In international cooperation on taxation, countries strive to achieve equality in international taxation and, thus, create the basis for a fair international tax system. Justice exists in an international system of taxation only when states allocate taxing powers among themselves in a manner consistent with dominant views of justice internationally. A fair international tax system will not exist until there is some international consensus on how countries should allocate axing powers among themselves. International cooperation allows countries to improve the coordination of tax policy at the international level. We can talk about several types of coordination. For example, one type aims to make a country's tax system more similar to others - in other words, to harmonize taxes. Other types aim to establish minimum or maximum tax rates to avoid double taxation of cross-border income streams, prevent transfer pricing, coordinate arrangements with competent authorities and limit harmful tax competition. The current official agreements mean business activities through a permanent establishment and give the source country the primary right to tax profits from this operation. The country of residence is obliged to exempt these profits from tax, at least to the extent that they were taxed by the country of source. A tax treaty also often provides for an exemption from taxation of the employee's income from personal services provided the employee is in the country for no more than a specified period of time and the compensation is received by a non-resident employer without a permanent establishment. The treaty usually reduces or eliminates withholding tax on at least some items of investment-type income, such as interest, dividends, rents and royalties, that are not attributable to business carried on through a permanent establishment. Purpose: To assess the risk of gonioscopy-assisted transluminal trabeculotomy (GATT) inducing an uveitic flare-up in patients with uveitic glaucoma (UG). Methods: This retrospective study included consecutive UG patients who underwent GATT at a single medical center between June 2020 and September 2022. The main outcome measure was the occurrence of a surgery-related uveitic complication defined as either an uveitic flare-up defined by the Standardization of Uveitis Nomenclature (SUN) criteria, or the appearance of cystoid macular edema (CME) from 2 weeks to 3 months after surgery. Results: A total of 25 eyes of 22 patients were included in the study. Age ranged from 10–78 and 64% were women. The most common uveitic etiologies were juvenile idiopathic arthritis (JIA, 24%) and herpetic infection (24%). A total of 48%of the patients were on systemic immunosuppressants prior and unrelated to surgery. Eight eyes (32%) had severe glaucomatous damage prior to surgery, and 20% of the patients had undergone previous glaucoma surgery. Two cases (8%) demonstrated uveitic flare-up in the early postoperative period: a case of mild anterior chamber reaction and a case of CME with persistent edema prior to surgery. Average intraocular pressure (IOP) was reduced from 26.7 mm Hg on four medications to 12.2 on 1.1 after 1 year. One patient required reoperation for IOP control. We quantify the effects of GATT/WTO membership on trade and welfare. Using an extensive database covering manufacturing trade for 186 countries over the period 1980–2016, we find that the average partial equilibrium impact of GATT/WTO membership on trade among member countries is large, positive, and significant. We contribute to the literature by estimating country-specific estimates and find them to vary widely across the countries in our sample with poorer members benefitting more. Using these estimates, we simulate the general equilibrium effects of GATT/WTO on welfare, which are sizable and heterogeneous across members. We show that countries not experiencing positive trade effects from joining GATT/WTO can still gain in terms of welfare, due to lower import prices and higher export demand. [ABSTRACT FROM AUTHOR]

Governments have intensified efforts to relocate production within their territories, leveraging local content requirements and incentives. This shift is primarily justified by the need for supply chain resilience, public health, and national security, aiming to mitigate risks associated with reliance on foreign suppliers during crises. However, these strategies may conflict with WTO obligations, particularly those concerning trade-related investment measures and subsidies. Using pharmaceuticals as a case study, this article explores the rationale, scope, and implications of WTO rules on local content policies. Glaucoma is a progressive optic neuropathy. In 2040, it is estimated that more than 110 million people will have glaucoma. For this reason, there have been severe changes in the management of glaucoma in recent years. Although trabeculectomy is the gold standard in surgical treatment, many surgical methods have been defined as minimally invasive glaucoma surgery (MIGS).1 Most of these