espanolEl articulo presenta el analisis de las caracteristicas socio-psicologicas especificas de las personas que asisten de manera confidencial a las unidades operativas del Servicio Estatal de Guardia de Fronteras de Ucrania, con el objetivo de conocer el perfil socio-psicologico tipico del informante confidencial. Para ello se realizo una encuesta a los oficiales que realizaron tareas operativas y de servicio con estas personas. El estudio evaluo las caracteristicas sociodemograficas (sexo, edad, educacion), psicologicas (temperamento, motivos para la cooperacion, naturaleza de las relaciones entre ellos y el personal operativo, actitud de los informantes confidenciales hacia las tareas) y operativas e investigativas (cualidades de inteligencia, calidad de la informacion operativa proporcionada, duracion de la asistencia a la unidad operativa, etc.). La sintesis e interpretacion de los resultados de la encuesta dieron la posibilidad de conocer el perfil socio-psicologico del asistente voluntario de la Unidad Operativa del Servicio Estatal de Guardia de Fronteras de Ucrania y comparar las caracteristicas especificas individuales del informante confidencial relevante con aquellas de quienes cooperan con otras agencias encargadas de la aplicacion de la ley de Ucrania y paises extranjeros. Se concluye que el conocimiento del perfil socio-psicologico de los informantes por parte de los funcionarios operativos es de gran importancia para proporcionar asistencia confidencial a la unidad operativa. Las diferencias entre las actividades de los denunciantes de corrupcion, cuyas caracteristicas fueron proporcionadas por cientificos extranjeros, y de informantes confidenciales, que brindan asistencia a las unidades operativas, se explican principalmente por el hecho de que los informantes confidenciales cooperan con las unidades operativas de manera confidencial (no publicamente) y sus actividades estan relacionadas con una gama mas amplia de temas. EnglishThe article presents the analysis of the specific socio-psychological characteristics of the people who confidentially assist the operational units of the State Border Guard Service of Ukraine, with the aim of knowing the typical socio-psychological profile of the confidential informant. To this end, a survey was conducted among 84 officers who performed operational and service tasks with these people. The study evaluated the sociodemographic (gender, age, education) and psychological (temperament, reasons for cooperation, nature of the relationships between them and the operational personnel, attitude of the confidential informants towards the tasks) characteristics, and the operational and investigative characteristics (qualities of intelligence, quality of the operational information provided, duration of assistance to the operational unit, etc.). The synthesis and interpretation of the results of the survey gave the possibility to know the socio-psychological profile of the volunteer assistant of the operational unit of the State Border Guard Service of Ukraine, and to compare the individual specific characteristics of the relevant confidential informant with those from other law enforcement agencies in foreign countries who cooperate with Ukraine. It is concluded that the knowledge of the socio-psychological profile of informants by the operational officials is of great importance to provide confidential assistance to the operational units. The differences between the activities of the corruption claimants, whose characteristics were provided by foreign scientists, and of confidential informants, who provide assistance to the operating units, are mainly explained by the fact that informants cooperate in a confidential format (not publicly) and their activities are related to a wider range of issues.

1 Criminal law aspects of police provocation Abstract in English This diploma thesis deals with definition of possibly the most exact limit between legal entry of prosecuting authorities to the factual act of the crime and inadmissible police provocation. Following this determination of the limits, which is the main aim of the thesis, it gives the tightest definition of police provocation, it solves possible criminal law consequences of police provocation and it brings a brief analysis of admissibility of further forms of behaviour that can result in an intention of other person to commit a crime. For this purpose the thesis is divided into 4 chapters. The first chapter deals with the problem of police provocation in a broader context of fight against organized crime. It is highlighted the necessity of really careful consideration of the tools and the amount of their usage when fighting organized crime so that their deployment means tolerable rate of interference with human rights and freedoms. The second chapter follows, which deals with general introduction of tools used to fight not only organized crime. В статье проведен ретроспективный анализ особенностей использования сил, средств и методов опе-ративно-разыскной деятельности в различные исторические периоды существования России. Отдельно акцентировано внимание на создании и трансформации системы оперативных подразделений, правовом регулировании их деятельности во время правления династий Рюриковичей, Романовых, а также в период существования Союза Советских Социалистических Республик с учетом реализуемых направлений внешней и внутренней политик страны. В заключение работы автор приходит к выводу, что игнорирова-ние со стороны государства значения оперативно-разыскной политики в обеспечении национальной без-опасности, пренебрежительное отношение к ней, равно как и чрезмерное не урегулированное нормами права применение негласных сил, средств и методов этой деятельности в ущерб правам и интересам личности и общества в итоге влечет разрушение любого могущественного государства, о чем наглядно свидетель-ствует многовековая история России, In this article a retrospective analysis of the peculiarities of the use of forces, means and methods of opera-tional and investigative activity in various historical periods of the existence of Russia is provided. Separately, attention is focused on the creation and transformation of the system of operational units, the legal regulation of their activities during the Houses of Rurik and Romanov, as well as during the existence of the Union of Soviet Socialist Republics, taking into account the implemented directions of the country's foreign and domestic poli-cies. Толочко, А. Н. Совершенствование организационного обеспечения выявления экономических преступлений / А. Н. Толочко, С. В. Пилюшин // Вестник Академии МВД Республики Беларусь. - 2016. - № 2. - С. 59 - 64. Проведена классификация признаков, свидетельствующих о вероятном совершении преступлений в экономической сфере. Показано, что для их скорейшего распознавания и в целом повышения эффективности борьбы с экономической преступностью в современных условиях необходимо совершенствование организационных основ работы оперативных сотрудников. Сформулированы предложения по созданию банка данных выявленных преступлений и актуализирована возможность применения метода выборки документов. = The classification of signs indicating the probable commission of crimes in the economic sphere is displayed. It is shown that for their early detection and the overall efficiency of the fight against economic crime in modern conditions it is necessary to improve the institutional framework of the work of operational employees. To this end, proposals for the creation of a data bank of crimes was discussed and also a possibility of using sample documents was actualized.
