- Abstract
The modern philosophical, scientific, and technological terms used in Western languages began to enter Turkish at the end of the 18th century. The introduction of modern medicine into Turkey, the emergence of new issues in the fields of law and politics, and the translations of Western astronomical, geographical, geological, and economic works into Turkish accelerated the introduction of terms related to these sciences into Turkish. Some of these terms entered daily language through the press and textbooks. However, these terms either passed into Ottoman Turkish as they were or saw everyone coin different terms for each foreign one. These made the books translated from Western languages very difficult to read and caused various semantic problems. For this reason, the need for a common terminology in philosophy and science became one of the issues on which Ottoman intellectuals focused. This issue was formally discussed for the first time during the Second Constitutional Era. In 1913, the Istılahat-ı İlmiye Encümeni [Committee for Scientific Terminology] was established in order to find the Turkish equivalents for many scientific terms and concepts in modern philosophy, science, and technology terms. The members of the committee included eminent scientists, philosophers, and thinkers of the period such as Emrullah Efendi, Rıza Tevfik, Salih Zeki, and Ziya Gökalp. At the same time, the Committee aimed to prepare a full-fledged Turkish dictionary of scientific terms for scientific words of Western origin. The committee was active until the beginning of 1919 and published three terminology dictionaries: one on philosophy, one on the arts, and one on the general sciences, the latter included only the terms that start with the letter A. - Abstract
Social history opens new perspectives into understanding the Ottoman modernization process by focusing on different social actors rather than seeing the state as the only agent of the process. This approach rejects considering ordinary people in the Ottoman Empire as passive recipients of top-down modernization policies or reactionary forces against modernization. An important aspect of understanding the role of social actors in the modernization process is to reflect on their consumption practices, as consumption has become the widespread social and economic behavior for social differentiation in modern times. By focusing on the changes in clothing and fashion; media and advertisement; use of public spaces; leisure activities and charity; and cultural consumption in the 19th century Ottoman Empire, this paper argues that consumption practices of different social groups in the Ottoman Empire explains how they locate themselves within the general social structure against other social groups and the state. The modern sports practiced all over the world started with the Tanzimat Period, which can be called "Turkish Modernization" in the Ottoman Empire, and the first stage of political, cultural and legal liberation diversified with the Constitutional Era and benefited from the freedom environment brought by the new era. With the Law of Associations of 1909, the official organizations that started in Ottoman lands with its influence in Western states and among its subjects were started again through gymnastics societies and the process was shaped on the axis of ethnic nationalism. Efforts were made to develop national consciousness in the Ottoman community, to create social solidarity, to create a common culture, to support the community culture by using gymnastics with the "micro-nationalism" convention. The process of building modern-central state instruments of the Ottoman State emerged as an official state policy, especially from the 1830s, with the period of Sultan Mahmud II. The modernization project he initiated was formulated under the name of Tanzimat Firman. The first effect of the reforms brought by the Tanzimat on bureaucratic institutions is the establishment of various councils to provide councillor and expertise support to Sublime Porte/Bab-ı Âli, the main administrative apparatus. The Supreme Council of Judicial Ordinances/Meclis-i Vâlâ-yı Ahkam-ı Adliye, which was established just before the Tanzimat and even contributed to the determination of the principles of the Tanzimat, is the first product of this perceptive. Within the framework of the efforts of the Tanzimat bureaucracy to establish a rational, fast and effective management system, this institutional structure has also been subjected to continuous transformations and reforms. In the end, in 1868, it was seen that the modernization process was not beneficial to carry out under a single roof and the Supreme Council evolved into a dual structure system. At the end of this division, which was carried out on the principle of separation of powers in a sense, the Council of State responsible for administrative affairs and the Divan-ı