Todays, rural managing plans are the most important tools of the management of rural development. After more than three decades, from the beginning of the implementation of such plans in rural areas of the country and to acquire experience, it is necessary to know that such plans for rural community of the country, has had what results and outcomes. This article, take notice the evaluation of amount of realization of suggested usages and then the amount of adaption of this usages in the implementation phase of project with the map of approved usages of this plan in the vilages of khaf County. For estimating the amount of realization of suggested usage of managing rural plans was used. A compilation of approved suggested map of studied villages in 2001 –2003 and the map of their status quo in the current year 2013. In this article, research method is descriptive– analytical and for data collection was used of field and documentary methods. Search finding, was ArcGIS and also preparation and analysis of all plans by using software shows that the highest percentage of realization is related to sport usage with 87.8 percent and the lowest is related to green space with 12.1 percent of realization. Also the lowest adaptability of suggested usages is related to Sedeh village with 71.8 percent of adaption and highest is related to Khergerd village with 99.3 percent. In the field of becoming operational of suggested usage, regarding the implementation just 53 percent of area of suggested usage, we can conclude that in these village's has been poor. But this same running area had the necessary adaption with the usages of suggested plan.

AbstractThe growing population on the one hand, and consequently the increase and change in the pattern of consumption, has caused a double burden on the environment. It seems that a great deal of environmental problems are rooted in human behavior that can be solved by knowing its consumption behavior and correcting it. The present study examines the responsiveness of rural households' behavioral responses to the environment and the individual factors affecting it. The research method is descriptive-analytical and the sample size is 235 households in 16 villages of Khaf frontier city. In this study, the ecological behavior of consumption was divided into three dimensions of environmental knowledge with 14 indicators, environmental value with 15 indicators and environmental perception with 17 indicators by field studies. The results showed that there is a positive and significant relationship between the number of years of studying rural households and adherence to green behavior in the field of consumption with a severity of 0.22. Although there is a positive and significant relationship between green behavior and its dimensions, the relationship between green behavior and environmental knowledge is very strong with intensity of 0.917 (Sig. = 0. 00). Also, "the perceived environmental benefits Consumer "with 3.5, " consumer environmental knowledge "with 3.32 and" consumer environmental value "with 3.22 higher than the theoretical average (Sig. = 0. 00). in total, the adherence of rural households to" Green consumption "with 3.33, although more than average (Sig. = 0. 00), but far to the desired threshold. Obviously, behavioral changes will not be accepted by themselves and require the preconditions that are more important in the context of research findings, the strengthening of "environmental knowledge.

The research is an applied type, and its method is descriptive-analytic. The subjects of analysis are the rural households in the central area of Khaf County. A documentary method was used, and the field data collection tool was a questionnaire. In this study, the tools that strategic planning and management benefited from were SWOT and QSPM. Based on the field studies and the documents, 18 advantages and 12 weaknesses were identified as opportunities and threats facing the green ethics in rural households in relation to their consumption behavior. According to the final scores in the evaluation matrix, the internal and external factors were 2.64 = IFE 2.86 = EFE respectively. These scores were used to boost the green ethics and the corresponding optimal aggressive strategies. Then, the desirable strategies were prioritized by means of the Quantitative Strategic Planning Matrix (QSPM). The strategy of "massive financial and technical support of indigenous knowledge in the field of green ethics" scored 1.045 and was, therefore, determined as the most important strategy. Since human behavior is involved in any environmental issue, it is necessary for managers to correct human relationships with the environment based on the patterns consistent with green ethics.

The site selection of land uses in Rural Guidance Plans should be able to maintain its favorable position over time with the minimum changes so as to ensure the sustainability of rural physical planning projects. The main goals of this paper is to assess the degree of satisfaction rural communities of the proposed sites in Rural Guidance Plans in sample villages of Khaf County. The data of the study, which drew on a descriptive-analytical method, were mainly gathered based on field studies and a questionnaire that was distributed among 253 subjects in 10 rural settlements, which had experienced Rural Guidance Plans about a decade ago. Face validity was confirmed by experts and its reliability by performing pre-test and analysis of the questionnaire data and the calculation of Cranach's alpha coefficient (0.854) were approved. Research instrument is questionnaire. Data analysis was conducted using SPSS software and Arc GIS software were used to assign weight to the indexes and prepare maps respectively. The results show that the proposed localization of User-conductor designs to fit the needs of rural communities, physical needs and is consistent with ecological. And we can say that in this aspect, most villagers have expressed satisfaction with the implementation of the proposed use. In contrast, the base for the social and economic dimensions, respectively is - 3.098 and -2.723. Indicates that the social and economic indicators in preparing and conducting projects in this area, little attention has been made and people have the lowest levels of satisfaction.
