1. The role of the Japan-U.S. Alliance in the regional security system

Abstract

The article highlights the role of the Japan-U.S. military Alliance in regional security at the present stage. The Asia-Pacific region is an important economic and political center that continues to develop at a rapid pace. At the same time, the region's hotbeds of instability and complex of unresolved problems have a negative impact on regional security. The Japan-U.S. Alliance has adapted to modern realities and has gained prominence in the regional security system. The author analyzes the current factors of strengthening the Alliance, including its relations with China and Russia and the situation on the Korean peninsula. The article examines the main contradictions that exist in Japan-China, Japan-North Korea and Japan-Russia relations. Japan continues to consider China and the DPRK as the main sources of threats to regional security. The territorial dispute over the Senkaku (Diaoyu) archipelago remains a stumbling block in Sino-Japanese relations, which also got greatly complicated due to the increased activity of China in the region, particularly in the East China Sea. North Korea's nuclear program and continued missile tests are a serious factor of instability in the Asia-Pacific region and the present situation in the Korean peninsula is a great concern to a number of countries, including Japan. As for Russia-Japan relations, for a long time the main disagreement has been the absence of a peace treaty and Tokyo's territorial claims, but the Ukrainian factor has contributed to increasing tensions between the two countries. The article gives the forecast for Japan's future policy, which would aim to strengthen the alliance, and analyzes the role of the Quadrilateral Security Dialogue (QUAD), which includes both Japan and the United States. The author describes the formation of the dialogue, gives a description of its current course of action and makes predictions about its future development. Despite the strong cooperation between the participants in the security field, today the structure of QUAD is still closer to a forum than to a full-fledged organization.

2. A «Badge of Honour» or a «Stamp of Infamy»? NATO As A Marker of Status in International Politics

Abstract

The symbolic significance of membership in NATO is widely recognized by Russian and foreign experts. However, attempts to systematically assess its role as a marker of the political status has not been made. This article intends to fill this gap, considering not only positive, but also negative consequences of symbolic capital associated with the NATO membership. In order to determine the possible contradictions, benefits and costs for states from participating in the alliance, the authors examined the record of its three participants – France, Germany and Turkey. The comparison of these three cases enables to trace various status consequences of participation in a bloc for players whose material capacities and overall symbolic capital in the international system undergo different transitions. The theoretical literature and empirical record of the selected NATO members confirm that states compete in the international system for highly differentiated symbolic capital embodying various kinds of recognition. Status markers are complex social constructs, combining various political meanings. Meanwhile, states are not always able to control which types of social recognition will be activated by their inclusion in particular institutions. Despite the fact, that they may be interested only in some of the meanings associated with a status marker, they are compelled to take into account its other political connotations. As a result, NATO membership could bear for states a range of various social consequences. This could lead to a situation when several of them are equally relevant for the same actor, but some contain positive value, while others are assessed negatively. In addition, actors could face a contradiction between the status and practical consequences of participation in the alliance.

Abstract

The article is devoted to the pressing issue of the transformation of China's and Japan's foreign policy strategies in East Asia in recent years. The main feature of these countries' policies in the region is the domination of the economic approaches as the basis for the practical implementation of the "soft power" concept. However, the two countries do not give up the military representative acts, particularly with the use of the navy in order to demonstrate the national military might and readiness to defend their political interests through military means. China's tactic is to switch the consideration of a number of problematic issues with other countries in the region from the multilateral level to the bilateral one. Japan, rapidly losing the position of the centre of the region's economic development, tends in its foreign policy to increasingly rely on the US support and it is modernizing its army at a quick rate, preparing for a military confrontation with China. Japan and the United States are increasingly striving to create the "anti-Chinese coalition" in the Asia-Pacific region with the prospect of its institutional design within the framework of the military-political organization of NATO type. In this regard, China increasingly opposes their policies at all levels, sparing no effort and money to find new allies, such as South Korea, as well as trying to improve its relations with Taiwan. In spite of the political differences, China and Japan increase their economic cooperation and deepen economic interdependence. In the context of enhancing economic cooperation and simultaneous strengthening of the military-political confrontation between China and Japan, the further development of the Sino-Japanese relations is becoming a key issue for the economic and military security of the region. The article is devoted to the pressing issue of the transformation of China's foreign policy strategies in the world in recent years. The rise of China in the last decades increasingly designates the possibility of China's gaining the status of global superpower and the leading country in the international political arena. China's influence in regional and world affairs is growing rapidly, though 20 years ago its role was hardly noticeable even in East Asia. However, times change and now China, which during the Cold war was considered a backward country of the "Third World", is said to be a new world leader, whose economic potential surpasses that of the United States. At the present stage, China has assumed a heavy burden of responsibility for overcoming the global financial crisis by successfully solving its own problems and helping other countries with substantial financial injections. With the growth of China's influence in the world affairs there is increasing the opposition to its policies on the part of the traditional global and regional opponents, in particular the US and Japan, which coordinate efforts in order to prevent China's advancement to the leading position in the military-political, economic and humanitarian spheres and China's ascent as a new hegemon instead of the United States, the country taking on responsibility for the global development and working out the principles of international relations, the formation of a new architecture of international security and economic and financial stability. Abstract

