The delimitation and classification of peripheral settlements using multivariate statistical methods is presented in this article, with a case study of Hungary. A combination of four different methods provided the basis for the delimitation of settlements defined as peripheral. As significant overlapping was detected between the results of the different methods, peripheries – more than one-fifth of the Hungarian settlements – were identified in a common set of the results. The independence of the results from the applied methods points to the fact that peripherisation is multi-faceted, and the peripheries of Hungary are stable and well-discernible from other regions. After the identification of peripheral areas, we classified these settlements into groups based on their specific features. Multiple steps specifying the relevant variables resulted in selecting the most appropriate 10 indicators and these served as the basis for a hierarchical cluster analysis, through which 7 clusters (types of peripheries) were identified. Five of them comprised enough cases to detect the most important dimensions and specific features of the backwardness of these groups. These clusters demonstrated a spatial pattern and their socioeconomic and infrastructural features highlighted considerable disparities. These differences should be taken into consideration when development policies are applied at regional levels or below.

La région rurale de Demmin, située dans le nord-est de l’Allemagne, est touchée par la périphérisation, c’est-à-dire qu’elle cumule départs de population, affaiblissement économique, dépendance politique et stigmatisation. La valorisation du patrimoine naturel et culturel apparaît alors comme l’un des rares moyens de développer la région. Le présent article interroge dans quelle mesure cette mise en patrimoine contribue au développement local ou renforce la situation de dépendance de la région. Les projets de valorisation du patrimoine rural sont souvent encouragés par les politiques publiques, car ils permettent aux acteurs locaux de se fédérer autour d’un projet qu’ils conçoivent eux-mêmes à partir des ressources de leur territoire. Cependant, le contexte post-socialiste et de périphérisation de la région limitent les bienfaits supposés de ce mode de valorisation. En outre, le renforcement de l’identité régionale et la mise en valeur du patrimoine se font principalement à des fins de marketing, et à destination d’une clientèle extérieure au territoire. Le risque de perte de pouvoir des acteurs locaux sur leur territoire en est donc accru. The rural region of Demmin, located in the north-east of Germany, is affected by peripheralization: population departures, economic weakening, political dependence and stigmatization. The promotion of the natural and cultural heritage could therefore be a way of developing the region. The article questions the extent to which the enhancement of heritage contributes to local development or reinforces the situation of dependency of the region. Heritage-based development projects are often encouraged by public policies, as they allow local actors to federate around a project that they design themselves from the resources of their own territory. However, the post-socialist and peripheralization context of the region limits the supposed benefits of this mode of valorization. Moreover, the strengthening of regional identity and the enhancement of heritage are mainly for marketing purposes, and for customers outside the territory. The risk of local actors losing power in their territory is therefore increased.

International audience; This paper questions the notion of peripheralisation as a key to analyse the dynamics of small cities in the Land of Mecklenburg-West-Pomerania, a rural region in North-Eastern Germany. It will be shown how small cities can be affected by the four dimensions of peripheralisation: loss of population, economic and infrastructural weakening, dependence (in a political meaning) and stigmatisation. This approach stresses the asymmetry of flows and the dependency relationships of peripheral regions. Development perspectives of small cities are influenced by these trends: some cities try to go against them and set up new strategies to attract inhabitants and to change the image of their territory, both at the local and federal scale. On the contrary, others seem to be resigned and are unable to implement such strategies.; Cette communication teste la notion de périphérisation comme clé de lecture des dynamiques des petites villes du Mecklembourg-Poméranie-occidentale, un Land rural du nord-est de l’Allemagne. Elle montre comment ces petites villes sont touchées par les quatre grandes dimensions de la périphérisation que sont les pertes migratoires, le décrochage sur le plan des infrastructures et de l’économie, la dépendance (au sens politique) et la stigmatisation. Cette approche met donc l’accent sur l’asymétrie des flux et les relations de dépendances des régions périphériques, qui influencent les perspectives de développement des petites villes : certaines cherchent à lutter contre ces processus en mettant en place de nouvelles stratégies pour attirer des habitants et pour changer l’image de leur territoire, à la fois auprès des habitants et du reste du pays. D’autres semblent se résigner et sont incapables de mettre en place de telles stratégies.

