This article summarizes a database for analyzing the impact of structural and environmental characteristics on residential property values in Hamilton County, TN. The original dataset consists of house characteristics data for 873 residential sales between January 1, 2023, and September 25, 2023. Using Googleʼs API tools and Point to Edge computations, several geographical variables—including the distance to green recreational areas, surrounding facilities, restaurants, air quality index, walk score—were gathered. The aggregated information can help forecast Hamilton County's housing market with accuracy and correctly assess the environmental impact on housing prices. More specifically, the value of any environmental amenity in the study area can be implicitly estimated using this dataset.

The centrality of home equity to the balance sheets of American households, and the oppressive legacy of racial exclusion from mortgage markets, compel the design of intentionally anti-racist housing policy capable of building lasting wealth for Black families. In this study, we compare the home-mortgage terms offered to middle-income Whites in the New Deal era, with a contemporary New York City policy offered in formerly redlined districts. The city's Housing Development Fund Corporation policy is for limited-income households but does not limit down payments nor qualify for federal home loans. Using mined listing data and the 2017 Panel Study of Income Dynamics, we find more than 80% of income-eligible urban Black households lack the wealth to purchase the median listing, versus 51% of Whites. Moreover, the policy's market exclusions preclude access to what is now substantial accumulated equity. Unit owners face wide-scale housing-code violations and property seizure, highlighting the limitations of "limited equity" ownership, which counteracts wealth creation. We draw two primary lessons. First, anti-racist policy cannot demand substantial financial assets. Second, financing schemes for building improvement or climate-responsive adaptation, in addition to initial purchase, should be well-tailored to family budgets and designed to deliver equity to the formerly excluded. The global financial and economic crisis has led to significant efforts to better integrate property price channels into macroeconomic models and to improve models. This paper deals with property prices in Germany and their determinants in the period Q1 2000‒Q4 2022. Since then, property prices in Germany have risen considerably. The models regularly use indicators that are aligned with the specificities of property, but less macroeconomic determinants. From economic models, theoretical modes of action between macroeconomic determinants and property prices are generally known. Regarding Germany, there are only limited studies on the direct influences of economic determinants. In the context of a regression analysis, this paper examines the relationship between the selected variables that directly drive house prices. On the one hand the results confirm a positive relationship between property prices and real GDP. On the other hand, a negative correlation was found for real short-term interest rates and inflation. In this study, no significant relationships were found between house prices and unemployment rate and long-term interest rates, despite a culture of long-term fixed interest rates in Germany.

Price bubbles in multiple assets are sometimes nearly coincident in occurrence. Such near-coincidence is strongly suggestive of co-movement in the associated asset prices and is likely driven by certain factors that are latent in the financial or economic system with common effects across several markets. Can we detect the presence of such common factors at the early stages of their emergence? To answer this question, we build a factor model that includes I(1), mildly explosive, and stationary factors to capture normal, exuberant, and collapsing phases in such phenomena. The I(1) factor models the primary driving force of market fundamentals. The explosive and stationary factors model latent forces that underlie the formation and destruction of asset price bubbles, which typically exist only for subperiods of the sample. The article provides an algorithm for testing the presence of and date-stamping the origination and termination of price bubbles determined by latent factors in a large-dimensional system embodying many markets. Asymptotics of the bubble test statistic are given under the null of no common bubbles and the alternative of a common bubble across these markets. We prove the consistency of a factor bubble detection process for the origination and termination dates of the common bubble. Simulations show good finite sample performance of the testing algorithm in terms of its successful detection rates. Our methods are applied to real estate markets covering eighty-nine major cities in China over the period January 2005 to December 2008. Results suggest the presence of a common bubble episode in what are known as China's Tier 1 and Tier 2 cities from June 2007 to February 2008. International property consultants (IPCs) have become key intermediaries in the globalization of property markets by providing a range of services that generate transparency and comparability in land and property-based investments. While their role in generating standardized information on local markets is well known, what is less is known is how IPCs help turn property into an income-yielding asset in less developed economies. This article investigates the contested diffusion of financialized valuation approaches in São Paulo's local property market. Through a qualitative inquiry into large IPCs and their main clients in the city, we show that IPCs have promoted valuation approaches that are tailored to the needs of financial market investors, thus affecting key investment decisions taken by diverse actors. Though these financialized techniques have at times clashed with more traditional views of property ownership prevalent in the country, we show that most often they co-exist with long-established valuation techniques that reflect the social and economic circumstances of Brazil's economy. The socially contingent nature of property valuation raises theoretical issues concerning the complexity of attributing value to fixed capital, as well as several policy issues.

