Changing distribution and abundance of small pelagic fishes may drive changes in predator distributions, affecting predator availability to fisheries and surveys. However, small pelagics are difficult to survey directly, so we developed a novel method of assessing the aggregate abundance of 21 small pelagic forage taxa via predator stomach contents. We used stomach contents collected from 22 piscivore species captured by multiple bottom trawl surveys within a vector autoregressive spatio-temporal model to assess trends of small pelagics on the Northeast US shelf. The goal was to develop a spatial "forage index" to inform survey and (or) fishery availability in the western North Atlantic bluefish (Pomatomus saltatrix) stock assessment. This spatially resolved index compared favorably with more traditional design-based survey biomass indices for forage species well sampled by surveys. However, our stomach content-based index better represented smaller unmanaged forage species that surveys are not designed to capture. The stomach-based forage index helped explain bluefish availability to the recreational fishery for stock assessment and provided insight into pelagic forage trends throughout the regional ecosystem. Human well-being is critically linked to the condition of marine ecosystems. Intangible services, benefits, and values derived from ecosystems play a vital role in human well-being and promote conservation efforts that ultimately support ecosystem sustainability. Similar to many regions, communities along the west coast of Hawai‘i Island are intertwined with their diverse and productive ecosystem. Though multiple resource management programs focus on operationalizing ecosystem-based management in this region, they lack adequate inclusion of connections between people and their environment. To address this, we used the Cultural Ecosystem Services (CES) framework to investigate intangible connections and opportunities to include them in resource management. Through unstructured interviews with community members on Hawai‘i Island, we explored relationships between CES and human well-being. We found that certain CES seem to be strongly related and/or connected to a large number of other CES. We also describe emergent interview themes, which include the ecosystem’s influence on well-being, types of access to CES, and the values that people ascribe to their ecosystem-derived connections. Importantly, these themes represent necessary modifications to ecosystem assessment frameworks. Additionally, we suggest stepping away from discussing CES as if they exist in segregated categories that contribute to individual facets of human well-being. Taken collectively, our findings support deepening the scope of ecosystem assessments and improving sociocultural indicators for the benefit of marine ecosystems and human well-being alike.

Showcasing the fishery ecosystem trajectory framework, this study seeks to understand the complex interplay between environmental, socioeconomic, and management factors in a large marine ecosystem as they relate to the status, structure, and function of living marine resources over time. Utilizing this framework, a historical accounting of a fishery ecosystem’s shifting stable states can be developed to describe the evolution of resources and identify apparent temporal controls. To that end, approximately three decades of data, spanning 1986–2013, were drawn from the 2017 ecosystem status report for the United States’ Gulf of Mexico (GoM) and used here as a case study. Analyses revealed a capricious system with ten unique fishery regime states over the 28- year period. The fishery ecosystem trajectory was broadly characterized by gradual and persistent changes, likely fueled by exploitation trends. However, a mid-1990s paradigm shift in the dynamics controlling the system-wide organization of resources resulted in an apparent recovery trajectory before leading to continued differentiation relative to its 1986 baseline configuration. This “Humpty Dumpty” ecosystem trajectory signifies permanent alterations akin to the nursery rhyme protagonist’s unrecoverable fall. Anthropogenic factors identified as influential to resource organization included artificial reef prevalence and recreational fishing pressure, while regional effects of the Atlantic Multidecadal Oscillation’s warm phase transition after 1995 and rising sea surface temperatures in the GoM were also deemed notable. Conspicuously, the paradigm shift timing was coincident with effective implementation of annual catch limits due to the 1996 Sustainable Fisheries Act, highlighting the importance of the robust regulatory environment in this region. While these results describe the GoM fishery ecosystem’s vulnerability to shifting environmental and socioeconomic conditions, they also underscore its resources’ resilience, likely rooted in their complexity and diversity, to the rapidly evolving pressures observed throughout the study period. Accurate assessments of ecosystem condition are needed to inform management processes such as systematic conservation planning and protected area expansion, marine spatial planning and other effective area‐based conservation measures. Yet measuring the condition of dynamic and often largely inaccessible marine ecosystems is extremely difficult and presents a global challenge.Broad‐scale cumulative impact assessments have been used in South Africa as a proxy for marine ecosystem condition in national assessments and reporting because the data are more readily available, and knowledge exists on the impacts of various human activities (or pressures) on marine ecosystems. While useful for national reporting, assessments based on in situ ecological data are also needed at finer scales relevant to management.Applying the HELCOM BEAT approach, this study used in situ ecological data to identify potential methods and indicators that can be applied in South Africa to conduct integrated ecosystem assessments and to assess the suitability of current cumulative impact assessments as a proxy for condition.Aggregated fish indicators demonstrated greater sensitivity to varying human pressures compared with benthic community indicators, with responsiveness differing by location. Notably, site‐level differences in empirical condition emerged that broad‐scale cumulative assessments often missed. The study thus highlighted the varying suitability of cumulative impact scores as proxies for condition, indicating their reliability for fish communities. However, this is also dependent on the pressure types included, the biotic indicators used and the area of focus.Conservation decisions based solely on cumulative impact scores could misrepresent the actual condition of the environment, which makes it difficult to make management decisions, especially at finer scales. As such, conservation initiatives need to be regionally adapted to effectively address the unique pressures and conditions of each area and should be tailored to account for fine‐scale variability, instead of adopting a one‐size‐fits‐all approach. Many economic sectors rely on marine ecosystem services, and holistic management is necessary to evaluate trade-offs between sectors and facilitate sustainable use. Integrated ecosystem assessments (IEA) integrate system components so that managers can evaluate pathways to achieve desired goals. Indicators are a central element of IEAs and capture the status and trend of individual components and should be sensitive to changes in the system; however, most indicators are aggregated over space and time as annual values, potentially leading to incomplete or inaccurate inferences about system change. Here, we demonstrate the utility of spatially and temporally explicit ecological indicators by fitting multivariate spatio-temporal models to survey data from the northeast US Shelf Ecosystem, encompassing three distinct ecoregions: Georges Bank, Gulf of Maine, and mid-Atlantic Bight. We evaluate three case studies to explore how these models can help assess ecosystem performance relative to management objectives, such as to: (1) identify dominant modes of variation in zooplankton communities; (2) quantify components of system stability; and (3) assess the density-dependent condition of groundfish over time. Collectively, these three examples demonstrate multiple interesting processes, but particularly highlight the rapid zooplankton changes and associated changes in benthivore condition and stability in the Gulf of Maine. Attributing changes in ecosystem indicators to localized processes is difficult using conventional "regionally aggregated" indicators, so this example highlights the benefits of spatio-temporal methods for integrated ecosystem analysis in this and other regions. Ecosystem-based fishery science is an important component of effective marine conservation and resource management. Implementation has progressed through large-scale comprehensive ecosystem status reports; however, integrating ecosystem research within the stock assessment process remains elusive. Primary obstacles include the lack of