Health organizations are challenged every day to manage their projects in a dynamic context of multifactorial complexity, are intrinsically linked to the organizational competences for PM and project success (on time and budget, with quality, in alignment with the requirements defined by the project owner and stakeholders), through articulation between people, resources, processes and project support structures. The aim of this research was to study the Competence of Portuguese Public Hospitals in PM, carrying out a diagnosis of organizational competences in PM, reflecting on the existing competences and those that are needed, proposing strategies for its development. This study was carried in three public hospitals (51 respondents) and evidence that they can improve their organizational competence in PM. It also shows that there is a statistically significant association between the organizational competence in PM, the role of professionals in projects and their experience. On the other hand, the results also show that the success of projects is influenced by the existence of a PMO dedicated to supporting the project management activity in the organization. Likewise, the existence of a PMO, combined with certification or specific training in PM, and having already managed projects in the organization, didn´t revealed a strong influence on the state of development of organizational competence to manage projects. The results demonstrate that these health organizations need to invest in the development of organizational competence for the success of their projects and that there are not many professionals with certification or specific training in PM. Hospital´s need to improve people´s competences and create internal structures to support PM. [ABSTRACT FROM AUTHOR]

Purpose: The aim of the article isto present organizational competences of Emergency Medical Units (EMU) in the areas of marketing (recognizing the patient's needs), quality (the level of medical services) and logistics (a provision of medical services in the right place) during the time of the COVID 19 pandemic, influenced by managerial and professional competencies, and to identify those that have become particularly important in the period of the pandemic. Design/methodology/approach: The proposed lists of managerial (five domains) and professional competencies (eight domains) were created and are based on the analysis of healthcare competencies models - the study of the literature - and the author of this paper’s observations of the analyzed entities. There were 57 respondents weighing managerial competences and 135 respondents assessing professional competences. Findings: As a result of the research, it is determined that the highest level among the professional competencies presented in the model (in all areas) is characterized by transportation competencies. The most undoubtedly framing organizational competences of EMU were managerial competencies: in marketing area Business Competencies and Professional and Social Competencies in quality and logistic areas. Practical implications: Currently health systems are being faced with briskly growing necessity developed by the COVID-19 outbreak. A well-organized and adapted health system has the scope to manage decent access to fundamental service delivery throughout an emergency, restraining direct mortality and avoiding heightened indirect mortality. Originality/value: An integration personal competencies (professional and managerial) with organizational competences of Emergency Medical Units especially relevant in pandemic time. This article addresses the issue of the competence of counsellors working with people experiencing sexual violence. The theoretical part of the article describes the basic concepts related to institutional (professional) counselling and describes a professional counsellor and his/her competences in a descriptive way. The subject of the research includes the competences of counsellors in the field of working with people who have experienced sexual violence. The purpose of the study was determining and describing their competences – both organizational and professional ones – from the perspective of the experience of individual listeners preparing for counselling work. The study uses a narrative method with content analysis. The research problem took the form of the following question: what are the competences of a counsellor in accompanying a sexually abused person from the perspective of the personal experience of future counsellors? The research was conducted in 2019 among 23 postgraduate students preparing for counselling work. The results made it possible to select subcategories within the examined categories that show the specificity and value of the competences described by the respondents, and allowed us to emphasize the importance of the interdisciplinary knowledge and skills of counsellors. In addition, the conclusions of the study are valuable for pedagogical practice, especially in terms of enriching the offer of studies addressed to counsellors working with people who have experienced sexual violence.

Purpose – to analyze the process of organizational learning in development of organizational competences in two educational institutions that offer Higher Technological Education Courses in Brazil. Design/Method/Approach. As for the methodology, the nature of the research is exploratory, with a qualitative approach, and a multiple case study method. Findings. The results made it possible to conclude that there was a learning process at the organizational level, as new knowledge and new practices had been institutionalized. Based on the data found in each case, it was possible to certify that some competences can be built and others eliminated, shaping the dynamic character of the process. Theoretical implications. It was possible to corroborate the model used (Patriotta, 2003) and propose advances to it, towards an understanding of organizational learning processes in the development of organizational competences. Practical implications. The manager can see competences in dynamics, changing over time and in the context of the organization, according to the events and changes in their objectives, intentions, and strategies. Originality/Value. We found that organizational learning is the result of the acquisition of a competence that represents this process. Using a metaphor, it was found that the competences of an organization represent the 'DNA' of the organizational learning. Research limitations/Future research. This paper analyzed two cases only and new case studies are needed to characterize more fully on these results. Paper type – empirical.

