Subsaharan Africa has been a land of mobility since very old times. From the time of Independance, migrations from colonized states have known enormous change. The «migratory couples » created during the colonial period between AOF as well as AEF states and France have broken apart. Today, subsaharan Africa is included in the world migratory system even though it occupies a marginal place in the world migratory space. The aim of this article is to shed light on new migratory movements which participate in the change of the African societies belonging to the ancient colonies. First, I will present the paradoxical elements of the migratory context of the subsaharan Africa . Then I will develop four aspects of recent change in migratory movements : world extension of diasporas whose remittances and cultural models participate in the change of the areas of origin ; the new migratory frameworks linked to the restricted immigration and asylum policies of northern countries ; the growth, diversity and fragility of the labour migrations inside the continent ; and finally, the growth of forced migrations including climatic refugees., L’Afrique subsaharienne est une terre de mobilité depuis des temps immémoriaux. À partir des Indépendances, les migrations de populations en provenance des États issus de l’Empire colonial français d’Afrique noire connaissent de profondes mutations. Les «couples migratoires » qui s’étaient formés pendant la colonisation entre les États de l’AOF et de l’AEF et la France éclatent. Aujourd’hui, l’Afrique subsaharienne s’inscrit dans la mondialisation migratoire même si elle occupe une place encore marginale dans l’espace migratoire mondial. Cet article a pour objet de mettre en lumière quelques unes des nouvelles dynamiques migratoires qui participent au changement des sociétés africaines de l’ex-empire colonial français. Il présente tout d’abord les éléments paradoxaux du contexte migratoire de l’Afrique subsaharienne puis aborde quatre des aspects les plus saillants des mutations récentes des migrations africaines : l’extension planétaire des diasporas dont les transferts financiers et les modèles véhiculés contribuent au changement des régions d’origine, les nouvelles configurations migratoires liées aux politiques d’immigration et d’asile restrictives des pays du Nord, la croissance, la diversité et la fragilité des migrations économiques intra-africaines et, enfin, la montée des migrations forcées dont celle des réfugiés climatiques., Lassailly-Jacob Véronique. International audience; The possibility of people being forced out of their land because of climate changes, especially in poorer countries, is the cornerstone of pleas supporting the creation of a "climate refugee" status. Living in a low-lying SIDS of the South Pacific, Tuvalu's population is an interesting case, as it is often presented as a homogeneous victim of sea-level rise and an archetypical collective candidate for international protection. However, my master's thesis, which focused on the links between climate variability and out-migrations, showed the complexity of determining who could be considered as refugees or whether those who migrate were the most affected. I led field research in 2009 in Funafuti, Suva and Auckland where I interviewed Tuvaluans (migrants or not). I applied a geographical approach for the interviews, which included households from various parts of Funafuti - since environmental conditions can vary, even at a micro-scale - and from various social backgrounds. Answers revealed that inequalities in social, economic and cultural capital influenced people's ability to anticipate environmental changes and design migration strategies accordingly. Inequalities appeared particularly significant concerning access to relevant information on climate changes. Given the prospective nature of the potential disappearance of the atoll due to sea-level rise, such inequalities might play a critical role in shaping migration dynamics. Thus researchers and policy makers should question migrants-centered protections - since migration can constitute a long-term adaptation - and the tendency to indiscriminately designate a whole population as climate refugees - given the uneven temporalities of adaptation between individuals.