are surgical approaches with implants, but there are also MIGS techniques without implants. Compared to conventional filtration surgery, MIGS promises a faster recovery and fewer severe complications.2 It can be performed in combination with cataract surgery.3 This review will review the current literature on MIGS, and surgeries with and without implants will be discussed. Background: For the last decades, following an increase in environmental crises, the protection of the environment has been one of the greatest concerns for human beings. Despite the primary objective of the World Trade Organization (WTO) being the promotion of free trade, the severe destruction of the environment due to business activities has forced us to put forward this case in the WTO. As the most significant and influential international organization, the WTO plays a great role in international trade. Sustainable development and protection and preservation of the environment are fundamental goals of the WTO. These objectives, enshrined in the Marrakesh Agreement that established the WTO, complement the WTO's mission to reduce trade barriers and eliminate discriminatory treatment in international trade relations. While the WTO lacks a specific agreement dealing with environmental issues, its members can adopt trade-related measures aimed at protecting the environment, subject to fulfilling specific conditions to avoid the misuse of such measures for protection purposes. The WTO contributes to the protection and preservation of the environment through its objective of ensuring sustainable development, its rules and mechanism for enforcement, and its work in different WTO bodies. Methods: The present study employed approach was to use related articles in Google Scholar and Magiran and records and agreements in WTO to examine environmental cases. Results: The cases analyzed in this study were the following: the gas case with the old and new formula (the US-Gas), the case of the European Union (fireproof cotton), and the case of the turtles and shrimp fishing. Conclusion: The results showed that although the WTO has achieved some environmental milestones, it has not been sufficiently effective in resolving the environmental challenges caused by energy trade. World Trade Organisation which replaced GATT, has entered new domains in addition to General Agreement on Tariffs and Trade (GATT); e.g. trade aspects of intellectual property and anti-dumping measures. In some of them like TRIPS, it’s pioneer in rule-setting and in some like subsidies, it is the first time that mandatory rules have been envisaged. In Doha negotiations, commenced since 2001, following the organization's ministerial conference, many subjects have been put forward like environment in addition to conventional issues like tariff reduction except for energy, and only renewable energies are visible in WTO practice. The present paper tries to find the place of (renewable) energy in main WTO agreements and practice using a descriptive-analytical approach, and concludes that (renewable) energy lacks enough attention in the organisation's agreements and practice. It tries to give practical solutions for improvement of this kind of energy in WTO, suggest that the issue of energy be included as a comprehensive agreement in WTO's negotiation agenda. Introduction: This retrospective chart review aims to report a combined surgical approach of intraocular lens (IOL) fixation and gonioscopy-assisted transluminal trabeculotomy (GATT) for the treatment of subluxated IOLs and glaucoma or ocular hypertension. Methods: Charts of patients who underwent IOL fixation combined with GATT between November 2019 and July 2023 were reviewed. The main outcome measure was surgical success, defined as a well-centered IOL and an IOP of 18 mmHg or lower and either a 30% IOP reduction or a reduction in medications as compared to baseline. Complications and the need for reoperation were recorded. Results: Eleven patients who underwent GATT with IOL fixation were included. The mean age was 80.45 years (range: 73–90). IOL subluxation was associated with pseudoexfoliation in all cases. Seven patients underwent scleral fixation, and four underwent iris fixation. The mean follow-up was 15.36 (range: 2.7–26.6) months. The success rate was 72.73%. The mean baseline IOP was 20.63 ± 6.56 mmHg on 2.81 ± 1.53 medications. Four patients were on oral carbonic-anhydrase inhibitor (CAI) before surgery. The mean IOP at the end of the follow-up was 13.86 ± 3.5 mmHg on 1.36 ± 1.57 medications, and none were on oral CAIs. No intraoperative complications occurred, and transient hyphema and vitreous hemorrhage were the most common postoperative complications. All patients had a well-centered IOL. No patients needed additional surgery for IOL position or IOP control. The mean corrected distance visual acuity was 0.634 ± 0.62 logMAR at baseline and 0.36 ± 0.38 at the end of follow-up. Conclusions: GATT can be combined with IOL fixation to the sclera or iris to effectively reduce IOP and medication usage.

