Marine ecological environmental management constitutes a fundamental pillar in the establishment of a comprehensive worldwide marine governance framework. Employing bibliometric methodologies, this article systematically explores and explicates the developmental history and prevailing focal points of research pertaining to marine ecological environmental governance spanning the period from 1990 to 2022. The findings of this study unveil an exponential surge in the publication of relevant literature since 2013. Notably, the majority of these research has been disseminated through high-impact journals such as Ecological Indicators, Science of the Total Environment and Marine Pollution Bulletin. Throughout the past three decades, the global pursuit of marine ecological environmental governance has evolved from an initial emphasis on pollution sources to the protection of ecosystems, subsequently including global environmental concerns, thus embracing problem-oriented and comprehensive solutions. The results of this study demonstrate that the present focal points predominantly revolve around the implications of microplastic pollution on marine sediments, the mechanisms underlying the restoration of marine ecosystems in nature reserves, as well as the analysis of factors driving environmental changes and the formulation of corresponding response strategies. Finally, this article proffers a number of recommendations and perspectives for future research in global marine ecological environmental governance.

Beautiful Bay is the main task of marine eco-environmental protection during 2021-2025. In recent years, Jiangsu has fully implemented the deployment requirements of the CPC Central Committee and the State Council on promoting the construction of Beautiful Bay, and became the first one to establish a series of funding policies and whole-process supervision systems for Beautiful Bay in China. The construction of the first provincial demonstration projects of Beautiful Bay was organized and carried out, which has been a good example for the construction of Beautiful Bay in China. Based on the analysis of the progress, problems and challenges in the construction of Beautiful Bay in Jiangsu Province in recent years, this paper discusses the practical path for the construction of Beautiful Bay in Jiangsu Province and puts forward the following suggestions: improving water quality in coastal waters by coordinating land and sea areas, focusing on areas where water quality is not stable enough to meet standards and controlling rivers flowing into the sea; Improving coordination mechanisms and carrying out construction of Beautiful Bay in a coordinated manner; Expanding the space and improving the quality of marine services by restoring damaged shoals, strengthening the management of marine garbage, and improving supporting public facilities; Strengthening the assessment of the ecological environment of the bay and promoting the construction of Beautiful Bay in batches. The above suggestions will help the marine ecological environment improve fundamentally.

China’s marine environment has enormous volumes of oil and gas (O＆G) resources and immense “blue carbon” potential. In the 14th Five-Year Plan, developing the marine economy, using marine resources, and protecting the marine ecological environment are one of China’s important socioeconomic development goals. However, the relationship between the exploitation of offshore O＆G resources, the protection of the marine ecosystem, and the goal of carbon peak and carbon neutrality has not been fully elucidated. This study expounds on the importance and vulnerability of marine ecosystems. Then it combines the status of offshore O＆G exploration and exploitation to present a conceptual model of offshore O＆G-ecology carbon feedback cycle, the pathway of deep connection, and the necessity of synergic development in carbon neutrality process. This paper advocates strategies such as closer combination of marine protection with offshore O＆G design and development, evaluating the carbon budget in the regional ecological assessment and developing low-carbon green oilfield materials to improve the sustainable development and utilization scheme of marine resources. In order to promote the protection of regional marine ecological environment and marine biodiversity, this paper analyzed the development status of marine protected areas in 9 coastal countries in Southeast Asia, put forward their development characteristics and difficulties, and put forward suggestions for relevant cooperation in China. The results showed that Vietnam, Malaysia, Cambodia, the Philippines, Myanmar, Brunei, Indonesia, Singapore and Thailand had different legal frameworks, management methods and development status of marine protected areas. The COVID-19 and the country′s political situation had affected to varying degrees to the development of marine protected areas in Southeast Asia. China could strengthen the cooperation with Southeast Asian countries in marine biodiversity conservation on the basis of the existing framework.

