The study of poverty reduction is very relevant in the 21st century. The rapid development of technology has proven to improve various quality of life but has not been able to solve the problem of poverty in a total scale. On the other hand, the development of public administration science, especially regarding collaborative governance, provides hope for poverty reduction through the active role of various parties. Many experts explain that poverty is a complex problem. Poverty reduction efforts must be carried out in a holistic and participatory manner. Furthermore, there needs to be an active contribution from various parties, namely the government, the private sector and the community. This requires researchers to conduct further studies on how Collaborative Governance can be an alternative solution to solving the problem of poverty. This study aims to delineate the development of Collaborative Governance studies through the Systematic Mapping Study and associate it to the poverty alleviation to obtain the current research position. The study shows that research on Collaborative Governance for Poverty Reduction is included in Social Issues in Community concentration and it has the lowest percentage. The most widely used method in the research concentrated on Collaborative Governance is qualitative, and the publication trend shows a very significant development, especially in 2014-2018. Therefore, research on collaborative governance for poverty alleviation is still very limited and the opportunity to produce variety of renewals is very large.

The COVID-2019 pandemic has sparked a wave of discussions on further understanding the positive and negative aspects of urbanization, and the possible loss of the city's advantages. The problem has socio-economic, environmental, medical, architectural, managerial aspects and recommendations for changing the strategy of economic development, development of territories and settlement. The need to revise various decisions and types of socio-economic policy and regulation is largely manifested.

Shebel Berenta district is one of the highland areas of Ethiopia highly prone to land degradation and drought by the report of the UN Office for the Coordination of Humanitarian Affairs, (OCHA). Assessment of community participation to combat land degradation was the main objective of this study. Mixed research approach with concurrent triangulation design was followed. The target kebeles and the number of respondents were selected purposively. The sample size was found to be 368, which was determined by the Yemaneh (1967) formula and addressed through geographical listing method. Primary data was collected through Questionnaire, interview and FGD; whereas secondary data was also gained from researches, reports and different documents. The quantitative data was analyzed descriptively, and the qualitative data was analyzed using thematic analysis. The result shows that the trend of community participation is found to be decreasing/passive and dominated by the top down or planner centered approach of community participation as it was supported by 72.4% and 86.3% out of 149 and 219 total respondents from vulnerable and less vulnerable kebeles respectively. Incentives to inspire community participation are low and not adequate and resulted in the lack of willingness of the community. Lack of awareness, expansion of open grazing lands, lack of commitment from the people and government side, lack of consistency of Sustainable Land Management Practices (SLM), geographical barriers and others are the observed challenges of CP in the area.

The article is devoted geopolitical features of the Caspian region and the factors that determine its importance for Russia. The author analyzes in detail the risks of a change in the situation in the Caspian in the face of geopolitical challenges, including the war and the end of the conflict in Nagorno-Karabakh, changes in Turkey's foreign policy and EU sanctions against Turkey. The article also touches on the issue of a possible change in the cooperation ties of the Caspian states in connection with the consequences of the COVID-19 pandemic for the image of the China in the international arena.

The article is devoted to the consideration of the infodemia phenomenon as a result of massive fakes injections associated with the 2019-nCoV pandemic. Author analyzes the global social and political consequences of disinformation in social networks and messengers on the topic of health, official health statistics and government methods to combat the spread of the virus. There is a decrease in trust to government authorities and official information sources and also an increase in the popularity of conspiracy narratives. Author identifies methods to deal with infodemia and analyzes their effectiveness.

One of the greatest challenges that faced typical employees throughout their working life is life after retirement. Despite government roles at providing social security, retirement epoch has been a tension provoking and overwhelming phenomenon in Nigeria and other emerging economies of Africa, Asia and Latin America. A close observation of many retirees in Nigeria society and the problems they are facing draw the attention of all and sundry. These problems seem to range from sudden death, dwindling status, lack of occupation, loss of the usual monthly salary, decreased strength and deteriorated health condition, physical disabilities, aging and anxiety about a residential home. In Nigeria, the regular non-payment of pensions and gratuities benefits has brought untold hardship and sudden death to many retirees, thereby making retirement something that is dreaded by workers. This problem is further compounded to lack of planning and management of post-service epoch and conditions. It is against this backdrop that this paper seeks to identify and discusses strategies available for managing post-service condition in Nigeria. The paper calls on Nigerian workers to embrace one of the options to remain moderately productive and healthy after retirement. The paper suggests, among others, that both employers and government should undertake regular pre-retirement training for their workers in order to save the country the embarrassment of seeing their retirees going to early graves or turning into destitute on the streets.

The article deals with the issues of personal and professional development of the management personnel reserve. The authors focus on the problems of staffing the public administration system, primarily the public civil service, emphasize that one of the key issues that directly affect the quality of public administration and the effectiveness of the public civil service is the personal and professional development of management personnel, effective leadership. Based on the analysis of the results of sociological research and statistical data, key problem areas in staffing and the implementation of personnel policy in the civil service, the possibility of implementing personnel strategies are determined. Noting the role of the managerial personnel reserve, the directions for improving the work with the personnel reserve in the context of a personality-oriented approach are substantiated, trends in changes in career expectations and the possibility of taking them into account in the formation of developmental activities are noted.

E-Government implementation is the use of technology, information, and communication to realize more efficient and effective government practices in the process of implementing public services in order to facilitate public access to information and create principles of accountability, transparency and good public participation in the Indonesian government. This study aims to explain the implementation of E-Government in Indonesia which encourages the development of information and data systems and is adapted to existing bureaucratic processes. The method used in this research is qualitative research methods. The results showed that public service innovation organized by the government of the Republic of Indonesia was able to create relationships between elements in a country online, not inline, so that efficiency and speed in public services was not only a symbol but a reality.