Ahkam-ı Adliye, which was responsible for dealing with judicial matters, emerged. Sosyal tarih, devleti Osmanlı modernleşme sürecinin tek faili olarak görmek yerine farklı toplumsal aktörlere odaklanarak süreci anlamak için yeni bakış açıları sunar. Bu yaklaşım, Osmanlı İmparatorluğu’ndaki sıradan insanları yukarıdan aşağıya modernleşme politikalarının pasif alıcıları veya modernleşmeye karşı reaksiyoner güçler olarak görmeyi reddeder. Tüketim modern zamanlarda sosyal farklılıkları ifade etmeye yönelik yaygın sosyal ve ekonomik davranış haline geldiğinden, modernleşme sürecinde sosyal aktörlerin rolünü anlamanın önemli bir yönü onların tüketim pratikleri üzerine düşünmektir. Bu çalışma, giyim ve modadaki; medya ve reklamlardaki, kamusal alanların kullanımındaki, boş zaman etkinlikleri ve hayır işlerindeki ve son olarak kültürel tüketimdeki değişimlere odaklanarak 19. yüzyıl Osmanlı İmparatorluğu’nda tüketim örüntülerini ele alan bu makale, Osmanlı İmparatorluğu’ndaki farklı toplumsal grupların tüketim pratiklerinin, genel toplumsal yapı içinde, kendilerini diğer toplumsal gruplara ve devlete karşı nasıl konumlandırdıklarını açıkladığını savunmaktadır., Social history opens new perspectives into understanding the Ottoman modernization process by focusing on different social actors rather than seeing the state as the only agent of the process. Tarihsel olarak kültür değişimi genellikle bir kültürün bir başka kültürle teması sonucu ortaya çıkmıştır. Bu süreçte rol oynayan en temel kurumlardan biri basındır. Bu yönüyle basın, Batı kültürünün Osmanlı toplumuna taşınmasında önemli bir rol oynamıştır. Dönemin kadın dergilerinde hâkim olan düşünce, toplumun modernleşmesinin, kadının dönüşümüyle mümkün olacağı şeklindedir. Kadın dergilerinde ele alınan kadının eğitimi, kadın-erkek eşitliği, kadının toplumsal statüsü, moda, kadının giyim kuşamı, saç ve güzellik gibi konularla Osmanlı kadın kimliği Batılılaşma/modernleşme yolunda önemli mesafeler kat etmiştir. Çalışmanın dönemsel kapsamı 1860-1923 yılları arasındaki kadın dergileridir. Çalışmanın sınırlılığı ise dergilerde ele alınan çok çeşitli konular arasından kadının görünürlüğüne ilişkin kılık kıyafet ve buna yönelik reklamlardır. Çalışmanın amacı, Batı kültürünün Osmanlı toplumuna taşınmasında dönemin kadın dergilerinin rolünü irdelemektir. Giyim kuşam, saç ve güzellik gibi görünür öğelere sayfalarında bolca yer veren Osmanlı kadın dergilerinin Batı kültürünün Osmanlı toplumuna taşınmasında önemli bir rolü olduğuna çalışmanın sonucunda ulaşılmıştır. Historically, cultural change has generally occurred as a result of a culture’s contact with another culture. One of the main institutions that play a role in this process is the press. In this respect, the press played an important role in the transfer of western culture to Ottoman society. The idea that prevailed in women’s magazines of the period is that the modernization of society will be possible by the transformation of women. Ottoman women’s identity has made great strides towards westernization / modernization with issues such as women’s education, gender equality, women’s social status, fashion, women’s clothing, hair and beauty, which have been discussed in women’s magazines. The periodic scope of the study is women’s magazines between 1860-1923. The limitation of the study is disguise dress and advertisements aimed at the visibility of women among the wide variety of topics covered in magazines. The aim of the study is to examine the role of women's magazines of the period in the transfer of Western culture to Ottoman society. As a result of the study, it was found that Ottoman women’s magazines, which include visible elements such as clothing, hair and beauty, played an important role in the transfer of Western culture to Ottoman society.

Osmanlı Devleti’nin modern-merkezi devlet araçlarını inşa etme süreci II. Mahmud dönemiyle özellikle 1830’lu yıllardan itibaren resmi devlet politikası halinde ortaya çıkmıştır. Onun başlattığı modernleşme projesi Tanzimat Fermanı adı altında formülleştirilmiştir. Tanzimat’ın getirdiği reformların bürokratik kurumlar üzerindeki ilk etkisi, ana yönetme aygıtı olan Bab-ı Âli’ye danışmanlık ve uzmanlık desteği sağlama amacıyla çeşitli meclislerin kurulmasıdır. Tanzimat’tan hemen evvel kurulan hatta Tanzimat ilkelerinin tespitinde önemli katkıları olan Meclis-i Vala-yı Ahkam-ı Adliye bu anlayışın ilk ürünüdür. Tanzimat bürokrasisinin rasyonel, hızlı, etkili yönetim sistemi kurma çabaları çerçevesinde bu kurumsal yapı da sürekli dönüşümlere, reformlara tabi tutulmuştur. Nihayetinde 1868 yılında modernleşme sürecinin tek bir çatı altında yürütülmesinin faydalı olmadığı görülerek meclis ikili yapı sistemine evrilmiştir. Bir bakıma kuvvetler ayrılığı prensibi üzerinden gerçekleştirilen bu bölünme sonunda idari işlerin tasarrufuyla mükellef Şura-yı Devlet ve adli konulardan sorumlu Divan-ı Ahkam-ı Adliye ortaya çıkmıştır.

