The Yangtze River Economic Belt is a coordinated development belt linking the east, middle and west regions to promote the high-quality development of the upper, middle and lower reaches of the Yangtze River, it is beneficial to reintegrate agricultural resources, defuse risks and make agricultural economy develop in high quality. Based on the panel data of the Yangtze River Economic Belt from 2012 to 2021, the evaluation system of agricultural economic resilience in the Yangtze River Economic Belt was established, using the methods of entropy value and obstacle degree model, this paper analyzes the influencing factors of agricultural economic toughness and clarifies its spatio-temporal difference. The results show that agricultural economic resilience is on the rise from 2012 to 2021, and the spatial clustering model of agricultural resilience is mainly “H-H” or “L-L”; risk resistance and reconstruction innovation capability are the main obstacles. In order to enhance the agricultural economic resilience in the Yangtze River Economic Belt, we should formulate the agricultural development strategy, strengthen the agricultural infrastructure construction and increase the government support. This study aims to provide a comprehensive bibliometric analysis covering the common areas between artificial intelligence (AI) applications and research focused on local or regional contexts. The analysis covers the period between the year 2002 and the year 2023, utilizing data sourced from the Web of Science database. Employing the Bibliometrix package within RStudio and VOSviewer software, the study identifies a significant increase in AI-related publications, with an annual growth rate of 22.67%. Notably, key journals such as Remote Sensing, PLOS ONE, and Sustainability rank among the top contributing sources. From the perspective of prominent contributing affiliations, institutions like Duy Tan University, Ton Duc Thang University, and the Chinese Academy of Sciences emerge as leading contributors, with Vietnam, Portugal, and China being the countries with the highest citation counts. Furthermore, a word cloud analysis is able to highlight the recurring keywords, including "model", "classification", "prediction", "logistic regression", "innovation", "performance", "random forest", "impact", "machine learning", "artificial intelligence", and "deep learning". The co-occurrence network analysis reveals five clusters, amongst them being "artificial neural network", "regional development", "climate change", "regional economy", "management", "technology", "risk", and "fuzzy inference system". Our findings support the fact that AI is increasingly employed to address complex regional challenges, such as resource management and urban planning. AI applications, including machine learning algorithms and neural networks, have become essential for optimizing processes and decision-making at the local level. The study concludes with the fact that while AI holds vast potential for transforming local and regional research, ongoing international collaboration and the development of adaptable AI models are essential for maximizing the benefits of these technologies. In the context of accelerating global metropolitan development, industrial ecology, public transportation, and land use synergize to become crucial pillars supporting the advancement of world-class cities. Paris, as one of the significant urban areas in Europe, holds important reference value for its development model, achievements, and experience. By employing methods of comparative research, data analysis, and summarization, this paper conducts an analysis of the multi-dimensional development trajectory and impact in the Paris region. It examines various aspects including multi-industry development, transportation services, and mixed land use. The aim is to extract key insights for enhancing the quality and efficiency of industrial land in Shanghai. These findings reveal that: (1) Striking a balance between industrial space and ecological space is crucial for improving industrial development quality, optimizing industrial structure, and fostering coordinated economic-environmental development. (2) Prioritizing public transport, slow traffic, and static traffic within a network traffic pattern while implementing multiple measures to enhance traffic accessibility are pivotal factors contributing to Paris’s high-quality development success. (3) Housing and public spaces serve as powerful policy guarantees for facilitating high-quality urban development. The global economic crisis of 2008-2013 led to the emergence of the concept of resilience, which focuses on the ability of socio-economic system store cover socially, economically, and environmentally after external impacts. The COVID-19 pandemic spurred scholarly interest in regional resilience as a new conceptual framework for the sustainability theory. This paper aims to examine the influence of the pandemic on the trends and geography of regional resilience studies. We analyzed data derived from Science Direct and used VOSviewer to perform clustering and bibliometric network analysis. The countries that suffered the most from the pandemic and showed the largest regional socioeconomic disparities have become new centers of knowledge on regional resilience. Moreover, the pandemic has led to a visible shift in the research focus. Thus, after 2020, more attention has been paid to the structural and topological characteristics of regions that enable them to reorganize their resources more effectively in times of crisis. Modern multipolar world subject to economic and financial crises requires the creation of a new model of interaction and cooperation. The goals and priorities for economic systems development at the level of states and regions have recently undergone major changes. Under the leadership of the President of the Russian Federation Vladimir Putin, the development plans of the constituent entities of the Russian Federation are constantly revised depending on the current situation in the regions. In the modern sphere of regional policy, the task of ensuring sustainable development of the economic systems of the territories is becoming more and more urgent. Public administration bodies and scientific and expert communities pay more attention to the issues of state regional policy and its constituent part such as regional economic policy, which should ensure the interrelation of regional priorities of the country with the concepts, long-term strategies, and medium-term programs of socio-economic development at the regional level. The formation of effective mechanisms for Russian economic policy implementation at various levels of government requires special attention. Insufficient clarity of state policy objectives in individual subjects makes it difficult to determine strategic development priorities and reduces the forecasts effectiveness. In this regard, the study of the regional socio-economic development processes in modern Russia is relevant both in theoretical and practical terms and necessitates the improvement of scientific support for the mechanisms of forming and implementing modern effective regional economic policy. It is necessary to work hard on its adaptation in order to form long-term programs of the country’s socio-economic development. The basic thesis of the study is that the regions are the center of forming effective economy in Russia at any stage of its development. The purpose of the study is to develop the theoretical foundations for forming regional economic policy of the constituent entities of the Russian Federation and to develop practical recommendations to improve the effectiveness of its implementation in modern conditions.

