The volatility of the exogenous conjuncture has been increasingly affecting the Russian Baltic sea ports economics in terms of freight flows dynamics, destinations and commodity items share. The methodological distinction between the notion of ‘freight turnover’ and ‘freight flow’ is given for specification of the port activity, measured in qualitative indicators, consistent with the supply chain peculiarity on the contrary of the quantitative indicators, measured in tons. The classification of the factors, affecting the freight flows is represented as well. The freight turnover at the Russian Baltic ports has been gradually dropping. The unfavorable political conditions as well the world economy and trade downturns are not the only main reasons. The research is focused on the dynamics and structure of the freight flows at the Russian Baltic sea ports under the impact of political, ecological and economic factors, when the COVID-19 pandemic reveals the main ‘bottlenecks’ of their current economics and entails the global supply chain disruption. The ongoing global economic crisis results in the world trade squeezing, causes trade conflicts and increase the cases when trade became unfair practice in the political deals. The author of the article makes a special focus on the raw resource freight turnover specialization of the Russian sea ports as one of the most critical characteristics. In a time of growing risks and uncertainty large scale investments with the long term return into development of port facilities and port construction should be thoroughly analyzed. The author concludes that the freight redirection from the European sea ports to the Russian sea ports, located on Baltic Sea, will have positive, however, short-term, effect. The long term sustainability of the Russian Baltic sea ports will be determined by the reduction of the raw resources dependence and diversification of the freight flows, which also means increasing the share of cabotage and containerized cargo

In the course of the study, a nonlinear dependence of the GDP dynamics on the increase in freight turnover was revealed. A regression model has been developed that determines the value of GDP depending on the dynamics of freight turnover. It should be stated that in Russia there is a rather low level of application of digital innovations, in comparison with foreign companies in developed countries, and continues to remain at a low level. Purpose. A hypothesis was put forward and proved that using a mathematical model, it is possible to obtain a forecast of Russia’s GDP for the next year based on the use of both a linear regression model reflecting the dependence of the GDP value on the dynamics of freight turnover, and using the AI-model “perceptron”, which includes the aggregate data reflecting the development of the economy. Method or methodology of the work. The work used research methods such as: monographic, analytical, linear regression and nonlinear mathematical model, as well as analysis, study and generalization. Results. A developed AI model (artificial intelligence model) “Perceptron” is presented, designed to predict Russia’s GDP based on input parameters representing a set of data reflecting the development of the real sector of the Russian economy in 2011–2019, including the dynamics of freight turnover. The experience of using artificial intelligence systems for forecasting time series, including the RF GDP, is considered. The paper regards tendencies in PRC transport complex from the moment the state was founded until present day. To general processes of economic development at certain key periods the authors relate development of spatial parameters of motor roads and railways, port infrastructure facilities and the operation scale of certain kinds of transport (freight turnover, volume of cargo transported, average length of transportation). The economic justification for post-war recovery, industrialization and transfer to the policy of openness and reform are also observed. There are changes shown as to indicators for freight and passenger transportation. The terms for a boost in the PRC sea and port infrastructure under the policy of openness and reform are outlined. This policy shapes the model of export-oriented economy. Rising living standards and orientation at promoting domestic demand were incentivized by high-speed railways and air traffic. The shift in the role of the PRC transport complex has been demonstrated: from the tertiary (service) sector of economy to the self-sustained entity of economic processes generating technologies, carrying out a transfer of innovations and participating in launching new export niches on the national and global markets. The importance of the transport complex as a tool of the PRC stabilization policy in the period of economic crises of 2008 and 2015 is presented. Investments into the transportation infrastructure in the periods of recession had a meaningful multiplicative effect and generated new jobs, secured a demand for the related industries (metallurgy, construction materials, transport engineering), brought down the cost of shipment, improved the environment of transportation and promoted domestic demand

Seasonal irregularity of transportation is one of the important production and economic issues for the transportation industry. This issue negatively affects operation of the railway transport as higher irregularity of transportation means limitation of the overall volume that can be realized within a year, which results in reduction of effectiveness of the industry resources use.When assessing the seasonal irregularity of transportation by means of the method, significant error takes place due to different number of days in the months. As one of the solutions of the problem, the authors propose the improved methodical tools for assessment of the seasonal irregularity of freight transportation. First, the average daily values of the relevant volumetric indicator are used rather than the general ones; second, the load on infrastructure is determined by both the quantity of transported tons and the distance of transportation. Therefore the seasonal irregularity is determined by the loading, as well as by the freight turnover.Improved tools of assessment of the seasonal irregularity of freight transportation presented in the article allow significantly increasing its accuracy, which will promote quality improvement of planning and analysis of the railways operation and development.

