RESUMEN El propósito del trabajo es problematizar la relación existente entre algunas intervenciones estatales recientes que viabilizan el acceso al suelo urbano y las múltiples dimensiones del derecho a la ciudad, analizando la implementación del Programa Crédito Argentino del Bicentenario para la Vivienda Única Familiar en Mar del Plata. A partir de las diversas controversias generadas en el proceso, se observa que si bien logra en parte garantizar el acceso al suelo, no sucede lo mismo respecto de la centralidad urbana ni de la participación en la toma de decisiones, componentes centrales del derecho a la ciudad. Sin embargo, si bien por el momento aquel parece más un principio programático que un derecho efectivamente garantizado, la reivindicación por su institucionalidad ha ido en ascenso y se ha logrado un progresivo reconocimiento desde lo normativo, en pos de una gestión democrática y participativa de la ciudad. ABSTRACT This paper’s aim is to pinpoint problems with the prevailing relationship between a series of recent state interventions which foster the urban land access and the multiple dimensions of the right to the city, analyzing the enforcement of Programa Crédito Argentino del Bicentenario para la Vivienda Única Familiar in Mar del Plata. Taking into account the various sources of controversy generated in the process, it can be seen that such a program is partly able to guarantee access to land, but not to urban centrality or participation in decision-making, key elements of the right to the city. However, although for the time being that right resembles more a prescribed principle than an effectively guaranteed right, its institutional empowering has been rising and recognition in the regulatory framework has gradually been achieved in favor of a democratic and participatory city management.

Se presenta una posible línea interpretativa de procesos y decisiones desafortunadas que han guiado el crecimiento urbano de la Comuna de La Florida en sus fenómenos de extensión desde las décadas del 70' y 80'. Esto significó la incorporación fraccionada al suelo urbano de miles de hectáreas agrícolas, con escasa conexión y equipamiento. Dado el dinamismo urbano de la última década, aparece el momento de inflexión necesaria, diría casi obligatoria, de re-encausar armónicamente este crecimiento desde las políticas públicas./This essay shows a possible interpretative line of process and unfortunatly decisions that guided the urban growth in the District of La Florida about its extention phenomemoms since the seventies and eighties. That means the split up addition of thousends of agricultural hàs into urban soil without links and equipments. Given the urban dinamism of the last decade, appears the necessity, almost forcely, to sue the harmony in this growth from publics policies.

Results show that although there might be some slight discrepancies among the three groups in the decision-making process and the weighting of housing attributes, the three groups agree in most of the process, especially when defining the criteria and the importance that each criterion has on the process of valuation. This study provides important managerial and sustainable implications for the real estate market related to urban public policy, as we highlight which criteria are most preferred.

Most studies have mainly focused on housing supply, looking at quantitative predictions without considering the qualitative relationship found between housing values and housing demand on a sustainable and microeconomic scale. El presente trabajo recupera algunos debates respecto a las modalidades de acceso al suelo urbano y a la vivienda por parte de sectores medios y bajos en las ciudades latinoamericanas (Abramo, 2003), situando dicho debate a la luz del proceso protagonizado por una organización social en la ciudad de San Salvador de Jujuy: la Organización Barrial Tupac Amaru (OBTA). Se trata de una organización que construyó barrios de viviendas sociales en diferentes localidades de la provincia y, especialmente, en la ciudad capital de San Salvador de Jujuy, transformándose en un actor económico, político y social de considerable peso, que se articuló de manera particular con el Estado y sus políticas habitacionales. En primer lugar, se reconstruirá brevemente el contexto socioeconómico del período denominado de la posconvertibilidad en Argentina y se caracterizará el rol del Estado, especialmente en lo atinente a las políticas habitacionales durante dicho período, teniendo presente en ambos ejes las particularidades del contexto subnacional de Jujuy. En segundo lugar, se presentará a la organización bajo estudio, prestándole atención a las disputas que protagonizaron a la hora de poner bajo un signo de interrogación el modelo de ciudad imperante en Jujuy, a través del proceso de producción de hábitat popular. Por último, se presentarán los resultados que, bajo la clave de lectura elegida, permiten repensar las modalidades populares de producción de las ciudades, organizadas de manera mixta entre el Estado y las organizaciones sociales y políticas, en contextos de redefinición del rol estatal., This work recovers some appreciations regarding the modalities of access to urban land and housing by middle and lower sectors in Latin American cities (Abramo, 2003), placing this debate in the light of the process carried out by a social organization in the city of San Salvador de Jujuy: the Organizaicón Barrial Tupac Amaru (OBTA). This is an organization that built neighborhoods of social housing in different localities of the province and, especially, in the provincial capital of San Salvador de Jujuy, transforming itself into an economic, political, and social actor of considerable weight, which was articulated in a particular way with the State and its housing policies, creating a mixed modality between the logic of necessity and the logic of the State to achieve access to urban land by the popular sectors of Jujuy. First, the socio-economic context of the so-called post-convertibility period in Argentina will be briefly reconstructed and the role of the State will be characterized, especially in relation to housing policies, keeping in mind the peculiarities of the Jujuy subnational context. Secondly, we present the organization under study, characterizing its context of emergence and main characteristics in its developed, paying attention to the disputes that took place at the time of putting under a question mark the prevailing city model in Jujuy, through the process of popular habitat production. Finally, we present the results that, under de perspective chose, allows us to conclude that the way of construction of popular habitat that was carried out in this case supposed a mixed combination of the logic of necessity and the logic of the state, under redefinition of statal role.

