The objective of this research was based on analyzing the perception of efficiency of municipal management in relation to the provision of services in the provincial municipality of Piura 2023, through a correlational methodology that allowed measuring that the provision of municipal services does not They respond to the category "political inertia", but to the identification of a political actor. The article begins with a debate on the inertia of public policies, and consequently, the problems of representativeness in electoral contexts, and their possible impact on the implementation process. Subsequently, the debate is contrasted with results from a perception measurement tool, using a cross-sectional and descriptive non-experimental design. The tool confirms a strong correlation between the municipal management variable and the service provision variable, showing a Pearson coefficient of 0.99, which demonstrates the importance of the identity of the political actor in citizenship. Different dimensions of each study variable confirmed this strong correlation. It is concluded about the risks to public policy that the meters tend to favor the identity of the political actor over efficiency, but also about the cruciality of the actor in the stability and continuity of policies that require long-term efforts. Higher education institutions are considered as the main bearers of socio-economic development of society in general. Having in mind that quality is considered as an important part of institution's responsibility as well as its' sustainability, it is necessary to provide a holistic approach that would cover all processes in the institution and offer students and other stakeholders the expected standards of professional and competent functioning in all aspects of life and work. On that basis, every higher education institution tend to design and implement scientific research and professional work in various fields, and to promote and nurture creative and critical thinking values, academic integrity and professional ethics. Dedicated to this mission, many of them attempt to establish themselves as reputable HEI's in the country and the region committed to the standards of the European educational space, endeavoring to develop science, academic community, local and regional social community. Vision of many faculties is oriented toward becoming recognizable in the international academic community by constantly striving to meet as higher as possible educational, scientific and academic community standards, but also, in accordance to their original principles and actions, to contribute to the development a culture of quality in the society. Therefore, the quality management of a higher education institution is a process that continuously and systematically follows-up over a long-time period whether the established system of quality assurance, monitoring and control is effective and adjusted to proclaimed European standards. Purpose of this presentation is to gain insight into to current developmental state of quality management in HEI's in relation to the proclaimed standards.

The purpose of the article is to study the essence of the quality of working life as a method of managing a company; comparison of the quality of working life in Ukraine and South Korea; coverage of modern approaches to its development. As a result of the study, it is emphasized that the quality of working life, as a method of managing a company, is aimed at designing and creating a comfortable working environment for employees at all levels. The quality of working life is associated not only with satisfied employees, but also with the best business results. The latter are associated with the intellectual capabilities of employees. When the quality of work and life is stable, productivity surely will be increased, too. A comparison of approaches to the quality of working life in Ukraine and South Korea is made, allowing to conclude about the common and the different. It is defined that a very big difference lies in the attitude of personnel to work and etiquette rules between the staff in Ukraine and in South Korea. Korea has the highest rate of aging population among countries that are members of the OECD. At the same time, not only employees need to change, but also employers should develop a holistic well-being strategy for the future. Not taking this into account in the country’s social policy will slow economic growth, exacerbate inequality and weaken welfare, and call into question the sustainability of public finances and social well-being. The standard of quality of working life at Korean enterprises is supported by laws. Domestic employers, as a rule, introduce disparate and unsystematic measures that meet only the current needs of employees. It is determined that the COVID-19 crisis has provoked increased attention to the protection of the most vulnerable workers. It is concluded that the development of social protection of the population has contributed to a more gradual transition from the protection of jobs to the protection of workers, which, together with the enhanced active policy of the labor market, supports employment and productivity growth. Prospects for further research in this direction are to determine the degree of influence of mental and physical health of an individual on the quality of working life.

