The Cherenkov power meter developed at the Jožef Stefan Institute (JSI) is an independent, reliable and cost-effective measurement system based on Cherenkov radiation detection, used to measure fast power transients during pulse operation at the JSI TRIGA research reactor. It is based on a closed tube in order to avoid interference from external light sources and radiation damage experienced by optical fibers. The tube is placed in the reactor core periphery, the bottom part of the tube is filled with water, serving as the source of Cherenkov light. The measurements obtained in the framework of an extensive experimental campaign in collaboration with the French Atomic and Alternative Energy Commission (CEA) focused on reactor pulse operation using the Cherenkov power meter show excellent agreement with existing nuclear instrumentation (TRIGA pulse recorder), especially for high peak power pulses. However, the Cherenkov power meter outperforms the TRIGA pulse recorder in accurately recording low peak power pulses. The power vs. time behavior measured with the Cherenkov power meter is in accordance with measurements using miniature fission and ionization chambers developed at the CEA. The possibility of reactor pulse characterization based on measurements with the Cherenkov power meter combined with neutron dosimetry measurements sets the basis for enabling irradiation during pulse operation at JSI TRIGA research reactor in the future. Musculoskeletal disorders (MSDs) are considered the leading cause of occupational disability and loss of productivity. The manufacturing industry is one of the work sectors where workers are most exposed to risk factors that can cause MSDs. This article reports the case of workers in a manufacturing company located in Tijuana, Mexico. This research aims to minimize the ergonomic risk workers are exposed to in the mechanical kick press and packaging stations. Rapid Entire Body Assessment (REBA) and Job Strain Index (JSI) methods are applied to evaluate the risk levels caused by postural load and repetitive movements before and after redesigning the stations. To redesign the stations, an anthropometric study was performed on the workers. The results show that, with the design of the new press station, the level of risk caused by the postural load is reduced from 10 (high) to 1 (negligible), while the level of risk caused by repetitive movements is reduced from 13.5 (high) to 1 (low). In the case of the packaging station, the level of risk caused by postural load was reduced from 9 to 2, while the level of risk caused by repetitive movements remained at 3. It can be concluded that the correct application of different Ergonomics tools allows for eliminating several risk factors. [ABSTRACT FROM AUTHOR]

Brain is the primary complex organ in the human body. Brain tumor due to the abnormal cells of proliferation, brain tumor decrease the life expectancy of the patient when not identify at early stage. If identify at an early stage, life expectation of the patientmay rise. To identify the tumor preciselyso many image processing techniques were proposed by so many authors. Nowadays proper segmentation of tumors in brain images is very necessarythat helps in proper treatment. Among various modalities Magnetic resonance imaging (MRI)is usedto segment the tumor due low ionization and noise. In this paper, study the various clustering segmentation techniques to identify the tumor from human brain MRI images. The clustering techniques such as K-means andfuzzy c-means(FCM) techniques are used after proper pre-processing steps. Both clustering methods performances evaluated by dice coefficient (DC), Jaccard similarity index (JSI), structural similarity indexmeasure (SSIM), and time. Finally, the FCM accurately detect the tumor as compared to the K-means clustering due to multiple clusters update iteratively. 7. NON-DISCRIMINATION UNDER THE MOST-FAVOURED-NATION OBLIGATION AND ADEQUACY DECISIONS IN THE GENERAL DATA PROTECTION REGULATION.

