Including local citizens in decision-making about the use of local resources is crucial to improving the generation of locally raised funds. This study illustrates the positive effects of composite budgeting - a participatory process - in meeting local people's development interest and needs, and in promoting expenditure autonomy. Using a case study approach and drawing on both qualitative and quantitative data, the study found that Ghana's system of district assemblies - which are largely made up of elected members - appears to be relatively successful in delivering the capacity and independence required to make funding decisions that benefit local people and the development of their area. This article seeks to provide a conceptual framework and a methodological apparatus for investigating conflicts between central and local governments. Our work is inspired by contemporary recentralization processes seen in Europe, which are motivated both pragmatically (to counteract the financial crisis) and ideologically (the "illiberal turn"). These phenomena refer to the broader concept of conflict of interest, which is at the core of democratic systems. We see the limiting the autonomy of substatal actors as a sign of democratic crisis. Although our study draws upon empirical phenomena observed in Poland, its ambition is to provide a universal framework to analyze central-local relations. By combining the theoretical distinction between different dimensions of the political universum, with the easy-to-operationalize variables that make up the Local Autonomy Index our paper proposes two typologies to capture, respectively, centralistic actions, and local governments' reactions. Background: This research paper aims to enhance theoretical understanding and explore the conceptual foundations and principles of legal regulation of decentralisation. Establishing a well-defined categorical apparatus is an important prerequisite for drafting effective legal regulation, and decentralisation is no exception. A precise understanding of this concept allows for the development of clear stages of its implementation in national legislation. No less important is the proper formulation of the principles of legal regulation of decentralisation. These principles allow further development of a system of legal regulation that will ensure the autonomy of local self-government. Methods: The study provides a comparative analysis of the principle of decentralisation implementation experience in such countries as Belgium, Italy, France, Lithuania, Poland, Ukraine and the United Kingdom, which have chosen both centralised and decentralised forms of public administration. The paper employs a multi-faceted methodology to analyse legal aspects of decentralisation in countries under study, focusing on the observance of the European Charter of Local Self-government standards and the evolution of constitutional frameworks of decentralisation. This approach includes a comparative analysis of constitutional models of decentralisation and their historical backgrounds, as well as an analysis of the practical application of decentralisation and recentralisation as phenomena in modern national policy. Particular attention is given to the influence of the martial law regime on these processes in certain countries. Results and Conclusions: The main research findings clarify the primary problems of European standards of local-self-government implementation in studied countries. They highlight the distinction of specific approaches to decentralisation, including its combination with deconcentration, devolution or even centralisation of power. Additionally, the research provides an analysis of the historical aspect of the development of the constitutional framework for decentralisation. The financial autonomy of local authorities is a cornerstone of democratic governance and the sustainable development of communities. The ability of administrative-territorial units to manage their own financial resources, attract external funding, and make decisions tailored to the specific needs of their citizens forms the foundation of efficient local administration. However, in the current context in Romania, this principle is often undermined by excessive dependence on transfers from the central budget, economic disparities between regions, and legislation that insufficiently encourages local initiative. The purpose of this article is to examine the current state of financial autonomy of local authorities in Romania, identifying the main challenges they face and proposing practical solutions to strengthen it. On June 10, 2020, President Joko Widodo ratified the amendment of Law Number 4 of 2009 to Law Number 3 of 2020 concerning Minerals and Coal, one of the substances that changed the rules of authority in granting licenses from initially located in the local government to the central government. Therefore, this study aims to analyse the issue of authority between the central government and local governments in coal mining management after the issuance of the Minerba Law in 2020. This research uses a qualitative approach using institutional data surveys as a data collection method. The collected data is analysed using descriptive analysis: data reduction, data presentation, and conclusion drawing. The findings in this study explain that in Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining, the authority of local governments is withdrawn to the central government, starting from Mining Business License (IUP), People's Mining License (IPR) and Special Mining Business License (IUPK), Special Mining Business License (IUPK), Rock Mining License (SIPB), Transfer Permit, Transportation and Sales Permit, Mining Service Business License (IUJP), and Sales IUP. Although all local government authorities are fully withdrawn from mining licensing, local governments can still carry out mining licensing if the central government delegates authority based on statutory provisions. This latest regulation emerged through the idea of the government together with the House of Representatives on the grounds of simplifying licensing by easing requirements to increase investment obtained by the state. However, this change makes it seem as if the government wants to return to the era of centralisation. The local government has the right and the ability to regulate and administer an essential part of public affairs under their responsibility and in the interest of the community and the right to plan, finance and organize the exercise of a function. One of the main aspects is the support of local government in finding possible solutions for the financing and implementation of capital investment projects, also through policy improvements at the local level advocated by local government associations. In our legal framework, it is provided that the financing of the local self-government units is made from the revenues provided by taxes, fees and other local revenues, from funds transferred from the State Budget and funds that come directly from the allocation of taxes and national taxes, local borrowing, donations, as well as other sources provided for in the law. On the other hand, this paper will highlight the importance of implementing the principle of equality from the central to the local level, so that the latter can fulfill its functions where one of these functions is the expansion of financing sources. The implementation of local government investment projects depends on their ability to find the necessary funds by combining their own resources and external financing. "Informality" and "semiformality" are the primary characteristics of minimalist governance. The operation of minimalist governance assumes a boundary between state and society and some amount of autonomous space between them at the ground level. Whether in a traditional or modern form, minimalist governance stands in contrast to the formal, hierarchical bureaucracy of the state. Minimalism is a pragmatic approach to governance tailored to local conditions, a form of semiformal or informal government that emphasizes operational effectiveness over elaborate bureaucratic procedures. Since minimalist governance does not rely entirely on the hierarchical power of the state apparatus, this semiformal approach is simple and effective, hence its "minimalist" appearance. The key to solving the problem of formalism at the basic level of government lies in managing the relationship between "a thousand threads above" and "a single needle below." Autonomy and self-governance must be granted to the basic level of the government so that party committees may fulfill their integrative political functions and their role in minimalist governance. Ultimately, this will allow the "needle" of grassroots organizations to connect with "a thousand threads above" while also penetrating deeply into local society. There is significant practical and theoretical importance in understanding the uniqueness of Chinese-style modernization, and the modernization of rural governance, from the perspective of "social foundations," but to achieve this Chinese-style modernization we must learn from the West and from China's own traditional and contemporary experiences. This paper deals with the issue of local autonomy in Romania, emphasizing both the theoretical and conceptual debates as well as the empirical analysis of the sufficient financing resources of the local authorities. The research aims to highlight certain characteristics of the local public finances in Romania that impact the ability of the local public authorities to respond to citizens' needs, in the context of good governance. This paper provokes reflections related to the structure of revenues of the local budgets in Romania given the financing deficit and raising the issue of diversifying the sources of revenues of the local public authorities.

This study examines a special administrative procedural law instrument that serves the competitiveness of the economy in Hungary. This procedural regime on prioritized investments became a part of the law after the accession to the European Union. The research clarified the specialties of the process and the relations between them highlighted by the competent public administrative bodies, the Government and the local self-governments concerned with this procedure. The implementation of such investments raises constitutional issues, through the presumed violation of local selfgovernments' competences. Pamekasan Regency has the authority to administer government affairs in the context of regional autonomy in accordance with Law Number 23 of 2014 concerning Regional Government. As stated in the 2018-2023 RPJMD of Pamekasan Regency, what is meant by this priority program are programs that directly touch the public interest, are monumental, cross-functional, large-scale and have high urgency and have a broad impact on the community. One of the priority programs in the field of employment is the New Entrepreneurship. The New Entrepreneurship Program is important because economic management is not yet optimal. Meanwhile, the success of policy implementation can be measured from the process and the achievement of the final results, namely: whether or not the goals