With the development of marine economy, the exploitation of marine resources has gradually changed from single stereo exploitation to multi-layered stereo exploitation, and the intensity and density of exploitation have been increasing, so the marine ecological environment is facing great pressure. In order to alleviate the contradiction between the tension of sea use and the protection of ecological environment and improve the comprehensive benefits of sea use, it is urgent to explore the ecological, intensive, stereo and modern sea use mode. Therefore, the concept of "stereo intensive and ecological sea use" came into being. Through listing the typical cases of the stereo intensive and ecological sea use at home and abroad, the characteristics of sea use were summarized and the future application was discussed in this paper. The stereo, intensive and ecological sea use would bring about the adjustment and reform of the marine management system, which would help China to blaze a coordinated path of high-quality development and high-level protection of marine space in the future.

To promote the harmonious and sustainable development of mariculture and marine ecological environmental protection in China, this paper selected Chinese and English literature data from authoritative databases, composed and analyzed the research progress of aquaculture in marine protected areas based on CiteSpace software, and discussed it according to the actual situation. The results showed that the number of papers on aquaculture in marine protected areas was relatively small but showed a gradual increase, and recently the number of papers in English literature had exceeded that in Chinese literature. The high-frequency keywords in both Chinese and English literature included biodiversity, with the English literature focusing on climate change and biological community structure, and the Chinese literature focusing on landscape pattern and environmental pollution. Both Chinese and English literature paid high attention to the spatial distribution pattern of aquaculture in marine protected areas and its impact on endangered protected species. The English literature had begun to focus on the positive impact of aquaculture on the functional diversity of the ecological environment, while the Chinese literature was still mainly concerned with the negative impact. Aquaculture had both positive and negative impacts on the ecological environment of marine protected areas. Further scientific research should be conducted, along with the implementation of marine protected areas zoning management, development of green cultivation, and strengthening of top-level design.

In order to scientifically formulate the sea area spatial planning and make full use of marine resources, this paper combed the existing sea use types and existing problems in Liaoning Province, drew lessons from the sea use types and development trend of developed countries, predicted and analyzed the sea use situation in Liaoning Province from the perspective of multiple objectives according to the sea use demand and the favorable conditions to meet the sea use demand, and put forward some suggestions on sea use management. The results showed that Liaoning Province had many types of sea use, such as fishery sea area and industrial sea area. However, there were some problems, such as unbalanced sea use structure, imperfect sea area spatial planning and marine function zoning, low level of economical and intensive sea use, deterioration of marine ecological environment and insufficient ecological sea use. The sea use management measures adopted by developed countries according to different purposes could provide enlightenment to Liaoning Province. In view of the sea use demand of marine fishery transformation and upgrading, marine ecological sustainable development, marine industrial structure adjustment and marine three-dimensional development, combined with the favorable conditions of marine fishery, Liaoning Province could develop various types of sea use such as leisure fishery and renewable energy with the main goal of ecological protection, economic development and the balance between economic development and ecological protection. In the future, Liaoning Province′s sea use management should build a sea use data sharing platform, formulate land and sea area spatial planning, implement and improve the "multi compliance and one" management system, strengthen public participation and strengthen regional exchanges and cooperation.

In order to strengthen the management of aquaculture sea and realize the sustainable development of mariculture industry in China, based on the definition of the types of aquaculture sea, this paper comprehensively evaluated the current situation and existing problems of aquaculture sea in China, and put forward countermeasures and suggestions. The results showed that the aquaculture sea usage included open mariculture and cofferdam mariculture. The area of aquaculture sea had shown an overall increasing trend, but a decreasing trend in recent years, and had the characteristics of uneven distribution, mainly open mariculture and cofferdam mariculture occupying a large number of natural shorelines. At present, there were some problems in China′s aquaculture sea, such as the squeeze of sea space, illegal use of sea, serious impact of marine disasters, marine ecological environment pollution, cross management and unclear rights and responsibilities. In the future, we should promote the supply side structural reform of aquaculture sea and expand the space of blue aquaculture, strengthen the control of the use of sea resources and optimize the sea space for aquaculture, reinforce the construction of marine ecological civilization and improve the ecological environment of aquaculture sea areas.