Purpose: The self-evaluation of management training had the objective of verifying the influence of the learning support and of the management training offered to managers of a Brazilian federal autarchy on the expression of competences required for the performance of their duties. Originality/value: To reach this objective, the hypothesized theoretical model of research was elaborated having as variables the criteria of training impacts in the labor, measured both in depth and in amplitude, measured on what was the importance and contribution of two evaluated courses for the acquisition and expression of management-labor skills. Design/methodology/approach: Regarding the methodology, two courses were offered in the distance modality, in this autarchy, which dealt with strategic management and teams. Data collection was performed at a distance. The final sample (N = 291) was predominantly male, between 31 and 50 years old, and with complete graduate education. Findings: The results showed a valid and construct evidence for the used measures, as well as pointed out that learning support was an important predictor in the final empirical models. Having a constant investment in actions to improve learning support in the organizational environment, such managers can apply in their routines the skills acquired in a training situation, in a more persistent, impactful and aligned with the strategic objectives of the autarchy.

The purpose of this paper is to twofold: (1) to identify specific and generic organizational competences that compose three different types of competitive advantages – product leadership, customer intimacy and operational excellence – and (2) to identify processes and approaches by which identified organizational competences are developed. Using multi-case study approach, the main findings come into two tentative theory building conclusions. (1) Behind different ways of competing there there are only four distinct organizational competences – innovation competence, competence of managing business risks, operational competence and stakeholder influence competence. These four competences form three distinct ways of competing: competing via product leadership, competing via customer intimacy and competing via operational excellence. (2) All four organizational competences are composed of nine organizational processes and approaches: bonding, attracting, showcasing, specialization, capitalization, internationalization, specialization, quality control, cost monitoring, and shielding. However, due to the case study research design this paper provides limited generalizability and thus calls for validations via quantitative research approaches.

This article is focused on identifying within managers of Emergency Medical Units (EMU) the common professional competencies of medical personnel, as well as the managerial competencies that significantly shape such organizations. The proposed lists of managerial and professional competencies were created based on the analysis of healthcare competencies models as literature studies and own author's observations in the analyzed entities. To capture the complexity and dynamic quality of the EMU manager's role and reflect the dynamic realities in health leadership today, the managerial competencies model distinguishes five domains with 26 competencies, while the model of professional competencies of medical staff employed in Polish EMU takes in eight domains. To achieve superior organizational performance of such entities and to gain strategic goals, it is very important to identify which set of professional and managerial competencies is required. Thus, it is can be essential to clarify the areas of strategic competence in which these organizations must be competent, if the personnel of such are to succeed. Hence, there is a need to integrate professional and managerial competencies with organizational competences. Unfortunately, this area is not yet fully developed. The author's future empirical research would entail focusing primarily on the competences of EMU in Poland and the role that people competencies (whether managerial and professional) play in developing these. This study investigates the simultaneous influences of culture and global mindedness on the foreign subsidiaries of Brazilian multinationals (B rMNs). Because the ability to develop competences abroad is critical for emerging multina tionals competitiveness, we proposed hypotheses and tested a model for how the competenc es of subsidiaries may be affected by the dimensions of global mindedness and culture. To do so, we conducted a multilevel survey involving the headquarters and subsidiaries of majo r BrMNs. The results suggest that global mindedness, which encompasses global orientation, g lobal knowledge, and global skills, is positively related to the development of subsidiari es ́ competences. By contrast, cultural factors, including power distance and uncertainty a voidance, are negatively related to competences development. Therefore, these dimension s may exert simultaneous and opposing stimuli and unaligned forces that affect the develo pment of competences abroad, generating a “tug of war” effect.

In order to achieve the desired performances and the increased value added to the final consumer, organizations need not only to integrate their core businesses and align them to business strategy but also to develop essential entrepreneurial competences. After presenting the dimensions of entrepreneurial orientation and their specificity in a supply chain, we propose an empirical research using a working dataset of 64 firms from various industries to analyze the Romanian entrepreneurial supply chains. Structural equations are employed to estimate the complex relationships between organizational performances and entrepreneurial orientation in supply chains at national level. Results show that entrepreneurial orientation influences organizational competences only in the framework of the supply chain management strategic approach to operational excellence.

