Currently, in conditions of high risk of the continuation of the pandemic and the introduction of new sanctions, the preservation of both professional health and the working capacity of the working population is of particular relevance. Therefore, it is of great importance to determine the real state of the management system of the process of reducing the disability of the working population of the country’s regions. For this purpose, a socio -logical study was carried out, consisting in a survey using a specially developed questionnaire of heads of government bodies of the regions of the country. The analysis of the results of the study made it possible to identify the existing situation on this problem in a number of regions of the country and systematize both the main factors currently constraining the development of the management system for reducing the level of disability of the working population in the regions, and to determine the type of necessary assistance required by the regions from the federal authorities for the successful development of this management system. The article was prepared as part of the research work of the state task of the RANEPA.

6. Features of Internet Dialogue at the Modern Stage

The article analyzes modern Internet technologies that have a significant impact on the process of relations between the civil society and the state, considers the possibilities of building a dialogue between government bodies with representatives of various social groups, using modern Internet technologies. Special attention is paid to the Internet communications system, as an important principle in the implementation of the policy of openness and accessibility in the activities of public authorities, the priority of which is noted in the relevant regulatory legal acts. The article reveals the mechanism of communication of citizens with state authorities and local self-government through the system of state portals. In this regard, it is necessary to highlight an important feature of the Internet dialogue at the present time: it is close interaction between the subjects of communication, which is increasing due to the modern technical characteristics of the Internet. The relevance of the article is due to the emergence of a serious scientific interest in new forms of Internet communication. The purpose of the article is to study and consider the features of the modern Internet dialogue between the subjects of communication, which is increasing due to the modern technical characteristics of the Internet. In accordance with a specific goal, the following tasks have been set and solved: - to study the concept, forms and organization of communication via the Internet; - to find out the advantages and disadvantages of virtual communication; - to consider the features of the Internet dialogue on the Internet. The practical significance of the article lies in the use of provisions and conclusions in the process of communication between the state and civil society. The methodological basis of the article includes a systematic approach, and methods of comparison and observation. Thus, an information-rich environment can act as an effective platform for the interaction of various people and social groups, representing one of the universal means of communication and information transfer. With the growth of modern computer technologies, the forms and methods of Internet communications are constantly changing and improving. It should be noted that the Internet space is a part of modern society, in which each person has the opportunity for self-realization, which, in turn, arouses great interest from scientists in this topic.

7. How the internet and social media reduce government approval: empirical evidence from Russian regions.

In this paper we study the effect of the internet and social media on government approval. On the one hand, the internet exposes people to independent information, which makes them possibly more critical of the government. On the other, many countries use the internet for propaganda, which might increase support for the government. We study these effects via the example of Russia. We utilize data from an existing survey: the resulting dataset contains data on 17,824 individual-level observations from 64 regions in Russia, 2010–2019. We find that more intensive internet use and access to social media are associated with a decrease in government approval. Yet, the influence of social media is more nuanced. The Russian-language homegrown network VKontakte increases public approval of the government. To partially account for self-selection bias, we use the propensity score matching method. 8. Voluntourism – can universities shape the present into a future?

The Voluntourism (VT) phenomenon combines volunteering with travelling. Students’ education as global citizens challenges universities for community-engagement programs to enrich participants’ personal and professional development. The present article addresses the issue of how universities can retransform VT into a win-win scenario based on co-creation experiential learning programs. A lexical analysis of 28 semi-structured interviews reveals universities’ positive influence on the progress of the VT industry by extending their mission toward the inclusion of communities. The findings reported here advance an opportunity together with VT operators’ operational support that goes beyond knowledge transference while embracing a mutual education in socio-cultural skills for students as volunteers and local communities. 9. Strategic management in improving total quality in Bahrain's public sector