Regulatory measures on cross-border data flows are essential to personal data protection laws. The General Data Protection Regulation (hereinafter "GDPR") of the European Union (hereinafter "EU") is one of such influential personal data protection regimes, which has become a model and has been adopted by many countries. The GDPR aims to ensure the protection of natural persons regarding the processing of personal data. To protect personal data outside the EU, the GDPR provides certain safeguards for its movement across the EU border. Under the GDPR, the Commission can make a finding that a third country ensures an adequate level of protection, and the transfer of personal information to that country does not require specific authorization. Given the huge number of transfers involved, the adequacy decision is critical to the cross-border transfer of personal data under the GDPR. The adequacy status of a country would have a strong impact on the competitive position of its service providers supplying digital services to consumers in the EU. The adequacy decision is therefore at the heart of the EU's Most-Favoured-Nation (hereinafter "MFN") obligations under the international trade rules. This paper argues that the current likeness analysis of the MFN obligations under the General Agreement on Trade in Services (hereinafter "GATS") is not optimal in solving the MFN disputes. Recent Regional Trade Agreements (hereinafter "RTAs") adopted a different approach that may solve some of the major problems under the GATS, i.e., the costs and uncertainties associated with the issues regarding whether non-discrimination obligations and necessity tests even apply to data protection measures. Under such RTAs, evaluations of data personal measures go straight to the nondiscrimination test. It is more straightforward and cost-effective, and future trade negotiations should consider this approach. Instead of focusing on the relationships between the services or service suppliers, this approach focuses on the non-discrimination obligation of the data protection regimes. However, the approach raises the issue of determining the inconsistency with the MFN obligation. Considering the jurisprudence of the World Trade Organization (WTO), this paper argues that the Joint Statement Initiative (JSI) negotiations should adopt an MFN obligation that focuses on the design, structure, and process of the personal data protection regime. Los riesgos ergonómicos constituyen un factor de gran importancia dentro de la gestión de la seguridad y salud en el trabajo. Su identificación en el contexto organizacional ha derivado de las molestias que han presentado los trabajadores como parte del desarrollo de sus funciones en el tiempo y la prevención cada vez ha ganado la atención de los empleadores integrándose como eje central de los sistemas de gestión en seguridad y salud en el trabajo. No obstante, los planes de prevención se han establecido de manera mayormente subjetiva valorando las condiciones del puesto, por ello, el objetivo de la investigación consiste en diseñar un sistema de monitoreo en tiempo real por medio de IOT para la medición y análisis de datos sobre el nivel de riesgo ergonómico de trabajadores del sector metalmecánico, fortaleciendo así la prevención y las acciones encaminadas al bienestar del empleado y de la empresa en general. En esta intención se diseñó el prototipo de un dispositivo ergonómico el cual se encargará de la recolección de datos para realizar el análisis continuo de los movimientos que desempeñan los trabajadores al realizar sus tareas. El análisis de los datos se realizó aplicando el método JSI (Job Strain Index), no obstante, se cuantificaron algunos aspectos cualitativos que considera dicho método, lo cual brinda mayor asertividad al procedimiento de medición y convierte el dispositivo en una herramienta eficaz para disminuir el porcentaje de error que se produce por las apreciaciones subjetivas del evaluador. Se concluye que los riesgos ergonómicos pueden ser atendidos por medio de la implementación de la tecnología como la basada en IoT, a bajo costo y con alto impacto positivo en la eficiencia de los procesos y el bienestar del recurso humano de una organización. Ergonomic risks are a very important factor in the management of health and safety at work. Its identification in the organizational context has derived from the annoyances that workers have presented as part of the development of their functions over time and prevention has increasingly gained the attention of employers, integrating it as a central axis of the safety and security management systems. health at work. However, prevention plans have been established in a mostly subjective way, assessing the conditions of the position, therefore, the objective of the research is to design a real-time monitoring system through IOT for the measurement and analysis of data on the level of ergonomic risk of workers in the metalworking sector, thus strengthening prevention and actions aimed at the well-being of the employee and the company in general. With this intention, the prototype of an ergonomic device was designed which will be in charge of collecting data to carry out the continuous analysis of the movements carried out by workers when carrying out their tasks. The data analysis was carried out by applying the JSI (Job Strain Index) method, however, some qualitative aspects considered by said method were quantified, which provides greater assertiveness to the measurement procedure and makes the device an effective tool to reduce the percentage of error that is produced by the subjective appraisals of the evaluator. It is concluded that ergonomic risks can be addressed through the implementation of technology such as that based on IoT, at low cost and with a high positive impact on the efficiency of processes and the well-being of an organization's human resources.
