3. 黄河流域水土保持碳汇质量评价指标体系构建.

- Abstract
In order to fully explore and realize the value of soil and water conservation carbon sink in the Yellow River Basin, and effectively promote its development and market trading, on the basis of clarifying the connotation and characteristics of soil and water conservation car- bon sink in the Yellow River Basin, its quality was evaluated from three dimensions; the contribution quality of new carbon storage, the contribution quality of sustainable development, and the quality of carbon sink production process. This paper built an evaluation index system composed of 3 first-level indicators, 14 second-level indicators and 47 third-level indicators, and pointed out the appropriate methods for determining the weights of indicators at all levels and the methods for calculating the carbon sink quality index of soil and water conservation. It suggests that: firstly, we should carry out a whole process pilot project in the Yellow River Basin including high-quality soil and water conservation carbon sink development, monitoring and accounting, carbon sink project rating, information disclosure, and market trading; secondly, we should strengthen international cooperation and exchanges, learn from the differentiated pricing mechanism of the international voluntary emission reduction market, and build a carbon sink pricing system for soil and water conservation in the Yellow River Basin. 4. Evaluation of ecologically clean small watersheds in the Yangtze river estuary area of China.

Ecologically clean small watersheds are crucial for water and soil conservation in China and provide a basis for the comprehensive development and sustainable utilization of water resources. In this study, a model and evaluation system for ecologically clean small watersheds based on the AHP-fuzzy comprehensive evaluation method were proposed to evaluate the construction of such watersheds in the Yangtze river estuary area of China, using Changning district in Shanghai as a case study. The evaluation system includes four attribute layer indicators: water quality, soil and soil erosion, pollution, and water system, as well as 13 index layer indicators. The watersheds are evaluated as "excellent," "good," "medium," or "poor." The evaluation is carried out by assigning weights to the indicators, establishing the membership degree matrix, determining the fuzzy synthesis operator, and calculating the score of the comprehensive evaluation. The evaluation results were analyzed and discussed. The results show that the comprehensive evaluation score of ecologically clean small watershed construction in Changning district was found to be 83.28. Pollution control received an "excellent"-level score of 86.21, while water system management received a "poor"-level score of 57.49. Overall, the construction of ecologically clean small watersheds was evaluated as "good," although some aspects still need improvement. The results of this study provide a basis for evaluating the construction of ecologically clean small watersheds in the Yangtze river estuary area. [ABSTRACT FROM AUTHOR]