This study determined the strategic management in improving total quality in Bahrain's public sector. More specifically, the concerns of this study were: 1) the demographic characteristics of the respondents in terms of gender, nationality, number of years in public sector, category of specialisation, position in the organisation, and field which team work is relevant; 2) the strategic management practices and TQM application along institutionalising the planning function, establishing the strategic foundation, strategic situational diagnosis, and managing TQM implementation; and 3) TQM factors implemented in Bahrain's public sector; 4) applying TQM and influenced the Bahrain's public sector competitiveness; 5) the role of strategic management factors in encouraging the implementation and sustainability of TQM in Bahrain's public sector; 6) the main impediments that hinder TQM adoption in Bahrain's public sector. The descriptive-correlational research method was employed using questionnaire-checklist, interview guide and unstructured interview. The research is based on a mixed methodological in the exploratory investigation, whereby, three tools were used for primary data collection. These tools were focus group discussions (FGD) with 5 respondents, Interviews with 6 respondents, and survey questionnaires with 400 respondents; a total population of this study is 400. The data gathered were statistically treated through the use of frequency count, percentage computation, and test of significant relationship using Pearson's correlation using SPSS statistics. The salient findings of the study were: 1. Demographic characteristics. Majority of the participants are male indicating that 312 out of 400 or 78% and barely 88 out of 400 or 22% are female. A high percentage of Bahraini among the respondents showing 376 out of 400 or 94% and remaining 24 out of 400 or 6% are non-Bahraini nationals. More than half of the participants acquired about 16 years and above experience in Bahrain's public sector indicating a value of 52%, those with 1 to 5 years of experience consists of 80%, those with 11 to 15 years of experience obtained 18%, and the least are those between 6 to 10 years of experience comprise of 10%. On category of specialisation, 400 were currently employed as technical and non-technical job. Majority of the participants are non-technical indicating that 224 out of 400 or 56% and remaining 176 out of 400 or 44% are classified as technical personnel. Responding participants were almost Administrative Support Staff and Managers/Supervisors positions (n = 80, 20%); 64 or 16% participants holding other positions; 56 or 14% are Engineers; 48 or 12% are Directors; 40 or 10% are Senior Executives in their current position. The remaining 32 or 8% are individual contributors (Consultants and Sales Representatives). However, no Vice President served as participants of the study. However, in the field which team work is relevant, out of 400 participants, 88 or 22% are in Military, Armed Forces and Law occupations; 72 or 18% worked in the Technology and Communication; 59 or 14.80% worked in Business and Finance, and 54 or 13.60% worked in other fields. The remaining 37 or 9.20% participants are employed in Education and Training; 29 or 7.20% worked in Healthcare; 23 or 5.60% worked in Energy and Oil. However, the remaining 19 or 4.80% worked in the Production and Manufacturing, and Transportation and Logistics. vi 2. Strategic Management Practices and TQM Application. On Institutionalising the planning function. The findings revealed that 81 respondents gave a rating of 3 or "some improvement needed" on "top executives take formal responsibility for the organisation's strategic planning to improve TQM management practices". On establishing the strategic foundation. The findings revealed that 69 respondents gave a rating of 6 or "Much Improvement Needed" on "all management and higher-level staff aware of the mission and understand. On Conducting the strategic situational diagnosis. The findings revealed that 64 respondents gave a rating of 6 or "Much Improvement Needed" on "the organisation have knowledge of and access to sources of information about the industry, markets, and other external factors." On Managing TQM implementation. The findings revealed that 64 respondents gave a rating of 6 or "Much Improvement Needed" on "individuals responsible for strategic management and implementation of TQM successful performance." 3. TQM factors implemented in Bahrain's public sector. The participant mentioned that "quality communication and structure is a requirement of each directorate in the ministry. In each sector there are commerce and industry experts who control quality. They have oversight of the directorate, and they communicate with QR or QM stakeholders or QR representatives. For each expert there are two representatives for each sector. There is a quality representative for the directorate and a quality management representative for the sector itself. They all report to the Undersecretary for the Ministry of Industry, Commerce, and Tourism. 