This study examines price clustering in different real estate markets. Using a novel data set, we document that prices are clustered around even figures, and exact prices are not common in the residential, commercial and land markets. Prices increase in multiples of five hundred, five thousand or fifty thousand depending on the market, and particular digits can predict the prices. The magnitude of even pricing is comparable to months’ worth of disposable income and has potential implications on the financial well-being of the market participants. [ABSTRACT FROM AUTHOR]

Are “informal real estate markets” really markets? Alternatively, are “informal property rights” tradable? A few years ago, just the mention of these concepts in a title would render it a misnomer. Goal and objectives: The aim of this paper is to explore the controversies in literature around the use of the concept “informal real estate markets”. The term “informal” comes with different connotations in literature; and for many years it denoted “illegality”. Thus, the use of “informal” as a prefix on real estate markets would be absurd or a misnomer in neo-classical economics whose definition of market transactions relied on fully titled private property rights. By implication, an informal real estate market trades in informal property rights. Methodology: This paper was based on a qualitative meta-analysis approach. It thus reviewed literature on key terms related to the theme of the study, namely; informal land market, vernacular land markets, informal real estate markets, informal property markets and informal property rights. Results: This paper shows that the use of the concept “informal real estate market” and by extension “informal property rights”, is now finding acceptance in scholarly literature. One of the underpinning reasons is the “new” understanding of “rules” as institutions and the re-definition of “markets” within institutional economics. This has resulted in the redefinition of key concepts in support of the operation and study of informal real estate markets. The paper is based largely on in-depth literature review, observations and original thought. This paper examines the non-linear integration between the real estate and stock market for a series of developed markets namely UK, Germany, Australia, Hong-Kong, Japan, Singapore and the US. The period of analysis covers different market phases for these countries. We examine the volatility dynamics of the real estate and stock market in the UK and Germany within a novel FIGARCH-BEKK model. Our results reveal evidence of a common long-term fractional integration between real estate and stock market for these two countries. Moreover, when there is a lower common order of fractional integration, there might also be a significant bilateral or unilateral volatility spillover effect between real estate and stock market. Robustness tests confirm the consistency of the FIGARCH-BEKK model even during the global financial crisis. Additional tests capture the existence of volatility spillovers and fractional integration in the rest of countries (Australia, Hong-Kong, Japan, Singapore and the US) under examination. In December 2017, the U.S. Congress passed into law the Opportunity Zone (OZ) program. As an OZ, designated low‐income census tracts provide considerable tax breaks to property investors, intending to attract investments and spur economic growth. As the success of the program is dependent on investors' responses, we analyze market reactions in a difference‐in‐differences framework. We identify two potential effects on property markets: tax breaks for investors and expected land value appreciation. Our results show that tax breaks are priced efficiently. Qualified properties increase by 7–20% in price, while vacant land increase up to 37%. In contrast, we find limited signs of expected land value appreciation. [ABSTRACT FROM AUTHOR]

Despite his prominence in the socio-political debate on the German housing market before the First World War, Rudolph Eberstadt’s (1856-1922) concept of speculation is largely ignored today by German scholars of economics and economic history. Accordingly, speculative operations on markets are seen rather to determine economic values than to merely assess them. Through the channel of the prevailing institutions of credit and property, they determine future values as well as the modalities of how the real economy will produce their corresponding equivalents. Eberstadt’s conceptual works on the general notion of speculation rely on his institutional-economic investigation of the housing market in metropolitan areas. He conceives loan-financed speculative deals as a legally backed instrument of redistribution, which serves the private sector to realize capital gains from mere value assessments. His approach critically highlights the normative power of financial liabilities from a politicoeconomic perspective. The severe criticism that this approach evoked on the part of market-liberal economists may explain why academics largely ignore Eberstadt’s insights today.

German mortgage banks based on stock, more frequently founded from the early 1860s, used the traditional Pfandbrief system to cope with the growing tasks of urban and housing construction. Its safety for both creditors as well as debtors of real estate financing depended not least on a clear limitation of business activities. During the building boom of the late 19th century, however, many mortgage banks undertook a massive expansion of their business and developed highly complex corporate structures, so that the well-established rules for lending on real estate were increasingly undermined. Using the examples of the “Pommern-” and the “Preußenbankgruppe”, the article explores the distortions resulting from the building boom of the late 19th century and analyses the economic, penal, and legislative means that were used to solve them. The study concludes that, due to their severity, the crisis phenomena in the real estate market of the 1890s led to a uniform regulation of mortgage banks across the Reich for the first time, which indeed achieved a sustainable stabilization of the Pfandbrief system: the price, however, was the isolation of German mortgage banking from developments in Western Europe.