El artículo se ocupa de estudiar la desconfianza y sus expresiones institucionalizadas enla esfera pública, partiendo del análisis de la accountability horizontal. El interés en eltema parte de la ausencia o extrema debilidad de este tipo de rendición de cuentas enbuena parte de las democracias latinoamericanas contemporáneas. En esta línea, en eltexto se discute la pertinencia de las distintas agencias de balance (control que se producecuando alguno de los grandes poderes —ejecutivo, legislativo o judicial— sobrepasa ilegalmentesu propia jurisdicción) y otras agencias asignadas (aquellas encargadas de enfrentarriesgos específicos de transgresión y/o de corrupción). Todos estos tipos de accountabilityson importantes para el adecuado funcionamiento del régimen democrático.

O presente trabalho teve como intuito aplicar o Security Framing para analisar o caso do ecoterrorismo nos Estados Unidos da América. Em 2002, um documento oficial do FBI apontava o ecoterrorismo como a ameaça doméstica número 1 dos EUA. Observou-se, então, um movimento de lobby para tipificar os atos de movimentos ambientais extremistas como ações de terrorismo, contribuindo para o deslocamento do objeto fim da agenda de segurança do FBI - do indivíduo para o capital. A análise elaborada, portanto, construiu um quadro de trabalho e analisou o Framing de ressonância da narrativa do capital (lobby) sobre o governo norte-americano. Percebeu-se que a narrativa do capital encontrou eco nas crenças e valores da audiência, atestando a credibilidade do autor do discurso e a saliência do tema na audiência.

Este artigo tem por objetivo apresentar o conceito de Amazônia Azul e sua importância para debates relacionados à soberania brasileira. Para tanto, será realizado um levantamento a respeito do princípio dos debates sobre o Direito do Mar e como se sucederam as primeiras negociações, com a Convenção das Nações Unidas sobre o Direito do Mar. Como o mar compõe o maior território geopolítico no globo terrestre, será realizado um levantamento teórico sobre a importância do mar para o debate acerca da capacidade de exercício de poder de uma nação quando esta possui domínio sobre os mares e liberdade de navegação. O Brasil é o país da América Latina com a maior extensão litorânea e, portanto, com o melhor acesso aos oceanos. Esta característica lhe dá plenas capacidades de exercício de soberania na região sul-americana, ademais, além do grandioso acesso ao mar, possui fronteiras com quase todos os países do continente, o que faz do Brasil uma poderosa potência anfíbia. Assim, este artigo tem o propósito de chamar atenção para a necessidade de valorização de suas próprias características, especialmente seu grande acesso ao mar e as riquezas presentes neste ambiente, para o pleno exercício de liderança regional.

Resumo: O objetivo desse artigo é analisar como o Anticomunismo é reinventado no Brasil através da Política Externa Brasileira em momentos históricos diversos como o século XX e o início do século XXI. Se no século XX, a perseguição política aos comunistas mostrou-se em aparatos institucionais e em articulações com vizinhos, no século atual é percebido pelo movimento de extrema direita brasileiro, o Bolsonarismo, defensor da “desideologização” na Política Externa, por meio de uma suposta neutralidade ideológica contra países considerados bolivarianos-comunistas. A metodologia dessa pesquisa utiliza-se do método de revisão bibliográfica e do método de análise de documentos e discursos oficiais de formuladores da Política Externa Brasileira (PEB). A hipótese defendida no artigo é argumentar que o Anticomunismo na PEB é fenômeno recorrente na estratégia internacional brasileira, quando nas ações políticas internacionais aparece sobre novas formas e ressignificações ao longo do tempo. Como argumentos finais, o Anticomunismo na PEB ocorre como consequência de momentos de crise da democracia liberal e de crises econômicas do sistema internacional nos períodos assinalados, já que possibilitaram o surgimento de movimentos políticos autoritários e anticomunistas que conduzem tal política. O propósito deste artigo é apresentar o conceito e os níveis de atuação da logística, a sua relação com a fricção e a estrutura de apoio logístico da 12ª Região Militar (12ª RM) utilizada no processo de abastecimento do CFSOL/8ºBIS, visando analisar a ação da fricção no abastecimento dessa Organização Militar (OM) e dos seus PEF localizados na fronteira Brasil-Colômbia-Peru. Assim, inicialmente analisar-se-á o conceito de logística, seus níveis de atuação e o seu vínculo com a fricção na Amazônia Ocidental. A partir desse ponto, examinar-se-á a relação desses níveis de atuação com a logística executada pela 12ª RM em prol do CFSOL/8ºBIS, por meio da estrutura existente para esse fim, finalizando com a análise da ação da fricção sobre esse processo logístico. A metodologia consistirá em revisão bibliográfica e análise de conteúdo. A estrutura do texto está dividida em seis partes: análise do conceito e dos níveis de atuação da logística, a relação da fricção e a logística, a estutura logística da 12ª RM, o abastecimento executado por essa Região Militar em prol do CFSOL/8ºBIS, a ação da fricção sobre esse processo e as considerações finais.

Este artigo tem como objetivo analisar as perspectivas para o Estado brasileiro com relação ao ciberespaço como catalisador de mudanças nas estruturas de poder dentro da sociedade. Para tanto, será utilizado o quadrante de referencia de Choucri, o qual parte da premissa de que a sociedade em rede atual não substituiu o Estado como representante legitimo no cenário internacional, mas certamente realocou parcelas de poder para o individuo e organizações não estatais. Essa analise se justifica na medida em que, uma vez percebido o realinhamento causado pela presença do ciberespaço, é natural que o Estado reaja de maneira se adaptar. Essa reação pode ser classificada por Choucri tomando como base a relação Estado VS Iniciativa Privada (eixo y) e Cooperação VS Conflito (eixo x). Uma vez identificado de que maneira (eixo x) esses dois atores das Relações Internacionais (eixo y) irão se portar, é possível conjecturar sobre desdobramentos relativos ao ciberespaço, tais como: jurisdição, legitimidade, autoridade e accountability. Tal abordagem permite elaborar uma visão prospectiva, uma tendência central da posição do Brasil para com o uso da internet como ferramenta política no cenário interno e externo.

