Before the social mobilizations of October/2019 broke out, the Chilean secondary education curriculum was modified. The reform implied transformations in the subject of History. The literature argues that curricular changes impact pedagogical practices, teachers and teacher identities. This research explores the identity positioning assumed by four history teachers in the face of the curricular transformations of their subject. The results of the qualitative research show the teaching identity declared during the initial application of the curricular reform; it outlines a positioning discourse that rejects the ideological assumptions of the curricular change and reveals an identity positioning that (re)locates the most relevant dimensions of the teaching identity constructed by the teachers. In passing, it evidences the critical position in the face of a curricular reform that imposes a new order to the professional status of teachers, expressed in the weakening of the exercise of the autonomy of history teachers. En el 2008, el nivel educativo medio superior mexicano fue objeto de una reforma educativa que buscó asentar un modelo curricular basado en competencias. Para lograr lo anterior, se consideró central el cambio de las prácticas de enseñanza de los docentes. Desde una perspectiva estructural constructivista, se usó el concepto de habitus académico para realizar una aproximación sobre los cambios y persistencias en las prácticas de enseñanza comúnmente empleadas por los docentes, y la manera en cómo estas son percibidas por los estudiantes. Por medio del Paquete Estadístico para las Ciencias Sociales (SPSS por sus siglas en inglés), se empleó el cálculo de medias, además de pruebas de correlación para el procesamiento de la información procedente de 1033 estudiantes de recién ingreso —en el 2018— a trece facultades de la Universidad Veracruzana. Se presentan los resultados en dos secciones analíticas, exposición e incorporación. En la primera se detalla que la mayoría de los estudiantes fueron expuestos a prácticas educativas de tipo tradicional. En la segunda se describe la relación de esas prácticas con la forma en que los estudiantes clasifican y jerarquizan las prácticas de enseñanza. Considerando la información expuesta, se discuten los resultados tratando de dar cuenta tanto de los cambios como de las persistencias del habitus en el bachillerato. Se identifica una relación positiva entre el uso frecuente de prácticas de instrucción y de evaluación, con la forma en que los estudiantes clasificaban y jerarquizaban valorativamente las prácticas educativas.

Se pretende analizar la génesis e implementación de dichas reformas y referir a su contribución en la construcción del Estado Nación uruguayo, en la fisonomía o identidad de éste y en la cultura política del país.

Durante el actual gobierno del presidente Andrés Manuel López Obrador, se pusieron en marcha sendas reformas legislativas y se ha avanzado en la definición de una nueva política pública en materia de Educación y de Educación Superior. En este trabajo se presenta el contexto en el que estas reformas están siendo discutidas en el país, la manera como se interpreta el avance que las mismas han alcanzado a la mitad del actual gobierno, así como las propuestas más importantes que se destacan en la intención de una reforma de gran calado en el sistema educativo nacional y universitario. Se plantea la tesis de que el contenido y proyección de esta reforma debe estar ahora concentrada en la conducción y orientación práctica de la misma y pasar a ser un componente estratégico del nuevo desarrollo nacional, tal y como se pretende en la orientación que se ha marcado para lo que resta (3 años) de este sexenio, así como para el futuro próximo del recambio y de la continuidad de lo que se denominado la 4ta transformación histórica del país.