4. Applying TQM and influenced the Bahrain's public sector competitiveness. The participants had varying opinions on the application of TQM to Bahrain's public sector. One participant, in particular argued that it is a competitive surrounding important any product, involving products in Bahrain's public sector such as media; radio, television, and publishing. There is no particular monopolist for this service; the customers and the clients have a lot of available alternatives. Through the strategy of competitiveness to be the first choice; the first choice for the audience, the first choice for the recipients of the news even for travel can be strengthened through strong TQM. There is a significant link between competitiveness and the quality of service. Competition is intense and it is no longer peer organisations that are competitive. Social media has become a site of major competition for all. 5. The role of strategic management factors in encouraging the implementation and sustainability of TQM in Bahrain's public sector. Three participants agreed that the strategy which gives the best guidance and the channels which provide the bigger picture it is the quality framework aspect of strategy. A strategy/goal provides the organisation with a goal, which is a generic and crucial part of the mission. All stakeholders within an organisation must get behind the goal. The optimisation and quality of the service depends on having a goal that one can attain to fulfill the strategy. There are the links between both. The strategic plan is the basis or the roadmap for total quality management (TQM) implementation in any organisation. It should not be independent or isolated from the strategic plan. There is a major effort to drive the competitiveness of many service sectors such as electricity and the solar panels. Other participants argued that in the communication sector there is increasing competitiveness amongst companies. 6. The main impediments that hinder TQM adoption in Bahrain's public sector. Participants 1, 2, and 3 said, that teamwork is the main impediment hindering TQM adoption. There must be a building and fostering of trust through enhanced transparency between various organisations to bring teamwork to the different public sector organisations. Participant 3 said, that Bahrain deserves better from all parties to cultivate strategic thinking skills and existing mindset starting at the school level. Everyone should be loyal to Bahrain's leaders and the country and all must do more to make the nation prosper. vii Based on the findings, the following conclusions were drawn: 1. The male group outnumbers the female members of the workforce. Majority of them are Administrative Support Staff, Managers and Supervisors positions and acquired about 16 years of service in public sector. 2. There is a strong positive relationship between the compliance to quality standards and work performance relative to strategic management and TQM application in Bahrain's public sector. The correlation analysis showed that there is a significant relationship" along institutionalising the planning function, establishing the strategic foundation, conducting the strategic situational diagnosis, and managing TQM implementation. 3. The bureaucratic socialisation process is a barrier to the establishment of a quality culture in government. It is clear that this can bring about much resistance to any positive efforts aimed at effective organisational change. TQM mostly faces resistance from work cultures, mainly due to the protection of self-interest. Fixing lateral and cross-functional cooperation as well allowing room for improvement are essential steps towards establishing effective TQM practices. Changing the culture of an organisation is the only way towards the effective implementation of quality management. 4. The hierarchy is still the principal management method in the public sector, notwithstanding the demand of employees' empowerment and participation. Most in the private sectors seem to have very successful TQM management practices. 5. The Bahrain's public sector has no reason to avoid a push for effective TQM management practices, given the many benefits offered by this structure. These include low capital investment, innovative ideas, increased employee commitment, improved performance/quality, and the reduction of waste, reduced costs, and improved customer satisfaction. 6. The factors affecting compliance to quality standards and work performance for the employees are economic status, followed by political influence and leadership style. The suggested measures to improve compliance to quality standards and work performance are good working condition, sustained support to employees, and fair appraisal system.