The educational services sphere of Stavropol Krai occupies a significant place in the Russian economic sector development, as its main task is to meet the needs of the region, which is currently receiving special attention from the state, in qualified personnel. It is the end result of the functioning of the sphere that is a reliable foundation for human resources formation in this constituent entity. The role of education and human resources in the development of the regional economy of Stavropol Krai has been considered. The influence of the educational system on qualified specialists training necessary for sustainable development of the regional economy has been analyzed. The main trends and challenges related to education development in the region have been studied, and practical recommendations for optimizing educational programs and improving the quality of training offered. Particular attention has been paid to the issues of training highly qualified personnel and creating favorable conditions for their retention in the region. The influence of the human factor on educational services development in the region by means of SWOT-analysis has been considered. The purpose of the study is to develop institutional tools for the human factor development in the educational services sphere. The objective of the study is the identification of forms and issues of human factor development in the sphere. The research methodology is represented by institutional analysis and statistical method, SWOTanalysis is also applied. The results obtained can be used for forming and implementing a strategy for improving the education system in order to increase the region’s competitiveness.

Introduction. In the new economic conditions caused by the sanctions pressure, the Russian economy needs new sources of growth. Economic specializations in Russian regions, which are understood as prospective sectoral priorities and types of economic activity, can act as a source of revitalizing economic dynamics revival. Geopolitical turbulence and the associated focus on the development of the domestic market have led to additional attention from researchers and experts to the study of the economic specializations of Russian subjects. The objective of this study is to substantiate the development of economic specializations in the regional economy, acting as a condition for its growth. Materials and Methods. Using the materials of the Vologda Region, the export-oriented region of the Northwest, the list of economic specialization, the development of which is promising from the point of view of long-term economic growth, was formulated. The main sources of information are Rosstat data and input-output tables for the Vologda Region. The economic specializations for the region are primarily based on studies that focus on identifying and developing economic specialization in Russian regions. The use of input-output modeling methodology has allowed to determine the impact on the regional economy of extending the value chain in the timber industry due to increased domestic demand for wood products. Results. Based on the analysis of the dynamics of industrial production in the Vologda Region, it was revealed that the Vologda Region is among the regions that have felt the impact of the sanctions. Вased on the approaches of the authors engaged in the search for promising economic specializations of the region, it is established that the timber industry and tourism can act as such. The results of the input-output modeling are shown that stimulating consumer demand for woodworking products has a significant impact on the growth of a region’s economy. This demand is driven by the needs of the tourism sector. The calculations were performed in determining the significance of promoting projects for the development of hotels utilizing CLT panel-based technologies in the region. Discussion and Conclusion. In the study, it was determined that stimulating demand for the production of deep processing of wood (houses from CLT panels) would have a significant impact on the growth of the regional economy, ensuring an increase in the production of goods and services, the wage fund and the number of employed. It was also shown that the development of proposed economic specializations in the Vologda Region is promising and allows for the concentration of added value within the region, which is particularly important for the development of the domestic market. For the regional authorities, the interest lies in the possibility of obtaining a quantitative assessment of the development of economic specializations on their territory, which can be used by them in the improvement of economic policy.

