PLANNING OF CITY BUDGET EXPENDITURES Purpose: to develop a methodology for the formation, development and implementation of targeted municipal programs. Methodology of research: analysis of the practice of planning financial resources at the level of both the subjects Ukraine and the municipality - to justify the relevance of the topic, the purpose of the research; methods of system analysis - to substantiate the proposed methodology of budget analysis, which makes it possible to compare the planned directions of municipal socio-economic policy and their actual implementation. Findings: It is determined that the current system of estimating the financial resources of municipalities (in particular the system of estimating revenues and expenditures of budgets of municipalities of Kharkov region) is not objective enough and does not consider the needs of municipalities, which reduces the financial independence of local governments. Originality: improved methods of formation, development and implementation of targeted municipal programs, by supplementing it with an indicator of arc logarithmic elasticity, which allows you to calculate the response of costs (by articles) of the municipal budget to change its revenues. The proposed method of budget analysis makes it possible to compare the planned directions of municipal socio-economic policy and their actual implementation. Practical value: the developed technique is of an applied nature. Результати дослідження: визначено, що застосовувана в даний час система оцінки фінансових ресурсів муніципальних утворень (зокрема система оцінки доходів і витрат бюджетів муніципальних утворень Харківської області) недостатньо об'єктивна й не враховує потреби муніципальних утворень, що приводить до зниження фінансової самостійності органів місцевого самоврядування. Наукова новизна: удосконалена методика формування, розробки й реалізації цільових муніципальних програм, за рахунок доповнення її показником дугової логарифмічної еластичності, що дозволяє розрахувати міру реагування витрат (по статтях) бюджету муніципального утворення на зміну його доходів. Запропонована методика бюджетного аналізу дає можливість зіставити заплановані напрямки муніципальної соціально-економічної політики і їхню дійсну реалізацію. Практична значущість: розроблена методика носить прикладний характер. При плануванні витрат бюджету підприємствами м. Харкова Управлінням економічного розвитку й інвестицій адміністрації м. Харкова був сформований перелік цільових програм, що підлягають фінансуванню. Таким чином, прийняття методики дозволило Управлінню економічного розвитку й інвестицій адміністрації міста, привівши до єдиного стандарту муніципальні цільові програми, при плануванні витрат міського бюджету виключити необґрунтовані витрати.

In article the questions connected with development and deployment in practice of a program method of regulation of the trade sphere at municipal level are considered. Features of a program method, expediency of its use are given in the mechanism of local self-government.

