The relevance of the article is that in today's world of changes, there is a realization that in all spheres of public life, the achievements of science and culture, the new needs in the modernization of the education system of Ukraine. One of the possible ways of further development of this sphere is not only education reforms, but also innovations, i.e. controlled processes of emergence, perception, evaluation, development and application of innovations. The purpose of the article is to identify legislative innovations in the reform of education in Ukraine, innovative types of educational institutions in accordance with the reform, defining the essence of education reforms and innovations and features of the reform of the system of university education. It is possible to distinguish between reforms at the national and interagency (i.e., only within the education system) level, but any interstate reform is always coordinated with the highest state leadership and is accompanied by reforms in other spheres. Legislative innovations in reforming education in Ukraine are also introduced through pedagogical innovations - those innovations that are developed and implemented by state agencies and organizations of education and science. The article identifies innovative types of educational institutions in Ukraine in accordance with the reform, the innovative processes in the education system are studied; the essence of education reforms and innovations and peculiarities of the reform of the basic and university education system of Ukraine are defined. Under conditions of uncertainty caused by sanctions and geopolitical changes, the correct choice of both strategic development priorities and management tools for their implementation becomes important. Given the global trend towards digitalization and the growing supply from software developers, it is necessary to understand clearly, which software products and for what purposes can be used effectively at specific enterprises. The challenge here is that due to instability, sanctions pressure, and withdrawals of foreign software from the Russian market, enterprises are forced to change business and technological processes, and to look for new tools for implementing development strategies. The purpose of the article is to determine the basic principles for choosing strategic management tools and information technologies as elements of strategic management at enterprises in the context of digital transformation. The article shows that due to the ongoing digitalization of industrial enterprises any tools for implementing the strategies must be considered within the framework of an automated process management model. It can be based on various information technologies or platform solutions, depending on the coverage of enterprise business processes, and the readiness to adopt digital technologies in strategic and operational management. The modern trend is to implement strategic development directions, relying on the internal ecosystem of the enterprise. Making the right choice of information technology within an enterprise ecosystem requires that technology investments are aligned with the company’s business goals, adaptable to changing needs, can integrate with existing systems, are user-friendly, secure, and provide a short-term return on investment. Ultimately, these principles enable businesses to successfully navigate the digital transformation journey and leverage technology as a strategic enabler for sustainable growth.

In this paper, the authors touch upon the issue of competition of development companies and the existing trends of increasing the competitiveness of development projects in modern conditions. There are two main approaches to increasing competitiveness. The first organizational approach is to create an additional organizational unit in the structure of the development company, which is designed to control the choice of technical solutions for construction projects, as well as to evaluate them in terms of functionality, cost and efficiency in order to obtain a better development product for the end user without increasing the cost. The second approach is innovative, it is aimed at increasing the efficiency of the development company's activities using modern digital technologies, which are designed to reduce the cost of construction by reducing deadlines, minimizing the number of errors, speeding up approvals and automating the processes that accompany a development project during its implementation. In the implementation of the innovation approach, the main directions of innovative digital technology implementation in construction are listed and their basic description and characteristics are given. The main advantages that can be achieved through the application of these approaches are identified: reduction of construction time, improvement of the quality of construction products, and cost reduction. The paper also describes the main problems and limitations of the approaches under consideration, such as high regulation of the construction industry, lack of financial resources, imperfect methodology for assessing the effectiveness of innovative projects, lack of qualified personnel capable of applying and mastering innovations.