Nukus is the object of observation. Currently, 312.4 thousand inhabitants live here. The official date of its formation is considered to be 1860, although a withdrawal was revealed that Nukus is a city with an older collection. On its territory from the south, the northern rows of canals pass, which are located in irrigation functions in the northern and northeastern regions of the Republic. The Dustlik Canal (old name - Kyzketken) opens the city into two parts (the old one is to the west, the new one is to the east and southeast). On the territory of the city there is residential development with a grid of small blocks and a predominance of local type buildings. There are several blocks of modern individual buildings that have brought some order to this part of the city. The new city was built according to the master plans of 1936, 1953, 1964 and 1982, and it owes it a regular rectangular system of city blocks. This article analyzes the current state of the transport system of the city of Nukus and the main problems in its operation. Questions on elimination of analyzed problems are considered.

An important consequence of development of transport complex of country is a growth of economic and social well-being of population. Focus on optimally functioning transport should be considered as an important factor in sustainable economic development, and deviations from optimal values as an indicator of additional reserves for growth. Defining national economic interests is one of the main tasks of Ukraine's development. In order to develop independently, and at the same time on the basis of partnership and cooperation, it is necessary to develop transport provision for the regions and interregional integration to form a whole transport space. The author's approach in considering this problem using general scientific and special methods of scientific research made it possible to investigate these processes. The article describes a methodological approach to the study of the transportation in the regions of Ukraine on the basis of intermodality and multimodality using forms of scientific - technical and static analysis, which will contribute to the implementation of the state policy of interregional integration, taking into account freight transportation using various types of transport. A scientific and applied approach has been proposed for determining the interdependence of the gross regional product per person on the freight turnover by kind of transport by using the methodological tools of the system analysis theory in order to identify transport regions and efficiently locate multimodal terminals (transport hubs), which will contribute to the implementation of effective instruments to promote interregional integration and regional economic integration, information, education spaces into a single transport space, overcoming interregional alienation and the introduction of effective instruments of state support for interregional integration, will contribute to the implementation of interregional programs and projects. The current state of the transport system of Ukraine in terms of passenger and freight turnover in the period of crisis is described in the article. The main focus of the article is on the analysis of the volume of passenger and freight traffic by type of cargo and mode of transport. The article reveals the issues of the transport system of Ukraine and transport, which ensure the effective functioning of the system of economic relations in the country. The growth of both freight and passenger traffic indicates the growth of the country's economy, and the decline in their volume is an indicator of the crisis in the economy. We have identified the main modes of transport that carry passenger traffic in Ukraine, analyzed the passenger turnover in the period from 2018 to 2020, ie we take into account the period before the COVID-19 pandemic and the pandemic period in 2019-2020. The analysis of cargo turnover in Ukraine by types of transport and by types of cargo in the specified period is also carried out. Through the analysis of statistical data in the article, we came to the conclusion about the importance of certain modes of transport for the national economy from the standpoint of freight and passenger traffic. It is concluded that firstly, the pandemic had a significant impact on the transport industry of Ukraine, secondly, the volume of passenger traffic by all modes of transport faced significant losses during the pandemic, and thirdly, the volume of freight traffic pandemic COVID-19 is almost non-existent. At the same time, it is worth paying attention to a number of internal problems, organizational, strategic and economic-technological nature of the transport sector of Ukraine, in particular long-term reform; problems related to strategic management, technical and technological backwardness of infrastructure and rolling stock development and low level of digital transformations in transport. 10. Regional Features of the Development of Freight Transport Markets

The article is aimed at exploring the features of development of regional transport markets. Based on the carried out analysis, the approach to the distribution of regions of Ukraine by the level of development of these markets was considered. The main methods of analysis were the statistical method, the methods of cluster analysis of k-averages and the Ward method. As a result of the study, it was substantiated that the indicator, which provides an opportunity to allocate certain groups by the level of development, is the freight turnover of transport enterprises in the regions. On the basis of this, three groups of regions of Ukraine were allocated in terms of the level of development of regional freight transport markets: regions with consistently high levels of freight transport turnover; regions with consistently average levels; regions with consistently low levels. It is defined that the stable growth of freight turnover over a long period is a feature of regions with a high level of development of regional transport markets. For the regions that are part of the group with a stable average level of development, the feature is a stable dynamics of development without significant changes over a long period. A feature of the development of regional freight transport markets in the group of regions with consistently low levels is the dynamics of freight turnover, which is characterized by the absence of significant changes throughout the researched period. Prospect for further research in this direction is to predict the development of freight transport markets, taking into account the characteristics of each group of regions, which will constitute the basis for the further formation of long-term market development strategies as part of the regional program of transport infrastructure development.