Purpose: Intraocular pressure (IOP) spikes (IOP > 30 mmHg or > 10 mmHg above baseline IOP) are a common and worrisome complication of gonioscopy-assisted transluminal trabeculotomy (GATT). The purpose of this study is to identify risk factors for IOP spikes and to describe their characteristics, management, and clinical course in a large cohort of patients. Methods: A retrospective, single-center study which included 217 consecutive eyes of patients that underwent GATT between December 2019 and April 2022 with follow-up of at least 90 days. Results: IOP spikes occurred in 52 of 217 (24%) eyes. Spikes occurred in 15.5% of patients in whom pre-operative IOP-lowering medications were continued after surgery (90 eyes), and in 29.9% in whom IOP-lowering medications were stopped after surgery (127 eyes). Spikes were diagnosed at a mean of 7.7 ± 6.5 days after surgery. All IOP spikes occurred within the first month of surgery. The mean duration of a spike was 4.9 ± 5.4 days. Management of IOP spikes included adding a mean of 3.13 ± 1.7 groups of glaucoma medications. Thirty-seven (72.5%) eyes were treated with oral carbonic anhydrase inhibitor, 11 (21.6%) were treated with IV mannitol, and anterior chamber paracentesis was performed in 16 (31.4%). Six (11.8%) eyes underwent additional glaucoma surgery to control IOP. Patients that continued their pre-operative IOP-lowering medications after surgery were 2.3 times less likely to develop a spike as compared to patients who discontinued their medications (P = 0.016). Spikes were found to be a risk factor for failure of GATT. Conclusions: IOP spikes are a common occurrence after GATT. They most commonly appear during the first two post-operative weeks and usually resolve with topical and systemic IOP-lowering treatment. This paper evaluates the impact of the General Agreement on Tariffs and Trade's Agreement on Agriculture (GATT AA) on outcomes outlined as its sustainability goals. They include adopting and sustaining agricultural practices to lower fertilizer pollution from nitrogen and phosphate, as well as to lower CO2 levels from vegetal and animal production. This study evaluates if these goals were met for those nations that joined the GATT AA. Applying an Environmental Kuznets Curve (EKC) framework, we examine the change in levels of the specific pollutants specified in the GATT AA's Application of Phytosanitary Measures (SPS) provision for 101 countries for the time frame pre- and post- joining the GATT AA. The results suggest that wealthy GATT AA member nations were able to lower their integrated agrarian toxicity relatively more and mainly through increasing the imports of foodstuffs. The implication is that trade liberalization may have allowed richer nations to lower their pollution levels by importing rather than producing certain crops associated with relatively more toxic fertilization. Further investigation can analyze such findings in the context of changing assumptions of EKC and Ecologically Unequal Exchange theories.

