This article reviews the literature on the consumption, street drug analysis, distribution, and main environmental impacts of illicit drugs in Brazil and analyzes the III National Survey on Drug Use by the Brazilian Population. The literature review is based on articles published in national and international journals between 2018 and 2023. This review consists of two analyses, the first of which addresses publications from the last 6 years on the monitoring of illicit drugs in Brazil and a second analysis based on the III National Survey on Drug Use that addresses the different possibilities of contact with drugs. The results revealed that the Southeast region of Brazil has the highest number of studies on the subject, especially in the state of São Paulo, while the North and Northeast regions have the lowest number of studies. The Midwest regions only have studies in the federal capital city, Brasília, while no studies were found in states bordering countries that produce illicit drugs, such as Paraguay and Bolivia. Analytical methods that use the concept of miniaturization, green chemistry, and the adoption of acceptance methods are frequent in most articles. Chemometric and statistical tools are widely used for the analysis, development, and conclusion of identification and quantification methods. Among the articles studied, there was a predominance in the analysis of cocaine metabolites and cannabis metabolites in the aquatic environment, where their concentrations ranged from 0.01 to 2000 ng L−1. Studies also reported bioaccumulation in marine biota with concentrations of up to 4.58 µg kg−1 for mussels and sediments, posing a risk to algae, crustaceans, and fish. The "corporate food regime" in Mexico rested on the dismantling of national agricultural production, but in 2018, with the rise of the progressive government, some neoliberal guidelines were reoriented in the interest of recovering food sovereignty. To this end, a public policy was developed to encourage agroecological grain productivity among small producers. In this context, this study diagnoses the state of the indigenous peasant economy in the municipality of San Miguel Talea de Castro, Oaxaca, Mexico, to explain the logic that guides the Zapotecs to adapt the Production for Wellbeing program to their economic, social and cultural livelihoods. Methodologically, we start with a survey of the socioproductive environment, and then later ethnograph the local management of the program. The main finding shows the failure of agroecological production of basic grains, but its positive impact on coffee production. The implementation of the childhood public policy in Chile finds its guidelines in the model of New Public Management. The management and control systems go through the intervention work for vulnerable children, causing high intensification and tension in the work ethic. In this article we discursively analyze how workers build the meaning of public work in childhood, showing the tensions that emerge in their relationship with politics and its instruments. The results, based on 16 interviews, evidenced three dominant repertoires: between the managerialized worker and the frustrated worker; the superhero worker; and the collective as a refuge and support for the managerial gear. Faced with this dispute over the ethics of the public, it is urgent to rethink childhood policies, highlighting the place of collective articulation, as an organized voice that cannot be absent in its design. This work seeks to understand how the advanced tertiary sector (digital technological knowledge, R&D) advances in the Argentine productive structure, especially in industry, as part of the profound global productive restructuring of the capitalist system. Economic outsourcing, as a global process, responds to a structural change, and the trend is towards a productive specialization that now demands greater technological complexity in both material and immaterial terms (urban communications infrastructure such as fiber optics, high-speed internet, satellite communication, 5G, high-performance computing equipment, digital platforms and systems, selectivity of labor qualification, R&D, among others). Various studies show a growing integration between industry and services, with increasingly outsourced industries that demand specialized services within and outside their scope of production. Analyzing this phenomenon is relevant, since the tertiary sector is explanatory of a large number of activities, and corresponds to a particular form of international and internal division of labor in each country. At the same time, the expansion of the advanced tertiary sector into industries brings with it a reorganization of productive, social and territorial structures, evidencing profound transformations not only in the industrial sector, but also in the regions where this sector is relevant. This paper aimed to present an analysis of public policies and the universal supply of drinking water in the municipality of Itaituba, in the state of Pará, Brazil. The methodology used was exploratory research, made possible through a bibliographic survey and interviews. In 2017, information from IBGE indicated that 46.53% of households in Itaituba were served with treated water supply services by the state (COSANPA) and municipal (CASITA) agencies. The survey found that 4,140 homes are supplied by CASITA, with untreated water. It was concluded that, in the municipality of Itaituba, public policies are still at a much lower level of execution, estimating that around 50% of the households in Itaituba do not receive drinking water from either agency. Objective: based on the six pillars of food sovereignty proposed in the Nyéléni Declaration, 2007, the scope and limitations of the Sembrando Vida program in the peasant economy of the San Miguel Talea de Castro municipality, Oaxaca, are analyzed. Methodology: qualitative-ethnographic case study that highlights the perspective of the "actor". Data collection was carried out through participant