This study examines the link between the pace of utilizing the awarded intergovernmental grants and the administrative capacity of recipient government organizations. Past research focused on the relationship between higher administrative capacity and obtaining grants. However, there is a lack of attention to how capacity affects grant funds utilization, which is critical for achieving societal impact. To address this issue, the study analyzes the Coronavirus Relief Fund (CRF) established by the CARES Act to aid state and local governments with COVID-19-related expenses. The study justifies and performs multiple regression analyses using data from various sources, including the U.S. Department of the Treasury, the U.S. Census Annual Survey of Public Employment and Payroll, and the Government Finance Officers Association. The study discovered that financial administrative capacity was positively linked to the proportion of funds spent early in the CRF program rollout, a finding that withstood scrutiny when employing various measures of administrative capacity. However, the connection between capacity and spending tapered off toward the end of the program rollout, potentially due to workload stabilization, increased program clarity from the federal government, capacity-building by recipients, and the use of external experts. The findings of this study carry significant implications for both research and practice, underlining the necessity of studying the implementation stage of government grant programs and investing in building administrative capacity within recipient organizations. This study analyses the spatial differences in EU funds absorption among Romanian rural municipalities through the 2014–2020 programming period. The absorption capacity for EU funds is measured by the volume of spent EU funds by inhabitant, for each Romanian rural municipality. The results of the analysis highlight the importance of the territorial dimension when studying the distribution of EU funds among the rural municipalities of Romania. Affiliation with a specific development region (NUTS 2), county (NUTS 3) or a functional urban area (FUA) is used to differentiate the volume of absorbed EU funds. In Romania, rural municipalities with higher levels of absorbed EU funding are, to a statistically higher extent, located in development regions in the Centre, North-West, South-West and West of the country; in communes with no change, or even an increase, in population between 2014 and 2021; in the highest quartile of fiscal capacity and in communes with experience with EU funding from the preceding programming period. This article adds to the growing body of territorial evidence and can be used as a policy instrument to more closely examine the intervention tools embedded in EU funding policy.

The regional integration has the purpose to enhance the income in the region, which may be achieved through getting higher economic results by using the production factors more efficiently, increasing their mobility and benefiting from the access to a comprehensive knowledge base. This paper aims to provide insights in European integration, financial resources and, absorption of European funds. The paper proposes an analysis of financial framework by means of data and statistics provided by European institution, national statistics institutions and international statistics institutions. The financial framework is a mechanism designed to ensure a strict budgetary discipline of the maximum spending cap for each major area of European Union budget. This mechanism is drawing on the basis of political and economic priorities. One of the main objectives should be the expenditure forecasting, annual budgets, so they be situated under overall cap, knowing that achieving long-term economic growth depends on the financial incentives that the European Union can sustain.

This paper aims to analyze the absorption of European funds designed for agriculture and rural space by Romania and one of its regions, in the context of integration in the European Union. The research was based on information collected within statistical surveys conducted at the national level and information collected by the county’s institutions. The results emphasis the absorption of the European Union founded programmes designed to support agriculture, with reference to the research area and identify the factors which influenced the reduced absorption rate. Some measures to be implemented in order increase the European funds in rural area were developed.

With the aim to achieve a high rate for the structural funds absorption during the 2014-2020 period, all the stakeholders and the state authorities have to be involved, to identify those strategic objectives of the leading scale and to obtain significant results in the investment projects made mainly with the European funds. The reforms should be focus on issues related to the European manifested trends, in terms of an increasing role of innovation, research, development and education - these ways representing the engine of the scientifically sustainable development. Through such directions it will be ensured the accountability of the entire society and the strong support for the creation of 3.7 million jobs at the European level, by 2025. The local underused potential in our country which is highly "exploited" in other economies, able to carry on the investment projects of the European funds, is the huge human capital trained and formed in the Romanian academic system. Financial support is the main instrument of regional development policy in the European Union. Concentration, programming and partnership, are presented as "core principles" for improving the effectiveness of structural expenditure based on compensating the structural disadvantage of the assisted regions. The purpose of this paper is to analyze the spatial dependencies in level of absorption of funds in comparison to allocation criteria of intervention funded from Regional Operational Programmes. Swine grooving is an economic activity whose efficiency is influenced, in addition to biological factors by feeding, care, characteristics of environmental factors etc. In order to improve yields and to increase the efficiency of pig growing, it is important to improve growth technology. The growth of pigs can provide the main source of providing mankind with meat. A great opportunity in this regard is the existence of structural and cohesion funds implemented in Romania since 2007. Agricultural farm projects are funded through Measure 121 „Modernisation of Agricultural Holdings", which is implemented by PARDF (Payment Agency for Rural Development and Fisheries). In the present study has analyzed the absorption of structural funds through 121 Measure of NRDP in pig farms. The primary data representing selected for contracting projects during the 5 sessions for submitting national projects implemented to date have been processed statistically by development regions. During the study found that in the first 3 sessions at national level was selected a small number of projects, 93,5% of selected projects in the pig farming being selected in the last two sessions. Region with the greatest number of selected projects was Region 6, here with over 25% of projects in this sector nationally, at the opposite topping Region 5 with only 5,7%. Through 121 Measure in the swine farms was absorbed unreimbursable funds of 327.575.690 lei representing an percent of 56,77% of eligible value of the selected projects. It is important to know the situation of funds attracted at the time due in one hand, the allowed funds can be lost if is not attract in the negotiated period and in the other hand, this ensure basis for the next interval national rural development programme planning.