This study explores three houses, namely Abdülkadir Pasha Mansion, Dokmak Family House and Oral Family House, constructed by Muslim, Christian and Jew families in Mardin by the end of the 19th century. The houses in question were constructed in an era when Tanzimat bureaucrats implemented the Tanzimat reforms in the Eastern provinces of the Ottoman Empire. Tanzimat and Islahat reforms effected the non-Muslim communities largely as they promised to non-Muslim communities an equal citizen status, and rights to preserve and develop their cultural identities and to participate in political life in the Ottoman world. The article aims to discuss the subject by analyzing the architectural characteristics, decorations and stylistic features of the houses and by focusing on the cultural and political processes which influence the formation of architectural styles, different ethno-religious groups living together in Mardin for centuries developed in connection with this, the spatial organization of housing and the relationship between society and housing will be analyzed. Thus, it will describe architectural and decorative features of each house, compare them and explore their main commonalities and distinctiveness. Based on the critical use of the limited literature on the subject, the study combined archival documents and fieldwork, to addresses the process of intercultural relations, the formation of architectural styles and the mechanism of political change in a holistic approach. We meet two main approaches in the Ottoman history researches of Republican era historians: The cultural-based essays generally evaluate the events of modern age -from French Revolution to World War I- through the problematic of the emergence of modern national identity, while the economybased perspective handles the same process as transition from agricultural community to capitalist society. Meanwhile after the end of World War II, we encounter a third way of interprating the Ottoman-Turkish modernization, which is based upon the development of 'rechtstaat' (the rule of law) notion. Reşat Kaynar's work, 'The Movements Towards Founding a Rechtsaat in Turkey' (1960), which was written upon the government models classified by Sıddık Sami Onar, professor of the Istanbul University Faculty of Law, represents a considerable example of this third view. The Young Ottomans emerged as an important element in Ottoman modernization in the 19th century and played an important role in the process of political modernization in Turkey, acting as a dynamic and transformational force in the short and medium term. The rise of the movement of the Young Ottomans shows an intellectual sensibility for finding solutions to the political questions of the Empire during those years. It can be said that the Young Ottomans initiated a process of political organization in the history of the Ottoman Empire in the new atmosphere that started with the Tanzimat Period. During those years, during which the effects of western modernity were felt upon the Ottomans, the state tried to overcome difficulties by entering into a process of radical reform. In the second half of the 19th century Ottoman intellectuals witnessed the inadequacy of reforms and initiated a new movement that accelerated the political modernization process from the 1860s. This movement can be said to have led to the beginnings of a parliamentary system in the Ottoman Empire. As a group that grew out of the state the Young Ottomans and their successors, the members of the Committee of Union and Progress, gave rise to the structural transformation in the Ottoman Empire that affected the political system. The Young Ottomans, who had clear opinions about the integrity of the Ottoman Empire, also had original thoughts concerning the Muslim world. They tried to contribute to the continuation of the Muslim character of the state with special reference to the "Union of Islam". This study analyses the thoughts and viewpoints of the Young Ottomans concerning the Muslim world and the liberation of the Ottoman Empire from the pressure of the imperialist powers. Towards the end of the era of Mahmud II within the framework of permanent diplomatic system establishing diplomatic relations with Europa again in the Ottoman Empire appears the most important issue that the lack of the personnels brought up from the Muslim subjects to be employed at the level of ambassador, respectively. However, though over time this problem has been exceeded. By the time some of diplomats was trained by the foreign offices. From Tanzimat to the fall of the state the Ottoman Empire was represented by more then one hundred and thirty diplomatic representatives at different levels. One of those who served in five different capital Mahmud Esad Pasha was. In accordance with the tradition of foreign affairs Esad Pasha was the first ambassador brought up from the ground up. In this study mainly, it is emphasized the education of Esad Pasha, which institutions he took vocational education and won the experience and becoming a candidate of diplomat, afterwards his experinece of the foreign affairs, in which diplomatic centers how he used it. We live in an era in which, modern university with over the two centuries of its history is discussed a lot together with the globalization. The discussions on the establishment and institutionalization of modern university, which have attained its new position with nation state in the modern society (Scott 1990), and its functions in the modern society have reached a level where its raison d'etre is questioned. Whereas in Turkey, the university, as an organizational structure which is coeval with country's modernization history, continues to be in the core of discussions. In this paper, I will study the university and reorganization of knowledge, paying close attention to the relationship between institutions that produce knowledge and structures that organize societies. The study is primarily concerned with the following questions: What is the status and structure of the university within the relationship of thought and social organization in modern society? What can be understood about institutionalization and the status of the university during Ottoman efforts towards modernization and within restructuring society in modern Turkey? Based on the above findings, how can we analyse the university and what are some new approaches to