This paper examines the theoretical foundations and provisions for the formation of balanced economic growth and development of the region considering its territorial, socio-economic, resource, and structural features and using the Republic of Tatarstan as an example. The paper analyses the theoretical and methodological apparatus proposed by scientists and specialists in ensuring the economic growth and development of the region. The purpose is to identify the main risks, factors and problems in the economic sectors of the Republic of Tatarstan, which to one degree or another are capable of influencing the processes of forming the balanced economic growth and development of the region. Based on the analysis, the paper identifies common problems for the regions and formulates the main directions for improving the economic situation in the region, and also submits for consideration the authors’ model of interaction between enterprises, state and municipal entities in order to reduce the negative impact of previously identified threats and problems, which considers new global challenges, transformations and restructures in economic processes associated with the introduction of restrictive measures, political isolation, various economic sanctions, and with the unresolved internal problems in the field of the economic growth and development of the Republic of Tatarstan.

The study reveals the results of consideration of problematic issues reflecting the choice of scenario options for the sustainability of technological development of regional industrial complexes. The methodology of application of modular models under study provided an opportunity to identify the goal orientation and key aspects of the sustainability of technological development at the regional level. Among the specific features of the methodology under consideration, it is advisable to include: a set of parameters of technological development; substantiation of the essential features influencing the formation of a model of technological development of a regional industrial complex based on a scenario-modular approach. The considered features provide an opportunity to specify the fundamental principles of the classical theory of sustainable development in the context of insufficiently researched issues of the regional economy. In the process of methodological application of the methodology under consideration, a scenario-modular approach is justified, aimed at achieving the goals of sustainability of technological development and expressed in the formation of predictive scenarios of technological development based on local modules, various combinations of which allow synthesizing all possible scenarios. The advantages of the scenario-modular approach include: the achievability of standardization of technological development; identification of the integration nature of technological development; designing a predictive option for investing resources in technological development; substantiation of a scenario modular model. The given model makes it possible to: streamline the structure of products; systematize technological processes and management procedures.

Objective: to provide a comparative assessment of the use of artificial intelligence technologies by organizations in the context of Russian regions and to identify determinants of their dynamics. Methods: descriptive statistics, histogram, grouping, principal component method, panel data models. Results: an absolute trend of recent years is to study and implement artificial intelligence technologies in many economic, industrial processes and social life. The article analyzes the trends in the application of artificial intelligence technologies in the Russian regions. The comparative analysis of regions by the level and growth rate of artificial intelligence technologiesuse by organizations showed that the regions were heterogenous by the dynamics of this indicator in 2020-2022. The regions were divided into four groups: above average and below average level in Russia. Econometric modeling based on the method of principal components gave grounds to unite the determinants of the use of artificial intelligence technologies into four components. Panel data fixed-effects models showed a significant impact of the component, characterizing the state of human capital, the level of economic development, and innovation activity of organizations in the region. Scientific novelty: for the first time an attempt was made to provide a comparative analysis of Russian regions by the level of artificial intelligence technologies use by organizations and to find the determinants of its change. Practical significance: the heterogeneity of regions in terms of the artificial intelligence technologies use by organizations was substantiated, as well as a great impact of the specific characteristics of regions, which should be taken into account when building a national policy of artificial intelligence development.

The purpose of the work is to assess the role of digital technologies as a strategic factor in regional development from the point of view of the theory of strategy and strategizing methodology of academician V. L. Kvint. The problems of formation, development and measurement of processes associated with the digital economy are described. The analysis is based on the concept of three levels of development of the digital economy and digital inequality of regions. Analysis of static data for the regions of the Russian Federation on indicators characterizing the level of Internet accessibility and use of digital technologies, the results of calculations using various multifactor methods allowed the authors to substantiate the need to create a comprehensive methodology for assessing the level of penetration of digital technologies into the regional economy for strategizing purposes. Understanding the mechanisms for the transition of the availability of digital technologies into economic indicators of regional growth will make it possible to use the opportunities of digitalization to ensure competitiveness at the regional, national, and global level. It is necessary to form a holistic view of the region as a subject of strategizing economic development, which will correspond to the basic principles of creating and developing the digital economy.

The creation of industrial clusters is a crucial factor in the economic development of a region, enhancing competitiveness, innovation, and economic sustainability. Universities play a pivotal role in the formation and growth of these clusters by providing scientific and technical support and training. The entrepreneurial activities of universities, such as creating startups, conducting applied research and development, and forming strong ties with business and industry, facilitate the transfer of technology and innovation to the real economy. The research methodology is based on a comprehensive analysis of the strategic development priorities of regional universities. It examines the factors that influence effective interactions between universities and regional mining enterprises, as well as strategies that promote the entrepreneurial activities of educational institutions within the context of building and supporting industrial clusters. The methods employed include econometric analysis, surveys, and interviews with representatives from universities and industry, as well as comparative analysis of successful models for creating industrial clusters. The research revealed that the involvement of regional universities in industrial clusters accelerates the implementation of scientific developments and enhances resource efficiency. Successful collaboration models and critical factors for university entrepreneurial activity were identified, along with barriers and recommendations for overcoming them. The study's results can be utilized to develop strategies and government support measures aimed at fostering an innovative economy and increasing regional competitiveness.

