Mestna občina Ljubljana ima sedemnajst ožjih delov – četrtnih skupnosti, ki se razlikujejo med seboj po velikosti, geografiji in številu prebivalcev. Namen tega dela je ugotoviti, ali vse četrtne skupnosti kljub njihovim razlikam delujejo na enak način, porabljajo sredstva za enake programe in ali prihaja do večjih razlik med njimi. Pri izdelavi tega dela je bila uporabljena metoda analize podatkov. S to metodo je bila preverjena poraba sredstev posameznih četrtnih skupnosti ter poraba sredstev za opravljanje nalog, ki jim jih je prenesla občina. Ugotovljeno je bilo, da četrtne skupnosti s porabo sredstev zadostujejo predpisom Mestne občine Ljubljana in da opravljajo svoje poslanstvo ter naloge. Ugotovljeno je bilo tudi, da četrtne skupnosti porabljajo sredstva po svoji lastni presoji, saj prihaja med njimi do večjih odstopanj, ko porabo razdelimo na segmente. Diplomsko delo predstavlja prispevek k preučevanju lokalne samouprave in preučevanju ožjih delov občin. Iz rezultatov tega dela razberemo, da imajo znotraj mestne občine Ljubljana njeni ožji deli veliko stopnjo avtonomije, kar se tiče porabe sredstev znotraj predpisanih okvirjev. Iz rezultatov razberemo tudi, da se deli MOL resnično razlikujejo med seboj, ne samo po velikosti in številu prebivalcev, ampak tudi po potrebah in po izvajanju programov posameznih ožjih delov. The municipality of Ljubljana has 17 districts - neighbourhood communities, which differ from each other in terms of size, geography and number of inhabitants. The purpose of this thesis is to determine whether all neighbourhood communities, despite their differences, operate in the same way, spend funds on the same programs, or whether there are major differences between them. The method of data analysis was used in the preparation of this thesis. This method was used to check the use of funds by the district communities and whether they are using these funds to perform the tasks assigned to them by the municipality. It was established that the district communities with the use of funds meet the regulations of the City of Ljubljana and that they fulfil their mission and tasks. It was also established that neighbourhood communities spend funds at their own discretion, as there are greater discrepancies between them when spending is divided into segments. The thesis represents a contribution to the study of local self-government and the study of narrower parts of municipalities. From the results of this thesis, we understand that within the city municipality of Ljubljana, its narrower parts have a high degree of autonomy, as far as the use of funds is concerned within the prescribed frameworks. From the results, we can also see that the parts of the city of Ljubljana really differ from each other, not only in terms of size and number of inhabitants, but also in terms of the needs and implementation of the programs of individual narrower parts.

V diplomski nalogi je obravnavano oblikovanje novega linearnega mestnega središča občine Ankaran. Izoblikovana je strategija za načrtovanje elementov podobe urbanega pritličja, ki predstavlja izhodišča za razvoj kakovostnega mestnega prostora. Novo upravno-kulturno središče Ankarana preko odprtega javnega prostora in urbanega pritličja vzpostavlja odnos med opazovalcem in mestom. Z vključevanjem elementov podobe urbanega pritličja središče pridobi celovito oblikovno podobo in prepoznavno identiteto.