There is an interactive relationship between mariculture and marine ecological environment. Based on the results of super-efficiency DEA model and Nemero index, this paper analyzed the evolution of the relationship between mariculture and marine ecological environment in Changshan Islands from 2006 to 2018 by the coupled coordination relationship model. The results indicated that: (1) The efficiency of mariculture in Changshan Islands showed an inverted U-shaped change trend, and its development level was still in the stage of extensive development, and needed to be improved in terms of technology application and scale efficiency. (2) With the rapid development of the nearshore aquaculture industry, the marine ecological environmental qualities gradually deteriorated from 2006 to 2013, but improved to a certain extent after 2014. (3) The coupling degree denoted that the relationship between mariculture and marine ecological environment had undergone a transition from antagonistic to highly coupled relationship. The coordination degree showed an upward trend from 2006 to 2011, but fluctuated after 2012 with low absolute value, which indicated that the relationship between human and sea was in a conflict game.

In order to effectively prevent and control the impact of reclamation activities on the marine ecological environment, according to the relevant technical guidelines, taking the pressure of habitat, organisms and ecosystem as the index, and based on the survey results of marine ecological environment, this paper evaluated the cumulative impact of reclamation projects on the stability of Meizhou Bay ecosystem, and put forward some suggestions. The results showed that with the increasing intensity of reclamation activities, the marine ecological environment of Meizhou Bay deteriorated significantly from 2010 to 2013, and the stability index of the bay ecosystem showed a downward trend, reaching the degree of serious damage since 2012. We should strictly control the large-scale reclamation activities in Meizhou Bay, focus on the habitat restoration of fishery resources and benthos, and optimize the assignment of primary productivity in the technical guidelines.

In order to deal with the marine environmental pollution and protect the marine ecological environment effectively, this paper analyzed the current legislative situation and existing shortcomings of China′s emergency disposal of marine environmental pollution emergencies and put forward the countermeasures and suggestions based on clarifying the basic concepts, classifications and characteristics of marine environmental pollution emergencies. The results showed that marine environmental pollution emergency was one of the types of environmental emergencies, and the causes could be classified into natural factors and human factors, which were characterized by complex pollution sources, sudden and uncertain, serious harmful consequences and difficult emergency treatment. At present, China′s constitution and laws had relevant provisions on environmental emergencies, while the legal norms specifically regulated the emergency disposal of marine environmental pollution emergencies were mostly found in administrative regulations and rules. Taken the problem as the orientation, the construction of China′s legal system for emergency disposal of marine environmental pollution emergency should further improve the emergency plan system, improve the way of collecting risk information, clarify the functions and responsibilities of law enforcement entities, establish an emergency linkage mechanism, improve the public participation system, establish an accountability system for corporate information reporting, and improve the follow-up investigation and evaluation system and related compensation system.