O propósito desse artigo é mostrar, a partir da teoria da delimitação de sistemas sociais (TDSS) e do paradigma paraeconômico, uma articulação entre as noções de isonomia e fenonomia com as possibilidades apresentadas pela economia social e solidária (ESS), ressaltando nessa articulação as possibilidades de empoderamento das mulheres. Sustenta-se a ideia de que mulheres, na construção de sua história de empoderamento, têm uma trajetória fenonômica que se consolida nos espaços isonômicos. A trajetória fenonômica pode ser entendida como emancipação do indivíduo no sentido de romper com a síndrome comportamentalista, num movimento que se aproxima do enclave fenonômico. Além disso, os movimentos sociais, especificamente nesse caso a ESS, podem ser percebidos como espaços que privilegiam o coletivo, sem que se perca a individualidade, ou seja, com características isonômicas em confluência com as trajetórias fenonômicas, espaços que catalisam o processo de empoderamento feminino.

portuguesO presente artigo tem o objetivo de compreender os motivos que levam algumas executivas a desistirem da carreira e optarem pelo retorno ao lar. Trata-se de estudo com abordagem qualitativa, por meio do metodo historia de vida. A coleta de dados ocorreu a partir de entrevista em profundidade, utilizando como sujeitos duas mulheres executivas. A pesquisa convoca a uma reflexao sobre esse posicionamento de desistencia, uma vez que historicamente, ha uma divisao entre os sexos, aspecto que permite compreender porque as mulheres encontram muitos desafios no que diz respeito a ascensao e a manutencao de sua carreira no mundo corporativo. A grande contribuicao deste estudo foi a de avancar nos motivos que levam ao fenomeno opt-out, pouco explorado na literatura. EnglishThe present study aims at understanding the reasons thatled some executives to give up their careers and choose toreturn home. It is a qualitative study through the life history´smethodology. The data collection took place from an in-depthinterview using as subjects two executives women. The research brings to a reflection about this position of abandonment,since, historically, there is a division between the sexes, aspectthat allows to understand why women finds many challengeswith respect to the ascension and the maintenance of its race inthe corporate world. The great contribution of this study was toadvance in the reasons that result in the opt-out phenomenon,little explored in the literature.

Este estudo buscou analisar a influência dos fatores socioeconômicos na motivação para o empreendedorismo social. Foram estudados 192 estudantes de administração de três Instituições de Ensino Superior (IES), sendo duas delas públicas e outra privada. A coleta de dados envolveu um questionário com perguntas fechadas para determinação do perfil socioeconômico e perguntas de escala Likert para análise do interesse em empreendedorismo social. Após a análise numérica das respostas e aplicação do método de regressão linear, pode-se comprovar que os fatores pertencimento à IES da periferia da capital, renda dos pais mais baixa, menor idade e maior escolaridade do pai influenciam no interesse em envolver-se em empreendedorismo social. Notou-se ainda que 89,26% dos respondentes consideram a carreira de empreendedor social significativa e interessante. Esse trabalho demonstra que existem uma forte tendência entre os jovens em buscar esse tipo de carreira para obtenção de um desenvolvimento profissional mais significativo e relevante.

O survey de experiência tem sido utilizado no campo da Administração – provavelmente mais do que nas demais áreas do conhecimento - com propósitos profissionais e acadêmicos. Constitui um dos procedimentos mais recomendados na realização de estudos exploratórios, já que sua utilidade é amplamente reconhecida para proporcionar uma nova visão do problema proposto, para sugerir hipóteses de pesquisa e para aprimorar os procedimentos a serem adotados em pesquisas futuras. Constata-se, no entanto, que os manuais de pesquisa em Administração, embora recomendando sua utilização em estudos exploratórios, não enfatizam suas bases epistemológica, teóricas e metodológicas. Assim, elaborou-se o presente ensaio que tem como objetivo apresentar o survey de experiência como modalidade de pesquisa qualitativa básica e esclarecer acerca dos procedimentos adotados em seu planejamento e execução.

Western Sahara is a territory lying in North-Western Africa. It borders Morocco in the north, Algeria in the north-east, Mauritania in the east and in the south, and its north-western coast borders the Atlantic Ocean. The country was colonized by the Kingdom of Spain following the decisions of the Berlin conference held in 1884. After World War 2, it was a Spanish province. When it won the independence in 1956, Morocco demanded that Western Sahara should be “liberated”, claiming that the territory belonged to it. In 1963,following the passing of the information by Spain, on the basis of Article 73 letter e) of the Charter of the United Nations, the UN entered Western Sahara in the list of areas which were not governed independently. On 14 April 1976, Morocco and Mauritania signed a convention on establishing their frontier line, on the power of which they executed a division of the territory of Western Sahara. Nowadays the western – the larger – part of Western Sahara’s territory is controlled by Morocco. The main aim of this article is to provide an answer to the question of the present condition of the international legal status of Western Sahara.

The article considers the crime of the so-called prenatal injury, which is stipulated in Article 157a of the Polish Criminal Code. The question of the possibility of unpunished interference of the mother in the body of her unborn child is undoubtedly an important and controversial aspect of modern criminal law, especially in the context of the principles of protecting human life and health. The article also touches on philosophical and legal subjects, namely the moment when a person is created and subsequently protected by the state and law. Finally, the article answers the question whether the current legal status should be maintained and how it could possibly be revised.