Simbolika je temeljen način zgodnjega sporazumevanja človeka, ki za osnovno enoto uporablja simbol. Dolga tradicija uporabe simbolov je omogočila povezovanja nekdanjih političnih skupnosti. Prav tako je simbolika predhodnica pisave in zaradi svoje preprostosti do danes ni izgubila socialnega pomena v družbi, saj jo uporablja še velika količina upravno- političnih institucij in marketinških podjetij. Današnja raba simbolov predstavlja predvsem način izražanja identitete ali določene pripadnosti kulturi, kraju ali skupnosti. Namen magistrskega dela je raziskati predvsem pomen in uporabo simbolike v slovenski javni upravi nato pa konkretna analiza slovenskih občin in njihovih simbolov, kjer je uporaba omenjene simbolike najbolj množična. Cilj magistrske naloge pa je dokončna razčlenitev ter predstavitev podobnosti ter razlik uporabljene simbolike občin ter vplivi dogodkov, ki so privedli do vzpostavitve le-teh. Zaradi tega bo dokončna metodološka sestava magistrskega dela temeljila na primerjalni kvalitativni analizi. Zanimale nas bodo predvsem politične in zgodovinske plati razvoja, kot tudi sam razvoj nekaterih vidnejših občin ter kako je razvoj vplival na samo sestavo simbolov oz. občinskih znakov, ki jih za svojo predstavitev publiki uporabljajo občine. Symbolism is a way of how humans initially communicated by using various drawings, known as symbols. It has been, and still is, one of the most fundametal parts of what binds our society together. Moreover, because sybolism preceeded the written word, its meaning trought time had not lost any of its influence troughout time, as many official goverenment as well as market based entities still use it to this very day to express their status in society. The purpose fo this research is to specifically analyze the usage of symbolism in the slovene public sector, followed by a more thorough examination of the usage of symbols within the slovene local self management sector, i.e. municipalities, where the usage is most widespread. The main goal however remains the research and examination for the political and historcial background on which the symbols adopted were initially formed. This will result in this research paper being a qualitative comparative analysis. We are most interested in political decisions and historical occurences which led to certain municipalities adopting certain symbols by introducing them individually and then cross-examining their characteristics. Furthermore, we are interested in the evolution of the slovene self-management sector and how it affected the usage of said symbols.

Immediately after the institutionalisation of regions in Slovenia it will be necessary to introduce an efficient coordination among different decision making levels between the state administration on one side and municipalities and regions on the other. The purpose of my paper is not to deal with details but to show the possibilities of a gradual and systematic professional and organisational support to the representatives of municipalities and regions as well as the state administration units on the other side. The purpose of the table is to show, in a simplified way, the relation between the contents of formal interest coordination and development promotion on different levels. It represents first of all the complexity ofinterlinkages of economic and non-economic branches. Such an approach could facilitate the preparation of more realistic decrees, efficient work of inspections as well as cheaper preparation of planning documents.

Na podlagi prvega Zakona o lokalni samoupravi (1993) in Zakona o ustanovitvi občin in njihovih območij (1994) se je v letu 1994 oblikovalo 147 občin, do leta 2002 pa se je njihovo število povečalo na 193. Na novo so nastajale predvsem majhne občine, tudi takšne, ki niso izpolnjevale v zakonu določenih pogojev. Zato so potekale in še vedno potekajo številne razprave o učinkovitosti takšnih občin in smiselnosti nadaljnje delitve Slovenije. V letu 2005 je imelo 95 občin manj kot 5 000 prebivalcev, kar je zakonsko določena meja za ustanovitev občine. Vse majhne občine smo anketirali in podali oceno o njihovem vplivu na razvoj podeželja.

Vključenost državljanov v politične procese je temelj demokracije, z razvojem tehnologij in spleta pa je ta možnost postala še bolj dostopna. Pri tem še posebej izstopajo družbena omrežja, ki v primerjavi s spletnimi stranmi omogočajo dvosmerno komunikacijo med oblastmi in prebivalci. Oblasti lahko namreč na preprost način delijo informacije o relevantnih dogodkih in storitvah na platformah, kjer so prebivalci že prisotni in aktivni, ti pa se lahko nato na različne načine odzovejo, podajo svoje mnenje in se vključijo v razpravo. Potem ko je svet leta 2020 zaznamovala pandemija novega koronavirusa, se je večji del vsakdanjega življenja zaradi ukrepov za zajezitev širjenja okužb preselil na splet, družbena omrežja pa so postala eden ključnih virov informacij. Magistrsko delo je posvečeno uporabi družbenih omrežij s strani organov lokalne samouprave. Analizirali smo družbena omrežja Facebook, Instagram in Twitter, ki so tudi najbolj priljubljene platforme v Sloveniji, v vseh 212 slovenskih občinah. Zanimalo nas je predvsem, na kakšen način je epidemija vplivala na uporabo teh spletnih omrežij v tem dotičnem delu javnega sektorja ter na kakšen način so občine prek njih komunicirale s prebivalci. Rezultati analize so pokazali, da se trend uporabe družbenih omrežij v slovenskih občinah sicer zvišuje, a so ta večinoma zgolj dodaten kanal za distribucijo informacij oziroma enosmerno komunikacijo. Political participation is the cornerstone of democracy and with the development of technology, this goal became even more accessible. From this angle, social networks stand out in particular, since in comparison with the established use of websites they also enable a two-way communication between the government and the governed. The governments can share information on relevant events and services, while the citizens can respond in various ways, share their opinions and participate in discussions. After the world-as-we-knew-it got shaken by the Covid-19 pandemic in 2020, a big part of everyday life migrated online due to the restrictions to prevent the spread of infections, making social networks one of the main information sources. This thesis is dedicated to the analysis of social media use in local governments. The analysis of all 212 Slovenian municipalities was conducted on the most popular social networks in Slovenia - Facebook, Instagram and Twitter. The focus of the research was to determine if and how the epidemic affected the use of social media in Slovenian municipalities and how they used these online platforms to communicate with their citizens. The results showed that the trend of social networks use is indeed increasing in municipalities, however they still mainly use it only for the distribution of messages and one-way communication.