The rapid growth of zakat institutions in Indonesia is not accompanied by amil zakat's performance, which has a low impact on realizing the collection and distribution of ZIS funds. Under these conditions, a new formulation is needed in the management of zakat. This paper aims to develop the concept of zakat management with a quality assurance approach. The findings in the study reveal that quality assurance in zakat institutions as a form of the quality system includes standardization of management, as a measure of amil performance, the process is carried out systematically and consistency, quality orientation, has a work culture, there is an increase in the results of zakat management. The concept of quality assurance forms zakat management activities' functionalization to make it easier for amil and staff to understand zakat management implementation. Besides that, it also forms 1) strengthening zakat management regulations that impact amil compliance in managing zakat and muzakki compliance in paying zakat to BAZNAS, 2) Adopting quality management, which consists of planning, organizing, implementing, and controlling, 3) Quality Assurance leads to the professionalism that pays attention to work processes that are systematic, consistent, and following applicable work procedures and procedures. Thus a management system is formed, an organizational structure effectively and efficiently, a professional amil and staff, a reporting system, a monitoring system, an evaluation system, and a quality assurance system. This article highlights the trends and patterns of international cooperation and integration of small and medium-sized businesses by the example of the Stavropol territory (Russia), considers the participation of state bodies in international cooperation and exports. Management of the infrastructure of international cooperation and integration is characterized by low efficiency and is constrained by the lack of scientific and methodological support for these processes. The problem is that the existing needs of small and medium-sized businesses for infrastructure support for international cooperation and integration are unmet, while budget resources are spent on the development of those infrastructure components that are not in demand or can only bring practical benefits in combination with other components. Scientific novelty consists in the development of scientific and methodological recommendations for optimizing the management of international cooperation and integration of small and medium-sized businesses in the Stavropol territory.

The expediency of expanding the scope of application has been justified and methods of using the quality parameter of the company’s management in determining its value using the methods of revenue and comparative approaches have been proposed. In calculating the discount rate, instead of the expert assessment method used in practice, a method for calculating the management risk premium to the risk-free rate, which gives a more objective result, has been offered. The quality of management has been considered as one of the main factors of non-systematic risks, expressed in the socio-economic efficiency of the company, in the calculations of which it has been proposed to apply a resource-target approach. In a comparative approach to evaluating the value of a company, the quality of management has been used as one of the criteria for selecting similar companies.

The procedure for choosing the organization managing the apartment building is regulated in detail by legislation. However, the law, formally conforming to market principles, leaves the owners of residential premises in the house without any reasonable selection criteria. The wrong choice of a management company is fraught not only with economic losses, but also with safe living. At the same time, the ratings proposed for state accounting or statistics cannot be applied by owners to select the best candidate, since they have other goals. The limited applicability of these ratings and criteria systems has been argued in the article, and also well-grounded approaches and a new system of criteria necessary to resolve the selection problem have been proposed.

Education is the source through which the transformation of knowledge and learning takes place. It can lead to an improvement in your own life. Education and knowledge complement each other and are viewed as a perpetual learning process in life, which leads to people developing socially in such a way that they can write new pages of history through their applied knowledge potential. Aside from the individual benefits of education, it has positive effects, which is why the whole economy and society benefits from an increase in human capital through learning. In the current scenario, all activities have brought many dramatic changes along with the changing environment of economy, technological advancement and individual preferences/perceptions. This not only affects economic growth, but also affects all aspects of social and personal life. Our education system is not unaffected by these changes either, as we have seen in today's universities, which are changing from traditional education providers to professional education providers. Among the specialized courses, management education has a good reputation in society because management can be applied everywhere in daily life as well. Today every university and its affiliated colleges offer management education from the last 5 to 6 decades. This research is an attempt to examine the qualitative aspects of factors affecting management education in India. The categorization of the factors must be done taking into account the macro environment of the country, such as: B. Political Environment (P), Economic Environment (E), Social Environment (S), Technological Environment (T), Legal/Regulatory Environment (L), Geography Environment (G) and Academic Environment (A) (PESTL-GA). Any system existing in the country is forced to survive under the influence of the macro environment. The importance of the macro environment cannot be overlooked, so I have tried to classify the factors considering the challenges of the macro environment. The article considers the issue of bad informativeness of used system of analysis of road accident rate formation specifics. Unfortunately, the set of evaluative indicators of road safety allows to solve extremely limited set of problems. In general, they compare actual road accident rate characteristics with equivalent ones in previous time periods. Meanwhile the qualitative properties of road safety formation process stay undiscovered. The disadvantage of this analytical approach can be resolved by using entropic characteristics. They include absolute entropy H, relative entropy Hn and entropic coefficient of similarity Kh. Entropic analysis allows to solve one of the most important problem of system process management – how to assess the quality of management. In the context of Russia this problem is significant because of the diversity of regional transport systems in Russian Federation. This diversity is the result of historical-geographical, social-economical and national-demographical factors. Usage of uniform management approach for road safety provision systems of different regions is inefficient and not forward-looking. The aim of the research is the development of theoretical theses which allow to adequately interpret and model orderliness formation process in order to identify the quality of road safety provision systems management. The basis of assessment of orderliness of road safety provision systems is evaluation of entropic characteristics of road safety provision systems. The article presents method of assessment of entropic characteristics of road safety formation process in Russia and the results of its application. Special attention should be given to the idea of detection of problematic road safety provision systems against the background of other regions based on the comparison of relative entropy values Hn, calculated by for- and three-linked methods. Moreover, the article considers possible ways of practical usage of entropic analysis in order to increase the level of road safety.

