1990年以降，愛知県全域において農業経営基盤である農地面積や農家戸数の減少が確認されたが，特に名古屋市やその周辺市町で顕著であった。その一方で，生産緑地面積や専業農家数の減少については，一定程度の減少で収まっていた。また，農業関連事業等への取組は直売を除くとそれほど多くはないという地域的特性が把握された。生産緑地の指定について，積極的な市と消極的な市の二極化がみられ，今後の土地利用計画を策定する上での課題となろう。

1990年以降,京都府の都市においては農業経営基盤の脆弱化が確認された。その一方で,生産緑地面積や専業農家数の減少については,一定程度の減少で収まっていた。地域によって,主要作目が異なることが確認され,農業関連事業等への取組は直売を除くとそれほど多くはないという地域的特性が把握された。生産緑地の指定について,積極的な市と消極的な市の二極化がみられ,今後の土地利用計画を策定する上での課題となろう。

本研究は東京都における生産緑地地区指定に関する区市の地域的特性を明らかにすることを目的とした．このため本研究では，生産緑地指定率，行政区域面積に対する生産緑地地区面積の割合，緑地組合わせパターンから，東京都の生産緑地地区指定を三つに類型化した．さらに本研究では，生産緑地指定率の高い類型の中から小平市，練馬区および武蔵村山市を事例地域として選定し，1992年と2002年の生産緑地地区および宅地化農地の分布とその変化を分析した．また，3区市の「緑の基本計画」における生産緑地地区の考え方について考察した．3区市において指定された生産緑地地区は生産緑地地区として維持されており，宅地となっていた農地は宅地化農地から転用されたものがほとんどであった．一方，事例自治体の「緑の基本計画」をみると，生産緑地地区の指定に関する考え方には差異がみられる．自治体における生産緑地地区の指定は，緑地全体に占める農地の比率，地価，市街化調整区域の有無によって異なる．以上のことから，東京都の生産緑地地区指定にあたっては，各自治体の政策的意向が強く反映していることが明らかとなった．, The purpose of this paper is to clarify the regional characteristics in Tokyo as viewed from the designation of productive green spaces (seisan-ryokuchi). The regional characteristics can be divided into three types, considering the percentage of designated productive green spaces to agricultural lands in the urbanization promotion areas, the percentage of designated productive green spaces to municipal areas, and the pattern of green land constituents in Tokyo. Thus, three municipalities Kodaira-shi, Nerima-ku, and Musashimurayama-shi were chosen for the case study areas, each representing respective characteristics. Distribution of productive green spaces and farmlands to residential use (takuchika-nouchi), together with change between 1992 and 2002, were analyzed. Consideration was also made to the policies of the green master plan of each municipality. Major finding are as follows : Most of the designated productive green spaces are now preserved as farmlands in the three municipalities. Recently urbanized farmlands are mostly converted from farmlands to residential use. On the other hand, it has been made clear that each city has a different idea concerning the green master plan. Differences seem to have been created by the ratio of farmlands to the total green land, land price, and the ratio of urbanization control area. In sum, it is to be said that each city's policy-making clearly reflect the designation of productive green spaces in where urbanization is encroaching extensively., 論説

Pensar a forma como se estruturará o verde produtivo na Área Metropolitana do Porto, num corte temporal que se fecha no horizonte 2020, implica não só um diagnóstico do que ele é, mas também, e sobretudo, a capacidade de compreender as principais alterações em curso, procurando distinguir as que são, ou parecem ser, meramente conjunturais, daquelas que, uma vez instaladas, têm capacidade suficiente para serem determinantes no curto e médio prazo. Depois é necessário estabelecer, em conformidade, os principais objetivos a atingir a partir dos desígnios das políticas públicas consensualizadas, ou seja, quais são os valores de largo espectro a atingir, neste caso a sustentabilidade dos sistemas produtivos, a adequação ambiental e paisagística, a que acresce a criação de valor. São também observadas as condicionantes, até porque o complexo agroflorestal é talvez aquele que, no domínio dos sistemas produtivos de criação de valor, está mais condicionado por decisões que são estranhas à nossa soberania, quer se trate da administração central ou local, quanto mais não fosse porque as políticas de incentivos e preços são essencialmente determinadas pela PAC. Passa-se, depois, a uma caracterização de síntese, recorrendo a um conjunto de indicadores, os quais, uma vez agregados em diferentes variáveis, permitem um maior poder heurístico. Fecha-se com um esboço e tipificação do modelo territorial expectável no curto prazo, assim como dos principais sistemas produtivos que lhe estão associados. Nesse sentido, foram definidos quatro macro territórios, a saber: i -Territórios de “interdição”; ii - Territórios de “renaturalização”; iii - Novos territórios de amenidade e dominância do verde produtivo; iv - Territórios de dominância das fileiras produtivas intensivas. Thinking about how the productive green in the Porto metropolitan area will be structured, within a temporal gap that closes on the Horizon 2020, implies not only a diagnosis, but also, and above all, the ability to understand the major changes under way, seeking to distinguish those which are, or appear to be, merely circumstantial, of those which, once installed, have sufficient capacity to be decisive in the short and medium term. Then it is necessary to establish, in accordance, the main objectives to be achieved from the design of public policies, i.e. what are the broad spectrum values to be achieved, in this case the sustainability of production systems, environmental and landscape suitability and the creation of economic value. Once we analyze the constraints, we understand that the agroforestry sistems is perhaps the one that, in the field of productive systems that create economic value, is more influenced by decisions that are foreign to our sovereignty, whether by central or local administration, because the incentives and pricing policies are essentially determined by the CAP. Then, we present a synthesis characterization, analyzing the behavior of the variables that experience has shown to have a greater heuristic power. We finish with a stub and typification of the territorial model expected in the short term, as well as of the main associated production systems. In this sense, four macro territories were defined. They are simultaneously diachronically resistant and synchronously malleable, although to a lesser extent, namely: i-Territories of "prohibition"; ii-the territories of "renaturation"; iii - new soft territories, with dominance of the productive green; iv - territories dominated by the intensive production sectors.
