Enterprise Architecture (EA) plays an important role as an enabler of digital transformation with strategic objectives, especially in digital government initiatives. Despite its potential, EA implementation in the public sector faces challenges such as complex organizational structures, diverse stakeholder interests, and regulatory constraints. This study aims to systematically review the literature to identify critical success factors that influence the success of EA implementation in government and propose a comprehensive maturity evaluation methodology. Using a systematic literature review of 48 studies published between 2018 and 2024, this research identifies key factors such as strategic alignment, governance, human resource capabilities, and stakeholder engagement as critical to achieving effective EA implementation. It also introduces an EA maturity evaluation model designed for the public sector to assess and improve EA practices. The citizen-centric aspect is the novelty of this research where the factors in this aspect characterize the implementation of EA in the digital government sector. The findings provide insights and academic contributions in expanding the study of EA in the public sector as well as providing practical guidance for government agencies to improve their EA maturity so that accelerated digital transformation can be achieved. Poverty is among the significant issues that pakistan has been facing for the past few years and if this issue will remain unattended, the future of pakistan is in danger. Microfinance is a very powerful tool to alleviate poverty and empower women and impoverished populations. In pakistan, there are numerous non-governmental organizations (ngos), microfinance institutions (mfis), microfinance banks (mfbs), and other welfare trusts that working on poverty alleviation and aspiring to achieve their aims and targets. The state bank of pakistan (sbp), pakistan microfinance network (pmn), pakistan poverty alleviation fund (ppaf), and other organizations are also striving to attain the united nations' millennium development goals (mdg) and thereby contribute to the economic development of the nation. The present study aims to identify the contribution of the government and ngos in eliminating poverty considering the case study of punjab, pakistan. The questionnaire survey was used for conducting this analysis where certain statements have been used to measure each variable on the likert scale. After the identification of its reliability and validity, the questionnaire was used for the final data collection, which has been further used for the analysis. The findings have revealed that the growth rate of borrowers and training significantly influences poverty. In recent years, digital transformation has been identified as a research priority for managers and researchers in the public and government sectors. The importance of this research area and attention to it in digital government studies has made it necessary to identify its sub-domains and research trends. This study aims to review research in the field of digital transformation in government and public organizations, identify core articles, recognize sub-domains, and research trends.Introduction In recent years, research in the field of digital transformation, especially in the government and public administration sector, has become one of the important priorities of organization managers and researchers, and has led to the creation of vast and scattered knowledge in this field. In other words, the answer to this question, which are the main fields, new topics and research trends of digital transformation, focusing on the public and public sector, is placed in the headlines?In this study, firstly, the introduction and the theoretical and experimental background related to the research topic, including digitization, digital transformation, and their dimensions are investigated and research questions are presented. Then the methodology of the research is discussed and the findings obtained from the articles are collected and the results of the analysis are shown. At the end of the research, the most important recommendations and ideas for organizations and organizational researchers have been presented.Materials and MethodsThis research focuses on the field of digital transformation in government and public management using bibliometric analysis. The data for this study was collected from 479 articles published between 2000 and 2023 in the Web of Science and Scopus databases. Co-word analysis and co-occurrence analysis of keywords were performed on the collected data to identify the core articles and sub-domains. Furthermore, a coverage map and average word lifespan were created to determine the research trends in this field.Discussion and Results Research on digital transformation in the government and public sector was categorized into seven clusters, and the core articles in this field were identified. According to the findings of this study, recent topics such as smart government, linked open data, co-creation, COVID-19, digital readiness, digital participation, and digital services are new topics that have been discussed in the field of digital transformation in the government sector and have been the focus of researchers' attention.ConclusionBy identifying the core articles, sub-domains, and research trends in digital transformation in the government and public sector, this study provides a cohesive perspective on this field and helps researchers in choosing their research direction.

Orientation: Success is a common goal in both personal and professional life, and wise leadership is key to achieving it. Effective leadership guides and motivates teams, driving them toward success and excellence. Research purpose: This study examines wise leadership in Oman’s government sector, using Hassi and Storti’s theoretical frameworks. It explores dimensions such as Intellectual Shrewdness, Spurring Action, Moral Conduct, and Cultivating Humility to improve employee awareness and perception. Motivation for the study: To assess wise leadership qualities across different dimensions and demographic groups to identify strengths and areas for improvement in leadership practices. Research approach/design and method: A descriptive method was employed, and a questionnaire was used as a data gathering tool. The data were analysed by several techniques including T-tests, ANOVA and descriptive statistics. Data were anonymously collected from 300 respondents across the Ministry of Labour, Ministry of Information and Taxation Authority, representing diverse demographic profiles and organisational ranks. Main findings: The findings highlight that practical wisdom is vital for organisational resilience, effective communication, and societal well-being in complex governance. While there is broad agreement on key leadership traits, minor discrepancies suggest challenges in applying theoretical ideals, especially concerning vulnerability and humility. Practical/managerial implications: Providing a detailed look at employees’ views on wise leadership and the impact of personal characteristics on these perceptions. Contribution/value-add: Provides a comprehensive view of employees’ perceptions of wise leadership and how personal characteristics influence these perceptions.