The new Spatial Planning Act represents a progress towards a unification of contents, form and preparation methods for technical bases for municipal spatial documents. Technical bases for elaboration of spatial documents are also the geodetic data of the Surveying and Mapping Authority of the Republic of Slovenia. On the basis of the data the elaboration of maps for presentation and elaboration of municipal spatial plans (maps for spatial plans) started in 2002. There are two kinds of maps for spatial plans, both containing topographic and cadastral contents. The main source for elaboration of maps for spatial plans in densely populated areas is the TOPO 5 topographic database. Several municipalities are interested in the acquisition of topographic data of TOPO 5 and elaboration of maps for spatial plans, and are willing to take part in financing the elaboration of maps for spatial plans and acquisition of topographic data.

The primary interest of this article is to understand the organisation of community care in Slovenia. There are several differences at the local level regarding how the formal care of the older people is organised (e.g. the existence of social home care services) and to what extent other services have developed (e.g. institutional care for the older people, intergenerational centres, community nursing, NGOs and interpersonal assistance). We focus on two services, institutional care and social home care, and present the typology of community care in Slovenia. Four clusters were obtained via a hierarchical method (k-means clustering). Clusters of municipalities are comprised of municipalities that have similar characteristics of care for older people, taking into account both institutional care and social home care. The results have shown that municipalities in Slovenia differ dramatically in the availability of care for the older people. Prikazane so možnosti sodelovanja, vidiki, ki jih je potrebno upoštevati kadar se odločamo za obliko medsebojnega povezovanja, merila za vključevanje okoliških občin v mestno regijo in cilji izboljšanja medobčinskega sodelovanja. Prispevek zaključujejo razmišljanja o medobčinski zvezi, in sicer, bistvenih nalogah zveze, kriterijih za oblikovanje zveze in terminih pristopanja v zvezo.