The article reveals such urgent problems and areas of environmentalism as modern processes of interaction between production and the environment; increasing the sustainability of the environmental impact of production processes and innovative ways of this influence. The reasons for the need for research in the field of environics based on economic and environmental effects, technological progress, and social aspects are emphasized. The purpose of the study: to identify and reflect current trends in the field of foresight of innovative processes in the environics of production systems; to present the cyclical economic mechanism of innovation and develop a graphical model of foresight innovation in environics with a description of its components, information flows, narrative of the main stages of modeling. Graphical modeling of forecasting breakthrough innovations in the environics of production systems with a description of the narrative of forecasting the stages of foresight of innovations is based on the database of a long-time lag of domestic and foreign research in the field of environics, methods of analyzing data on innovations, their impact on production and the environment. Results. Effective innovative processes in environics are reflected: emission purification technologies; integration of environics into production processes; digitalization and automation; energy efficiency improvement. Examples of possible use of breakthrough innovations in the field of environics in the industrial practice of the Russian Federation are given: smart cities; renewable energy; intelligent waste management systems; smart buildings; environmental monitoring; innovations in the field of water use. The economic mechanism of innovation in the environics of production systems and the factors of creating a digital model for forecasting the foresight of innovation are described. The practical value of the results obtained lies in the accentuated involvement of the scientific community into the acute pressing problems of the environmental efficiency of innovative processes in environics. The conclusions contain a step-by-step narrative of the developed graphical model demonstrating the interrelationships between various aspects of foresight innovation in the environment: from research and development to technological solutions and end products and services, which also reflects the importance of feedback and flows of knowledge and technology to improve and optimize innovation processes. Further research can be aimed at developing cooperation between government, business and society in order to successfully realize the potential of environics and invest in effective innovative industrial and environmental developments.

There is no doubt that the use of information and communication technologies (ICT) in the teaching-learning process continues to be a fundamental topic for research. From the educational perspective of the universities, the use of ICT has become innovative teaching-learning processes, reorganizing their academic activities from face-to-face to virtual ones. The purpose of this article is the analysis of the incorporation of ICT resources and tools by teachers, through training and seminars that were stipulated within a development plan for improving and developing digital skills in the professional knowledge of university teachers. It is a descriptive study, with a non-experimental and field design. The personal survey technique was used. The research focuses on the strategies used by the University of La Guajira to provide training in the use and application of ICT to its professors from different faculties. Achieving an impact on the linking of innovative ICT resources and tools in educational development results in the improvement on the quality of higher education. These tools facilitate the establishment of personal and professional development dynamics at the didactic, pedagogical and investigative level, promoting the effective educational use of ICT. The purpose of the article is to study the features of the mechanism for managing innovative processes of the enterprise. Applying the analysis of scientific literature, the concepts of «innovation process» and «management of innovation processes» are examined. The elements of the innovation management mechanism in the enterprise are determined, the problems related to the issues mentioned in the article are researched. It is demonstrated how the functional elements of the innovation management mechanism interact with each other. To effectively manage innovation, the following elements can be used: information management; management of proprietary resources; staff management; management of financial resources; investment management; quality management; intellectual property management; risk management; marketing management. The basic principles of effective management of innovative processes are defined and the main functions of their management are studied. Since the main role in the innovation process is assigned to its participants, it is determined which types of participants are involved in the management of innovative processes. Proposals have been made to improve the mechanism for managing innovative processes of enterprise. The success of introduction of innovation is largely determined by the speed of the logical chain of operations. It is achieved by coordinating the actions of interrelated units during the transition from one operation to another. Thus, effective management of innovative processes is closely connected with the combination in the process of enterprise activity of all elements of the system «science – technology – production – consumption», which should allow creating a distributed sales and service system to stimulate research and inventions based on the introduction of a new type of relation, which are reverse relationships in the innovation process. The article describes the importance of imagination development methods in the development of students’ creative activity. In addition, a methodology for developing pragmatic competence was developed based on problem solving technologies. Problematic educational technologies in education, their specific features are highlighted.