The article considers the essential theoretical aspects and some practical features of the transition from the old, regional models of the political system, tested in Russia until 2003, to new ones, which, from the point of view of the country’s leadership, have contributed more to strengthening the stability of the acquired forms of Russian statehood. These models began to be based on a uniform approach to the organization of management in the municipal space of the region-subject. The formation of the municipal political continuum since the start of the implementation of the new concept of nature and the purpose of the local government and its bodies began to occur almost everywhere under the direct patronage of regional government bodies with the participation of the federal center. The configuration of territorial political forces and influences, as well as the correlation of political weight and real possibilities of influence of the main players, dominant and subordinate political figures and the socio-cultural background of regional development determined the dynamics of the arrangement of municipal practices and the attitudes of their participants. The municipal environment turned out to be practically devoid of a political component, but gained political potentiality, which is updated more according to the situation than at the request of local forces and authorities.

Credit risk is one of the most important risks that the banking system including Islamic banks and conventional banks faces. The main source of this risk can be searched through certain banking factors and macroeconomic environment. Due to the important role of bank specific factors on the non-preforming loan of banks, in this study, the effect of management quality, capital adequacy, size and liquidity on credit risk using GMM panel data method in 2011-2016 is investigated in two groups of Islamic and conventional bank. In addition to specific factors, in order to control the role of the macroeconomic factors, the impact of GDP growth rate, exchange rate and inflation rates are considered as the control variable. The results show that there is significant negative correlation between credit risk and size, management quality and capital adequacy, but there is no significant correlation between liquidity ratio and credit risk in Islamic banks. On the other hand, in conventional banks, there is significant negative relation between liquidity, management quality and capital adequacy with credit risk. The results also indicate an insignificant relationship between bank size and credit risk.

The article presents the results of studying enterprises in the hotel and restaurant sector of Kharkiv region for the purpose of achieving an aggregate picture of the quality of managing the hotel and restaurant sector in the region and developing recommendations for optimizing management mechanisms. The subject of the research is the theoretical and practical aspects of improving the process of managing enterprises in the hotel and restaurant sector in Kharkiv region. The practical significance of the research is due to the real need of enterprises in the hotel and restaurant sector for applying a management system that meets market requirements in order to ensure competitiveness of their services. The trends in the development of the hotel and restaurant sector in Kharkiv region are studied. Furthermore, using an expert survey, the effectiveness of organizational structures and management systems in enterprises is evaluated. It is determined that against the background of nationwide positive trends in the development of the hotel sector, Kharkiv region is reducing its market share, which is primarily caused by the presence of traditional types of organizational structures and the limited use of modern management techniques. There carried out a typologization of enterprises in the hotel and restaurant sector in Kharkiv region in terms of quality of management by three levels: high, medium, and low. In the context of the considered enterprises, there determined the grounds for adopting the international standards of management ISO 9001; searching for new forms and models of management; elaborating development strategies and tactics; improving the system for managerial decision-making, etc. The recommendations and conclusions of this research are of applicable nature and intended for widespread use in activities related to improvement of quality of managing enterprises in the hotel and restaurant sector at the regional level.