to be achieved are achieved. This study will use the theory of George C. Edward III which holds that policy implementation is influenced by four variables: communication, resources, disposition, and bureaucratic structure. In order to explore the relationship between local autonomous cultural and creative industries and economic and cultural upgrading, this paper uses a questionnaire survey to conduct practical investigation and analysis, and discusses the relationship between the following aspects. Local self-government, The results show that local autonomous cultural creativity can promote economic growth and improve cultural level, and there is a certain correlation between economic growth and cultural upgrading, but the correlation is poor, indicating that the impact of economic growth on cultural upgrading is indirect, and cultural upgrading and economic growth are the main factors for the development of local autonomous cultural and creative industries. This article investigates how granting local governments more autonomy changes their performance by exploring the effect of home rule adoption on municipality expenditure policies. This article uses a fuzzy regression discontinuity design that focuses on municipalities in Illinois. The empirical evidence shows that the adoption of home rule has significant and positive effects on allocational expenditures. While developmental expenditures decreased significantly after the adoption of home rule, redistributive expenditures changed little. These results apply in particular to municipalities that have homogeneous residents, that face a low degree of government fragmentation, or that are without a professional manager. Municipal mergers have a significant influence on political outcomes. In this study, we present empirical evidence on how city-county consolidation amid the fully fledged introduction of local autonomy affects electoral consequences in South Korea. The results first show that the voter turnout rate among rural residents in the consolidated district decreases and the effects are greater when merger shock is more pronounced in the election. This confirms that an increased distance between rural voters and local politicians as a result of merger can reduce political efficacy and lead to reduced political participation. We also find that mergers have adverse effects on the voting share of municipal-level ruling-party candidates. This suggests that rural areas with a small population can still play a pivotal political role despite the risk of alienation after municipal merger. Overall, our findings demonstrate the complex relationship between city-county consolidation and the democratic representation of local residents under local autonomy. This study discusses local autonomy in the context of local regulation. Based on the 2014 Law No. 23 on Local Governments, Article 1, Paragraph 6, local governments are defined as the execution of administrative affairs by local governments based on the principle of local autonomy. Regional autonomy is the right, authority and duty of autonomous regions to regulate and control their own government affairs and the interests of their communities within the unitary national system of the Republic of Indonesia. Regional chiefs are empowered to organize and control the affairs of their regional governments, but must still take precedence over national law. One way to promote local autonomy in governance is to require a system that can implement democratic principles that provide opportunities for citizens to participate in state government. The local public administration in Romania operates on the basis of a series of fundamental principles. One of these elemental principles is decentralization. Administrative decentralization assumes the existence of local public persons, designated by the community of the territory, with their own attributions, which intervene directly in the management and administration of the community's problems, implying the local autonomy. Thus, through decentralization, the unity characteristic of centralization is given up, reserving to the local communities the task of solving their problems and satisfying their specific interests.

The present research aims at the comparative analysis of the conditions that support the manifestation of the principle of autonomy in public administration in the administrative-territorial units, with particularization at the commune of Mérignac in France, Quebec province in Canada and Tudora commune in Romania. Through the approach, we found that, in support of local autonomy, the French territorial communities are communes, departments, regions, communities with special status, overseas communities; the Canadian territory is divided into provinces and territories, the province of Quebec being divided by municipalities, cities, parishes, villages, cantons, united cantons; the Romanian national community is divided into local communities formed into counties, municipalities, cities and communes. At the level of the three administrative-territorial units analyzed, human, material and financial public resources were identified, which together provide support for the applicability of the principle of autonomy. In addition, the consistency of local autonomy is also conferred by the recognition of the full competence of the local public administration authorities to manage the affairs of the administrative-territorial units. The fact that the acts of the local public administration authorities in the three territorial divisions are subject to control does not express a restriction on the principle of autonomy.

