The land-rating value of agricultural land is one of the most important records/inventories of agricultural land quality, on which spatial planning and agricultural land protection decisions are based, as well as land assignment in land consolidation processes. Land valuation was established state-wide in Slovenia in 2008 by a conversion of cadastral classification data into land-rating values. However, some questions regarding the reliability of the data arise, as can be seen by the requests for the change of land-rating value based on the field examination results. This article presents experiences and findings of comparison between official information from public data bases and land-rating value based on calculations with precise data on soil characteristics, obtained from analyses of 44 soil profiles, located within different pedosystematic units. On average, the difference between land-rating value based on precise calculations and official information was 5 points. Bigger differences were determined on agricultural land with lower production potential, on agricultural land with higher production potential differences were lesser.

4. Food preparedness and the protection of agricultural land among municipalities : A case study in Haninge and Heby municipalities

Food provision in times of environmental and social crises has become a hot topic over recent years. The covid-19 pandemic and the Russian war on Ukraine have led to a re-evaluation of Swedish food preparedness. One proposed way of addressing food preparedness is to increase the resilience of the food system, so that it is better able to withstand disturbances. Additionally, one way of increasing food preparedness can be by increasing domestic production and reduce the dependency on imported food and fertilisers. Swedish municipalities have the power to decide to build on or protect agricultural land. Additionally, Swedish municipalities are responsible for providing food to schools, hospitals and care facilities even during crises. Hence, the aim of this study is to investigate how Swedish municipalities are working with food preparedness and protection of agricultural land through policies, plans and in practice. Case studies were conducted on Haninge and Heby municipalities through text analysis of governing documents and semi-structured qualitative interviews with municipality officials. Neither municipalities have policies in place for food preparedness nor protection of agricultural land. However, some efforts are being made in terms of food preparedness in public meals and encouraging locally produced food through procurement. Furthermore, limited practices outside of procurement and meal service could be identified, but some interesting ideas and potential innovative practices were mentioned in the interviews. Building housing or providing jobs within the municipality was prioritised over protecting agricultural land in certain cases. The results from the case study were analysed from a resilience thinking perspective, using the seven principles of resilience defined by Biggs et al. (2012). Resilience was not explicitly mentioned in the reviewed documents nor in interviews. However, some resilience thinking and practices were displayed by some of the officia, Livsmedelsförsörjning i tider av miljömässiga och sociala kriser har blivit ett hett ämne under de senaste åren. Covid-19-pandemin och det ryska kriget mot Ukraina har lett till en omvärdering av den svenska livsmedelsberedskapen. Ett föreslaget sätt att hantera livsmedelsberedskap är att öka livsmedelssystemets resiliens, så att det bättre kan motstå störningar. Vidare kan ett sätt att öka livsmedelsberedskapen vara att öka den inhemska produktionen och minska beroendet av importerade livsmedel och gödningsmedel. Svenska kommuner har befogenhet att besluta om att bygga på eller skydda jordbruksmark. Dessutom är svenska kommuner ansvariga för att tillhandahålla mat till skolor, sjukhus och vårdinrättningar även under kriser. Syftet med denna studie är därför att undersöka hur svenska kommuner arbetar med livsmedelsberedskap och skydd av jordbruksmark genom policyer, planer och i praktiken. Fallstudier genomfördes på Haninge och Heby kommuner genom textanalys av styrdokument och semistrukturerade kvalitativa intervjuer med kommuntjänstemän. Ingen av kommunerna har någon policy för livsmedelsberedskap eller skydd av jordbruksmark. Vissa ansträngningar görs dock när det gäller livsmedelsberedskap i offentliga måltider och uppmuntran av lokalt producerade livsmedel genom upphandling. Dessutom kunde begränsade metoder utanför upphandling och måltidsservice identifieras, men några intressanta idéer och potentiella innovativa metoder nämndes i intervjuerna. Att bygga bostäder eller skapa arbetstillfällen inom kommunen prioriterades i vissa fall framför att skydda jordbruksmark. Resultaten från fallstudien analyserades utifrån ett resiliensperspektiv, med hjälp av de sju principerna för resiliens som definierats av Biggs et al (2012). The purpose of this article was to evaluate the procedure for excluding land from agricultural production in the context of disclosing land use changes in the land and building records. In order to examine the problem presented, a descriptive analysis of existing legal acts and publications was performed, and a case study was analized. The research was based on data from 2010-2019 obtained from the District Eldership and District Center of Geodetic and Cartography Documentation in Kazimierza Wiel-ka (Swiçtokrzyskie Voivodeship). The work presents subsequent stages related to the disclosure of changes in land development created on the land as a result of the start of the investment process. Attention was drawn to the extension of the investment process by the applicants for excluding land from agricultural production. Studies have shown that only 15% of decisions authorizing the exclusion of land from agricultural production in the Kazimierz District in the years 2010-2018 were actually implemented and completed with updating the land and building records. However, this is not a value corresponding to the real number of excluded areas, because based on the field interview, it can be indicated that only on 12% of the analyzed plots, the investment process was not started on the land. This is primarily due to the obligation to pay a fee for the sole exclusion of land from agricultural production, but also to a change in the method of calculating the tax from agricultural tax, to a several times higher property tax. The paper compares the current spatial planning tools for protecting agricultural land in the Czech Republic and Austria. Analysis of examples of spatial planning documents, legislation, and related strategies, their verbal description, and comparison provided an overview of the status of protecting agricultural land. The results show that there are tendencies and tools to reduce the consumption of agricultural land in both countries. However, conceptual land protection in the Czech Republic could be more effective if complemented with appropriate tools from the Austrian environment.