The digital public sector differs significantly from the „classical“ public sector. Its virtual existence makes its association with real phenomena and processes particularly difficult, and with that, its theoretical understanding is also difficult. This necessitates a strategic view to understand the processes, shaping the still emerging digital public sector. For this purpose, through a descriptive, comparative, and rationalistic approach, a group of interrelated notions and the change as a result of digitalization in the relations between them are examined, which necessitates the need for a new understanding of what they actually mean in the new conditions. the present research aimed to test the significant relations between information technology Competence represented in two dimensions: it knowledge and it skills on the one hand and customer satisfaction represented in two dimensions: on employees and on services on the other hand, as well as the role of customers' perception of service quality represented in four dimensions: Reliability, Responsiveness, Assurance and Empathy in this relationship, The relationships between the variables are suggested by A theoretical framework, deriving four hypotheses examined through structural equation modeling Applied on government sector, The findings refuted the direct relationship between information technology Competence and Customer's satisfaction, but supported the direct relationship between information technology Competence and Customer Perception of service quality, As well as the findings showed a positive correlation between customer perception of service quality on the one hand, and Customer satisfaction on the other hand, the results also showed an improvement in the strength of the relationship between information technology Competence and Customer's satisfaction through the mediating role of customer perception of service quality as intermediate variables, finally and according to these findings the government sector not only makes it easier for employees and management to conduct their jobs, but it also improves their efficacy and efficiency in doing so, which lowers customer concerns about possible paper and document loss.

For decades, the construction industry has contributed significantly to China's economic growth. The heavy energy consumption inevitably leads to the release of large amounts of carbon emissions. Improving energy efficiency has been a crucial solution for mitigating the environmental impacts while boosting its green economy in the construction industry. Measuring the energy efficiency in the construction industry considering the quality of government sector is still limited. Using panel provincial data in China from 2011 to 2020, this paper proposes a two-stage dynamic data envelopment analysis (DEA) framework integrating the government sector with the production sector in the construction industry, and calculates energy efficiency. The spatial Durbin model is used to analyze the driving forces of energy efficiency. The research findings include (1) the energy efficiency in the eastern region is higher than that in the central and western regions. The mean values of energy efficiency in the eastern, central, and western regions are 0.42, 0.34, and 0.37. (2) Even though governance efficiency is lower than production efficiency, there is a positive correlation between governance efficiency and production efficiency with a correlation coefficient of 0.48. Improving governance efficiency is a significant step to increase the production efficiency and further increase energy efficiency of the construction industry. (3) Digital transformation has a positive effect on governance efficiency but has no effect on production efficiency. We investigate how factors beyond an individual's control determine the youth's status in the labour market. The factors include gender, age, residential areas, parental education, and parental occupation. We differentiate between three main labour market categories, which are employed, unemployed, and inactive. Additionally, how the mentioned factors determine the allocation of employed people among various sectors is also examined. We use descriptive statistical techniques, regressions, and the propensity score matching model based on the Democratic Republic of the Congo and Madagascar data gathered from the school-to-work transition survey carried out by the International Labour Organization in 2015. The descriptive statistical results show that the educational attainment of the youth and their parents is disappointing, and most of the youth engage in private or family businesses. The propensity score matching technique results discover that inequality of opportunity can be a causal explanation for the youth's labour market status in both countries. The regression approach shows little explanatory power, which implies that youth's status in the labour market in these countries is mainly attributed to the effort-based inequality and not inequality of opportunity. The modern vector of development of the national economy and its focus on programme-targeted organisation makes us consider the principles of organisation in public administration in a new way. Modern conditions and principles of public administration require the adaptation of fundamentally new methodological guidelines that can not only manage existing systems, but also stimulate the emergence of fundamentally new economic and social realities. Currently, financing of state programme takes about 70 % of the federal budget, however, the actual implementation of the laid down plans of state programme is far behind the planned targets.Within the international practice of economies with a related organisational structure focused on the implementation of large programme projects, the focus on project management begins to occupy a dominant position in the practice of public management, especially in the field of strategic development.The article studies the special aspects of the project management formation and its scaling at the national level. The paper analyses the experience of implementing the principles of project management in public administration. At the same time, the authors highlight the main fundamental provisions of the successful implementation of projects and determine the key directions for improving the efficiency of project management.