Рассматривается проблема формирования готовности будущих педагогов к инновационной деятельности на примере курса «Инновационная деятельность в предметной области ‘‘Русский язык’’». На основе совокупности описанных и проанализированных авторских трактовок понятия «инновации в образовании» сформирована исследовательская позиция рассмотрения инноваций в качестве важного элемента поддержания образования в состоянии динамичного развития, адекватного требованиям современного общества, как явление коллективной или индивидуальной профессиональной творческой деятельности педагога. Методологической основой исследования выступил анализ научной и программно-методической литературы, комплекс методов системного и личностно ориентированного подходов. Описан опыт формирования готовности будущих педагогов к инновационной деятельности на примере курса «Инновационная деятельность в предметной области ‘‘Русский язык’’», в рамках которого осуществляется системная теоретико-методическая и практико-ориентированная подготовка обучающихся, представлены ведущие виды учебной деятельности (специально организованная работа с научными источниками, с практическим материалом, практические зада ния разработческого характера, проектная деятельность). По результатам проведенного исследования делается вывод, что формирование готовности у будущего педагога к инновационной деятельности способствует проявлению концептуальной позиции в предметной области, выявлению в ней ресурса развития и инноваций (в том числе потенциальной) и их критической оценке, созданию условий для поиска инновационных решений в образовательном пространстве; данная компетентность выступает важной составляющей в профессиограмме современного педагога.

This article discusses modern methods of teaching English in preschools. At the present stage of development of society, the modernization of the content of education is closely connected with innovative processes in the organization of teaching foreign languages. Therefore, the issue of applying new information technologies in the education system is very relevant. This is a new approach to the learning process, new forms and methods of teaching. Additive Manufacturing (AM) processes can now produce components with homogeneous mechanical properties, but the physical phenomena involved during the build make AM surfaces not always suitable to be used as-is. This paper first focuses on the properties of as build AM surfaces and highlights the need to employ post-processing techniques to improve these properties and meet the function requirements. Besides High Speed Machining, which is the usually chosen process, others can be interesting candidates. Waterjet finishing and laser polishing can be employed to smooth peaks and valleys that characterize AM surface and to remove unmelted particles. In addition, these processes are also used for surface texturing. Friction Stir Processing promises a high productivity. The results of several experimental campaigns carried out in the laboratory are provided in this paper. Purpose of the study. Innovative platforms as an institute for the development of innovative activities in the education system are the technological basis for the formation of a regional innovation and educational network. The development and use of models of network interaction between educational organizations is an effective tool. The purpose is to describe the development of a regional model of inter-level network interaction of educational organizations and the results of its testing to disseminate the experience of creating innovative educational resources and the development of digital educational professional communities. The article discusses the main problems of development and improving the quality of education of all types and levels using digital technologies in Russian system of education.Materials and methods. The methods of analysis and comparison of domestic and foreign theory of the development of the educational system are used. The study of the model of innovative pedagogy as means of adapting the education system to the new challenges of the 21st century helps to identify effective methods of improving in the implementation of innovative projects and programmes, using information and communication technologies in the modern system of regional education through inter-level integration. To study the effectiveness of the implementation of the network interaction model, we used the results of a survey of participants in the network professional community of regional innovative educational platforms.Study results. The study showed that the use of digital technologies, in particular, when creating new network resources for the interaction of regional innovation platforms, has a positive impact on the level and quality of implementation of innovative projects and programs. A model of the organization of network interaction of regional innovative educational platforms is presented, which shows that to a greater extent it helps to unleash the creative potential of teams of educational organizations located in rural areas. The level of involvement and motivation of all members of the community to set and achieve a goal, search for a collective solution and develop recommendations for improving the educational process in the online communication mode is increasing. The positive emotional influence of network interaction on productivity and quality of work, the mood of teachers is noted. A number of problem areas were identified in the process of creating innovative platforms, the elimination of which will contribute to increasing the efficiency of the digitalization process in education.Conclusion. A significant contribution to the development of the regional education system is made by the activity of innovative platforms created with the aim of testing and further disseminating successful advanced pedagogical experience in the region. The proposed model of network interaction of regional innovation platforms shows the possibility of overcoming differences in the conditions of subjects of education to be combined in digital professional communities and contributes to the implementation of successful innovative teaching practices. The results of the study can be useful for institutions of educational development at the regional level of management and development of interconnection of participants in the educational process.