Public subjective rights, as all rights and freedoms set out in the Polish legal order can, in principle, be restricted. Freedom of economic activity is a public subjective right regulated by the standards of the Constitution. In turn, the public subjective right to use the environment was regulated by the provisions of Article 4 of the Environmental Protection Law. In such a legal environment, concessions and permits treated as a restriction of public subjective right of constitutional rank can at the same time be limitations to the public subjective rights provided for in the relevant statutes. It should be noted that the less strategic the sphere of life of the state and citizens is, the gentler the form of restriction. It should be borne in mind, however, that the strategic importance of the state’s or citizens’ activity cannot be determined in isolation from the state’s obligation to protect the environment. This may also be applied to other legal goods, including the environment. However, special care is required in application with reference to the latter. Concessions and permits affect the enjoyment of public subjective right to the environment, both by entitiesengaged in a business activity and those affected by the said activity. This impact may differ and depends on whether a given permit or concession is granted or refused. However, both granting or refusing to grant them will result in restrictions of public subjective rights to use the environment.

This article presents an unambiguous evolutionary sequence of historical events leading to the development of customary international law, seen with reference to the mutual influence and transformation of legal philosophy, practice and codification on plundering cultural property during wars. The contemporary legal rules and customs working against taking cultural property as spoils of war are rooted in the eighteenth century, and were consistently developed in the nineteenth and twentieth centuries. Restitution appears the best remedy for the country of origin, especially in the condition where the plundered cultural property is existent and identifiable. Achieving this goal depends on the cooperation and coordination throughout the world, based on a wider customary international law space.

In the paper, the author, revolving around the Supreme Court’s ruling linking close human relations in the workplace to the deterioration of management practices, critically analyses the dominant viewpoint espousing the need to strike out intimate behaviours from organizations. The author points to the significant impact of management theories, feminist trends and managerialization of law on the escalating de-sexualization of the workplace. In the article, it is evidenced that the overbearing conviction about the negative impact of intimate and sexual bonds on the working relations demands reinterpretation. It is alsoshown that consideration of sexual and intimate behaviours in organizations, irrespective of sex structures in these organizations, may paradoxically contribute to sex discrimination. The author offers the idea to modify the rules of employers’ liability depending on the sex structure and the number of women holding positions of authority and responsibility.

As with the wider Canadian economy, the Covid-19 pandemic has represented an unprecedented shock to agri-food supply chains. Given the importance of Canadian agri-food exports, it is vital that supply chains rebound from the shock and disruptions are minimal. If this occurs, they should be able to respond to opportunities created by the supply chains of international competitors having to deal with Covid-19 in export markets. The demand for food is expected to increase in step with the forecast rise in global population to over 9 billion by 2050. In the next decade alone, total food use for cereals is forecast to grow by 1.2 per cent annually for cereals, 1.7 per cent for animal products and 1.9 per cent for pulses/roots and tubers. Agricultural production to be used as food, feed and in industrial applications will increase by 15 per cent in the next decade (OECD/FAO 2019). Canadian agri-food supply chains are well positioned to meet these future needs so long as they can maintain their resiliency. While the Covid-19 pandemic has not yet run its full course, it is already clear that Canadian agri-food supply chains, both those involved in provisioning the domestic market and those serving export destinations, have proved to be resilient in the face of the pandemic’s shocks and are rapidly returning to the high levels of efficiency they possessed prior to Covid-19. In the domestic market, while there were short run disruptions for some products, there were always sufficient substitutes on the shelves such that there was no threat to food security. As incomes fell, there have been increased calls on foodbanks but these are problems with the wherewithal to purchase, not food availability. Domestic supply chains proved themselves to be robust in dealing with major shocks including the shift to food consumed at home. The international supply chains for agri-food products also proved very resilient and are now well positioned to take advantage of opportunities. Some other countries’ supply chains have not proved as resilient or have suffered from government policy interventions. A number of Canada’s major competitors have imposed export bans, creating market opportunities that Canada could fill. Other competitors have been slower to deal with illness in their workforces. In some importing markets, their domestic supply chains are struggling, creating opportunities for imports from Canada. Due to projected global population growth, the increasing international market for major Canadian agricultural products such as wheat, beef and pork, and canola, are lucrative targets for Canada’s economic recovery and growth. Canada’s future success, however, depends on its agri-food supply chains not being encumbered by reactive regulations that reduce their efficiency, and by supportive policies that ensure producers in the supply chain weather the short-term pain from the Covid-19 crisis., The School of Public Policy Publications, Vol. 14 (2021)

Prison disciplinary actions constitute one of the essential and – at the same time – necessary elements of penitentiary proceedings, which serve to ensure order and institutional security. When they are undertaken and conducted in a reasonable and moderate, and especially fair manner, then these activities not only protect the health, safety and security of all people participating in prison life, but also constitute a positive factor in the process of rehabilitation of prisoners. The article presents the rules of disciplinary proceedings in the State of New York.

The issue of acquiring large amounts of data and creating large sets of digital data, and then processing and analyzing them (Big Data) for the needs of generating artificial intelligence (AI) solutions is one of the key challenges to the development of economy and national security. Data have become a resource that will determine the power and geopolitical and geoeconomic position of countries and regions in the 21st century.The layout of data storage and processing in distributed databases has changed in recent years. Since the appearance of hosting services in the range of ICT services, we are talking about a new type of ASP (Applications Service Providers) – provision of the ICT networks as part of an application). Cloud Computing is therefore one of the versions of the ASP services. The ASP guarantees the customer access to a dedicated application running on a server. Cloud Computing, on the other hand, gives the opportunity to use theresources of a shared infrastructure for many users simultaneously (Murphy n.d.). The use of the CC model is more effective in many aspects. Cloud Computing offers the opportunity to use three basic services: data storage in the cloud (cloud storage), applications in the cloud (cloud applications) and computing in the cloud (compute cloud). Website hosting and electronic mail are still the most frequently chosen services in Cloud Computing. The article attempts to explain the responsibility for content stored in the Cloud Computing.