The discharge of thermal discharge from the power plant into the sea will inhibit the growth of some phytoplankton and even lead to their death, aggravate the outbreak of some phytoplankton, improve the frequency and breadth of the outbreak, and reduce biodiversity. Through the seasonal monitoring of water temperature, salinity, conductivity, chlorophyll a and nutrients in the warm drainage of Qinhuangdao Power Plant, this study intends to explore the seasonal impact of environmental factors on marine phytoplankton community by using redundancy analysis method. The results show: The phytoplankton community was mainly affected by silicate and ammonium salt in May, silicate and nitrite in August and nitrate and nitrite in November. The red tide heterocurus algae of spirophyta are greatly affected by silicate, six kinds of diatoms are greatly affected by nitrate and nitrite, and the forked horned algae and two kinds of diatoms of dinoflagellate are greatly affected by temperature and conductivity. Article 89 (2) of the Marine Environmental Protection Law provides a litigation system for the marine environmental regulatory departments to bring damages on behalf of the state on an exclusive basis, providing a special way of litigation protection for the marine environmental public interest. The simple design of the system and the insufficient response to related policies and legislation have resulted in confusing theoretical interpretation of the provisions and obstacles in the application of the system, leading to the fact that main types of public interest litigation of marine environment are limited, marine environment public interest protection procedures are not well connected, and the ‘double‑role’ function of marine environment regulatory authorities is not well exerted. These problems directly limit the function of environmental public interest litigation system in the field of marine environmental protection. The key to solve these problems lies in clarifying the litigation legal relations and the legal principle behind marine environmental public interest protection, improving the litigation system of marine environmental public interest protection, and realizing the adjustment of litigation rights and the optimization of litigation order of marine environmental protection. The key point is to break the thinking pattern of existing research, avoid deducting the type of litigation stipulated in article 89 (2) of the Marine Environmental Protection Law as marine environmental public interest litigation and taking it as the premise of discussion, and make it clear that this clause is stipulated as ‘quasi‑ environmental public interest litigation’ with the characteristics of safeguarding the marine environmental public interest. It should be reasonably separated from ‘private interest litigation’, ‘national interest litigation’ and ‘environmental public interest litigation’, so as to provide institutional space for the development of marine environmental public interest litigation and straighten out the relationship between various types of litigation and protection mechanism. On this foundation, the function of the ‘double‑role’ system design of the marine environmental regulators will be enriched, the environmental administrative means and litigation protection means will be connected and coordinated, the order and procedures of various types of litigation for marine environmental public welfare protection will be straightened out. Only in this way shall all kinds of litigation means be put in their respective positions, forming a joint force with the administrative protection mechanism and eventually helping to realize the overall protection of the marine ecological environment. In order to analyze the stability of marine ecological environment, the study on the stability of marine ecological environment under the optimal control of switching forward system was designed and proposed. The minimum principle method of the control unconstrained variational method and the control constrained Pontryagin minimum principle are extended to the optimal switching problem. A two-stage algorithm is proposed to solve the nonlinear optimization problem of fixed switched sequences. In the first stage, the switching time is first determined, and then the cut-off time is obtained under this condition. In the second stage, the optimal solution is obtained by changing the switching time. It should be pointed out that in the first stage, the variational method and the control constraint minimum principle method are extended to the switching system, and then in the second stage, when the switching time changes, the genetic algorithm is used to obtain the optimal solution, so as to achieve the ecological environment of the ship stability analysis. Fiber-optic hydrophones based on optical fiber sensing and communication technology have developed rapidly in recent years. With the advantages of high sensitivity, small size, and large dynamic range, they are easy to detect underwater acoustic signals, showing great potential in the field of marine ecological protection. Researchers can monitor the marine ecological environment by recognizing underwater optical fiber sensing signals collected by fiber-optic hydrophones in real-time. Deep learning models can achieve high recognition accuracy, but they usually have large amounts of parameters that makes them difficult to be deployed in mobile terminals of marine survey ships. To solve the key problem, this paper discussed the design of the Deep Light-Weight Attention Residual Network (DLA-ResNet). It introduces the depth-wise separable convolution (DSC) and the convolutional block attention module (CBAM) into ResNet18 to make its performance better. ResNet18 is a two-dimensional convolutional network (CNN) model applying residual blocks. Experiments verify that the accuracy of DLA-ResNet improved from ResNet18 is increased by about 2.04% and its size is reduced by 85.67%. The proposed scheme in this paper realizes an average