В настоящей статье представлен краткий анализ международно-политической обстановки в Азиатско-Тихоокеанском регионе (АТР), которая претерпевает существенные изменения. Происходящая в начале нового столетия активизация процессов, способствующих снижению напряженности и укреплению стабильности в межгосударственных отношениях, постепенно сошла на нет. Налаживание сотрудничества государств региона в интересах безопасности сменилось на противоборство ведущих стран за обеспечение лидирующих позиций. Существенным дестабилизирующим фактором в регионе остается наличие внутрирегиональных противоречий — политических, территориальных и этноконфессиональных. Определив в качестве основных региональных соперников Китай, Россию и Северную Корею, Вашингтон приступил к формированию новых военно-политических альянсов. Наряду с традиционными союзниками в лице Японии, Южной Кореи и Австралии в качестве основного партнера, в этом плане рассматривается и Индия, для чего пространство будущего театра военных действий (ТВД) распространено Пентагоном на Индийский океан. На этом фоне расширенный Азиатско-Тихоокеанский регион трансформировался в Индо-Тихоокеанский (ИТР). Соответственно в США принята новая Индо-Тихоокеанская стратегия. Рассматривая вновь принятую Вашингтоном стратегию, ее влияние на военно-политическую ситуацию и отношение к ней основных государств региона, автор полагает, что она становится активным и долгосрочным фактором стратегического планирования в Пентагоне. Ее основной целью будет силовое противодействие политике Китая, блокирующего доступ Америке во внутренние моря, и оказание нажима на Россию и других региональных акторов, стремящихся противостоять доминированию США в АТР. По его мнению, в сложившихся условиях международно-политической обстановки в регионе и в мире в целом имеет место настоятельная необходимость дальнейшего укрепления всеобъемлющего стратегического партнерства России и Китая и придание этому партнерству нового качества, отвечающего складывающейся ситуации, и на новых принципах, ставящих во главу угла не всеобщую конфронтацию, а поиск возможностей для разрешения конфликтов и налаживание сотрудничества на основе совпадающих интересов во имя всеобщего блага., This article presents a brief analysis of the international political situation in the Asia-Pacific region (APR), which is undergoing significant changes. The intensification of processes that began at the beginning of the new century, contributing to reducing tension and strengthening stability in interstate relations, has gradually come to naught. The establishment of cooperation between the states of the region in the interests of security has been replaced by the confrontation of the leading countries for securing leading positions. The presence of intraregional contradictions-political, territorial and ethno — confessional-remains a significant destabilizing factor in the region. Having identified China, Russia and North Korea as the main regional rivals, Washington has begun to form new military and political alliances. Along with traditional allies in the person of Japan, South Korea and Australia, India is also considered as the main partner in this regard, for which the space of the future theater of military operations (Theater of Operations) is extended by the Pentagon to the Indian Ocean. Against this background, the expanded Asia-Pacific region was transformed into the Indo-Pacific (ITR). Accordingly, the United States has adopted a new Inter-Pacific Strategy. Considering the newly adopted strategy of Washington, its impact on the military-political situation and the attitude of the main states of the region to it, the author believes that it is becoming an active and longterm factor of strategic planning in the Pentagon. Its main goal will be to forcefully counter China's policy of blocking America's access to the inland seas, and putting pressure on Russia and other regional actors seeking to counter the US dominance in the Asia-Pacific region. In his opinion, in the current conditions of the international political situation in the region and in the world as a whole, there is an urgent need to further strengthen the comprehensive strategic partnership between Russia and China. Giving this partnership a new quality that meets the current situation and is based on new principles that prioritize not universal confrontation, but the search for opportunities for conflict resolution and establishing cooperation on the basis of coinciding interests for the common good.

6. History of Creation and Authentic Content of "Military-Political Alliance" Between USSR and RSFSR (March - June, 1919s).

Abstract

The author analyzes the relations between USSR and RSFSR during first months of communism development in Ukraine. Based on authentic (or in terms of Communism party "ideological uneven") documents, one of them is the plenum of resolution of Central Committee Communist Party of Ukraine from 27 May, 1919s, author discredits the established in the historiography development scheme of this kind of relations. The evidential mistakes, specific for collections and documents of this theme, are fixed. The main attention is paid for analysis of "unifying" resolution of All-Russian Central Executive Committee from 1 June 1919s, which in the modern historiography traditionally considered as the agreement about "military-political alliance".