Though remote work has become a necessity during the COVID-19 pandemic, the rise of office vacancy is not a new issue to Calgary. Economic booms and busts are mirrored by accompanying levels of construction, occupancy and vacancy. The most recent recession brought an unprecedented loss of jobs and subsequent partial or complete vacancy of buildings in Calgary’s Central Business District (CBD). This new reality led to the agglomeration and elimination of businesses and re-evaluation of the necessity of office space and its associated costs. Trends in the knowledge economy and ways of working over the preceding decades have coincided with associated vacancy of office space that is no longer adaptable to the changing needs and demands of office design. These patterns have reduced the demand of certain office stock and highlighted limits on its versatility and capacity to be repurposed, making a certain proportion of buildings relatively obsolete. Office conversion, being changing the use or uses of a building, has also become increasingly arduous with updates in planning rules and building, energy and safety codes. When considering conversion of office to other uses the standard solution usually discussed is office to residential conversion. While this may present as the optimal approach in some cases, there are many limitations when it comes to converting buildings. Since the economic downturn some projects have been piloted by the City of Calgary to facilitate office conversion including the Centre City Enterprise Area. While some successes have come from these relatively short-term solutions they have been limited in addressing the full extent of the situation. These small-scale interventions were successful in reducing customer costs and timelines however did not result in recommendations of longer-term solutions for widespread changes. Complex problems such as office vacancy in Calgary require comprehensive, adaptable and innovative strategies. To update and improve the existing processes to more simply enable office conversion or adaptation there is a necessity to clearly outline the role of everyone involved, the limitations, and the potential options that may exist. In this regard it is not simply the question of the use of land and the building footprint but also the building owner, the surrounding stakeholders including business associations, municipal government, provincial government and a variety of other related parties. This paper examines the present state of office vacancy in downtown Calgary; looks at barriers to office conversion, limitations in existing processes and structures and potential policy considerations, drawing upon best practices from other jurisdictions. Finally, it will conclude with a series of policy recommendations and mechanisms which may enable efficiency and innovation in addressing the existing office stock., The School of Public Policy Publications, Vol. 14 (2021)

The corridor concept aims at reducing the costs, duplication, and delays associated with the construction of transportation and ancillary infrastructure. These include diversification of export markets, supporting indigenous and northern development, expanding interregional and international trade, enhancing northern security and relieving bottlenecks and constraints to the existing transportation infrastructure grid. In support of the Canadian Northern Corridor research agenda, the purpose of this study is to compile a review and evaluation of the constraints impairing the Canadian transport infrastructure grid. It identifies and evaluates the existing and expected bottlenecks and constraints in terminals (ports and airports), connectors (road, rail, and pipelines), and ancillary infrastructure (power transmission and telecommunications). In the period of Nobles’ Democracy, the art of war of the Polish-Lithuanian Commonwealth attained the highest level, making a real phenomenon in the then Europe. It owed its development, among others, to outstanding Hetmans of the Crown and Lithuania, victors in many battles, leaders surrounded by fame and admiration, genuine patriots. In the hall of fame of Grand Hetmans, Field Hetmans and Lithuanian Hetmans, a most prominent place is taken by Stanisław Żółkiewski (1747-1620).On 13 June 2019, Members of Parliament passed an occasional resolution dedicating the year 2020 to Stanisław Żółkiewski. The resolution reads, among others, “Stanisław Żółkiewski always put the good of Poland above his own benefits, stood faithfully on the side of successive kings, also in internal conflicts, despite the critical opinion of Sigismund III’s politics. He advocated religious tolerance and easing conflicts. […] The Seym of the Republic of Poland, upon acknowledging the great contributions of Stanisław Żółkiewski,creator of the victory of Klushino and a conqueror of Moscow, tenacious defender of the Mother Country for which he sacrificed his life, establishes the year 2020, which marks the occasion of the 400th anniversary of his death, the Year of Hetman Stanisław Żółkiewski.”

The Austrian Civil Code (ABGB), which was in force in the districts of the courts based in Lvov and Krakow in the Interwar period, stipulated the principle of freedom of testing by the testator. That freedom, however, could harm the inheritance rights of the persons who were the nearest to the testator. The institution protecting the rights of these persons was the legitimate share which they were entitled to as heirs-at-law. The basis to assess the height of the legitim was the size of inheritance. However, while estimating thelegitimate share, donations which the heirs-at-law (persons entitled to the legitim), heirs and legatees had received from testators were taken into consideration as well. The ABGB provided that in the case where the legitim which the heirs-at-law were entitled to was depleted (not at full height) they could demand completion of it. Questions concerning which donations were taken into account and which were not while estimating the height of the legitim due to different practices in this respect were the subject of many courts’ adjudgments. The jurisprudence in this sphere was not uniform. It stipulated compensation of the depleted legitimate share both in kind (in the form of proportional part of the donation) and as a financial benefit, with time evolving towards the latter to a greater and greater extent.

This gloss summarizes and analyzes one of the recent key judgments of the European Court of Human Rights’ (ECtHR) in the case concerning Ukraine, while considering the context of hybrid warfare and the special place case-law of the ECtHR has in the Ukrainian legal system. The judgement addresses both: the right to access to the courts and the issue of suspended social payments due to hostilities, the extent of obligations of the state defending itself against aggression towards its nationals and the delicate balance between security, human rights and humanitarian considerations; and as such has much deeper relevance and applicability than to Ukraine alone.