recognition rate of 96.50% for eight types of underwater optical fiber sensing signals in the application of marine ecological environment monitoring. Abstract Many observation methods have been employed to monitor the changes in the ecological environment. Marine environment monitoring data have characteristics of complex diversity, high spatial-resolution, high time-frequency, and multi-level free-surface depth. In this study, we constructed a three-dimensional temporal-spatial visualization model to express the spatial-temporal variations using particle system. For the temporal dimension, we visualized the dynamic real-time changes by changing properties such as particle color, displacement, and size by calculating the difference between the data at adjacent points in time in different frames. To achieve high quality dynamic display, we introduced the CUDA (Compute Unified Device Architecture) parallel computing model to realize large-scale particle change visualization. This model reduced the CPU load and significantly improved the frame rate. Moreover, this model provides virtual simulation and user interaction rendering, which can dynamically change the environment data type, rendering mode, drawing profiles, and other functions. Finally, we integrated the model as a system component into China's offshore environmental data monitoring and management platform. With the deepening of marine development and utilization, the marine environmental problems are getting worse and worse. The environmental risks such as marine oil spill, harmful red tide, coastal erosion and sea level rise are increasing, which seriously threaten the marine ecological security, the sustainable development of marine economy and the construction of marine ecological civilization. This paper chooses the marine environmental risk which is harmful to the marine ecological environment and human life in China, analyses in detail the present situation of radiation risk of marine environment in China and its development trend control, puts forward to control the radiation impact of marine biological diversity on marine ecological environment, and finally clarifies the focus and direction of marine environmental monitoring and risk control in China in the future. In 2018, the Chinese government implemented the Action Plan for Comprehensive Management of the Bohai Sea(CMAP-BS) to improve the marine ecological environment in the Bohai rim. This study considered the Bohai rim as the research area to explore the impact of China's marine governance policies on the marine ecological environment and its mechanism of action. To this end, we used panel data of coastal provinces and municipalities from 2010 to 2020 and adopted a Differences-in-Differences model to analyse the impact of CMAP-BS on its marine ecological environment. Results of the baseline regression suggested that CMAP-BS can improve its marine ecological environment. To corroborate our findings, we further conducted a robustness test; the results were consistent. Heterogeneity analysis showed that the policy effect of CMAP-BS is more pronounced in areas with a better level of economic development than in those with less economic development. As a more efficient and scientific way for sea use, the intensive sea use would also change and disturb the natural property of the sea to a certain extent, and even cause marine environmental pollution and ecological destruction. Therefore, it is very important to evaluate and minimize the impact of the intensive sea use project on marine ecological environment. In the present study, based on the abiotic and biotic factors of marine ecosystem, the evaluation index system about the impact of intensive sea use project on marine ecological environment was constructed. On this basis, combined with Chinese current marine ecological environmental monitoring and assessment, the evaluation standard and evaluation grade of each evaluation factor was determined. The model based on integrated assignment evaluation method was established, which may evaluate the impact of intensive sea use project on marine ecological environment, and thus determine the suitability of intensive sea use project using the variation of the marine ecological environment comprehensive index before and after the project construction of the intensive use sea (ΔI). The ΔI >30% indicates that the marine ecological environment is seriously affected; 15%<ΔIΔ30% indicates that the marine ecological environment is greatly affected; 5%<ΔIΔ15% indicates that the marine ecological environment is generally affected; and when ΔIΔ5%, it indicates that the marine ecological environment is slightly affected or not affected. Therefore, these results are expected to offer appropriate technological support for deciding the scales and sites of the intensive marine engineering, and also provide service for scientific management of the intensive sea use. Based on time-series satellite-retrieved records of the marine ecological environment from Aqua/MODIS, we investigated changes in the sea surface temperature (SST), photosynthetically active radiation (PAR), Secchi Disc depth (SDD), and chlorophyll-a concentration (Chla) in 12 Eurasian marginal seas from 2003 to 2014. Results showed that the SST increased in all 12 marginal seas, with the enclosed marginal seas (i.e., Black Sea, Baltic Sea, Japan Sea, Mediterranean Sea, and Persian Gulf) exhibiting relatively higher rates of increase. The PAR generally decreased, except in the European marginal seas, though not significantly. Similar to the changes in the SST, the SDD increased in all 12 marginal seas, with a maximum rate of 3.02%/year (or 0.25 m/year, p = 0.0003) found in the Persian Gulf. As expected, Chla generally decreased in the tropical marginal seas, but increased in the high-latitude marginal seas. The different relationships between SST and Chla changes indicate the complexity of global warming effects on marine phytoplankton in different marginal seas. [ABSTRACT FROM AUTHOR]

