In modern forestry, the complexity of the planning process is increasing, specifically in the context of the sustainable use of forest resources and its adaptation to climate changes. This article presents the concept of forest use regulation promoting the sustainable forestry development in forest management planning. A method for defining a synthetic criterion of assessing important features of stand structure was proposed, which would enable the classification of stands in terms of needs and the urgency of their transformation (reconstruction) or suitability for longer standing. As a result, such a concept may ensure the preservation of the relative uniformity of logging use and the improvement of age structure as well as an increase of natural values of the forest, regardless of a stand&rsquo, s age. The concept was tested on a large forest complex (over 0.5 million hectares) subjected to intense environmental pressure (Silesian Region in Poland). We prepared long-term individualistic development forecasts, separately for area and volume. Based on this, we followed the cutting uniformity principle in the analysed time period by calculating a long-term average of cutting allowance. It was determined by averaging the projected usage size in moving window and eventually was adopted as the cutting upper limit in the whole analysed period. The proposed size of cuts in each period resulted from the relation between the average value and the forecast. Three sets of stands of the differentiated urgency of interventions were distinguished: I&mdash, well-stocked and stable stands (no need of intervention)&mdash, 55% of stands area, II &ndash, acceptable stands (not urgent intervention needed)&mdash, 35% and III&mdash, poor stands (urgent intervention needed)&mdash, 10%. This concept joins top-down and bottom-up approach of cutting uniformity that focuses stand&rsquo, s status instead of its age or dimensions.

Their productivity has increased and their woody biomass stock is steadily increasing. Wood harvests remain significantly below biological growth. This general statement certainly reflects a reality characterized by a great diversity of forests, their methods of management and use of the resource. The fact remains that this change is reflected in a significant increase in exploitable woody biomass. The climate, energy and environmental global challenges society faces lead to consider as a priority the setting out of the energy transition and the green economy. The development of the bio-economy, based on the use of renewable resources from living organisms, namely woody biomass is a major perspective in this direction. Significant technological innovations are expected for this sector. The objectives of intensification of forest production systems are at the convergence of the two dynamics described above. They can be achieved only if we succeed in designing and developing management methods that meet the criteria of sustainable and multifunctional management of systems, taking into account their diversity.; Les forêts françaises et européennes sont en expansion depuis près d’un siècle. Leur productivité s’est accrue et leur stock de biomasse ligneuse est en constante augmentation. Les prélèvements de bois restent nettement inférieurs à l’accroissement biologique. Ce constat global reflète certes une réalité caractérisée par une grande hétérogénéité des forêts, de leurs modes de gestion et de valorisation de la ressource. Il n’en demeure pas moins que cette évolution se traduit par un accroissement sensible de la biomasse ligneuse exploitable. Les défis planétaires climatique, énergétique et environnementaux auxquels la société est confrontée amènent à considérer de façon prioritaire la mise en en œuvre de la transition énergétique et de l’économie verte. Le développement de la bioéconomie, basée sur l’utilisation de ressources renouvelables issues du vivant, notamment la biomasse ligneuse, constitue une perspective majeure dans cette direction. Des innovations technologiques importantes sont attendues pour ce secteur. Les objectifs d’intensification des systèmes de production forestiers sont à la convergence des deux dynamiques décrites ci-dessus. Ils ne pourront être réalisés qu’à condition de concevoir et développer des modes de gestion respectant les critères de gestion durable et multifonctionnelle des systèmes, dans leur diversité.

A great part of the Alentejo region in Southern Portugal is covered by an agro-silvo pastoral system, the Montado. This traditional land-use system is specific, inter alia, in its ability to join production with favorable conditions for non-production functions. At the present time, as society positively evaluates and even demands cultural and amenity functions from the countryside, the Montado management faces the challenge of integrating production with non-production functions in a way which will result in suitable multifunctionality, and a more sound viability of the whole system. The decision support tool (DST) for the cork oak Montado management, the CORKFITS, based on the single-tree growth model and working at the stand level, is oriented primarily to the management of the production functions, but it is able to integrate also other data that can contribute for a more multifunctionality oriented management. In this exploratory study, the integration in the DST, of the preference distribution, as expressed by landscape users is investigated. The aim was to test a more comprehensive functioning of this tool, where non-production functions are also integrated. The described integration intended to communicate to decision-makers how the change in management practices at tree and under cover level, might alter the satisfaction of expectations of different user groups, as such changes affect the composition of the Montado, at both levels. The users considered are those practicing non-production functions in the Montado. Preferences were assessed through a questionnaire survey applied in the region of Alentejo, in the area of dominance of the cork oak, in the Montado system. The non-production functions are, in this context, related particularly to hunting, aesthetic appreciation related to walking and other leisure activities, to life quality, and to tradition and identity, as well as bee-keeping and mushroom picking. This paper focuses on the description of the specific methodological steps applied for the successful integration of the landscape preferences of different user groups into the DST for the cork oak Montado. Integration has proved to be possible, even if some methodological challenges still need to be faced for a more consistent use of the proposed tool.

