Smart societies cannot develop without adequate human and social capital nourished by the accumulation of knowledge. Today this process is driven by the new information and communications technologies. While digitisation is permeating all areas of life, it has become clear that technological revolution is not just a purely technical (or economic) process, but also a social one and it is not gender-neutral. Technology can help women and girls access new opportunities, means of expression and channels for participation. However, technological boom can also cause imbalances in the convergent environment. People will need a variety of skills to be able to contribute on an equal footing to the digital transformations but these skills are not equally distributed across all social groups. Debates nowadays extend even further to encompass artificial intelligence and experts have repeatedly underlined that advanced automation technologies can bring about not only great opportunities for humanity but also risks. Challenges can stem from the accelerated use of artificial intelligence without respecting such categories like gender, ethnic and socioeconomic diversity. International bodies raise the admonition that “transparency and accountability for the data behind AI is critical to reducing bias, but very difficult to govern or enforce.” The 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) [1] embody a human rights’ based roadmap for progress that is sustainable and leaves no one behind. Achieving gender equality and women’s empowerment is a crucial goal among others in this important set of priorities for humanity. Only by ensuring the rights of women and girls across all the goals will we get thriving economies, a sustaining environment now and for future generations and genuine social inclusion for a smart society. The article will present a new elaborated version of the summary of the research on gender issues in the converged environment done in the period 2018 – 2020 within the EC COMPACT project.

8. Equality put to the test of managerialization: implementation and uses of a regional gender-equality policy (2010-2015).

This article aims to better understand the mechanisms and concerned parties involved in the managerialization of public policies in favor of equality between women and men in France. In order to achieve that, it describes the implementation of an “equality plan” by a regional administration. It appears that this particular equality plan was shaped by diverse appropriations performed by the administrators who worked on it, as well as by a bureaucratic logic related to the guidelines for modernizing local and regional administrations. The recent expansion of professional-equality policies should be understood through the lens of this institutionalized tension. This evolution tends to depoliticize gender policies and to contribute to a managerial interpretation of equality. [ABSTRACT FROM AUTHOR]

Disputing of the existing conscription commitments in Switzerland (and in almost all western countries), traditionally restricted to men, is conspicuous. To date in this area practically nothing has changed, even though in Switzerland the conscription of women, on a voluntary basis, occurs with no statutory limitation. The paper analyzes the relationship of the conscription and gender in the past and today. Also a question is explored of whether the restriction of conscription to men is at all acceptable from the legal and political perspective?.

Feminism[1] still represents dynamic and controversial phenomenon, manifested at interdisciplinary level, from the political area to the socioeconomic and juridical area, where woman has successfully created her own identity, overcoming obstacles of all kinds, in order to identify a balance between career and family. Legal regulations have been the main instrument in outlining today woman's status and planning the equality policy, the law being characterised by its dynamics in its continuous re-dimensioning depending on the social, historical, cultural, political and economic context, while still keeping its moral values based on which it has been substantiated and still developed, heading, in its evolution towards a "moral ideal". Equality between men and women has become a fundamental right, a common value and a prerequisite for the achievement of economic growth, employment and social cohesion objectives, and the democratic society has successfully created full and equal citizen's rights for all, men and women enjoying the same opportunities, rights and obligations in all spheres of life. Inspite of these administrative, legislative efforts and approaches, the question still remains whether the gender equality objective has really been achieved? Has this phenomenon been turned into a constant protection topic, which can have a negative effect on woman's image, who would thus become a "victim of society"? Are we heading towards protection policies or towards policies on developing a woman able to build values and contribute to the social, economic and cultural development? [ABSTRACT FROM AUTHOR]