The article is concerned with the topical issue of personnel provision for the development of amalgamated hromadas (AHs) in Ukraine. The article is aimed at scientific substantiation of the relationship between problems of human resource management and personnel policy of territorial communities in the context of decentralization of Ukraine. The article identifies and describes the most common problems of human resource management and personnel policy of amalgamated hromadas in the context of the decentralization reform in Ukraine: lack of a system for managing professional development, training and advanced training of the AH population; negative image of employees of local self-government bodies in Ukrainian society; lack of opportunity to realize one’s own professional competence and abilities; crisis of demographic reproduction and migration processes. Among the problems of personnel policy the authors identified the following: insufficient number of qualified specialists; lack of an optimal system of staffing; violation of democratic principles of openness, publicity and justice in the resolution of personnel issues; occurrence of corruption at different levels of government; irrational use of human resources; low prestige of work along with low wages. The cognitive relationship of problems in the field of personnel provision for the development of territorial communities is substantiated. The expediency of taking into account the problems of human resources use and personnel policy management as the main component of the socioeconomic development of amalgamated hromadas is specified. The relationship between human resource management problems and the efficiency of the personnel policy of territorial communities is proved. The authors substantiate expediency of directing the State policy of regional development towards: providing the territory with highly qualified human resources; development of intellectual capital of territorial communities; establishing constructive cooperation between educational institutions, research institutions, and enterprises of territorial communities; stimulating the development of social partnership in the context of decentralization.