The world has been undergoing important changes and the way in which man relates to the environment determines future actions, whether positive or negative. There has been a long debate about the role of cities as a reflection of a harmonious relationship between consumption and nature conservation, something that has been difficult to equate during contemporary human history. However, with the advancement of technology and the pressure that the environment has been suffering, innovative solutions are increasingly being sought, which include not only the aspect of production and consumption, but a balance between them. Based on the above, this thesis aimed to analyze the implementation of four objectives of the 2030 Agenda in the city of São Cristóvão/SE, based on a survey of scientific production in Brazil and in the world about sustainable cities, and the Sustainable Development Goals of United Nations, in addition to its relationship with municipal development indicators. Data from three programs in the municipality under study were analyzed and discussed: “Meu Primeiro Lanchinho”, “Águas de São Cristóvão” e “Geodados”. Municipal indicators, LOA (Annual Budget Law) and LDO (Budget Guidelines Law) were also analyzed. As a research methodology, this thesis had a qualitative and quantitative approach (qualitative regarding the improvements in the indices and quality of life of the population and quantitative approaching the increments of investments in LOA and LDO). As for the procedures, bibliographic and documental research. Among the results, it can be seen that comparing the indexes of the municipality of São Cristóvão in the period 2012/2020 with the IDEB and access to water and associating these indexes with the policies adopted through SDGs 4 and 6, it is noted that there have been important advances in the period. Therefore, it is concluded that it is possible to contribute to the goals of the UN 2030 Agenda, through municipal programs, as long as there is an effective policy planning, especially when applied to basic services for the population. O mundo vem passando por transformações importantes e a forma como o homem se relaciona com o ambiente determina ações futuras, sejam elas positivas ou negativas. Há muito se debate acerca do papel das cidades como reflexo de uma relação harmônica entre o consumo e a conservação da natureza, algo de difícil equação durante a história contemporânea do ser humano. Porém, com o avanço da tecnologia e a pressão que o meio ambiente vem sofrendo, está se buscando cada vez mais soluções inovadoras, que contemplem não só o aspecto da produção e do consumo, mas sim um equilíbrio entre eles. A partir do exposto, essa tese objetivou analisar a implementação de quatro objetivos da Agenda 2030, na cidade de São Cristóvão/SE, a partir de um levantamento da produção científica no Brasil e no mundo acerca das cidades sustentáveis, e dos Objetivos do Desenvolvimento Sustentável da Organização das Nações Unidas, além da sua relação com os indicadores municipais de desenvolvimento. Foram analisados e discutidos dados de três programas do município em estudo: “meu primeiro lanchinho”, “Águas de São Cristóvão” e “Geodados”. Foram analisados também os indicadores municipais, as LOA (Lei Orçamentária Anual) e LDO (Lei de Diretrizes Orçamentárias). Como metodologia de pesquisa, esta tese teve uma abordagem qualitativa e quantitativa (qualitativa quanto às melhorias dos índices e qualidade de vida da população e quantitativa abordando os incrementos de investimentos nas LOA e LDO). Quanto aos procedimentos, foi realizada pesquisa bibliográfica e documental. Dentre os resultados, percebe-se que comparando os índices do município de São Cristóvão no período 2012/2020 com o IDEB e acesso a água e associando esses índices com as políticas adotadas através das ODS 4 e 6, nota-se que houve importantes avanços no período. Portanto, conclui-se que é possível contribuir com as metas da Agenda 2030 da ONU, através de programas municipais, desde que haja um planejamento eficaz da política, principalmente quando aplicada nos serviços básicos para a população. Объектом исследования в данной работе выступает система управления социально-экономическим развитием муниципального образования в Российской Федерации. Цель выпускной квалификационной работы бакалавра - разработка рекомендаций по совершенствованию системы управления социально-экономическим развитием муниципального образования Низинское сельское поселение. The problems of socio-economic development of the Nizinsky rural settlement are identified and proposals for improving the management of the development of the municipality are developed.In the course of the study, such research methods were used as the analysis of normative legal acts, scientific and educational literature, periodical materials on the subject of the study, the method of comparing statistical indicators by constructing analytical tables and graphs reflecting the dynamics of indicators of socio-economic development of the municipality. The practical significance of the research results is determined by the possibility of using the recommendations proposed by the author to improve the management of the development of municipal education in the activities of local self-government bodies in the Leningrad Region and other regions.

IntroductionThe risk for outdoor falls tends to increase during winter due to icy road conditions. Several Swedish municipalities have introduced programs that provide their senior citizens with a pair of ice cleats in an attempt to tackle this problem. In this paper, we perform a process evaluation to identify potential barriers to the success of these programs and analyze the logic of their design.MethodsWe sent a survey to all 290 Swedish municipalities to collect data on the characteristics of ice cleat distribution programs. We also performed focus-group interviews with older adults to gain insight into their thoughts about ice cleat programs. We synthesized our data with existing literature on ice cleats and behavior change theory to populate a logic model to identify and analyze hidden assumptions and potential flaws using program theory analysis.ResultsOn average, about 40% of the eligible population living in the intervention municipalities collected a pair of ice cleats. While we identified some other, but mostly minor, barriers to implementation, the main barrier appears to be a lack of scale (i.e., insufficient procurement and distribution of ice cleats), as 90% of all purchased ice cleats were eventually distributed. While previous research suggests that ice cleats can decrease injury risks if worn, we find that there is limited evidence on the effects of distribution on ice cleat use. Our interviewees emphasized the potential utility of ice cleats for staying safe and active during winter but stressed that ice cleats need to be user-friendly and of high-quality to increase the likelihood that a distribution program encourages behavior change.ConclusionExisting ice cleat distribution programs appear to have reached a meaningful share of the targeted population. Additional research is required to assess their effects on ice cleat use and injury rates.

