The bachelor thesis focuses on the issue of availability of psychotherapy in the Czech Republic. The work analyzes the possible causes of unavailability of psychological services for their users and interprets the future of the system of providing mental health care with special emphasis on psychotherapy. To answer the research questions, semi-structured interviews were conducted with actors with different perspectives on the issue. The interviews provided not only a description and evaluation of the current and future state of the mental health care system, but also suggestions for its improvement. The conceptual and theoretical framework of the work consists of a model of actors generating the agenda in arenas (also known as the A-A- A model) and policy analysis. As the main factor influencing the availability of psychotherapy, respondents mentioned the generally poor systemic setting of its provision. However, respondents agreed that the Czech Republic is well placed to improve the overall system of mental health care through the ongoing Psychiatric Care Reform, which should respond to the shortcomings of the system through the strategy document Psychiatric Care Reform Strategy (2013). People with intellectual disability (ID) suffer from mental illness more often than general population. This fact is not always reflected in the Czech research literature: the psychiatric problems of people with ID are underrepresented. Similarly, it is not easy to find an expert practitioner for this specific group. A lack of interest may be partly rooted in a common practice of social services which sometimes fail to differentiate between symptoms of mental disease and consequences of mental retardation. Our study focuses on dual diagnosis prevalence in the context of changes of last two decades. We present a picture of mental health care for people with ID based on their own perceptions which we obtained from semi-structured face-to-face interviews (N=8). Results show that our respondents realize their own active role in the process of intervention. They are able to express and explain their satisfaction or discontent. A quality of relation with a specialist and a communication respecting specifics of their ID appeared to be important criteria of their evaluations. Bakalářská práce se zabývá problematikou péče o osoby s duševním onemocněním v Pardubicích, se zaměřením na organizaci Péče o duševní zdraví a snaží se přiblížit, jak probíhá inkluze osob s duševním onemocněním. Práce se skládá z části teoretické a praktické. Teoretická část je věnována duševnímu onemocnění. Popisuje historii organizace Péče o duševní zdraví a její současný stav. Zaměřuje se na sociální služby a podporu a intervenci duševně nemocným a nahlíží do problematiky reformy péče o duševní zdraví. Praktická část je zaměřena na inkluzi osob s duševním onemocněním do společnosti. This thesis is divided into two parts - theoretical and practical part. The theoretical part is focused to mental illness. The subject of this diploma thesis is the involvement of users of psychiatric care in the process of planning and realization of psychiatric care reform at the macro level of policy making. The aim of the research is to describe and understand this involvement. In the research are describer possibilities of participation in the phases of involvement, its form, purpose, formal regulation of opportunities, expectations of respondents, perceived power and barriers in involvement. The data was collected during interviews with key actors and studies of relevant documents. The results relate to the theoretical concepts of coproduction, patient-oriented care, strategic and human rights documents (the Convention on the Human Rights of People with Disabilities). The element of power is described through the typology of Sherry Arnstein's participation ladder. Evidence of interviews indicates elements of tokenism and disadvantages. There is a low (one-person) representation of users in reform bodies, lack of time for discussion in consultative bodies, lack of information and lack of capacity (people, time, resources) for greater development of patient organizations. The bachelor thesis deals with mental health as a specific and significant part of the health in general. The thesis analyzes mental health determinants and contemporary socioeconomic factors, which are negatively affecting the state of mind and are increasing the probability of occurence of mental disorder. Based on analyzis, the thesis is finding out that the current state organizational structure in mental health care in the Czech Republic mismatches with The World Health Organization's recommendations. Despite some notable efforts trying to restructure the system, changes leading to community service based model are very slow. The crucial part of the thesis is focused on analyzing the mental health expenditures of the General Health Fund during years 2006 to 2012. The major part of mental health expenditures lead to specialized hospitals. The results are confirming the dominant role of the psychiatric hospitals within the mental health care in the Czech Republic.

Problems of mental health care in the Czech republic have been defined in the early nineties. Yet after nineteen years of progress in this area, these problems are still major topics in mental health care policy documents. Main purpose of diploma paper is therefore to analyse mental health care problems and at the same time also might-be solutions. Mental health care problems definitions as conceptualized in mental helth care policy documents are found to be plausible. Though the amount of supportive data is sufficent, there are differences in decisiveness of some arguments. Available solutions are brought up and described in various manners in order to show their own logic, rules and after all their usability. Final conclusions consider the roles and responsiblities of various policy actors.

Tato bakalářská práce se zabývá problematikou reintegrace osob s duševním onemocněním v Pardubicích, která je ilustrována na příkladu občanského sdružení Péče o duševní zdraví. V teoretické části se práce věnuje definici duševního onemocnění, dopadům duševních onemocnění na jedince, dále sociální práci, komunitní péči a také občanskému sdružení Péče o duševní zdraví. Empirická část bakalářské práce je zaměřena na problematiku reintegrace duševně nemocných do společnosti. V této části textu jsou analyzována data získaná prostřednictvím polostrukturovaných rozhovorů s uživateli služeb a zaměstnanci Péče o duševní zdraví., This bachelor thesis deals with issues of the reintegration of mentally ill people in the town of Pardubice, as illustrated on the example of the civic association Péče o duševní zdraví. The theoretical part includes the definition of mental illness, the impact of mental illness on individuals, the issues of social care and community care, and the desription of activities of the civic association Péče o duševní zdraví. The empirical part tries to gain an insight into the reintegration of mentally ill people into our society.