observation and interview techniques. The data were classified and processed with Tams Analyzer qualitative analysis software. Results: the most significant scope of the Sembrando Vida program lies in the strengthening of peasant production of agroecological foods. The limitation refers to an aspect of the policy design that ignores the lack of young labor force of peasant families, which constitutes an obstacle to cultivating the requested hectares and discourages registration. Limitations: the CAC Amigos del Campo located in the town of Santa Gertrudis did not allow the recording of an interview. Conclusions: Sembrando Vida meets its objectives by strengthening the livelihoods of peasant economies. This study proposes a comparative analysis between urban and rural areas concerning the magnitude or intensity with which the constructs are related to expected quality-perceived quality-perceived value as influencing aspects in the level of satisfaction and citizen loyalty in three dimensions: Territorial planning and roads; provision of municipal services and environmental management. This research used the PLS software applying the ACSI model in the 5-hypothesis approach. A questionnaire was delivered to a sample population of 428 citizens in the rural area of Tenguel and 521 citizens in the urban area of Tarqui in the city of Guayaquil. The statistical result shows significant differences in citizen perception between urban and rural populations about the quality of public services, which determines satisfaction and loyalty in choosing the place of residence. Through a multi-group analysis, the main differences in the perception of the quality of services between rural citizens and urban citizens have been identified. In the article, a review of the concept of urban sustainability is made since it was coined until the present. The introduction mentions the four variables that make cities unsustainable: extraction and processing of natural materials; energy, materials and water required by the urban metabolism; externalities; and spatial occupation. Methodologically, a time window was established covering from 1987 to 2019, and to avoid biases, the search was conducted in nine languages. The results were: i) the review of 51 articles from 26 countries and five continents; ii) 50 factors that strengthen urban sustainability; iii) two matrices that allow us to assess the frequency and importance of these factors globally and for Latin America and the Caribbean; and iv) a concept of urban sustainability applicable to Latin America and the Caribbean is proposed. The following article aims to explore and bring closer the concepts of public policy, governance and innovation, and the emergence of Cuban SMEs and their current situation. For this, a bibliographic review and field research was carried out where the results indicate that this field of study is oriented to the relationship between the adoption of open innovation and company performance. Theoretical and empirical methods were used, including techniques and tools from administrative sciences and other related specialties. This study focused on the results of Cuban SMEs, from their creation; despite not being relevant at a global level, due to the short initiation time, they do contribute greatly to the country's productivity. People's health suffers due to unhealthy eating, and high inflation in the domestic economy due to the loss of purchasing power, since access to adequate and acceptable food is more difficult today. The methodology uses the UNE 166006:2006 standard, which defines Technological Surveillance as the "organized, selective and permanent process of capturing information. With the entry of the new government, public policies should provide a favorable environment for the development of different agro-industries with greater added value, which encourages the creation of new jobs, especially in the agroindustrial sector of our country. Non-experimental research with a trend design was carried out where multiple indicators with evident changes in recent years were analyzed. One of the biggest problems facing the population worldwide is global warming, mainly derived from the anthropogenic footprint. The excessive increase in actions that impact the environment such as public transportation, the use of fossil fuels, industry, etc., have unbalanced ecosystems. The measures and actions to mitigate the environmental impact have not been enough, this has disturbed the United Nations Organization (UN), which has taken a series of international measures such as the proposal of 17 objectives that help to safeguard different large social. Among the goals for 2030 is what is relevant to "clean energy". To align with these strategies, Mexico must take concrete and efficient actions; these actions must be established through the strict elaboration of public policies, which manage to integrate different scientific and technological areas, with timely participation of the different actors involved. The proposal of this document is the integration of public policies together with fiscal and energy policies that contribute to common objectives, through different actions such as energy efficiencies and increasing the participation of renewable energies in the country's energy matrix. Mexico has currently stopped some strategies planned in previous government periods, which have been stopping an energy transition that manages to establish an optimal use of infrastructure and develop a plan that allows the diversification of the energy matrix with the incorporation of renewable energy sources to reduce the use of fossil fuels, which have a share of more than 70% causing various damages to the environment and health. The execution of the proposed strategy required the integration and commitment of the different actors involved, due to the complex nature of the public policy formulation process, the authors propose working with a quality regulatory framework and monitoring the different governmental changes in the country.