The local government reforms of the 1990s created a three-tier local government system. The results of the reform are generally perceived as positive. However, it is pointed out that the legislator has not completed the political transformation process. This is the outcome of a failure to introduce an adequate and effective system of managing large cities - metropolises. In 2017, the first “metropolis” was established in the form of the GornośląskoZaglebiowska Metropolia (Upper Silesia-Dąbrowa Basin Metropolis, GZM). The act sparkeda nationwide discussion with other metropolises voicing their demands, including Gdansk, Gdynia and Sopot, which make up the core of the Tri-City. The Senate of the Republic of Poland, having listened to the Pomeranian (Pomorskie Province) local government officials and experts, put forward a legislative initiative. This article discusses it.

The prescription and wide acceptance of the use of classic and atypical antipsychotics in childhood and adolescence was legitimated by relying on the supposed therapeutic and curative functions of these drugs. Taking as a starting point the distinction of two explanatory models of action of psychoactive drugs, one centered on the disease and the other centered on the drug, I analyze how the pharmaceutical industry has contributed, with its marketing strategies, to the dissemination of a triumphalist narrative that naturalized the use of antipsychotics as a curefor psychiatric diseases. The two psychopharmaceuticals analyzed are chlorpromazine, a classic antipsychotic, and risperidone, an atypical, state-of-the-art antipsychotic.

El artículo examina los ´procesos de medicalización de los comportamientos disruptivos en la infancia desde el punto de vista de su codificación por parte del saber psiquiátrico. Se presentan cuatro fases de los procesos medicalizadores de la infancia considerada socialmente problemática y sus articulaciones con estrategias biopolíticas de gestión de la anormalidad.

El presente artículo informa de la investigación que tuvo como objetivo conocer las estrategias psicocientíficas asociadas a la producción de subjetividad en el neoliberalismo. El método usado fue el histórico-crítico fundado en los estudios foucaultianos. Resultados: (1) la medicalización de la vida ha sido una estrategia de gobierno; (2) la medicalización de la infancia, también estrategia de gobierno, ha pasado por tres momentos, cada uno de los cuales produce una forma específica de subjetividad; (3) se hallan tres razones para medicalizar la infancia y (4) las psicociencias y las biociencias son los discursos que han dirigido esta medicalización. Se concluye que el neoliberalismo ha usado esta estrategia de medicalización elaborada por las ciencias psi para ampliar la mercantilización de la vida y configurar la subjetividad autogestionada del emprendedor.

Este artículo se propone un análisis exploratorio sobre cómo se articula la cuestión de género y de eneración en las políticas sociales orientadas a las juventudes, implementadas en las últimas décadas en diferentes territorios urbanos/locales del interior de Argentina. Para ello, a partir de una revisión de los enfoques que, desde los estudios de juventud, fueron elaborando una definición de este sector de la población, se ponen en tensión las nominaciones que asumen las juventudes en las políticas públicas. El escrito se centra, específicamente, en un análisis de los modos en que se visibilizan/invisibilizan las diferencias de género y una perspectiva generacional, en los diferentes enfoques que presentan las intervenciones sociales del Estado hacia jóvenes. El abordaje metodológico desarrollado se orientó hacia la revisión y el análisisdocumental de las políticas públicas trabajadas, para el reconocimiento y la sistematización de los modos en que se definen a las juventudes. Las discusiones, por tanto, giran en torno a que predominan, en las políticas sociales orientadas a jóvenes, miradas tradicionales desde las que se define e interviene a tales agentes y, con ello, perspectivas en las que prima un carácter adultocéntrico y androcéntrico que demarcan las definiciones como las maneras en que aquellas son abordadas.

O Brasil e a América Latina têm sua formação social marcada por processos de exploração, dominação e desigualdade social. Este artigo constitui uma possibilidade de revisão da noção hegemônica de desigualdade social e apresentamos uma visão crítica que a considera como expressão da questão social em suas relações consubstanciais, a partir de um “nó” entre as relações de dominação-exploração-opressão de raça-classegênero. É a partir desse referencial que se almejou debater a desigualdade social, compreendendo sua dimensão subjetiva na Política de Assistência Social à luz da psicologia sócio-histórica. Para tanto, realizou-se uma pesquisa documental, analisando a concepção de desigualdade social, presente na Lei Orgânica da Assistência Social (LOAS), na Política Nacional de Assistência Social (PNAS) e na Norma Operacional Básica do Sistema Único de Assistência Social (SUAS). Na totalidade dos documentos, observa-se um escamoteamento das relações de dominação-exploração de raça-classe-gênero como mediações para compreensão do fenômeno da desigualdade social e da pobreza, sendo traduzido como vulnerabilidade social, ocultando as contradições da questão social. A naturalização da desigualdade social traduzida em vulnerabilidade e familismo reproduz modelos de dominação-exploração-opressão das usuárias da Política de Assistência Social.

The purpose of this paper is to analyze the impacts of Industry 4.0 on the pulp and paper sector. The applied methodology consists in the identification of eight technological clusters and their first effects on the industry: internet of things, internet of things, intelligent and connected production, artificial intelligence, networking technologies, biotechnology and bioprocesses, nanotechnology, advanced materials and energy storage. Questionnaires were also applied to identify the influence of these innovations on the Brazilian reality. The results demonstrate the diffusion and importance attributed to these technologies in the sector in 2017, in 2022 and in 2027.