The Tibetan sheep industry is a typical representative of plateau animal husbandry and grassland animal husbandry and is also one of the characteristic industries in the Qinghai-Tibet Plateau region. The study of this industry is of great significance to promoting the high-quality development of animal husbandry and the region. Based on the production data and statistical data of Tibetan sheep in the main producing areas of Qinghai Province, this paper adopts the entropy method and the coupling coordination degree model to study the high-quality development of animal husbandry in Qinghai province from five dimensions: product quality, production efficiency, economic benefits, environmental friendliness and environmental conditions. The results showed that the high-quality development level and coupling coordination degree of the Tibetan sheep industry in Haibei Prefecture, Hainan Prefecture, Haixi Prefecture and Huangnan Prefecture of Qinghai Province showed an upward trend from 2015 to 2020. Among them, the high-quality development level of the Tibetan sheep industry in Haibei Prefecture and Hainan Prefecture of Qinghai Province significantly increased from 2019 to 2020, but the coupling coordination degree decreased. In order to delve into the current status of high-quality water conservancy development in the Yellow River water diversion and receiving area of Henan Province, an evaluation index system centered on the objectives, approaches and conditions of highQuality water conservancy development was established. The SMI-P method was applied to conduct a systematic evaluation, while the obstacle degree model was utilized to identify the key constraining factors affecting the high-quality development of water conservancy. The results show that a) the level of high-quality water conservancy development in the Yellow River water diversion and receiving area of Henan Province generally shows an upward trend from 2011 to 2020. b) Zhengzhou, Kaifeng, Luoyang, Jiaozuo, Xuchang, Sanmenxia, Zhoukou and Jiyuan reach a higher level in 2020. c) From the development dimension analysis, the three sub-systems of objectives, approaches and conditions all show an optimization trend, and the supporting role of the sub-system of path is particularly significant. d) The key factors constraining the high-quality development of water conservancy in the Yellow River water diversion and receiving areas of Henan Province include per capita water re- sources, total water resources, per capita GDP, industrial wastewater discharge per 10,000 yuan of GDP, per capita water consumption, drainage pipeline density, and comprehensive water supply capacity. Bus lanes are an important measure for improving the quality of bus service and the efficiency of transportation systems. A scientific and reasonable evaluation of the overall traffic operation efficiency of the bus priority road section is helpful to fully understand the improvement effect of the introduction of bus lanes on traffic operation. To comprehensively and objectively evaluate the traffic benefits of bus lanes, the Delphi and grey correlation methods were used to construct a comprehensive weight calculation model of the indicators. The weights of eight traffic benefit evaluation indicators at the two levels of buses and general traffic were calculated, and the weights were then optimized using the target optimization model. Combined with different weight indexes, the evaluation of the traffic benefit level of the bus lane was realized using the matter-element extension model based on the improvement in the sticking progress. The bus lanes of the Daping-Yangjiaping, Huanghuayuan interchange-Luneng turntable, and Dashiba-Hongqihegou routes in the main urban area of Chongqing were used for verification. The results show that the traffic benefits of the three case areas have been improved to a certain extent after the construction of bus lanes, but the benefit level has not changed. Through the analysis of various operating indicators, the weaknesses that affect the traffic efficiency can be obtained, and then the decision-making basis for the implementation and improvement of the bus lane optimization scheme can be provided. With the improvement of environmental awareness, green logistics, as a kind of logistics mode that can realize the unity of economic benefits and environmental benefits, has been paid more and more attention by the academia and the industry. However, how to effectively evaluate the operation effect of green logistics is still a problem to be solved. To solve this problem, this paper proposes a green logistics evaluation index system based on factor analysis, and verifies its effectiveness through simulation data. In the process of building and validating the model, rigorous mathematical modeling methods were used, combined with a large number of actual data. The results show that the evaluation index system of this study can accurately predict the operation effect of green logistics, and provide a practical evaluation tool for enterprises. 13. Experimental Study on the Suspending Mechanism of Suspending Agent in Coal-Based Solid Waste Slurry for Long-Distance Pipeline Transportation.

The transportation of coal-based solid waste filling slurry (CSWFS) through pipelines for underground goaf injection is essential for enhancing mine safety and promoting green, low-carbon coal mining. To address the issue of pipeline blockage caused by the suspension sensitivity of CSWFS during long-distance transportation, this study proposes the addition of the suspending agent hydroxypropyl methyl cellulose (HPMC) to transform the filling slurry into a stable suspending slurry. The mechanism by which the suspending agent modifies the rheological property of CSWFS was elucidated and verified. Firstly, an evaluation index system for the suspending state of CSWFS based on the "experimental test and theoretical calculation" was established. The values for layering degree, bleeding rate time-loss, and the corresponding average time-loss rate over 0 to 120 min of A1–A5 CSWFS were recorded as 24 mm–2 mm, 3.0–0.2%, 252.4–54.2%, and 149.6–14.6%, respectively. The concentration gradient evaluation result, C/C
A = 0.91 (≥0.8), confirmed that the suspending agent maintained a stable suspending state over time for CSWFS. Secondly, it was demonstrated that the suspending agent HPMC modified the rheological property of A1–A5 CSWFS by increasing its plastic viscosity, which strengthened the viscous resistance to particle settling, thereby transforming a semi-stable slurry into a stable one. Additionally, the formation of a spatial suspending network by the suspending agent ensures that no pipeline blockage accidents occured in practical engineering applications. Furthermore, the XRD and SEM tests were utilized to verify the microstructure of the top (T) and bottom (B) samples in A4 block. It was concluded that the type of hydration products, occurrence forms, lapping compactness, and microstructural development were consistent, ultimately forming a high-strength, dense, hardened filling block. Finally, numerical simulation confirmed that the addition of suspending agent in A4 slurry formed a comprehensive spatial suspending network and a well-structured, unified system. 15. Research on Safety Risk Evaluation System for Seepage in Ship Lock Foundation Pit Engineering.