Purpose: The purpose of the article is to strengthen the importance of a local library and its role in offering equal access to library services even to inhabitants of the smallest local communities. Methodology: Fulfilling the mission of a public library, a local library exercises equal human rights and fundamental freedoms for inhabitants of a local community. The research indicates that inhabitants of a small community having no local library are deprived of human rights and fundamental freedoms. The questionnaire was completed by central public libraries responsible for the accessibility of library services in their region. The research is based on the analysis of publicly available statistical data and responses to a questionnaire on library services in communities with no local library. The results place a public library among institutions behaving in a socially responsible way thus developing a democratic and responsible society. Results: The results confirmed that small communities having no local libraries are deprived of library services although they, together with the Ministry of Culture, co-finance a local library in a neighbouring community and have access to its services. Research limitations: The research is focused on verifying the accessibility of library services on a selected sample of communities and does not assess the entire scope and quality of public libraries' activity in realising common recommendations on the accessibility of public library services. Originality/practical implications: Testing the accessibility of library services on a selected sample of communities and the effect of solidarity on equal access to library services encourage the consideration of suitability of regulations on local library organisation, the attitude of the state, communities and central public libraries in preserving and developing a local library. The paper analyses the question of relations between the mayor and deputy-mayor, particularly in terms of division of competences. The paper also deals with the standpoints of mayors and deputy-mayors regarding the institution of deputy-mayor. Furthermore, it verifies the assumption that the current regulatory framework regarding the appointment (and determination of competences) of the deputy-mayor is not entirely appropriate. Based on the analysis of objective data and research surveys among mayors and deputy-mayors of Slovenian municipalities, we analyse the problems of the functioning of those players. We [earn that the current Slovenian legislation is favourable to consolidating the position and power of the mayor, because he/she can freely appoint and determine competences of the deputy-mayor(s). V magistrskem delu smo preučevali upad delovne mobilnosti z razdaljo na ravni občin in statističnih regij Slovenije med leti 2009 in 2017. Parametra upada delovne mobilnosti z razdaljo smo ocenjevali po Newton-Raphsonovem iterativnem postopku v treh omejenih gravitacijskih modelih s pomočjo programskega orodja Matlab (Olsson, 2016). Dve omejitvi v Modelu 1 zagotavljata, da je ocenjena populacija enaka opazovani populaciji in ocenjeni skupni čas vožnje enak skupnemu opazovanemu času vožnje. Model 2 vključuje šest omejitev, ki zagotovijo enakost ocenjene delovne mobilnosti in skupnih potovalnih časov opazovanim količinam v občinah, v regijah in med regijami. Model 3 vključuje poleg omejitev iz Modela 2 še dve dodatni omejitvi, ki zagotovita enakost ocenjenega števila delovno aktivnih v posamezni osnovni prostorski enoti, tj. občini, opazovanemu številu delovno aktivnih v izvoru in ponoru. Potek iterativne ocene parametrov modelov smo predstavili z grafičnimi prikazi. Oceno upadanja delovne mobilnosti z razdaljo smo podrobneje študirali v Modelu 3, kateri se opazovanjem najbolje prilega (Olsson, 2016). V obravnavanem obdobju je vpliv razdalje na delovno mobilnost v splošnem padal, kar nakazuje večjo pripravljenost za vožnjo na delo na daljše razdalje. In Master thesis we studied distance-decay of labour commuting at the level of municipalities and statistical regions of Slovenia between years 2009 and 2017. Distance-decay parameters of labour commuting were evaluated according to Newton-Raphson's iterative procedure in three constrained gravity models using Matlab program (Olsson, 2016). The two constraints in Model 1 ensure that the estimated population equals the observed population and the estimated total commuting time equals the observed total commuting time. Model 2 has six constraints that ensure the estimated population and estimated total commuting time on the level of municipalities, regions and between regions. Model 3 includes, in addition to the six constraints in the Model 2, two additional constraints to enforce that the estimated number of workers that live in each municipality is equal to the observed number in origin and destination. The evaluation of parameters in models we presented with graphical representations. We studied the estimation of distance-decay in more detail in the Model 3, which fits the best among all models to observations (Olsson, 2016). During the analysed period, the impact of distance-decay has generally fallen, which indicates a greater willingness of labour commuting for longer distances.

Magistrska naloga obravnava pravno ureditev krajevnih skupnosti ter njihovo upravljanje na splošno, še posebej pa se osredotoča na krajevne skupnosti v Občini Lendava. Krajevne skupnosti so ožji deli občin, ki imajo v sistemu lokalne samouprave pomembno funkcijo. Skrbijo za upravljanje objektov, ki jih krajani neposredno uporabljajo, to je predvsem za vaške domove, športno infrastrukturo in pokopališča. Povezujejo krajane, ki se združujejo v društva in druge neformalne skupine ter skrbijo za solidarnost ter medsebojno pomoč krajanov. Prav tako so posvetovalni organ občine in v okviru te funkcije skrbijo za uresničitev demokracije, saj lahko vsak krajan preko organa krajevne skupnosti izrazi svoje mnenje o lokalnih projektih. Magistrska naloga najprej predstavi sistem lokalne samouprave v Republiki Sloveniji in umeščenost krajevnih skupnosti v ta sistem. V nadaljevanju sledi predstavitev pomembnih vidikov poslovanja občin in krajevnih skupnosti ter v zaključnem delu predstavitev delovanja krajevnih skupnosti v Občini Lendava. Na kratko je predstavljena tudi ureditev pravnega položaja krajevnih skupnosti v drugih občinah. The master's thesis deals with the legal system of local communities and their management in general, in particular it focuses on the local communities in the Municipality of Lendava. Local communities are the parts of municipalities, that have an important function in the local self-government system. They take care of the management of buildings, directly used by the locals, especially village halls, sports infrastructure and cemeteries. They connect the people, who unite in societies and other informal groups, and take care of the solidarity and mutual assistance of the people. They are also the municipal council's advisory body and in the context of this function they are responsible for the realization of democracy, since every citizen can express his opinion on local projects through the body of the local community. The Master's thesis first presents the system of local self-government in the Republic of Slovenia and the location of local communities in this system. In the following, it presents important aspects of the operation of municipalities and local communities, and then presents the work of local communities in the Lendava Municipality in the end. It is also briefly presented the legal position of local communities in other municipalities.