Since the 1990s, small towns in peripheral locations of Germany are losing population and face the task to reconstruct and adapt to an aging population. For the future development of these towns, external factors will only be of little importance. To shape the processes of change, the focus has to be set on identifying and using their own local potential precisely. The identification of specific conditions for action and potentials of small towns in peripheral locations were the main goals of the research programme. It focused on scenario-based processes with the goal of a future vision. The scenario processes in 8 pilot projects have shown that intense participation of citizens and the use of creative techniques are major factors to open up new ideas. The results display how local people imagine the future of “their” small town. They are visions and potentials resulting from their own possibilities, take general developments into account and can be transferred to other small towns. 7 fields of action and factors of success can be summarised, Depuis les années 1990, les petites villes allemandes de zones périphériques voient diminuer leur population. Les facteurs externes joueront peu d’importance dans le développement futur de ces villes. Une identification préalable et une utilisation du potentiel local sont essentielles pour donner forme à ce changement. L’objet d’une des recherches a été d’identifier le potentiel de ces petites villes de zones périphériques, leurs conditions spécifiques puis de considérer les marges d’intervention dans le but d’établir des prévisions en modélisant le processus via des scénarios afin d’obtenir une vision prospective. Les processus à base de scénario de 8 projets pilotes ont montré que la participation intensive des habitants ainsi que l’utilisation de technologies créatives sont les facteurs clés qui déclenchent les nouvelles idées. Les résultats montrent comment les résidents voient le futur de « leur » petite ville.

Este artigo discute a constituição e reprodução de regimes de administração da irrelevância na ciência. Em contextos de produção científica considerados periféricos, o conhecimento produzido é diminuído a uma condição de inferioridade ante outros contextos. A prática cotidiana da ciência é orientada por valores e procedimentos, conscientes ou não, de periferização, processo científico com conteúdo valorativo e pragmático próprio, cujos elementos constituintes serão neste trabalho apresentados. Tais elementos foram identificados a partir de pesquisa de campo em laboratórios e de entrevistas com interlocutores-chave (líderes de pesquisa) de grupos de biotecnologia no Brasil. Trata-se de não tomar a diferença centro e periferia como estrutura objetiva do sistema científico, abordagem comum nos estudos sociais da ciência e da tecnologia, mas como expectativas com repercussões práticas. This article discusses the constitution and reproduction of regimes of management of irrelevance in science. In contexts of scientific production considered peripheral, the produced knowledge is reduced to a condition of inferiority before other contexts. V Values and procedures, which one can be aware of or ignore, guide the daily practice of science that results in peripherization. In other words, the scientific process with its own pragmatic and value content, whose constituent elements this paper will present. Field research in laboratories and interviews with crucial interlocutors (research leaders) of biotechnology groups in Brazil facilitated the identification of these elements. It is a question of not taking the center and periphery difference as an objective structure of the scientific system, a common approach in the social studies of science and technology, but as expectations with practical repercussions. Cet article se penche sur la constitution et la reproduction de régimes de gestion de la non-pertinence en science. Dans des contextes de production scientifique jugés périphériques, la connaissance produite est rabaissée à une condition d'infériorité par rapport à d'autres contextes. La pratique quotidienne de la science est orientée par des valeurs et des procédés, conscients ou non, de périphérisation, un processus scientifique au propre contenu pragmatique et évaluatif, dont les éléments constitutifs seront présentés dans ce travail. De tels éléments ont été identifiés à partir d'une recherche dans des laboratoires et d'entretiens d'interlocuteurs clés (directeurs de recherche) de groupes de biotechnologie au Brésil. L'objectif n'est pas d'envisager la différence entre centre et périphérie comme structure objective du système scientifique – une approche commune dans les études des sciences et des technologies – mais comme des expectatives aux répercussions pratiques.

The article focuses on the study regarding the influence of spatiality and ethnicity in social exclusion and poverty in Hungary. It says that social exclusion began with the development of Roma underclass population, which also showed the association of ethnicity and the unequal spatial development. It mentions that most Hungarians viewed the Roma as unwanted and as scapegoats. Moreover, the regional aspect should be considered in policies that help lessen poverty and exclusion in Hungary.