Small Island Developing States (SIDS) of the South Pacific are an interesting case, as they are often presented as "hotspots" for climate change-induced migration and displacement. However, for the purpose of my master's thesis (which focused on the links between climate variability and out-migrations) and during the first months of my PhD, I conducted an extensive survey of political, media and scientific literature (In particular the work of Carol Farbotko in Tuvalu), 150 qualitative interviews carried on in Europe and in the Pacific region (Tuvalu, Fiji, French Polynesia, New Zealand and Australia) as well as a review of several historical sources from the Gilbert and Ellice colonial censuses. This research led me to the hypothesis that the physical processes associated with climate changes are not the only factors in the complex logics of scientific, political, militant and media discourses on climate change-induced migrations and displacements. Adopting a geographical approach, distance can be considered as a form of alterity. This being said, it is possible to argue that the dynamics of distance underlying most of the First world's representations of South Pacific islands can contribute to explain the image of SIDS as archetypical victims of sea-level rise and candidates for international protection. Looking at the case of SIDS in the Pacific, several configurations of distance appear to be shaping the concept of climate change-induced migration as an international matrix of thought and policies. First, geographic distance (From continents and large groups of populations, between islands....) contributes to cognitive distance and thus to a lack of knowledge of Pacific Islands among key actors of the international community. The variety of these islands' physical environments, the complexity of the geo-morphological processes in question and the dynamics of local societies often remain unknown among many actors that influence the Climate Change agenda. It often leads to vague appreciations of the exact nature and temporalities of environmental changes as well as simplistic appreciations of Pacific populations' mobilities or reactions to environmental changes and finally to fragile interpretations of the links between climate change's impacts and migrations. Secondly, in a globalised context Pacific Islands are often considered as peripheries, distant from the various "centers" of the globalised world from a geo-economical and geopolitical perspective. In other words many actors stress the fact that Pacific island states are economically and politically powerless. This systemic distance seems to exacerbate the "great divide" between the "North" and the "South". Consequently, the idea that the SIDS of the Pacific are entirely victims of global changes caused by rich countries and at the same time dependant on the North in order to cope with this crisis is widespread. With regard to climate change-induced migration in the case of the South Pacific it implies for instance that Australia or New Zealand should grant asylum to fleeing Pacific islanders. As a result, alternative forms of mobilities, within or between archipelagoes are often overlooked. A third form of distance can be found in the perception of cultural alterity. South Pacific islands are often seen as "exotic paradises" in Europe. As a consequence, two types of attitudes have developed. On the one hand, local populations are perceived as indigenous and traditional communities acting as a group. On the other hand, given the relatively young governmental structures of recent independent states and the asymmetrical nature of international power relations, policy makers and researchers tend to relate to governance and policy models forged in dominant countries at the international level. In both cases, alterity and individuality seem to be denied in favor of top down and international level policy options to deal with climate change-induced migration.

La science de la population ne peut se prononcer ni sur le calendrier ni sur l'intensité géographiquement variable des évolutions climatiques. En revanche, en partant de l'hypothèse la plus répandue d'un réchauffement moyen de la planète, elle peut proposer une typologie des migrations internationales liées aux changements climatiques que réserve sans doute le XXIe siècle. Une telle typologie conduit à distinguer des migrations obligées, d'aménité et économiques.

Le Burkina Faso est touché par les changements climatiques. Ceci entraîne une baisse de la pluviométrie. En territoire agricole, cela conduit à des mouvements de population des zones arides vers les zones les plus fertiles. Ces migrations provoquent des conflits sociaux entre migrants et autochtones. Cette recherche veut contribuer à éclairer le processus de résolution de conflits intervenant entre les conseils villageois de développement (CVD) et les chefs traditionnels. Les premiers, créés dans le cadre de la "modernisation" de la gouvernance locale, sont un relais entre le pouvoir central et les populations. Quant aux seconds, bien qu’occultés par l’appareil d’État, ils jouent un rôle primordial dans la vie des populations. Au moyen d'entrevues semi-dirigées et d'observation participante, il s’agissait d’aborder les rapports qui existent entre les CVD et les chefs traditionnels dans la gestion des conflits qui naissent relativement aux migrations dues aux changements climatiques et d'étudier les modalités de résolution de ces conflits. Nos résultats démontrent que les changements climatiques entraînent des migrations; ensuite, que ces migrations créent un conflit au sein des groupes sociaux ou ethniques; enfin, nous avons mené la réflexion autour de la gestion des crises causées par les migrations dues aux changements climatiques par les CVD et les chefs traditionnels, qui en principe, sont des instances incompatibles., Burkina Faso, a small country in West Africa, is hard struck by climate change. Declining precipitation has affected agriculture and lead to the migration of populations from dry areas towards more fertile territory. These migrations have provoked social conflicts between migrants and aboriginals. This research wants to shed light on the conflict resolution processes used between the village development committees (Conseil villageois de développement (CVD)) and traditional leaders. The committees were recently created as a result of the government’s local governance modernization strategy and are to represent the link between the central government and local populations. Traditional chiefs on the other hand, although withdrawn from the strategy, still play a fundamental role within the community. Using semi-directed interviews and participatory observation, an in-depth look at the relations between CVDs and traditional leaders in the management of conflicts resulting from migrations was conducted. Results confirm that climate change is the cause of population migration and that these in turn cause social conflicts between different ethnic groups. Also, we have examined the management of conflicts by both bodies which appear to be distinct and incompatible.