a consistent approach to including ecosystem and socioeconomic information into a stock assessment model and how to test its reliability for identifying future change. We introduce a methodology and reporting framework termed the Ecosystem and Socioeconomic Profile (ESP) to overcome these obstacles. The ESP facilitates the integration of ecosystem and socioeconomic factors within the stock assessment process through four steps that culminate in a focused, succinct, and meaningful communication of drivers for a given stock. The first ESP was produced for Alaska sablefish and we provide the general process to implement the ESP framework using results from the sablefish ESP. We conducted a data synthesis that allowed for the framework to be applied across multiple regions and stocks. ESPs are an efficient testing ground for developing ecosystem-linked stock assessments and provide a set of reporting tools that can be tailored to a variety of audiences in order to effectively merge the ecosystem, socioeconomic, and stock assessment disciplines. Coastal and adjacent shelf waters are generally highly productive ecosystems harboring important ecological processes and exposed to a range of anthropogenic pressures from land-based and marine sectors. Ensuring that the cumulative pressures from human activities do not cause unacceptable, permanent harm to the ecosystem is challenging but crucial for sustainable management of these regions. Linkage frameworks and ecological risk assessments have proven to be useful tools for holistic evaluations of cumulative human pressures as a guide to managers and policy makers for prioritization of risk factors. Here, we present the first holistic assessment of ecosystem risk from human activities along the Norwegian coast. Pressures from coastal sectors are identified and weighted by the exposure to and potential impact on ecosystem components following the ODEMM (Options for Delivering Ecosystem-based Marine Management) framework. We focus on four coastal regions with contrasting scales of human activities. Two southern regions with multiple anthropogenic activities are associated with higher cumulative risk of negative impacts compared to northern areas where less extensive activities have a lower potential of harming the coastal ecosystems. Despite latitudinal differences in human use of the coastline, the pressures and ecosystem components associated with the greatest risk of cumulative impacts are relatively similar between the regions. Contaminants and underwater noise stand out as high-risk pressures, associated with multiple sectors with a high spatiotemporal footprint and with the potential to negatively impact a range of ecosystem components. Nevertheless, a confidence assessment also highlights the need for more in-depth analysis on the input, spread and effect of these pressures on coastal ecosystems. We discuss strengths and weaknesses of the risk assessment framework and suggest new directions which may enhance the utility and uptake of such assessments for sustainable management of coastal ecosystems. Integrated Ecosystem Assessments (IEA) require consideration of the full suite of pressures and impacts affecting ecosystems. However, capacity limitations often severely limit our ability to do everything that we want or ‘should’ do, outside of short-term fully-funded focused research projects. In order to make IEA a reality in many contexts, priority consideration has to be given to how to achieve such comprehensive assessments. Ecoregions and Large Marine Ecosystems (LMEs) have been identified as potential management units, however these large areas encompass diverse habitats, and multiple nations with diverse human communities and use of marine environments, and a multitude of different management strategies. In this context, how can we make IEA an operational tool that can be applied at such high-level in a comparable, yet regionally-relevant adaptable approach? This paper outlines the demonstration and adaptation of an established risk assessment approach (Options for Delivering Ecosystem-Based Marine Management: ODEMM) to a rapid risk scoping tool, and how this approach has been applied using open source common analytical tools to improve operationality in both the Mission Atlantic project and the International Council for the Exploration of the Seas (ICES) Integrated Ecosystem Assessment Working Groups. Furthermore, a hierarchical approach is detailed that allows the integration of different levels of detail into a common format. The resulting assessments are then ground-truthed with stakeholders to identify issues, omissions, potential conflicts, and key areas of interest for the next steps of the IEA process.

Abstract Climate change (CC) can alter the configuration of marine ecosystems; however, ecosystem response and resilience to change are usually case‐specific. The effect of CC on the demersal resources of the Aegean Sea (east Mediterranean Sea) was investigated during the past six decades applying a combination of multivariate analysis, non‐additive modeling and the Integrated Resilience Assessment (IRA) framework. We focused on the study of: (i) the biological “system” complex, using proxies of biomass (landings per unit of capacity) for 12 demersal taxa, and (ii) the environmental “stressor” complex, described by 12 abiotic variables. Pronounced changes have occurred in both the environmental and biological system over the studied period. The majority of the environmental stressors exhibited strikingly increasing trends (temperature, salinity, primary production indices) with values started exceeding the global historical means during late 1980s‐early 1990s. It is suggested that the biological system exhibited a discontinuous response to CC, with two apparently climate‐induced regime shifts occurring in the past 25 years. There is evidence for two‐fold bifurcations and four tipping points in the system, forming a folded stability landscape with three basins of attraction. The shape of the stability landscape for the Aegean Sea's biological system suggests that while the initial state (1966–1991) was rather resilient to CC, absorbing two environmental step‐changes, this was not the case for the two subsequent ones (intermediate: 1992–2002; recent: 2003–2016). Given the current trajectory of environmental change, it is highly unlikely that the biological system will ever return to its pre‐1990s state, as it is entering areas of unprecedented climatic conditions and there is some evidence that the system may be even shifting toward a new state. Our approach and findings may be relevant to other marine areas of the Mediterranean and beyond, undergoing climate‐driven regime shifts, and can assist to their adaptive management.

The need to move toward marine ecosystem-based management is globally recognized. Few countries effectively account for multiple interacting pressures in their marine assessments, planning and management. Many socio-economic sectors currently operate in South African waters and in most cases, their associated pressures are managed on a sector-by-sector basis and interacting pressures are seldom accounted for in assessments or decision-making. For ecosystem-based management to be effective, a science-based approach to prioritize sectors and pressures needing most urgent action, and to identify affected ecological components is needed. Integrated Ecosystem Assessment (IEA) has hence been put forward as a tool that can organize relevant information and provide context for cross-sectoral management decisions. Consisting of five main stages that form an iterative cycle, the first IEA stage involves scoping of top management priorities in a given area and can be done by way of risk assessment. Through the ODEMM (Options for Delivering Ecosystem-based Marine Management) approach, linkage chains (interactions) among sectors, pressures and affected ecological components for the entirety of the South African marine territory were identified. Subsequently, impact risk scores of each linkage chain were calculated based on the exposure and severity of impacts faced by ecological components from pressures that are associated with each sector. Fishing was the sector with the greatest connectivity (11.65% proportional connectance) in the framework and ranked highest in terms of impact risk (summed), followed by Shipping and Coastal infrastructure. Pressures with the most serious impacts on ecological components, as identified through summed impact risk scores, included Bycatch, Species extraction, and Incidental loss and the ecological components most affected were those primarily associated with Fishing and its associated pressures. These findings align with those of the recent South African National Biodiversity Assessment and corroborate views of local stakeholders. This study also identified key local knowledge gaps, including impacts of underwater noise, invasive species, and climate change, that must be better understood to improve assessment accuracy and guide management prioritization of pressures exerted by most impactful sectors.