Investicije so pomembne za družbo kot celoto, saj nam višajo kvaliteto življenja, občina se z njimi razvija in tako postane sodobnejša in privlačnejša za občane in turiste. Investicije se v proračunu občin izkazujejo kot investicijski odhodki in investicijski transferji. Investicijske odhodke opredeljujemo kot plačila, namenjena pridobitvi opredmetenih in neopredmetenih osnovnih sredstev, kot tudi za investicijsko vzdrževanje in obnove zgradb ter pomembnejših opredmetenih osnovnih sredstev. Investicijski transferji so prenesena denarna nepovratna sredstva namenjena plačilu investicijskih odhodkov prejemnikom sredstev. Namen diplomskega dela je bil ugotoviti, ali je v manjših občinah po površini in številu prebivalcev delež sredstev, namenjenih investicijam, manjši glede na večje občine in ali se v manjših občinah investicije v večjem delu financirajo z zadolževanjem glede na večje občine. V diplomskem delu je bila uporabljena analiza sekundarnih podatkov, ki se zbirajo na različnih spletnih straneh, kot so: Agencija Republike Slovenije za javnopravne evidence in storitve (AJPES), Statistični urad Republike Slovenije (SURS), spletne strani občin, spletna stran Ministrstva za finance, Uradni list Republike Slovenije ipd. V primerjavo je bilo vzetih šest občin posavske regije, za katere je bila opravljena analiza investicijskih odhodkov in transferjev iz proračunov. V okviru analize je bilo ugotovljeno, da ne drži hipoteza, da je v manjših občinah po številu prebivalcev in površini delež sredstev, namenjenih investicijam, manjši glede na večje občine. Delno pa je bila potrjena hipoteza, da se manjše občine v večjem delu financirajo z zadolževanjem glede na večje, saj je analiza pokazala, da manjše občine večji delež proračunskih odhodkov in s tem tudi investicij financirajo iz transfernih prihodkov. V diplomskem delu se poskuša ugotoviti, kakšen vpliv ima velikost občine na družbeno okolje. Ali je bolje, da je občina večja in ji je s tem omogočeno, da ima na voljo zadosti strokovnega kadra in ostalih resursov za uspešen razvoj, ali je bolje, da so občine majhne in na ta način prijaznejše občanom, ki se v majhnih občinah lažje skupaj odločajo o vseh pomembnih zadevah. Z vidika investicij lahko sklepamo, da imajo večje občine zaradi obsega razpoložljivih sredstev večje možnosti konkuriranja za sredstva iz državnega proračuna in proračuna Evropske unije, večje možnosti za najemanje kreditov, in se posledično lažje odločajo za večje projekte, manjše občine pa večino sredstev namenjajo za komunalno ureditev, ceste ipd. Investments are very important for society as whole, because they are raising the standard of life, they enable the growth and modernisation of municipality so that it is becoming more attractive for her citizens and tourists. Investments are subdivided into investment revenues and investment transfers. We define investment revenues as payments, intended to gain material and non material basic funds, such as investment maintenance, reconstructions of buildings and for the most important of material basic funds. Investment transfers are transferred money non returned funds. They are meant for payment investment revenues receipts of founds. The intention was to discover whether the share of funds meant for investments in smaller municipalities according to area and the number of citizens is smaller than the shares in larger municipalities. My question was also whether the larger part of investments in smaller municipalities is financed by taking out loans in comparison to larger municipalities. I used quantitative methods of research for analysis of data. I gained the data on several internet pages, such as AJPES, SURS, internet pages of municipalities of Posavje region, Ministry of Finance and others. Among themselves I compared six municipalities from the region of Posavje. Afterward I analysed the data especially focused on analysis of investment revenues and investment transfers. I discovered that the statement, that in smaller municipalities according to area and the number of citizens the share of funds meant for investments is smaller than the share of larger municipalities, is only partly true. It is only partly because two municipalities are deviated from what we expected. I also discovered that larger municipalities are more indebted than smaller municipalities, because smaller municipalities have bigger shares of budgetary expenditure and because they use money from transfer revenue for the investments. With the degree I wanted to find out, what is the influence of the size of municipality on society. Is it better that the municipality is larger and for that in enable to have enough professional staff and other resources for successful development? Or in the contrast - is it better if the municipalities are smaller and in that way closer to the citizens. It is also easier for them to decide about important matters together. From the view of investments, we can come to the conclusion, that larger municipalities have greater opportunities to compete for the founds from the state budget and the EU budget, greater opportunities for borrowing loans due to the extension of available funds, they vii decide for the bigger projects easily, meanwhile smaller municipalities use most of the funds for sanitation, roads, etc.

