AbstractThe increasing growth in information and the complexity of organizations and the dimensions of organizational issues on the one hand and the serious limitations of human resources and financial resources despite the unique mission and supervisory roles considered for the Supreme Audit Court of Iran, on the other hand, the adoption of new approaches in supervision including the intelligentization of the remarkable portion of processes and the use of information technology capacities have made it an undeniable necessity for such organizations. Based on this, in recent years, the discussion of intelligentization is raised as a basic necessity in many organizations. But the first and very basic issue for such a development is the uncertainty of its concept, dimensions, and components, which have been neglected to a large extent. For this purpose, in this research, using the Interpretive-Structural modeling approach as the main research method and using the soft systems methodology as a secondary and supplementary method, after explaining the concept of intelligent audit, the components and elements of intelligent audit at the level of the Supreme Audit Court and the model of Its cognitive mapping was designed. Finally, after leveling the elements, the fourteen identified elements were categorized into three general categories: "drivers and requirements", "design and implementation elements" and "outputs" and the relationships between them were analyzed. According to the laws and regulations, the Supreme Audit Court, as a supreme supervisory body, has the duty of monitoring, reviewing and controlling the resources and expenses of the entire country's budget, the properties and assets of the executive bodies, and in general the protection of funds, properties and assets subject to public ownership.Materials and MethodsIn order to identify the elements of intelligent auditing, along with semi-structured interviews, Soft Systems Methodology (SSM) was used. For this purpose, more than 40 hours of interviews were conducted with 29 experts. After implementing Soft Systems Methodology, intelligent audit elements were extracted, modified, and finalized with the help of experts in a round-trip process. In the next step, to model and prepare the cognitive mapping of elements, an Interpretive-Structural Modeling (ISM) questionnaire was designed and distributed among experts, and finally, the outputs were summarized and analyzed based on 15 completed questionnaires.Discussion and ResultsThe identified elements of intelligent auditing in the Supreme Audit Court are: 1. Integration of information and financial systems of executive bodies 2. Online or timely access to data of executive bodies and information systems 3. Validation of systems of executive bodies 4. Design and use of artificial intelligence tools 5. Training and recruitment of required specialists 6. Redesigning the structure and processes of the court based on the requirements of intelligence 7. Timely warning of violations, crimes and malfeasance 8. Automated processes as much as possible 9. Change management 10. Designing and using data analysis tools 11. Knowledge Management (accumulation, classification and presentation) 12. Systematic management of audit processes 13. Country governance monitoring dashboard 14. Systematic identification of control weaknesses of executive bodies. The cognitive mapping of these elements was determined during the structural-interpretive modeling steps, and finally, these elements were categorized into three general categories: "drivers and requirements", "design and implementation elements" and "outputs", and the relationships between them were analyzed. Also, the graph of influence and dependence of elements was drawn.Conclusion"Education and recruitment of required specialists" and "redesigning the structure and processes of the Court based on the requirements of intelligence" are considered the most basic matters and perhaps it can be said that the starting points of audit intelligence in the Supreme Audit Court. Also, "change management" plays an essential role in the process of intelligence and will somehow facilitate this process. In general, without the implementation of drivers and requirements, the success of intelligent audit in the Supreme Audit Court of Iran seems unlikely.The design and implementation elements of the intelligent audit are all placed on the same level, and the mutual communication of these elements with each other indicates the necessity of their joint implementation to form an intelligent audit. The mentioned elements form the main part of the intelligent audit in the Supreme Audit Court and their collection forms the expected outputs of the intelligent audit.Also, the four elements of the first to fourth levels show the outputs of intelligent auditing. With the correct execution of the previous items, these outputs are expected to be achieved.

This study is carried out to identify, evaluate and rank the causes and factors of capital flight in Iran, derived from ideas of a group of experts in the capital and investment field, including managers, scholars, and other elites. The present research is applied in terms of purpose and duration of data collection, considered a descriptive-survey. After reviewing the literature, a set of ten economic causes for the capital flight were identified. After the collected data's fuzzy expression, its de-fuzzy numbers are considered the DEMATEL matrix's direct effect. Using this technique, the indirect effects matrix and total effects were calculated. To evaluate each factor's position, based on Interpretation Structural Modeling (ISM), the MICMAC chart was derived, and the results indicated that none of the elements were recognized as dependent variables. Among these, "problems of transferring funds and opening an account in the international framework" and "the dual exchange rate system in the country" are independent variables with low dependence but high penetration. Two autonomous elements and the six linkages are also identified. Finally, through Analytical Network Process (ANP) method, all economic causes of the country's capital flight were ranked. The results show that the highest priority of capital flight in Iran is "low investment return in Iran, and on the contrary, high-profit incentives for investment," "high financial and economic risks, inappropriate risk hedging," "Fundraising obstacles (including fixed interest rates, quotations, failure to provide allocated financial credits)," "problems to establish ideas and business plans, and complex processes of setting up a business" and "low degree of economic openness and problems to export and import" respectively. Finally, strategies to address the capital flight were addressed, including creating a secure and stable economic space and adopting valid macroeconomic policies with appropriate interest rates.