Seasonal sea ice plays a key role in shaping the ecosystem dynamics of the eastern Bering Sea shelf. In particular, it leads to the formation of a characteristic pool of cold water that covers the bottom of the shelf from winter through summer; the extent of this cold pool is often used as a management index for distribution, productivity, recruitment, and survival of commercially important fish and shellfish species. Here, we quantify our ability to seasonally forecast interannual variability in Bering Sea bottom temperature and sea ice extent. Retrospective forecast simulations from two global forecast models are downscaled using a regional ocean model; the retrospective forecast simulations include 9‐month to 12‐month forecasts spanning 1982–2010. We find that dynamic forecasting can predict summer bottom temperatures across the eastern Bering Sea shelf with lead times of up to 4 months. The majority of the prediction skill derives from the persistence signal, and a persistence forecast is comparably skillful to the dynamic forecast at these lead times. However, forecast skill of sea ice advance and retreat is low when a forecast model is initialized before or during the ice season (October–February); this limits the ability of either dynamic or persistence models to predict summer bottom temperatures when initialized across the late fall to early spring months. Plain Language Summary: The Bering Sea region is home to a large number of important fisheries. Fluctuations in fish distribution, abundance, and productivity can be influenced by environmental factors; in the Bering Sea, the temperature of the deep shelf water can affect where groundfish are located, how much of their preferred prey is available, and how many juvenile fish and shellfish survive each year. In this study, we test whether we can successfully predict whether bottom water will be colder or warmer than average in a given year. We do this by running forecast models for previous years and comparing the model output to observations collected during the same period. We find that we can skillfully predict summer bottom temperature if we start a forecast four or fewer months in advance of the summer period. However, beginning the forecast during the winter (when sea ice is present) or during the prior fall results in low skill. The 4‐month forecasts can be useful when planning for summer surveys and to provide advance notice to the North Pacific Fishery Management Council of any unusual summer conditions that may affect the quotas they set for the upcoming fishing seasons. An increasing number of studies have been examining the functional configuration of biological communities or ecosystems using biological traits.Here, we investigated the temporal dynamics and resilience of the traits composition in Mediterranean fisheries landings over 31 years (1985–2015).We transcribed the FAO Mediterranean landings dataset for 101 marine species into a dataset of 23 traits related to the life cycle, distribution, ecology and behaviour. Mediterranean mean Sea Surface Temperature (SST) was evaluated as a potential driver of the traits composition. Trait dynamics were evaluated both individually and holistically by developing an Integrated Traits Resilience Assessment (ITRA). ITRA is a variation of the Integrated Resilience Assessment (IRA), a method to infer resilience dynamics and build stability landscapes of complex natural systems.Changes in landings trait dynamics were documented both for individual traits and for the entire traits 'system', and a relevant regime shift was detected in the second half of the 1990s. The traits system switched to higher optimal temperature, more summer spawning, shorter life span, smaller maximum size, shallower optimal depth and planktivorous diet. This shift was found to be a lagged discontinuous response to sea warming, which gradually eroded the resilience of the original state of the traits system, leading it into a new basin of attraction.The inclusion of ecological/response traits (related to environmental preferences) in our analyses indicates potential mechanisms that explain the observed shift, while changes in functional/effect traits indicate potential impacts on ecosystem functioning. Resource managers worldwide are being asked to consider the ecosystem while making management decisions. Integrated Ecosystem Assessment (IEA) provides a flexible framework for addressing ecosystem considerations in decision making. The US Mid-Atlantic Fishery Management Council (Council) adapted the IEA approach and implemented a structured decision framework to address species, fleet, habitat, and climate interactions as part of their Ecosystem Approach to Fisheries Management (EAFM) in 2016. The Council's EAFM decision framework first uses risk assessment to prioritize fishery-ecosystem interactions for consideration. The Council's 2017 EAFM risk assessment identified a range of ecological, social, and management objectives or risk elements. Development of a conceptual model to identify key environmental, ecological, social, economic, and management linkages for a high-priority fishery is the second step in the framework. The Council identified summer flounder (Paralichthys dentatus) as a high-risk fishery and finalized an EAFM conceptual model that considers high-risk factors and ecosystem elements in 2019. The Council used the conceptual model to identify three priority summer flounder management questions (recreational data uncertainty, recreational discards, and distribution shifts) to be considered for quantitative management strategy evaluation, the third step in the EAFM framework and set to begin in 2020. Finally, as strategies are implemented, outcomes are monitored and the process is adjusted, and/or other priorities identified in the risk assessment can be addressed. The Council's rapid progress in implementing EAFM resulted from an extensive, positive, and collaborative process between managers, stakeholders, and scientists. Developing a comprehensive portfolio of theoretically sound indicators is fundamental to effective place-based management of coastal ecosystems at a wide range of scales. We reviewed indicator development case studies from seven different social-ecological systems over the first 10 years of the NOAA integrated ecosystem assessment (IEA) program, with the goals of identifying effective strategies and highlighting general principles that would inform future efforts. The IEA framework provided a versatile approach to developing indicators across a diverse range of differently scaled systems and partnerships, guided by organizing principles of screening transparency, iterative review, and an adaptive balance between quantitative evaluation methods and qualitative stakeholder guidance. Information exchange across the broad community of EBM practitioners facilitated progress between systems, chronologically tracking a path that reflected improvements in indicator