Significantly frolicking under the management of large developers, the housing and utilities sector, just like some other business, requires clear financial and resource planning. A qualitative forecast that takes into account relevant data not only retrospective data on sales volumes of services, but also the size of utility payments, prices for housing and communal services, etc., allows effective planning of business management activities. This paper is devoted to the problem of forecasting cash receipts for a management company. Based on the analysis of publications devoted to the issues of forecasting and planning income for management companies, it is revealed that the list is limited, indicating the narrow focus of the problem and its certain complexity. The study proposes a variant algorithm for forecasting the income of a management company engaged in integrated services in the domain of housing and communal services and providing living conditions for residents of apartment buildings, which is based on the method of machine learning.

Рассматривается управление жилой недвижимостью и прилегающей территории на основе системы управления инцидентами управляющей компании, как одного из способов регулирования функций эксплуатации, технического и санитарного содержания многоквартирных домов в условиях рыночной экономики. The management of residential real estate and adjacent territory on the basis of the incident management system of the management company as one of the ways to regulate the functions of operation, technical and sanitary maintenance of apartment buildings in a market economy is considered. Purpose: to identify the problems that determine the process of working with consumer appeals to the management company, in order to work out the methodological foundations for building an incident management system in the management company.Methodology: the dialectical method is used as a general scientific method of cognition; techniques and tools of system, comparative analysis and generalization. Results: analyzed the business process, identified business problems relating to the current process of working with customer complaints to the management company, built a strategic map of the management company. Scope of results: heads of management companies when addressing issues of determining the optimal relationship with consumers to reduce the risk of poor-quality work.

The subject of the article is scientific ideas that determine the essence and content of the system of public administration entities that ensure the administrative and legal regime of special economic zones. The author analyzes constitutional norms and provisions of legislative and subordinate acts that form the legal basis for their organization and functioning, the practice of their application.The purpose of the article is to scientifically substantiate the improvement of the system of subjects for ensuring the administrative and legal regime of special economic zones in order to increase the level of their interaction and the progressive economic development of the respective territories.The methodology. The author uses general scientific methods were used (formal-logical, systemic-structural and dialectical methods), as well as private scientific methods, such as the formal-legal, comparative-legal method, the method of interpretation of legal norms.The main results, scope of application. The article reveals the current state of the legal regulation of the system of subjects of public administration of special economic zones in terms of correlation with the new constitutional norms on public authority, characterizes public administration in special economic zones from the point of view of the systemic unity of its constituent elements. The article reveals the shortcomings of this system from the standpoint of completeness, the state of interrelations between its various elements, which cause a decrease in the investment attractiveness of special economic zones, which do not contribute to the creation of new industries and the production of competitive products.The paper substantiates the need to develop a balanced model of organization and functioning of the corresponding legal regime developed with the participation of business representatives. The article proposes a more complete version of the system of subjects of public administration in comparison with the statutory one, including not only those that form a single centralized management system, but also others - the executive and administrative bodies of municipalities, as well as collective formations that are not included in the system of state bodies. and municipal authorities (supervisory boards, expert councils). Based on the identified shortcomings in the organization of expert councils of special economic zones, the article formulates scientifically based proposals for improving the current legislation.Conclusions. It is necessary to bring the Federal Law “On Special Economic Zones in the Russian Federation” into line with the new provisions of the Russian Constitution on public authority. It will let legalize the existing system of public administration of special economic zones,. Rules on the special economic zones administration should be set out in a chapter entitled “Peculiarities of Implementation public authorities in special economic zones”. The idea was formulated to describe in the proposed chapter a list of all subjects of public administration of special economic zones - the Russian Government, the authorized federal executive body, authorized executive bodies of the constituent entities of the Russian Federation, executive and administrative bodies of municipalities, management companies, supervisory boards and expert councils and determine the powers of each of them.

The article presents a comparative analysis of the main methods of housing and communal services management in an apartment building in Russia: direct management of the owners of premises, management of a homeowners’ association or a housing cooperative, management of a management organization. The purpose of the work is to identify the advantages and disadvantages of various methods of housing and communal services management, depending on the various characteristics of apartment buildings and the characteristics of the owners of premises, which allows improving the methodological tools of organizational and managerial aspects of the activities of economic entities in the housing and communal services market. The author has compiled in the table a description of alternative ways of managing an apartment building in accordance with the Housing Code of the Russian Federation. The author gives an assessment of the positive and negative sides of each of the listed methods. The author came to the conclusion that the owners of premises in an apartment building, when choosing a management method, should take into account the satisfaction of consumers of housing and communal services as much as possible, should comply with laws, sanitary and technical rules for the maintenance of an apartment building, and should also minimize the costs of managing an apartment building. The results of the comparative analysis will allow the owners of premises and local self-government bodies to make a more rational choice of the method of managing the MCD. Also, this study makes it possible to highlight problems in the issues of control of management companies and further improve the regulatory and legal norms governing activities in the field of management of MCD. The results obtained by the author will be useful for drawing up various government programs that stimulate the processes of digitalization of service activities of management companies in the provision of housing and communal services.