understanding the sociology of knowledge? In conclusion this study offers that the university and production of knowledge should be studied and analysed under the frame of reorganization of the society as a whole and on basis of four experiences which are of the modern west, of the ottoman modernization, of the Republic's Turkey and of traditional institutions of higher education established previous era of modernization. This article describes the dimensions mimetic which originally experienced in the West during the Late Ottoman period of modernity. Modernization of the Late Ottoman period, historically unprepared, the idea of modernization elites and the modernization styles, external pressures and interventions, administrative weaknesses and so on for these reasons, as was manifest in a emulation format. Mimetic modernity, based on the state and bureaucracy, imposed on society from top to bottom, not internalized by the public at a large strata and it waslargely a form of Westernization. Therefore, the Ottoman modernization, rather than creating a unique originality, was westernized as a model of change and development which brought hybridand other mimetic features. During the rapid change and transformation in the political, economic and socio-cultural realms that took place from the second half of the 19th century onwards, the eating habits of Ottoman upper classes began to change. Transition from the tray, which could be conveniently situated at different places at home and around which many people could sit, to the table, which occupied a particular place in the salon or dining room and where the number of people around was limited with the number of chairs, the replacement of a common plate, from which everyone ate together, with personal plates and the introduction of new utensils like the fork and knife besides the spoon brought about new table manners defined as it la Franca. Table manners regarded as an indicator of one's civility, is among the most prominent issues in the late Ottoman etiquette books. In this article, how the late Ottoman etiquette books (1889-1918) approached table manners, their references, purpose and target audience are examined. Bu etkinin görüldüğü en önemli kişilerden biri de Ahmet Cevdet Paşa’dır. Bu noktada Ahmet Cevdet Paşa’nın görüşlerini anlamak Osmanlı modernleşmesi ve medeniyet ilişkisini anlamamıza yardımcı olacaktır. Bu çalışmada Ahmet Cevdet Paşa’nın Osmanlı modernleşmesi içindeki yeri onun medeniyet anlayışı çerçevesinde incelenecektir. Bir “olay” olarak babasızlık ve aşk, bir “eylem” olarak benlik/nefs, vicdan ve irade savaşı, öznenin intikamı ve intiharı, bir “beyan” olarak öznenin kıssadan hissesi bahsi ile incelenen romanlarda; dönem sonu kuşağının kapıldığı özerk ve öznel var oluş arzusu, bu arzunun karşılaştığı zorluklar ve mücadele sırasında görünür hale gelen zafiyetlere dikkat çekilmiştir. Yapılan bu inceleme ile yalnızca erkek karakterlerin değil, kadın karakterlerin de “kendi” arzuları için benliklerini yeniden tanımlama çabası içerisinde olduklarını göstermek hedeflenmiştir. Yürütülen bu mücadele ile çağın gerisinde kalan uygulama ve düzenlemeler kadar, davranış ve düşünce modlarının da tasfiyesi için eleştiri ve özeleştiriden yana bir talebin, okuyucu dikkatine sunulduğu bu çalışmada ele alınan bir diğer konudur. This thesis is premised upon the conception that the Tanzimat novels produced in the 19th century can be read within the context of the demand for individualization/autonomy. In this regard, the novels Taaşşuk-ı Talak ve Fıtnat (1872), Müsâmeretnâme (1872), Hasan Mellah (1874), and Intibah (1874) are comparatively analyzed. In these novels, fatherlessness and love are discussed as an “incident,” the self/nefs, the fight between conscience and willpower, and the subject‟s revenge and suicide as an “act”; and the subject‟s morality as a “statement,” and attention is drawn to the desire of autonomous and subjective existence that seized the end-of-the-period generation, the difficulties that this desire met, and the weaknesses that became pronounced during the struggle. In this thesis, it is aimed to demonstrate that not only the male characters but also the female characters were in a struggle to redefine their identities for their “own” desire. Thus, it is shown that the characters were not passive; that they carried out an active and willful struggle for existence contrary to the common repeated position regarding this period‟s novels that the characters were subject to obedience in the face of the control and threat of authority. Another point presented to the attention of the reader in this thesis is that in the struggle for existence was a demand for the elimination of the practices and regulations as well as the modes of thinking that fell behind the times for the sake of developing criticism and self-criticism. It is pointed out that the subjects who were shaped by the traditional mentality interacted with the modern mindset through these struggles and took initiative to discuss the notions of “equality”, “rights”, “liberty”, “freedom”, “autonomy”, and “justice”. It is argued that the struggles defining the desire of the male and female subjects‟ maturation intentions were also in parallel with the Ottoman Empire‟s survival struggle that gained ground in the 19th century. In this context, it is shown that the desire for an autonomous and subjective existence can be observed not only in the realm of the novels but also in the realm of the politics. Consequently, it is proven that the process that the Ottoman Empire experienced in 19th century was an original modernization process in both political and socio-cultural field and the subjects who had their share of this experience went through a valuable struggle for both their own desire and the empire‟s survival. by Müge Uzbilek Akkuş M.A.