RESUMO Este artigo argumenta que o estabelecimento de um código de salvaguardas é uma das questões básicas a serem enfrentadas pela atual rodada de negociações do GATT. A Seção II discute o papel das medidas de salvaguardas como instrumentos de proteção, mostra os problemas decorrentes da falta de um código sobre o assunto e indica as opções viáveis de regulamentação. A Seção III analisa o funcionamento dos códigos antidumping e de subsídios na década de 80, com ênfase nos impactos das ações de outros países contra as exportações brasileiras, e revela a interação desses códigos com outros instrumentos de proteção utilizados pelos países desenvolvidos. The purpose of this study was to assess the impact of countries participation in global trade formats on the turnover of commodity and industrial products in the Western macrozone of the Asia-Pacific Region (APR) in 1993–2021. It is shown that over the last three decades the Western macrozone of the APR, which includes the countries of East Asia, Oceania and Australia, has become the most dynamic economy in the world due to the reduction of restrictions in intra-regional trade. The estimation of border effects based on the gravity model confirmed the long-term total cost reduction for trade in commodity and industrial products in the Western macrozone of the APR. The estimates identified the crucial importance of global format mechanisms for trade expansion in the Western macrozone of the APR in the long run: by 113% for commodity products; by 101% for industrial products. The assessment of indirect trade effects revealed the key role of global formats in expanding trade in the Western macrozone of the APR by creating a common ‘benchmark’ for reducing trade barriers, including by extending such behavior to countries that have not acceded to the GATT and WTO. The discovered multiplication of direct and indirect trade effects of the GATT and WTO indicated the sufficiency of the mechanisms of global formats for the formation of a free market for commodities in the Western macrozone of the APR, which does not require the creation of free trade zones, in contrast to the market for industrial goods, which operates under conditions of monopolistic competition. The estimates obtained in the study complement the existing conclusions on the impact of integration formats on trade, indicating that the sectoral aspect of trade interactions is a key parameter for identifying rational motives explaining the use of specific integration instruments to expand trade within the Western macrozone of the APR. On the basis of the obtained assessments the motives of Russia’s long-term trade and economic positioning within the Western macrozone of the APR with reliance on the WTO mechanisms under the conditions of preserving the raw material model of the national economy are explained

One of the defining characteristics of modern trade in recent decades is the general modernization of the way trade is perceived, in the shaping of which a significant role was played by digital trade, which is certainly unimaginable without digital products. Considering the role that digital products play in modern trading, business and life, it is of crucial importance to understand what digital products are, only after that is it possible to credibly talk about classification and ultimately about dealing with them. Given that the scope and reach of digital products is on a scale that was before unimaginable, as the most egregious examples of dealing with them on a wide scale, we will contemplate those of the EU and USA as well as certain other relevant and interesting examples. When it comes to specific dealing with digital products in the sense of this discourse, the decision regarding which legal framework will govern the trading thereof is crucial. Prior to this step, the digital product in question needs to be qualified, keeping this in mind, relevant provisions of GATT and GATS will be considered, which regulate trade in goods and services, that will further determine all the fundamentals and ultimately the profitability of the product itself. Many elements could be characterized as having a role in determining the legal framework that will be used, but the method of delivery as well as the very nature of the product are simply indispensable in any serious discussion about digital products. Der Beitrag wirft die Frage auf, ob alle vorgesehenen und schon vorhandenen Maßnahmen in ihrer Breite und in Bezug auf alle Schutzgüter nach dem Welthandelsrecht rechtfertigungsfähig sind.

PurposeTo report a case of gonioscopy-assisted transluminal trabeculotomy (GATT) in a patient with primary congenital glaucoma.ObservationsA three-year-old boy who presented with buphthalmos and elevated intraocular pressure. Despite the presence of iris and iris processes extending to Schwalbe's line, GATT was performed successfully.ConclusionsGATT may be successful with primary congenital glaucoma even when angle structures are not initially visible.

El trabajo está centrado en el análisis del surgimiento de un nuevo orden económico internacional, a partir del fin de la Segunda Guerra Mundial en 1945, hasta fines del pasado siglo, sus principales características, así como en la explicación de los pilares en los cuales se sustenta: el monetario financiero y el económico-comercial, como fundamentales, además de los pilares complementarios: el pilar militar, el político-ideológico y propagandístico y, finalmente, el pilar regulatorio de las relaciones internacionales. El nuevo orden respondió a los intereses de los vencedores en la contienda bélica, se caracterizó por la bipolaridad y se sustentó en los pilares mencionados. Funcionó con sus aciertos y desaciertos durante un largo periodo de tiempo, hasta 1991, y en la actualidad el orden unipolar conformado después de la desintegración del bloque socialista, necesita ser reestructurado.