This paper presents the use of a conceptual framework designed for the management of organizational competences to contribute to the evolution of the business model of an enterprise. The framework, developed based on a detailed review of the history of the car manufacturer Toyota, was used for a Delphi study and an action-research applied in the furniture industry. The results suggest that it is applicable for ex-post analysis of organizational changes, as well as a strategy planning tool.

The purpose of this study was to understand the relationship among Management Control System Use, development of company's organizational competences and performance using Henri's framework (HENRI, 2006). The dimension Use of Management Control System, proposed by Simons (1995, 2000) in diagnostic use and interactive use is scarcely studied in Brazil, in spite of the international research that has shown some contradictory results. The research was carried out in 2008, by a survey in a sample of 104 companies from Exame Magazine 1000 Biggest Brazilian Companies. Using the Structural Equation Model, the main results indicate no evidence of negative relationships between the diagnostic use and the organizational competences development, what contradicts Henri's results (2006). It was also identified that the interactive use has positive influences in the competences of Organizational Learning and Market Orientation, and these have positive influences in Performance (measured by self-evaluation). This study contributes to Brazilian research as its subject integrates Management Accounting and Strategy and also for measurement the construct Dynamic Tensions. For the practice, the result is important as it shows that companies should continue to use Management Control for diagnostic, as it helps the organization to correct errors, simultaneously recommending the use of interactive way to activate organizational ompetences.

The objective of this paper was to identify the dimensions of the imitation construct between companies and to propose an operatingprocedure to measure it in business sectors. The imitation was conceptualized as a copy of capabilities. Putting them into operation was madepossible by the ease of understanding them. The perceptions of 112 managers from 14 sectors of the Brazilian economy in the State of Sao Paulowere collected. The database of the Federation of Industries of the State of São Paulo (Fiesp) was used. The dimensions underlying the constructwere identified by exploratory factorial analysis. The results indicate that the less that research and development (R&D) activities are carriedout, the less the importance of the level of schooling in productive processes, the lower the technological content of products and processes and theless significant the assembly of products, the greater the imitation tends to be in one sector

With an increasing pace of digitalization, automatization, and robotization, firms need to quickly anticipate new consumer values, trends, and needs and adjust their production, thus requiring constant adaptation of competences and competence-based models. This review: (1) briefly outlines the development of competence-based models; (2) presents difficulties when defining and delineating differences between competences, skills, and abilities; (3) presents the main challenges of competence measurement; (4) presents recent findings of competence-based models in organizational and individual context; and (5) highlights challenges these models are likely to encounter in the future. To this end, a non-systematic literature review was carried out to summarize relevant published research studies and to define future research directions. Results show that further competence-based research should focus on generalizing the findings by looking at various groups of workers and industries, expanding the set of competences used in the analyses, using different definitions of key competences, and developing alternative models to assess their impact on performance. Such research would allow to better assess employees’ preparedness in terms of competence requirements, as well as to identify the most critical gaps and opportunities for the formal educational system and as part of on-the-job training.

Many studies have been devoted to representing, understanding and explaining organizational action. The purpose of this work is to contribute to the Theory of Operations Management. An understanding of the causal relationships between strategy, structure and performance is still of major importance in the area of 'Strategy and Organizations'. This paper discusses the theoretical assumptions of a reference framework that can be used in the construction of models aimed at studying organizational action from the standpoint of structuring, implementation and performance. The approach employed here is structuralism, into which concepts of resources and capabilities have been incorporated based on an approach centered on the development of organizational competences. The framework presented here is founded on the hypertext metaphor and interrelates the dimensions of organizational processes and structures in the context of organizational 'spaces'. The framework incorporates the dimensions of space, the structuralist approach founded on the definition of 'form', and the 'hypertext' architecture to integrate the dimensions. The framework articulates and represents the horizontal and vertical coordination of activities and processes in an integrated and coherent way within the context of participative management and knowledge management.