Real estate markets have been all but neglected by historical research. Following a workshop held in Bielefeld in September 2019, this volume seeks to contribute to a better understanding of their characteristics. The introduction starts out with a definition of some key concepts. It then summarizes the state of historical research and argues for a focus on the social and institutional embeddedness of real estate markets. The introduction also gives an outline of the individual papers and a brief summary of some overall findings.

As cities plan for post-COVID recovery, many questions preoccupy mayors, policymakers, planners and developers. This article examines COVID-19's impact on cities, drawing on local governments' developing policies and responses to identify some of the emerging trends and trade-offs. Overall, city recovery will likely involve some transformation to land uses and real estate markets, with increasing demand for urban amenities and nature, and with policies in support of affordable housing, slum upgrading and informal sector employment, to achieve more liveable and inclusive cities. This in turn will depend on the policies, planning, finance, digital infrastructure and governance systems in place. While many city challenges predate COVID-19, they were exacerbated by the pandemic. The extent to which cities, and especially cities in the global South, will overcome such challenges will depend on political will and the implementation of targeted policies and low-cost investments in sustainability, liveability and inclusion. Real estate price growth affects credit risk for several reasons: it provides input for economic forecasts as it's closely tied to economic growth; when used as collateral by banks, rising real estate prices may decrease both expected and actual losses; and banks may become less risk averse in lending practices in the presence of rising property prices. Therefore, we analyze these effects on loan portfolios' estimated and realized risks on a local level. Using data of 390 German savings banks, however, we find that real estate prices have little or no impact on savings banks' credit portfolio risk or risk precautions. [ABSTRACT FROM AUTHOR]

After 5 years of subsidy, interest rates for mortgages modified under the Home Affordable Modification Program (HAMP) reset, increasing annually in increments of up to 1 percentage point until they reach a predetermined rate. We identify the causal effect of increasing interest rates on default, delinquency, and prepayment using an event study design and confirm the effects using a regression kink design. New delinquency and default spike at time of reset among those whose rates increase, with smaller persistent effects continuing. These delinquency and default effects are smaller for lower balance loans in the second reset, for which additional subsidies at the time of second reset are relatively more valuable. We find that a 1 percentage point increase in the mortgage rate led to a roughly 20% increase in the default hazard. This implies that the reset rate increase is cost-effective for lenders given the default environment at the time of reset: increased revenue from higher rates exceeds estimated losses from additional defaults. In this paper, we study the international and sectoral diversification potential in real estate portfolios. Building on a unique dataset of direct real estate markets covering 16 OECD countries over the period 1999–2018, we introduce a statistical test to compare country-level and sector-level diversification potential. This new diversification test provides investors and analysts with a valuable tool as it delivers both estimates and robust significance levels. The expansion of international real estate investment has also created the need for more transparency on real estate markets. In this context, the paper aims at identifying the dimensions and trends of the transparency of real estate markets in 31 states, mostly European, in correlation with their economic development. Applying the Principal Component Analysis (PCA), t-Student test and regression analysis highlighted the strong and significant associations of transparency quantified by the Global Real Estate Transparency Index with the institutional environment, macroeconomic factors, technology, innovation and the social environment. The results of the research show that the most competitive and robust countries have the most transparent and mature real estate markets. Technology, innovation, infrastructure quality and expanded business networks imply new trends in transparency in developed countries. In emerging and developing countries, the quality of governance and lack of corruption are prerequisites for transparency in real estate markets.

The growth and intensification of many urban areas has meant city governments increasingly face pressure to limit development to preserve iconic city views. This is frequently achieved through 'viewshafts' or 'sight lines' that regulate development height across vast urban landscapes. While prevalent in many planning rule books, these policies are rarely subjected to rigorous economic appraisal, despite the large costs they can impose on local areas. We use a regression discontinuity to evaluate one such policy in Auckland, New Zealand which bifurcates the central business district (CBD). We find that the net cost of the policy to the local area is NZ$1.366 billion, or 16% of private land value in the CBD. At the margin, the constraint reduces land values by 40%. While removing these policies is not always easy or necessarily desirable, there may be value in optimization. One theoretical viewshaft alignment could reduce the net cost by 43%. Introduction: The study of population movements in historical centers is a novel issue as well as a challenge for the Public Administration, in order to mitigate the displacements of the local indigenous population as well as the changes in residential character of the buildings. Objective: Address the duty of the Public Administration in the historic centers so that these are living sites from the perspective of the permanence of its native population and the residential nature of the homes. Methods: Research conducted at the University College of San Gerónimo de La Habana, Bibliographic Review and Documents of UNESCO and the 10th International Meeting of Management of Heritage Cities was analyzed. Results: The population residing in the Historic Center tends to decrease due to real estate movements and the change in land use. The Public Administration in the Municipalities in which there are historical centers or heritage cities is called to face the challenges demanded by these processes in order to mitigate their negative impacts. Despite the literature on urban economics has devoted a lot of attention to analyzing housing demand and its adjustment dynamics across markets, not a similar attention has been given to housing supply. In particular, there is limited knowledge on the way the supply curve would help to understand the urban equilibrium in highly dynamic markets as that of Bogota in Colombia. This article characterizes housing supply by stating the relationship between the value of housing and the price of urban land. We estimate Bogota’s housing supply curve using information available for 2008. Results suggest that market adjustment after demand shocks occurs through quantities.