The presented scientific article examines the features of the right to associate in trade unions in the Republic of Azerbaijan. The importance of the creation and activity of trade unions in the development of civil society is substantiated. It is noted, that on the basis of the right to association, various public organizations are being created in society. Within the framework of these organizations, members of the community ensure or defend their common interests. In order to determine the place of the right to associate in trade unions, it is important to analyze the level of its compatibility with other human rights and freedoms. As you know, the right to association is closely related to such social rights as the right to work and rest. Therefore, it was advisable to first determine the relationship of the right of association with these rights. The main goal of the modern state is to ensure the well-being and free development of the individual. Therefore, we can say that in the constitutions of such states, the right to work is separately enshrined. It is important to define the relationship of the right to association with other human rights. This will form a broader understanding of the nature of the right of association. Within the framework of this scientific article, the significant place of the right to association in trade unions is determined among constitutional human rights in the Republic of Azerbaijan. The right to association creates a real opportunity for the realization of other important social and political rights. It is also noted, that the issue of the activity of trade unions is in the center of attention of researchers in many countries. Analyzing the characteristics of trade unions, it is noted, that they are important aspects of civil society. The article also examines the highlights of civil society. It is noted, that civil society consists mainly of public organizations. The level of development of civil society depends on the level of effective activity of public organizations. 14. Regional Features of Developing Cossack Public Associations in Russia and Main Directions of Their Activity (Based on the Republic of Kalmykia)

Introduction. The article considers the processes of socio-political, ethnocultural revival and the development of the modern Cossacks of Kalmykia. The paper deals with the activities of state authorities in reviving the Cossacks and the role of the Kalmyk Cossacks in the socio-cultural and socio-political processes of the region, interaction of local Cossack associations with Cossack communities not only in the south of Russia, but also in the country as a whole. Methods. The article uses the problem-chronological, historical-genetic, historiographical and source study analysis. Analysis. The author highlights the stages of developing the revival movement of the Kalmyk Cossacks: the first stage is the end of the 1980s and mid 1990s; the second stage is between the mid 1990s and mid 2000s: the third stage is from the mid 2000s until now. The author concludes that the processes of revival of Kalmyk Cossacks have their own specificity and features. First of all, the processes of revival took place outside their traditional territory of residence. Secondly, the union managed to gather immigrants from various hosts – the Don, Astrakhan, Kuban, Orenburg, Ural, Terek ones – in the Kalmyk Cossack district. Thirdly, a distinctive feature is peaceful coexistence of two equal denominations professed by the Kalmyk Cossacks – Buddhism and Orthodoxy. The author notes that the process of forming the Cossacks in the region was influenced both by the all-Russian tendencies of the Cossack revival and by the support of the regional political elite. However, such factors as organization and responsibility of Cossack associations, active citizenship, protecting their corporate interests also played an important role in the processes of revival and developing the Cossacks of the republic. Results. Thus, the Cossacks of Kalmykia became an integral part of the social structure of the republic. The Cossacks actively participate not only in the social and political processes, but also in the sphere of patriotic education of young people, regulating and controlling interethnic and interfaith conflicts in the region. Over the period of its existence, the Cossacks managed to gain prestige, become a significant social and political force in Kalmyk society.