Open innovation (OI) can be seen as systematically encouraging and exploring a wide range of internal and external sources for innovation opportunities, consciously integrating that exploration with firm capabilities and resources, and broadly exploiting those opportunities through multiple channels (Cohen & Levinthal, 1990). In order to determine organizational competences or technological capabilities for open innovation, we explore the characteristics of open source software development projects as successful examples how organizations can enhance their businesses by using the ideas of open innovation. Hafkesbrink & Schroll, 2009, clustered organizational competences for open innovation in digital economy in three dimensions of: organizational readiness, collaborative capabilities and absorptive capacities. As a backbone of each of these dimensions appear the technological enhancement and existing of adequate collaboration and communication tools. One of the main benefits of the Semantic Web (SW) approach is the ability to model a knowledge structure using ontology as the starting point. Ontologies are highly suitable to represent consensus knowledge and its structure. This is exactly what is needed to exchange information within a community of interest and to enable automated processing of information items. SW technologies have the potential to improve information processing and knowledge sharing, increasing the quality of current applications and providing more sophisticated features for end users, but most of these theoretical advantages are not easily exploitable by real world applications (Lara et all, 2002). In this article we explore possibilities of semantic web infrastructure development to support organizational competences for open innovation. The idea is not new and it seems that the SW is very suitable for OI infrastructure requirements, but both disciplines recorded a decade of development without significant mutual application of research results. In order to identify the obstacles to intensive common development, we made the SWOT analysis for introduction of SW technologies in this stage of development as a main infrastructure for open innovation organization. The role of energy management (EM) capabilities in enhancing circular economy (CE) business models of agricultural small and medium-sized enterprises by way of developing dedicated organisational competences is an under-investigated topic. In addition, the contribution of CE business models to the sustainability performance of agro-energy businesses deserves further investigation. To cover these gaps, a case study was conducted within an agricultural firm that exploits a high-tech hydroponic system to cultivate tomatoes. Interviews were conducted with top management of the firm and technicians to identify the EM capabilities that foster the development of organisational competences to implement a CE business model. The framework of dynamic capabilities was used to discuss the results. Results indicate that EM and auditing capabilities play pivotal roles in enhancing knowledge of sustainable production methods and accountability, and constitute the microfoundations of dynamic capabilities that are needed to sense, seize, and reconfigure the business model around CE, which allows the achievement of sustainability performance. EM, along with the promotion of an organisational culture of energy conservation, also enhances the knowledge and implementation of CE business models. Implications for SMEs' agricultural managers relating to EM implementation are discussed, given its pivotal role in the implementation of CE business models. • Circular business model in an agricultural small business is investigated. • Energy management enhances the firm's circular economy competences. • Circular economy competences contribute to the business' sustainability. • Microfoundations of dynamic capabilities for circular economy in agriculture. This article is focused on identifying within managers of Emergency Medical Units (EMU) the common professional competencies of medical personnel, as well as the managerial competencies that significantly shape such organizations. The proposed lists of managerial and professional competencies were created based on the analysis of healthcare competencies models as literature studies and own author’s observations in the analyzed entities. To capture the complexity and dynamic quality of the EMU manager’s role and reflect the dynamic realities in health leadership today, the managerial competencies model distinguishes five domains with 26 competencies, while the model of professional competencies of medical staff employed in Polish EMU takes in eight domains. To achieve superior rganizational performance of such entities and to gain strategic goals, it is very important to identify which set of professional and managerial competencies is required. Thus, it is can be essential to clarify the areas of strategic competence in which these organizations must be competent, if the personnel of such are to succeed. Hence, there is a need to integrate professional and managerial competencies with organizational competences. Unfortunately, this area is not yet fully developed. The author’s future empirical research would entail focusing primarily on the competences of EMU in Poland and the role that people competencies (whether managerial and professional) play in developing these.