An important target of the UN Sustainable Development Goals (SDGs) is the efficient use of the planet’s resources. In this study, the authors show a strong exponential relationship between the economic complexity index and the efficiency of resource use in a country. The economic complexity index is a characterization of the productive capacity of large economies. This index measures the level of knowledge accumulated by a society that enables production. Assessing the level of a country’s index also makes it possible to predict future trends in the region’s economy. The model of economic sophistication index proposed by the authors includes the service economy, retail trade and manufacturing. Thus, in the paper, the authors identify how the economic complexity index affects the product level by defining the product space for each country and identifying the main products that contribute to a high product complexity index and prospective scalability, indicating the potential to produce better products in the future. Policies focused on increasing economic complexity and investing in staple products appear to be a priority for achieving sustainable development.

The purpose of the study is to justify the use of the invariance property of the index method to study the change in the structure of tax revenues of Russian regions in the period from 2017 to 2021. The object of the study is eighty-five regions of the Russian Federation, and the subject is their financial and economic activities. Data from Rosstat and the Russian Federation’s FTS were used for the analysis. To date, the index method is actively used in the conduct of economic analysis at the macro- and meso-levels. The novelty of the study is that only the authors of the article on the basis of indices monitor the state of activity of the regions of the country, based on their tax revenues. The quantitative analysis is implemented using the statistical processing and data visualization functions of the R programming language. The intersubjective comparison was done to identify areas that require financial and economic transformation to improve the activities of the country’s regions. The comparison is made not only for one time, but also in dynamics. The results of the statistical analysis showed that the proposed tax income effectiveness index is an invariant indicator, independent of time and changes in the amount of tax income. It follows from the stationarity of the considered feature that the index values for 2017–2021 can be combined into a single homogeneous statistical aggregate. It was concluded that the index of effectiveness could be used as a grouping feature for the classification of Federation entities. The methodology developed can allow to intensify the socio-economic growth of the regions, indicating points requiring changes. In this regard, the results of the analysis can be useful to: the Ministry of Finance of the Russian Federation and the Federal Tax Service of the Russian Federation for the development of financial and tax policy; the Ministry of Economic Development and administrations of the subjects of the Russian Federation, indicating the economic zones of regions that need to be improved; to representatives of the business community when conducting economic analysis of regions.

The transport has a special role to play in the regional socioeconomic development, which changes depending on the prevailing trends for population mobility, introduction of advanced technologies, extension of economic connections, and growth in regional production. The study explores the problem of the interface between transport and regional economy on the example of the Ural Federal District. Methodologically, it relies on the theories of spatial development and regional economics. The main method of research is correlation and regression analysis. The evidence is the socioeconomic data on transport as well as values of gross regional product of the Ural Federal District for 2010–2020 sourced from the Federal State Statistics Service of the Russian Federation. The paper develops a model for forecasting GRP. The analysis indicates the presence of the relationship between the socioeconomic metrics of the transport sector and gross regional product of the Ural Federal District. In particular, there is the correlation between the indicators “density of public roads with hard surface”, “deaths in road accidents per 100,000 population” and gross regional product of the Ural Federal District. The paper concludes about the need to develop a composite indicator for assessing the transport sector that will reflect the ongoing digital modernisation and introduction of innovations.

The aim of this research is to see how the localization strategy for street vendors in Pamekasan district can improve the regional economy. This is not without reason because street vendors are a form of business in the informal sector whose existence has a significant impact on the regional economy and there are efforts from the regional government itself to encourage the informal sector by achieving quite large numbers during its term of office so that this to be sustainable and synergistic. This is certainly not easy considering that there are still many problems that need to be resolved so as to provide mutually beneficial joint solutions. This research is felt urgent to be implemented considering that there is still a lot of "homework" that must be completed. The research object is the street vendor association in Pamekasan district. Qualitative descriptive method used in this research. The sampling technique for street vendors in each community uses techniques purposive sampling. The results of research regarding the localization strategy carried out by the Pamekasan district government were that a special area for street vendors (zoning model) was formed which was spread across several points including: 1. The "Sae Salera" area; 2. The "Sae Rassah" area and 3. The "Food Colony" area. It is hoped that these three areas will become one of the solutions and part of the strategy carried out by the Pamekasan district regional government.