La declaración de pandemia mundial de la COVID-19 sorprendió a México a la víspera de numerosos cambios de política pública, entre ellos una reforma educativa cuyas leyes reglamentarias (una nueva Ley General de Educación, La Ley General del Sistema para la Carrera de las Maestras y los Maestros y la Ley para la Mejora Continua de la Educación) se aprobaron hacia el último trimestre de 2019. En el presente texto se sistematizan las medidas de contingencia adoptadas en la esfera educativa. Al respecto, en primer lugar, se valora su adecuación a ciertas recomendaciones internacionales, pero también a las condiciones concretas del contexto nacional. En segundo lugar, se resumen las principales evidencias existentes a la fecha sobre los efectos de la pandemia sobre diversos procesos educativos. Sobre esta base, se pondera cuánto ha afectado la circunstancia pandémica al desarrollo de algunos de los principales cambios previstos con la reforma educativa. The announcement of a global pandemic of COVID-19 surprised Mexico on a context of numerous changes in public policy, including a recent educational reform with several new laws (a new General Law of Education, The General Law of the System for the Career of Teachers and the Teachers and the Law for the Continuous Improvement of Education) which were approved towards the last quarter of 2019). In this text, we analyze the contingency measures adopted in the educational sphere. First of all, we discuss if these interventions considered certain international recommendations, but also to the specific conditions of the national context. Second, the main existing evidence on the effects of the pandemic on various educational processes is summarized. El presente estudio de caso de Ecuador busca evidenciar la complejidad que presenta la gestión de una reforma educativa, cuando se trata de poner en marcha cambios profundos implementados en diversos niveles y en aspectos medulares de los sistemas educativos públicos, en la modalidad de whole system reform caracterizada por Michael Fullan. Para ello es necesario contar con una visión explícita de mediano y largo alcance, así como ser capaces de mantenerse en el tiempo con el fin de lograr impacto positivo y directo en diferentes variables de interés para todos los países: cobertura, eficiencia, calidad y equidad. El análisis cobra relevancia porque, a partir de marcos de análisis de la planificación situacional y de las ciencias de la complejidad, referidos a cómo gestionar reformas generales de la educación, presenta evidencia de un caso en el que la gestión de gobierno ha logrado iniciar cambios sustantivos generalizados.

A partir del año 2015, Chile adopta una política de inclusión escolar por la vía de regular el sector de escuelas privadas subvencionadas por el Estado, con el fin de elevar los niveles de equidad y mixtura social del sistema educativo. Para este propósito, la reforma iniciada centraliza los procesos de admisión, prohíbe del ánimo lucrativo en instituciones escolares y reemplaza el cobro obligatorio a las familias. Este artículo se propone explorar las primeras etapas de esta reforma a gran escala, a partir de una construcción tipológica caracterizando las rutas de cambio institucional en las que se insertan las trayectorias de actuación de las escuelas en un contexto de modificaciones al marco regulatorio. El estudio posee un diseño exploratorio descriptivo de corte cuantitativo y se basó en el análisis de 3.778 escuelas del sector privado subvencionado que ofrecen alguna modalidad de enseñanza escolar en Chile. Entre los principales resultados destacan que los patrones de respuesta a la Ley de Inclusión Escolar son de carácter sistémico y se clasifican en cuatro tipos de trayectorias de cambio en las escuelas del sector privado subvencionado, generando ajustes entre sectores y subsectores, así como una redefinición de la provisión privada de educación escolar.

El propósito de este trabajo es ofrecer un análisis sobre el esfuerzo intelectual y de divulgación educativa emprendido por Enrique C. Rébsamen, fundador y director de la Escuela Normal de Xalapa, a finales del siglo XIX a través de la revista México Intelectual, en sus primeros cinco años de existencia. Él, junto con un grupo de colaboradores, en su mayoría pertenecientes a la planta docente de esa institución, participaron activamente en los proyectos de reforma educativa del país auspiciado por el régimen porfiriano desde finales de la década de los ochenta del siglo XIX, hasta principios del siglo XX, cuando murió Rébsamen. Las líneas editoriales que la revista contenía abarcaron distintos aspectos de interés, principalmente para los docentes que en esos años estaban emergiendo como profesionales en el incipiente sistema educativo nacional. En sus páginas se proporcionaba una variedad de contenidos relacionados con su quehacer profesional y con la adopción de una pedagogía orientada hacia la trasmisión de saberes y de contenidos de índole científica, acordes con las premisas positivistas prevalecientes en el sistema educativo nacional en esa época.