19. yüzyılın başından itibaren Osmanlı İmparatorluğu‟nda büyük bir değişim süreci başladı. Bu değişimi tetikleyen iç ve dış faktörler vardı. Bir süreklilik taşıyan değişim sürecinin amacı, imparatorluğun birliğini korumak ve diğer ülkeler karşısında güç kaybını durdurmaktı. İTC‟nin mutlak iktidarı, içte ve dışta bir yıkımla sonuçlandı Since the beginning of the 19th century, a great transformation has started in the Ottoman Empire. There were internal and external factors that triggered this change. The aim of this continuous change was to protect the unity of the empire and stop the loss of power against other countries. During the process, many legal, political, economic and social arrangements were made. The intellectual and institutional foundations of modernizing the state were laid. Ottoman modernization had a bureaucratic character. The thought that guided the process was to save the state. The most influential actors of the process were the Young Turks and the Committee of Union and Progress (ITC) that emerged from them. ITC, firstly showed a very hard opposition against II. Abdulhamit and then took power in his hands. During his reign, ITC accelerated modernization on one hand and established his own hegemony on the other. In this research, the buildings which were constructed as schools in İzmir from the period of Tanzimat to Republic and have reached today are discussed. In 19th century, as a continuation of the reforms that Sultan Mahmud II had started, Rescript of Tanzimat was declared in 1839, the changes in the following period both created needs for new institutions and new city centres, and required renovations in the systems of education, planning and zoning. In this framework, new architectural types with new architectural styles were added to the architectural repertoire. The government offices, post offices, the buildings of city halls, stations, hospitals, police stations and schools became the areas to which the motifs and forms of Baroque and Rococo as well as the styles such as Neo-Classic, Neo-Gothic, Art Nouveau and Orientalist elements were applied on their own or with an eclectic approach. In the period of modernization, in parallel with the acceleration of relations with the West, education increasingly came into prominence. Beside the new centralized form of government and seeking for a new social order which were aimed to be made country-wide through the reforms, the function of education, shaped by ideas in favor of modernization, as a kind of transformation mechanism became a current issue. In parallel with the system of education that gradually renewed and changed, the buildings of schools were constructed first in Istanbul and then in rural areas. Following the declaration of Tanzimat, benefitting from the civil rights and the possibilities provided by the legal regulations made one after another, foreigners, Levantines and non-muslims also constituted their own educational institutions. These educational institutions tried to apply the examples of the West both in the content of education they provided and the language of architecture they adopted. In the second half of the 19th century, it is possible to say that a significant physical transformation took place in İzmir which was one of the important port cities of the era with its large trade volume and where a Western community lived having a numerical density as well as an economical potential. Within the scope of this transformation, the reflections of reforms and practices in both education and architecture can also be observed in Izmir. In the districts where the Muslims lived and in the places which could be counted as the centre of the city, the buildings that hosted new educational institutions were built by the state. At the same time, it is observed that Levantines, foreigners, and non-muslims who were bourgeoisified thanks to the given equal ownership rights to each nation in the cities and especially by the handover of the capital, also constructed many educational buildings while creating their own urban environment in the areas which they preferred. In The Second Constitutional Period while the reforms in the field of education continued, the preferences of transforming power that changed the direction in relation to the ideology created the architectural style called such names as “National Architecture Renaissance” or “Ottoman Revival” and educational buildings also took place among the buildings which were constructed in this style. In the scope of this study, the written source related to this topic has been examined, the architectural drawings, realized by on-site studies and scientific criteria, have been supported with visual materials. Mahmut'un başlattığı yenileşme hareketlerinin devamı olarak, 1839'da Tanzimat Fermanı ilan edilmiş, takip eden dönemdeki değişimler, yeni kurumlara ve kent merkezlerine ihtiyaç doğururken eğitim, planlama ve imar sistemlerinde de yenileşmeye gidilmesini gerektirmiştir. Bu bağlamda yeni bina tipleri yeni mimari üsluplarla birlikte mimari repertuara katılmıştır. Hükümet konakları, postaneler, belediye, gar, hastane, karakol ve okul binaları, Barok ve Rokoko motif ve biçimlerin yanı sıra Neo Klasik, Neo-Gotik, Art Nouveau gibi üslupların ve Oryantalist unsurların tek başlarına ya da eklektik yaklaşımla bir arada uygulandığı alanlar olmuşlardır. Modernleşme sürecinde Batı ile ilişkilerin ivme kazanmasına koşut olarak eğitim giderek ön plana çıkmış ve bir tür toplumsal dönüşüm mekanizması olarak işlemesi gündeme gelmiştir. Kademeli olarak yenilenen ve değişen eğitim sistemine paralel olarak, okul binaları önce İstanbul sonra taşrada inşa edilmiştir. Tanzimat’ın ilanını takiben yapılan yasal düzenlemelerin sağladığı olanaklardan yararlanan yabancı, Levanten ve gayrimüslimler de kendi eğitim kurumlarını oluşturmuşlardır. Bu eğitim kurumları, hem verdikleri eğitimin içeriği hem de kullandıkları mimarlık diliyle Batı’daki örnekleri uygulamaya çalışmışlardır. 19. yüzyılda geniş ticaret hacmi ile dönemin önemli liman kentlerinden biri olan İzmir’de, belirgin bir fiziksel dönüşümün gerçekleştiğini söylemek mümkündür. Bu dönüşüm kapsamında, hem eğitim hem mimarlık alanında gerçekleşen yenilik ve uygulamaların yansımaları İzmir’de de izlenebilir. Her millete eşit mülk edinme hakkı tanınmasıyla, özellikle sermayenin el değiştirerek artması sayesinde burjuvalaşan gayrimüslimler, yabancılar ve Levantenlerin tercih ettikleri bölgelerde kendi kentsel çevrelerini yaratırken pek çok eğitim yapısı da inşa ettikleri görülür. II. Meşrutiyet Dönemi’nde ise eğitim alanında yenilikler devam ederken, değişen iktidarın ideolojik temelleriyle bağlantılı olarak yön değiştiren tercihler “Milli Mimari Rönesansı”, “Osmanlı Canlandırmacılığı” gibi isimlerle anılan mimari akımı yaratmış ve bu üslupta inşa edilen yapılar arasında okul binaları da yerini almıştır. Araştırma kapsamında konuyla ilgili yazılı kaynaklar incelenmiş, bilimsel ölçütlerle gerçekleştirilen mimari çizimler, görsel malzemeyle desteklenmiştir.