Cyclical synchronization of home prices has important implications for monetary (and other) policies. Regional house price divergence, even over a business cycle, can inhibit labour mobility and prevent workers from moving to where they could add most to their own wages and overall growth. We study house price co-movement across the different UK regions with a method, that, unlike previously employed techniques, allows for time-varying estimates. We find first, that the UK exhibits more home price divergence compared to previously reported results for the US. Second, regions near London exhibit the most co-movement, and those further from London the most divergence. Third, London itself is in the 'middle of the pack' in terms of synchronization compared to other regions. This may reflect London's status as a 'global city' and being the destination for housing demand from sources abroad. This study extends the economics literature on the relationship between recreational water quality and residential property pricing by separately testing the relationships between both water clarity and quality and the price of lakeshore residential properties in Ontario, Canada. Our econometric approach includes objective measures of both attributes: Secchi disk readings for water clarity and phosphorus concentrations for water quality. Econometric results presented in this study suggest that a one-metre improvement in water clarity results in an 8 per cent residential property price premium, while a one standard deviation improvement in water quality boosts lakeshore residence prices by 32 per cent. Under a comparative analysis of the cases of Colombia, Peru and South Korea, I center on the role of the state in housing policies in each of these countries, especially in relation to the market, highlighting the importance of land management. Based on the review of the bibliography, one concludes that though these countries have crossed for processes of liberalization and privatization from the decade of 1990, they differ in his institutional scheme of attention to the housing and urban land management: a state developer and planner who promotes public-private-partnership (Korea), another one that combines mechanisms of subsidy with management of land (Colombia) and another one in which there reigns the free market (Peru). Using data from the recent referendum in Britain to leave the E.U., we document a link between political uncertainty and real estate values. Specifically, we find that real estate values in areas of London that have a high concentration of E.U. passport holders declined significantly more than the rest of the city following the Brexit vote. In addition, we find that areas with concentration of highly-educated residents also experienced a disproportionately large price decline. This paper examines the impact of two nationwide reforms to the National Flood Insurance Program on both flood insurance and property markets. The 2012 and 2014 reforms aimed to phase out subsidies on flood insurance premiums. Using a difference-in-differences framework comparing treated and similar but untreated properties, we find that the reforms led to a 14.3% relative increase in the price of flood insurance, an 8.2% decrease in insurance demand, a 4.2% decrease in property prices and a 2.3% decrease in property transaction volumes. As flood risk continues to accelerate across the United States, properly pricing insurance premiums can effectively discourage households from living in risky areas, but may involve potential trade-offs such as the unintended outcome of a large drop-off in insurance coverage. • Recent reforms in the National Flood Insurance Program caused a 14.3% increase in the price of insurance for affected properties. • In response, insurance demand dropped by 8.2%. • The sales prices of affected properties decreased by 4.4% and their transaction volumes fell by 2.3%. Among factors that might significantly diversify common and economic trading, in particular trading in real estate, pre-emption, back-in and redemption rights, as well as the right of priority in acquisition play an important role. These legal instruments, despite certain differences in their legal structures, serve a similar function. Namely, they may be utilized for the purpose of affecting the preferred ownership structure. The legislator in pursuit of the assumed ownership structure may – through the instruments of the pre-emption right, back–in right, redemption right and the right of priority in acquisition – particularly with their statutory character - restrict freedom to trade in ownership with regard to the selection of the real estate purchaser. Simultaneously, in the contracting process, the parties face a certain manner of proceeding imposed, the purpose of which is to conclude the contract on transferring real estate ownership with the partner preferred by the legislator. In certain cases, the legislator goes even further, granting the eligible party a claim under which the eligible party may demand that the party obliged shall submit an appropriate declaration of will, and in the event that the party obliged refuses – the eligible party may seek the judgment of the court replacing that declaration. Proper navigation in the field of real estate trading, in particular with regard to transactions in which the pre-emption right, back-in right, and redemption right, or the right of priority in acquisition is reserved for defined entities, requires defining the legal character of the given instrument, the manner of executing the due right by the eligible party, results of the failure of the parties to the contracting process to fulfill the obligations imposed by the act, and finally, defining whether there are means for the compulsory execution of the power guaranteed by the act and, if yes, what these means are.