In recent decades, artificial intelligence techniques have been adopted for many real-time applications. The Internet of Things (IoT) network comprises many sensing devices and physical objects for information gathering and further transmission. In addition to being sent to the receiving nodes, the collected data also needs to be received promptly. Also, many solutions have been proposed for IoT-based embedded systems using edge computing but they are not fully protected against unidentified communication threats. In such circumstances, such systems decrease the trust ratio, and communication performance is compromised. In this research, we describe an optimization model based on IoT-edged technology that incorporates cloud computational intelligence. Furthermore, edge nodes employ artificial intelligence algorithms to provide the optimal outcome for selecting trustworthy forwarded data and lengthen the connected time for smart devices. Firstly, the edge devices extract useful information from the IoT nodes, and accordingly, it provides a decision module based on optimization computing. Secondly, utilizing cryptographic approaches, edge technology secures the multi-layers of the IoT system and ensures data privacy with integrity. Finally, the proposed model is tested and verified for its performance than other related studies in terms of energy consumption, packet delivery ratio, and data delay. [ABSTRACT FROM AUTHOR]

The purpose of the work is to identify the ways and scope of territorialization processes of human capital as well as to analyze its perception and values in economic processes. Theoretical research begins with the identification of human resources as a production factor that is reevaluated and reinterpreted towards the concept of human capital. Human capital is not initially associated with the place and space, especially in the initial period of globalization of the late twentieth century. However, also under the global trends it is getting territorialised, which is raising the role of territory in economic processes both in the local, as well as in global scale. At the same time, the nature of innovative processes also changes, from a linear model to open innovation systems. These systems are also determined by the properties of the territory. Thus, two important features of human capital are revealed through evolution, subject to embeddedness and concentration processes. Human capital is an important element of territorial capital that determines the existence and attractiveness of innovative entrepreneurial milieu. The role of the spatial proximity of the institutional environment is invaluable in his investment process.

The aim of the work is to identify the relationship between regional economic growth, innovation, the level of human capital development and the knowledge spillovers.The methodology is based on a quantitative assessment of the impact of knowledge spillovers and technological innovations on the economic growth of regions. Spatial econometrics tools are used as a method of modeling the relationships between these parameters. The sampling of time series was carried out using panel analysis, which allowed to take into account the individual characteristics of the regions correlating with the variables in the model inherent in each of them separately. Based on the provision on the effectiveness of economic development, depending on the accumulated and realized human capital, along withthe economic conditions ofthe region, a social filter indicator was calculated. Using this indicator allowed us to identify key factors of innovative development that contribute to the knowledge spillovers. Based on statistics on innovation in Kazakhstan for the period 1990-2018 the relationship between R&D, innovation and economic growth is assessed taking into account the specifics of human capital in the regions of Kazakhstan. The calculations, in accordance with the proposed models, confirmed the hypothesis about the positive impact of costs on the development of technological innovations on the regional economic growth rates. Accordingly, it is concluded that R&D can be borrowed and introduced by other territories and spread further in this direction along the production chain.