V teoretičnem delu diplomskega dela smo opredelili osnovne pojme lokalne skupnosti, policijskega dela in medsebojnega sodelovanja. Ta način naj bi bil veliko uspešnejši od tradicionalnega, saj sodelovanje s krajani prinaša boljše rezultate. Želeli smo ugotoviti zadovoljstvo občanov Občine Ruše z delom policije in Sosveta za varnost. Predvsem nas je zanimalo njihovo mnenje o kakovosti dela policije z ljudmi in njihovega povezovanja z lokalno skupnostjo. V empiričnem delu smo na vzorcu 88 prebivalcev Občine Ruše uporabili splošne teoretične metode, predvsem deskriptivno metodo, s katerimi smo proučevali zadovoljstvo občanov s postopki policistov in z njihovim delom v povezovanju z lokalno skupnostjo. Uporabili smo anketni vprašalnik in podali izsledke, ki smo jih pridobili z raziskavo. Rezultati so pokazali, da so občani Ruš zadovoljni z delom policije in lokalne skupnosti ter da se počutijo varne tako podnevi kot ponoči. Z razvojem občine se zmanjšuje vandalizem med mladimi, prav tako pa vsi organi venomer spodbujajo ljudi k skrbi za varnost. In the theoretical part of the thesis we have defined the basic concepts of the local community, police work and mutual cooperation. This method is supposed to be far more successful than traditional, since cooperation with the locals shows more results. We wanted to discover the satisfaction of the citizens of the Municipality of Ruše with the work of the police and the Security Council. In particular, we were interested in their opinion on the quality of police work with people and their integration with the local community. In the empirical part, on the sample of 88 people, the general theoretical methods were used, in particular the descriptive method, which examined the satisfaction of the citizens with the procedures of the police officers and their work in association with the local community. We used a survey questionnaire and explanations, which we found in research. The results showed that the citizens of the Municipality of Ruše are satisfied with the work of the police and the local community, and that they feel safe by day and by night. With the development of a municipality, vandalism is reduced among young people, and the community always encourages people to take care of security.