[ES] El trabajo pretende analizar los últimos avances en materia de igualdad en Europa, así como la aplicación de políticas de igualdad material o efectiva en nuestro País. De cualquier forma, el estudio no se contentará con la Unión europea. Es objetivo principal analizar las Resoluciones de la ONU, dentro la OIT, El Consejo de Europa nacido del tratado de Londres, y por último la normativa vinculante de la Unión Europea: Las Decisiones, los Reglamentos y las Directivas. Por último, se analizará el “status quaestionis” en España en el momento actual y se elaborará un capítulo crítico sobre los aspectos que tienen recorrido de mejora. Aquí se centrará el principal esfuerzo de investigación de la alumna. Se trata de un trabajo original y de rabiosa actualidad y de carácter transversal. Me remito al apartado de observaciones., [EN] The work aims to analyze the latest developments in terms of equality in Europe, as well as the application of policies of material or effective equality in our country. In any case, the study will not be content with the European Union. The main objective is to analyze the resolutions of the UN, within the ILO, the Council of Europe born of the London Treaty, and finally the binding regulations of the European Union: Decisions, Regulations and Directives. Finally, the status quaestionis in Spain will be analyzed at the present time and a critical chapter will be elaborated on the aspects that have an improvement path. Here will focus the main research effort of the student. A structure according to the content is proposed, some two or three chapters dedicated to the antecedents and to the mentioned organizations, one or two chapters to the situation in our country (autonomic scope and national scope, and the chapter dedicated to the critical appraisal. It is an original and rabidly topical work.

DOI 10.15290/cnisk.2016.01.01.07 The principle of equality between women and men appeared in the Soviet constitutional matter before World War II. For the first time it was formally verbalized in the Soviet Constitution of 1936. The current FR Constitution of 1993 guarantees men and women equal rights and freedoms, equal opportunities for their implementation. Despite constitutional guarantees of equal rights and opportunities, Russian women are still dissatisfied, when it comes to the ability to use that power in political life. Levada survey of 2016 shows that 77% of Russians think that women should be present in politics, and 34% would see a woman as a president over the next 10-15 years. Science is still dominated by men: androcentrism in science refers to the “who” examine, “what” and “how” is analized. Changing this is one of the goals of feminism, which should be seen not only as a social movement and ideology, but also as a scientific perspective. Feminist perspective in science has many opponents, but also among supporters there is a multiplicity of views and options for implementation. Nauka wciąż pozostaje zdominowana przez mężczyzn, a ów androcentryzm dotyczy nie tylko tego „kto” bada, ale także tego „co” i „jak” jest badane. Zmiana owego stanu jest jednym z celów feminizmu, który postrzegany powinien być nie tylko jako ruch społeczny i ideologia, ale także jako perspektywa naukowa. Perspektywa feministyczna w nauce ma wielu przeciwników, ale także wśród jej zwolenników istnieje wielość poglądów i wariantów wdrażania. The paper aims to explain a highly differentiated use of the law by two transnational collective actors, the European Women’s Lobby (EWL) and the European Roma and Travellers Forum (ERTF), and this despite them belonging to the same domain of anti-discrimination policy at the EU level. It addresses the more general topic of the response of collective actors to policy change. Empirical data has been collected on the basis of a triangulation between secondary sources, documentary sources and semi-structured interviews and has been analysed in termsof process-tracing. In the first part we explore different strategies to promote human rights (the law as a reference and the law as a resource). Then we focus on the main factors behind the contrast studied : the role of groups’ organizational resources and of collective identity frames. In the final section we discuss the relevance of iterative effects associated with interactions between groups and their positioning within the European system of governance. The most important result of the comparison shows that to respond to changes in governance arrangements, collective actors have had to adapt reflexively. To do so, they not only assess the available margins of manœuvre and incentives, but look deeply at their own composition, seeking organizational and strategic formulae able to cope with internal conflicts and at their competitive environment.; Cet article part d’un premier constat, relatif à un usage très différencié des mobilisations juridiques par deux acteurs collectifs transnationaux, le Lobby européen des femmes (LEF) et le Forum européen des Roms et des gens du voyage (FERV) qui pourtant appartiennent au même secteur européen de la lutte contre les discriminations. Il a pour objectif d’expliquer les raisons de cet usage différencié, et de discuter les dimensions d’analyse pertinentes. Il s’inscrit dans la problématique plus générale de la réponse des acteurs collectifs au changement de l’action publique. Les données empiriques ont été recueillies sur la base d’un principe de triangulation entre sources secondaires, sources documentaires et entretiens semi-directifs et elles ont été élaborées dans une optique qualitative de process-tracing. Dans une première partie nous explorons les différentes stratégies de promotion des droits du LEF et du FERV (le droit comme référence et le droit comme ressource), pour nous concentrer ensuite sur les principaux facteurs à l’origine de cette situation contrastée : le rôle des ressources organisationnelles des groupes et des cadres d’identité collective, mais également le rôle des effets itératifs liés aux interactions entre groupes et leur positionnement au sein du système européen de gouvernance. L’apport principal de ce travail comparatif est de montrer que face aux évolutions des modalités de gouvernance, les acteurs collectifs ont dû s’adapter de façon réflexive, pas seulement en regardant les marges de manœuvre et les incitations existantes, mais avec une forte attention à leur propre composition, à la recherche de formules organisationnelles et stratégiques capables de prendre en compte les conflits internes et à leur environnement concurrentiel.