In the context of interregional socio-economic differentiation and the need for assigning limited financial resources, the most important issue for public administration and private investors is a competent choice of growth points in the regional economy. The article is devoted to the analysis of methodological approaches used for growth points formation of the regional economy. The aim of the article is to aggregate and systematize the available methods for identifying points (poles, centers) of regional economic growth. The author defines the mathematical and statistical methods group and the expert assessment methods group for determining growth points. Within the first group, the author considers examples of growth points searching based on the use of cluster analysis, spatial analysis, analysis of structural shifts in the economy, cyclical analysis (Kitchin waves), descriptive and comparative analysis. The possibility of use the economic, mathematical and econometric modeling is the main advantage of these methods group. Within the second group, the author identifies resource, criteria, innovation, spatial, cognitive (foresight) and directive approaches. The relative simplicity, practical orientation and the possibility of a creative approach in the search for growth points is the main advantage of these methods. The insufficient correlation of the growth points forming process with an increase of the life quality of the population is the common disadvantage of the both methods groups. According to the author, the optimal solution is a combination of mathematical and statistical methods and the expert assessment methods. The scientific novelty of the research lies in the aggregation of existing methods for growth points searching in the regional economy and the systematization of the tools used by researchers. The practical significance of the article lies in the fact that knowledge of approaches and tools aimed at identifying growth points provides state and municipal authorities with opportunities to structural transformation, increase the investment flows into the region, improve the life quality of its population, strengthen and develop interregional economic ties, etc. The following methods are used for the study: content analysis, comparative analysis and a systematic approach.

Introduction. The article studies patent activity in the regions of Russia. The relevance of the research in this area is determined by the importance of the innovation component in economic growth, as well as by the established targets in the Concept of Technological Development of the Russian Federation for the period up to 2030. The aim of the study is to identify possible types and directions of patent policy for different groups of Russian regions on the basis of patent activity factors. Materials and Methods. The empirical material for the analysis includes data from the World Intellectual Property Organization (WIPO) and the Federal State Statistics Service (FSSS) for 2012‒2021. We use linear regression to identify the key factors affecting the patent activity of the regions. The method of hierarchical clustering allowed us to identify groups of regions according to their patent activity. Results. The linear regression showed the statistically significant dependence of regional patent activity on I-activity level of organizations, the number of active fixed broadband Internet subscribers per 100 population and the average of internal costs for research and development per 1 organization in the region. The hierarchical clustering distinguished 5 clusters of regions: “The Leader”, “Innovation centers”, “Regions of high manufacturability”, “Old R&D regions” and “Regions-outsiders”. The authors also formulate definitions of the regional patent policy and the national patent policy and present typologies of state patent policy. Discussions and Conclusions. Based on empirical and theoretical analysis, recommendations on further directions for the development of active patent policies were given to groups of regions. The results of the study can be applied in the development and implementation of scientific and technological regional development strategies, and will also be useful to specialists and government officials involved in regulating patent activity in the regions.

The relevance of analysing the digital maturity of regions is due to the country’s desire for transformation in accordance with the concept of the digital economy. The article presents an approach that allows to assess and compare the levels of the digital maturity of various Russian constituent entities. The assessment process uses many indicators, including both infrastructural aspects (availability and quality of the Internet, the development level of telecommunications) and social ones (the degree of population’s digital skills, integration of digital technologies into the educational process and business). The assessment methodology is based on the collection and analysis of statistical data, on surveys of experts and the population as well as on the study of best digitalisation practices at the regional level. The article describes the selection criteria used to classify and rank regions according to their level of the digital maturity. An important part of the research is the analysis of problems that regions face on the way to the digital maturity. The article discusses barriers such as insufficient funding, lack of qualified personnel, underdeveloped infrastructure and low level of digital literacy of the population. Based on this analysis, recommendations are formed to accelerate the process of digitalisation of regions and increase their the digital maturity. The study results offer practical solutions and ways to optimise regional policies that contribute to the improvement of life quality in the regions and ensure the transition to the innovative economic model.