In their turn, the management companies (MCs) believe that their interests are infringed on both by the state and local self-government bodies. Dissatisfaction is experienced by managing organizations, which fulfill contractual obligations to resource suppliers, contractors, and owners of apartments, but, nevertheless, are a constant object of criticism. In modern conditions, the state cannot remove itself from the activities to reform the sphere of housing and communal services. Its policy should be focused on the realization of economic interests of all economic entities of the housing and utilities sector through the creation of mutually beneficial economic conditions at all levels of interaction between them, namely in the provision, distribution, exchange, and consumption of all types of housing and utility services to meet the ever-increasing demands of the population. In the article problems and experience of creation and functioning of industrial clusters are considered. The special conditions, characteristic competitive advantages therefore the measures undertaken for creation of a cluster have to consider these conditions are inherent in each region. Depending on number of participants in most cases control of a cluster is exercised by the management company (MC) which is the specialized organization of operational management, the carrying-out expert and analytical, organizational, methodical and information maintenance.

This article considers topical issues related to the conduct of comparative assessment of managing companies in the Russian Federation, in particular, it describes theoretical and methodological aspects of rating of managing companies in the sphere of provision of housing and communal services. During the study, the authors summarized and systematized existing methods of compiling ratings of management companies in Russia, identified «bottlenecks» that do not allow to obtain an objective assessment of the activities of management companies. The author’s methodology of comparative assessment of activities of managing companies in the sphere of provision of housing and communal services is proposed, based on selection and systematization of key evaluation criteria reflecting such aspects of activity as information openness of the managing organization to the population, quality of work with clients, financial condition of the managing company, additional criteria. The work describes the peculiarities of grouping of estimated parameters within each category and methods of their calculation. The aim of the study was to determine the possibility of intensifying the use of land reclamation in agriculture by increasing its efficiency through the use of digital technologies and new management and organization mechanisms. The relevance of the topic is dictated by the need to increase agricultural production to reduce import dependence, ensure food security and increase the export potential of Russia. This can be achieved, inter alia, by expanding the number of reclaimed lands and increasing the efficiency of using reclamation systems. At the same time, the land reclamation complex of the country has a high (up to 90%) physical and moral depreciation of fixed assets, which requires the adoption of immediate measures for its modernization and renovation. In the framework of this study, methods of systematic, comprehensive study, comparison, analysis and generalization of data were applied. To manage the reclamation park, it is necessary to use platform solutions and digital technologies available to its residents in the Internet space. According to the authors, one of the functional subsystems of the Central Information and Analytical System of the Ministry of Agriculture of the Russian Federation may be the digital communications and information platform «Digital Reclamation», on the basis of which regional platform-forms «Land Reclamation Park» will be created, designed to improve the management system of land reclamation systems in the country, optimize the conditions for interaction with agricultural producers, ensure the flow of private investment in the modernization of the land reclamation system, contribute to the promotion of innovation. As part of the creation and operation of reclamation parks, as well as their digital platforms, a favorable environment is being created for applying public-private partnership mechanisms and attracting investments in the restoration and renovation of objects of the reclamation complex in Russia. Целью исследования стало определение возможности интенсификации использования мелиорации в сельском хозяйстве через повышение его эффективности за счет применения цифровых технологий и новых механизмов управления и организации. Актуальность темы продиктована необходимостью увеличения объемов производства сельскохозяйственной продукции для уменьшения импортозависимости, обеспечения продовольственной безопасности и увеличения экспортного потенциала России. Это может быть достигнуто, в том числе, за счет расширения числа мелиорируемых земель, увеличения эффективности использования мелиоративных систем. При этом, мелиоративный комплекс страны имеет высокий (до 90%) физический и моральный износ основных фондов, что требует принятия незамедлительных мер по его модернизации и реновации. В рамках данного исследования применялись методы системного, комплексного изучения, сравнения, анализа и обобщения данных. Для осуществления управления мелиоративным парком необходимо использовать платформенные решения и цифровые технологии, доступные его резидентам в интернет-пространстве. По мнению авторов, одной из функциональных подсистем Центральной информационно-аналитической системы Министерства сельского хозяйства Российской Федерации может стать информационно-коммуникационная платформа «Цифровая мелиорация», на базе которой будут создаваться региональные платформы «Мелиоративный парк», призванные улучшить систему управления мелиоративными системами страны, оптимизировать условия взаимодействия с сельхозтоваропроизводителями, обеспечить приток частных инвестиций в модернизацию мелиоративного комплекса, способствовать продвижению инноваций. В рамках создания и функционирования мелиоративных парков, а также их цифровых платформ создается благоприятная среда для применения механизмов государственно-частного партнерства и привлечения инвестиций в восстановление и реновацию объектов мелиоративного комплекса России.