Purpose. The aim of the article is to identify trends in the development of transport entrepreneurship in the pre-war period and to identify priority tasks for the restoration and further development of this type of entrepreneurship in the postwar period. Method. To achieve this goal, a wide range of general scientific and special methods were used, in particular: comparative analysis and synthesis, deduction and induction, grouping, simulation modeling depending on the stages of economic recovery, logistical assumptions. Results. The article identifies trends in the development of transport entrepreneurship based on the dynamics of empirical data of the pre-war economy of Ukraine and outlines the range of problems that arose before domestic transport in connection with the war. The principles of designing the post-war restoration and further development of the transport sector of Ukraine are proposed. Scientific novelty. The authors identified strategic objectives for the development of transport businesses depending on the ABC stages of economic recovery in Ukraine (A. Immediate response - minimization of losses; B. Rapid recovery of critical infrastructure and services; C. Laying the foundation for future growth and modernization). Practical significance. The conclusions and suggestions of the authors of the article can be useful in preparing a new version of the National Transport Strategy of Ukraine until 2030, taking into account the needs of postwar reconstruction of transport infrastructure., Мета. У статті метою є виявлення трендів розвитку транспортного підприємництва в довоєнні часи та визначення пріоритетних завдань відновлення та подальшого розвитку цього виду підприємництва в післявоєнний період. Методика. Для досягнення поставленої мети використано широкий спектр загальнонаукових та спеціальних методів, зокрема:порівняльний аналіз і синтез, дедукції та індукції, групування, імітаційного моделювання залежно від стадій відновлення економіки, логістичних припущень. Результати. У статті ідентифіковано тренди розвитку транспортного підприємництва на основі динаміки емпіричних даних довоєнної економіки України та окреслено коло проблем які виникли перед вітчизняним транспортом у зв’язку з війною. Запропоновано принципи проектування післявоєнного відновлення та подальшого розвиту транспортної галузі України. Наукова новизна. Авторами визначені стратегічні завдання розвитку суб’єктів транспортного підприємництва залежно від АВС стадій відновлення економіки України (А. Негайна відповідь - мінімізація збитків; B. Purpose. In this paper it is necessary to analyze the types of competition in the transport market in order to find ways to improve the competitiveness of railway transport and to determine the ensuring equal conditions for all market participants by eliminating discrimination in competition. Methodology. Analysis of recent research and publications on the subject was held by the authors. The question of the development of competition, increased competitiveness in railway transport was investigated. Attention is drawn to the fact that due to the decline in traffic volumes on all modes of transport competition may significantly change the usual sphere the effective use of different modes of transport. Every mode of transport occupies a particular segment of the transport market, taking into account its technical and economic features, weakly competing, and in some cases do not compete with each other (except the road transport). However, it is entirely possible competition inside these segments.Findings. The problems of management of competitiveness, including the transport market, which required extensive analysis and serious scientific study, were identified. Originality. As a result of this work the features of transport and production of transport in modern conditions were structured. The dependences of passenger turnover and freight turnover by mode of transport over the past decade were shown. The question of additional profits by providing the cargo owners a range of service was examined. The optimal combination of cost and quality of such services at each transportation company promotes increasing its competitive status. Practical value. Competition between enterprises of the industry put the aim of improving the competitiveness of not only railway subsystems directly involved in technology movement of cargoes and the movement of passengers, but also the organization of infrastructure in the first place – subsystems to expand services and improve service for passengers and cargo owners. Ensuring of equal conditions for all market participants is achieved through a ban of three key anti-competitive actions: the adoption of agreements restricting competition; abuse of a dominant (monopolistic) position and mergers, which result in a dominant market position to restrict competition.

15. Research on the influence of operational factors on the number of failures of diesel locomotives’ engines

Having replaced the diesel locomotives operated in Lithuanian railways by new ones, part of old diesel locomotives (21 units) were renovated. They were equipped with new diesel engines made in Kolomna (Russia). These diesel locomotives are used as reserve locomotives or for carrying small scope freight on local routes. After a few years from their renovation diesel engines as well as the locomotives started to fail. Failures happened to be repeated. The article analyses these locomotives’ failure patterns such as number distribution of engine failures according to locomotive mileage, distribution of engine failures according to diesel locomotive turnover, distribution of engine failure number according to consumed fuel. It suggested to regard the density of engine failure probability according to consumed fuel as one of the indicators of engine reliability.