Ship lock project currently demonstrates a distinct cyclical pattern, accumulating latent hazards that pose a significant threat to project safety. Seepage safety (the condition in which the seepage risk is reduced to an acceptable level) serves as a crucial indicator in the safety risk assessment index system for ship lock project construction, thus necessitating an in-depth analysis of the risk factors impacting seepage safety. Utilizing a ship lock project in China as a case study, this study employs the finite element method (FEM) to analyze the seepage field of the ship lock foundation pit basin and proposes a comprehensive set of methods for risk evaluation and warning models pertaining to seepage safety risks in ship lock engineering. This study reveals that the obstruction of dewatering wells and imperfections in the diaphragm wall are the primary factors contributing to seepage damage. The investigation conducted a quantitative analysis of the impact of these two factors on the seepage field of the ship lock pit, considering pore pressure, water head, gradient, and flow velocity. A comprehensive set of evaluation indicators for seepage safety was formulated, drawing on the principles of multi-objective optimization, and a method for delineating the safe range of ship lock pit excavation under seepage action was proposed. Subsequently, an integrated seepage safety risk assessment system for ship lock pit excavation engineering was established. These research findings offer a scientific foundation for the management of seepage safety in ship lock pit excavation engineering and provide valuable references and guidance for the development of anti-seepage systems. 16. Evaluation of the Development Level of Green Transportation in National Central Cities.

- Abstract
Green transportation is the core embodiment of ecological civilization and the concept of green development within the field of transportation, and it is an important strategic choice for sustainable urban development. National central cities represent the highest level in China's urban system planning. This paper aims to evaluate the level of green transportation development in national central cities. It established a set of 29 specific evaluation indicators from five dimensions: basic indicators, green transportation infrastructure, traffic environmental protection, traffic travel, and traffic safety. It constructed an evaluation index system for the development level of green transportation. The entropy weight TOPSIS method was utilized to evaluate the development levels of green transportation in nine national central cities from 2020 to 2022. An obstacle degree model was constructed to identify key obstacle factors at both the criterion and indicator layers of the green transportation development level evaluation index system for national central cities. Suggestions were proposed from five aspects: establishing a comprehensive policy framework, promoting regional collaborative development, accelerating infrastructure construction, improving transportation service quality, and fostering the green upgrading of industries. The results showed that the comprehensive ranking of green transportation development levels among the national central cities from high to low for the years 2020–2022 was as follows: Shanghai, Chongqing, Chengdu, Beijing, Guangzhou, Tianjin, Wuhan, Xi'an, Zhengzhou. In terms of the regional spatial layout, the green transportation development levels of the nine national central cities generally exhibited a "high on the periphery, low in the center" distribution characteristic. The comprehensive ranking of the obstacle degree in the criterion layer was as follows: basic indicators, traffic travel, green transportation infrastructure, traffic environmental protection, traffic safety. After screening the criteria level where the obstacle degree calculation results are above 15%, traffic safety is eliminated. The nine cities, which were located in different regions, generally maintained consistent internal obstacle factors and their order. The top five indicators with the highest frequency of obstacle degrees at the indicator layer were as follows: total passenger transport volume, number of taxis, new energy vehicle production, expenditure for transportation, and total freight transport volume. Flexible manufacturing is an important path for the rapid development of the manufacturing industry. However, there is no specific evaluation standard for the flexibility level of clothing manufacturing, making it difficult for clothing enterprises to estimate the progress of their own flexible manufacturing and the parts that need improvement. In response to this situation, taking S clothing enterprise as an example, the production line balance optimization was taken as the starting point, a three-dimensional evaluation model for flexible manufacturing of clothing was constructed from three aspects; production flexibility, management flexibility, and product flexibility, the flexibility level of S clothing enterprise manufacturing was systematically and comprehensively evaluated. The results indicate that clothing enterprise has a high level of flexible manufacturing and good development prospects. It can continue to improve its existing production mode and further enhance its clothing flexible manufacturing level. The evaluation index system for flexible manufacturing of clothing in this article provides a good foundation and a systematic model for the future flexible manufacturing process and industry standardization of small and medium-sized clothing enterprises, based on the successful practice of S clothing enterprise. [Introduction] Facing the advancement of the national "carbon peaking and carbon neutrality" strategy, energy in various regions of China will develop towards low-carbon utilization based on its unique resource endowment. In order to understand the development level of low-carbon energy, it is necessary to conduct evaluation research on low-carbon energy utilization. [Method] This paper first analyzed the evaluation objects of energy low-carbon utilization; then classified and organized the evaluation indicators of energy low-carbon utilization. This paper sorted out and introduced the characteristics of each evaluation method and model, and explained the role of energy low-carbon utilization evaluation research. [Result] The evaluation objects of energy low-carbon utilization can be divided into energy system evaluation and regional energy evaluation. The evaluation indicators are summarized from three aspects: energy low-carbon indicators, energy utilization indicators and energy security indicators, and the subjective and objective weighting evaluation methods are rationally used. It is possible to more comprehensively and accurately assess and understand the situation of low-carbon energy utilization. [Conclusion] The current energy low-carbon utilization evaluation is usually only reflected as a part of the evaluation index system. With the development of low-carbon energy and the increase in the proportion of clean energy, the evaluation of low-carbon energy utilization will become more and more important.