The justifications presented for the reform of Secondary Education are anchored in half-truths about young people's dissatisfaction with the quality and meaning of this level of basic education for their lives. This article, based on documentation referring to the reform and pertinent literature, analyzes these justifications and demonstrates that their intentions define the responses and conclusions that society must reach. Such justifications are intentionally deprived of specialized scientific analysis on the effective materialization of this last stage of basic education. To consolidate the reformist rhetoric, the silencing of divergent thinking and the support of the media were essential. The reformers did not want to listen to the subjects who experience the school, nor to listen to what young people want from their schools or teachers about their conditions to implement a high quality education that is attractive to young students. Its rhetoric, politically structured from half-truths and the contempt of academic production, intends to promote its public acceptance, effecting setbacks in the offer of Secondary Education in Brazilian public schools. The duality is reaffirmed under the discourse of a new educational structure, a new curriculum, a new role that youth starts to play in defining their life projects. [ABSTRACT FROM AUTHOR]

En el presente trabajo se presenta el libro Formación docente en Chihuahua, 1824-1940 desde una metodología de análisis crítico, donde la autora, la Dra. Esther Soto Pérez, realiza una consulta de gran variedad de fuentes de primera mano y -con la misma rigurosidad científica- se sirve también de fuentes secundarias, para abordar la formación de maestros en los periodos colonial, independiente y posrevolucionario. En primero, Soto aborda los aspectos de la Ilustración y del Positivismo y en periodo posrevolucionario, de 1936 a 1940, se trata la educación socialista. Entre cada uno de los modelos educativos se dan cambios. Soto analiza estos cambios, que constituyen sendas reformas. Cada gobierno usa la educación como la mejor vía para la realización de su proyecto de Estado y el ejecutor concreto de la educación es el maestro, quen pasa a ser el instrumento real de las reformas.

La evaluación de la práctica docente y el pensamiento pedagógico del profesorado siempre se han considerado temas relevantes de estudio entre la comunidad científica educativa. En este artículo, se presentan las primeras líneas de investigación desarrolladas por el Grupo HUM-311 Repensar la educación, Grupo de Investigación, Innovación y Evaluación de Andalucía, dirigido por el profesor Ángel I. Pérez Gómez y fundado en los inicios de los años 80. Dos proyectos de investigación que constituyeron ejes fundamentales que siguen de actualidad y que suponen un reto de mejora de los procesos de formación de los futuros profesionales y de transformación de los procesos de enseñanza-aprendizaje en las aulas. El primero, centrado en el pensamiento psicopedagógico del profesorado, se proponía analizar y comprobar los posibles efectos de los programas de formación inicial en los mismos, así como analizar las dimensiones que componen el pensamiento pedagógico del profesorado y su influencia en la práctica profesional. El segundo, enfocado a la evaluación de la reforma del ciclo superior de la Enseñanza General, Básica, pretendía conocer el funcionamiento de los centros educativos, así como la opinión del profesorado y las familias sobre la experimentación que se estaba realizando. Paralelamente, se retrata el contexto y los entresijos de la época en el que ambas investigaciones se desarrollaron, transportándonos a un tiempo en el que las técnicas de análisis de datos e información todavía no disfrutaban de los avances tecnológicos con los que contamos en el presente.

Este trabajo intenta explicar las diferencias administrativas que existieron en la transición del periodo novohispano hacia una república independiente en el modelo universitario que se gestó en Mérida, Yucatán, entre 1824 y 1855. Se explica la diferencia entre corporación, un concepto monárquico que definió un sentido jurídico administrativo de antiguo régimen, e institución, un término que orientó un orden burocrático republicano en construcción. Por medio del análisis del discurso se muestra cómo la Universidad Literaria de Mérida, Yucatán, inauguró una continuidad letrada que gradualmente fue reorientando el desarrollo de un perfil regional propio. Esta corporación se sumaría al sistema educativo mexicano al orientar conocimientos en abogacía en los reordenamientos educativos que desde el altiplano se plantearon, tanto en la reforma educativa de 1843 así como en la de 1855.

Mediante este estudio se conoce la reforma administrativa de federalización de la educación en Tamaulipas, en su etapa de centralización (1921-1978). Se identifica que dicho proceso pasó en la entidad por dos subetapas: la primera abarcó de 1921 a 1935, inició con la fundación de la Secretaría de Educación Pública (SEP), con las primeras acciones educativas federales en la entidad y con los acuerdos y relaciones entre la federación y el gobierno del estado. La segunda, entre 1936 y 1956, se subdivide en dos fases, de 1936 a 1942, que abarca las resistencias y negociaciones para la firma del primer Convenio de Coordinación y Unificación de los Servicios Educativos, y los conflictos magisteriales posteriores por incumplimiento. De 1943 a 1956, comprende la firma del segundo Convenio de federalización de la enseñanza de 1943, cuando se logró la unificación del magisterio.