Several actions from both the environmental and human viewpoints have already been made to meet the sustainability goals targeted at food systems. Still, new place-based ideas to improve sustainability are needed. Agroecological symbiosis (AES), a novel food system model, is an example of a suggested system-level change to attain sustainability targets; it is a symbiosis of food production and processing using renewable energy that uses its own feedstock. AES has already been found advantageous from the ecological and biophysical viewpoints, but a regional economic evaluation of the model is still lacking. Thus, the aim of our paper is to assess the regional economic impact of a possible systemic change in the food system using the network of agroecological symbiosis (NAES) as an example. We applied scenarios representing different ways of moving towards envisioned NAES models in Mäntsälä, Finland, and a computable general equilibrium model to evaluate the regional economic impact. According to our results, both regional economy and employment would increase, and the regional production base would diversify with NAES implementation applied to the region, but the extent of the benefits varies between scenarios. The scenario that includes change in both public and private food demand, production of bioenergy and utilization of by-products would cause the largest impacts. However, realizing NAES requires investments that may influence the actual implementation of such models. Nonetheless, a change towards NAES can promote an economically and spatially just transition to sustainability, as NAES seems to be economically most beneficial for rural areas.

This paper sought to analyze the behavior of regional economic disparities in regions by productive sectors in the geographic regions of Mato Grosso State in Brazil. For this, we used the methodological procedure based on the estimate of the Williamson Coefficient (Vw), using as a parameter the Gross Value Added (GVA) per capita for the economic sector and the resident population in the years 2002, 2010 and 2020. Furthermore, the GVA per capita of Mato Grosso State was used as a parameter to evaluate the intra-regional scenario. The results showed that the services sector presented the greatest regional convergence in the period between 2002 and 2020. The industrial sector is also moving towards greater regional homogeneity, however, with less intensity in some regions when observing the performance of the Vw. Regional differences were detected in the agricultural sector, with emphasis on the region of Sorriso, which presented the highest Vw significant value in 2020 in 2020. Furthermore, the regions of Cuiabá and Diamantino showed a moderate variation towards the highest regional divergence, that is, they are distancing themselves from the others in terms of homogeneity. This paper used the coupling coordination degree model, exploratory spatial data analysis method and geographical detector model to analyze the synergy between basic medical insurance and regional economy in China and its spatial differentiation factors. The results show that, the coupling and coordination degree between China’s basic medical security and regional economic development exhibits an increasing trend from 2018 to 2021, but still at a low level, with significant regional differences, overall showing a spatial distribution pattern of high in the east and low in the west. Regional GDP, basic medical insurance fund expenditure, general budget revenue, population size, income decentralization, and medical assistance expenditure were the main driving factors affecting the spatial differentiation of coordinated development of the two systems. Based on this, corresponding countermeasures and suggestions are put forward to provide reference for promoting the coordinated development of basic medical security and regional economy. As a booster of the national economy and a catalyst of industrial development, the logistics industry uniquely maintains stable economic operations and promotes industrial structural adjustment. The development of China's logistics industry has broadened the international market and accelerated the exchange and cooperation of logistics industries between different countries. The "Belt & Road Initiative" will continue to provide impetus for the development of China's logistics industry, which can guarantee the infrastructure interconnection of the logistics industry and ensure the fundamental implementation of the initiative. Based on theoretical analysis and the panel data of 30 provinces in China during 2005–2020, whether the "Belt & Road Initiative" had obvious policy effects on regional logistics development in China was analyzed. The empirical research results showed that the "Belt & Road Initiative" could accelerate the high-quality development of the logistics industry in the provinces along the route during the research period. Industrial proportion, per capita GDP, import and export amount of goods, investment in fixed assets of the whole society, and science and technology input positively affected the development of regional logistics industries. The regression coefficient of the energy structure in the logistics industry was negative but not significant. The research results have important decision-making reference values in promoting the regional advantages of modern logistics industries, promoting the convenience of logistics trade, improving the scientific and technological level of the logistics industry, and using other exogenous policy variables to boost the