In recent decades Iranian public education system faced enormous challenges in the area of planning, performance, and interaction among stockholders. Nevertheless, through gaining the trust of parents and attracting their efforts, there will be a novel approach to the issues. This research aims to address educational policy issues through public participation in the period of seventh national development plan. By implementing a multi-method approach, a qualitative method, the meta-synthesis had been used to identify the main components of participation. Initial findings were citizen's empowerment and beliefs, justice, information flow, quality and quantity of information, executive agencies, legal support, social factors, and the impacts of previous policies. The qualita- tive-quantitative method, ISM, then, has been used to discover the final model. In the final model, a five-level shape appeared. It is inferred from this model that achieving cooperative education requires improving a network of interrelated factors. In this network, the factors strengthen each other at different levels so that the education system of the country is ready for the participation of citizens and maximum interactions of different institutions of the society from the social, governance and citizenship aspects. In this model, social trends are the beginning of attracting and shaping the laws that support participation. These rules specify the basic needs, forms and means of participation. Based on the MICMAC analysis, the government in the link cluster includes participatory justice so that citizens are able to participate in the improvement and effectiveness of the education system with their own dynamics. Background: Hospital supply chain management (SCM) agility requires finding the main and effective dimensions, prioritizing, communicating between them and analyzing these dimensions in relation to each other. Objective: The purpose of this study was to identify different dimensions of the hospital SCM agility, proposing a model of the hospital SCM agility and determining the relationships between dimensions of agility, and prioritizing, analyzing, and interpreting dimensions of the hospital SCM agility. Materials & Methods: This cross-sectional study was performed on the physicians, nurses and staff working at public hospitals affiliated to Guilan University of Medical Sciences. Delphi technique was used to determine the dimensions of agility, interpretive-structural modeling approach was used for analysis. Network analysis was used to prioritize the dimensions of agility Results:‌ In the literature review 16 dimensions of agility were identified. The final model of agile supply chain management has 8 levels; cost reduction placed at the highest level and organizational leadership commitment was at the lowest level. Cost reduction dimensions were the highest priority and organizational culture was the lowest priority in the final network analysis. Conclusion: Agile supply chain management has very important and complex elements. Neglecting to monitor their changes can cause irreparable and profound damage to the medical sector. Interpretive-structural approach and network analysis create a constructive and effective method to model, analyze, and prioritize the dimensions of agile supply chain management.

Aims Today, the challenges of the new age such as inequality, poverty, violence, migration, pandemic diseases, reduction of energy resources, etc. have turned into global concerns. Cities are under pressure from these challenges and if not properly managed, they become increasingly fragile. Accordingly, the main goal of the current research is to identify and prioritize urban fragility drivers in Iran cities. Methodology This is a descriptive-analytical study carried out between 2019 and 2022 based on the mixed pragmatism paradigm in Tehran. For this purpose, considering the drivers of fragility mentioned in the theoretical foundations of the research, the factors affecting the fragility of Iran’s cities were identified by interviewing14 experts in the field of urban planning using the environmental survey technique and the structural analysis method. Then, these drivers were categorized into levels using the structural-interpretive modeling technique and a questionnaire. After determining the level of each factor and considering the final reachability matrix, the final ISM was drawn. Findings Based on the results of structural-interpretive modeling, twenty drivers of urban fragility in Iran’s cities were classified into eleven levels to determine the priority of each one to be addressed in order to reduce fragility. Purpose: Public Policy is a key tool for governments to exercise national sovereignty. The purpose of this research was to identify the factors affecting the implementation of public policies and determine the relationships among them using interpretive structural modeling in Iranian project-based companies active in the fields of oil and gas. Methodology: This research was qualitative in terms of method. Initially, in order to identify the components, a systematic review of literature was rendered. The statistical population of the study included senior managers of state companies active in the field of oil and gas, as well as university professors active in the field of policy-making. To collect data, 9 experts were interviewed, 55 selected articles were reviewed and a special questionnaire was administered. In order to systematically review the foundations and background of the research, an eight-step method was used, and finally, six categories were identified according to the secondary concepts. Regarding the research framework, in order to explain the relationships among variables and to classify the implementation model of public policies, the structural-interpretive modeling method was applied. Findings: Results show that the framework for the implementation of public policies includes such elements as tools and requirements, integrity, environmental factors, effectiveness, results, and strategies. Moreover, the variables fall into four groups: autonomous, dependent, connected and independent. Also, the relationships and effects of each category are examined.