development methods (especially for social indicators) and a growing focus on multisector EBM in smaller coastal communities. Most projects adopted innovative visual imagery to engage partners and stakeholders, which built trust and communication while enhancing the spectrum of indicators. Using guidance from the lessons above, future indicator development efforts will be better prepared to confront the recurring, transdisciplinary challenges of managing integrated social-ecological systems. Science-based natural resource management is necessary for agencies to effectively meet their goals and mandates. However, this scientific basis needs to be advanced and evolved with ecosystems experiencing unprecedented events that challenge conventional management frameworks. Effectively managing marine resources and achieving agency missions requires more than meeting independent mandates and managing individual resources as chronic stressors overwhelm conventional management frameworks. Global science organizations are transitioning to interdisciplinary and holistic research to integrate human well-being as a key outcome. The United States' principal federal agency tasked with managing coastal and marine ecosystems is the National Oceanic and Atmospheric Administration (NOAA). NOAA's vision is "healthy ecosystems, communities and economies that are resilient in the face of change". NOAA adopted the Integrated Ecosystem Assessment (IEA) approach to conduct the collaborative science necessary for ecosystem-based management. IEAs have been employed for over a decade to develop science, tools, and collaborations that address complex ecosystem challenges and make progress toward NOAA's vision. This paper demonstrates, through case studies, how scientists, stakeholders, and managers build trust and meaningful relationships from the IEA approach. These case studies further demonstrate how the IEA approach can be adapted to various geographic and management scales to build trust with partners and provide the ecosystem science, including social science, required to build resilient coastal ecosystems, communities, and economies. In the marine science community of practice, the concept of ecosystem-based management (EBM) is a management strategy that incorporates the entire ecosystem, including humans, into resource management decisions and is growing in its use to integrate and manage complex social and marine ecosystems. The National Oceanic and Atmospheric Administration's (NOAA) Integrated Ecosystem Assessment (IEA) program uses a multidisciplinary framework to help advance EBM and to manage marine resources in an ecosystem context. NOAA has conducted integrated ecosystem assessment research for many years, however, 2020 was the 10-year anniversary of implementation of NOAA's formal IEA framework around the country. This Coastal Management Journal special issue discusses the ten-plus years of IEA experiences with perspectives about and successes in the development and implementation of the NOAA IEA approach. This volume on the NOAA IEA program comprises six manuscripts ranging in content from the history and origin of IEAs in NOAA, to the development and application of IEA components to advance the tenets of EBM in coastal and marine environments. Introduction: Interrelated social and ecological challenges demand an understanding of how environmental change and management decisions affect human well-being. This paper outlines a framework for measuring human well-being for ecosystem-based management (EBM). We present a prototype that can be adapted and developed for various scales and contexts. Scientists and managers use indicators to assess status and trends in integrated ecosystem assessments (IEAs). To improve the social science rigor and success of EBM, we developed a systematic and transparent approach for evaluating indicators of human well-being for an IEA. Methods: Our process is based on a comprehensive conceptualization of human well-being, a scalable analysis of management priorities, and a set of indicator screening criteria tailored to the needs of EBM. We tested our approach by evaluating more than 2000 existing social indicators related to ocean and coastal management of the US West Coast. We focused on two foundational attributes of human well-being: resource access and self-determination. Outcomes and Discussion: Our results suggest that existing indicators and data are limited in their ability to reflect linkages between environmental change and human well-being, and extremely limited in their ability to assess social equity and justice. We reveal a critical need for new social indicators tailored to answer environmental questions and new data that are disaggregated by social variables to measure equity. In both, we stress the importance of collaborating with the people whose well-being is to be assessed. Conclusion: Our framework is designed to encourage governments and communities to carefully assess the complex tradeoffs inherent in environmental decision-making.

Ecosystem-based management approaches are increasingly used to address the critical linkages between human and biophysical systems. Yet, many of the social-ecological systems (SES) frameworks typically used in coastal and marine management neither represent the social and ecological aspects of the system in equal breadth or depth, nor do they adequately operationalize the social, or human, dimensions. The National Oceanic and Atmospheric Administration’s West Hawai‘i Integrated Ecosystem Assessment, a program grounded in ecosystem-based management, recognizes the importance of place-based human dimensions in coastal and marine resource management that speak to a fuller range of social and cultural dimensions of ecosystem-based management. Previous work with stakeholders in West Hawai‘i revealed noteworthy SES dynamics and highlighted both the importance and lack of understanding of the links between ecosystem services and human well-being, particularly services that enhance and maintain active cultural connections to a place. While cultural ecosystem services and human well-being are often recognized as important elements of SES, there have been substantial barriers to fully representing them, likely due to perceived difficulties of measuring non-material benefits and values, many of which are socially constructed and subjective. This study examined SES frameworks related to cultural ecosystem services and human well-being to advance the representation and operationalization of these important concepts in coastal and marine management. We describe key insights and questions focused on: (1) points of inclusion for human dimensions in SES models, (2) culturally relevant domains of human well-being and related indicators, (3) the importance of place and its interaction with scale, and finally (4) the tension between a gestalt vs. discrete approach to modeling, assessing, and sustainably managing social-ecological systems.