- Abstract
This article is dedicated to the analysis of the role of rail transport in the Azerbaijan freight transportation market. The authors demonstrate that despite the increasing level of competition with road transport, rail transport represented by “Azerbaijan Railways” LLC still holds its position in the sectors of mass industrial goods transportation and long-distance transportation. Also, the crosscountry analysis shows that this condition is preconditioned by geographical and technological factors and is common to transport systems of most other countries. Based on the conducted analysis, the authors conclude about the necessity of orienting the country's transport policy towards the development of railway infrastructure to avoid possible infrastructure constraints for the social and economic development of the country's regions. 19. Forecasting development of the network of highways with hard surface with consideration of competitive advantages

The article uses Lotka-Volterra equations to analyse competition between the highway and railway transportation networks and competitive ability of the network with the cement concrete and asphalt concrete road coverings. Modelling the process of development by the Lotka-Volterra equations lies in selection of parameters of the model in such a manner, so that model trajectories would be very similar to approximating trends by factual data. In accordance with the results of model forecasting of development of highway and railway networks the article makes a model forecasting of development of highway and railway networks by 2080. Within the framework of the Lotka-Volterra equations, the article conducts modelling of development of earth roads and roads with hard surface and studies competition between the roads with cement concrete and asphalt concrete road coverings (type 1), on the one hand, and road-mix and bituminous macadam roads (type 2). The article establishes that earth roads do not compete with the roads with hard surface, although this type of roads was viable in the post-war period due to its cheapness.

20. Carbon emissions, logistics volume and GDP in China: empirical analysis based on panel data model.

This paper studies the relationship among carbon emissions, GDP, and logistics by using a panel data model and a combination of statistics and econometrics theory. The model is based on the historical data of 10 typical provinces and cities in China during 2005-2014. The model in this paper adds the variability of logistics on the basis of previous studies, and this variable is replaced by the freight turnover of the provinces. Carbon emissions are calculated by using the annual consumption of coal, oil, and natural gas. GDP is the gross domestic product. The results showed that the amount of logistics and GDP have a contribution to carbon emissions and the long-term relationships are different between different cities in China, mainly influenced by the difference among development mode, economic structure, and level of logistic development. After the testing of panel model setting, this paper established a variable coefficient model of the panel. The influence of GDP and logistics on carbon emissions is obtained according to the influence factors among the variables. The paper concludes with main findings and provides recommendations toward rational planning of urban sustainable development and environmental protection for China. [ABSTRACT FROM AUTHOR]

As the fundamental and leading industry for national economic and social development, the development of transportation industry determines the trend of economic development, and reflects the cyclical changes of national economy. Freight, as the basis of transportation industry, is closely related to GDP development. This article analyzes the intrinsic relationship between comprehensive transportation freighting index and GDP for early detection of extremely hot or cold development problems in transportation, which not only help us with a better known of macroeconomic trend in the country, but also provide the basis for risk warning of transportation industry. The article is aimed at exploring the features of development of regional transport markets. Based on the carried out analysis, the approach to the distribution of regions of Ukraine by the level of development of these markets was considered. The main methods of analysis were the statistical method, the methods of cluster analysis of k-averages and the Ward method. As a result of the study, it was substantiated that the indicator, which provides an opportunity to allocate certain groups by the level of development, is the freight turnover of transport enterprises in the regions. On the basis of this, three groups of regions of Ukraine were allocated in terms of the level of development of regional freight transport markets: regions with consistently high levels of freight transport turnover; regions with consistently average levels; regions with consistently low levels. It is defined that the stable growth of freight turnover over a long period is a feature of regions with a high level of development of regional transport markets. For the regions that are part of the group with a stable average level of development, the feature is a stable dynamics of development without significant changes over a long period. A feature of the development of regional freight transport markets in the group of regions with consistently low levels is the dynamics of freight turnover, which is characterized by the absence of significant changes throughout the researched period. Prospect for further research in this direction is to predict the development of freight transport markets, taking into account the characteristics of each group of regions, which will constitute the basis for the further formation of long-term market development strategies as part of the regional program of transport infrastructure development.

