Este artigo se propõe a estudar a participação dos países latino-americanos na Conferência de Havana, que negociou e aprovou a Carta da Organização Internacional do Comércio (OIC), incluindo o Acordo Geral sobre Tarifas e Comércio (GATT), em 1947-1948. O trabalho mostra que o entendimento predominante entre as delegações latino-americanas era o de que as negociações de Havana seriam o resultado das assimetrias de poder material e político existentes entre os seus países e os países industrializados. Os latino-americanos acreditavam que as suas economias frágeis deviam enfrentar as fortes economias dos países industrializados através de planejamento econômico e da substituição de importações, já em vigor em vários países latino-americanos desde as décadas de 1930 e 1940. O trabalho mostra ainda que a construção do regime de comércio internacional pós-Segunda Guerra mundial foi de fato caracterizado por fortes desigualdades materiais e políticas, que prejudicaram a capacidade de negociação dos países latino-americanos. This article proposes to study the participation of Latin American delegations during the Havana Conference, which negotiated and approved the Charter of International Trade Organization (ITO), including the General Agreement on Tariffs and Trade (GATT), in 1947-1948. It shows that the prevalent understanding of Latin American countries was that the Havana negotiations would be the outcome of their existing political and material power asymmetries in relation to the industrialized countries. They believed that their fragile economies should face the strong economies of the industrialized countries by economic planning and import substitution, already in place in several Latin American countries since the 1930s and the 1940s. The article also shows that the construction of the post-World War II international trade regime was in fact characterized by strong material and political inequalities, which undermined Latin American countries abilities to negotiate.

RESUMO Este artigo tem como objetivo avaliar o desempenho das políticas monetária do regime de metas de inflação nos países de América Latina entre 2001 e 2014, com séries mensais. Para isso, empregou-se um modelo VEC (vetor de correção de erro) com o intuito de analisar a função de longo prazo e da função impulso-resposta. Os resultados apontaram que a adoção do sistema de metas contribui para a redução na taxa de inflação e sua volatilidade, bem como para diminuir as oscilações na taxa de crescimento do nível de atividade. Os parâmetros estimados da velocidade de ajustamento de longo prazo do índice de preços têm indicado forte reação por parte das autoridades monetárias à mudança da taxa de inflação via taxa de juros de curto prazo. Esses ajustes também são observados no nível de atividade e da taxa de câmbio para a maioria dos países, mas com menor velocidade. Tais resultados são confirmados pela função impulso resposta, ratificando, portanto, a eficácia da política monetária no controle inflacionário, sobretudo no Peru, na Colômbia e no Chile. Já no Brasil e no México, esse fato foi observado apenas no período mais recente. ABSTRACT This paper aims to evaluate the performance of the monetary policy of inflation targeting regime in the Latin America countries from 2001 to 2014, with monthly data. For this purpose, a VEC model (vector error correction) is applied to running data to analyze the long-term function and the impulse response function. The results pointed out that the adoption of the target system has contributed to reduce the inflation rate and its volatility and the fluctuations in the rate of growth in activity level. The estimated parameters of the long-term speed of adjustment of the price index have indicated strong reaction by the monetary authorities to change inflation rate via short-term interest rate. These adjustments are also noted in the level of activity and the exchange rate for most countries, but with less level of speed. The impulse response function confirmed these results. Therefore, the monetary policy was effective to control inflation, especially in Peru, Colombia and Chile. In Brazil and Mexico, the effectiveness of monetary policy has only been observed more recently.

A DFC é um relatório relevante para os usuários da contabilidade pois constitui uma das formas de proporcionar informações sobre as mudanças que ocorrem nos denominados ativos líquidos, na estrutura financeira e na capacidade das empresas em modificarem seus recursos, e ainda em quais momentos serão necessárias movimentações de recebimentos e pagamentos nas entidades a fim de se adaptarem às diversas situações e oportunidades (IAS 7). Nesse sentido, o presente estudo tem como objetivo analisar, de modo geral, as características associadas as EC na DFC de empresas abertas da América Latina. A amostra da pesquisa se constituiu de 565 empresas de capital aberto, financeiras e não financeiras, com demonstrativos de fluxos de caixa anuais no período de 2012 a 2016. Os dados da pesquisa foram obtidos a partir da base de dados Thomson Reuters®, e Economática® e nos sites das bolsas do Brasil, Chile e Peru. Foi empregada a técnica de regressão logística, para testar as sete variáveis levantadas a partir da literatura sobre o assunto. Foram estimados quatorze modelos econométricos, todos compostos pela variável dependente correspondente as EC permitidas para a DFC. Os resultados apontaram que: (i) as variáveis: tamanho, da empresa, endividamento, rentabilidade, fluxo de caixa operacional negativo e BP não são determinantes das escolhas contábeis; (ii) a maioria das empresas não seguem a classificação mencionada na IAS-7. The cash flow statement is a very important report for accounting users and is one of the ways to provide information about the changes that occur in so-called net assets, financial structure and the ability of companies to change their resources, which moments will be required to receive receipts and payments in the entities in order to adapt to the different situations and opportunities (IAS 7). In this sense, the present study aims to analyze, in a general way, the characteristics associated to the accounting choices in the cash flow statement of open companies in Latin America. The research sample consisted of 565 publicly-held companies, financial and non-financial, with annual cash flow statements for the period 2012 to 2016. The survey data were obtained from the Thomson Reuters® database and Economática ® and on the websites of Brazil, Chile and Peru. The logistic regression technique was used to test the seven variables raised from the literature on the subject. We estimated fourteen econometric models, all of them composed by the dependent variable corresponding to the accounting choices allowed for the DFC. The results showed that: (i) the variables: size, company, indebtedness, profitability, negative operating cash flow and BP are not determinants of accounting choices; (ii) most companies do not follow the classification encouraged by IAS-7.