La educación debería estar pautada por una ruta clara, de acuerdo con los Objetivos de Desarrollo Sostenible 2030. Esta ruta tendría el objetivo de garantizar una educación de calidad y el bienestar de la sociedad, por lo que México tiene la necesidad de establecer un nuevo marco curricular a favor de niñas, niños y adolescentes que viven situaciones de desigualdad en la educación básica, en especial después de la pandemia COVID-19. El propósito de este estudio fue analizar el documento de propuesta del Marco Curricular y Plan de Estudios 2022 para encontrar aquellos elementos centrales que lo componen y así establecer una comparación con sus predecesores, Aprendizajes Clave para la Educacion Integral 2017 y Plan de Estudios 2011 Educación Básica. La comparación fue realizada con minería de texto usando R Studio con diversos paquetes como Quanteda, Tidyverse, word2vec. Se construyó el corpus con los tres modelos educativos más recientes de México. El texto se preprocesó para ejecutar diversos análisis con métodos supervisados y no supervisados. Los resultados mediante el procesamiento de texto arrojan marcadas diferencias semánticas y estilo métricas: el 2011 se centra en la disciplina; el 2017 está marcado por competencias y la eficiencia; finalmente, el 2022 subraya el desarrollo de la comunidad buscando trascender la disciplina, con un impulso mayor de la inclusión y el bienestar de la población en desigualdad.

Se propone que las Reformas Educativas (RE), impulsadas en el siglo XXI, son imposibles en su pretensión de lograr cambios sustanciales en los aprendizajes, dado que su diseño descansa en una serie de ilusiones. Las más importantes, que son denominador común de las RE en general, refieren al tiempo, el espacio, la causalidad y a los actores involucrados, que conducen a la simplificación del problema que pretenden atender y su fracaso. Se analiza la RE derivada del Pacto por México (2012-2018) y su continuidad pragmática actual (2018-2024), y se expone, como bosquejo inicial, otra vía para la transformación educativa.

El presente trabajo discute la naturaleza de la Educación para la Democracia, los antecedentes de la enseñanza de la Cívica, sus fundamentos pedagógicos y criterios didácticos. Se parte de una discusión de las reformas educativas llevadas a cabo en el Ecuador desde finales del siglo XX. A partir de este punto, se establecen unas líneas generales para un programa de Cívica que pueda llenar el vacío dejado por la asignatura de Educación para la Ciudadanía, a cargo de cubrir los contenidos de Educación para la Democracia a partir de la reforma de 2010. Este programa tiene el objetivo de formar a los jóvenes para el reconocimiento de la responsabilidad y la solidaridad social, el ejercicio de los derechos y el cumplimiento de sus obligaciones, y la definición de mecanismos que aseguren su participación en las instituciones propias del sistema político. El programa se concibe como una constante en todo el sistema educativo, destacando la realidad del Ecuador como una unidad en la diversidad. La propuesta no parte de enunciados abstractos, sino de la realidad concreta, incentivando a que los estudiantes entiendan su patria.

This article aims at understanding and interpreting from a critical perspective the ideology behind the educational reforms on professional development for basic education teachers in Mexico. For that purpose, the discourse in the national 2017 basic education programs is analyzed closely with a critical and hermeneutic perspective. Three aspects are focused: being a teacher, his teaching practice, and his professional development. The research findings reveal two dominant ideological categories consistently present in this discourse: the normalization of technical-instrumental rationality as the legitimized one, and the Toyotism, as a practical mechanism disguising the dominance of a legitimate "democratic control".