The article is dedicated to evaluating the current state of railway cargo services in Ukraine. Based on the research conducted the system flaws affecting negatively the performance efficiency of railway cargo services were uncovered and most effective solutions were suggested. Scientific articles by various authors, statistical data and data gathered from PJSC “UKRZALIZNITSIA” ’s financial records were used as foundation of the research. A study found negative development, occurred due to the outdated railway infrastructure: disparity between the current state of railway gauge and ones of European standards, low transportation speed. The article grounds the necessity of rolling stock renovation in order to heighten technological security and to establish appropriate conditions for increasing volume of international railway transits throughout the Ukrainian territory. Accelerated development of the railway transportation sector provides for international investments, that shall assist in increasing cargo services’ volume and efficiency. General governmental recommendations on implementing technological and ecological European standards, as well as on upgrading concerning railway transportations legal base in accordance to provisions of International conventions and agreements shall facilitate the evolution of the railway sector in particular, and Ukrainian economy in general. - Abstract
Having replaced the diesel locomotives operated in Lithuanian railways by new ones, part of old diesel locomotives (21 units) were renovated. They were equipped with new diesel engines made in Kolomna (Russia). These diesel locomotives are used as reserve locomotives or for carrying small scope freight on local routes. After a few years from their renovation diesel engines as well as the locomotives started to fail. Failures happened to be repeated. The article analyses these locomotives' failure patterns such as number distribution of engine failures according to locomotive mileage, distribution of engine failures according to diesel locomotive turnover, distribution of engine failure number according to consumed fuel. It suggested to regard the density of engine failure probability according to consumed fuel as one of the indicators of engine reliability. [ABSTRACT FROM AUTHOR]

The article is devoted to the research of issues, analysis and improvement of marketing activities at the railway enterprises of Ukraine. As a result of the research, it was established that in difficult and unstable financial business conditions, and under competition, there is a need to adopt marketing management methods at railway enterprises. The article discusses scientific approaches to the problems of marketing development in the service sector. Also It is revealed the essence of the concept of transport services as an object of marketing activities. The methodological foundations of the marketing assurance of the quality of transport services and the applying of logistic methods in the implementation of the marketing management concept in anti-crisis situations in the field of transport services are defined. The analysis of freight traffic by various types of transport, as well as specifically considered the transport by rail. The main problems of railways and the quality of services, lack of customer service flexibility, weak interaction with other transport processes are identified. Considered and improved the scheme of the exit of the enterprise from the crisis state, and also considered the factors of risk development of the enterprise in the anti-crisis period. Recommendations are given to improve marketing activities in the structure of enterprise management, which allow planning and coordination of marketing activities in rail transport, and you can calculate the optimal distribution of goods using formula and calculations, you can determine the delivery and processing for unplanned goods, and the proposed approach will allow go from planning, receiving applications for shippers in the optimum time., Стаття присвячена дослідженню питань, аналізу та удосконаленню маркетингової діяльності на залізничних підприємствах України. В результаті дослідження встановлено, що в складних та нестійких фінансових умовах господарювання, а також великої конкуренції, виникає необхідність прийняття маркетингових методів управління на залізничних підприємствах. В статті розглянуто наукові підходи до проблем розвитку маркетингу в сфері послуг. А також розкрито сутність поняття транспортна послуга, як об’єкту маркетингової діяльності. Визначені методичні основи маркетингового забезпечення якості транспортного обслуговування та використання логістичних методів при реалізації маркетингової концепції управління в антикризових ситуаціях в сфері транспортних послуг. Проведено аналіз вантажних перевезень різними видами транспорту, а також розглянуто перевезення залізничним транспортом. Виявлені основні проблеми залізниць та якість послуг, відсутність гнучкості обслуговування замовників, слабка взаємодія з іншими транспортними процесами. Розглянуто та удосконалено схему послідовності виходу підприємства із кризового стану, а також розглянуто фактори ризикового розвитку на підприємстві в антикризовий період. Надано рекомендації по удосконаленню маркетингової діяльності в структурі управління підприємствами, які дозволяють забезпечити планування та координацію маркетингових заходів на залізничному транспорті, а також можна розрахувати оптимальний розподіл вантажів за допомогою формули та розрахунків, можна також визначити місце доставки та обробки для незапланованих вантажів, а також запропонований підхід дозволить перейти від планування, отримання заявок на вантажовідправників в оптимальні терміни.