Stratford Canning, a typical nineteenth century British diplomat and lived between 1786 and 1880, spent many of his 94 years in the Ottoman Empire. Not only his service time that he spent in the capital city of the Ottoman Empire was important, but it was crucial because his incumbency overlapped distinct stages of development that the Ottoman Empire went through. Canning himself witnessed pivotal developments in the Ottoman Empire in the 19th century such as The Napoleonic Wars, The Treaty of Bucharest with Russia, Mahmud II’s Reforms, The Tanzimat Era, The Rejuvenation Policy of the Ottoman Empire, The Crimean War, and The Preparation Process of the Royal Edict of Reform (1856). He also took part in these developments as a diplomat of the world hegemon. This study focused on Cannings’ incumbency between 1841 and 1847 when he worked as a diplomat under Foreign Secretary Aberdeen. The main focus of the study is the problem of the Rejuvenation of the Ottoman Empire which was a part of the policy of protecting the territorial integrity and independence of the Ottoman Empire that we think that it is not a simple matter but a very intricate issue. On the one hand, the study challenges a commonly held assumption that explains the Rejuvenation of the Ottoman Empire that regulated economy, state-individual relationship, the restoration of the army, the reassignment of administrative body in Cebel-i Lübnan, and the entire central administrative body by grounding it on dualisms such as teacher-student, parent-child in the literature. On the other hand, the study argues that the Rejuvenation Process was “interactive” and “reciprocal” and it was comprised of not only partnership but also disagreements and it was based on “collaboration and communication”. Tipik bir 19. yüzyıl Britanya diplomatı olan Stratford Canning 1786-1880 yıllarını kapsayan doksan dört yıllık ömrünün hayli uzun sayılabilecek bir evresini Osmanlı İmparatorluğu’nda geçirmiştir. Canning’in Osmanlı mesaisi sadece payitahtta yaşadığı uzun yıllarla değil, bu yılların İmparatorluğun geçmekte olduğu kritik süreçlere denk gelmesiyle de önem kazanmaktadır. Napolyon Savaşları, Rusya ile imzalanan Bükreş Antlaşması, Yunan bağımsızlığı, Mısır meselesi, II. Mahmud dönemi ıslahatları, Tanzimat Dönemi ve İmparatorluğu’nun “gençleştirilmesi” politikası, Kırım savaşı, Islahat Fermanı’nın oluşum süreci gibi Osmanlı İmparatorluğunun 19. yüzyılda yaşadığı mühim gelişmelere bizzat şahit olan Canning, dönemin dünya hegemonunun bir temsilcisi olarak bu süreçlerde bazı roller de üstlenmiştir. Bu çalışmada Canning’in Dışişleri Bakanı Aberdeen’in emrinde çalıştığı 1841-1847 yılları arasındaki görevine odaklanılmıştır. Buradaki en önemli sorun alanımız bir veri olarak değil de bir sorunsal olarak gördüğümüz İmparatorluğun toprak bütünlüğünü ve bağımsızlığını koruma politikasının içerisinde cereyan eden imparatorluğun “yenileşmesi/gençleştirilmesi” meselesi olmuştur. Çalışma dâhilinde ekonomiden, devlet-fert ilişkisine, askeri yeniden yapılanmadan Cebel-i Lübnan’daki idarî değişime tüm merkezi idareyi kapsayan bu alana dair literatürde hâkim olan öğretmen-öğrenci, vasi- çocuk karşıtlığına dayanan bakış açısına karşı çıkılmış ve sürecin ortaklığın yanı sıra çatışmayı da içeresinde barındıran, “işbirliği ve irtibat”a dayanan, “interaktif ve karşılıklı” bir ilişkiyi işaret ettiği kanıtlanmaya çalışılmıştır.

Towards the end of the era of Mahmud II within the framework of permanent diplomatic system establishing diplomatic relations with Europa again in the Ottoman Empire appears the most important issue that the lack of the personnels brought up from the Muslimsubjects to be employed at the level of ambassador, respectively. However, though over time this problem has been exceeded. By the time some of diplomats was trained by the foreign offices. From Tanzimat to the fall of the state the Ottoman Empire was represented by more then one hundred and thirty diplomatic representatives at different levels. One of those who served in five different capital Mahmud Esad Pasha was. In accordancewith the tradition of foreign affairs Esad Pasha was the first ambassador brought up from the ground up. In this study mainly, it is emphasized the education of Esad Pasha, which institutions he took vocational education and won the experience and becoming a candidate of diplomat, afterwards his experinece of the foreign affairs, in which diplomatic centers how he used it., II. Mahmud döneminin sonlarına doğru sürekli diplomasi anlayışı çerçevesinde Avrupa ile yeniden diplomatik ilişkiler kuran Osmanlı İmparatorluğu’nda görünür en önemli sorun, Müslüman teb´adan sefir düzeyinde istihdam edilecek yetişmiş personelin bulunmayışı idi. Ancak zaman içinde geçte olsa bu sorun aşıldı. Sefirlerin bir bölümü hariciye kalemlerinde yetişmeye başladı. Tanzimat’tan devletin yıkılışına değin yüz otuzu aşkın kişi Osmanlı İmparatorluğu’nu farklı düzeylerde diplomatik temsilci olarak temsil etti. Bunlardan biri de beş farklı başkentte görev yapan Mahmud Esad Paşa idi. Esad Paşa hariciye geleneğine uygun olarak temelden yetişmiş ilk sefir idi. Bu çalışmada esas olarak, Esad Paşa’nın aldığı eğitim, hangi kurumlarda mesleki eğitim alıp tecrübe kazandığı ve bir diplomat adayı haline geldiği, bilahere hariciye birikimini hangi diplomatik merkezlerde nasıl kullandığı üzerinde durulmaktadır.