10. Protection, landscaping and regulation of agricultural land in Serbia

The subject of this article is protection, landscaping and regulation on agricultural land, based on The Agriculture Land Law in Serbia. Land is besides water and air the basic component of the environment. Bearing in mind the long-term processes of creation and development, land is the conditionally renewable resources. Land use, particularly in agricultural production, there is often a balance disorder of certain factors, which inevitably leads of damage. Land is in the nature of a slow learner, but in the process of degradation quickly destroyed. The main impact on land, recognized in the EU and candidate countries include erosion, reduction in organic matter, contamination (local and diffuse), occupation of land by building (buildings road), compaction floods and avalanches, reduction of soil biodiversity and salinization. Inventory of the state of pollution and damage to land, the establishment of permanent monitoring and reporting system requirement for developing strategies and selection of measures of quality care and prevention of negative processes. The measures of landscaping in The Agricultural land Law are: linking of land plots, voluntary grouping of lad plots and melioration of land. The owner of agricultural land has an obligation to cultivate the land in accordance with the code of good agricultural practice, prescribed by the Law.

Mestna občina (MO) Koper je ena od študij primera v evropskem raziskovalnem projektu PLUREL1. Namen projekta je razviti nove strategije in orodja za načrtovanje ter napovedovanje prihodnjih rab prostora. Za MO Koper so bili ≫preigrani≪ trije scenariji mogočeprihodnje rabe zemljišč, ki so bili na podlagi številnih kazalcev in trendov prostorsko opredeljeni z modelom MOLAND2. Model temelji na prostorski dinamiki, glavna spremenljivka v njem pa je raba zemljišč. Na podlagi različnih scenarijev se z modelom projicirajo spremembe rabe zemljišč v prihodnosti glede na vrsto rabe in sprememba se prostorsko opredeli. : The Municipality of Koper is one of the case studies in the European research project PLUREL. V letu 2020 smo preučevali pojavljanje divjadi ter povzročene poškodbe zaradi nje na kmetijskih zemljiščih v Zgornji Savinjski dolini. Na naključnih lokacijah smo vizualno ocenili velikost zemljišča, načine varovanja zemljišč pred divjadjo, obseg poškodb na zemljišču in vrsto divjadi, ki je povzročila poškodbe. Ugotovili smo, da je največ škode povzročil divji prašič (Sus scrofa), in sicer z ritjem po travnikih in pašnikih, na njivah s koruzo in v hmeljiščih. Škoda zaradi jelenjadi (Cervus elaphus) in srnjadi (Capreolus capreolus) je bila v večini primerov zanemarljiva, škode zaradi muflona (Ovis ammon musimon) pa nismo zaznali. Nekateri lastniki zemljišč so zemljišča pred divjadjo zavarovali z elektroograjo, strašili in barvnimi trakovi, vendar ugotavljamo, da je kljub varovanju zemljišč divjad v velikem številu primerov vstopila na zemljišča in povzročila škodo. Ugotavljamo, da je bil obseg škode odvisen predvsem od številčnosti divjadi, količine hrane v gozdu in odmaknjenosti kmetijskega zemljišča od gozda. In 2020 we studied the activity of wild game and the damage they have inflicted on the agricultural land in the Zgornja Savinjska valley. In random places we visually estimated the size of the land, its protection and the different species of wild game the size of the damage on the land and species of wild game which cauesed a damage on the land. We found out that the most damage was done by the wild boar (Sus scrofa) namely by digging through the meadows, pastures and corn and hops fields. The damage done by deer (Cervus elaphus) and roe deer (Capreolus capreolus) was in most cases negligible. There was no damage found done by mouflon (Ovis ammon musimon). Some land owners protected their land from wild game with an electric fence, scarecrows and colorful tape but despite the protection the wild game in most cases still got to the fields and done damage. We note that the extent of the damage was dependant on the number of the wild game, the amount of the food in the forests and how close the property was from the forrest.