O objetivo deste artigo é realizar uma radiografia do quadro feminino que saiu das urnas nas eleições municipais de 2020, buscando avaliar em que medida o conjunto de regras eleitorais que passou a vigorar nos últimos anos contribuiu ou não para melhorar a representação das mulheres. Para isso foram analisados os desempenhos desse segmento por votos para as prefeituras e as cadeiras parlamentares por região geográfica, raça, grau de escolaridade, ocupação, idade, ideologia e partido político. Nosso argumento é que, embora os dispositivos colocados em funcionamento nesse pleito tenham contribuído para obtermos avanços na representação feminina, eles ainda não são suficientes para as mulheres deixarem de ser sub-representadas na arena política municipal. Nossa principal conclusão é que foi quase nulo o efeito dos novos dispositivos legais no sucesso eleitoral das mulheres. Isso ocorreu, principalmente, porque o aumento do limite de candidaturas, a adoção da cláusula de desempenho e a homologação de listas partidárias que não cumprem as normas agem em direção contrária às ações adotadas que visam a melhorar a representação e a presença das mulheres na política brasileira.

Este trabalho tem como objetivo avaliar como as mudanças na estrutura produtiva chinesa impactaram os preços de bens industriais exportados pelo país entre 2001 e 2017. Para isto, considera-se o preço sendo uma variável explicativa da qualidade das exportações. Metodologicamente propõe-se calcular as margens intensiva e de qualidade de acordo com Hummels e Klenow (2005) para grupos setoriais categorizados por tipos de tecnologia (intensivas em escala, diferenciadas e baseadas em ciência). Com isso, a análise dos setores intensivos em escala, diferenciados e baseados em ciência sinaliza que há um processo virtuoso de transformação produtiva e tecnológica chinesa à medida que se observa um aumento generalizado da relevância das exportações chinesas em terceiros mercados, via margem intensiva. No entanto, a margem de qualidade das exportações, representada pelo índice de preços, encontra-se em uma posição inferior comparativamente às principais economias em termos de desenvolvimento produtivo e tecnológico.

Embora seja fato estilizado que novos spin-offs de empregados apresentem taxas de sobrevivência superiores a de demais firmas entrantes, a literatura a respeito do crescimento dessas firmas, além de ser escasso, não parece convergir. Utilizando a ligação empregado-empregador da Relação Anual de Informações Sociais (RAIS) para o período de 2006 a 2015, spin-offs são identificados e segmentados entre os tipos pulled (oportunidade) e pushed (necessidade), quando a firma-mãe que deu origem continua ativa ou não, respectivamente. Mesmo controlando por características dos trabalhadores, das firmas e de setores, os resultados sugerem que spin-offs brasileiras tem maior taxa de crescimento e sobrevivência se comparada a outros entrantes. Quando se compara entre os tipos pulled e pushed spin-offs, ambos têm probabilidade de sobrevivência semelhante. Porém, pushed cresce a taxas inferiores à dos demais entrantes, ao contrário das pulled spin-offs. Ainda, encontra-se evidência de que a escolha do regime tributário Simples Nacional tem um importante papel para sobrevivência das empresas, porém ao custo de limitar o crescimento e a geração de empregos.

Este artigo analisa as dinâmicas da representação política de atores do campo religioso no Brasil contemporâneo. Para isso, toma como corpus de análise as campanhas de reeleição para a Câmara Municipal de Fortaleza, em 2020, de dois parlamentares: a evangélica da Assembleia de Deus, Priscila Costa, do Partido Social Cristão (PSC), e o católico carismático Jorge Pinheiro, do Partido da Social Democracia Brasileira (PSDB). Acionando temas da agenda moral (aborto, família, ideologia de gênero dentre outros), os dois vereadores se postaram como casos efetivos de mobilização conservadora de frações da sociedade a partir de uma gramática religiosa a legitimar a atuação na esfera pública. Analisando suas produções legislativas e, sobretudo, suas plataformas de campanha a partir das redes sociais, apresentamos uma compreensão das relações entre religião e política no cenário contemporâneo brasileiro a partir da disputa para o Poder Legislativo da capital cearense.

The impact of the FAPESP research program on bioenergy (BIOEN) is also analyzed, with a focus on the division of biomass and its subareas. Using detailed information from scientific articles in the subareas of Enzymatic hydrolysis, molecular markers, delignification, genotypes, enzymatic conversion, gene expression, nitrogen and photosynthesis, an evaluation of the international insertion of research and collaboration networks of Brazilian researchers is carried out. The methodology, which was based on the works of Verspagen (2007) and Dal Poz (2006), consists of the formation of clusters of publications indexed on the ISI Web of Science database. The selection of publications is guided by search queries based on keywords related to the subareas of biomass division. The software programs VantagePoint and Pajek are used to support the analysis of the information. The principle objective of the study is to identify the global incorporation of efforts to generate knowledge and technological progress in sugarcane biomass carried out by BIOEN. It was possible to identify a number of factors that influence scientific collaboration in the area of biomass, such as geographic distance and the dynamics of scientific collaboration between countries. An analysis of the biomass division of BIOEN, from a global perspective, showed little cooperation between Latin American countries. The results illustrate that Brazil generates the greatest amount of scientific knowledge regarding sugarcane biomass, however, when the subareas are analyzed separately, scientific publications from the US and China are also predominant. O presente artigo busca compreender a relação entre as Empresas Militares Privadas e o Tribunal Penal Internacional, órgão integrante do Sistema Internacional de Proteção dos Direitos Humanos. Toma como base as potenciais consequências de descumprimentos das leis de guerra por parte dos funcionários de ditas empresas. Assim, será abordada a constituição do TPI e do Sistema de Proteção dos DH para demonstrar que há a possibilidade desse tipo de julgamento. Entretanto, mesmo já tendo ocorrido violações do direito humanitário por parte dos funcionários das EMPs, nenhum deles já foi julgado. Será demonstrado que isso se dá devido à estrutura do regime de direitos humanos, que dificulta a imputação de responsabilidade em casos que envolvem EMPs; assim como pela própria estrutura interna das empresas que torna mais difícil identificar os responsáveis pelas violações. Por fim, o artigo demonstrará que há uma forte necessidade de alterar esse quadro para que a imputação de responsabilidade não fique somente na possibilidade legal.