Abstract Fisheries scientists provide stock, ecosystem, habitat, and climate assessments to support interdisplinary fisheries management in the US and worldwide. These assessment activities have evolved different models, using different review standards, and are communicated using different vocabulary. Recent research shows that spatio-temporal models can estimate population density for multiple locations, times, and species, and that this is a "common currency" for addressing core goals in stock, ecosystem, habitat, and climate assessments. I therefore review the history and "design principles" for one spatio-temporal modelling package, the Vector Autoregressive Spatio-Temporal (VAST) package. I then provide guidance on fifteen major decisions that must be made by users of VAST, including: whether to use a univariate or multivariate model; when to include spatial and/or spatio-temporal variation; how many factors to use within a multivariate model; whether to include density or catchability covariates; and when to include a temporal correlation on model components. I finally demonstrate these decisions using three case studies. The first develops indices of abundance, distribution shift, and range expansion for arrowtooth flounder (Atheresthes stomias) in the Eastern Bering Sea, showing the range expansion for this species. The second involves "species ordination" of eight groundfishes in the Gulf of Alaska bottom trawl survey, which highlights the different spatial distribution of flathead sole (Hippoglossoides elassodon) relative to sablefish (Anoplopoma fimbria) and dover sole (Microstomus pacificus). The third involves a short-term forecast of the proportion of coastwide abundance for five groundfishes within three spatial strata in the US West Coast groundfish bottom trawl survey, and predicts large interannual variability (and high uncertainty) in the distribution of lingcod (Ophiodon elongatus). I conclude by recommending further research exploring the benefits and limitations of a "common currency" approach to stock, ecosystem, habitat, and climate assessments, and discuss extending this approach to optimal survey design and economic assessments. Abstract Fishing has long been considered the most impactful human activity on the marine ecosystem. To adopt ecosystem-based fisheries management (EBFM) requires consideration of all human impacts, not just those of fishing. The ODEMM (Options for Delivering Ecosystem-based Marine Management) approach provides an integrated ecosystem assessment that is a flexible, cost-efficient and expert-based. The framework traces the sectors affecting the marine environment, the pressures they create, and the ecological characteristics affected. This research presents the first application of the ODEMM framework outside of the ODEMM project, completed for Ireland's marine waters. The assessment places fishing in the context of other anthropogenic pressures and highlights areas of threat to Marine Strategy Framework Directive (MSFD) descriptors. From 1874 impact chains, just 59 (44 of which were attributed to the fishing sector) account for 64% of the Total Risk score, highlighting areas for management action with a high risk-reduction return. Of the sectors, The analysis showed Waste Water to have the highest average risk of all sectors, followed by Land-based Industry, Fishing and then Shipping. In terms of total risk, Fishing was the most important sector, due to its high connectance to many ecosystem components and widespread influence, even though many of the impacts are relatively low and the components impacted show a high degree of recoverability. Litter was identified as the pressure with the highest total risk scores (average and summed) due to its persistence, and widespread reach. Among the ecological characteristics, deep water habitats that have low resilience to pressures showed the highest average total risk, yet the highest impact risks were for ecological characteristics that were closer to land and were impacted more frequently. These conclusions highlight the importance of context and interpretation in the analysis. The impact chains were further linked through to the MSFD environmental status descriptors, indicating Biological Diversity and Food Webs as the descriptors most at risk, followed by Sea-floor Integrity. As the first independent application of the method, issues arose with interpretation of some categories and definitions, and some modifications are discussed. Overall, this has proven a valuable exercise for helping to identify management priorities. The analysis presented provides useful context for EBFM and a basis for decision making and trade-off analysis for Ireland. Fishery managers worldwide are evaluating methods for incorporating climate, habitat, ecological, social, and economic factors into current operations in order to implement Ecosystem Approaches to Fishery Management (EAFM). While this can seem overwhelming, it is possible to take practical steps toward EAFM implementation that make use of existing information and provide managers with valuable strategic advice. Here, we describe the process used by the U.S. Mid-Atlantic Fishery Management Council (Council) to develop an ecosystem-level risk assessment, the initial step proposed in their recently adopted EAFM guidance document. The Council first defined five types of Risk Elements (ecological, economic, social, food production, management) and identified which management objectives aligned with each element. Based on an existing ecosystem status report for the region and other existing sources (including expert opinion), potential ecological, social, economic, and management indicators were identified for each risk element. Finally, low, low-moderate, moderate-high, and high risk criteria were defined for each indicator, and the indicator data were used to score each risk element using the criteria. The ultimate outcome is a ranked risk assessment in order to focus on the highest risk issues for further evaluation and mitigation. The risk assessment highlights certain species and certain management issues as posing higher cumulative risks to meeting Council management objectives when considering a broad range of ecological, social, and economic factors. Tabular color coded summaries of risk assessment results will be used by the Council to prioritize further EAFM analyses as well as research plans over the coming 5 years. As ecosystem reporting and operational EAFM continue to evolve in future years, the Council foresees integrating these efforts so that ecosystem indicators are refined to meet the needs of fishery managers in identifying and managing risks to achieving ecological, social, and economic fishery objectives. Overall, ecosystem indicator-based risk assessment is a method that can be adapted to a wide range of resource management systems and available information, and therefore represents a promising way forward in the implementation of EAFM.

Unprecedented and rapid changes are ongoing in northern high latitude, marine ecosystems, due to climate warming. Species distributions and abundances are changing, altering both ecosystem structure and dynamics. At the same time, human impacts are increasing. Less sea ice opens for the opportunity of more petroleum-related activities, shipping and tourism. Fisheries are moving into previously unfished habitats, targeting more species across more trophic levels. There is a need for ecosystem-based fisheries management (EBFM) and ecosystem-based management (EBM) to take the rapid, climate driven changes into account. Recently, there has been much development in qualitative, semi-quantitative, and quantitative scientific approaches to support EBFM and EBM. Here, we present some of these approaches, and discuss how they provide opportunities for advancing EBFM and EBM in one high-latitude system, namely the Barents Sea. We propose that advancing EBFM and EBM is more about adding tools to the toolbox than replacing tools, and to use the tools in coordinated efforts to tackle the increasing complexities in scientific support to management. Collaborative and participatory processes among stakeholders and scientists are pivotal for both scoping and prioritizing, and for efficient knowledge exchange. Finally, we argue that increasing uncertainty with increasing complexity is fundamental to decision making in EBFM and EBM and needs to be handled, rather than being a reason for inaction or irrelevance. The Barents Sea, a large, high-latitude shelf sea, has been monitored and investigated for more than a century. More than 1800 occasional expeditions have been organized both by Norway and Russia, and since the1960s the collaboration between the Institute of Marine Research (IMR, Bergen) and the Knipovich Polar Research Institute of Marine Fisheries and Oceanography (PINRO, Murmansk) has been strengthened by developing and carrying out joint surveys. Monitoring changes in the Barents Sea fish stocks and collecting information needed for stock assessments and advice for fisheries management were the driving forces behind the increased effort spent on marine