En este documento se revisan las funciones didácticas y políticas de un libro de texto dentro de la política pública conocida como “Educación Popular”, la cual formó parte del proyecto de nación puesto en marcha por los carrancistas y el grupo Sonora, cuyos integrantes conformaron la facción constitucionalista de la Revolución mexicana. El análisis de un texto escolar como Veracruz. Libro de lectura permite explorar las posibilidades que ofrece una fuente novedosa para estudiar procesos sociohistóricos trascendentes, de la talla de una reforma educativa, la cual implicó innovaciones pedagógicas, cambios políticos y debates ideológicos. Para fines de esta investigación y desde la perspectiva de un libro de texto, se lleva a cabo un acercamiento a la apuesta constitucionalista en el estado de Veracruz por transitar de una “Instrucción Pública” a una “Educación Popular” durante el periodo 1915-1932, que por ahora es un tema poco trabajado en la historiografía local de la educación. La propuesta analítica se centra en dos dimensiones: una histórico-política y otra pedagógica, esta última se desglosa bajo los siguientes ejes: 1) programática y curricular, 2) instrumental, 3) ideológica cultural y 4) documental.

This is a work of reflection where one of the main contributions of the Habermasian proposal is analyzed: communicative rationality, which requires intersubjectivity to achieve understanding (Verständigung), a condition of socialization processes that, like education, are fundamental to deliberative democracies. We will argue that communicative rationality can be an ideal and valid construct to critically review the role of education in social and political contexts such as those we are living today in Mexico, since it takes up the ideal of education for the emancipation of students. In this sense, the political and discursive irruption of the 4T offers us the opportunity to critically deconstruct and reconstruct some of the neoliberal public policies that influenced the educational reforms of the last two sixyear periods, giving technical and practical interest to the Mexican educational system. In recent years, many countries and international organizations have devoted significant efforts to designing a school curriculum that responds to the educational needs of the 21st century. In Spain, the LOMLOE (Organic Law 3/2020, of 29 December, which amends Organic Law 2/2006, of 3 May, on Education) has also proposed the renewal of the curriculum as a key element for the modernization of the education system. The aim of this paper is to analyze the Spanish curriculum reform from a comparative perspective, in order to assess whether it is in line with the current trends of change on the international scene and to detect the conditions that must be met to successfully achieve its purpose, in the light of what has been learned in other countries. To this end, a comparative analysis framework has been developed based on UNESCO (United Nations Educational, Scientific and Cultural Organization), OECD (Organisation for Economic Co-operation and Development) and EU (European Union) publications on this subject and on various comparative studies on recent curriculum reforms around the world. The results show that, in terms of the approach and architecture of the curricular model of the compulsory education, the Spanish reform follows the recommendations of international organizations and shares to a large extent the characteristics of the reforms undertaken in many countries around us. However, it is also possible to detect some relevant differences in terms of the strategy adopted for the change and the agents involved in it, which should be considered, as they could become obstacles to the achievement of the pursued objectives. In the context of a highly complex social and economic landscape, getting educational reforms right is a crucial part of governance understood as the ability of governments to design, formulate and implement public policies. This work focuses on the quality of governance in the education system. It starts by reviewing the concept of governance and its characteristic features. It then considers the quality of governance in education based on an integrated conceptual model, which is validated through a Delphi process of consultation of experts, and an international comparative analysis. The main results of an exploratory evaluation carried out in 2017 of the quality of governance in the Spanish education system are described next. Finally, the contributions of the LOMLOE (Organic Law 3/2020, of 29 December, which amends Organic Law 2/2006, of 3 May, on Education), legislation introduced in 2020 are analysed and evaluated in the light of the criteria derived from this conceptual model. The main conclusion that emerges from these empirical results is that the Spanish education system has a long journey ahead of it in terms of improving the quality of its governance. The competency-based curriculum approach is an international focus that embodies a trait which is widely shared around the world in today's educational scenario. It is deemed a response to the challenges faced by societies today, in the era of modern globalisation and the fourth industrial revolution. In Spain, the recently passed Organic Law 3/2020, of 29 December, which amends Organic Law 2/2006, of 3 May, on Education (hereinafter, LOMLOE) has developed legislation that is now reaching the curriculum. Therefore, it is appropriate to analyse such legislation. This is the purpose of this paper, which describes some of the institutional history behind this curriculum reform movement; the humanistic component of the movement, which remains connected to so-called "liberal education" while broadening its perspectives, is specified; certain elements of the ideological controversy around this new curricular approach and its rendering in the new law are described; a critical analysis of the conceptual foundations of the new structure is made and its limitations are indicated; attention is drawn to the central role of evaluation of learning outcomes and the paper ends with a succinct conclusion.