The pandemic has resulted in changes to public policy, particularly in public budgeting. This is the case not only at the central level but also at local and village government levels. The challenge of changing public policy also occurs in the fiscal policy sector. Village governments are required to reallocate their budgets for activities to handle the pandemic and post-pandemic economic recovery. Hence, this article aims to describe changes in village government budgeting policy changes from the perspective of punctuated equilibrium in public policy studies. The data in this study were obtained through focus group discussions and secondary data collection. The study found that the political equilibrium of a policy cannot last forever. Policy changes occur if there is a change in the agreement between policy-making actors. Public policy changes have so far been understood to occur slowly and gradually. Incentive zoning provides bonuses to developers (e.g., increased density or height) in return for public amenities (e.g., affordable housing or green buildings). We surveyed and interviewed local officials to investigate a) the adoption rate of incentive zoning across the United States, b) the bonuses offered to developers and the amenities sought by governments, c) whether municipalities conduct a cost–benefit analysis between bonuses and amenities, and d) the relationship between local autonomy, growth, public participation, and incentive zoning. Forty-one percent of surveyed communities reported having incentive zoning. The most common bonus offered to developers was density. The most common amenities sought by municipalities were mixed-use development, open space conservation, walkability, affordable housing, and public parks. Most communities did not conduct a cost–benefit analysis while developing or applying incentive zoning, which we found was correlated to lower utilization. Some communities used incentive zoning to entice developers to provide benefits (e.g., affordable housing or green buildings) that state legislation prohibited them from requiring. Planners can use incentive zoning to induce developers to provide public amenities as part of their projects, especially when the political, market, or legal environment is not conducive to requiring desired amenities. Our findings suggest that planners and local officials frustrated by state preemptions in certain land use areas can investigate incentive zoning to achieve local goals. US states grant their local units different levels of autonomy in several dimensions including fiscal, functional, structural, and legal discretion. This study uses a comprehensive, multidimensional measure of autonomy to test its association with the fiscal behavior of over 19,000 municipalities in the United States. Competing theoretical predictions range from significant increases in government size (Leviathan model), to no effect (median-voter model), and even smaller governments (institutional collective action model). Quantile regression analysis is implemented to test the association between autonomy and fiscal behavior for different city sizes. The empirical findings indicate that cities with more autonomy tend to spend less and have lower taxes and debt. The strength of this relationship, however, varies by city size. We present a new paradigm for performing remote haptic-robot interactive operations. The new paradigm is anchored on an architecture that combines local autonomy with a high-level exchange strategy of reference input. This represents a departure from the conventional reliance on direct exchange of low-level control signals in a global feedback control system. The new approach establishes two local autonomous controllers acting on the robot and the haptic device, interfaced at a higher level via a dual-proxy model. The dual proxy is a passive bridge between the local autonomous controllers. It generates appropriate motion and force reference inputs that are consistent with the task physical interactions and the levels of autonomy. Its model is adjusted online with respect to exchanged position, contact, and environment geometry information. A key component in this methodology is the perception algorithm on the robot side, the force-space particle filter, designed to reliably estimate in real time the environment contact geometry. The series of simulations and physical experimental validations of the approach demonstrate the transparency and high fidelity in haptic-robot interaction and its inherent robustness to communication delays. The administrative appeal reaches the border of principles of local autonomy and good administration. Local autonomy principle allows the atypical administrative appeal to manifest itself, without opposing it, since we are not in the presence of an organic subordination, and good administration validates its reason for being, constituting a way of realizing the legitimate rights and interests of interested persons, a procedural means by which the authority responds to the needs of society. Administrative practice has often revealed the fact that local authorities apply the norms that guide their activity rather in their own interest than in the sense intended by the legislator. The autonomy, both administrative and financial, that local authorities benefit from should not be understood as absolute, but these dimensions can materialize only within the limits and conditions provided by law. The present article aims to highlight the limits of regulation and manifestation imposed by the legislator on local authorities and to correct certain sideslips in administrative practice. Abstract Local autonomy is a highly promoted feature in European governance, and the integration field is no exception. In the integration literature, values and considerations favoring local autonomy are often emphasized, while values and considerations underpinning central steering has received less analytical attention, thus a more nuanced perspective in studies of central–local governance relations is warranted. This commentary identifies general dilemmas in central–local governance which expose clear justifications for both local autonomy and central steering. Furthermore, it presents empirical examples of policy changes regulating central–local governance in the Scandinavian countries where increased centralization has been introduced with reference to promoting values and considerations favoring central steering, such as a fairer distribution of responsibilities between local authorities, legal safeguards for individuals, and equal service provision across the country. Lastly, it suggests how future studies of central–local governance could benefit from of taking a more nuanced perspective.