La preocupación por entender la lógica interna o el referencial de las políticas públicas urbanas surge de la necesidad de comprender el origen de las ideas o los paradigmas que han soportado la construcción política del territorio y el planteamiento de instrumentos de acción pública para intervenirlo, modificarlo y organizarlo. Este trabajo de investigación propone los elementos básicos de una propuesta metodológica para el análisis del referencial de las políticas públicas urbanas sustentada en el engranaje de la acción pública (políticas públicas, planificación y gobierno) con el fin de reconstruir las trayectorias de la territorialización y entender los instrumentos de planificación y de gobierno como instrumentos de acción pública, y como unidad de análisis de las políticas públicas en el territorio. The concern to understand the internal logic of urban public polices arises from the need to recognize the origin of ideas and paradigms that have endured the political construction of territory. Also, to be aware of the ideas that have supported the adoption of public action instruments to intervene, modify and organize urban territory. This research proposes basic elements for a methodology to analyze the referential of the public urban policies supported on a public action gear (public policy, planning and government). The purpose of this scheme is to reconstruct the trajectories of territorialization and understand planning instruments as instruments of public action, and as a unit of analysis of public policies in the territory. Afin de prévenir la crise urbaine et le malaise que connaissent les banlieues, des actions politiques et sociales ont été mises en œuvre. L’enjeu des programmes politiques successifs (réhabilitation de l’habitat social, amélioration du cadre de vie) était de faire resurgir de la civilité et de la mixité sociale. Les manifestations violentes de banlieue des années 90 ont montré les limites de cette politique. Une nouvelle orientation est alors prise ; elle mise sur l’insertion par l’économique et le désenclavement des zones urbaines sensibles. Cette politique de rénovation urbaine a permis d’institutionnaliser la médiation comme mode de régulation sociale. D’initiative citoyenne, la médiation a été intégrée par les pouvoirs publics dans leurs politiques de la ville, comme gage de paix sociale. La pratique de la médiation prend des formes diverses, elle se veut à la fois pacificatrice, intégratrice et créatrice de lien social. Les premières évaluations territoriales de la médiation urbaine prouvent son utilité sociale. In order to prevent urban conflicts and trouble in outer suburbs, political and social urban policies have been implemented. What was at stake in successive political projects (rejuvenation of social housing and improvement of residents’ local environment) was to give an impulse to citizenship and courtesy as well as mixed social relationship. The violent urban local conflicts of the 90’s have shown the limit to such policies. Consequently, a new direction is been taken; it relies on the economic vector to stop the isolation and facilitate the integration of sensitive urban areas. This policy of urban rejuvenation has established mediation institutionally as a means of social regulation. As citizen initiative, mediation was integrated by governmental urban policy as a promise of social peace-building. Mediation implemented along different lines can be given different forms: pacification, social and racial integration and the creation of social interaction. The first observations of local practices in mediation have proved its social use.