The research aimed to locate, analyze, and determine the role, opportunities, and challenges of social work with the families of missing persons. The focus of the paper is primarily on theoretical and empirical research of services provided by the social work profession to families of missing persons in terms of quantity, from the point of view of governmental and non-governmental sector, and quality, from the point of view of missing persons’ families. The research was also aimed at determining the importance of assistance provided by the non-governmental sector to the government sector in all spheres of assistance to the families of missing persons. The following methods and techniques were used in the research process: content analysis, questionnaire, interview, survey, and statistical method. A stratified sample was used, taking into account the proportional and territorial representation of institutions, non-governmental organizations and families: the government sector – 25 respondents, non-governmental sector - 10 respondents and families of missing persons – 50 Serb families and 50 Bosniak families. The survey was conducted in the Association of Visually Impaired Citizens Tuzla. The results of the research show that we need more understanding for these vulnerable groups of families and more social action in the direction of solving their problems, as well as timely informing the public about solving the problems one of the most vulnerable categories of our society.

Purpose: The purpose of the study is to analyze the first hand data regarding intimacies between government entities and government audit institution of Pakistan, to see its impact on the quality. Design/Methodology/Approach: Qualitative research design is used to explore the concept base on theoretical saturation technique. Findings: The results revealed by default presence of social ties among interactive agents. It further explores indirect relationship between audit quality and social interactions in the presence of petty corruption due to familiarity, unwarranted mutual trust and favoritism however this relationship is shifted toward direct relationship in the presence of material corruption due to fear of losing good reputation, loss of job, fear of departmental inquiry, threat of floating your weaknesses before your rival clique. Implications/Originality/Value: The results presented in this paper should therefore be of great interest to government, regulators and standard-setters charged with developing accounting standards to improve the audit quality of reporting information related to existing government auditing setup.

One of the priority directions of administrative reforms that take place in the Republic of Kazakhstan is the enhancement of civil service effectiveness. And, the success of reforms will mostly be determined by the condition of civil service, which depends on the performance of civil servants. Taking into consideration the importance of motivated and satisfied employees on their commitment, this study was aimed to identify the relationship between motivation and job satisfaction on employees' commitment and studying the mediating role of job satisfaction on the relationship of civil servants' motivation and organizational commitment in the central and local executive bodies in Kazakhstan. In total, 1205 civil servants from 5 ministries and 4 regional administration completed a questionnaire adapted from previous studies. The results show significant relationships exist between work motivation dimensions and organizational commitment as well as work motivation and job satisfaction. Moreover, the study found the mediating effect of job satisfaction on the hypothesized relationships. This paper contributes to the existing human resources literature on employees' commitment and guides management on how to improved employees' job satisfaction and employee's commitment. Following the need for knowledge management in organizational structures, more than 50 years since the beginning of the knowledge management discourse in public and private sector organizations in the world, about 20 years since the first whispers of knowledge management in the country's scientific literature, and also with the announcement of knowledge management in the government organizations in January 2021, these organizations entered the new year with a new agenda but an old conceptual sphere. For a long time, this decree will integrate the spheres of the sector with the concepts related to knowledge management. There are many potential positive aspects in the decree in terms of paying attention to knowledge assets and transferring experiences and lessons learned and best practices along the length and breadth of organizational processes and inter-organizational communication. Translating these potential strengths into actual benefits will help to enhance the organizational environments of the government sector organizations, improve productivity and client satisfaction, and reduce repetitive errors and develop innovation. Achieving these benefits requires careful planning, the use of collective wisdom, the capabilities of scientific centers and the participation of staff and stakeholders. The present study aimed to identify the role of human resource management functions in the government sector in managing crises in light of the knowledge economy in the Sultanate of Oman, and to uncover the challenges that stand in the way of that. To achieve this goal, the researcher used the descriptive and analytical method by reviewing the reality and analyzing data and information by following the content analysis method. The results showed the following: • The functions of human resources management came to a very high degree of approval, and this proves its effective role in various activities and businesses, especially during crises and their management. It is an effective tool in every organization, so there is no organization or institution without it. • In terms of arranging the role of human resource management functions in managing crises in light of the knowledge economy in the Sultanate of Oman, the focus of the training and qualification function came first with great approval in all its paragraphs, and then came after it the planning axis, and this also indicates its importance and then came after it in succession. The centerpiece of the organizing function and finally the center of the calendar function. The results of the study also revealed a set of challenges that prevent the fulfillment of the role of land resources functions in managing crises, most notably the following:  The employees were affected by the cut of the material and moral incentives that prevented them from innovation and career creativity.  Deciding whether to retain or abandon the employee.  The organizational culture of some employees prevents them from adapting to the course of the modern scientific revolution. Based on the results of the study, the researcher recommended that there be a great interest in the functions of human resources management through training and real qualification of the requirements of those jobs, and to apply material and moral stimulation to all segments of the organization's functions. World Health Organization established the concept of essential medicines with the main aim to improve the availability of most necessary drugs to fulfil basic health care needs of population. Access to essential medicines is one of the crucial components of primary health care. Access to medicines is included in millennium development goals as well as universal health coverage policy. In 2000, India made a policy "Health for All" and one of the main objective of this policy is to ensure availability of quality medicines at reasonable cost to the society. The overall budget on medicines differs widely in different states of India and as a result their access is also highly variable. This review will emphasis on essential medicine concept and report of various research surveys conducted to evaluate availability of essential medicines in different parts of India. An exhaustive literature search was planned to study the availability of essential medicines in India. The search engines used were PubMed and Google Scholar. Relevant keywords were used to make the searches such as essential medicines concept, essential medicines report, essential medicine research in India, availability of essential medicines in India. The aim of this paper is to bring a contribution to the clarification of the terms such as public finance, public sector or government which are widely used in economic analysis or in public finance management. In the Czech environment, those terms are understood differently across statistical, legislative or accounting domains. The paper illustrates a nuanced understanding currently existing. Apart from the illustrations of varying use, the content of terms in question and their mutual relation are explained and analysed from the point of view of a relevant statistical methodology. The paper concludes offering a more robust content of the term “public finance” in relation to the statistical data which are generally used as an illustration of public finance development.