06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan “Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun” ile 18.06.2018 tarihli “Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge” gereğince tam metin erişime açılmıştır. Birçok çalışmaya konu olmuş olan Osmanlı Modernleşmesi farklı disiplinlerin bakış açısı ile ele alınmıştır. Bu çalışmalarda Osmanlı Modernleşmesinin siyasi, iktisadi ve sosyal boyutu incelenmesine rağmen, Osmanlı Modernleşmesinin edebi eserler üzerinden okunması zayıf kalmıştır. Bu çalışmanın amacı Osmanlı Modernleşmesi'nin toplumsal etkilerini, Ahmed Midhat Efendi'nin romanları üzerinden incelemektir. Konuya edebiyat-toplum ilişkisi açısından yaklaşılmaktadır. Tanzimat Fermanı ile yönünü resmen Batı'ya çeviren Osmanlı'nın geçirdiği değişim ve dönüşüm Ahmet Midhat Efendi'nin romanları merkeze alınarak anlaşılmaya çalışılacaktır. Bu bakımdan üzerinde durulan problematik modernleşme sürecinde Osmanlı toplumunda ortaya çıkan alafranga ve alaturca insan tiplerinin Ahmed Midhat Efendi'nin romanlarındaki yansımasıdır. Kaynak taraması ve söylem analizi yönteminin kullanıldığı çalışmada cevap aranan sorular; Ahmed Midhat Efendi'nin romanlarında, Alaturka insan tipleri ile modernleşme süreciyle birlikte ortaya çıkan Alafranga insan tiplerinin, iktisadi ve sosyal zihni kavrayış ve yaşayış açısından bu süreçten nasıl ve ne şekilde etkilendiğidir. Ulaşılan sonuçlar ise; Osmanlı modernleşmesinin toplumda zihni kırılmalar meydana getirdiği; bu kırılmanın alafranga ve alaturca olarak iki ayrı cenah teşkil ettiği ve bu iki zıt tipin zihni duruşlarının, yeni olanı alma şekillerinin –eğitim, iktisadi tasavvur, kent, vb- topluma yabancılaşmada ya da kendi kültür havzasında kalma tercihinde başat rol oynadığıdır. In these studies, Ottoman modernization is addressed in political, economic and social dimensions. However, reading Ottoman modernization over literal works is not sufficient. This study aims at analyzing this era by the help of Ahmet Mithat Efendi'si works. Its approach is based on literature-society relations. It seeks for understanding change and transformation of the Ottoman, which directed its route to the West, by focusing on the works of Ahmet Mithat Efendi. Thus, the Problematic in this work is the Alaturka (in the Ottoman or Turkish style) and Alafranga (in the European or Western style) human types, who are reflected in Ahmet Mithat Efendi's works. The methods used in this study are literature review and discourse analysis. The research question is about how Alafranga and Alaturka human types of modernization were effected from this process in terms of political and social perception and their way of life. The research concludes with findings that Ottoman modernization paved way for "logical turn" in the society. Emergence of two human types in oppositional positions and their ways of inheriting the "new" -education, economic imagination, urban and etc. - play a leading role for preference of alienation or adherence to the cultural area. Cumhuriyet dönemi tarihçilerinin Osmanlı modernleşmesine ilişkin incelemelerinde genellikle iki temel yaklaşımın ön plana çıktığı görülmektedir. Kültür-eksenli ilk yaklaşım, Fransız Devrimi’nden I. Dünya Savaşı’nın sonuna kadar uzanan gelişmeleri çağdaş ulusal kimliğinin oluşumu merkezinde ele alırken, iktisat-eksenli bakış açısı, aynı süreci tarım toplumundan kapitalist topluma geçiş sorunu bağlamında okumaktadır. Buna karşılık II. Dünya Savaşı sonundan itibaren etkisini hissettirmeye başlayan üçüncü bir yaklaşım, Osmanlı-Türk modernleşme tarihini, hukuk devletinin gelişim aşamaları çerçevesinde değerlendirmiştir. Tarihçi Reşat Kaynar’ın, İstanbul Hukuk Fakültesi profesörlerinden Sıddık Sami Onar’ın sınıflandırdığı devlet modelleri doğrultunda kaleme aldığı ‘Türkiye’de Hukuk Devleti Kurma Yolundaki Hareketler’ (1960) adlı eseri bu üçüncü bakış açısının dikkate değer bir örneğidir. Bu makalenin amacı, Türkiye’de hukuk eksenli tarih yazımının geçmişine ışık tutmaktır. We meet two main approaches in the Ottoman history researches of Republican era historians: The cultural-based essays generally evaluate the events of modern age -from French Revolution to World War I- through the problematic of the emergence of modern national identity, while the economybased perspective handles the same process as transition from agricultural community to capitalist society. Meanwhile after the end of World War II, we encounter a third way of interprating the Ottoman-Turkish modernization, which is based upon the development of ‘rechtstaat’ (the rule of law) notion. Reşat Kaynar’s work, ‘The Movements Towards Founding a Rechtsaat in Turkey’ (1960), which was written upon the government models classified by Sıddık Sami Onar, professor of the Istanbul University Faculty of Law, represents a considerable example of this third view. The aim of this article is to throw light on the past of the juridical-based history-writing.