COVID-19 is a viral pandemic disease affecting more than 215 countries worldwide. Understanding the nature of the disease is a challenge not only for the scientists but also for general public. In this study, the authors have evaluated the perception of general public about the disease COVID-19 using a questionnaire survey. Questionnaire was designed using Google Forms and circulated through the social media like WhatsApp and Facebook. The questions related to the personal details on age, sex and education were received from the respondents. Further, the general understanding about COVID-19, causal organism and symptoms, airborne nature of COVID-19, their spread and containment were also received. The opinion of the respondents towards controlling the disease by State and Central Government, implementation of policy for containment of COVID-19 for Buildings with Air conditioning system were also received using the questionnaire. A total of 463 people responded to the questions. Among the respondents 70.9% are female and the remaining 29 % male. The age of the respondents ranges from 18 to 57. Maximum number of respondents provided correct answer related to the nature, size, shape and the spread of the causal organism. However, confusion prevailed among the respondents related to the medicinal system to practice and the distance of the viral spread. Maximum respondents are satisfied with the steps taken by the Government in controlling the disease and supports bringing a bill for clearance and certification for COVID-19 in A/c Buildings and other public Buildings. The study can be used as an insight by both Central and State Government and the policy makers of India in creating further awareness towards the disease among general public. [ABSTRACT FROM AUTHOR]

The topicality of the problem under study is due to the expansion of the contemporary concepts of the regional innovation system, and the increasing role of regions and local governments in the implementation of State programs of innovative industrial and technological development. This article aims toward the study of participants of regional innovation processes in the Karaganda region, and the definition of their goals in current conditions. The leading approach taken to the study is the analysis of the regional innovation policy issued by the authorized organizations, and the local government, allowing us to identify the tools of their relationship with other participants of the innovation system in the region. The key participants of the regional innovation system are characterized. The indicators of innovation activity in the region are considered. The factors influencing the innovation processes are identified. The materials contained in this article are useful for improving the management functions and positions of state authorities in the region, as well as for conducting a comparative analysis with other regions of Kazakhstan and the territorial subjects of nearby foreign countries.

The purpose of the study is to identify the content of modern administrative reform and the characteristics of its impact on the quality and efficiency of public administration in Russia. The methodological basis of the study includes the dialectical, systemic, comparative historical and comparative legal approaches. The formal legal method, methods of data collection, analysis of secondary data, methods of analysis, induction, legal comparative studies were also used herein. The results of the study showed that state reform, contributing to a successful democratic transition to a developed social and legal state, is implemented by eliminating excessive centralization of state power, creating conditions for business development, removing excessive government interference and administrative barriers, ensuring competition and countering corruption. The introduction of criteria for the effectiveness of performance evaluation, monitoring and public control of the state apparatus contributes to real public control. Based on the results of the study, priority trends in the deployment of modern state reform were identified and the author’s recommendations for its further improvement were formulated. Moreover, it was noted that the central directions of improving the system of public administration, in which systematic work is being carried out are the reduction of excessive government regulation; improving the quality of public services; increasing the efficiency of government bodies; increasing information transparency, overcoming corruption. The novelty of the work lies in the identified features of the political and administrative culture of Russia in the context of its constructive influence on the nature of modern administrative reform. Moreover, it includes the implementation of a systematic analysis of the modern Russian administrative reform and a comprehensive assessment of its results, consisting not only in improving the quality of public services provided to the population, but also in strengthening the vertical of executive power. Proposals have been developed to improve the organizational and legal mechanisms of state reform.

The article describes the Russian experience in the implementation and development of the project approach in the public administration system at the federal and regional levels. The authors characterize the two-level institutional design of the project management system in the Russian Federation in the form of strategic design and project management. At the same time, the authors note that the greatest variability and riskiness is represented by the project management subsystem, which at the level of the constituent entities of the Russian Federation has a poly-variate character. Based on the results of the empirical study, the authors have identified the factors of an institutional and subjective nature that affect the success of the implementation of project management in the constituent entities of the Russian Federation. The authors also describe a set of resources for the development of a project approach in regional authorities and local self-governments of the Russian Federation: political and administrative, socio-economic, communication-network, personnel.