high-quality development of modern logistics industries under the background of the "Belt & Road Initiative". Innovation, which constitutes an important factor for growth, strongly diversifies regions' level of development. To compare regional innovativeness of EU territories, we employ the data envelopment analysis (DEA) framework. We analyse the relative efficiency of regions using a standard DEA for the country-level, a spatial DEA for regional analysis and the Malmquist indexes to measure the innovation productivity change over time. In our research, the inputs are human capital and R&D expenditure, while the outputs include the number of patents and GDP. We combine the results of these methods with spatial statistics to pinpoint the spatio-temporal patterns of innovation efficiency across European regions. We confirm validity of the assumed complex spatial structure of innovation efficiency. Our study indicates that innovation efficiency at the country-level is dissimilar, or even partially contradictory, to NUTS 2 outcomes due to high regional dispersion within state borers and similarities among neighbouring regions from different countries. Beans are a traditional grain crop consumed by humans that is of great importance for food security and farmers in terms of income in Brazil. Paraná is one of the largest bean-producing states in the country, but the area needed for its production is being lost, changing the dynamics of bean cultivation, and generating social and economic impacts. The objective of this study was to verify the spatiotemporal and economic dynamics of bean production in Paraná. For this purpose, using mainly data from the 2006 and 2017 agricultural censuses, the location quotient, the Hirschman–Herfindahl Index (HHI), the Williamson coefficient (V w), exploratory spatial data analysis (ESDA), and principal component analysis (PCA) were applied. From the results, it was possible to verify that there was a 13.95% reduction in the number of municipalities that specialized in bean production, from 98 municipalities in 2006 to 86 in 2017. Most specialized municipalities produced black beans or a combination of other colored beans. The HHI revealed that the specialized municipalities accounted for the most income from bean production. The V w indicated that the economic development of the central-eastern and southeastern Paraná mesoregions was related to bean production. Based on the ESDA, it was found a statistically significant and positive presence of spatial concentration in 2006 (Moran' I = 0.36) and 2017 (Moran' I = 0.51). Based on the PCA, it was possible to identify two main components that together explained 71.52% of the data variability. The reduction in the planted area, the decrease in the number of specialized municipalities, and the concentration of income from bean production in some municipalities make it difficult to reduce regional disparities in Paraná, and in addition, these factors increase concern about food security; thus, public policies are needed to reduce such impacts. This paper examines the causal effect of regional market integration on firm productivity through the use of 2001–2008 firm-level microdata in China. The research design relies on a regression discontinuity design based on China's Pan-Pearl River Delta (PPRD) regional cooperation policy. The results indicate that the PPRD regional cooperation policy increases the total factor productivity (TFP) of firms by 6% on average. The positive impact of the PPRD regional cooperation policy on TFP is greater for private firms, large firms, and labour-intensive firms. Exploring the mechanism through which regional cooperation increases firm TFP, we find that the PPRD regional cooperation policy improves firms' productivity primarily by expanding the scale of firms, promoting technological innovation, and optimizing the allocation of factors. Horticulture, a beacon of resilience, is essential for bolstering the economic stability and competitiveness of regions. This article sets out to gauge the current state of horticulture in Transcarpathia and explore avenues for its fortification, drawing from the experiences of European countries. The study's methodology is rooted in scenario modelling, trend assessment, and forecasting of horticulture development, leveraging the comparative experiences of European countries. The research results underscore the efficacy of automated systems and storage infrastructure in horticulture, as observed in Transcarpathia, Finland, Belgium, Denmark, Sweden, and Germany. The findings reveal that agricultural technologies can boost the yield of fruit and berry crops by 20% through enhanced fertility of sown areas. Despite the significant setbacks inflicted by the ongoing war in Ukraine, the horticultural sector has shown remarkable resilience, a testament to its strength and adaptability. One of the critical consequences of the war was a 27% reduction in capital investment in Ukrainian agriculture - from UAH 68 billion in 2021 to UAH 49.6 billion in 2022. The war has led to the loss of controlled territories and the destruction of the infrastructure that supports the agricultural sector. The article proposes strategies to enhance horticultural practices, advocating for corporate sector involvement and government support for lending. The practical significance of the work lies in formulating recommendations for implementing effective horticultural methods adapted to local conditions. Further research on horticultural practices should focus on improving sown land with the latest tillage tools.