It is generally assumed that the well-being of rural tourism communities is related to their degree of resilience. However, despite the importance of community resilience and its potential for long-term economic development, the factors affecting the resilience of the tourism community for sustainable development are often overlooked in the planning stages of tourism development projects in many parts of the world. The purpose of this study is to present a model for the resilience of the rural tourism community to the three components of community resilience, including environmental, social, and economic resilience for sustainable tourism development. In this study, through an in-depth study of the literature and open interviews with 15 experts in the field of rural development and tourism familiar with the sustainable development of the tourism industry in Hamadan, information was collected and using a heuristic approach of theme analysis and coding, finally 45 variables, 9 components, and 3 dimensions were extracted. Then in the next stage, the research components were implemented by 15 research experts using a questionnaire and interpretive-structural modeling (ISM) method and using MATLAB software, position, importance, and the effectiveness of the extracted research components were presented at five levels. The results of this study indicate that the component of financial support for sustainable development of tourism has the greatest effect and is the cornerstone of the resilience of the rural tourism community, and the component of health and safety of the tourism community has the most dependence.

Objective: This research pursues two main objectives: 1) designing an integrated system for ‎evaluating sustainable performance with an emphasis on the main executive processes of the ‎cement supply chain, and 2) identifying the position and role of the criteria of this system ‎in interaction with each other.‎ Methods: Achieving these goals in Sepahan Cement Company (SCC) is pursued in two phases. First, the supply chain ‎operations reference (SCOR) model is used to design an integrated framework for ‎evaluating the sustainable performance of the cement supply chain (CSC). Second, interpretive-structural modeling (ISM) and MICMAC analysis are used to analyze the position and role ‎of sustainable performance criteria in CSC main processes.‎ Results: In total, 16 environmental criteria, 10 economic criteria, and 4 social criteria ‎were identified. The contribution of the executive processes of sourcing, manufacturing, ‎delivery, and return of the cement supply chain from these criteria were 11, 15, 7, and 6 ‎criteria, respectively. In each process, key and effective criteria that played a fundamental ‎role in promoting process sustainability were identified.‎ Conclusion: Not all SCC processes play the same role in improving various ‎aspects of sustainability (society, environment, economy). Identifying the key and ‎effective metrics of each process provides managers and policymakers with an ‎appropriate perspective on the preparation of sustainability improvement projects. Despite ‎the presence of economic criteria in all four executive processes of the cement supply ‎chain, the effectiveness of these criteria is not the same in all processes. Therefore, the ‎preferences of decision-makers can be different regarding the prioritization of projects to improve the ‎sustainability of SCC.