Departing from the statement of the Swedish member of the European Parliament Eva-Britt Svensson that the EU could threat the Swedish development in gender politics this essay aims to investigate if this is possible and probable. In order to acquire a view of the actual differences between European and Swedish gender politics in the domain of family- and employment policies and how they affect one another I have conducted interviews with Swedish members of the European Parliament, civil servants and a lobbyist. By subjecting the answers to critical feminist theory the essay tries to explain the difference in the view of women and gender between the EU and Sweden and what it implicates. It seems that the basic ambition of equality between women and men is to be found at both the European level and at Swedish level. But the view of the family and the role of the women as responsible for care work differ. Swedish gender politics don’t seem to have been affected in any negative way by EU rulings so far. The risk of Sweden to compare itself with other European countries could, however, lead to stagnation in the struggle for equality between women and men as an effect of Sweden considering itself to be far ahead.

Žlugus TSRS, Lietuva, kaip ir dauguma šalių, pasuko pertvarkos, demokratizacijos ir kapitalizmo keliu. Tolimesnė šalies raida nebeatitinka nei vienos klasikinės socialinės demokratinės plėtros teorijos ir tampa naujų nenusakomų politinių, ekonominių, socialinių ir kultūrinių eksperimentų lauku. Nuo 1990 m. Lietuva kartu su kitomis Baltijos šalimis pasirinko nepriklausomybę ir demokratinį vystymąsi. Šalia tenka patirti specifinių pokyčių, vaduojantis iš sovietmečio, kurio teikta gerovė modifikuojama ir perkuriama postkomunistinėse valstybėse. Lietuvos atvejis suteikia galimybę analizuoti perėjimo iš sovietinio į kapitalistinį gerovės modelį dinamiką. Šio straipsnio tikslas buvo ištirti, kaip pasikeitė lyčių lygybės ir nediskriminavimo gerovės režimas Lietuvoje, kaip tai paveikė gerovės gavėjus (moteris ir vyrus). Analizė atliekama dėmesį skiriant lyčių lygybės įdiegimo ir paramos sistemai, remiantis socialine ir feministine kritika. Nustatytos valstybės teisinės, struktūrinės, programinės ir socialinės politikos pasekmės moterims ir vyrams postsovietinėje Lietuvoje 2004 - 2007 m. Straipsnio apibendrinime pateikiami pozityvūs ir negatyvūs lyčių lygybės ir nediskriminavimo politikos veiksniai bei rekomendacijos, kaip ją būtų galima tobulinti. [...] In the early 1990s, when a dividing line between the East and the West disappeared and Lithuania with all Baltic countries regained independence, new opportunities opened up a change in the way society is studied, that change became embodied in the form of feminist and gender equality challenges to knowledge and methods of seeking out knowledge. Empirical research (study of legal, social, political, economic policy, implementation strategies, mechanisms and statistics) revealed that the shift of welfare regimes in Lithuania from 'socialist / communist compulsory welfare system' to 'liberal bureaucratized welfare system', 'liberal democracy' affected the social and psychological position of women significantly, but positive and negative aspects of the state public policy on the state's public policy are highlighted in my research.

This paper deals on the reception of CEDAW in Spain. First I'II try to explain the history and context in which the Convention was first ratified (1984) and then apply to the Spanish legal system. The paper review all the information gives to the CEDAW's Committee trough the periodical reports; and also the consequences of that on the Spanish legal order. At the end, the paper proposes some conclusions related to the political and legal impact of CEDAW in Spain., Este artículo se refiere a la recepción del CEDAW en España. En primer lugar, atenderé a la historia y contexto en el que el Convenio se ratifica en 1984, para después analizar las aplicaciones que tiene en el ordenamiento jurídico español. El trabajo trata de analizar la información facilitada a través de los informes periódicos, para detectar las consecuencias en el sistema jurídico en España. Al final, el artículo propone algunas conclusiones relativas al impacto legal y político del CEDAW en España.