One of the main tasks of building an effective management structure for a group of companies of the holding type has been designated− it is the harmonization of the interests of top management and owners. The experience of improving the management systems of a number of really active groups of companies and diversified enterprises (including the sector of aviation and rocket engine building) focused on both scientific and technical, and production and commercial business, has been taken into account. Options for organizational structures of the group of companies have been considered. Attention has been drawn to the fact, that the choice of a variant of the structure of a group of companies should be the result of the agreements, reached between the decision-making center, investors and the top management of the management company.The basic functions of the basic elements of the structural bush of a group of companies have been formulated. In the multi-project management paradigm, the methodology of structure synthesis and the development of basic procedures for the management system of a holding-type group of companies have been considered, and the basic canonical structure of the management company and the project management apparatus of the production-scientific-commercial group of companies has been proposed, which includes two the main management units: the earning wing and the serving (control and analytical) wing. The features of the functioning of such key management units of the executive office and commercial management as analytical group, plan development and control group and market measurement group, have been considered.The importance of the vocational guidance component of the Directorate of Personnel Management, based on psychodiagnostic methods, has been noted. The basic functions of the management departments of the management company have been formulated, and the procedures for interaction between them have been enumerated in detail. The requirements for key management company personnel have been noticed. The option of material incentives for employees at the stage of promotion of the business unit has been proposed. It has been especially noted, that when making a decision on the improvement of existing management systems in enterprises, both technical and historical features of the realities in these corporations (enterprises) should be carefully considered.

The results of the research of the dynamics and structure of investing of pension savings funds by private managers for the period from 2004 to 2017 are presented. The dynamics of the market value of investment portfolios of private management companies, the structure of their investments in various types of assets has been analyzed, the dynamics of changes in the structure of assets for 2004-2017 has been estimated. The nature of the investment strategy of investing the funds of pension savings of private capital has been revealed, as well as the main factors that have influenced the structure of their main investments in various assets. The key tendencies of the development of the mandatory pension insurance system are determined in the course of exercising the functions of trust management of private pension funds by individuals.

This paper evaluates the presence of disposition effect in Spanish equity funds and its implications for investors. We find that disposition spread is not a widespread bias, but it exists across funds. This effect is especially intense during the crisis period, but it is mitigated in large management companies or in those that belong to bank holding groups. For a new insight when disentangling managers' decisions, this study shows that the disposition effect is not only a cognitive bias inherent to the person, but it mostly depends on the type of transactions. Partial sales, domestic stocks, stocks with low portfolio weights, and stocks with lower past returns are disposition-prone. The existence of disposition effect is confirmed; however, investors are not harmed in terms of fund performance. [ABSTRACT FROM AUTHOR]

This study examines the degree to which hotel owners influence the operation of their hotels in both single- and multiple-agency scenarios. Key findings from a survey of 499 general managers are that: (1) owners influence financial property-level decisions to a greater extent than operational property-level decisions; (2) owners of independently operated hotels are more involved in such decisions than are owners of hotels operated by a management company; and (3) asset managers assist owners in achieving greater involvement. The findings provide empirical evidence about how principals can mitigate the agency problem in multiple-principal scenarios through client and behavior-based methods. [ABSTRACT FROM AUTHOR]

The aim of the study is to investigate qualitative characteristics of financial reporting in the context of the interests of different groups of users. The subject of research is the financial statements of the enterprise. Methodology. The theoretical base of the study are the provisions of general scientific theory of knowledge studied phenomena and processes, in particular: the methods of induction and deduction (in determining the principles of formation of the financial statements); analysis and synthesis (in establishing the role and importance of reporting to the needs of users) comparisons, associations and analogies (the justification of qualitative characteristics of financial statements). The information base for scientific research became scientific papers and publications of domestic and foreign scientists-economists, materials of scientific-practical conferences, legislative and normative documents, the World Bank materials and International Accounting Standards Board. Results of the research showed that in the present conditions of economic activities of Ukrainian enterprises, for the effective functioning of the company, is required to have them control system was adequate to the environment, and this is possible only if the relevant information systems. The financial statement plays a crucial role in the management of the company and is the main source of information about the firm’s financial condition. The basic groups of users of financial statements, depending on the interest that they show to the results of activity of the enterprise: external and internal. External users are classified into direct users and not a direct financial interest. It was determined that the financial statements should meet, first of all, the information needs of users with a direct financial interest, it is this group of users has the most leverage to influence the company. The influence of the quality characteristics of the formation of the real information in the financial statements is investigated. It is proved that the main requirements that apply to the financial statements, is it to be useful to users. It was established that the qualitative characteristics of financial reporting are not the same; they are subject to adjustments, primarily related to changes in the country’s economic realities. All possible adjustments should be carried out in accordance with the principles of data display system and based on scientifically developed approaches that will ultimately guarantee the interests of users of financial statements. We consider the actions and procedures of the World Bank, which are focused on improving the institutional framework for corporate financial reporting. Practical implications. The results of the study can be used in the formation of accounting enterprise policies of Ukraine, as well as the formation of special financial statements to meet the information needs of key users. Value/originality. Get further development the theoretical and methodological aspects of the formation of the qualitative characteristics of financial statements of enterprises of Ukraine in the context of the interests of the key user groups.