Objective: Teaching and learning are one of the main activities of universities and institutes of higher education that take place either in formal environments or with non-formal education. To present an innovative approach to academic teaching and learning, the present study sought to introduce a design model for mixed teaching methods; the pedagogical model is called "Flipped Inquiry-Based Technological Learning" or Fibtel. Materials and Methods: In terms of purpose, this study was an applied one and in terms of how to collect the data needed to answer the two research questions, it is classified as an exploratory mixed method design. A systematic review and inductive content analysis of 59 articles with Q1 and Q2 scientific validity, a purposeful survey of the views of 30 higher education specialists, and an interactive management (IM) session with the purposeful presence of 13 experts were used to identify the Fibtel driving forces and their sub-elements. To interpretive-structural modeling (ISM) of the mentioned drives, data related to the views of 22 purposefully selected specialists were collected through a structural self-interaction matrix questionnaire and analyzed through cross-impact matrix multiplication applied to classification (MICMAC) technique. The statistical samples of the study were selected through the favorable informants’ method. In addition, interpretive validity has been used to increase the accuracy and agreement through the findings. Discussion & Conclusion: The results showed that the Fibtel interpretive-structural model with three levels of interaction has 9 causal driving forces and 76 sub-elements which are generally constructivism type: learning context, instructional plan designing, technological requirements, learners' competencies, learning content and resources, facilitation, learning activities, interaction opportunities, and learning assessment and feedback. Except for the one-way interaction of the learning context driver, the interaction mechanism of other driving forces is a two-way linkage. This type of interaction mechanism suggests 1. The organizational context and culture in Iranian university settings are very important and their influence on other factors affects learning. Therefore, without modifying and changing the organizational context and culture, changes in other factors that affect learning promotion will not have much effect practically. 2. To make major changes to the academic classroom system, there is no need to design extensive programs or a variety of technologies; rather, it is necessary to identify and find the critical, sensitive, and determined points of students' learning (drivers and their elements). Agility reflects the hospitalchr('39')s response to environmental changes, and agile hospitals are able to provide appropriate services to the patients. Hospital supply chain management agility needs to find the main aspects affecting the relationship and communication between them and to analyze the dimensions together. The purpose of this study was interpretive-structural modeling and analysis of dimensions of agile hospital supply chain management. Materials and Methods: The research design combined descriptive - survey exploratory approach to the future. The population study were doctors, nurses and staff at the University of Medical Sciences. The Delphi technique was used to determine the dimensions of agility and the interpretive-structural modeling approach was used for analysis and modeling. Mick Mac software was used to analyze the dimensions of agility. Results: The final model of agile hospital supply chain management with 16 dimensions had 8 levels, which was at the highest level of cost reduction and at the lowest level of organizational leadership commitment. The results indicate that leadership commitment is the foundation of supply chain agility in the hospital. Knowledge management variable had low impact and effectiveness and was known as a secondary leverage variable. The results showed that most agile supply chain management aspects of the main causes of complex communication and interaction, and the importance of agility in the hospital of the show. Since human resources are the most valuable factor for manufacturing, and the most important capital of every organization today, human resource planning (HRP) is one of the most underlying organizational plans. Planning to achieve skill and educational needs, and improvement of human resources can be the underlying factor for human resource planning. Over the years, human resources have been changed into the focus point of leading organizations and managers. It can be regarded as the most underlying organizational capital, for which no alternative can be considered. This study is aimed at presenting a model to measure the capabilities of human resources strategies. At first, wide library investigations were done in this field and existing models. Then, a basic model was selected to measure the capabilities of human resources within the governmental organizations to switch the study. Interviews were done with academic, and government experts and other scholars to test the validity and reliability of the model. the qualitative model validation was done using interviews, and the sampling method was snowball sampling. The model revision was done using qualitative methods. For model designation, the interpretive-structural modelling (ISM) technique, and fuzzy approach were used. The research instrument in this study was a questionnaire. According to obtained results, the experts counted essential factors affecting the capabilities of human resource strategy as follows: value, scarcity, being inimitable, without substitution, taking required behaviours, having required competencies, sufficient motivation of personnel, and productivity. Technology, along with political and economic factors, is one of the main drivers of the future of banking. Banking managers urgently need to know technological trends to make strategic decisions, know the future accurately, and make the most of existing opportunities. Industry 5.0 is the dream of modern banking, based on strategies for successful entry into the field in a completely different way. Using a complex literature survey, 49 indicators were identified to enter Industry 5.0 and were classified into three categories of insignificant indicators, essential indicators, and very necessary indicators. Then, based on the opinions of 10 experts from ten countries with modern banking in the world, the researchers focused on 14 essential indicators. To analyze the drawn space, structural-interpretive modeling and MICMAC analysis were used and the model was classified into nine levels. The results showed that low-level indices are the most influential (TMBE and HEMS) and higher-level indices are the most influenced (PZM and RNC). Finally, researchers analyzed how to use new technologies in the banking industry with the entry of the Industry 5.0 and revealed what the characteristics of the impact of these indicators on entering Industry 5.0 are. In this study, through an in-depth study of the literature and open