This research takes the accessibility of rural public digital cultural services as the research object. Based on the accessibility framework and system evaluation theory, an evaluation index system is constructed through investigation and analysis. Firstly, through on‐site investigation and interviews, explore service accessibility factors and establish a feature factor model; Secondly, based on industry norms, an evaluation system was constructed that includes primary, secondary, and tertiary indicators, and was revised and validated through empirical analysis; Finally, the AHP fuzzy comprehensive evaluation method was applied to study the indicator system. The results indicate that the accessibility of public digital cultural services is good, but still needs to be improved, and improvement path suggestions are proposed from the aspects of resource supply, services, organization and management, etc. The research enriches the evaluation system of public cultural services and provide reference for the government to improve public digital cultural services. The evaluation methods of scientific and technological talents were reviewed, with emphasis on analytic hierarchy process method, factor analysis method, fuzzy comprehensive evaluation method and Delphi method. The common index system of scientific and technological talents evaluation was summarized. Finally, the development trend of the evaluation of scientific and technological talents was put forward, namely based on the current situation and policies, the future research focus should include the study of the value conduction of the evaluation index of scientific and technological talents and the deepening application of digital technology in the evaluation of scientific and technological talents.

In order to effectively evaluate the maritime emergency rescue capability of helicopters and improve their emergency rescue efficiency,it is proposed that the safety issues in the three stages of "pre-prevention-in-event response-post-event recovery" in the rescue process be taken into account in the helicopter maritime emergency rescue system. Based on the "5W1H" analysis method,the research framework is designed,and the evaluation indicators of helicopter maritime emergency rescue capability are screened through literature analysis,questionnaire survey,expert consultation and other methods,and 21 evaluation indicators are determined to build the evaluation index system of helicopter maritime emergency rescue capability. The analytic hierarchy method based on D-S evidence theory is used to determine the index weight,and the fuzzy comprehensive evaluation method is used to construct a comprehensive evaluation model of helicopter maritime emergency rescue capability. The evaluation model is applied to the rescue exercise taking the injury of offshore wind turbine maintenance personnel as an example, and the score is 86.89,and the rescue ability is judged to be "strong". The results show that the evaluation index system and evaluation model have certain practicality,and can effectively evaluate the ability of helicopter emergency rescue at sea.

23. Evaluation Index System of Rural Ecological Revitalization in China: A National Empirical Study Based on the Driver-Pressure-State-Impact-Response Framework.