Purpose: To report on delayed-onset hyphema following intravitreal injection of dexamethasone implant Ozurdex® in eyes with a history of gonioscopy-assisted transluminal trabeculotomy (GATT). Observations: We describe two cases of hyphema occurring within one day following Ozurdex® implantation in eyes that had undergone GATT at least one year prior. One case responded well to medical management, while the other required anterior chamber paracentesis for intraocular pressure (IOP) control. Both patients achieved normalization of IOP following resolution of the hyphema, and have not had recurrence. Conclusions and importance: We propose that transient hypotony immediately after Ozurdex® injection may lead to a reflux of blood from the episcleral venous network into the anterior chamber in eyes with prior ab interno trabeculotomy. Glaucoma and retina specialists should be aware of this potential complication to guide follow up and management in the post-injection period for these patients.

If one wants to get a grasp on the international institutional arrangement of what J. G. Ruggie called “embedded liberalism,” which included the General Agreement on Tariffs and Trade (GATT), one must first carefully examine the conditions that made the regime of accumulation called Fordism possible. More precisely, it is essential to grasp how the particular evolution of class struggle in the US strongly influenced the organization of capitalism in this country, and subsequently the international institutions at the core of the embedded liberalism. Simply put, the thesis defended in this article is that the evolution of class struggle in the US in the 1930s and the following decades has been the main influence in the shaping of Fordism and an undervalued factor in the creation of the GATT. The GATT, in other words, is an agreement that strongly corresponds to the necessity of the management of the class struggle associated with Fordism.

Abstract Background To evaluate the safety and efficacy of gonioscopy-assisted transluminal trabeculotomy (GATT) in treating patients with open-angle glaucoma (OAG) who had failed prior incisional glaucoma surgery. Methods A consecutive case series of OAG patients aged ≥ 18 who underwent GATT with previous failed glaucoma incision surgery was retrospectively analyzed. Main outcome measures included intraocular pressure (IOP), the number of glaucoma medications, surgical success rate, and occurrence of complications. This paper explores the reasons embedded in the original architecture of both the international trade and monetary regimes that determined different outcomes for both. It proposes that the original version of the Bretton Woods monetary regime showed faster its essential failures and basically had to be replaced as early as 1971, while the trade regime embodied in the GATT and later in the WTO managed to at least survive until present day. It posits that correspondence (or the lack of it) of the basic characteristics of the said regimes with the underlying political reality where the regimes would apply (in line with Ruggie´s depiction of «embedded liberalism») accounts for the differentiated outcomes. It explains that the international trade regime showed more flexible traits that allowed it to adjust to the underlying political and led to its survival. The lack of that adaptability element would likewise explain the early demise of the original Bretton woods scheme.

This article reviews the journey of Hong Kong attaining and retaining the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO) membership as a separate customs territory, and examines the present challenges for the Hong Kong Special Administrative Region (HKSAR) to maintain its status within the multilateral trade system. By exploring the related facts and laws, the article concludes that Hong Kong has been a separate customs territory member of the GATT and WTO by virtue of the multilateral trade rules, and other countries are not entitled to revoke the HKSAR's separate customs territory status through unilateral measures. Given the past journey and present challenges with the separate customs territory status of Hong Kong, the following prospects can be drawn. The HKSAR remains qualified to possess full autonomy when conducting external commercial relations. A malfunctioning Appellate Body of the Dispute Settlement Body (DSB) may be incapable to safeguard the interests of HKSAR as a separate customs territory.