The purpose of the study is to develop a flexible model for assessing the country risk of Germany to determine the level of economic security of the state and choose the vector of economic policy, including during periods of global turbulence. The authors have developed a method for determining the level of economic security of the state based on the calculation of the integral indicator of country risk, which has a number of advantages and contributes to improving the quality of economic security management: open statistical data on the socio-economic development of countries are used; expert surveys are not required; publicly available methods of statistical analysis (correlation and covariance analysis) and the method of determining the weight of the impact of economic indicators on GDP dynamics without taking into account the opinion of experts can be used for international comparisons. The results of calculating the integral indicator of German country risk showed that for the period 1992-2018, the average country level of risk was 2.75% of economic growth, during this period there were only 5 periods of "weakness" of the German economy, which indicates a high level of economic security of the country. The scientific-methodical approach to support of quality of management at industrial enterprises is considered, which is contingent upon constant changes of external environment and allows to optimize activity of enterprise as a whole that will provide the enterprise with obtaining additional profit, which can be directed to further development of entrepreneurial activity. The scientific results obtained in the process of research process in the aggregate solve the important scientific task on support of quality of management at industrial enterprises, namely: improvement of technology of implementation of methodical support of quality of management at industrial enterprises, differing from the existing ones by logic and content of internal components of quality of management at the expense of harmonization of production, marketing, financial, innovative-investment, logistics, personnel activities of the enterprise, as well as determination of the level of influence of factors of external environment on the basis of the global competitiveness Index, which allows to make operational decisions regarding the quality of management at industrial enterprises.

The article is about quality management problem of economics at high education organization in the present market conditions. In the research the authors had found that all factors that affect to the process of high educational process management are divided into four main groups - the factors of the education system, the factors of educational organizations, the factors of the social environment and the factors of personality characteristics. The Bologna process, the obsolescence of the special process and the loss of personnel were attributed to the education system group. Factors of internal (financing, material and technical base, electronic information and educational environment and personnel) and the external environment (influence the learner through laws, social policy, values, norms, traditions, mass media) are refer to the group of educational organizations. Factors of the social environment include microenvironment factors, such as family and friends and other social groups, as well as macroenvironment factors such as culture, economics and demography. Personality influences to the process of management through temperament, character, abilities and motivation. The factors structure can be used like effective instrument of organizations and management in high education organizations of country’s economics in following researches.

The problem of evaluating the effectiveness and quality of corporate governance acquired a special urgency in connection with the need to develop universal tools that allow the most comprehensive analysis of the operational and strategic activities of companies with state participation, to defi ne the trends and prospects for their longterm development, commercial and budgetary effi ciency. In addition, the changed legal regulation of nonpublic and public companies, and the content of the procedure of joint-stock companies. Based on the methodology of strategic management in the article the features of goal setting in developing the strategy development of companies with state participation, grounded system of strategic planning, determined the content of the stages of the strategy process. The analysis of methodical base for the application of key performance indicators (KPI) for state companies on the basis of which the specifi city of the use of KPIs by public and nonpublic companies, the proposed evaluation system of quality management of non-public companies with state participation that includes the integral factors and indicators of quality of governance. As a tool for management by key performance indicators and evaluation, proposes the use of a balanced scorecard, discusses necessary conditions for its successful implementation in the companies with state participation. The proposed integral indicator of effi ciency of activity of joint stock companies and indicators of quality of management of unitary enterprises, can be the basis for evaluating the effectiveness of operational management of companies with state participation, to be used in the process of monitoring and ranking.