Modernleşmenin doğasında dinin doldurduğu geleneksel dünyayı dönüştürerek içine aklı ve bilimi koyma miti vardır. Batı'da bu süreç, bilimsel gelişmelerin ışığında kilisenin ve öğretilerinin sorgulanmasıyla başlamış ve gelinen noktada siyasi meşruluk arayışlarının din ile bağlantısı kesilmiş görünmektedir. Daha çok 19. yüzyıl ile alakalı olan Osmanlı Devleti'nin modernleşme sürecinde ise din birçok yerde temel meşrulaştırma kaynağı olmuştur. İdeolojiler yüzyılı olarak da anılan bu yüzyılda Devlet-i Âliye'yi kurtarabilmek için birçok aydın tarafından birçok fikir önerisi getirilmiştir. Bu fikirlerin başında ise temelde devlet içindeki tüm unsurların birleşmesine dayanan Osmanlıcılık ile İslam'ın modern bir yorumunu sunan İslamcılık gelir. 19. yüzyılda yaşamış bir aydın olarak Murad Bey de bir yandan bu akımlardan etkilenmiş, bir yandan da II. Meşrutiyet yıllarındaki daha sert tartışmalara örnek söylemler geliştirmiştir. Meşrutiyet Within the nature of modernization there is the myth which asserts that mind and science were inserted into the traditional world that was filled by religion. In the West, this process started with questioning the church and its teachings in the light of scientific developments, and at the moment, the search for legitimacy is totally disconnected from religion. However, in the modernization process of the 19th-century Ottoman Empire, religion was taken as the base of political legitimacy. In this century, which is also called the century of ideologies, numerous ideological solutions were developed to save the Empire by the intellectuals. The two most prominent of these ideologies is Islamism and Ottomanism. Islamism is a modern interpretation of Islam, and Ottomanism fundamentally suggests the co-habitance of all nations under the state. A 19th-century intellectual Murad Bey also, on the one hand was influenced by these trends, and on the other hand developed a discourse that underlies the more rigid discussions of the 2nd Constitutional Era. 18. yüzyılın başından itibaren Batının üstünlüğünü kabul etmiş olan Osmanlı bürokrasisi ve aydınları için temel hedef, devleti içine girmiş olduğu siyasal, ekonomik ve sosyal bunalımlardan çıkarmak olmuştur. Bu düşünce doğrultusunda 18. ve 19. yüzyılda Batıda gelişen pek çok fikir akımının etkisi altında kalan Osmanlı aydını üzerinde, özellikle toplum mühendisliği yönü ağır basan Pozitivizm'in derin etkileri gözlemlenmiştir. Ancak Pozitivizm'le ilk temas eden ve onun Türkiye'ye girişine öncülük eden Osmanlı aydınları da dahil olduğu halde hiç kimse Pozitivizm'in "bilgi kuramına" ve bilimsel anlayışına doğrudan ilgi duymamış ve üzerinde yoğunlaşmamış, var olan sınırları ise tekrardan öteye geçememiştir. Osmanlı aydınlarının büyük oranda etkisi altında kaldıkları Pozitivist düşüncenin bilim kuramına herhangi bir bakış açısı kazandırmak veya bir takım eklemeler yapmak hususunda başarısız oldukları gözlemlenmiştir. Doğal olarak bu noktada Osmanlı aydını bilgiyi üreten değil, sadece kullanan pozisyonunda kalmıştır. Basic target for Ottoman bureaucracy and intelligentsia accepting the superiority of the West since the begining of 18th century was to get out of the political, economic and social depression which empire got into. Strong impressions of positivism, outweighing the side of social engineering, were observed on the Ottoman intelligentsia ,in line with this target, affected by a good number of movement of idea developing in West. However, nobody without excepting the Ottoman intelligentsia who contacted with the positivism for the first time and facilitated its access to Turkey was interested in "information theory" and scientific understanding of positivism directly, concentrated on it and the concern to available borders wouldn't be anything but repetition. It was observed that Ottoman intelligentsia had failed to give point of view or make addition to science theory of pozitivist thought, of which Ottoman intelligentsia was under the influence substantially. Naturally, at this point, Ottoman intelligentsia had position not productor of information but user of that.

Modernleşme, geleneksel toplumların değişim ve dönüşüm süreçlerini ifade eden bir kavramdır. Modernleşme sürecine tüm geleneksel toplumlar gibi Osmanlı-Türk toplumu da katılmıştır. Yaklaşık iki asır süren Osmanlı modernleşme sürecini, şerif Mardin‟in nasıl analiz ettiği bu çalışmamızın temel konusunu oluşturmaktadır. Mardin Osmanlı modernleşme sürecini, merkez-çevre, sivil toplum sorunu ve din-devlet-toplum ekseninde yaptığı sosyolojik analizlerle açıklamaktadır. Biz bu çalışmamızda Mardin‟in, Osmanlı modernleşme sürecini nasıl algıladığı, nasıl analiz ettiği ve nasıl yorumladığını araştırdık Modernization is the process through which fundamental transformations and changes take places in the traditional societies. Ottoman-Turkish society has practiced modernization as well all other traditional societies. The basic subject in this study is Şerif Mardin‟s conception of Ottoman modernization which has continued about two centuries. Mardin elucidates Ottoman-Turkish modernization process particularly focusing on the problem of civil society, the dichotomy of center and periphery, and the relations among religion, society and state. In this study it is essentially questioned that how ġerif Mardin accepted, analyzed and discussed Ottoman modernization process.
