developed centers would increase traffic problems and housing prices. This situation was essentially apparent after the enlargement to include the central and eastern former socialist states, which are the poorest states in the EU. Aside from improving the GDP of the poorer countries, there are some other objectives, like improving education and employment or regional cooperation. The Europe 2020 strategy again changed the targets, with concrete objectives to fight climate change and achieve higher employment rates. To improve the results, EU funding no longer addresses the central states but involves regional and local partners. The aim is to increase the chance of engaging citizens in their own affairs and adopting tailor-made strategies (Hübner 2005). The question then is whether these goals have led to a harmonious development of convergence in Europe. Despite some successes, there are doubts, because we face welfare chauvinism and eroding solidarity between the rich and the poor regions. Furthermore, political reactions to the budget crisis have counteracted the EU's convergence policy objectives.

La financiación autonómica constituye un tema clave, que en este trabajo abordamos desde la perspectiva de la Comunitat Valenciana y del desarrollo de su poder normativo sobre el Impuesto de Sucesiones y Donaciones. Tomando como punto de partida los distintos modelos de financiación autonómica y el Estatuto de Autonomía de la Comunitat Valenciana de 1982, se analizan comparativamente las previsiones actuales de éste en relación con su primigenia redacción, así como la capacidad normativa sobre los tributos cedidos en el marco del vigente modelo de financiación instaurado por la Ley 22/2009. El Impuesto sobre Sucesiones y Donaciones, fuertemente contestado a nivel social en la actualidad, polariza nuestras reflexiones acerca de cuál es el uso que la Comunitat Valenciana ha realizado de su potestad de normar, al objeto de determinar si realmente se han alcanzado los objetivos pretendidos en términos de corresponsabilidad fiscal, a la luz de los principios constitucionales de autonomía financiera, suficiencia financiera y solidaridad, que presiden la ordenación de las Haciendas territoriales., Spanish regional funding constitutes a relevant matter, which is dealt with in this paper from the perspective of the Valencian Community and its legal regulation on the Inheritance and Gift Tax. Taking as a starting point the different models of regional funding and the Valencian Community Statute of Autonomy of 1982, a comparison between the original and the current content is made, together with an analysis of the capacity to regulate on the transferred taxes, delegated by the State on the Autonomous Communities in the context designed by Act 22/2009. Moreover, the study focuses on how the Valencian Autonomous Community has exercised this legal power, regarding the Inheritance and Gift Tax (strongly discussed by the public opinion nowadays). The objective is to determine whether the "joint responsibility" has been achieved, in the light of the constitutional principles of tax autonomy, tax sufficiency and solidarity that inform the regime of the Regional Tax Administrations.

In this document we report the analysis of photonics ecosystems in their regional economic context. Activities were based on smart mapping (not exhaustive, but targeted) regarding the RIS3 policies of different regions, including the consortium partners' regions, but not limited to that ones. We also performed a report on regional and/or national investments in healthcare, pharmaceutical, agricultural and food industries as well as on European funding (considering also other funding schemes than H2020 such as European Structural and Investment Funds) related to photonics, with a priority given to the same 4 application areas. We then identified clusters, organisations and networks related to photonics, to other KETs or to other market areas and close to EPRISE target market, in each region or country.

На сьогоднішній день у сфері освіти України існує велика кількість проблем. Основні із них пов’язані з недостатнім фінансуванням і надмірною гуманітаризацією освіти. Вирішити їх держава намагається за рахунок можливостей регіонів. І в цьому немає нічого незвичайного. Саме з поділом на загальнодержавний та регіональний рівні працюють навчальні заклади (далі – НЗ) в інших країнах. Так, наприклад, у США взагалі відсутня загальнодержавна система освіти. НЗ усіх рівнів, крім військових академій, непідвідомчі федеральному уряду. В Україні законодавство не містить заборони на здійснення керівництва НЗ органами місцевого самоврядування. Територіальна громада села, селища чи міста, обласна рада мають право виступати засновниками НЗ та здійснювати відносно нього організаційно-господарські повноваження на основі відносин власності.

