RIVM rapport:In de Nederlandse toelatingsbeoordeling voor gewasbeschermingsmiddelen wordt de blootstelling van waterorganismen te eenzijdig berekend. In de huidige beoordeling wordt namelijk geen rekening gehouden met belasting van het oppervlaktewater via drainagesystemen in de bodem van landbouwpercelen. Het RIVM heeft daarom in samenwerking met Wageningen UR een scenario ontwikkeld waarin wel rekening wordt gehouden met deze drainage. Dat is nodig om de toelatingsbeoordeling beter overeen te laten komen met Europese toelatingsprocedures voor dergelijke stoffen, waarin drainage al langer wordt meegenomen. Drainage via scheuren in kleigronden Drainage vindt vooral plaats via scheuren in kleigronden. Dergelijke scheuren ontstaan als de bodem uitdroogt en vervolgens krimpt. Het Nederlandse model PEARL, dat in de Nederlandse toelating van gewasbeschermingsmiddelen wordt gebruikt, hield nog geen rekening met drainage via scheuren. Het model is daarom uitgebreid met een module om stroming via kleischeuren te berekenen. Het nieuwe model is getoetst aan metingen. Hierbij bleek het model de stroming via kleischeuren goed te berekenen. Stofeigenschappen blijven belangrijk Net als in de oude versie van het model is de drainage van gewasbeschermingsmiddelen afhankelijk van de eigenschappen van het middel. Stoffen die langzaam afbreken en stoffen die slecht binden aan de bodem spoelen het meest uit. Omdat bij stroming via kleischeuren de bodem gepasseerd wordt, is de afhankelijkheid van stofeigenschappen in het nieuwe model echter minder groot., In the current Dutch authorisation procedure for calculating exposure of surface water organisms to plant protection products, deposition of drift is considered to be the only source. Drainage from agricultural fields is being ignored. Because drainage may be an important source for exposure of water organisms, RIVM, Wageningen UR and the Board for the authorisation of plant protection products and biocides derived a new procedure in which drainage is included. The update of the current procedure was initiated by the Dutch government to bring the Dutch procedure more in line with the EU procedure, which already takes account of drainage. Cracking clay soils A large part of the drainage may occur via cracks in the soil resulting from clay shrinking upon drought. The PEARL model was extended with a module to account for this preferential flow route and tested against field data. PEARL appeared to be able to simulate the preferential flow processes reasonably well. Substance properties still important Calculations for a number of hypothetical substances showed that sorption and degradation still play an important role in the leaching of these substances. Substances with a longer half-life and a lower sorption coefficient show the highest leaching potential. The effect of the substance properties is, however, less pronounced than in a situation without cracks, because most of the active layer of the soil is bypassed.

La simplification de données pédologiques brutes détaillées pour leur intégration dans des modèles mécanistes de description de la lixiviation des pesticides vers les eaux souterraines, est source d’incertitudes non négligeables sur les estimations des concentrations en pesticides lixiviés obtenues par les modèles. Nous analysons ici les incertitudes engendrées d’une part par la non prise en compte de la différenciation morphologique des sols en différents horizons (couches) distincts, et d’autre part par l’ignorance de la variabilité spatiale (latérale) des caractéristiques physiques et physico-chimiques des sols au sein d’une même unité typologique de sols (sigle pédologique de la légende) à l’échelle régionale. Nous mettons en évidence une sous-estimation des concentrations en pesticide lixivié lorsque l’hétérogénéité verticale du sol est négligée à l’échelle du profil, et démontrons une évaluation spatiale ne reflétant pas la réalité « terrain » lorsque la variabilité spatiale des caractéristiques pédologiques est « lissée » par la considération de valeurs moyennes ou médianes.

RIVM rapport:Dit rapport beschrijft een nieuwe beslisboom voor de beoordeling van uitspoeling van gewasbeschermingsmiddelen naar het grondwater. Een nieuwe beslisboom was nodig om aansluiting te houden met Europese beoordelingsrichtlijnen. In de EU-beoordeling staat het begrip 'reasonable worst case' centraal. In de nieuwe beslisboom wordt dit begrip expliciet gedefinieerd als het 90-percentiel van de uitspoelingsconcentratie in het gebied waarin het gewasbeschermingsmiddel mogelijk wordt toegepast. In de eerste stap van de beoordeling wordt het model PEARL toegepast op een enkel scenario. Deze stap is bedoeld om stoffen met een verwaarloosbaar risico op uitspoeling te identificeren. Om aan te sluiten bij de EU-beoordeling wordt in deze stap gebruik gemaakt van een scenario dat ook in de EU-beoordeling gebruikt wordt, namelijk het 'FOCUS Kremsmunster scenario'. Indien het uitspoelingsrisico niet verwaarloosbaar klein is, kan de tweede stap in werking treden. In deze stap wordt met behulp van het ruimtelijk verdeeld uitspoelingsmodel GeoPEARL het 90-percentiel van de uitspoelingsconcentratie berekend. Ook biedt de tweede stap de mogelijkheid om meer realistische waarden voor stofparameters te introduceren, bijvoorbeeld stofparameters verkregen op basis van lysimeter- of veldstudies. Als in de tweede stap blijkt dat er een risico voor uitspoeling bestaat, dan kan in de derde stap van de beoordeling worden nagegaan of in de waterverzadigde zone tot op een diepte van 10 m voldoende afbraak plaats vindt en het risico van uitspoeling naar het diepere grondwater beneden de geaccepteerde norm blijft. In vergelijking met de oude beslisboom blijkt de nieuwe beslisboom in de eerste stap ongeveer even streng te zijn als de oude, zonder dat een veiligheidsfactor gebruikt hoeft te worden. In de nieuwe tweede stap worden, op het kritische niveau van 0,1 ug dm-3 (in de oude procedure), concentraties berekend die tot ongeveer een factor 10 hoger liggen. The new decision tree explicitly defines reasonable worst-case conditions as the 90th percentile of the area to which a substance is applied. The tree also determines whether the median annual leaching concentration over a period of 20, 40 or 60 years complies with the EU-drinking water limit, with the length of the period depending on the application frequency. The FOCUS Kremsmnster scenario, officially adopted in the Netherlands as the national scenario, is, in the first tier, used to identify substances with a negligible leaching risk, which can then be registered without further assessment. The core of the decision tree is the second tier, in which the spatially distributed model, GeoPEARL, is used to calculate the leaching. The third tier considers the water-saturated zone up to a depth of 10 m below soil surface. As this tier did not need an update, the new approach is expected to have very little influence on the number of registered substances. Comparing the new approach with the old, we found the new first tier to be almost as strict as the old one, at least when the safety factor of 100 was not used, as in the old tree. For substances for which the leaching concentration was calculated at around 0,1 ug dm-3 using the old procedure, GeoPEARL yielded results that were approximately 10 times higher. This difference was mainly due to the annual application of the substances in the new procedure.