research. This triggered the development of sampling and observation methodology, the design of scientific research vessels for using various equipment and gear, and the development of new technologies for processing several types of samples. Increased data collection generated a need for the development of complex database systems and software that, could analyze larger data sets. Joint large-scale monitoring over the last 50 years, together with joint management of living marine resources during the last 20 years, resulted in high stock biomasses of commercially important fish stocks and thus the successful development of fisheries in the Barents Sea. Here, we describe the development of Barents Sea monitoring from single species (or fishery) surveys that were focused on target species/groups to integrated ecosystem surveys that aim to describe the status and main changes in the Barents Sea ecosystem. Abstract: Earlier declines in marine resources, combined with current fishing pressures and devastating coral mortality in 2015, have resulted in a degraded coral reef ecosystem state at Puakō in West Hawaiʹi. Changes to resource management are needed to facilitate recovery of ecosystem functions and services. We developed a customised ecosystem model to evaluate the performance of alternative management scenarios at Puakō in the provisioning of ecosystem services to human users (marine tourists, recreational fishers) and enhancing the reef's ability to recover from pressures (resilience). Outcomes of the continuation of current management plus five alternative management scenarios were compared under both high and low coral‐bleaching related mortality over a 15‐year time span. Current management is not adequate to prevent further declines in marine resources. Fishing effort is already above the multispecies sustainable yield, and, at its current level, will likely lead to a shift to algal‐dominated reefs and greater abundance of undesirable fish species. Scenarios banning all gears other than line fishing, or prohibiting take of herbivorous fishes, were most effective at enhancing reef structure and resilience, dive tourism, and the recreational fishery. Allowing only line fishing generated the most balanced trade‐off between stakeholders, with positive gains in both ecosystem resilience and dive tourism, while only moderately decreasing fishery value within the area. Synthesis and applications. Our customised ecosystem model projects the impacts of multiple, simultaneous pressures on a reef ecosystem. Trade‐offs of alternative approaches identified by local managers were quantified based on indicators for different ecosystem services (e.g. ecosystem resilience, recreation, food). This approach informs managers of potential conflicts among stakeholders and provides guidance on approaches that better balance conservation objectives and stakeholders’ interests. Our results indicate that a combination of reducing land‐based pollution and allowing only line fishing generated the most balanced trade‐off between stakeholders and will enhance reef recovery from the detrimental effects of coral bleaching events that are expected over the next 15 years. Modern approaches to Ecosystem-Based Management and sustainable use of marine resources must account for the myriad of pressures (interspecies, human and environmental) affecting marine ecosystems. The network of feeding interactions between co-existing species and populations (food webs) are an important aspect of all marine ecosystems and biodiversity. Here we describe and discuss a process to evaluate the selection of operational food-web indicators for use in evaluating marine ecosystem status. This process brought together experts in food-web ecology, marine ecology, and resource management, to identify available indicators that can be used to inform marine management. Standard evaluation criteria (availability and quality of data, conceptual basis, communicability, relevancy to management) were implemented to identify practical food-web indicators ready for operational use and indicators that hold promise for future use in policy and management. The major attributes of the final suite of operational food-web indicators were structure and functioning. Indicators that represent resilience of the marine ecosystem were less developed. Over 60 potential food-web indicators were evaluated and the final selection of operational food-web indicators includes: the primary production required to sustain a fishery, the productivity of seabirds (or charismatic megafauna), zooplankton indicators, primary productivity, integrated trophic indicators, and the biomass of trophic guilds. More efforts should be made to develop thresholds-based reference points for achieving Good Environmental Status. The World Ocean presents many opportunities, with the blue economy projected to at least double in the next two decades. However, capitalizing on these opportunities presents significant challenges and a multi-sectoral, integrated approach to managing marine socio-ecological systems will be required to achieve the full benefits projected for the blue economy. Integrated ecosystem assessments have been identified as the best means of delivering the information upon which marine resource management decisions can be made. By their nature, these assessments are inter-disciplinary, but to date have mostly focused on the natural sciences. Inclusion of human dimensions into integrated ecosystem assessments has been lagging, but is fundamental. Here we report on a Symposium, and the articles emmanating from it that are included in this Theme Set, that address how to more effectively include human dimensions into integrated ecosystem assessments. We provide an introduction to each of the main symposium topics (governance, scenarios, indicators, participatory processes, and case studies), highlight the works that emerged from the symposium, and identify key areas in which more work is required. There is still a long way to go before we see end-to-end integrated ecosystem assessments inclusive of all the major current and potential ocean use sectors that also encompass multiple aspects of human dimensions. Nonetheless, it is also clear that progress is being made and we are developing tools and approaches, including the human dimension, that can inform management and position us to take advantage of the multi-sectoral opportunities of sustainable blue growth. By the late 20th century, a series of events or 'natural experiments', for example the depletion of apex predators, extreme eutrophication and blooms of invasive species, had suggested that the Black Sea could be considered as a large ecosystem 'laboratory'. The events resulted in regime shifts cascading through all trophic levels, disturbing ecosystem functioning and damaging the water environment. Causal pathways by which the external (hydroclimate, overfishing) and internal (food web interactions) drivers provoke regime shifts are investigated. Statistical data analyses supported by an interpretative framework based on hierarchical ecosystem theory revealed mechanisms of hierarchical incorporation of environmental factors into the ecosystem. Evidence links Atlantic teleconnections to Black Sea hydroclimate, which together with fishing shapes variability in fish stocks. The hydroclimatic signal is conveyed through the food web via changes in productivity at all levels, to planktivorous fish. Fluctuating fish abundance is believed to induce a lagged change in competitor jelly plankton that cascades down to phytoplankton and influences water quality. Deprived of the stabilising role of apex predators, the Black Sea's hierarchical ecosystem organisation is susceptible to both environmental and anthropogenic stresses, and increased fishing makes fish stock collapses highly probable. When declining stocks are confronted with burgeoning fishing effort associated with the inability of fishery managers and decision-makers to adapt rapidly to changes in fish abundance, there is overfishing and stock collapse. Management procedures are ineffective at handling complex phenomena such as ecosystem regime shifts because of the shortage of suitable explanatory models. The proposed concepts and models reported here relate the hydroclimate, overfishing and invasive species to shifts in ecosystem functioning and water quality, unravelling issues such as the causality of ecosystem interactions and mechanisms and offering potential for finding ways to reverse regime shifts. We advocate a management approach aiming at restoring ecosystem hierarchy that might mitigate the costly consequences of regime shifts. [ABSTRACT FROM AUTHOR]