This Paper seeks to review the articles published in the Journal of Intellectual Property Rights (JIPR) in the first half of the second decade of the twenty-first century from Volume 15 (1) (2010) to Volume 19 (6) (2014). This is the fourth paper on the theme 'JIPR in IPR Research' and proceeds with the same argument and method as developed and used in the previous three papers published on the theme 'JIPR in IPR Research'. In this decade, two Special Issues on the themes 'IPR and Agriculture' and 'Leveraging IP for Business Advantage' were published with their separate guest editors. Compared to the previous decades, the articles published between 2010-2014 are maximum. Out of the total articles published between 1996-2014, the number of articles (251) published in this decade between 2010-2014 constitute 37.24 (point two four) compared to 32.64 (point six four) percent in 2005-2009, 19.58 (point five eight) percent in 2000-2004 and 10.53 (point five three) in 1996-1999. The intraocular pressure (IOP), glaucoma medications, and angle evaluation by ASOCT at 1 week, and 1 month were compared between the two groups.Results: Thirty-two eyes of 32 consecutive patients, aged 40± 20.1 years (20 exfoliation glaucoma, 9 juvenile open-angle, and 3 developmental glaucoma), that developed IOP spikes between immediate (n=20) or early (n=12) IOP spikes after GATT, were included. Immediate postoperative spikes were seen in 20 eyes due to retained viscoelastic (n=8), hyphema (n=8) in uncontrolled hypertension, and peripheral anterior synechiae (PAS) (n=6) of which only one eye required medication at 2 months. Causes of immediate IOP spikes on ASOCT included an inverted/reattached trabecular shelf, iris strands in eyes with abnormal iris in developmental glaucoma, and PAS in 1– 2 quadrants. Causes of early IOP spikes included PAS > 3 quadrants (n=8), and hyperreflective fibrotic tissue over TM (n=4) with 50% requiring medications at 2 months. The ASOCT features predicting the need for medications were PAS > 3 quadrants (OR=8.4[2.2– 14.3], p=0.03) and fibrotic TM closure (OR=5.4, [3.6– 10.2], p=0.003). One eye with macrohyphema 3 days after surgery owing to uncontrolled hypertension (owing to the stoppage of medicines), required additional incisional trabeculectomy within 1 month of surgery.Conclusion: Immediate IOP spikes are mostly self-resolving as opposed to early IOP spikes > 2 weeks that require medications after GATT. Gonioscopic PAS > 3 quadrants, and fibrotic TM closure were the main identifiable ASOCT causes predicting the need for medications after GATT.Keywords: GATT, MIGS, angle surgery, intraocular pressure, anterior segment OCT, glaucoma surgery

This Paper seeks to review the articles published in the Journal of Intellectual Property Rights (JIPR) in the second half of the first decade of the twenty-first century from Volume 10 (1) (2005) to Volume 14 (6) (2009). During this period, a total of seven post-independent enacted IP legislations were in force in the country. This Paper seeks to review the articles published in JIPR year-wise during the decade. Paper attempts to identify: (i) total number of issues published; (ii) total number of articles published; (iii) total number of contributions made by the Indian and foreign scholars; (iv) total number of sole and joint publications; (v) publishing style of JIPR; and (vi) areas of IP covered in each volume. A review of articles published during this period reveals that on an average, a total of 44 articles have been published in each volume. In the total articles published between 1996-2009, the articles published during the second half of the first decade of 21st century constitutes 52 percent (220 articles) compared to 31.20 percent published between 2000-2004 (132 articles) and 16.78 percent between 1996-1999 (71 papers). JIPR through an open-access platform has provided an opportunity to the IP scholars to publish their writings addressing the gaps in the areas of IP. To review the recent evidence in the literature regarding the efficacy and safety of gonioscopy-assisted transluminal trabeculotomy (GATT) in the management of pediatric and adult glaucoma. A literature search was performed in the electronic databases of PubMed, Google Scholar, Embase the Register of Controlled Trials, and Ovid Medline for studies evaluating the safety and outcomes of GATT in glaucoma. GATT is a novel minimally invasive glaucoma surgery that allows the incision of the inner wall of Schlemm's canal increasing aqueous drainage through the physiologic outflow pathway with subsequent intraocular pressure reduction in different