Rural ecological revitalization (RER) is one of the five goals of China's rural revitalization strategy. However, there is a lack of an effective index system to evaluate RER levels, which hinders the implementation of this national policy and reduces the effectiveness and efficiency of public resource input. Using the driver-pressure-state-impact-response (DPSIR) framework, this study developed an evaluation framework consisting of 5 subsystems, 12 secondary indicators, and 33 tertiary indicators. Using the entropy-weighted TOPSIS method, we analyzed a set of 30 provinces' data and empirically determined the weights of each indicator. We found that the response subsystem had the largest weight (0.338), followed by the state (0.271), impact (0.148), pressure (0.130), and driver (0.113). We then evaluated the RER level in each province and found that five provinces had high RER levels, 16 provinces had moderate RER levels, and nine provinces had low RER levels. Using Moran's I, we examined spatial autocorrelation of provincial RER levels at global and local dimensions. We found significant positive global autocorrelations across all subsystems, indicating that geological aggregation exists in all RER subsystems. The local autocorrelation results showed that low–low and high–high patterns were the dominant local autocorrelation patterns. According to the findings, we discussed the possible implications of this RER evaluation index system and provided policy recommendations for strengthening RER in different regions across the country. The evaluation of land ecological security (LES) evaluates how human activity and land use affect land ecosystems. Its ultimate objective is to provide guidance and assistance for decision making in order to preserve and restore the efficacy and health of terrestrial ecosystems. The assessment model presented in this article is comprehensive and integrates the advantages of both subjective and objective weighting techniques. This study extends the "Pressure–State–Response" (PSR) model to "Driver–Pressure–State-Impact–Response" (DPSIR) and combines it with TOPSISI to determine the weights of each contributing component. Furthermore, the geographical and temporal distribution patterns of regional land ecological security levels were investigated using GIS geostatistical approaches. According to this study, (1) the Yangtze River Delta region's LES index, with a mean value in the fairly safe range, is generally safe. The year 2019 marks an inflection point for the index, with the highest level of ecological safety on land. The primary element is the modification of environmental policies that are enacted by the government. (2) The LES status is divided into two stages during the course of this study. The Yangtze River Delta region's LES quickly develops throughout the first stage (2012–2019), which sees a shift in the safety rating from IV to II. The second stage (2019–2023) sees a progressive improvement in the LES index and a shift in the safety category from Class II to Class I. (3) Important variables influencing the geographical distribution of LES in the Yangtze River Delta region include barrier elements, including soil and water erosion areas, flood disaster areas, grain planting areas, urban green covering areas, and effective irrigation areas of farmland. The construction of health promotion hospitals is a systematic and organic whole aimed at improving the health literacy and level of the entire population. It applies the theories, concepts, and strategies of health promotion to establish a healthcare service system centered on patient needs and people’s health, providing a healthy organization with positive interaction and mutual health promotion for employees, patients and community residents. Currently, the construction of health promotion hospitals in China is still in the exploratory and improvement stage. Based on the "Structure-Process-Outcome (SPO)" theory, this study divides the evaluation of health promotion hospitals into three dimensions: structure, process, and outcomes. This study constructed an evaluation index system consisting of 6 primary and 21 secondary indicators by adopting the Analytic Hierarchy Process (AHP). This study aims to provide a scientific, reasonable, and operable evaluation index system for the standardized and high-quality development of health promotion hospitals while also guiding the management and quality improvement of health promotion hospitals. With the constant goal of improving the quality of higher education, quality evaluation is a widely concerned problem, prompting this study to construct a higher education quality evaluation method based on a neural network model. First, an Attention Relevance Confidence Satisfaction (ARCS) model was constructed herein. This was done through two rounds of screening; the evaluation indexes of higher education quality were selected, and an evaluation index system was finally constructed. Then, the weight of each evaluation index was calculated using the constructed ARCS model. According to the 1–9 grading scale, an index scoring matrix of industry-education integration was established. Afterwards, the higher education quality evaluation score was obtained based on the neural network model, and the evaluation effect level was determined. The experimental results showed that the quality evaluation effect of the proposed method in the past five years showed an overall rising trend, even already reaching the top level. Moreover, the denoised experimental dataset was finally divided into a test dataset (28%) and an experimental dataset (72%), with the proposed method exhibiting a favorable effect. Large industrial producers consume a huge amount of energy and are a key area of focus for achieving peak carbon and carbon neutrality targets. Based on the operational monitoring of the traditional energy supply system and the transformed PV (photovoltaic) -biogas-gas-electricity system, and the user-side load characteristics and typical daily cooling, heating and the electricity power load scheduling characteristics were analyzed. The annual energy supply data and important energy supply influencing factors of the PV-biogas system were studied, and an evaluation index system for the comprehensive energy system was built, and five factors: PV-biogas system operation status, economic benefits, energy supply quality, environmental benefits and energy efficiency were collaboratively considered, and the comprehensive performance of traditional energy supply system and PV-biogas-gas-electricity system were evaluated. The results show these as follows. Large industrial production enterprises with mainly thermal requirement, typical daily load peaks occur at 09:00—11:00 or 14:00—17:00, the PV-biogas-gas-electricity multi-energy system can meet the cooling, heating and electricity needs of industrial enterprises. The average penetration rate of PV system is less than 10% during nonforce majeure hours, and the proportion of gas storage capacity of the biogas system is higher than 50% during normal hours, and the system supply reliability is improved. The evaluation results of a typical case verify the feasibility and validity of the evaluation index system of PV-biogas-gas-electricity multi-energy system, and provide a reference for the comprehensive utilization and coordinated development of PV-biogas-gas-electricity multi-energy system for large industrial enterprises in the future. 29. Regional development assessment based on POIs and Geotree: a case study in Beijing-Tianjin-Hebei region.