There is growing interest in assessing the effects of changing environmental conditions and management actions on human wellbeing. A challenge is to translate social science expertise regarding these relationships into terms usable by environmental scientists, policymakers, and managers. Here, we present a comprehensive, structured, and transparent conceptual framework of human wellbeing designed to guide the development of indicators and a complementary social science research agenda for ecosystem-based management. Our framework grew out of an effort to develop social indicators for an integrated ecosystem assessment (IEA) of the California Current large marine ecosystem. Drawing from scholarship in international development, anthropology, geography, and political science, we define human wellbeing as a state of being with others and the environment, which arises when human needs are met, when individuals and communities can act meaningfully to pursue their goals, and when individuals and communities enjoy a satisfactory quality of life . We propose four major social science-based constituents of wellbeing: connections, capabilities, conditions, and cross-cutting domains. The latter includes the domains of equity and justice, security, resilience, and sustainability, which may be assessed through cross-cutting analyses of other constituents. We outline a process for identifying policy-relevant attributes of wellbeing that can guide ecosystem assessments. To operationalize the framework, we provide a detailed table of attributes and a large database of available indicators, which may be used to develop measures suited to a variety of management needs and social goals. Finally, we discuss four guidelines for operationalizing human wellbeing measures in ecosystem assessments, including considerations for context, feasibility, indicators and research, and social difference. Improved understanding and management of social-ecological systems (SES) requires collaboration between biophysical and social scientists; however, issues related to research philosophy and approaches, the nature of data, and language hinder interdisciplinary science. Here, we discuss how we used conceptual models to promote interdisciplinary dialogue in support of integrated ecosystem assessments (IEAs) in the California Current ecosystem. Initial con-ceptualizations of the California Current IEA were based on the Driver-Pressure-State-Impact-Response framework. This initial framing was biophysically centered, with humans primarily incorporated as impacts on the system. We wished to move from a conceptualization that portrayed an antagonistic relationship between humans and nature to one that integrated humans and social systems into the IEA framework. We propose a new conceptualization of the California Current that functions across temporal and spatial scales, captures the diverse relationships that typify SESs, and highlights the need for interdisciplinary science. The development of this conceptualization reveals how our understanding of the place and role of people in the ecosystem changed over the course of the history of the California Current IEA. This conceptual model is adaptive and serves to ensure that interdisciplinarity will now be the standard for the California Current IEA and, perhaps, beyond. [ABSTRACT FROM PUBLISHER]

Regime shifts have been observed in marine ecosystems around the globe. These phenomena can result in dramatic changes in the provision of ecosystem services to coastal communities. Accounting for regime shifts in management clearly requires integrative, ecosystem-based management (EBM) approaches. EBM has emerged as an accepted paradigm for ocean management world wide, yet, despite the rapid and intense development of EBM theory, implementation has languished, and many implemented or proposed EBM schemes largely ignore the special characteristics of regime shifts. Here, we first explore key aspects of regime shifts that are of critical importance to EBM, and then suggest how regime shifts can be better incorporated into EB Musing the concept of integrated ecosystem assessment (IEA). An IEA uses approaches that determine the likelihood that ecological or socio-economic properties of systems will move beyond or return to acceptable bounds as defined by resource managers and policy makers. We suggest an approach for implementing IEAs for cases of regime shifts where the objectives are either avoiding an undesired state or returning to a desired condition. We discuss the suitability and short-comings of methods summarizing the status of ecosystem components, screening and prioritizing potential risks, and evaluating alternative management strategies. IEAs are evolving as an EBM approach that can address regime shifts; however, advances in statistical, analytical and simulation modelling are needed before IEAs can robustly inform tactical management in systems characterized by regime shifts. Ecosystem-based management (EBM) has emerged as a basic approach for managing human activities in marine ecosystems, with the aim of recovering and conserving marine ecosystems and the services they deliver. Integrated ecosystem assessments (IEAs) further the transition of EBM from principle to practice by providing an efficient, transparent means of summarizing the status of ecosystem components, screening and prioritizing potential risks, and evaluating alternative management strategies against a backdrop of environmental variability. In this paper, we draw upon lessons learned from the US National Oceanic and Atmospheric Administration's IEA programme to outline steps required for IEA implementation. We provide an overview of the conceptual framework for IEAs, the practical constraints that shape the structure of individual IEAs, and the uses and outcomes of IEAs in support of EBM. Theory behind ecosystem-based management (EBM) and ecosystem-based fisheries management (EBFM) is now well developed. However, the implementation of EBFM exemplified by fisheries management in Europe is still largely based on single-species assessments and ignores the wider ecosystem context and impact. The reason for the lack or slow implementation of EBM and specifically EBFM is a lack of a coherent strategy. Such a strategy is offered by recently developed integrated ecosystem assessments (IEAs), a formal synthesis tool to quantitatively analyse information on relevant natural and socio-economic factors, in relation to specified management objectives. Here, we focus on implementing the IEA approach for Baltic Sea fish stocks. We combine both tactical and strategic management aspects into a single strategy that supports the present Baltic Sea fish stock advice, conducted by the International Council for the Exploration of the Sea (ICES). We first review the state of the art in the development of IEA within the current management framework. We then outline and discuss an approach that integrates fish stock advice and IEAs for the Baltic Sea. We intentionally focus on the central Baltic Sea and its three major fish stocks cod (Gadus morhua), herring (Clupea harengus), and sprat (Sprattus sprattus), but emphasize that our approach may be applied to other parts and stocks of the Baltic, as well as other ocean areas. Borne out of a collective movement towards ecosystem-based management (EBM), multispecies and multi-sector scientific assessments of the ocean are emerging around the world. In the USA, integrated ecosystem assessments (IEAs) were formally defined 5 years ago to serve as a scientific foundation for marine EBM. As outlined by the US National Oceanic Atmospheric Administration in 2008, an IEA is a cyclical process consisting of setting goals and targets, defining indicators, analysing status, trends, and risk, and evaluating alternative potential future management and environmental scenarios to enhance information needed for effective EBM. These steps should be hierarchical, iterative, non-prescriptive about technical implementation, and adaptable to existing information for any ecosystem. Despite these strengths and some initial successes, IEAs and EBM have yet to be fully realized in the USA. We propose eight tenets that can be adopted by scientists, policy-makers, and managers to enhance the use of IEAs in implementing EBM. These tenets include (i) engage with stakeholders, managers, and policy-makers early, often, and continually; (ii) conduct rigorous human dimensions research; (iii) recognize the importance of transparently selecting indicators; (iv) set ecosystem targets to create a system of EBM accountability; (v) establish a formal mechanism(s) for the review of IEA science; (vi) serve current management needs, but not at the expense of more integrative ocean management; (vii) provide a venue for EBM decision-making that takes full advantage of IEA products; and (viii) embrace realistic expectations about IEA science and its implementation. These tenets are framed in a way that builds on domestic and international experiences with ocean management. With patience, persistence, political will, funding, and augmented capacity, IEAs will provide a general approach for allowing progressive science to lead conventional ocean management to new waters. Over the past two decades, numerous ecosystem surveys and process studies have emerged to monitor and assess the large marine ecosystems of Alaska. Several regional collaborative integrated ecosystem research projects (IERPs) were conducted to gain understanding of fish population fluctuations in relation to the surrounding environment. The Gulf of Alaska (GOA) IERP is one example of such an effort. Products of this program include a suite of in situ observations from fully integrated ecosystem surveys, laboratory experiments of physical thresholds for fish condition, and high-resolution oceanographic, planktonic, and habitat distribution models. When coupled, the synthesis products of this program can be utilized to understand system connectivity and highlight the primary ecosystem drivers of the GOA. Much of this information was included in annual GOA ecosystem status reports through individual indicator contributions. However, assimilation of these data into single-species stock assessments has remained limited. We provide a clear and direct avenue for including the products of these IERPs through the new ecosystem and socioeconomic profile (ESP) framework that identifies mechanistic relationships and tests ecosystem linkages within the stock assessment process. We present a case study using a data synthesis of the five commercially and ecologically valuable focal species of the GOAIERP (sablefish, pollock, Pacific cod, arrowtooth flounder, and Pacific ocean perch). Information was organized along the categories of distribution, phenology, and condition by life history stage to develop life history narratives for each species. These narratives identified critical ecosystem processes that could impact survival of each species. We then used habitat distribution models, seasonal phenology, and energy allocation strategies to sequentially reduce two gridded temperature datasets to reflect the life experience of the stock. This method essentially aligns ecosystem information at a spatial and temporal scale relevant to a stock and creates informed indicators that could then be related to a stock assessment parameter of interest, such as recruitment. Informed temperature indicators differed in magnitude and variability when compared to non-informed indicators and demonstrating species and stage-specific thermal preferences. The difference between the informed indicators and the non-informed indicators can also highlight thresholds and trends in habitat preference that could be further investigated with targeted process studies or laboratory experiments. The coordinated nature of the IERP allowed for the creation of these informed indicators that would not be possible with the results of any one process study. Both the stock-specific narratives and the informed indicators can be included into the ESPs for further monitoring and development. The US National Ocean Policy calls for ecosystem-based management (EBM) of the ocean to help realize the vision advanced in the 2010 Executive Order on the Stewardship of the Ocean, Our Coasts, and the Great Lakes. However, no specific approach for incorporating EBM into planning was provided. We explore how a set of ecological principles and ecosystem vulnerability concepts can be integrated into emerging comprehensive assessment frameworks, including Australia's National Marine Bioregional Assessments, California's Marine Life Protection Act Initiative's regional profiles, Canada's Eastern Scotian Shelf Integrated Management Initiative, and the US National Oceanic and Atmospheric Administration's (NOAA) Integrated Ecosystem Assessment (IEA) program, to transition to ecosystem-based ocean planning. We examine NOAA's IEA framework to demonstrate how these concepts could be incorporated into existing frameworks. Ecosystem management requires understanding society's goals for an ecosystem and managing for some optimal solution. Unlike terrestrial ecosystem managers, coastal and marine ecosystem management seldom integrates across sectors or scientific disciplines to achieve desired social benefits. An Integrated Ecosystem Assessment (IEA) considers the ecosystem (including humans) as a unit and can assist in setting goals, determining an ecosystem's ability to support ecological processes and society's desires, and predicting the outcome of alternatives. The use of Coupled Ecological-Societal Systems Models utilised within the Integrated Assessment and Ecosystem Management Protocol (IAEMP) allows managers to extend a graphical picture of risk hypotheses to forecast scenarios that can be analysed relative to management goals. Scenarios predicted to meet management goals are evaluated against management constraints to select the "optimal" option for a management action in an adaptive management process. The IAEMP thus helps characterise potential causes of environmental problems, select appropriate response options, and implement and evaluate the selected option, thereby either addressing the concern or improving the ecosystem model for future decisions. Abstract: There is a need to better understand the linkages between marine ecosystems and the human communities and economies that depend on these systems. Here those linkages are drawn for the California Current on the US West Coast, by combining a fishery ecosystem model (Atlantis) with an economic model (IO-PAC) that traces how changes in seafood landings impact the broader economy. The potential effects of broad fisheries management options are explored, including status quo management, switching effort from trawl to other gears, and spatial management scenarios. Relative to Status Quo, the other scenarios here involved short-term ex-vessel revenue losses, primarily to the bottom trawl fleet. Other fleets, particularly the fixed gear fleet that uses pots and demersal longlines, gained revenue in some scenarios, though spatial closures of Rockfish Conservation Areas reduced revenue to fixed gear fleets. Processor and wholesaler revenue tracked trends in the bottom trawl fleet, which accounted for 58% of total landings by value. Income impacts (employee compensation and earnings of business owners) on the broader economy mirrored the revenue trends. The long-term forecast (15 years) from the Atlantis ecosystem model predicted substantial stock rebuilding and increases in fleet catch. The 15 year projection of Status Quo suggested an additional ∼$27 million in revenue for the fisheries sectors, and an additional $23 million in income and 385 jobs in the broader economy, roughly a 25% increase. Linking the ecological and economic models here has allowed evaluation of fishery management policies using multiple criteria, and comparison of potential economic and conservation trade-offs that stem from management actions. Abstract: The emerging science and policy arena of marine ecosystem-based management is beset with the challenging question of how to assess the urgency of problems influencing different ecosystem components. In this paper, we introduce a synthetic and efficient framework to identify land- or sea-based activities that pose the greatest risk to valued members of marine ecosystems, including mammals, fishes, and invertebrates. Ecosystem-based risk is scored along two axes of information: the exposure of a population to an activity, and the sensitivity of the population to that activity, given a particular level of exposure. Risk is illustrated in a variety of ways, including two-dimensional contour plots and maps showing regional variation in risk. We apply this risk assessment framework to regional populations of indicator species in Puget Sound, WA, USA. This case study provides insight into how risk varies for particular activity–species combinations, and, because it is applied to indicator species, it also provides an estimate of how different activities influence risk to overall ecosystem structure and function. More generally, the risk assessment approach highlights the linkages between land-based activities and risk to marine species and can be used to evaluate the potential impacts of a diversity of human activities on coastal oceans. The framework is scalable, transparent, and repeatable and can be used now to facilitate the implementation of ecosystem-based management, including integrated ecosystem assessments and coastal and marine spatial planning. Abstract: Policies are arising around the world, most recently in the United States, that mandate the implementation of marine spatial planning as a practical pathway towards ecosystem-based management. In the new United States ocean policy, and several other cases around the globe, ecosystem services are at the core of marine spatial planning, but there is little guidance on how ecosystem services should be measured, making it hard to implement this new approach. A new framework is shown here for practical, rigorous ecosystem service measurement that highlights contributions from both natural and social systems. The novel three-step framework addresses traditional shortcomings of an ecosystem services approach by giving managers and scientists the tools to assess and track: (1) the condition of the ecosystem (supply metrics), (2) the amount of ocean resources actually used or enjoyed by people (service metrics), and (3) people''s preference for that level of service (value metrics). This framework will allow real world progress on marine spatial planning to happen quickly, and with a greater chance for success. [Copyright &y& Elsevier]