Цель исследования показать направления совершенствования методики оценки реализации целей национальной программы «Цифровая экономика» в части технологии «умного города» в крупнейших городах России. Для достижения цели исследования использованы методы научного познания: сравнительный анализ, логический и системный синтез показателей, отражающих использование технологий «Smart City» в «городах-миллионерах» Российской Федерации. По результатам исследования уточнена методика оценки уровня внедрения технологий «Smart City» в зависимости от программного финансирования и соотношения «спрос-предложение» на цифровые технологии в крупнейших городах России.The goal of the study is to show directions for improving the methodology for assessing the implementation of the national program «Digital Economy» goals in terms of «smart city» technology in the largest cities of Russia. To achieve the goal of the research, methods of scientific knowledge were used: comparative analysis, logical and systemic synthesis of indicators reflecting the usage of smart city technologies in fifteen «millionaire cities» of the Russian Federation. Based on the results of the study, the methodology for assessing the level of implementation of «smart city» technologies has been clarified depending on program financing and the demand-offer ratio for digital technologies in the largest cities of Russia.

Целью выпускной квалификационной работы является разработка предложений по совершенствованию организации в культурно-досуговой деятельности в МБУ «МКДК». Cities play an important role in promoting sustainable development. In the Arctic, most particularly in Russia, cities concentrate the majority of residents and economic activity. Sustainable development initiatives are often deployed through programs that operate at different spatial and jurisdictional scales. While national and regional policies and programs have received some attention, the understanding of urban development policies and programs at the municipal level in the Arctic is still limited. This paper presents a case study of municipal sustainable development programming in Arctic cities and examines municipal programs in two larger Russian northern cities: Murmansk and Magadan. While both are regional capitals and the most populous urban settlements in their regions, the cities have district historical, economic and geographical contexts. Through the content analysis of municipal programs active in 2018, we aim to understand, systematize and compare the visions and programmatic actions of the two municipalities on sustainable development. Ten sustainable development programming categories were identified for using a UN SDG-inspired approach modeled after the City of Whitehorse, Canada. While the programs in Magadan and Murmansk are quite different, we observed striking commonalities that characterize the national, regional and local models of urban sustainable development policy making in the Russian Arctic.