In today’s conditions of economic development, the assessment of the state of the financial potential of the enterprise becomes important, since it is the financial potential that allows us to determine the state of financial resources, business opportunities, competitive advantages and investment attractiveness, both at the regional and international levels. That is why the problems of research of methodical and practical aspects of management of financial potential of an enterprise, use of progressive methods of measurement and substantiation of strategic goals of enterprise management depending on the level of its financial potential become acute. The article is devoted to the analysis of the level of financial potential of the subjects of entrepreneurship and the identification of the main factors that have a significant impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region. The purpose of the article is to study the problems of investment attractiveness of business entities and to develop recommendations of the daily value of the level of financial potential of enterprises on the basis of a comprehensive assessment of financial and economic indicators of the enterprises of the machine-building industry in the Kharkiv region. During the analysis of the state of industry in the Kharkiv region, a negative tendency of changes in the corresponding indicators has become evident. the reason for the analysis and the selection of the set of indicators that carry the largest and the impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region and indicate the effectiveness (or inefficiency) of their activities. According to the results of the analysis of the financial and economic activity of the enterprises, the methodical approach to determining the level of financial potential of the enterprises of the machine-building industry of the Kharkiv region is proposed based on the positioning of the enterprise in the space of the developed matrix constructed based on the results of calculating the taxonomic index of the financial potential of the enterprise, which allows determining the level of financial potential and the implementation of the relevant recommendations on increasing the financial potential of the enterprise in. Recommendations on determining the level of financial potential of enterprises are formed on the basis of financial and economic indicators of activity of enterprises of the machine-building industry of Kharkiv region.

The paradigm transformation at the present stage of socio-economic development, the essence of concepts, characteristic features and the role of quality in ensuring the management of information and communication capabilities under the influence of changing situations are investigated. The essence and dialectics of the paradigm of management of information and communication potential of the enterprise in the conditions of development of information and knowledge economy are substantiated. The relevance of the study due to the fact that quality is the most important factor of sustainable development of the national economy, its integration into the world economy. The establishment of effective quality systems focused on the introduction of modern technologies and management methods is the key to a sustainable position of the organization on the market of goods and services. In this regard, this article aims to disclose the concept of quality and quality management of education as one of the most urgent at the present stage of development and for the Russian higher school. The purpose of this article is to analyze theoretical and practical approaches to the problem of effective management of the activities of Russian universities on the basis of international systems of assessing the quality of educational institutions management. The leading attitude to the study of this problem is systemic and structural-functional approaches to address the issue of quality management of higher education in the international context of the development of educational systems. The study is due to the high pace of expansion of higher education, as well as the need to increase the cost both from the state and from the business community and the consumers of educational services. The article presents the modern technologies of evaluation by universities quality of their research and educational activities and identified ways of improving the methods of quality management. The positive component of this approach is that its implementation is maintained as the continuity of the Russian tradition of education and expanding the set of positions to best meet the needs of modern society and standards. Article content is useful to the subjects of the modernization of management processes of modern higher education in the conditions of transformation of the Russian education.

The study defines the concept of group development process as a set of phenomena occurring in groups and work teams as well as in all formal and informal social units. The various stages of team development are presented and characterized, including: dependence, differentiation, crisis of responsibility, attack on the leader, creativity and real capabilities of the team. The attention is paid to the inevitability of the existing group process mechanisms occurring always in a specific order. These mechanisms may have varying intensity and duration, and are dependent on the situation, group composition, behavior and decisions of team leader. For individual phases of the group development process, negative and positive actions of managers managing work teams were selected. The practical part of this study presents the results of research conducted among the managers of every managing level, referring to the knowledge, awareness and use of group development process phenomena in achieving the objectives of the managed employee group. Health professionals are on the front lines of healthcare delivery, due to the current shortage, and ageing of medical staff, their recruitment and retention are crucial challenges for health policy-makers and managers. To get the opinions of decision-makers and practitioners concerning importance of the quality of management to improve the healthcare system we conducted interviews with selected stakeholders. According to our respondents, the main challenge for the Polish healthcare system is an employment of an adequate number of medical staff. Adequate funding and proper fund allocation are indispensable. Management can improve results of enterprises, above all, by an innovative re-allocation of available resources and a synergetic integration of their working. A significant factor of the quality of management in enterprises such as business systems (BSs) is their restructuring by an innovative integration aimed at achieving better business results through synergetic effects. BSs can improve cooperation between their parts or their cooperation in broader integrations. Our research is focused on the supply chain (SC) as an instance of a possible integration of logistics in or between BSs and on the economic reasonableness of their participation in an SC, aiming to take advantages of value chains. In practice, each BS can create its own SC or can participate in broader SCs. For that reason, the economics of the participation of a BS’s parts in an SC, and BSs as parts in broader SCs, are considered. Additionally, the business processes of an SC are examined as the cybernetic entities of the basic, management, and information partial systems of the participating BSs. To create an integration process, the concept of Business Re-Engineering, which enables the simultaneous realization of both rationalization and synergetic effects and their direct support to the creation and exploitation of a competitive advantage of value chains in an SC, is applied.