Purpose. In this paper it is necessary to analyze the types of competition in the transport market in order to find ways to improve the competitiveness of railway transport and to determine the ensuring equal conditions for all market participants by eliminating discrimination in competition. Methodology. Analysis of recent research and publications on the subject was held by the authors. The question of the development of competition, increased competitiveness in railway transport was investigated. Attention is drawn to the fact that due to the decline in traffic volumes on all modes of transport competition may significantly change the usual sphere the effective use of different modes of transport. Every mode of transport occupies a particular segment of the transport market, taking into account its technical and economic features, weakly competing, and in some cases do not compete with each other (except the road transport). However, it is entirely possible competition inside these segments. Findings. The problems of management of competitiveness, including the transport market, which required extensive analysis and serious scientific study, were identified. Originality. As a result of this work the features of transport and production of transport in modern conditions were structured. The dependences of passenger turnover and freight turnover by mode of transport over the past decade were shown. The question of additional profits by providing the cargo owners a range of service was examined. The optimal combination of cost and quality of such services at each transportation company promotes increasing its competitive status. Practical value. Competition between enterprises of the industry put the aim of improving the competitiveness of not only railway subsystems directly involved in technology movement of cargoes and the movement of passengers, but also the organization of infrastructure in the first place – subsystems to expand services and improve service for passengers and cargo owners. Ensuring of equal conditions for all market participants is achieved through a ban of three key anti-competitive actions: the adoption of agreements restricting competition; abuse of a dominant (monopolistic) position and mergers, which result in a dominant market position to restrict competition.

There are 10 operating ports in Latvia and 3 of them – Liepaja, Ventspils and Riga ports are regarded as the leading commercial ports. Role of port operation in the economics of region and country is essential from the point of view of employment and entrepreneurship. This is based with data on investment of operation of Latvian ports in GDP, on average it is assessed to be 5-7% annually. In the context of employment, Liepaja Port gives work to 6.9% of human resources of the city. However, concern about the competitiveness of Liepaja Port influenced by the proximity of more developed competitive ports, technical possibilities of the port and dynamics of freight turnover has occurred in recent years. Therewith in framework of this article in the context of such criteria as location of ports and their technical parameters, volumes of freight, specialization and costs of ports, the operation of leading ports of Latvia is intercompared and analyzed by clarifying whether Liepaja Port is competitive among other ports of Latvia. Opinions of port experts on perspectives of port development and statistical data of ports from 2011-2013 are analyzed within the framework of the article. The aim of the research is to clarify the comparative advantages of ports of Latvia. The research revealed that the provision of competitiveness of Liepaja Port is to be related with application of the available free territories, advantages of location in relation to the Scandinavian market, and the necessity to develop the cooperation among ports of Latvia to offer joint freight acquisition, distributions and unified logistics solution and strengthen the position of ports in the circumstances of international competition. В статті доведено, що на сьогодні транспортний сектор України у цілому задовольняє лише базові потреби економіки та населення у перевезеннях. Якісні показники щодо швидкості, якості і ефективності перевезень пасажирів та вантажів поки що не відповідають сучасним вимогам. Потенційні потужності використовуються не в повну міру, а затяжний період спаду промислового й сільськогосподарського виробництва та адекватне зниження доходів і обумовлені ними скорочення обсягів перевезень призвели до значного погіршення відтворювального процесу на транспорті і стану його виробничо-технічної бази, яка не зможе в перспективі у повному обсязі та з потрібною якістю забезпечити потреби як у внутрішніх, так і в міжнародних перевезеннях. Проведені дослідження свідчать, що тривалість роботи більшості рухомого складу залізничного транспорту перевищує 25 років. Зокрема, 60,5 % пасажирських вагонів експлуатуються більше 40 років, що зумовлює їх технічний стан. 63,8 % вантажних вагонів використовуються протягом 26-40 