types if of glaucoma. If one wants to get a grasp on the international institutional arrangement of what J. G. Ruggie called "embedded liberalism," which included the General Agreement on Tariffs and Trade (GATT), one must first carefully examine the conditions that made the regime of accumulation called Fordism possible. More precisely, it is essential to grasp how the particular evolution of class struggle in the US strongly influenced the organization of capitalism in this country, and subsequently the international institutions at the core of the embedded liberalism. Simply put, the thesis defended in this article is that the evolution of class struggle in the US in the 1930s and the following decades has been the main influence in the shaping of Fordism and an undervalued factor in the creation of the GATT. Background: To evaluate the safety and efficacy of gonioscopy-assisted transluminal trabeculotomy (GATT) in treating patients with open-angle glaucoma (OAG) who had failed prior incisional glaucoma surgery. Methods: A consecutive case series of OAG patients aged ≥ 18 who underwent GATT with previous failed glaucoma incision surgery was retrospectively analyzed. Main outcome measures included intraocular pressure (IOP), the number of glaucoma medications, surgical success rate, and occurrence of complications. Success was defined as an IOP of ≤ 21 mmHg and a reduction of IOP by 20% or more from baseline with (qualified success) or without (complete success) glaucoma medications. For eyes with preoperative IOP of < 21 mmHg on 3 or 4 glaucoma medications, postoperative IOP of ≤ 18 mmHg without any glaucoma medications was also defined as complete success. Results: Forty-four eyes of 35 patients (21 with juvenile-onset open-angle glaucoma and 14 with adult-onset primary open-angle glaucoma) with a median age of 38 years were included in this study. The proportion of eyes with 1 prior incisional glaucoma surgery was 79.5%, and the others had 2 prior surgeries. IOP decreased from 27.4 ± 8.8 mm Hg on 3.6 ± 0.7 medications preoperatively to 15.3 ± 2.7 mm Hg on 0.5 ± 0.9 medications at the 24-month visit (P < 0.001). The mean IOP and the number of glaucoma medications at each follow-up visit were lower than the baseline (all P < 0.001). At 24 months postoperatively, 82.1% of the eyes had IOP ≤ 18 mmHg (versus 15.9% preoperatively, P < 0.001), 56.4% reached IOP ≤ 15 mmHg (versus 4.6% preoperatively, P < 0.001), and 15.4% achieved IOP ≤ 12 mmHg (compared to none preoperatively, P = 0.009). While 95.5% of eyes took 3 or more medications preoperatively, 66.7% did not take glaucoma medication 24 months after GATT. Thirty-four (77.3%) eyes achieved IOP reduction greater than 20% on fewer medications. The complete and qualified success rates were 60.9% and 84.1%, respectively. This Paper seeks to review the articles published in the Journal of Intellectual Property Rights (JIPR) in the first half of the first decade of the twenty-first century from Volume 5 (1) (2000) to Volume 9 (6) (2004). During this period, a total of seven post-independent IP legislations were enacted in the country. This Paper reviews the articles published in JIPR yearwise. Paper attempts to identify: (i) total number of issues published; (ii) total number of articles published; (iii) total number of contributions made by the Indian and foreign scholars; (iv) total number of sole and joint publications; (v) publishing style of JIPR; and (vi) area of IP covered in each volume. Dissemination of information is a necessary condition for creation of new knowledge. JIPR through an open-access platform has provided an opportunity to the IP scholars to publish their writings addressing the gaps in the areas of IP. Thirty years after its founding, the WTO is experiencing unprecedented turmoil and uncertainty, as the United States has raised questions relating to its national sovereignty and expressed serious doubts about the effectiveness of multilateralism. Perhaps more importantly, United States representatives have questioned the fairness of Appellate procedures that appear to run counter to the interests of the United States. A recent dispute between Hong Kong and the United States over the question of the "branding" of goods emanating from the customs territory of Hong Kong has served as a "crisis point" or proxy to the larger dispute between the United States and China relating to needed reforms in the organization. How this dispute is resolved may go a long way in determining both the future of multilateralism and the participation of the United States in the World Trade Organization itself.
