This paper outlines Australia's post-2020 defence policy and describes how the Army is being modernised to give effect to it, within budgetary constraints. Initiatives include forward staging of logistics; littoral power projection; upgraded army aviation; establishing a health brigade; a focus on information warfare; an armoured vehicle replacement programme; a redesign of the brigades in Darwin and Adelaide; and a transformation of the fires systems, including air defence missiles, self-propelled howitzers, long-range fires, and land-based maritime strike. Abstract

Large-scale illegal fishing commenced in Australian coastal reefs 1970. Since, the Royal Australian Navy (RAN) has been "out of synch" with matching its Tier 2 constabulary vessels to their mission. The pattern is that "mission goalposts" shift post-acquisition, reflecting changes to UNCLOS. Post-WWII, the RAN employed wartime escorts in patrol roles, and wartime launches for littoral constabulary. The RAN has recreated this mix in the twentyfirst century. This paper traces this process and associated problems. Minimum resources are assigned to constabulary functions in peacetime, yet the units involved are arguably the most operational and politically sensitive. Vessel unsuitability has consistently meant personnel problems, over-use of constabulary vessels, and high maintenance costs. Australia's strategic situation is deteriorating towards a point where the rising risk demands mobilisation responses. This would include rapid acquisition of large numbers of Tier 2 assets to meet existing and conflict low-mix roles. [ABSTRACT FROM AUTHOR]

Abstract

17 USC 105 interim-entered record; under review. This article details the design, construction and implementation of a novel, spherical unmanned underwater vehicle (UUV) prototype for operations within confined, entanglement-prone marine environments. The nature of shipwreck interiors, the exploration of which the vehicle was originally designed, imposes special risks that constrain system requirements while promoting other attributes uncommon in typical open-water UUV designs. The invention, the Wreck Interior Exploration Vehicle (WIEVLE), was constructed using 3-D additive manufacturing technology combined with relatively inexpensive commercial components. Similar inventions are compared, followed by a thorough review of the physical and functional characteristics of the system. The key attributes of the design include a smooth, spherical hull with 360-degree sensor coverage, and a fixed, upward-angled thruster core, relying on inherent buoyancy to take the place of a dedicated depth-changing mechanism. Initial open-loop control testing demonstrated stable 4 degrees of freedom (DOF) maneuvering capability. The article concludes with an overview of the results of the initial testing, a review of how the key system design attributes address the unique shipwreck interior exploration challenges, and a plan for the future development of the platform. This research was funded by the Consortium for Robotics and Unmanned Systems Education and Research (CRUSER) at the U.S. Naval Postgraduate School in Monterey, CA, USA.