років. Такий тривалий час їх використання негативно відображається на рівні зносу рухомого складу залізничного транспорту, та всієї транспортної інфраструктури. За період 2010-2015 рр. рівень зносу основних засобів підприємств транспорту перевищував 95 %, та мав при цьому тенденцію до зростання зі щорічним приростом 0,5 відсоткові пункти. Край негативний стан технічних засобів вимагає модернізації та заміни рухомого складу. Таким чином, розвиток транспортної інфраструктури залишається незадовільним і стає на заваді створенню передумов для поліпшення взаємозв’язків як всередині країни, так і на міждержавному рівні, якісному забезпеченню транспортного обслуговування суб’єктів господарювання і населення, розвитку експортного потенціалу транспортної галузі, покращенню іміджу України як транзитної країни. Тому розвиток транспортної галузі й реалізація потенціалу транспортної інфраструктури перетворюються на один із ключових елементів стратегії економічного зростання держави в цілому та забезпечення її економічної безпеки. З цієї точки зору застосування інноваційних управлінських технологій дозволило б вирішити проблеми оновлення та трансформації транспортної інфраструктури України. У реінжинірингу важливим є те, як ми хочемо організувати роботу саме сьогодні, з урахуванням попиту на сьогоднішньому ринку і можливостей сьогоднішніх технологій. Досвід практичного застосування реінжинірингу в зарубіжних країнах переконує, що цей підхід також необхідний для нашої країни в умовах проведення глобальної економічної реформи й активного просування України у світову економічну систему. При цьому основними напрямами оновлення технічного та технологічного забезпечення транспортної інфраструктури повинні стати: оновлення транспортного парку усіх видів транспорту за рахунок їх поповнення новими прогресивними транспортними засобами; організація серійного вітчизняного виробництва та поставки рухомого складу нового покоління залізничного, автомобільного, водного та авіаційного транспорту; подовження терміну експлуатації локомотивів та вантажних вагонів, модернізація пасажирських вагонів; фінансування з державного бюджету оновлення парку електропоїздів та пасажирських вагонів, автобусів на міських маршрутах загального користування; удосконалення нормативно-правової бази з питань розробки і впровадження економічного і фінансового механізмів (у т.ч. реінжинірингу) оновлення рухомого складу транспорту., The article proves that for today the transport sector of Ukraine as a whole meets only the basic needs of the economy and the population in transportation. Qualitative indicators on the speed and efficiency of passenger and cargo transportation do not yet meet modern requirements. Potential capacities are not used in full measure, and the prolonged period of decline in industrial and agricultural production and the resulting reduction in transport volumes have led to a significant deterioration in the reproduction process in transport, so the state of its production and technical base can not in the future fully and with the required quality to meet the needs of both domestic and international transport. The conducted studies show that the duration of operation of the majority of rolling stock of rail transport exceeds 25 years. In particular, 60.5% of passenger cars are operated for more than 40 years, which leads to their unsatisfactory technical condition. 63.8% of freight cars are used for 26-40 years. Such a long time of their use negatively affects the level of depreciation of the railway rolling stock, and the entire transport infrastructure. For the period 2010-2015. The depreciation of fixed assets of transport enterprises exceeded 95%, and had a tendency to increase with an annual increase of 0.5%. The extremely negative state of technical means requires the modernization and replacement of rolling stock. Thus, the development of the transport infrastructure remains unsatisfactory and hampers the creation of prerequisites for improving interlinkages both within the country and at the interstate level, providing quality transport services to business entities and the population, developing the export potential of the transport sector, and improving Ukraine's image as a transit country. Therefore, the development of the transport industry and the realization of the potential of transport infrastructure are becoming one of the key elements of the strategy of economic growth of the state as a whole and ensuring its economic security. From this point of view, the use of innovative management technologies would solve the problems of updating and transforming the transport infrastructure of Ukraine. Reengineering is important, as we want to organize work today, taking into account the demand in today's market and the capabilities of today's technologies. The experience of practical application of reengineering in foreign countries convinces that this approach is also necessary for our country in conditions of global economic reform and active promotion of Ukraine into the world economic system.