The use of Internet data to carry out geographic study has become an academic hotspot in recent years. We referred to the "Zhongke Beauty Index" and crawled 530 thousand POIs (POI: Point of interest) to carry out regional construction evaluation in Beijing-Tianjin-Hebei region. The results showed that: (1) Geographic big data provided detailed information for fine-grained regional research, and the POI evolution tree model revealed the shortcomings of regional development. (2) The Beijing-Tianjin-Hebei comprehensive beauty index in 2019 was 0.21, and Beijing and Tianjin are far ahead of Hebei in terms of ecology and culture. Specifically, the POI types of eco-environment construction of research area were single; the industrial development construction presented a trend of multi-center gathering; the social harmony construction has formed a gathering circle in Beijing; the eastern and central regions were the dominant regions in terms of institutional improvement construction; and the cultural inheritance construction was the shortest board in research area. (3) The evaluation ranking was sensitive to the population and the size of the area in Beijing-Tianjin-Hebei region. When evaluating, the uncertainty caused by the characteristics of indicators and POIs should be fully considered. The quality governance level of an industry is a multi-index evaluation problem that must consider multiple dimensions and factors. This study is the first to construct a comprehensive quality governance evaluation model for the civil aircraft industry of China (CAIC). The index system for the quality governance evaluation of CAIC was established using a literature review, enterprise investigation, expert interviews, and questionnaire surveys. An Analytic Hierarchy Process (AHP) was employed to determine index weights. Based on the evaluation model, data from 53 aviation manufacturing enterprises were collected, and the quality governance level of the CAIC was empirically evaluated; thus, quantitative and qualitative evaluation results were obtained. This empirical study shows that the quality governance of the CAIC is currently at a "medium to low" level. By establishing an evaluation system for emergency management capability for coal mine enterprises, the problems and shortfalls in coal mine emergency management can be identified. Moreover, this evaluation method holds promise in enhancing the ability to respond to emergencies in coal mines. The current research conducts both theoretical analysis and field research to determine and extract 26 factors that impact the emergency management capability of coal mining companies. The collected data is analyzed using SPSS version 24.0 and undergoes reliability and validity assessments. Subsequently, the entropy weight technique is utilized to determine the weight of individual evaluation system indices. As an effective evaluation tool, the trained convolutional neural network (CNN) model can accurately and effectively predict the satisfaction of the samples outside the training sample set, providing suggestions for improving coal mine emergency management. The trained model is employed to make empirical predictions and analyze the XY coal mine. The findings indicate that the overall emergency management capacity of the coal mine is II, which is at a good level. The evaluation results are consistent with the actual situation, and suggestions are provided for improving the emergency management ability of coal mines. [ABSTRACT FROM AUTHOR]