Purpose of the study. The aim of the study is the formation of the modular architecture of an intelligent system for solving the problems of the Internet of things. For this, modern trends in the development of technologies are considered, among which the most significant, promising areas and events in the field of information technologies are highlighted. Among these areas, events highlighted: the introduction of Industry 4.0 technologies; use of cloud, fog computing; machine learning; cognitive approach in the field of artificial intelligence; development of cognitive computing. The main content of these areas is disclosed. In the context of the Internet of things, the modular architecture of an intelligent system is considered and its modules for solving tasks of purposeful behavior are described. As part of the development of the Internet of things, approaches to the management of innovative processes are considered. Emphasis is placed on the use of cognitive maps. With an increase in the volume of information, problems arise in making effective decisions. For this, intelligent systems focused on the use of conceptual representations and scripting concepts are considered.Materials and research methods. When solving problems within the framework of the Industry 4.0 concept (the Internet of things), new approaches and methods are required. System Industry 4.0 represents many technologies, including the creation of devices, sensors, and many protocols for their interaction. One of its main directions is the Internet of things, which represents a new step in improving the Internet. For the development of the Internet of things, fog computing is used that extends and complements cloud computing. One of the central places on the Internet of things is machine learning. A brief description of the basic methods of machine learning is given. The use of a cognitive approach in the context of understanding and using mechanisms that allow a person to decipher information about reality and organize it for comparisons, decision making and many new tasks that arise in everyday life is shown. The developing directions of cognitive computing are presented.Results. The modular architecture of an intelligent system for solving the problems of the Internet of things is proposed: modules of an intelligent system for solving the problems of the Internet of things using sensory images; intelligent system modules for solving the problems of the Internet of things using conceptual representations; intelligent system modules for solving the problems of the Internet of things using concept scenarios. Significant, promising areas and events in the field of information technology are presented and their main content is disclosed. Approaches to the management of innovative processes are considered. The use of a fuzzy cognitive map is described, which reflects the stages and factors of creating a robot vacuum cleaner that affect the life cycle.Conclusion. Using the modular architecture of an intelligent system allows you to solve the problem of targeted behavior using sensual images of the world. Such systems can be used to solve the problems of the Internet of things. Using an integrated approach to the description of reality, the intelligent system of modular architecture allows the formation of conceptual representations and conceptual scenarios. They can reduce the flow of information, which is important for the Internet of things and the Internet of everything. Description of significant, promising areas in the field of information technology, approaches to managing innovative processes gives an understanding of the development of cognitive computing.

The article is aimed at elaborating the conception of diffusion of innovativeness of enterprises in the space-time process, which is formed under influence of the active development of scientific and technological progress. The flow velocity of the process of diffusion of innovativeness according to E. Rogers, depending on the main properties of innovation (new product) and evaluated by potential consumers when making a decision, is considered. The stages of the space-time process of attracting an individual consumer (economic entity) for adoption (use) of innovation (new product) are defined. It is indicated that an important component of the diffusion of innovativeness of enterprises in the space-time process takes into account the peculiarities of heterogeneity and uneven socio-economic development of enterprises. It is defined that the main tasks of diffusion of innovativeness of enterprises are the following: ensuring efficient employment of the workforce and creating additional jobs by expanding new production facilities; updating technically obsolete productions, developing the scientific-technological potential; spread of progressive, safe technologies from the scientific centers where innovation is born, etc. A conception of diffusions of innovativeness of enterprises in the space-time process is proposed as well.

The need for new conceptual approaches to risk management is due to the high level of riskiness of innovation processes and the unpredictability of changes in the external economic environment. Innovative risks are associated with the innovation itself and its features, its originality and exceptionalness, with the enterprise technological potential and the set objectives. Therefore, the research of the risks nature, the study of characteristics and situations in which these risks arise is relevant. The effectiveness of management decisions in the field of innovation is determined by the results of the implementation of risk management models for innovative projects, taking into account the decrease in the probability of their occurrence and possible losses. The proposed management strategy allows the enterprise to determine ways to reduce innovative risks and choose the most acceptable scenario for organizing risk-management.