Purpose. In this paper it is necessary to analyze the types of competition in the transport market in order to find ways to improve the competitiveness of railway transport and to determine the ensuring equal conditions for all market participants by eliminating discrimination in competition. Methodology. Analysis of recent research and publications on the subject was held by the authors. The question of the development of competition, increased competitiveness in railway transport was investigated. Attention is drawn to the fact that due to the decline in traffic volumes on all modes of transport competition may significantly change the usual sphere the effective use of different modes of transport. Every mode of transport occupies a particular segment of the transport market, taking into account its technical and economic features, weakly competing, and in some cases do not compete with each other (except the road transport). However, it is entirely possible competition inside these segments.Findings. The problems of management of competitiveness, including the transport market, which required extensive analysis and serious scientific study, were identified. Originality. As a result of this work the features of transport and production of transport in modern conditions were structured. The dependences of passenger turnover and freight turnover by mode of transport over the past decade were shown. The question of additional profits by providing the cargo owners a range of service was examined. The optimal combination of cost and quality of such services at each transportation company promotes increasing its competitive status. Practical value. Competition between enterprises of the industry put the aim of improving the competitiveness of not only railway subsystems directly involved in technology movement of cargoes and the movement of passengers, but also the organization of infrastructure in the first place – subsystems to expand services and improve service for passengers and cargo owners. Ensuring of equal conditions for all market participants is achieved through a ban of three key anti-competitive actions: the adoption of agreements restricting competition; abuse of a dominant (monopolistic) position and mergers, which result in a dominant market position to restrict competition., Цель. В работе необходимо провести анализ видов конкуренции на транспортном рынке с целью поиска путей повышения конкурентоспособности железнодорожного транспорта и определить вопросы обеспечения равных условий для всех участников рынка путем устранения дискриминации в конкуренции. Методика. Авторами проведен анализ последних исследований и публикаций по данной проблематике. Исследованы вопросы развития конкуренции, повышения уровня конкурентоспособности на железнодорожном транспорте. Обращается внимание на то, что в связи со спадом объемов перевозок на всех видах транспорта конкуренция может существенно изменить сложившиеся ранее привычные сферы эффективного применения различных видов транспорта. Каждый вид транспорта занимает определенный сегмент транспортного рынка с учетом своих технико-экономических особенностей, слабо конкурируя, а в ряде случаев – и вовсе не конкурируя друг с другом (кроме автомобильного транспорта). Однако внутри этих сегментов вполне возможна конкуренция. Результаты. В процессе исследования выявлены проблемы управления конкурентоспособностью, в том числе на транспортном рынке, которые требовали всестороннего анализа и серьезного научного обоснования. Научная новизна. В результате работы были структурированы особенности транспорта и транспортной продукции в современных условиях. Приведены зависимости пассажиро- и грузооборота по видам транспорта за последние десять лет. Рассмотрен вопрос получения дополнительной прибыли путем предоставления грузовладельцу ряда сервисных оплачиваемых услуг. Оптимальное сочетание стоимости и качества данных услуг для каждого транспортного предприятия способствует повышению его конкурентного статуса. Практическая значимость. Конкуренция между предприятиями отрасли поставила вопрос о повышении конкурентоспособности не только железнодорожных подсистем, непосредственно задействованных в технологиях движения грузов и передвижения пассажиров, но и организации инфраструктуры. Это касается, в первую очередь, – подсистем по расширению услуг и улучшению сервиса для пассажиров и грузовладельцев. Обеспечение равных условий для всех участников рынка достигается благодаря запрету трех ключевых антиконкурентных действий: принятия соглашений, ограничивающих конкуренцию; злоупотребление доминирующим (монопольным) положением и слияния, которые приводят к доминирующей позиции на рынке и ограничивают конкуренцию., Мета. У роботі необхідно провести аналіз видів конкуренції на транспортному ринку з метою пошуку шляхів підвищення конкурентоспроможності залізничного транспорту та визначити питання щодо забезпечення рівних умов для всіх учасників ринку шляхом усунення дискримінації у конкуренції. Методика. Авторами зроблений аналіз останніх досліджень і публікацій за даною проблематикою. Досліджено питання розвитку конкуренції, підвищення рівня конкурентоспроможності на залізничному транспорті. Звертається увага на те, що, у зв’язку зі спадом обсягів перевезень на всіх видах транспорту, конкуренція може істотно змінити сформовані раніше звичні сфери ефективного застосування різних видів транспорту. Кожен вид транспорту займає певний сегмент транспортного ринку з урахуванням своїх техніко-економічних особливостей, слабо конкуруючи, а в ряді випадків – і зовсім не конкуруючи, один із одним (крім автомобільного транспорту). Однак всередині цих сегментів цілком можлива конкуренція. Результати. Авторами виявлено проблеми управління конкурентоспроможністю, в тому числі на транспортному ринку, які вимагали всебічного аналізу та серйозного наукового обґрунтування. Наукова новизна. У результаті роботи були структуровані особливості транспорту та транспортної продукції в сучасних умовах. Наведені залежності пасажиро- та вантажообігів за видами транспорту за останні десять років. Розглянуто питання отримання додаткового прибутку шляхом надання вантажовласникові ряду сервісних оплачуваних послуг. Оптимальне поєднання вартості та якості даних послуг для кожного транспортного підприємства сприяє підвищенню його конкурентного статусу. Практична значимість. Конкуренція між підприємствами галузі поставила питання про підвищення конкурентоспроможності не тільки залізничних підсистем, безпосередньо задіяних у технологіях руху вантажів та пересування пасажирів, але й організації інфраструктури. Це стосується, в першу чергу, підсистем із розширення послуг та поліпшення сервісу для пасажирів і вантажовласників. Досягається забезпечення рівних умов для всіх учасників ринку завдяки забороні трьох ключових антиконкурентних дій: прийняття угод, що обмежують конкуренцію; зловживання домінуючим (монопольним) становищем та злиття, що призводять до домінуючої позиції на ринку та обмежують конкуренцію.

As the fundamental and leading industry for national economic and social development, the development of transportation industry determines the trend of economic development, and reflects the cyclical changes of national economy. Freight, as the basis of transportation industry, is closely related to GDP development. This article analyzes the intrinsic relationship between comprehensive transportation freighting index and GDP for early detection of extremely hot or cold development problems in transportation, which not only help us with a better known of macroeconomic trend in the country, but also provide the basis for risk warning of transportation industry. Analysis results show that, the volume of freight traffic and freight turnover of China are positively correlated with GDP.