The article substantiates the need for periodic assessment of the quality of management. The article describes the mechanism for assessing the quality of management of a production enterprise using the ratio of working capital, profitability and liquidity

Assessment of expediency of management tools of the industrial enterprises. The existing approaches of the management tools validity on the basis of IT are considered in the article. The valuation essence consists of the justification of the project on the basis of the following factors: a cost recovery and a quality of management.

Quality and efficiency of management describe less explored fields of theory and practice in Romania. They are very important for scientific research, but also for those who are directly involved in practicing management. Although progress has been made in the theoretical and methodological approach to managerial efficiency and effectiveness, we believe that any attempt to determine the size of their improvement is valiant, but difficult to achieve. There are still not very clear, for specialists and practitioners, the differences between the quality and the efficiency of management. In addition, the variables that condition them--related to management processes or management system are approached in different ways. Various attempts are quantifying the contribution of each variable in determining the level of efficiency of management. Also, there are several attempts to determine an indicator to highlight the whole efficiency or quality of management. The issue of this article remains open for other specialized interventions, given the specificity of the management processes and of the manager's performance in this area of human concerns. Background Three successive editions of the International Classification of Headache Disorders and multiple guideline papers on headache care have described evidence based diagnosis and treatment of headache disorders. It remains unknown, however, to which extent this has improved the diagnosis and management of headache. That was the aim of our study in which we also analysed differences between three social groups in Russia. Methods We studied 1042 students (719 females, 323 males, mean age 20.6, age range 17-40), 1075 workers (146 females, 929 males, mean age 40.4, age range 21-67) and 1007 blood donors (484 females, 523 males, mean age 34.1, age range 18-64). We conducted a semi-structured, validated, face-to-face professional interview. Data on prevalence and associated factors have previously been published. A section of the interview focused on previous diagnosis and treatment, the topic of this paper. Results Only 496 of 2110 participants (23%) with headache in Russia had consulted because of headache. Students consulted more frequently (35%), workers and blood donors less often (13% and 14%). Only 12% of the patients with ICHD-3beta diagnosis of migraine and 11.7% with ICHD-3beta diagnosis of tension-type headache (TTH) had previously been correctly diagnosed. Triptans were used by only 6% of migraine patients. Only 0.4% of migraine patients and no TTH patients had received prophylactic treatment. Conclusion Despite existing guidelines about diagnosis and treatment, both remain poor in Russia. According to the literature this is only slightly better in Europe and America. The article presents the results of management quality survey in Russian clusters that reveals specifics of cluster support policy in Russia. We compare 22 Russian clusters, supported by the Government, using series of indicators measuring cooperation intensity of cluster participants and activity of cluster management teams. We introduce a description of the typical Russian innovative territorial cluster, based on the average values of the indicators. Our analysis revealed that international communications, information about funding and training courses are highly useful tools to improve collaborations among cluster participants. This paper proposes a methodology for measuring cluster performance by the cluster scale index, cluster development index and cluster management efficiency index. In conclusion, we formulate recommendations for cluster policy improvement in Russia, based on our analysis of indicators' correlations and comparison between the results of our research and the similar researches in other countries. This analysis will be useful for researchers and policymakers from countries, where cluster policy has recently become a popular topic. [ABSTRACT FROM AUTHOR]