This article discusses the promotion of equality between women and men and women's rights under International Law. First, it focuses on some of the criticisms made of International Law, and its mode of creation, within mainstream feminist scholarship. Subsequently, the article analyzes the international legal framework, adopted at the universal level, designed to ensure equality between the sexes. For this purpose, reference is made to both the general and the specific framework for the protection of women's rights as provided for under the rules of the International Law of Human Rights. Particular attention is given to legal standards aimed at protecting women in times of armed conflict, that is, the rules of International Humanitarian Law, and acts of criminal violence perpetrated against women as defined under International Criminal Law., Cet article étudie la promotion de l'égalité entre les femmes et les hommes et les droits des femmes dans le Droit international. D'abord, il met l'accent sur certaines des critiques formulées sur le Droit international, et son mode de création, par le principal courant de la pensée féministe. Ensuite, il analyse le cadre juridique international, essentiellement de portée universelle, conçu pour assurer l'égalité entre les sexes. À cet effet, il est fait référence tant au cadre général et spécifique de protection des droits des femmes compris par les normes du Droit international des Droits de l'Homme qu'aux normes juridiques visant spécifiquement la protection de la femme en périodes de conflit armé, c'est-à-dire les règles du Droit international humanitaire, et les normes d'incrimination de la violence du Droit pénal international., Este artículo analiza la promoción de la equiparación entre mujeres y hombres y la defensa de los derechos de la mujer en el Derecho internacional. Primeramente, centra su atención en algunas de las críticas vertidas sobre el Derecho internacional, y sobre su modo de elaboración, por parte de la principal corriente del pensamiento feminista. Con posterioridad, se ocupa de analizar el marco jurídico internacional - fundamentalmente el de ámbito universal - ideado para garantizar la igualdad entre los sexos. Con este propósito, se hace referencia tanto al marco general y específico de protección de los derechos de las mujeres comprendido por las normas de Derecho internacional de los derechos humanos, como a las normas jurídicas destinadas específicamente a la protección de la mujer en tiempos de conflicto armado, esto es, las normas de Derecho internacional humanitario, y las normas de incriminación de la violencia del Derecho penal internacional.

El projecte Andalucía en e-Igualdad, en l’Eix 2. Assistència a favor de les persones, en coherencia amb l’objectiu d’EQUAL, tracta de combatre la discriminació i la desigualtat en el mercat laboral. En aquest sentit, es van fer una sèrie d’activitats innovadores, adreçades al desenvolupament de competències específiques per a la formació de la dona. E-andaluzas en la sociedad red (EQUAL II 2005-2007) intenta facilitar una orientació pràctica al jovent amb potencialitat a curt termini per tal que es constitueixin en promotors actius de noves cultures d’igualtat, tant en la professió com en la vida quotidiana, tenint en compte les exigències que plantegen els entorns laborals emergents que s’estan generant en la societat del coneixement. Les denominem Escoles del Canvi, adreçades a joves (dones i homes)., The Project Andalucía en e-Igualdad, in its axis 2. Assistance in service of people, in coherence with the objective of Equal, tries to fight the discrimination and inequality in the laboral market, and several innovative activities were made in order to develope of specific competences for the formation of women. E-andaluzas en la sociedad red (Equal II 2005-2007) tries to provide a practic orientation to the youth with potentiality in short time in order to turn them into active promoters of the new cultures of equality as in the working life as in the daily life, having in mind the demands of the emergent laboral environments that are being made in the Adknowledgement Society. We call them Scholls of the Change, directed to youth (women and men)., El proyecto Andalucía en e-Igualdad en su Eje 2. Asistencia a favor de las personas, en coherencia con el objetivo de Equal, trata de combatir la discriminación y la desigualdad en el mercado laboral, y así se realizaron una serie de actividades innovadoras, encaminadas al desarrollo de competencias específicas para la formación de la mujer. E-andaluzas en la sociedad red (Equal II 2005-2007) intenta facilitar una orientación práctica a los jóvenes con potencialidad a corto plazo, a fin de que se constituyan en promotores activos de nuevas culturas de igualdad, tanto en la profesión como en la vida cotidiana, teniendo en cuenta las exigencias que plantean los entornos laborales emergentes, que se están generando en la sociedad del conocimiento. Las denominamos Escuelas del Cambio, dirigidas a jóvenes (mujeres y hombres).