The level of marine environmental management is a key factor in the successful implementation of marine power strategies. The improvement in management levels of marine environments requires innovation in marine management. In other words, the transformation of marine environmental management into marine ecological environment management must be done in order to achieve sustainable development of the marine economy. As an environmental economic policy that combines both administrative and market measures, ecological compensation mechanisms have significant advantages in marine ecological environment management. Based on the study of he current development of ecological compensation mechanisms in China, through the analysis of he connotation of marine ecological civilization, existing marine ecological protection practices and marine environmental management methods, this paper posits that the current marine ecological environment management in China should be established on the basis of ecological compensation mechanisms. At present, a lack of laws and regulations for overall marine ecological environment management is the key factor restricting the practice of marine ecological environment management. Therefore, it is necessary to explore the current path of marine ecological environment management in China from the perspective of the construction of legal system of ecological compensation law, he establishment of ecological compensation fees, ecological taxes and ecological compensation fund systems, and the clear status for a marine ecological management and supervision body. In order to overcome the defects of stronger subjectivity of common assessment methods of marine ecological environmental assessment, the entropy weight model was introduced. In the comprehensive assessment, because of different influence degrees of each index to the comprehensive assessment results, different improved measures can be adopted to increase policy ability. As Shannon information entropy has the advantages of objectivity and adaptability in determining weight value, it was applied to determine the weight value of each index in the comprehensive assessment model. Then the optimal and worst indexes were selected based on a double base point model. Through comparing the distance between the scheme point and double base points, the result of comprehensive assessment can be obtained. The international marine ecological safety monitoring demonstration station in the Yellow Sea was developed as a collaborative project between China and Russia. It is a nonprofit technical workstation designed as a facility for marine scientific research for public welfare. By undertaking long-term monitoring of the marine environment and automatic data collection, this station will provide valuable information for marine ecological protection and disaster prevention and reduction. The results of some initial research by scientists at the research station into predictive modeling of marine ecological environments and early warning are described in this paper. Marine ecological processes are influenced by many factors including hydrological and meteorological conditions, biological factors, and human activities. Consequently, it is very difficult to incorporate all these influences and their interactions in a deterministic or analysis model. A prediction model integrating a time series prediction approach with neural network nonlinear modeling is proposed for marine ecological parameters. The model explores the natural fluctuations in marine ecological parameters by learning from the latest observed data automatically, and then predicting future values of the parameter. The model is updated in a “rolling” fashion with new observed data from the monitoring station. Prediction experiments results showed that the neural network prediction model based on time series data is effective for marine ecological prediction and can be used for the development of early warning systems. Based on the ecological investigation data in September and October 2007, the status of the marine ecological environment of Nanri Archipelago, Fujian Province in summer was diagnosed and assessed from the aspects of sea water quality, nutrient structure and levels, and biodiversity. The comprehensive quality index method was used for the assessment of the marine ecological environment, and the rationality of the assessment obtained from different indices was also discussed. The sea water pH, dissolved oxygen (DO), chemical oxygen demand (COD) , and Pb, Cd, Hg, and As concentrations were all within the limit values of the Grade?standard of Sea Water Quality Standard (GB 3097-1997), while the phosphate concentration at 71% stations, inorganic nitrogen at 14% stations, and oil concentration at 7% stations were all above the Grade?standard of Sea Water Quality Standard. Overall, the seawater quality was of better grade, nutrient structure was characterized by N-limited, most of the sea water was at a state of eutrophication, and the diversity index of plankton was at mildly polluted or unpolluted level. The comprehensive quality index indicated that the seawater quality of the Nanri Archipelago was relatively fine. There is a lack of understanding of the need for co-governance by multiple subjects for global marine ecological environment protection. Global marine eco-environmental multisubject governance is characterised by fragmentation, lack of coordination, and other issues. It should be recognised that global marine ecological environment protection is a task for all to protect humankind's common heritage ergaomnes. At the same time, the idea of a global marine ecological environment protection led by an ocean community with a shared future should be established. The purpose of this study is to comprehensively measure the periodicity of the internal correlation mechanism of economic growth and marine pollution in coastal provinces and cities in China. In this paper, we constructed a model to measure the economic growth and marine pollution system. The characteristics of the system in various provinces and cities were calculated using the nonlinear Markov growth regime switching model. This model can successfully eliminate an infeasibility problem encountered in the traditional vector autoregression model. The empirical results demonstrate nonlinear characteristics of the economic growth and marine pollution system. The system contains two different growth regimes: the low-speed and high-speed growth regimes. Moreover, each coastal province or city under study demonstrates nonlinear periodic variations, with some regions showing more frequent shifts and others showing more stable. Finally, different coastal provinces and cities demonstrate various attributes when shifting between growth regimes. The transfer attribute shows that coastal provinces and cities tend to evolve toward coordinated and symbiotic development in economy and marine ecological environment. The findings highlight the need to further strengthen coastal provinces' and cities' policy recommendations on differentiated sustainable development.