Agricultural and rural modernization is an indispensable part of China’s modernization road. This paper constructs the evaluation index system of agricultural and rural modernization level in Heilongjiang Province from three dimensions: high quality and efficiency of agriculture, rural livability and farmers’ prosperity. The entropy method is used to comprehensively measure the level of agricultural and rural modernization in Heilongjiang Province, and the development stages of different periods are determined. The results show that the development level of agricultural and rural modernization in Heilongjiang Province from 2000 to 2022 is on the rise as a whole, and it has reached the basic realization stage. The development level of high quality and efficiency of agriculture, rural industry and livability, and farmers’ prosperity and prosperity are constantly improving. According to the results, countermeasures and suggestions are put forward from three dimensions, aiming at promoting the development of agricultural modernization in Heilongjiang Province and realizing rural revitalization. t:Objective To scientifically construct an evaluation index system for infectious disease prevention and control capabilities in elderly care institutions, providing a reference for the construction of infectious disease prevention and control capabilities. Methods Utilizing literature research, group discussions, and expert consultations, the index system and the weights of each level of indicators were determined through the Delphi method. Results Twenty experts were consulted, with the enthusiasm of experts in both rounds of consultation being 1.00. The authority coefficients (Cr) were 0.84 and 0.86, respectively, and the comprehensive coordination coefficients (W) for expert opinions were 0.49 (P < 0.01) and 0.57 (P < 0.01). The necessity scores for the second round of evaluation indicators were all > 8 points, the operability scores were all > 7.5 points, and the coefficients of variation were all < 0.25. After two rounds of expert consultations, the evaluation index system for infectious disease prevention and control capabilities in elderly care institutions was determined, including four primary indicators “( System Implementation”, weight 0.372 5;“Organizational Guarantee”, weight 0.2800; “Health Education”, weight 0.192 5; “Baseline Situation”, weight 0.155 0), 11 secondary indicators, and 57 tertiary indicators. Among the secondary indicators, the more important ones included“Implementation of Preventive Measures (weight 0.145 3)”,“Health Literacy (weight 0.117 3)”, and“Implementation of Epidemic Disposal Facilities (weight 0.131 9)”. Conclusions The constructed evaluation index system for infectious disease prevention and control capabilities in elderly care institutions is scientifically rational. This study offers a comprehensive evaluation of urban renewal efforts in Shandong Province, China, by employing the entropy method combined with the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS). An evaluation index system was constructed to assess the weights of key factors influencing urban renewal, including the renovation of old residential areas, improvement in sewage treatment quality, development of sponge cities, adoption of clean heating, and enhancement of air quality. Analysis of 16 prefecture-level cities in 2019 reveals significant disparities in performance, with Jinan achieving the highest ranking due to notable improvements in infrastructure and environmental management. Meanwhile, other cities displayed varying levels of success, reflecting different developmental stages and capacities. The findings underscore the necessity for tailored strategies to optimize urban renewal outcomes, focusing on high-weight factors such as sewage treatment, clean heating, and residential renovation. This study provides actionable insights for policymakers, advocating adaptive renewal strategies that align with local contexts and encourage continuous innovation. 39. Risk evaluation, spatiotemporal evolution, and driving factors of provincial food safety in China

The cross-regional transfer of food safety risks has become more prominent, bringing new challenges to the food ecosystem and food safety regulation. This study develops an evaluation index system of food safety risks based on the pressure-state-response (PSR) framework. The food safety risk indices of 30 provinces in China from 2011 to 2020 are calculated by determining the index weights using the real-coded accelerated genetic algorithm–projection pursuit model (RAGA-PP). Furthermore, this study elaborates the spatiotemporal differences and correlations of provincial food safety risks, characterizes the spatial aggregation and spatiotemporal changes of risks, and investigates driving factors affecting the spatiotemporal evolution of risks. The following findings are established. First, the overall risk value of food safety in China in 2020 decreased by approximately 5% compared with year 2010. In 2020, the national food safety environment was relatively favorable and tended toward stability. The overall trend of food safety risks in China is decreasing, although socioeconomic development has increased the risks, and the corresponding social management measures have also reduced the risks. Second, food safety risks were unevenly distributed among provinces, showing significant regional differences. Specifically, generally higher risks were observed in eastern provinces versus other regions and in coastal provinces versus inland provinces. Concentrated and superimposed risks were observed in the Yangtze River Delta, a large urban agglomeration centered on Shanghai. Lastly, population density and urbanization level were the main drivers of the evolution of regional food safety risks; whereas policy instruments used by the government to manage risks played a limited role. The results show that establishing a cross-regional collaborative governance mechanism to manage food safety risks should constitute an important component of the regional integration strategy of China.