The article deals with relevance and necessity of studying innovative processes in tourism industry as an important indicator of tourism development in the modern market conditions. Formulated and substantiated directions of innovative technologies introduction in the hospitality industry of Ukraine. Conducted research and substantiated principles of innovations in tourism and the processes in use of advanced services: Sleepbox, multimedia digital technologies Digital Signage, new technologies “Teleport” from the hotel network “Marriott”. This article provides an overview of a family play therapy intervention developed in the design and early development and pilot testing phase of an intervention research process. The family play therapy intervention was implemented with families affected by child sexual abuse (CSA). The families' reflections on how they experienced the family play therapy process and techniques implemented as part of the intervention process, will be described in this article. The purpose of the publication is to draw attention of educatorsof all levels to the need of improving quality of teacher training in research field.Methods. Based on the results of observations, interviews and surveys of teachers aged between 23 and 30 years with teaching experience of 1 to 5–6 years, and analysis of teacher practice, the assessment of the current state of innovation processes in public school and quality of university training of pre-service teachers in research field is given.Results. Insufficient training of young teachers for independent research has been revealed. It was established that the research experience acquired by them while writing the final qualifying work is non-demanded in modern educational work, where innovation is pushed out due to mismatch of educational policy and the actual educational practice. The reasons of reluctance of young professionals to combine educational activities and research are the following: lack of innovation environment, academic overload, household and personal problems, and, most importantly, unwillingness and inability to carry out independent scientific and pedagogical search. Also, the problems of final qualifying works supervision and management of pedagogical practice of students have been found out.Scientific novelty. Self-assessment of young teachers, concerning their research activities, has been conducted; it included a cluster of research activities that constitute its subject matter. The point for the need to abandon the narrow, focused specialization in high school training of pre-service teachers and enhance their methodological preparation has been developed. Practical significance. Different ways of organizing work with in-service teachers concerning combination of subject specific and research specific aspects of their professional activities have been presented.

The article analyzes procurement regulating legal act in field of innovate product (works, services)public procurement and also practice of forming of demand on an innovation by participating of innovative enterprises in procurement procedure. Also, in article showed recommendation in innovation activities of Russian Federation improvement by means of public procurement.

The article provides information on the work of the regional scientific-practical conference "Current technologies of pre-school education in the light of federal state educational standart of preschool education" dedicated to the implementation of modern technologies of pre-school education in the context of the requirements of the federal state educational standards of preschool education. The conference was organized by the department of psychology and pedagogy of preschool and primary education, Minin University to discuss the pressing issues related to the selection and implementation of educational technologies in the light of the requirements of the Standard and upgrade modern framework of pre-school education through a major transformation. This resulted in the launch of various innovative processes in preschool education as a separate grade of general education. A review of the most significant articles that illustrate the experience of implementing different technologies of pre-school education is observed.

This paper contains an analysis of innovation processes in enterprises, from the perspective of demand for knowledge, which companies increasingly obtain from business environment. This requires a discernment of valuable partners in the environment, who will provide professional transfer of knowledge to the company. Therefore, knowledge has become a product, and Polish universities and specialized, commercial knowledge providers are competing for the customer on the knowledge market. While knowledge transfer to companies is a secondary activity for Polish universities, specialized, commercial knowledge suppliers are making an effort of acquiring as much orders as possible. Therefore a natural competition between these two types of entities arises. In this paper the Author examines possibilities of supporting innovation-oriented enterprises by Polish universities and commercial providers of knowledge and formulates terms and conditions which will make cooperation between these two groups of entities possible, so as to transform the competition into cooperation, beneficial for both sides, and support innovative processes in enterprises.

In business environment that changes rapidly, innovation becomes a precondition for success and even the survival of some organization. Therefore, innovation finds the way and takes most important place in many organizations throughout the world. Innovation brings development and growth of a company, creation of opportunities in new markets and, at the same time, injects new life to mature industries. Aware of this fact, many organizations aim at launching new products and services through continuous innovations and thus remain successful in the market. That is also followed by the requirement for changing the traditional way of doing business, which implies the increase of interest in mechanisms that are implied by modern management principles, such as knowledge management and innovation processes. The purpose of the paper presented consisted in studying and identifying the extent to which the processes of innovation are applied in Serbian public enterprises.

The European historic city centres are currently experiencing innovative approaches for rehabilitation of urban spaces afflicted by social and physical decay. The revitalization challenges are a consequence of the integration of contemporary technologies and solutions to achieve new requirements and of the impacts of socio-economic dynamics. Understanding and boosting the drivers connected to the cultural potential of the historic city centres can play an important role in adaptive re-use. This paper focuses on the synergy between cultural heritage and urban development, cultural heritage preservation and local economic growth, proposing adaptive reuse design practices applied in historic city centre, through the adoption of a multi-criteria methodology for heritage-led regeneration.