46. Problematika (ne)poklicnega opravljanja županske funkcije: primer podravske regije

Na vsaka štiri leta so lokalne volitve in s tem tudi volitve za župane. Tako novoizvoljeni župani in tisti, ki so ponovno izvoljeni, si po volitvah morajo izbrati, kako bodo naslednja štiri leta opravljali župansko funkcijo. Bodo opravljali samo župansko delo in bodo izbrali poklicno župansko funkcijo ali pa se odločijo, da zraven svoje nove vloge, vloge župana, še naprej vsaj delno opravljajo dosedanje delo. Takrat izberejo nepoklicno župansko funkcijo. Mislimo, da je ta tema premalo raziskana, zato smo se jo odločili raziskati. Rdeča nit magistrskega dela je torej problematika opravljanja županske funkcije in kaj vpliva na izbiro. Izbrali smo tri faktorje vpliva: to so velikost občine, izobrazba in nestrankarstvo. Omejili smo se na občine podravske regije. Pri sami analizi smo si pomagali tudi z anketnimi vprašalniki. Ugotovili smo, da župani v večini tako v občinah v Sloveniji kot v občinah v podravski regiji v večini opravljajo župansko funkcijo poklicno. Skozi raziskavo smo opredelili tri hipoteze. Prva hipoteza je bila sprejeta, saj smo ugotovili, da v večjih občinah večinoma opravljajo župani svojo funkcijo poklicno. Naslednjo postavljeno hipotezo smo ovrgli, saj župani z višjo izobrazbo ne opravljajo svoje funkcije nepoklicno, temveč v večini primerov poklicno. Ob tem vprašanju smo prišli do zanimivih ugotovitev o graditvi političnih karier. Tudi zadnjo hipotezo smo ovrgli, saj smo ugotovili, da nestrankarski župani opravljajo svojo funkcijo v večini primerov poklicno in ne nepoklicno, kot smo predvidevali. Na tem mestu smo prišli tudi do zanimivih opažanj o ponovljivosti kandidatur na lokalnih volitvah. Every four years there are local elections and hence elections for mayors. Both newly-elected mayors and those who are re-elected must, after the elections, choose how they will perform the mayor's role for the next four years. Will they only perform the role of mayor and will choose a professional mayor's function? Or decide that along with their new role, the role of the mayor, they will continue to at least partially do the work they did so far. In this case they choose a non-professional mayoral function. We believe that this topic is under-studied, so we decided to explore it. The main theme of the master's thesis is the problem of performing the mayor's function and what exactly influences the choice. We chose three factors of influence. These were the size of the municipality, education and non-partisanship. We were focused on the municipalities of the Podravje region. As one of the research methods for the analysis we used questionnaires. We found out that most mayors in Slovenia and in the municipalities of the Podravje region perform the mayoral function professionally. Through the study, we defined three hypotheses. The first hypothesis was confirmed as we found out that in the larger municipalities, the mayors mostly perform their function as professional. The next hypothesis was rejected since mayors with higher education do not perform their functions as non-professional, but in most cases as professional. Examining this question, we came up with interesting conclusions about the construction of political careers. The last hypothesis was also rejected, because we have found out that non-partisan mayors perform their function mostly professional and not non-professional as we predicted. At this point we also got to interesting observations on the repeatability of candidates in local elections.

Magistrsko delo obravnava občine v Pomurju, predvsem analizira majhne občine in uspešnost infrastrukturnih naložb v finančni perspektivi 2007-2013. V Pomurju je od skupno 27 občin 19 manjših občin, ki imajo do 5000 prebivalcev. Vsaka občina mora s svojim delovanjem zagotavljati zakonsko predpisane naloge s finančnimi sredstvi, ki jih ima na razpolago. Pri zagotavljanju pogojev za izgradnjo primerne infrastrukture v posamezni občini pa se občine srečujejo s pomanjkanjem finančnih sredstev. Samo financiranje občin iz proračunskih sredstev države ne zagotavlja zadostnih sredstev za uresničevanje vseh potreb, ki bi si jih prebivalci posamezne občine želeli. V finančni perspektivi 2007-2013 so občine imele izjemno priložnost pri koriščenju nepovratnih sredstev za izgradnjo manjkajoče infrastrukture in da s tem zmanjšajo regionalni razvojni zaostanek Pomurja. Glavni namen je prikazati celovit pogled stanja v pomurskih občinah glede izvajanja projektov, ki se sofinancirajo iz sredstev EU in kako so ta sredstva bila implementirana v infrastrukturne naložbe občin. Največji projekti, sofinancirani iz nepovratnih sredstev EU, so se izvajali skupno, kjer je bilo vključenih več občin Pomurja oziroma vse občine. S povezovanjem občin pri izvedbi projektov so uspele koristiti nepovratna sredstva, ki so jim bila na razpolago v finančni perspektivi 2007-2013. Glede na vse izvedene infrastrukturne naložbe, ki so se izvajale v Pomurju pa občinam ni uspelo zmanjšati regionalnega razvojnega zaostanka v primerjavi z ostalimi regijami v Sloveniji. S primerjavo težav estonskih in pomurskih manjših občin smo ugotovili, da pomurske občine niso imele identične težave pri izvajanju evropskih projektov. Magistrsko delo predstavlja izhodišča za razmišljanje glede sprememb, ki se morajo izvesti v novi finančni perspektivi, da bodo občine pri prijavah na javne razpise uspešne in bodo zgradile vso manjkajočo infrastrukturo in zmanjšale regionalni razvojni zaostanek v Pomurju. Naloga je tudi pripomoček za tiste, ki želijo prejeti informacijo, kaj vse se je v pomurskih občinah zgradilo v pretekli finančni perspektivi, saj imajo vse podatke na enem mestu. The objective of the master`s thesis is to analyse the municipalities of Pomurje, in particular small municipalities and the effectiveness of investments into infrastructure in the 2007-2013 Financial Perspective. Pomurje is divided into 27 municipalities, 19 of which are categorized as smaller municipalities with up to 5000 inhabitants. With the help of financial resources at its disposal, the municipality has to carry out its statutory duties. The main problem for municipalities is the lack of financial resources when it comes to securing the conditions for the construction of suitable infrastructure in a particular municipality. The financing of municipalities from the state budget alone does not provide sufficient resources to fulfil all the needs of inhabitants from a particular municipality. An excellent opportunity for municipalities to use grants or constructing the lacking infrastructure was provided by the 2007-2013 Financial Perspective. The main goal of this thesis is to take a comprehensive view of the situation in the Pomurje municipalities, with regard in particular to the realisation of projects co-financed by the EU and their implementation in the infrastructural investments of municipalities. The biggest projects co-financed by the EU were implemented jointly and involved several municipalities in Pomurje. By working together on projects, the municipalities managed to effectively use the funds provided in the 2007-2013 Financial Perspective. Furthermore, we have established that the responsibility for those joint projects lay mostly with small municipalities. At the same time, small municipalities in Pomurje were more successful in the drawdown of resources from Structural Funds than larger municipalities. As the recipients of EU support, small municipalities did not need external assistance when applying for calls for tenders and with conducting projects, on the contrary, all small municipalities prepared their applications for call for tenders on their own. By comparing the problems of small municipalities from Estonia and Pomurje, we have established that they did not have identical problems with the implementation of EU projects. The master`s thesis offers a basis for further research on changes that need to be done in the new Financial Perspective if the municipalities want to successfully apply for calls for tenders and build the lacking infrastructure. This thesis offers in one place all the vii necessary information on all newly built buildings in the Pomurje municipalities, for the past Financial Perspective.