Os debates sobre gênero não estão intimamente relacionados a urgências de perspectiva de mudança no que tange às políticas públicas, haja vista essa temática sofrer inúmeros embates naquilo que concerne à problemática da discriminação e do preconceito racial, ou seja, uma querela histórica que advém de um Brasil colonial, patriarcal e intrinsecamente escravocrata. Nesse sentido, este artigo instiga questões em demasia profundas sobre como as pautas de gênero, raça e padrão econômico se entrelaçam, formando singulares situações de risco e preconceito que reforçam os estereótipos injustos e coíbem a verdadeira forma de expressão, o que forma interseccionalidade. Com efeito, a sociedade teoricamente fomenta o indivíduo como ser plural, no entanto, a discriminação tem subjugado e dilacerado a vida de mulheres,negras, periféricas, assim como a comunidade LGBTQIA+, que se encontram desassistidas pelos projetos públicos. Vivenciamos um contexto em que há necessidade de viabilizar a inclusão de mulheres, sejam elas negras ou não, dentro de um patamar de igualdade salarial e proteção; nesse sentido, estamos inseridos em uma conjuntura de carência de programas de prevenção que eduquem as crianças e corrijam os adultos de modo eficiente. Em conclusão, o feminismo e a comunidade LGBTQIA+ enfrentam entraves sociais para ser respeitados e reconhecidos quanto à sua dignidade, o que ocasiona embates de uma classe social que sesente superior e faz contraponto aos direitos da pessoa humana.

As abordagens sobre as mudanças climáticas ganharam corpo político e jurídico nos últimos anos e diferentes processos sociais decorreram a partir disto, como a criação de legislações e políticas específicas nos estados brasileiros. Dessa maneira, buscou-se com este trabalho demonstrar um quadro geral de construção legislativa e política em torno das mudanças climáticas no Brasil, tendo como enfoque a região Nordeste, com recorte temporal entre 2005 e 2017. Para isto, utilizou-se de metodologia apoiada em Barbi (2014), erguida com o levantamento de informações públicas em plataformas digitais, assim como verificando as designações para com as estratégias sobre mitigação e adaptação. Conclui-se que desdobra-se um processo de construção e inserção do Brasil como ator importante na temática; todavia, a região Nordeste apresentou carências significativas em termos legislativos e políticos sobre mudanças climáticas no período observado.

De 1946 a 1958, os Estados Unidos realizaram 67 testes nucleares nas Ilhas Marshall. Os testes contaminaram a terra, exigiram que os marshalleses se deslocassem para áreas mais seguras e ocasionou problemas de saúde e da sua cosmovisão local. No final do século XX, esses elementos foram novamente ameaçados devido à mudança climática. O artigo por meio do método de investigação do thick signifier approach demonstrará que as mudanças climáticas podem ser enquadradas como um risco para a segurança ontológica dos ilhéus. Para buscar indícios da (in)segurança ontológica serão analisadas as manifestações culturais marshallesas. Será demonstrado como os marshalleses estão buscando se adaptar e preservar sua segurança ontológica em Springdale, Arkansas. Entende-se que o investimento pelos EUA na criação de centros multiculturais para preservar a cultura marshallesa e a concessão de oportunidades de crescimento profissional para essa comunidade pode contribui para melhorar a sua inserção na sociedade norte-americana e ajudar na preservação da sua segurança ontológica. Já em relação às Ilhas Marshall, seria importante que os EUA contribuíssem para levantar as ilhas artificialmente, para a construção dos muros e para a diminuição dos efeitos das mudanças climáticas por meio de uma atuação mais ativa.

We identify and discuss the risks of failures in governance of regulatory authorities and the actions governments and regulatory authorities can take to mitigate these risks. The mandates of regulatory authorities are to protect the public by ensuring that entities under their jurisdiction are compliant with the legislation and regulations governing their activity. It is imperative that regulatory authorities hold themselves accountable for fulfilling their responsibilities to the same standard of compliance through consistent, certain, and ethical behaviours. Risks in effectiveness of the governing legislation and regulations for regulatory authorities, in ethical behaviours of the member(s) of their governing Boards of regulatory authorities, and in effectively implementing governance principles and best practices by their governing Boards can lead to failure of governance and in fulfilling their responsibilities. Failures in any of these areas result in loss of public confidence and trust in regulatory authorities, and consequently erodes public confidence and trust in the regulated entities under their jurisdiction. A recent example of mismanagement and misappropriation of funds by the energy regulator in Alberta is a case study of the root causes of governance failures. We provide recommendations for jurisdictions and their regulatory authorities to consider in developing sound regulatory oversight that ensures failures in governance do not occur., The School of Public Policy Publications, Vol. 14 (2021)

O artigo analisa de forma pioneira o grau de incerteza dos projetos do setor farmacêutico que receberam recursos de subvenção econômica da FINEP entre 2007 e 2014. Foram analisados 87 projetos de 60 empresas contemplados em 8 editais de subvenção. Os dados indicam um aumento do valor médio por projeto, bem como oscilações ao longo do período no aporte de recursos para projetos deste setor, ainda que seja um setor sistematicamente contemplado pelas recentes políticas industriais. A partir da taxonomia de incerteza e tipos de inovação de Freeman e Soete,52 projetos do setor farmacêutico foram classificados, caracterizando-se como um estudo multicaso. Esta análise permitiu inferir que, na média, os projetos apoiados envolvem incerteza moderada, apontando para a importância de políticas industriais sistêmicas que incentivem que as empresas brasileiras farmacêuticas avancem no desenvolvimento de atividades de inovação com maior grau de incerteza.