In the first part of the thesis there is described the fiscal federalism, fiscal decentralisation and general discussion about regions, their origin, funding and more. In the second part there are described chosen regions, which were used in the analysis. The main part of this thesis concerns the analysis of the relation between regional budget and chosen regional indicators by the usage of method of correlation coefficient.

La Constitution espagnole de 1978 inscrit l’organisation des institutions dans le cadre d’un partage entre les prérogatives de l’Etat et celles des communautés autonomes. Au cours des trois dernières décennies, le principe fondateur de cet « Etat composé » (Estado compuesto) est devenu réalité. De vastes pans de compétences ont été transférés de l’Etat vers les autonomies et des pouvoirs régionaux « périphériques » ont vu le jour. L’article étudie précisément la dernière phase d’émancipation politique des autonomies mise en œuvre par le Président Zapatero en 2004 à travers deux objets clés : le renouvellement des statuts qui régissent certaines communautés autonomes, notamment les plus peuplées et les plus prospères dans le pays ; et la négociation relative aux règles de partage des fonds étatiques consacrés aux autonomies (la réforme de ce que l’on nomme là-bas la financiación). Ce processus, éminemment long et conflictuel, et aujourd’hui clos par voie judiciaire. Il a créé un débat politique très clivé, au sein duquel les nouvelles logiques d’organisation politiques et territoriales peuvent être relues au prisme du concept de fragmentation. 19. Horizontal Inequity in Access to Healthcare Services and Educational Level in Spain

The aim of this study is to measure horizontal equity in the use of healthcare services in Spain, proposing two methodological innovations. First by defending it as equality of access for equal need, irrespective of educational level, unlike the prevailing methodological approach to horizontal equity which relates it to income. Second, by estimating it by means of the slope index of the inequality of characteristics, analagous to the inequity index proposed by Kakwani, Wagstaff and van Doorslaer (1997; HIWV) but presenting some methodological advantages, the greater robustness of the data available on educational level than of those on income, and the possibility of isolating the net effect of the educational level on the use of healthcare by controlling for other variables. The methodology is designed in three parts: (1) estimation of the relationship between the educational level and the use of healthcare services by means of a model of the likelihood of demand for healthcare services, commonly used in the literature; (2) estimation of the relationship between educational level and health by approximating a production function of individuals' health according to their personal characteristics and other factors conditioning health; and (3) estimation of the slope index of inequality as a measure of horizontal inequity, using educational level instead of income as the criterion for ranking individuals. The data base used was a sample of 55,598 observations from the Survey of disabilities, handicaps and state of health of 1999, carried out in Spain. No significant statistical association was found between educational level and use of healthcare services. On the other hand, the relationship between educational level and health, with the three proxy variables used (perception of health, days of limitation and number of chronic illnesses) shows a positive correlation, i.e. an increase in educational level is associated with a greater probability of enjoying better health. Horizontal inequity, measured by the proposed slope index of inequality, gives a range of statistically significant values between 13.91% and 9.40%, depending on cases, i.e. the significant inverse relationship between state of health and educational level is not reflected proportionally in healthcare use, implying that, with greater need, the access of individuals with a lower educational level to public healthcare services is the same as for the rest. These results suggest that the educational level may be a variable to consider when characterizing the healthcare needs of a population in a defined geographical area, at least from the normative characterization of horizontal equity proposed

První část práce se zabývá teoretickými poznatky k danému tématu, na kterou následně navazuje druhá část práce zabývající se hospodařením vybrané příspěvkové organizace. Poslední část práce se zabývá návrhy a opatřeními vedoucí ke zlepšení hospodaření dané organizace., The bachelor thesis focuses on the evaluation of the management of the contributory organization, which is in this case the Primary School and Nursery School in Dolní Radechová, township Náchod. The first part of the thesis deals with the theoretical knowledge about the given topic, followed by the second part of the thesis dealing with the management of selected contributory organization. The last part of the thesis deals with proposals and measures leading to the improvement of the organization's economy.