Geçtiğimiz yarım yüzyılda Türkiye’de kırsal nüfus hızla düşerken kentsel nüfus artmıştır. Bu süreçte, doğal kaynak olan tarımsal alanların önemli bir bölümü niteliğini kaybetmiş, kişi başına düşen tarım toprağı yaklaşık 7500 m2 iken, yarı yarıya azalarak 3400 m2/kişi düzeyine gerilemiştir. Diğer yandan, birçok çevre düzeni planında “tarım alanlarının korunması” temel ilke olarak benimsenmiş olmasına rağmen pek başarılı olunamamıştır. Bu planlardan biri de, Trakya Bölgesi için, Çevre Bakanlığı, Trakya Kalkınma Birliği (TRAKAB) ve İstanbul Metropoliten Planlama Merkezi (İMP) işbirliği ile yapılan “Trakya Alt Bölgesi Çevre Düzeni Planı”dır. Önemli tarım topraklarına sahip olan bölgede, sanayinin ve kentsel yapılaşmanın tarım toprakları aleyhine yayılmasının engellenmesini amaçlayan bu plan, 2009 yılında onaylanmıştır. Buna rağmen, mutlak tarım topraklarının yoğunlukta olduğu birçok bölgede olduğu gibi burada da tarım topraklarının yapılaşmalara açılması önlenememiştir. Bu çalışmada, yukarıda sözü edilen plan çerçevesinde, Trakya bölgesinde tarımsal alanlarda yaşanan değişim süreci irdelenerek, kuramsal arka planı ile birlikte değerlendirilmekte, söz konusu plan kapsamında, sanayi kaynaklı kirliliğin önlenmesi ve tarımsal potansiyelin korunarak geliştirilmesine dönük geliştirilen/belirlenen yöntem ve stratejiler tartışılmaktadır. Ayrıca birçok plan çalışmasında tarımsal alanların korunması ve Agricultural land in Turkey has been diminishing more and more under the pressure of rapid urbanisation since 1950. The most important reason for it is migration of labour force from rural areas to cities where manufacturing and service industries densely clustered, followed by the rapid building induced by industrialization and tourism in regions where agricultural land supply is abundant, such as Thrace, Aegean and Mediterranean regions. Given that the same incident has been experienced by many developing or less developed countries besides Turkey, the fact that the agricultural land has been rapidly diminishing across the world will inevitably too much greater multi-dimensional problems in the future. Despite the decisions formulated under many regional/local plans in accordance with the requirements provided in the Land Protection Law (Law No. 5402) in order to protect the agricultural lands since 2004, no success could have been achieved. Especially in the areas where industrial, residential and tourism functions have been developing rapidly, it is ever becoming impossible to protect, and ensure the agricultural use of, agricultural land despite the law and the plan decisions. One of the regions in Turkey where significant part of the land is agricultural land that experiences this problem is Thrace. This paper analyses the change in the agricultural lands in the Thrace region, defines it along with the theoretical background, and discusses such strategies aiming prevention of pollution induced by industrialisation and development of the agricultural potential in the region. Meanwhile, questioning the issue that while in some societies, where free market economics is valid, the use of land can be regulated on the basis of public interest, in some societies this cannot be achieved.