interviews with 15 experts in the field of rural development and tourism familiar with the sustainable development of the tourism industry in Hamadan, information was collected and using a heuristic approach of theme analysis and coding, finally 45 variables, 9 components, and 3 dimensions were extracted. Then in the next stage, the research components were implemented by 15 research experts using a questionnaire and interpretive-structural modeling (ISM) method and using MATLAB software, position, importance, and the effectiveness of the extracted research components were presented at five levels. The results of this study indicate that the component of financial support for sustainable development of tourism has the greatest effect and is the cornerstone of the resilience of the rural tourism community, and the component of health and safety of the tourism community has the most dependence. Background and Aim: The overall goal of the medical department is to develop and manage an efficient and effective supply chain. Intrinsic instability and unpredictability of treatment needs to require a flexible supply chain. Agility reflects the hospital's response to environmental changes, and agile hospitals are able to provide appropriate services to the patients. Hospital supply chain management agility needs to find the main aspects affecting the relationship and communication between them and to analyze the dimensions together. The purpose of this study was interpretive-structural modeling and analysis of dimensions of agile hospital supply chain management. Materials and Methods: The research design combined descriptive - survey exploratory approach to the future. The population study were doctors, nurses and staff at the University of Medical Sciences. The Delphi technique was used to determine the dimensions of agility and the interpretive-structural modeling approach was used for analysis and modeling. Mick Mac software was used to analyze the dimensions of agility. Results: The final model of agile hospital supply chain management with 16 dimensions had 8 levels, which was at the highest level of cost reduction and at the lowest level of organizational leadership commitment. The results indicate that leadership commitment is the foundation of supply chain agility in the hospital. Knowledge management variable had low impact and effectiveness and was known as a secondary leverage variable. The results showed that most agile supply chain management aspects of the main causes of complex communication and interaction, and the importance of agility in the hospital of the show. Technology, along with political and economic factors, is one of the main drivers of the future of banking. Banking managers urgently need to know technological trends to make strategic decisions, know the future accurately, and make the most of existing opportunities. Industry 5.0 is the dream of modern banking, based on strategies for successful entry into the field in a completely different way. Using a complex literature survey, 49 indicators were identified to enter Industry 5.0 and were classified into three categories of insignificant indicators, essential indicators, and very necessary indicators. Then, based on the opinions of 10 experts from ten countries with modern banking in the world, the researchers focused on 14 essential indicators. To analyze the drawn space, structural-interpretive modeling and MICMAC analysis were used and the model was classified into nine levels. The results showed that low-level indices are the most influential (TMBE and HEMS) and higher-level indices are the most influenced (PZM and RNC). Finally, researchers analyzed how to use new technologies in the banking industry with the entry of the Industry 5.0 and revealed what the characteristics of the impact of these indicators on entering Industry 5.0 are.

The development of tourism in rural areas is an essential element and one of the ways to save villages from poverty, migration and social and economic problems. With the decline of traditional industries as sources of income for rural communities, these communities should find alternative means to strengthen economic resources for the development of their communities. Currently, among the types of rural tourism, food tourism has become very important. The author's problem is to identify the set of factors and structures affecting the role of food tourism in the sustainable development of rural settlements in Mazandaran province. The main goal of this research is to identify the structures and determine the relationships between the components of food tourism and the sustainable development of rural settlements in Mazandaran province. The method of collecting information is in the form of library studies. The data of this research were classified into two parts, qualitative and quantitative. Data collection tools are interviews and questionnaires. The community investigated in this research, experts include managers and senior experts of the General Department of Cultural Heritage, Handicrafts and Tourism of Mazandaran Province. In order to create a model of the role of food tourism on the sustainable development of rural settlements in Mazandaran province, the interpretive-structural modeling method was used, the structures of which were identified through qualitative methods and content analysis methods. In the following, using MICMAC software, the degree of influence and effectiveness of the variables on each other has been determined. The results of the research show that at the tenth level of the model, the "government support" structure is placed, which is the foundation of the model, and the sustainable development of villages starts from this policy and spreads to other structures. Finally, in the first level of the model, there is the "social structure" structure, which is the result of the relationships between the structures of our previous levels and results in the sustainable development of the village. Proper and efficient use of contracts in the banking sector requires a comprehensive review of all aspects of jurisprudence, legal, economic and financial. At this study, by using descriptive and exploratory techniques and interviewing with experts and survey studying, aspects of vagueness in banking contracts (Case Study: Mudaraba contract) are inferred. To this end, by using the Interpretive-Structural Modeling (ISM), components are analyzed and sequence and relationship between component are acquired. Realization of austerity economy in production-based economy requires proper allocation of resources in the economy and the goal of founding Islamic banking contracts is involvement of this issue.The results indicate that the “weakness and failure of regulations and guidelines”, “central bank monetary policy”, “knowledge of bank employees and bank customers regarding contracts” and “paying attention to the risks prior to the allocation” are the first priorities to be regarded for the correct execution of contracts.Insights gained from this research, helps policymakers and planners for planning and executing contracts, in line with the austerity economy.