The purpose of the current study was to examine the frequency of ethical conflicts amongst social workers, deriving from dual obligations to clients and employers, as associated with their organisational affiliation and professional seniority. The sample included 723 social workers from three organisational sectors in Israel: the government sector, the third sector and the for-profit sector. Two-way analysis of variance (ANOVA) was conducted to examine the main and interaction effects of organisational affiliation and seniority on the frequency of ethical conflicts amongst social workers. Social workers in the for-profit and third sectors experienced a significantly higher frequency of ethical conflicts than those in the government sector. In addition, social workers with moderate seniority were found to experience ethical conflicts more frequently than those with low and high seniority. These findings have an important contribution to the ongoing public debate on the privatisation of social services, by pointing to the difficulties encountered by social workers employed in partially privatised social services in meeting their obligations to clients. Better public monitoring and adequate supervision of social workers are recommended. The article focuses on the level and dynamics of innovation financing in Azerbaijan and Ukraine compared to the world level and the places of Azerbaijan and Ukraine in the Global Innovation Index and trends in their positioning in the dynamics. The analysis reveals negative dynamics in both countries in this sphere. The innovation financing structure's role as a factor of economic growth and international reproductive relations development is substantiated. The dependence of the country's economic growth level (GDP growth per capita) on the value of expenditures on innovation financed by various sectors of the economy (government, the private nonprofit sector, foreign investors and the higher education sector) is studied. The study consists of data for 12 European countries for 2007-2017 (limited calculations in 2017 due to the availability of information on open portals of the World Bank, the EU Statistical Office). At the first stage, the distribution of the relevant indicators was evaluated using the Shapiro-Wilk test. Based on these results the method of calculating the correlation coefficient is chosen: Pearson - for indices that are subject to the ordinary distribution law or Spearman - for indices that are not subject to the ordinary distribution law. A correlation analysis regarding the strength and nature of the relationship between relevant indices and the dynamics of GDP per capita in these countries is performed to identify the duration of time lags, after which this relationship is the most statistically significant. In the second stage, there are three types of regression models for estimating panel data to identify the impact on the economic growth dynamics of innovations financed by different economic sectors: 1) with fixed effects (based on the least-squares method); 2) with random effects (based on the general least squares method (GLS); 3) dynamic model for estimation of Arellano-Bond panel data, which considers time lags (based on the general method of moments (GMM)). In the third stage, using Wald's tests, Breusch-Pagan and Hausman, the adequate model specification is chosen. When choosing a dynamic model of Arellano-Bond, the Sargan test is performed to validate the parameters. The control variables in all three types of models consider net inflows and outflows of foreign investment, inflation (GDP deflator) and labour force participation rate (% of total population ages 15-64). The second and third stages of the study obtained the results as follows. It is empirically confirmed that a 1% increase in the share of government sector-funded R&D expenditures leads to a decrease in annual GDP growth per capita by an average of 0.15% (excluding time), business sector - to the increase by 0.13% with a time lag of 2 years, thanks to foreign sources - to the increase by 0.1% (without time lag); higher education sector - to the decrease by 0.78% (without time lag). It is substantiated that the state should reduce the share of direct investment in innovation. At the same time, it should focus on effective legislation, motivating the business sector and foreign investors to increase investment in research and development to stimulate economic growth in Azerbaijan and Ukraine and the development of international reproductive relations.