Članek predstavlja trende v spreminjanju rabe tal na območjih z veliko poplavno nevarnostjo v Sloveniji med letoma 2000 in 2016. Poudarek je predvsem na sondnih območjih Dolinsko, Krško- Brežiško polje in Ljubljansko barje. Analizirali smo rabo tal na proučevanih sondnih območjih ter v sedmih slovenskih občinah z največjo površino območij z veliko poplavno nevarnostjo za obe obravnavani leti. Osredotočili smo se predvsem na neustrezne oblike rabe tal, ki se pojavljajo na območjih z veliko poplavno nevarnostjo v Sloveniji. The article presents trends in transformation of land use in areas of great flood hazard in Slovenia between years 2000 and 2016. Focus is mainly on probe areas Dolinsko, Krško-Brežice Field and Ljubljana Marshes. We analysed the land use in probe areas and in seven Slovenian municipalities with the largest combined surface of areas of great flood hazard for both years of this study. Our focus was mainly on inappropriate land use in the areas of great flood hazard in Slovenia.

Avtor obravnava družbene vidike trajnostnosti z zornega kota vsebine in postopka priprave prostorskih aktov za občine v Sloveniji. Osrednjo pozornost namenja: (1) vsebinskim prostorsko načrtovalskim vzvodom za ohranjanje in razvoj vrednot pravičnosti, enakosti, blaginje, socialne vključenosti, zdravja ljudi (2) uresničevanju načel odprtosti, sodelovanja, soodločanja in demokratičnosti v postopkih priprave prostorskih aktov (3) strokovni dodelanosti in koherentnosti prostorskih aktov. Na podlagi predstavljenih razkorakov med deklariranim in zaželjenim ter praktično udejanjenim avtor podaja predloge za zmanjšanje oziroma odpravo teh razkorakov. The author discusses social viewpoints of sustainability from the viewpoint of contents and the preparation-procedure of communal spatial plans of Slovenian communities. The core of his discussion is devoted to: (1) contentual spatial planning instruments used for maintenance and development of the following values: justice, equality, well-being, social inclusion, public health (2) carrying out the principles of transparency, collaboration, participation in decision- making and democracy in the preparation-procedures of spatial plans, (3) expert quality and coherence of spatial plans. Based on presented differences between professed principles and real outcomes the author gives some suggestions to moderate or annul the mentioned differences.