В условиях решения задачи по обеспечению устойчивого экономического роста и повышения качества жизни населения особую актуальность приобретает такое направление стратегического развития страны, как стимулирование предпринимательской активности моногородов. В результате исследования теоретических положений темы дана трактовка понятия бюджетно‑ налогового стимулирования предпринимательской активности моногородов и сформирована модель механизма стимулирования предпринимательской активности монопрофильных муниципалитетов на основе комплексной взаимоувязки всех элементов: участники, объект, право- вое, нормативное и информационное обеспечение, методы, бюджетно‑налоговые инструменты. В работе представлены результаты оценки социально‑экономических и финансовых показателей моногородов Иркутской области за 2015–2017 гг., проанализированы действующие меры поддержки предпринимательства в регионе, обозначены ключевые проблемы моногородов, обусловленные их неудовлетворительным экономико‑финансовым состоянием и отсутствием эффективного взаимодействия всех участников действующего механизма. Автором также сформулированы предложения по совершенствованию применяемых бюджетных и налоговых инструментов. При этом особое внимание уделяется вопросам управления публичными финансами в регионе, в том числе оценке льготного налогообложения, изменению подходов к межбюджетному регулированию и внедрению риск‑ориентированных, программных и проектных методов в практику государственного и муниципального управления. Полученные результаты и сделанные выводы являются основой для проведения дальнейших исследований в данной области. Они предполагают разработку методических рекомендаций по трансформации региональной системы распределения бюджетных средств, формирование комплекса взаимосвязанных мер налогового стимулирования и повышение качества действующих программ муниципалитетов. Данные меры должны способствовать улучшению экономико‑финансового состояния моногородов и повышению их предпринимательской активности., In view of ensuring sustainable recovery and improving of the quality of the life of population, the strategic direction such as encouraging entrepreneurship of the single‑industry towns becomes more urgent. As a result of the study of the theoretical provisions of the topic, the interpretation of the concept of fiscal encouraging of entrepreneurship of the single‑industry towns is given and a model of the mechanism for encouraging entrepreneurship on the basis of the complex application of the elements of the mechanism is formed. It includes participants, object, legal, regulatory and information support, methods, budget and tax instruments. The paper includes the socio‑economic and financial indicators of single‑industry towns of the Irkutsk region for the period 2015–2017, analysis of the existing measures to support entrepreneurship in the region and some key issues arising a poor economic situation and no effective integration of actions among levels of government and between participants. The author has also formulated recommendations for improving the budget and tax instruments. There is a particular focus on the questions of public finance management in the region including assessing of tax incentives, changing in the approach to inter‑budgetary regulation, the introduction of risk‑based, program and project methods of public and municipal administration. Findings and conclusions of this exercise will be used as a basis for further research in this area. The procedure will involve the preparation methodical recommendations for the changing budget distribution systems, a set of interrelated tax stimulating policies and improving the quality of existing municipal programs. This paper presents a case of arrangement of a network of strong social cohesion linked to local food security programs in Araraquara, a municipality in Sao Paulo state countryside and one of the pioneers in launching public policy in such a dimension. The overall objective of this work is to show the main efficiencies and institutional and organizational obstacles encountered in the core network that has been formed in that county. A key finding is that in that municipality of midsize and relevant generation of wealth for the state of São Paulo, there are small family farmers composing a network of local food security policy that has as a tool to foster the EAP (Acquisition Program Food) from the federal government. This will be demonstrated through an analysis of the characteristics of producers and the connections of the network of food safety policies.

El trabajo de investigación se ha centrado en conocer cuáles son las estrategias puestas en marcha por los Planes Municipales de Drogodependencias (PMD) de algunos municipios clave de la Región de Murcia, así como conocer las repercusiones de la aplicación de estas estrategias a nivel educativo, ya que, por sus características éste ámbito es uno de los privilegiados para abordar el fenómeno de las drogodependencias. Para desarrollar este trabajo hemos propuesto alcanzar dos objetivos generales:o Analizar los Planes Municipales de Drogodependenciaso Analizar los Programas escolares de prevención en drogodependenciasUna vez analizada la información obtenida de los PMD, a través de una metodología predominantemente cualitativa, e interpretada a partir del modelo de evaluación de Stufflebeam, hemos realizado una serie de propuestas de mejora de los PMD que pasan por revisar las políticas sobre intervención en drogodependencias., The investigation work has centred on knowing which are the strategies put in march by the Municipal Plans of the drug additions (PMD) of some key municipalities in the Region of Murcia, as well as to know the repercussions of the application of these strategies in the educational field, since, for its characteristics this area is one of thefavoured to approach the phenomenon of the drug additcions.To develop this work we have proposed to reach two general aims:· To analyze Municipal Plans of the drug addictions.· To analyze the school Programs of prevention in drug addictions.Once analyzed the information obtained of the PMD, using a predominantly qualitative methodology, and interpreted from the model of Stufflebeam evaluation, we have realized some proposals of improvement of the PMD that happen for checking the intervention policies in drug addiction.
