In the last decades, the topic of business ethics has attracted great interest at the academic and professional levels. Nowadays business ethics is being increasingly implemented as a necessary discipline in universities' study plans on business management. Moreover, its importance is also evident according to the worldwide increase of organizations and/or institutions that have implemented ethics systems. However, some approaches thoroughly do not consider the importance and the need of an ethical behaviour and are still guiding the actions and the way of thinking of many academics and professionals led to consider that the only responsibility of business is limited just to profit maximization. After analyzing and debating the postulates of this line of thought, this paper concludes that the companies bear the responsibility of behaving ethically. This responsibility does not exclusively imply serving and being fair to its shareholders as the only actors to care about. Its fulfilment requires the recognition of other actors in scene, its stakeholders, to constitute a consistent basis on which companies can satisfactorily operate in the market. The implementation of an ethical management system (from now on EMS) can contribute to the generation of an ethical culture and to the improvement of the moral quality of the whole organization. As a consequence, together with the achievement of the desired Top Managers "best place to work", the corporate reputation related to its stakeholders can be improved redounding in the value creation for the company.

En la actualidad, la ética empresarial está siendo crecientemente implementada como disciplina necesaria en los planes de estudio sobre gestión empresarial de las universidades. Además, se evidencia su importancia con el incremento experimentado a nivel mundial de organizaciones e instituciones que han implementado sistemas de ética. Sin embargo, algunos enfoques de pensamiento que todavía se encuentran guiando las acciones y la forma de pensar de muchos académicos y profesionales no consideran la importancia y la necesidad de un comportamiento ético por entender que la única responsabilidad de la empresa se encuentra limitada a la maximización de beneficios. Después de analizar y debatir los postulados de esta línea de pensamiento, este trabajo concluye que las empresas tienen la responsabilidad de comportarse éticamente. Esta responsabilidad no implica exclusivamente servir y ser justo con los accionistas como los únicos actores sobre los que responsabilizarse sino el reconocer otros actores en escena, los grupos de interés, para construir una base sólida sobre la que las empresas puedan operar satisfactoriamente en el mercado. La implementación de un sistema de gestión ético (en adelante, SGE), puede contribuir a la generación de una cultura ética y a la mejora de la calidad moral de la organización. Como consecuencia, junto al tan anhelado "mejor lugar para trabajar" por parte de la Alta Dirección se puede mejorar la reputación frente a los grupos de interés, lo que redunda en la creación de valor para la empresa.

The deontological codes reflect the values of society and clarifies the guiding principles of the society. The goal of the article is to identify the degree of ethical awareness of the issue in federal civil servants through the relationship between ethics, citizenship and democracy; and the perception of them as the Ethical Management System established in 2007. Inductive, exploratory qualitative and multicase research was held with members of two departments of Federal Executive, characterized initially as experiences of success and failure in the implementation of the Sectorial Ethics Commission. Three analysis categories emerged: 1) perception of federal civil servants on ethics; 2) perception of civil servants on the relationship between ethics, democracy and citizenship; and 3) perception of civil servants on the magnitude of Ethics Management System and management tools, which was divided in 11 categories. The results of the analysis reveal that the civil servants considers ethics relevant, but it is difficult to assimilate. Identifies it as a new administrative role, but feels powerless to act on situations which involve ethical conflict. The relationship between ethics, citizenship and democracy was not evident, although freedom and respect have been considered essential values in the process. The work gives rise to deepening. Os códigos deontológicos refletem os valores da sociedade em dado momento e explicitam os preceitos norteadores da sociedade. O objetivo do artigo é identificar o grau de percepção do tema ética em servidores públicos federais por meio da relação entre ética, cidadania e democracia; e da percepção deles quanto ao Sistema de Gestão da Ética instituído em 2007. Realizou-se pesquisa indutiva, exploratória, qualitativa e multicaso com membros de duas Comissões de Ética Setoriais de órgãos do poder executivo federal, caracterizados, inicialmente, como experiências de sucesso e fracasso na implementação dessas comissões. Emergiram três metacategorias de análise: 1) Percepção dos servidores sobre ética no serviço público federal; 2) Percepção dos servidores sobre a relação entre ética, democracia e cidadania; e 3) Percepção dos servidores sobre a amplitude do sistema de gestão da ética e instrumentos de gestão, que se desdobraram em 11 categorias. Os resultados da análise revelam que o servidor considera o tema relevante, mas de difícil assimilação. Identifica-o como uma nova função administrativa, mas sente-se impotente para atuar diante situações que envolvam conflito ético. A relação entre ética, cidadania e democracia não ficou evidente, embora liberdade e respeito tenham sido considerados valores essenciais no processo. O trabalho suscita aprofundamento.