Le phénomène de la décroissance urbaine est devenu un sujet majeur pour des nombreuses villes petites et moyennes qui subissent d’intenses processus de périphérisation à l’ère de la globalisation néolibérale. L’article se penche sur l’étude des stratégies et politiques urbaines adoptées dans la ville de Montluçon, située aujourd’hui à l’écart des espaces métropolitains. Le papier s’appuie sur des matériaux de recherche issus d’entretiens semi-directifs, se concentrant sur l’analyse de la matérialisation des récits urbains dominants à l’échelle locale. L’article soutient que loin d’accepter la réalité, les acteurs concernés ont toujours tendance à juger la décroissance en tant qu’anomalie contraire à l’ordre hégémonique de croissance. L’étude montre qu’en cherchant à devenir compétitive, la ville s’est engagée dans un processus de transformation urbaine visant à mettre en valeur un imaginaire lié à sa qualité de vie. L’action politique locale se sert du renouvellement de l’espace urbain comme stratégie de marketing urbain pour projeter une nouvelle image de la ville conforme aux récits dominants, qui n’a toutefois pas réussi à susciter la croissance attendue. Urban decline has become a major issue for many small- and middle-sized cities faced with considerable processes of peripherisation in an era of neoliberal globalisation. The paper deals with the urban and political strategies established in the French city of Montluçon, distant from metropolitan areas. The paper is based on research materials resulting from semi-directive interviews, focusing on the analysis of the materialisation of dominant urban narratives at local scale. The paper argues that far from accepting the reality, the actors concerned always tend to consider urban decline as an anomaly contrary to the hegemonic order of growth. The study shows that in attempting to become competitive, the city has engaged into a process of urban transformation aiming at highlighting an imaginary bound to its quality of life. Local policy uses the renewal of the urban space as a marketing strategy in order to project a new image of the city compliant with dominant narratives, which nevertheless failed to generate the expected growth.

The large cities of Erbil, Dohuk and Sulaimaniya in Iraqi Kurdistan are described as places of economic growth and development. This article focuses on the sharp discrepancies between “better-off” cities and “extremely vulnerable” districts. The example of Qaradagh, a district center in the governorate of Sulaimaniya, is used to argue that a combination of circumstances has resulted in the town’s economic and political dependency on Sulaimaniya, the consequences of this being illustrated through biographical accounts. Technocratic, academic and political conceptions seem at first sight to incorporate Qaradagh in development projects but, in fact, do little to reduce this dependency. On the contrary, they shape the process of peripheralization. Résumé :Les villes de Erbil, Dohuk et Sulaimaniya sont décrites comme des espaces de croissance économique et de développement. Cet article s’intéresse au fossé qui, au Kurdistan irakien, sépare les villes « prospères » des quartiers « extrêmement vulnérables ». L’exemple de Qaradagh, un district du gouvernorat de Sulaymaniya, montre que plusieurs facteurs contribuent à sa dépendance économique et politique vis-à-vis de Sulaymaniya, ce qu’illustrent les entretiens que nous avons menés sur place. Même si, à première vue, les représentations technnocratiques, académiques et politiques semblent inclure Qaradagh dans les projets de développement, en réalité, très peu est fait pour réduire sa dépendance. Au contraire, ces représentations accentuent le processus de périphérisation.

Aujourd'hui, il n'est pas question seulement de milieu technique mais de milieu technico-scientifique. L'utilisation de la nature et les transformations correspondantes sont de plus en plus conditionnées par le savoir, et l'espace lui-même se charge de science et de technologie. Avec la mondialisation et l'unification des techniques, du travail et des capitaux, l'espace est mondialisé et toutes ses fractions sont impliquées par l'internationalisation. Les zones périphériques sont occupées, les sous-espaces deviennent économiquement spécialisés, de nouvelles complémentarités régionales se dessinent: la circulation et l'information sont des données explicatives majeures. Les migrations deviennent plus volumineuses, l'urbanisation concentrée. Le territoire est unifié par le développement des transports et des communications mais il y a désarticulation au niveau des décisions. L'État, le secteur financier et les grandes firmes réalisent l'essentiel des nouvelles régulations mais le rôle des « classes invisibles » dans la structuration de la société et de l'espace est grandissant., Today, one can't talk merely of technical milieu but of technico-scientific milieu. The use of nature and its resulting transformations are increasingly dependent upon knowledge ; and space itself is loaded with science and technology. Along with universalization and unification of techniques, labour and capital, space itself becomes global and each fraction of it is internationalized. Peripheral regions are incorporated ; subspaces attain economical specialization ; new regional complementarities appear; circulation and information are major data. Migrations get more massive and urbanization gets more concentrated. National territory is unified through the development of transport and communications; but still there is desarticulation at the decision level. The State, financial sector and big firms assume most of the new regulations but the role of « invisible classes » in structuring society and space is increasing.