Stone pine (Pinus pinea L.) stands have been usually managed as even-aged stands. Main objectives in management combine two main commercial productions, timber and pine nuts with other social aspects soil protection, recreational use and biodiversity conservation. Multifunctional management, together with the occurrence of successive events affecting regeneration have oriented managers to propose a management schedule based on the establishment and preservation of a low-stocking multi-aged complex structure on favourable locations. Despite the recent effort on modelling growth and yield on even-aged stands of stone pine, no studies focusing on modelling dynamics for uneven-aged stands have yet been developed up to present. In this study, a proposal is presented for adapting and calibrating an existing tree-level model, originally developed for even-aged stands of stone pine (model PINEA2), to multi-aged complex stands. Data from four multi-aged trials and 61 plots from the National Forest Inventory were used to adapt the whole set of functions included in the original model. In our study, four different methods have been proposed to adapt the original equations (1) direct validation and re-parameterization; (2) size class modelling; (3) refit of functions after removing typical even-aged covariates; and (4) multilevel calibration. Adaptation is based on assuming that a multi-aged stand of stone pine can be seen as the sum of independent, smaller, even-aged groups. The low densities of the stands, the early liberation of the most vigorous trees in all size classes and the major importance of root-level competition for water in Mediterranean forests are the main factors explaining these particular dynamics. Results show the suitability of the proposed method, attaining unbiased estimates with a degree of accuracy similar to that achieved in applying the original model to even-aged stands. The adapted model (PINEA_IRR) constitutes a flexible tool for the management and maintenance of stone pine stands, covering a wide range of within stand structural complexity, including forests in transition. © 2008 Elsevier B.V. Un point comparatif des différentes mesures de politique concernant les forêts de montagne dans les pays européens est effectué à partir des résultats des séminaires scientifiques organisés dans le cadre du programme COST (European Cooperation in Scientific and Technical Research) de la Commission européenne. Les moyens réglementaires donnent la teneur des législations spécifiques, notamment celles concernant les forêts de protection, mais leur efficacité est de plus en plus mise en question. Les mesures économiques, et notamment les incitations à la production de bois, prennent une place de plus en plus importante, mais elles ne sont pas spécifiques à la forêt de montagne et ne tiennent pas compte de la valeur tirée des services environnementaux. Le développement de mesures informationnelles, et en particulier l'encouragement à l'établissement de plans d'aménagement multifonctionnel de l'espace, passe par une clarification des droits de propriété.

C’est notamment le cas en Asie Centrale, dans les anciens Etats d’URSS ayant recemment acquis leur independance. Dans un environnement social typique des pays en developpement, et en presence de conditions ecologiques extremes dues a l’altitude et au climat, la gestion forestiere est amenee plus qu’ailleurs a des choix de prudence que le contexte economique ne permet pas toujours de realiser facilement.

A l’echelle des Alpes francaises existe toutefois une tendance generale a la destabilisation d’un certain nombre de peuplements forestiers de montagne, notamment pessieres, ayant subi la meme sequence de traitements contradictoires : surexploitation jusqu’au milieu du XIXe siecle, puis forte protection et, depuis quelques decennies, risque d’abandon pour des raisons economiques. Ces peuplements tres homogenes et elances, souvent surannes, representent maintenant d’importantes surfaces fragilisees.

Nous entendons par foret de montagne, la foret des etages montagnard superieur et subalpin (etages definis selon IFRF, 1988, p. 361 (1)). Nous nous limiterons cependant a traiter ici les forets de montagne du massif alpin, sans y englober celles du Jura. Le massif alpin compte 807 000 ha de forets dont 582 000 ha sont des forets de montagne selon notre definition, y compris des forets buissonnantes sur 57 000 ha (FNP, 1998). Le taux de boisement est de 23 % dans la region des Alpes, de 42 % dans la region Sud des Alpes, et 43 % dans la region des Prealpes (FNP, 1998). Les trois quarts de la surface boisee de la foret de montagne suisse sont en propriete publique (FNP, 1998). Les roches acides prevalent dans toutes les regions. Un maximum de 30 % sur roche basique est atteint dans la foret de montagne des Prealpes (FNP, 1998).

Une methode de determination et de cartographie de Zones d’interventions forestieres prioritaires (ZIFP) a ete developpee par F. Berger dans le departement de la Savoie (Alpes du Nord) (Berger et Renaud, 1994 ; Berger, 1994, 1997). Cette methode, qui repose en partie sur l’utilisation du Systeme d’information geographique (SIG) ARC/INFO, constitue un outil d’aide a la decision et a la gestion minimale des forets de montagne a role de protection : elle permet d’orienter l’utilisation des credits mis a disposition des gestionnaires forestiers pour assurer la perennite de la fonction de protection des forets.