The presented scientific article examines the features of the right to associate in trade unions in the Republic of Azerbaijan. The importance of the creation and activity of trade unions in the development of civil society is substantiated. It is noted, that on the basis of the right to association, various public organizations are being created in society. Within the framework of these organizations, members of the community ensure or defend their common interests. In order to determine the place of the right to associate in trade unions, it is important to analyze the level of its compatibility with other human rights and freedoms. As you know, the right to association is closely related to such social rights as the right to work and rest. Therefore, it was advisable to first determine the relationship of the right of association with these rights. The main goal of the modern state is to ensure the well-being and free development of the individual. Therefore, we can say that in the constitutions of such states, the right to work is separately enshrined. It is important to define the relationship of the right to association with other human rights. This will form a broader understanding of the nature of the right of association. Within the framework of this scientific article, the significant place of the right to association in trade unions is determined among constitutional human rights in the Republic of Azerbaijan. The right to association creates a real opportunity for the realization of other important social and political rights. It is also noted, that the issue of the activity of trade unions is in the center of attention of researchers in many countries. Для того, чтобы определить место права на объединение в профсоюзах, важно анализировать уровень его соответствия с другими правами и свободами человека. Поэтому, было целесообразно, сначала определить взаимосвязь права на объединение с этими правами. This short note outlines some of the rewards and frustrations that have arisen during my 40 years as a consultant in education – mainly, but not entirely, in higher education. It is a personal picture, with no pretence to be an academic paper. It is illustrated by references based on my own experience rather than references to the work of others. The note considers consultancy projects in two parts: first, the set up stage before the work really begins, and then the analysis stage. A primary problem in the set up stage is to determine with true clarity who is actually the 'client' for the work and who is the 'decision maker' about it. This is often no easy task and the answer is rarely simple – especially for projects that are commissioned and paid for by one party, but with the claimed intention being that they are for the benefit of another. During the work, conflicts of objectives can appear that were not apparent at the start, sometimes between the parties, sometimes within them. Difficulties can also arise from being a 'foreign' consultant, in terms of needing to understand – and to take into account, the local culture and ways of doing things – not least, interpretations of corruption. Sometimes an attempt is made to 'import' a solution developed for one country into another, which in my view is a disgrace. A very rewarding 'result' for any consultancy work is for the 'client' to think that the answer developed is 'obvious'. The note also reflects on the frequent uselessness of so-called 'hard data'. The paper concludes by drawing on the 40 years to say a few brief words about the world of higher education and the importance of leadership both by and within universities. This is followed by four examples of issues in education more generally which, in my view, have not yet been satisfactorily resolved. The article is devoted to the study of the administrative and legal status of local self-government bodies in the process of implementing the decentralization reform. Currently, Ukraine is undergoing a decentralization reform. Its beginning, in its current form, is considered to be the approval by the Cabinet of Ministers of Ukraine of the concept of reforming local self-government and territorial organization of power in Ukraine in 2014 and the approval of the action plan for its implementation, which launched the decentralization reform. In 2020-2021, a new stage of decentralization is taking place in Ukraine, which was characterized by a number of significant legislative changes. The article examines the administrative and legal status of local self-government bodies. It is argued that the term “local self-government body” is understood as an autonomous, non-sovereign legal entity of public law, which was created and received its power from a law adopted by Parliament. The degree of independence of local self-government in decision-making is determined by the nature and structure of administrative relations with state authorities. It is concluded that during the implementation of the reform, the legislation on local self-government and related legislation should be revised and improved in such a way as to expand the powers of local self-government bodies and contribute to the better performance of their functions, especially in the management of personnel issues, financial affairs and in determining their own priorities in the provision of public services. Despite the revision and amendment of the legislation on local self-government and other relevant legislation, the analysis of scientific sources gives grounds to assert that the exercise by local self-government bodies of their statutory powers and the performance of the functions assigned to them largely remained under the influence and control of the state authorities., Стаття присвячена дослідженню адміністративно-правового статусу органів місцевого самоврядування в процесі проведення реформи децентралізації. На теперішній час в Україні проходить реформа децентралізації. Її початком, в нинішньому вигляді, вважається схвалення Кабінетом Міністрів України Концепції реформування місцевого самоврядування та територіальної організації влади в Україні у 2014 році та затвердження Плану заходів щодо її реалізації, які дали старт реформі децентралізації. У 2020-2021 роках відбувається новий етап децентралізації в Україні, який характеризується рядом суттєвих законодавчих змін. У статті розглядається адміністративно-правовий статус органів місцевого самоврядування. Стверджується, що під поняттям «орган місцевого самоврядування» розуміють автономну, не суверенну юридичну особу публічного права, яка була створена і отримала свою владу від закону, прийнятого парламентом. Ступінь самостійності місцевого самоврядування в прийнятті рішень, визначається характером і структурою адміністративних відносин з органами державної влади. Робиться висновок, що в ході реалізації реформи законодавство про місцеве самоврядування та суміжне законодавство має бути переглянуто і вдосконалено, таким чином, щоб розширити повноваження органів місцевого самоврядування та сприяти кращому виконанню ними своїх функцій, особливо в управлінні кадровими питаннями, фінансових справах та у визначенні власних пріоритетів у наданні публічних послуг. Незважаючи на перегляд і внесення поправок до законодавства про місцеве самоврядування та інше відповідне законодавство, аналіз наукових джерел дає підстави стверджувати, що здійснення органами місцевого самоврядування своїх статутних повноважень та виконання покладених на них функцій в значній мірі залишалося під впливом і контролем державної влади.