This paper examines how innovative business practices are developed, diffuse across organizations, and effect industry-level change. Applying evolutionary economics and evolutionary organizational theory as a theoretical lens, it conceptualizes the adoption and diffusion of innovations as a dynamic process whereby innovations propagate vertically within firms via successive instantiations (or generations) as well as horizontally across firms via imitation and replication. Innovations that describe observable, transparent, and transferable business practices are the specific concern. Examples from management, software development, and e-commerce support the theoretical analysis. A two-level study, based on a formal stochastic process model, examines how innovations arise, which innovations do or do not survive in the market, and whether and under what conditions best practices emerge and industry standardization is achieved. Emerging multinationals must seek and develop competences abroad and develop the skills to transfer such competences faster and more actively than traditional multinationals. This article aims to further the understanding of the development, transfer, and recognition processes of the competences of emerging multinationals' subsidiaries. Based on a review of the literature, a model was developed focusing on the relationships between (i) the strategic guidelines designed by corporate headquarters for subsidiaries (integration, entrepreneurial attitude), (ii) the management of subsidiaries (initiative), and (iii) the management of subsidiaries' relationships with the external environment (competitive context and external network). The model was applied to a survey of Brazilian multinationals and their subsidiaries. The results showed that the variables competitive context and external network (in which the subsidiary is embedded) are the most important for competence development, transfer to and recognition by the headquarters; the variable subsidiary initiative is important for recognition by headquarters only. This study analyzes the internationalization process of medium sized companies of the leather-footwear supply chain, located in the Sinos Valley, in the southern region of Brazil. The two cases of footwear component companies were identified by entrepreneurs from the leather-footwear supply chain as the most outstanding from the Sinos Valley in internationalization practices. Thus, this study aims to identify which resources those companies mobilize to develop their internationalization process. The organizational competence concept provides the theoretical base for the data interpretation. The results show that the internationalization of those companies is related to a combination of resources associated to three competences: (a) process technology domain; (b) market understanding ability and (c) the ability of joining partners. The cases reinforce the understanding of the internationalization as a learning process that has integrated these companies to the international footwear supply chain dynamics since the eighties. This paper deals with the question of how resources affect organizational performance. It assumes competence as a bundle of coordinated resources and employs the Balanced Scorecard (BSC) framework to measure and assess how this coordination influences performance indicators all over BSC perspectives. A review effort in this field showed that financial or internal process indicators are the most considered; performance indicators from learning and growth perspectives or studies evaluating simultaneously all performance perspectives are less common. A case study in a Brazilian water company, using firm's data and indicators, pointed external factors related to demand to be the strongest performance determinant; employee satisfaction presented association with all BSC perspectives. Environmental Training ,Sustainability ,Individual Competences ,Organizational Competences - Abstract
In this article, the aim was to analyze how environmental training can help generate individual and organizational competences in companies in the Brazilian chemical sector. This study is justified by the need to conduct more in-depth studies on the role of environmental training to generate competences in the Brazilian chemical sector's environmental dimension. This is important because, in 2016, this sector was third place in the development of Brazilian Gross Domestic Product (GDP) and its production has led to debates over the environmental risks caused by its products and processes. The qualitative research approach was used, with multiple case studies based on the triangulation of sources of evidence. The results confirmed that: 1) systematized environmental training potentiates the development of individual competences required for the sustainability of Brazilian chemical sector companies, considering that the focus of environmental training is to stimulate and develop individual competences aligned with organizational strategy by identifying competence gaps; 2) recognizing core individual competences helps identify important organizational competences for the sustainability of Brazilian chemical sector companies; and 3) developing core individual competences helps create important organizational competences for the sustainability of chemical sector companies. The value of the paper is given by proposing of a model describing the role of environmental training supported by a formal and informal context to develop individual competences for environmental sustainability, mutually related to organizational eco-innovation, eco-efficiency, environmental justice and social justice competences, thus characterizing the development of sustainability in organizations and chemical industries.

In a context that approaches the limits of environmental and social problems, and in view of the challenges that the agri-food sector faces today, the need to produce more food, linking environmental sustainability and human health, constitutes a means for sector organizations to turn these new conditions into opportunities to achieve their strategic objectives in project governance. The objective of this study is to analyze the governance of an agri-food cooperative comprised of farmers with more than 40 years of experience. In addition, we propose, based on the findings obtained, a plan for the organization to integrate the culture of the projects and project management in its governance system. This paper is based on a conceptual framework that takes into account the systemic nature and dynamics of social and organizational interactions, with the aim of moving towards sustainability within the agri-food system, through the analysis of an empiric study in the agriculture cooperative sector in the southeast of Spain. The findings show that working by projects offers a novel and effective governance model for the sector, and that integrating expert and experienced knowledge, working with people, is a fundamental condition for moving towards sustainability.

In highly competitive technology markets, such as the market in which Enterprise Resource Management (ERP) service providers do business, it has become of fundamental importance to understand the factors that create competitive advantages. This paper presents the support from the theoretical frameworks offered by the Resource-based View (RBV) and the Market-based View (MBV) to attempt to explain the competitive advantage held by Totvs Curitiba, a franchise of Totvs, which in turn is a Brazilian company that is a market leader in ERP service provision. In methodological terms, this is a Case Study for which data was collected during interviews and by observation and review of secondary documentary sources. The results suggest that the franchise’s market-leading position was built on a relationship, which is identifiable in the results of this study, between the strategies adopted, resources controlled and competences developed.