Groundwater constitutes one of the main sources used to satisfy the water demands of the different users located in a basin. Current groundwater pumping rates in many cases exceed natural recharge, resulting in the overexploitation of aquifers and the deterioration of water quality. Consequently, many aquifer systems in the world have applied and adapted policies to manage the use of groundwater. In this article, we investigate the impacts of groundwater management policies on the Caplina aquifer located in the Atacama Desert, Peru. To evaluate these impacts, we review policies and regulations implemented during the last 40 years. Likewise, more than 25 scientific investigations that were carried out in this aquifer are reviewed and analyzed to understand its hydrodynamics and hydrochemistry, as well as the impact of climate change, among other aspects. The results, based on scientific evidence, show that the current and future conditions of the groundwater of the Caplina aquifer are not sustainable, and likewise, public policies are not effective for reversing this situation. Violence against indigenous women and girls is intertwined with multiple forms of discrimination and structural inequality. Violations of the collective rights of indigenous peoples and nations constitute a form of inequality that differentially affects and impacts men, women, and non-binary gender identities especially in extractivist contexts. Understanding the right to health from an intersectional and intercultural perspective is still a pending task in the public policy arena in Argentina; This is a vitally relevant task if we seek to consolidate a democratic, egalitarian, just, and violence-free society. This article starts by understanding gender-based violence as a public health issue that requires an attentive approach to the specific demands and lived experiences of native women, as subjects of rights. Bu çalışmada, yerel politikaların üretim aşamasında yerel yönetim birimlerinin dışında kalan sivil aktörlerin politika oluşturma sürecine dâhil edilip edilmediğinin tespit edilmesi ve bu kapsamda Hakkari Belediyesinin politika inşasında alınan kararlarda sivil aktörlerin katılım düzeyinin ölçülmesi amaçlanmaktadır. Bu doğrultuda Hakkari kent merkezinde bulunan sivil aktörlerin/sivil toplum kuruluşlarının belediyenin yerel politika çalışmaları konusundaki etkinliğinin irdelenmesi üzerine bir analiz yapılarak sonuçları ortaya konmaya çalışılmıştır. Hakkari il merkezinde tespit edilen dernek, vakıf, sendika, meslek kuruluşları, kent konseyi yöneticileri ve Hakkari Üniversitesi öğrenci temsilcisi ile nitel araştırma yöntemlerinden biri olan derinlemesine görüşme tekniği kullanılarak analiz yapılmıştır. Yapılan görüşmelerden elde edilen veriler neticesinde, Hakkari Belediyesinin yerel politika oluşturma sürecine sivil aktörleri yeterince dahil etmediği sonucuna ulaşılmıştır. Hakkari’de sivil aktörler ile belediyenin iletişim mekanizmalarının zayıf olduğu görülmüştür.

This article proposes an ethnographic approach to the Labor Directorate of the intercultural municipality of San Carlos de Bariloche, taking into account the discourses, documents, records, actors and policies that take place there and that account for the coexistence of multiple patterns of relationship between state and indigenous. The writing shows the complexity that relationship processes matter, exposing persistences, contradictions, overlaps and mixtures, both in the practices of state agents and of the subjects themselves questioned by them in an indigenist key. Methodologically, the writing is based on the analysis of empirical materials produced during work experience as a work management technique for one of us; in the analysis of archive materials, in the analysis of field records and in interviews with relevant actors in the implementation of the policy under study. This paper aims to understand the discursive designs of public policies won by the LGBT+ community and their impacts on the relation between the State and the subjects after the period of democratic reopening. It is based on a qualitative and analytical post-critical methodological perspective, which enhances the analysis of the production of effects of policies in the relation between the State and the subjects, in social contracts and subjectivities. Therefore, through a discursive cartography of public policies, the relevance of legislation in the construction of a "new society" is recognized, but as a dead letter it is not very effective. We will need to attack some of the cultural bases of a white and ciassist heterosystem, which insists on strengthening, with "new" clothes, technologies, and institutional tools, which reverberate in practices of domestication of bodies and which, consequently, perpetuate the normal of gender and sexuality. The research has the purpose of analyzing public services as a democratic fortress, whenever the citizen administration is considered to generate collective well-being. It is a bibliographical, diachronic study, from the deductive rationalist approach. Considers the administrative limitations of representative management models by circumscribing decisions in a few hands; event that promotes corruption as a concomitant event to impositions. In contrast, the participatory government structure conditions social practices to the conformation of social welfare. It concludes that the political appropriation of the communities provokes a dignified life by sustaining the validity of human rights in dialogical confluences. This paper aims to improve knowledge about the main factors influencing firm environmental commitment, by examining empirically the relationship between public support for R&D for small and medium enterprises (SMEs) and their investment in environmental protection. The empirical analysis was developed using a sample of 1594 Spanish firms, and a binary logistic regression to evaluate the existence of dependency relationships between the analyzed variables. The results show that those companies receiving direct funding from local public entities