In persons with congenital severe hemophilia A (HA) living in high-income countries, twice weekly intravenous infusions of extended half-life (EHL) factor VIII (FVIII) products, or weekly/biweekly/monthly subcutaneous injections of emicizumab are the gold standard home treatments to grant days without hurdles and limitations. Once weekly/twice monthly infusions of EHL Factor IX (FIX) products achieve the same target in severe hemophilia B (HB). Gene therapy, which is likely to be licensed for clinical use within 1–2 years, embodies a shift beyond these standards. At an individual patient level, a single functional gene transfer leads to a > 10-yr almost full correction of the hemostatic defect in HB and to a sustained (3–6-yrs) expression of FVIII sufficient to discontinue exogenous clotting factor administrations. At the doses employed, the limited liver toxicity of systemically infused recombinant adeno-associated virus (rAAV) vectors is documented by long-term (12–15 yrs) follow-ups, and pre-existing high-titer neutralizing antibodies to the AAV5 vector are no longer an exclusion criterion for effective transgene expression with this vector. A safe durable treatment that converts a challenging illness to a phenotypically curable disease, allows persons to feel virtually free from the fears and the obligations of hemophilia for years/decades. В статье анализируется понятие и структура административно-правового статуса федеральных органов исполнительной власти. В проведенном исследовании учтены мнения советских и российских ученых о правовом статусе органов государственного управления. Делается вывод о понятии административно-правового статуса как политико-правовой категории, соединяющей политические, управленческие и правовые начала. Например, авторы констатируют наличие обязательных блоков административно-правового статуса и анализируют их отличия. Принимая во внимание доктринальные исследования теоретических основ правового статуса исполнительного органа в системе федерального управления, статья обозначает современные ориентиры развития федеральных органов исполнительной власти. Авторы обращают внимание на динамику совершенствования функциональной направленности органов исполнительной власти. Развитие функциональной направленности определено введением обязательных требований, которые установили концепцию работы федеральных министерств и ведомств. Таким образом, авторами сформулирован вывод о внедрении регуляторной реформой требований к деятельности федеральных органов исполнительной власти. Авторы исследуют влияние регуляторной реформы на исполнение государственных функций. Например, вследствие применения законодательства об обязательных требованиях существенно изменится подзаконное правотворчество. Во-первых, анализ принципов установления обязательных требований показал, что нормативные правовые акты федеральных органов исполнительной власти только в порядке исключения смогут устанавливать обязательные требования. По общему правилу, обязательные требования будут устанавливаться законами. Во-вторых, существенно изменится контрольно-надзорная функция федеральных органов исполнительной власти, поскольку реализация обязательных требований осуществляется в рамках контрольно-надзорной деятельности. Поэтому в статье авторы делают попытку унификации теоретических концепций об административно-правовом статусе федерального органа исполнительной власти в соответствии с введением регуляторной политики как нового этапа административной реформы., The article analyzes the comprehension and structure of the administrative law status of federal executive agencies. The research takes into account the views of Soviet and Russian scientists on the legal status of government bodies. It is concluded that the concept of administrative law status is understood as a political and law category connecting political, managerial and legal principles. For instance, the authors take note the presence of mandatory blocks of administrative law status and analyze their differences. Taking into account doctrinal studies of the theoretical foundations of the law status of the executive body in the federal government system, the article indicates modern guidelines for the development of federal executive bodies. The authors draw attention to the dynamics of improving the functional orientation of the executive authorities. The development of the functional orientation is determined by the introduction of mandatory requirements that established the concept of the work of federal ministries and departments. Thus, the authors formulated a conclusion about the introduction of the requirements for the activities of the federal executive authorities by the regulatory reform. The authors highlight the impact of regulatory reform on the performance of state functions. For example, due to the application of legislation on mandatory requirements, by-laws will change significantly. First, the analysis of the principles of establishing mandatory requirements showed that the regulatory legal acts of the federal executive authorities will only be able to establish mandatory requirements as an exception. Generally, law will establish mandatory requirements. Применялись специальные методы познания: формально-юридический, логический. Результаты: на основании норм федерального и регионального законодательства определены особенности осуществления государственной поддержки малого и среднего предпринимательства с учетом разделения полномочий в данной сфере для различных уровней власти. Исследованы порядок предоставления поддержки субъектам малого и среднего предпринимательства и формы контроля; проведен анализ практики по возврату помощи, предоставленной субъектам малого и среднего предпринимательства. The question embedded in the title of this paper is often heard in the meeting rooms of the Romanian Ministry of Environment and Climate Change. Several other variables arose, such as: Who is the most suitable for managing the natural protected areas of Romania? Which type of organization has the best credentials, experience, and resources to preserve these areas? The intention of this article was to present the main types of establishments who regularly apply for the administration or custody of natural protected areas in Romania, then to try to put forward their general strengths and weaknesses, more importantly the ways in which they can contribute to the preservation of such areas, and finally, if possible, to pinpoint the best suited organization for handling the issues that frequently arise in natural protected areas. Even though the absence of organizations that could have been suitable for such a task was startling, the research revealed a wide range of applicants for the title of administrator or custodian. No clear winner emerged, as each had its useful endowments, but also flaws that could disrupt the management of natural protected areas. However, these stakeholders could collaborate and, in theory, complement each other to attain sustainability in natural protected areas. [ABSTRACT FROM AUTHOR]

С учетом международной и зарубежной практики выдвинуты предложения о том, что необходимо начать согласование проектов нормативно-правовых актов в Узбекистане на стадии их разработки, создание рабочих групп на основе обращений заинтересованных лиц, и другие практические рекомендации., The article analyzes the legal framework and practice of negotiation in lawmaking and rulemaking with civil society organizations in Uzbekistan. The author points out that negotiated lawmaking and rulemaking are not determined in the laws but in bylaws and that such a procedure does not create the necessary conditions for achieving the intended goal. Taking into account international and foreign practice, he puts forward such proposals as to start the negotiation on legal acts’ drafts in Uzbekistan at the stage of their initiation, create working groups for negotiation by requests from stakeholders and other practical recommendations.

Практика формирования рыночной экономики в Кыргызстане осуществляется в рамках предпринимательского права с применением в необходимых случаях элементов публичного права. В статье рассматривается проблематика предпринимательского права Кыргызской Республике, которая далеко выходит за рамки гражданско-правового регулирования. Это относится не только к предмету и методам данной отрасли права, но и к ее субъектам, к правовым формам государственного регулирования хозяйственной деятельности и ко многим другим вопросам. В процессе осуществления различных видов деятельности складываются общественные отношения, регулируемые различными отраслями права.