Economy of the country and regions today find themselves in a complicated situation of choosing alternative ways of development. Declining international influence leads to analysis and substantiation of new ways of development. Marketing as a centre of coordination for region sustainable development is becoming a supporting structure for the growing appeal on home market. Higher economics education and its agents, i. e. Russian universities of economics will bear high responsibility for searching and substantiation of alternatives ways of working on markets. On the basis of expert assessment and comparative analysis of economics and other regional universities (pedagogical, technical, classical) competitive advantages of specialized higher education institutions in working with mass media were demonstrated. Managerial features, professional orientation of education and training programs, economic links with regional enterprises can highlight these advantages. Rising requirements of branch regulators to media activity of universities result in chaotization of information flows and increase in their impact on regional positioning. Therefore, we can observe an antagonistic dualism between harsh reality and magic virtual pictures. The authors put forward a logical scheme for resolving this problem, relying on synthesis of institutionalism, cluster approach (according to M. Porter) and conventional territorial and industrial marketing.

The continuation of the war and the resulting significant losses in the functional capacity of the country’s territories, its human, economic, infrastructural, environmental, and other potentials have long-term negative consequences and limitations on the future development of both individual regions and the country as a whole. The objective reality of the existing problems requires the development and implementation of certain measures in order to minimize the negative consequences of these challenges on the existence and development of any territories in Ukraine. Of relevance are the development of the security space and infrastructure for the functioning of the country and its regions; the need for planning the development and recovery of the affected areas; creating conditions for the return of Ukrainian refugees and internally displaced persons; formation of safe living conditions; full access to all public services; restoration of functioning and competitiveness of local, regional and national economies, etc. In the face of the challenges caused by the war, these issues have become more specific, aimed at finding ways to rebuild the affected territories of the country, in particular in the post-war period. Analysis and generalization of approaches to the introduction of the components of the recovery mechanism into regional development, determination of its functional orientedness and principles of organization allow us to propose components of the mechanism for recovering the socioeconomic development of the regions of Ukraine in the post-war period, taking into account the security capabilities of both the State and the region. The peculiarity of the study is the formation of components of the mechanism for recovering the socioeconomic development of the regions of Ukraine in the post-war period on the basis of allocation of two kinds of groups: the main groups that correspond to the problem situations of the region and determine the directions of recovery; the auxiliary, or supportive groups, which help in the implementation of the main ones, thereby increasing the impact on solving problem situations. This allows, on the one hand, to generalize the structural elements of the mechanism, and on the other hand, to specify their use depending on functional feasibility. The stage-by-stage distribution of the components of the mechanism for recovering the socioeconomic development of the regions of Ukraine in the post-war period allows them to be grouped taking into account functional capabilities, which makes the mechanism more effective and purposeful in the process of practical implementation.

The aim of this article is to study innovative approaches to the support and development of small and medium-sized enterprises (SMEs) in the regions of Ukraine. The development of SMEs is a prerequisite for the realization of Ukraine’s economic and innovative potential. An analysis and a generalization of scientific works of many scientists considering the integration of innovative instruments into the activities of small and medium-sized businesses have been carried out. The main aspects of the influence of small and medium-sized enterprises on the development of the country are systematized. Small and medium-sized businesses in Ukraine are a instrument for creating new jobs and self-realization of citizens, reducing unemployment, developing innovative business methods, influencing competition, saturating the market for goods, services and labor, and are the basis for the development of the national economy. It is determined that a perspective innovative way to stimulate the development of Ukrainian SMEs is the organization of an ecosystem of their support. Social, resource and cognitive factors motivate SMEs to participate in the ecosystem. By participating in the ecosystem, SMEs benefit from networking, collaboration, communication and information sharing. These include various factors related to social interactions between ecosystem participants that contribute to business growth and development. Other factors include access to resources, formal and informal support, and market access. Finally, cognitive factors are related to the goals and values shared by the participants in the ecosystem. Another important instrument is business incubation. The current status of business incubation in the policy of supporting SMEs should be recognized as the initial stage in the development of a distinctive local economy. In addition, start-ups are becoming increasingly important, especially given the need to implement modern, profitable and innovative projects in the form of innovative SMEs. To stimulate venture capital investments at the national level, it is proposed to intensify efforts to create favorable conditions for generating business ideas and turning them into innovations in demand by the investment community. In the future, it is recommended to consider the issue of attracting innovative technologies in the post-war reconstruction of the economy.

The current situation in the world reflects the peculiarities of the interaction between American democracy and surrounding countries. All global economy participants need to determine their own position regarding the events taking place in the world and the growing confrontation. Under these conditions, there is a serious drop in the socio-economic sphere of the Kyrgyz Republic, which determines the relevance of studying the topic. The article shows the conditions and trends of socio-economic development of the Kyrgyz Republic’s regions and the features of its socio-economic development for 2010–2023. The issues of uneven regional development are discussed, in particular, the problems of regional economic policy in the context of modern challenges such as the geopolitical situation and digitalization processes, as well as the peculiarities of the trade relations formation are identified. The aim is to identify the key problems of regional development in the Kyrgyz Republic. The author conducts research of statistical material and publications of domestic and foreign scientists using the methods of analysis, synthesis, and induction. The study proposes measures to stabilize the situation in the region and the direction of economic policy in the new conditions of world economy. The most important measure is effort to increase the investments attraction in key sectors of the economy. The prospects and opportunities of the Kyrgyz Republic Government in overcoming key regional problems are considered.