and those collaborating with research centers and universities, invest more in environmental actions to protect the natural ecosystem. The paper contributes to the academic literature by analyzing the main factors that influence the SMEs environmental commitment. Moreover, showing practitioners and policy makers the effectiveness of different types of financial support depending on the origin of the funds and the form of action taken; showing managers the advantages of collaborating with public administrations, as well as with other research organizations, to obtain better ECSR results. Subjects related to public policies make up a fundamental part of Political Science degree programs, although there is no consensus regarding the content and teaching methodology. The objective of this article is twofold, on the one hand it tries to answer what we should teach about the analysis and evaluation of public policies and on the other, how we should do it. Those of us who are teachers of this subject must try to focus our task combining the theoretical and practical learning of the students, with the potential benefit of the research for the institutions in which they carry out their research. After detecting some gaps in the teaching guides of 18 Spanish Public Universities, we propose a greater promotion of transversal competences through the use of secondary sources, qualitative techniques and quantitative techniques. From this perspective, which implies an attempt to define a canon or model (which should constitute the hard core of public policy analysis), four large dimensions are analyzed: actors, resources, processes, and results. The conclusions, after almost two decades of teaching experience, indicate that the transfer of knowledge between the classroom and the institutions is directly proportional to the degree of involvement of all its agents. The National Plan for Adolescent Unintentional Pregnancy (ENIA) is a joint strategy of the Argentine State to intervene on the problem of adolescent pregnancy. Immersed in the field of communication and health and with a masculinities approach, we carried out an analysis of different communicational supports to account for the intervention strategies on the problem. For this, we seek to account for the approach to sexual initiation, peer relationships and health promotion for men. Taking into account the guidelines of the plan, we can infer the male population is relegated to the detriment of the specific actions that women must carry out. In the graphic pieces, health promotion for men focuses on the use of condoms and on the problem of premature ejaculation at the beginning of sexual intercourse. However, comprehensive sexuality education is an essential tool to address the problems of masculinities, since through different curricular activities it is sought to unravel and problematize the device of masculinity. The role played by associations in Morocco has always been linked to the political and socioeconomic context of the country. The launch of the National Initiative for Human Development (INDH) is a boost, a shock for the Moroccan associative fabric. This work analyzes the distribution of associations in the province of Chefchaouen as well as their participation in the NHRI through their projects in the period 2011-2018. A first quantitative analysis is carried out based on the investments made and the subsidies received, which is complemented by another of a qualitative nature based on the interviews with those responsible. The data reveals that the distribution of associations, investments and subsidies within the framework of this initiative present a great disparity, benefiting more the less poor territories. Likewise, it is verified that the money of the NHRI has been fundamental for the realization of these projects and the achievement of its objectives, being necessary to modify its territorial distribution in favor of the poorest territories. Agroecology emerges, like a science and a practice, as an alternative to the dominant model of agricultural production, based on the use of external inputs of chemical synthesis, and due to its negative effects in environmental and social terms. In the province of Santa Fe (Argentina), there are more every year producers who call themselves agroecological, registered by official surveys and from the consultations they carry out with regional technological organizations. A deeper look at these subjects demanding technical references allows us to observe that, behind said self-identification, there is a diversity of men and women with socio-professional trajectories, available resources and different goals. This work proposes a characterization of a group of producers who call themselves agroecological in the center of Santa Fe that allows the generation of inputs so that regional technological organizations can review the design of public policies and extension strategies. The sustainability of public policies depends to a large extent on the availability of financial resources to support their implementation. Current financing schemes do not generally take into account the asymmetries in terms of gender that exist in society, and therefore their implementation has a differentiated impact on men and women. These gender relations, marked by patriarchal cultures, put women at a disadvantage and lead to inequalities that limit their empowerment and economic autonomy. Cuba is not exempt from this reality, because together with the important advances achieved in terms of gender equity, significant gaps still persist. The instruments used to finance policies can be a fundamental tool available to the government to contribute to gender equality or, quite the opposite. The distinction will depend on the management made of them according to the objectives pursued. In Cuba, the debate on the subject is still incipient. This research constitutes a contribution in the direction of showing the need for the gender approach for the design of financing instruments and its role in overcoming the gaps that are still persistent.
